<a href="https://www.apartments.com.au/developers/sunland-group">Sunland Group</a> has officially lodged plans for its first Gold Coast apartment project since the departure of the Abedian family from the company three years ago, unveiling a new high-rise proposal for a prominent Broadbeach corner site on Old Burleigh Road.

The application was submitted by an entity directed by Tom Jamieson, stepson of longtime Sunland leader Soheil Abedian, and Riaz Rezvanipour, brother-in-law of Sahba Abedian, Soheil’s son.

Sunland acquired the 1,283 sqm site on the corner of Old Burleigh Road and Armrick Avenue for $9.5 million late last year and is now seeking approval for a <a href="https://www.apartments.com.au/new-apartments/99-101-old-burleigh-road-broadbeach-qld-4218">42-storey tower with 81 apartments</a>.

Designed by <a href="https://www.apartments.com.au/architects/contreras-earl-architecture">Contreras Earl Architecture</a>, the proposed tower at 99-101 Old Burleigh Road would deliver a predominantly larger-format apartment mix aimed at the owner-occupier market. Plans include 17 two-bedroom apartments, 55 three-bedroom apartments, and nine four-bedroom residences across 35 residential levels.

The development also incorporates three basement levels, four podium parking levels, two levels of communal recreation facilities, and rooftop plant and equipment. A total of 189 car spaces are proposed, significantly exceeding the 90 spaces required under the planning scheme.

The architecture adopts a sculpted, curvilinear form, with deep wraparound balconies and integrated landscaping intended to soften the tower’s vertical expression. The planning report states the building’s “slender footprint/form provides a complimentary yet varied built form within the local streetscape” and contributes to “a varied, yet ordered skyline.”

Contreras Earl noted in its Architectural Statement that from the early stages, the project addressed a fundamental challenge: how to accommodate the required residential yield while avoiding the conventional model of a tower sitting on a rigid, fully resolved parking podium.

“The most direct response would have been to consolidate parking into a singular, flat podium and extrude a repetitive tower above,” the statement said. “While efficient, this approach would result in a consolidated built form with limited engagement with the surrounding landscape and public realm.”

Instead, the conventional podium model was “deliberately rejected”. The architects described the base of the building as “a landscaped architectural condition where structure, planting and circulation are integrated”.

“Rather than presenting a continuous built mass, the base of the building is articulated through a series of concrete planter elements that organise the podium into a fragmented system,” the statement said. “This approach reduces the perceived bulk of the lower levels while establishing a more permeable interface with the streetscape and adjacent open space.”

The site sits within the High Density Residential Zone and inside the City of Gold Coast’s unrestricted “HX” building height area, where the planning framework anticipates intensified residential development tied to the expanding light rail corridor. The planning report notes the area is undergoing “transition toward more intense development forms” given its proximity to Broadbeach, Surfers Paradise, and high-frequency public transport infrastructure.

Positioned directly opposite Broadbeach Park and within walking distance of Florida Gardens light rail station, the development would sit among a rapidly evolving stretch of Old Burleigh Road that has become one of the Gold Coast’s most active apartment development corridors.

The application joins a growing pipeline of luxury residential projects reshaping Broadbeach, including nearby developments by 5Point Projects, Polycell, and Graya.

The planning report argues the project contributes toward the Gold Coast’s long-term housing targets under the South East Queensland Regional Plan, which forecasts the need for more than 100,000 additional high-rise dwellings across the city by 2046.

First look: Sunland Group returns to Broadbeach new apartment market with new Old Burleigh Road tower plans

The Minns Labor Government has established the new Bays West Delivery Authority to lead the development&nbsp;of the Bays West Precinct and Blackwattle Bay Precinct.&nbsp;

The Authority is charged with creating Sydney’s newest precinct, a thriving, connected, sustainable hub with White Bay Power Station as its cultural heart. Its vision is to build on the area’s natural, cultural and industrial history to shape a vibrant new neighbourhood.

The precinct will deliver up to 8,500 well-located homes, including a minimum of 10 per cent affordable and essential worker homes. Combine new housing with public open space, opening public access to the waterfront for the first time in more than 100 years, while retaining important deep-water facilities to support Sydney’s working harbour.

Located just minutes from the Sydney CBD and connected to a world-class metro, ferry, walking and cycling links, the Bays West precinct will rebalance housing growth towards well-serviced inner-city locations and help tackle the state’s housing crisis.

The Bays West Delivery Authority,&nbsp;an agency of the Department of Planning, Housing and Infrastructure, will report to the NSW Minister for Lands and Property who already has oversight of major precinct renewal projects including at Blackwattle Bay and Barangaroo.

As part of the broader Bays West transformation, the Minns Government recently announced that a proposal from Lendlease to redevelop part of the Bays West Precinct has progressed to Stage 2 of the NSW Government’s unsolicited proposals process.

The Minns Labor Government has also confirmed the Bays West precinct will have a new suburb name. This will be the first major suburb built in close proximity to Sydney’s CBD in decades and will encompass the area currently being referred to as Bays West, including Glebe Island and the White Bay Power Station. Served by a new Metro station just five minutes from the CBD, it will become one of the most populous suburbs in the Inner West and one of Sydney’s premier cultural destinations.

An early works program is taking shape, which&nbsp;includes the first stages of an international design competition.&nbsp;

The aim of the Bays West&nbsp;International&nbsp;Design Competition is to&nbsp;ensure design excellence is embedded in the project from the start. The competition will deliver an&nbsp;urban framework that defines the character, ambition and long-term identity of&nbsp;this&nbsp;former industrial precinct as it transitions to a vibrant, inclusive and sustainable residential&nbsp;neighbourhood.

The competition will be led by the Bays West Delivery Authority in partnership with Government Architect NSW.&nbsp;

It will launch with an invitation for a global Expressions of Interest, before moving to an invitation-only stage that will be assessed by a panel that&nbsp;will provide advice to Cabinet who will select a winner.

Premier of NSW, Chris Minns said the establishment of the new Authority is the first step in transforming the Bays West precinct into a vibrant, livable suburb minutes from the Sydney CBD and two stops from Hunter St Station on the Metro West line.

“The Authority will deliver well-located homes close to the heart of the city and integrate the new precinct with Blackwattle Bay and the new Sydney Fish Market.

“This is a generational opportunity to build a new suburb on the city’s edge and open the harbour foreshore to the public for the first time in a century.”&nbsp;

Minister for Lands and Property Steve Kamper said the new Bays West Delivery Authority established by the Minns Government will turbocharge the development of Sydney’s newest suburb.

“The Authority is working at a record pace to deliver an international design competition, planning pathways and a financial model so that this development benefits Sydney with well-designed homes in a central location, close to public transport, jobs, entertainment and essential services.

“If we want Sydney to stay liveable and affordable, we need to be bold about using underutilised government-owned land to deliver homes for the future while making sure essential working harbour functions can be accommodated.”

Bays West Delivery Authority established to "turbocharge" Sydney’s newest suburb

Around 400 additional homes could be built at Southwark Grounds on Port Road, lifting total site capacity from 1300 to around 1700 dwellings.

A recently approved code amendment would allow apartment towers of up to 14 storeys in some areas of Renewal SA’s redevelopment of the former West End Brewery.

Renewal SA Acting Chief Executive Shane Wingard said he welcomed the code amendment, with the increase in heights and homes making a positive impact on the supply of high-quality, well-connected housing close to the city.

“By going higher across some parts of Southwark Grounds, we are adding a substantial number of very well-located homes with little impact on project delivery time or planned open space,” Mr Wingard said.

Since the project officially launched in 2025, Mr Wingard said more than 12,000 enquiries had been received about living at Southwark Grounds.

“The very strong early interest we’ve seen since homes were first released in the precinct reinforces our plans to create more housing opportunities,” he said.

The Southwark Grounds code amendment was launched in December last year, with community engagement undertaken over five weeks from January.

It proposed increasing maximum building heights from eight to 14 storeys on the eastern section of Southwark Grounds, and to 12 storeys across the remainder of the site, with minimum building heights ranging from two to four storeys.

The code amendment was implemented through an Early Commencement policy in late January, allowing developers to quickly explore the viability of increased height and housing yield while other planning processes continue.

One of the first developers delivering apartment sites have already finalised redesigns to increase the number of apartments following the code amendment.

Samaras’ development adjacent to the future Colonel Light Park is now planning to deliver 125 apartments across 11 storeys, significantly greater than original plans of around 50 apartments across four storeys.

The developer is also exploring the potential for additional affordable housing outcomes.

Most of the apartments at Southwark Grounds will be delivered within a master-planned precinct on a large parcel of land on the eastern portion of the site, covering around two-thirds of its 8.4 hectares.

Wingard said detailed precinct planning over the coming months may identify further opportunities to increase yield further that could see total apartment numbers at Southwark Grounds, exceed this number.

Affordable homes at Southwark Grounds will also see a net increase, with Renewal SA maintaining its commitment to a minimum of 20 per cent affordable housing across the development.

Civil works have begun across the site, with construction under way on the first new roads surrounding a townhouse precinct in the south‑west corner of Southwark Grounds. This includes Renewal SA’s 17 Founder’s Row homes, which are on track for completion by Christmas.

“We expect to have people living at Southwark Grounds by the end of the year, so delivering roads and public spaces for those residents is among our highest priorities.”

Construction of 40 townhouses off Anderson Street, known as West Village and being delivered by Contour, is forecast to begin in mid‑2026. Kolabb’s Anderson Lane development will follow shortly after, delivering a further 26 townhouses.

Southwark Grounds is a state government‑led urban renewal project now set to deliver around 1,700 homes over the next decade.

Homes will be supported by a supermarket, a range of retail and hospitality offerings anchored by a revitalised Walkerville Brew Tower, a childcare centre, car parking and well‑connected public spaces.

400 new homes planned for Adelaide's former West End Brewery site

Brisbane developer&nbsp;<a href="https://www.apartments.com.au/developers/cavcorp">Cavcorp</a> has lodged plans for a new mixed-use residential development at <a href="https://www.apartments.com.au/new-apartments/55-wyandra-street-teneriffe-qld-4005">55 Wyandra Street</a>, Teneriffe, anchored by an 85-metre public laneway designed to reconnect the suburb’s riverfront with the Gasworks precinct.

The buildings, known as Teneriffe House and Teneriffe Lane, would replace the existing Queensland Cotton head office site with a 15-storey residential tower transitioning to eight storeys toward Helen Street. The project has been designed by Plazibat Architects and lodged as a code assessable development application for 93 apartments across a 3,401 sqm mixed-use site within the Newstead and Teneriffe Waterfront neighbourhood plan.

Central to the scheme is the transformation of an existing service easement into a publicly accessible cross-block connection linking Wyandra and Helen Streets. Cavcorp says the new laneway will act as both a pedestrian shortcut and a landscaped civic space between the Teneriffe Riverwalk, ferry terminal, and Gasworks precinct.

“The revised proposal delivers a legacy public-realm cross-block link, permanently secured for community use, transforming an existing private easement into a safe, high-quality pedestrian connection between the Teneriffe heritage riverwalk and the Gasworks–Long Island precinct,” the planning report states.

The laneway will sit beneath a large subtropical loggia integrated into the podium levels of the development. The design incorporates deep landscaping, water gardens, lobby spaces, business lounges, and ground-floor apartments to create what Cavcorp describes as a climate-responsive “urban verandah.”

The tower itself has been designed as a slender form with recessed floorplates and curved translucent corners inspired by contemporary Japanese architecture. The building height aligns with the Commercial Road precinct controls, which permit towers up to 15 storeys within proximity to Longland Street.

The project will comprise a mix of larger-format apartments aimed at owner-occupiers, downsizers, and families. The proposed apartment mix includes 11 loggia apartments across the lower levels, 50 four-bedroom Sky-Terrace apartments from levels three to seven, and 32 Sky-Pool Homes occupying the upper tower levels. The Sky-Pool Homes will feature private thermal plunge pools integrated into oversized balconies.

According to the application, the apartments are intended to reinterpret the scale and character of Teneriffe’s woolstore conversions and Queensland homes within a vertical residential format.

“The sky-pool homes build on Cavcorp’s previous projects and introduce a distinct apartment typology to Teneriffe, informed by both local and international precedent and responding to an identified market demand for enhanced safety, space and amenity,” the planning submission notes.

A major focus of the proposal is its five-level wellness and lifestyle offering, extending from the basement through to the rooftop.

Amenities proposed include a rooftop Swim &amp; Racquet Club with a 25-metre Olympic lap pool and tennis court, coworking spaces and libraries, golf simulators, wine storage, concierge facilities, business lounges, pet wash areas, and rooftop longevity-focused wellness spaces with spas, outdoor fitness zones, and landscaped terraces.

All parking will be concealed within basement levels accessed from Wyandra and Helen Streets. Cavcorp says the deep-basement engineering approach allows the entire ground plane to prioritise landscaping, pedestrian movement, and active frontage rather than vehicle infrastructure.

The development continues Cavcorp’s concentration in Newstead and Teneriffe, where the Brisbane developer has delivered a number of apartment projects including Lucent, Le Bain, and Luminare, as well as the Long Island Wellness Precinct nearby. Several of those projects have received national design and architecture awards, including recognition under Brisbane’s “Buildings that Breathe” program.

Cavcorp unveils wellness-focused Teneriffe House and Teneriffe Lane apartment buildings

Focus Group Investments has lodged plans for a new apartment development at <a href="https://www.apartments.com.au/new-apartments/64-70-hanover-street-fitzroy-vic-3065">64–70 Hanover Street</a> in Fitzroy, seeking to utilise the Victorian Government’s recently introduced Great Design Fast Track pathway to accelerate approvals for the project.

The proposal is among the latest developments to emerge through the state-led initiative, which was established to fast-track well-designed residential projects in activity centres and transport-connected inner-city locations. The pathway allows qualifying developments that meet elevated design and housing benchmarks to bypass traditional council planning timeframes and instead be assessed directly by the Department of Transport and Planning.

Designed by SJB, the development will comprise a mix of apartments above activated lower levels, with a strong focus on architectural articulation, landscaping, and communal amenity. The design response seeks to balance the industrial character of Richmond’s former warehouse precincts with a more contemporary residential form.

The Planning and Urban Context Report by Tract says the development is of an "exemplary architectural standard" and has been carefully crafted by SJB Architects.

"Dwellings&nbsp;will benefit from excellent access to natural light, cross-ventilation opportunities and extensive communal space," the report noted.

The architectural material highlights the project’s integration of landscaped elements and communal spaces throughout the building. The proposal also incorporates sustainability initiatives aligned with the Victorian Government’s push for higher-performing apartment developments under the fast-track program.

The Great Design Fast Track was unveiled by the Victorian Government in 2024 as part of a broader housing supply strategy aimed at accelerating the delivery of new homes. Projects assessed through the pathway must demonstrate high-quality architecture, sustainability outcomes, and housing diversity while being located close to public transport and existing infrastructure.

The HIA’s chief economist, Tim Reardon says an easing of the credit squeeze is necessary to alleviate the adverse impact of the housing downturn on the wider economy.
The number of dwellings approved in Australia fell by 0.6 per cent in April, according to data released by the Australian Bureau of Statistics (ABS).
According to the recent ABS release, among the states and territories, total dwelling approvals fell in Victoria (2.8 per cent), Tasmania (2.2 per cent), the Northern Territory (2.0 per cent) and New South Wales (0.4 per cent), in trend terms.
Small increases were recorded South Australia (1.8 per cent) and Western Australia (1.3 per cent), while Queensland was flat.
The Australian Capital Territory stood out however with a large increase of (7.7 per cent),.
"The overall decrease was led by private sector houses, which declined 1.9 per cent in trend terms," said Justin Lokhorst, Director of Construction Statistics at the ABS. "Meanwhile, private dwellings excluding houses rose by 1.2 per cent."
Approvals for private sector houses fell 1.9 per cent in trend terms.
Declines were recorded in New South Wales (3.8 per cent), Victoria (2.7 per cent), Queensland (0.8 per cent) and South Australia (0.1 per cent), while Western Australia recorded a 0.5 per cent increase.
Examining the data in seasonally adjusted terms, at the national level, the number of dwelling approvals fell by a seasonally adjusted 4.7% to 14,123, with the overall fall in approvals broad-based.
The total dwellings decline of 4.7 per cent in April was driven by falls in Tasmania (19.1 per cent), Victoria (16.1 per cent), Western Australia (6.7 per cent) and South Australia (3.3 per cent).
Private dwellings excluding houses fell 6.5 per cent, while private house approvals decreased 2.6 per cent.
The value of total building approved fell 0.2 per cent in April, in trend terms. The value of residential building declined 0.9 per cent, while non-residential building rose 1.0 per cent.

Tim Reardon noted home building had been cooling since late 2017 and the downturn in activity has accelerated in the second half of 2018.
"Approvals for new homes in the three months to April 2019 were 20.5 per cent lower than in the same period the year before,” added Mr Reardon.
“The downturn in building activity is now evident in other economic data including today’s data on capital expenditure. 
"CAPEX fell 1.6 per cent in the March 2019 quarter due to significant falls in expenditure on new buildings.
“With the slowdown in home building accelerating in the first half of 2019, it is likely to weigh on economic growth in next week’s national accounts data.
“The fall in approvals in April were most likely influenced by low levels of consumer confidence during the Federal Election however, the end of the election alone will not be sufficient to bring stability back into the housing market."

The value of new lending commitments to households fell 3.7 per cent in March 2019, seasonally adjusted, according to the latest Australian Bureau of Statistics (ABS) figures on new lending to households and businesses. The fall in lending to households in March follows a 2.2 per cent rise in February 2019.

Nationally, lending for investment dwellings also contracted further in March, with the series down 25.9 per cent (seasonally adjusted) compared to March 2018. The level of new lending for investment dwellings is at its lowest level since March 2011. 
While nationally there was a fall in the number of loans to owner occupier first home buyers (-0.5 per cent) in March, in a similar pattern to recent months this fall was again much less than the drop in the number of loans to owner occupier non-first home buyers (-3.3 per cent).

NSW leads downturn in March new lending commitments to households

March trade figures released today by the Australian Bureau of Statistics (ABS) showed strong year-on-year growth of 3.51%, with Queensland (5.30%) and Victoria (4.73%) posting healthy year-on-year improvements.
The Executive Director of the Australian Retailers’ Association (ARA), Russell Zimmerman said although softer than anticipated, the results were reasonably solid results. 
The clothing, footwear and personal accessories category recorded standout 5.88% year-on-year growth in March, with footwear, in particular, recording a 6.43% year-on-year increase.  
“Clothing and footwear retailers have continued to experience rising growth since the beginning of the year, and with colder months ahead we can only expect these figures will increase,” Zimmerman said.  
Cafés, restaurants and takeaway food services (4.77%) and food retailing (4.46%) both experienced spikes in sales during March, with supermarket retailers recording 5.40% year-on-year growth. 
“Although consumer confidence has dampened over the last few months, the staggering rise in retail spend across cafés, restaurants and takeaway food services and food retailing, shows that Australians are starting to spend on discretionary items again and treating themselves to small luxuries,” Zimmerman said. 
“It is also pleasing to see that, despite recent droughts and floods occurring across various parts of the country, supermarkets have managed to bounce back, recording considerable year-on-year growth.”
Across the country, Australian Capital Territory Queensland (5.30%), Victoria (4.73%), Australian Capital Territory (3.71%),Tasmania (3.67%), New South Wales (2.70%), South Australia (1.87%),Western Australia (1.14%) recorded substantial growth, while the Northern Territory (-1.30%) recorded negative growth in March. 
“Queensland, Victoria, and the Australian Capital Territory have once again experienced strong year-on-year growth for March, while Tasmania and New South Wales also continue to show impressive growth year-on-year,” Zimmerman said. 
“Although these figures are pleasing, the persistent decline in retail spending across the Northern Territory over the last seven months is still a serious concern and we hope to see it turn around soon.”
Zimmerman said that it was to be hoped that whatever the outcome of the imminent federal election, the resulting government would be able to govern effectively without interference and frustration from minor party crossbench Senators.
“We are happy to work with whatever government is elected, but our overwhelming preference is for whomever that is to be able to just get on with it without constantly being frustrated in the Senate, which has put a handbrake on the process of government for many years now,” Zimmerman concluded.

March retail trade figures show retail sector "chugging along": Australian Retailers Association

Following on the heels of a 0.9 per cent rise in February 2019. Ben Faulkner, Director of Quarterly Economy Wide Surveys said, "cafes, restaurants and takeaway food services (1.4 per cent) and Food retailing (0.4 per cent) led the rises with strength in food prices contributing to rises, especially in supermarkets and grocery stores."
"Clothing, footwear and personal accessory retailing (1.2 per cent) and Household goods retailing (0.2 per cent) also rose. The rises were partially offset by falls in Department stores (-1.5 per cent) and Other retailing (-0.4 per cent)". In seasonally adjusted terms, ABS found there were rises in Victoria (0.7 per cent), Queensland (0.6 per cent), New South Wales (0.2 per cent), Tasmania (0.4 per cent), South Australia (0.1 per cent), and the Northern Territory (0.7 per cent). The Australian Capital Territory was relatively unchanged (0.0 per cent) and Western Australia (-0.7 per cent) fell in seasonally adjusted terms in March 2019. The trend estimate for Australian retail turnover rose 0.3 per cent in March 2019. Compared to March 2018, the trend estimate rose 3.0 per cent.  Online retail turnover contributed 5.7 per cent to total retail turnover in original terms in March 2019. In March 2018 online retail turnover contributed 5.1 per cent to total retail. For the March quarter 2019, there was a fall of 0.1 per cent in seasonally adjusted volume terms.
The quarterly fall in volumes was led by Household goods retailing (-0.6 per cent), and Department stores (-1.2 per cent). Cafes, restaurants and takeaway food services (1.0 per cent), Other retailing (0.3 per cent), Food retailing (0.1 per cent), and Clothing, footwear and personal accessory retailing (0.3 per cent) all rose in seasonally adjusted volume terms.

Australian retail turnover rose 0.3 per cent in March: ABS

National capital city residential property prices fell a further 2.4 percent in the December quarter 2018, according to figures released by the ABS.
It follows a 1.5% national decline in the September quarter 2018, taking prices down 5.1% over the year.
The December quarter decline was driven by Sydney more so than Melbourne.
Melbourne's 2.4% loss was consistent with its losses in the September quarter (2.4%), however Sydney's decline increased sharply, jumping to 3.7% in the December quarter from 1.5% in the September quarter.
Sydney's total annual decline now stands at 7.8%, followed by Melbourne's 6.4% losses and then some way back to Darwin where prices are 3.5% down.

Bruce Hockman, chief economist for the ABS, said Australia’s two largest cities continue to lead the fall in property prices.
"These falls follow a period of solid growth, where prices in Sydney rose 68 per cent and Melbourne rose 54 per cent, over the five years to December quarter 2017," Hockman said. "While property prices are falling in most capital cities, a tightening in credit supply and reduced demand from investors and owner occupiers have had a more pronounced effect on the larger property markets of Sydney and Melbourne."
Hobart continued its strong property market, with gains of 0.7 percent over the December quarter.

National property prices decline a further 2.4% in December quarter: ABS

Construction work done missed expectations in the fourth quarter shrinking by another 3 per cent to $51.1 billion.

Construction misses in Q4: Pete Wargent

The value of lending commitments to households, as well as the number of home loans approved, fell in December 2018, according to the Australian Bureau of Statistics.
The fall in the value lending to households in December (4.4 percent), follows a 2.4 percent fall in November 2018. 
The number of home loan approvals also saw a hit, falling a seasonally adjusted 6.1 percent in December from November.
Economists had expected a two percent fall in lending over the month.
The number of loans to owner occupier first home buyers is now down 12.6 percent from December 2017.

Bruce Hockman, ABS chief economist, said large falls in the value of lending for owner occupier dwellings and investment dwellings drove the fall in lending commitments.
Owner occupier dwellings decline 6.4 per cent and investment dwellings were down 4.6 per cent. "The slowdown in lending for investor dwellings this month continues the steady decline over the past two years, with the value of new investor loan commitments down around 40 percent from the peak at the start of 2017.
"The slowdown in lending for owner occupier dwellings is more recent, with falls concentrated in the last half of 2018", he said.

Number and value of loans decline further December: ABS

Dwelling approvals continued to fall nationwide in December, according to figures released by the ABS.
Approvals declined over 8.4 percent in December, bringing the seasonally adjusted annual decline to 22 percent.
The annual decline has been driven by apartment approvals, which have now gone back 38 percent over the 12 months to December 2018.
House approvals have declined 11 percent in that time period.
In trends terms, dwelling approvals have now fallen for 14 straight months, down 39 percent from the November 2017 peak.
It's the fourth consecutive quarterly decline, according to economist <a href="http://jamesfostermacro.blogspot.com/" target="_blank">James Foster</a>.

Daniel Rossi, director of construction at the ABS, said the series is now at its lowest level since June 2013.
"The trend for the total dwelling approvals series has continued to decline over the past year," Ross said.
Economist Lindsay David said building approvals for both Sydney and Melbourne are moving in line with his anticipated 97% fall from the peak.
David said the figures were "recessionary".
Building approvals is always a volatile data set, but the trend is lower and has been for some time.

Far and away the state with the biggest dwelling approval decline was the Australian Capital Territory where approvals declined over 21 percent.
The ACT was followed by Queensland (6.5 percent), New South Wales (5 percent) and Western Australia (3.8 percent).
South Australia and Victoria registered small declines, while the Northern Territory and Tasmania saw small increases in their dwelling approvals.
"Absolutely horrible building data approvals", economist Stephen Koukoulas tweeted.
Economic data feed AlertFX.com had predicted a 2.1 percent increase in dwelling approvals.
The AUD has reacted negatively to the approvals news, pulling back 20 points in the market.

Apartments drive dwelling approval decline back to 2013 levels

ABS dwelling approvals data have shown a 9.1 percent drop in November.
According to the latest figures Westpac suggest its takes the total decline over the year to 32.8 percent.
The decrease in November was driven by townhouses and apartments, which declined nearly 18 percent, bringing the yearly total decline to 28 percent.
Housing approvals dropped just 2.6 percent in November, a total of 6.4 percent down on the year.
"We are seeing a second leg lower in approvals following a strong and extended upswing," Westpac economist Andrew Hanlan said.

"The pull-back in approvals from historic highs is against the backdrop: of softer demand, notably from investors (domestic and international); additional supply coming onto the market; and tighter lending conditions.

"The cooling of the housing market will weigh on the economic outlook for 2019, including a likely trend decline in new home building activity," Hanlan said.

Justin Lokhorst, director of construction statistics at the ABS, said the trend for total dwellings has been steadily declining over the past twelve months.
Relative to Q2, dwelling approvals were hit the hardest in South Australia (-31%) and Western Australia (23.7%).
New South Wales recorded a -19.7% decline, closely followed by Queensland at -19.2%
Victoria, the centre of Australia’s population boom, is now down -11.1% relative to Q2.
Tasmania is an island of strength, with approvals up in the month (+30.6%) and higher since the June quarter (+37.6%).
Diwa Hopkins, an economist at the Housing Institute of Australia, said new home approvals fell to reach their lowest level since August 2013.

“This weak result shows just how much the current credit squeeze is weighing on the home building sector," Hopkins said.
“The credit squeeze is happening at the behest of the banks’ own lending practices which have been tightened above and beyond APRA’s requirements. 
“HIA research has found that the time taken to gain approval for a loan to build a new home has blown out from around two weeks to more than two months.
Hopkins described APRA’s decision to lift its 30 per cent cap on banks’ interest-only lending as a "welcome development", however suggested more needs to be done to mitigate the growing risks of a hard-landing in the housing market.
“Policy makers and lenders alike need to be cognisant that ordinary home buyers are now facing blow- outs in loan processing times and also much greater rates of flat-out loan rejection. Today’s results show how this is weighing substantially on the new home building sector. 
“We’ve long been anticipating the current downturn in new home building, but there is a risk it could develop more quickly and strongly than expected. 
“In particular policy makers and lenders will need to respond judiciously to the pending release of the Banking Royal Commission’s recommendations,” Hopkins said.

Apartments drive dwelling approval November decline:

National capital city residential property prices fell 1.5 per cent in the September quarter 2018, according to figures released by the ABS, and 1.9 per cent over the year.
Melbourne and Sydney were the obvious drivers of the decline.
Melbourne prices recorded the third consecutive quarter of falls (-2.6 per cent) and the first annual price fall (-1.5 per cent) since the September quarter 2012.
Sydney property prices continued to fall, a further -1.9 per cent in the September quarter. 
Bruce Hockman, chief economist at the ABS falls in Sydney and Melbourne are no longer confined to the more expensive properties.
"Declines are now being observed in the middle and lower segments of the market," Hockman said.
"Factors including tightening credit availability and falling property prices are weighing on activity from both investors and owner occupiers".   "Results are in line with market indicators, with auction clearance rates and sales volumes falling and days on market trending higher," Hockman added.

The total value of Australia's 10.1 million residential dwellings fell by $70.1 billion to $6.8 trillion. The mean price of dwellings in Australia is now $675,000. 
Ernst &amp; Young Sydney managing partner Andrew Price said the latest data is more evidence of a significant downturn in Sydney and Melbourne.
"Access to credit and macro-prudential measures are proving to be major factors in the downturn," Price suggested.
"Unlike previous downturns, it’s occurring during a period of low unemployment and strong economic conditions, which suggests that regulatory settings are playing a major role.
"The downturn coincides with the introduction of comprehensive credit reporting, which will only add further lending requirements."
