The residential transformation of St Kilda Road is set to continue into with more new apartment plans for the sought-after boulevard.

Wing Tai Asia has lodged plans for a major residential tower at 464-466 St Kilda Road, replacing the former VACC House with an 18-storey mixed-use development designed around a retained heritage podium and a sculpted contemporary tower.

The proposal, prepared under Victoria’s Significant Residential Development with Affordable Housing pathway, would deliver 325 apartments and ground-floor retail across the prominent 4,653 sqm boulevard site in Melbourne’s St Kilda Road North Precinct.

The project centres on the adaptive reuse of the site’s heritage-listed VACC Building, an eight-storey office designed by Bernard Evans that has occupied the address for decades. Planning documents state the development would involve “carefully dismantling and conserving off-site the original metal fabric of the podium visible from St Kilda Road,” before reinstating it as the defining frontage of the new scheme.

Above the restored podium, Wing Tai is proposing a curvilinear residential tower. The scheme includes 172 one-bedroom apartments, 63 two-bedroom apartments, 66 three-bedroom apartments, and 24 four-bedroom apartments, alongside two ground-floor food and beverage tenancies fronting St Kilda Road.

The tower has been designed with substantial articulation and variable setbacks to minimise perceived bulk and maintain view corridors along the boulevard. Urbis, which prepared the planning report, said the design “has been significantly articulated through a curvilinear design” with “an interplay with materials, façade expression and depth” to create visual separation and visual interest.

The proposal also includes 254 basement car spaces, landscaped pedestrian links connecting St Kilda Road and Queens Lane, and a biophilic landscape strategy featuring canopy trees, raised planters, cascading greenery and a glass oculus pool overlooking the eastern frontage.

Planning documents confirm the $270.1 million development will contribute 3 per cent of project costs to the Social Housing Growth Fund as part of the application process.

Wing Tai acquired the St Kilda Road property in 2018 alongside Abacus Property Group for $95.38 million, before later consolidating ownership of the site. The property previously served as the Victorian Automobile Chamber of Commerce headquarters for around 60 years.

The transformation of the St Kilda Rd boulevard is already beginning to materialise, with a number of high-profile projects recently completed, launched, or approaching launch as developers continue to back the long-term appeal of the precinct.

Among the most notable recent completions is Louise by Samuel Property Group, just off the strip on Queens Lane, the same pocket Hirsch &amp; Faigen recently launched The Queensbury. Mirvac is too on the same street with The Albertine, which is approaching completion.

Dexus recently secured approval for its slice of St Kilda Road, while Gurner also has approved plans for the precinct.

Wing Tai unveils 325-apartment St Kilda Road tower on former VACC House site

Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. Olinda Tea House sells for $2.5 million

There had been limited rural sales activity in South West Victoria, according to Herron Todd White’s December 2016 report.
The property advisory firm says it was against the backdrop of above usual winter rain and the market for cattle and sheep continuing at high prices.
But there had been limited sales activity when spring is traditionally the busy marketing period for farms.
Agents report the stock of property put to the open market is down on previous years for spring.
The farms in a wetter than usual state and therefore considered not appropriate to market and the increased farm income from continued strong prices for beef cattle and sheep have influenced the reluctance to offer farms to the market.
But the valuation firm noted the market's albeit limited activity "indicates values have firmed."
Grazing property was best summarised as seeing a small number of sales matched by the demand from usually corporate buyers.
"Several large name holdings that are well developed including good infrastructure have recently sold after strong competition from prospective purchasers.
"These properties generally comprise an area in the order of 2,000 to 5,000 hectares and usually attract local buyers.
There is limited stock," the report advised.
The valuers inquiry was stronger where the property is a sound, productive, ready to go farm without need for capital works to improve.
"From this local buyer pool a limited number of sales have occurred for grazing farms ranging in area from approximately 40 to 200 hectares.
"The property which is well developed is more readily saleable compared to a property requiring improvement which is slow to sell unless the price reflects the state of the property."
As a broad benchmark, the value of grazing land is in the range of $7,000 to $8,650 per hectare (ex buildings).
HTW detected recent sales for broad acre grazing property through the Hamilton district pointing to a lesser difference in value compared to similar type properties through the Hawkesdale district.
It also advised, "not surprisingly", the dairy farm market has almost gone into hibernation.
It noted the November auction listing of a 400 acre/162 hectare <a href="https://landmarkharcourts.com.au/Property/647169/LTO3954/326-Cresent-Road" target="_blank">dairy farm at Simpson</a> through Landmark Harcourts Timboon.
It sold for $1,709,000, having been listed on and off over recent years with initial $6300 per acre hopes, then $5000 per acre expectations.
There was also a December offering of a 370 acre <a href="https://www.realestate.com.au/property-dairy-vic-princetown-7866946" target="_blank">dairy farm at Princetown</a> which remains for sale at $4800 per acre.
The district's rainfall was noted as making a big difference in South West Victoria.
"Full reservoirs and flooding to many regions in Echuca saw many worried about water damage to crops rather than turning the mowers into paddocks.
This resulted in significant demand in most districts with the main exception being irrigated properties which were held back mainly by price cuts in the dairy industry and challenges in the horticultural sector.
This has resulted in a significant shift upward in underlying land prices, particularly in the Mallee where modern farming techniques are boosting confidence of producers that a yield is possible even with below average rainfall with good management," HTW advised.

Recent reports have confirmed letterboxes outside apartment blocks have been targeted by criminals believed to be working for international crime syndicates, in a massive identity theft scheme.
And according to one of Australia’s largest body corporate management companies, it is a problem on a national scale.

Letterbox theft has been a problem for years but NSW Fraud and Cybercrime Squad detectives say they have established direct links between international identity thieves and the large-scale theft of residential mail, and with several cases in hand of this being a national problem, Mr Raff urges authorities in all regions to give the issue proper attention.

Property 101: Apartment and unit owners in Victoria urged to boost securty due to email thefts

Around half its listings are being offered at a discount or distressed price.
Curlewis and Cranbourne also had high discount levels among its listings.
The median house price at Kilmore is $333,000. Houses are being typically rented at a $340 median weekly rent.
Houses are averaging 110 days on the market before being sold.

It identified listings with one or more keywords that would indicate an increased level of seller motivation and calculated this as a percentage of total listings on the market.
It is designed to identify suburbs with the highest percentage of potentially distressed price stock based on the descriptions used by agents and vendors.
The category also included price reduction activity.
A currently tenanted house at <a href="https://www.realestate.com.au/property-house-vic-kilmore-121845038" target="_blank">4 Blackduck Crossing</a> (above) had its price reduced several time until its recent $290,000 sale. 
It had been dropped to a $300,000 asking price from $310,000 having been listed in February at $335,000.
It last sold in 2010 at $293,000.

Farmers are holding onto dairy farms in the south west region of Victoria until a stronger situation in the dairy farm industry according to Herron Todd White's rural report for November.
HTW said although confidence has been shaken, there is presently an element of optimism for the future and dairy farmers are adapting to different management processes.
"In mid 2016 there was much well publicised negative press coverage in regard to the dairy farming industry, highlighted by Murray Goulburn’s sudden back dated drop in farm gate milk prices paid to farmers, with income to farmers less than cost of production (below break even point)," the report said.
"Added to this were higher than usual feed costs incurred by farmers due to the drier than usual seasonal conditions sustained since 2013.

"Despite the mood in the dairy farm industry, there has not been a flood of farms on to the market from dairy farmers anxious to relinquish dairying and it is anticipated this will continue until farmers are in a stronger nancial situation. 
"There is now a significant focus on cost control with the business strategy being reviewed to reduce debt and rebuild equity rather than chasing profit margin. On farm adjustments are being made to downgrade off farm feed requirements, increase rate of culling of less productive stock and repairs and maintenance treated only on an essential need basis.

The ongoing uncertainty over the future of the Hazelwood power station in Victoria’s Latrobe Valley has raised the prospect that the ageing generator will be shut down in the near future. 
The power station has a nameplate capacity of 1.6 gigawatts, which represents 22 percent of the coal-fired generation capacity in Victoria, and 6% of the total coal-fired capacity in Victoria, Queensland and New South Wales combined (South Australia no longer has an operating coal-fired power station).
Coal-fired power stations provide the bulk of the “baseload” electricity requirements in the National Electricity Market (NEM). Baseload refers to generation that meets the minimum demand, and from an economic point of view this is best delivered by generation that produces constant, reliable output. Brown coal provides the cheapest baseload power – or at least, it does if we’re prepared to ignore factors such as the long-term costs of climate change.
So if Hazelwood departs the market, as one of the cheapest generators in the NEM, it seems logical that electricity prices will increase. The extent of that increase will depend on what takes up the slack. So what can we expect to happen?
<h2>On the decline</h2>
Until 2007, average electricity demand in the NEM had increased every year since the grid was first built. But after that demand started to fall. The reasons are varied, including increasing takeup of rooftop solar panels, improved efficiency of lighting and appliances, and reductions in industrial demand. 
Looking at July (when baseload electricity demand is typically at its highest), the average demand has fallen from 25.4GW in July 2007 to 22.9GW in July 2016, a reduction of 2.5GW. 
But there has also been significant retirement of coal-fired generation capacity in Australia since 2010, driven partly by the retirement of old power plants, and partly by the costs associated with the carbon price, which ran from 2012 to 2014. 
The retirees include Morwell and Anglesea in Victoria (0.2GW), Playford B and Northern in South Australia (0.8GW), and most significantly Redbank, Wallerawang and Munmorah in New South Wales (2.5 GW). This adds up to a total of 3.5GW of coal-fired capacity shut down this decade.
This means that more capacity has been retired than the baseload demand has decreased. So in theory, the retirement of another baseload power station at Hazelwood would result in even more tightening of the balance between supply and demand. 
But if we look at the current average capacity factors of the remaining coal-fired power stations we can see that many of the larger ones, in NSW in particular, are running at very modest capacities. For example, Liddell has been running at 43% of its total capacity for the past 12 months, and Eraring at 59%. Across the NEM the average is 65%. 
Now, of course some of this generation is used when the demand increases during particularly hot or cold weather, but most of this “peaking” demand is supplied by hydro and gas. So while baseload is not the only way to meet demand in the energy system, there nevertheless seems to be plenty of baseload available.
Why are coal-fired stations running at such low levels? One reason is that while demand has been falling, there has also been an extra 4GW of wind power capacity added to the grid. Meanwhile, several new plants were commissioned in the years leading up to the peak in demand, with the expectation that demand would continue to rise. These plants include Callide C, Millmerran and Kogan Creek, which add up to 2.7GW.
If Hazelwood shuts down, it would be reasonable to expect that the remaining coal-fired generators in the grid will take up the slack. The generators in Victoria are running at relatively high capacity factors, so we might expect that NSW generators will increase their output. The interconnector between Victoria and NSW currently sends Victorian electricity into NSW, but it can reverse that flow if required.
One reason why Victorian power stations are running at higher capacities is because they are cheaper to run. ACIL Tasman figures from 2010 show short-run marginal cost (the cost to run a power station in addition to fixed costs) in Victoria is around A$2-5 per megawatt hour, compared with A$12-17 per MWh in NSW.
Predicting what will happen to electricity prices in the future is harder than picking the winner of the Melbourne Cup, so making an exact price forecast is tricky. But if the hole left by Hazelwood’s retirement is filled by the excess capacity in NSW, then all things being equal the impacts on the overall costs of running the system would be modest.
Still, the NEM is very complex. Generators (especially in Victoria) are privately owned and will adjust their market strategies to take advantage of the tightening of supply. Meanwhile, the growing market share of renewables, the potential for electricity demand to begin rising once again, and the possibility of further coal closures, all mean that the full impact of the retreat of coal-fired power is yet to be seen.
