On the fringe of Flagstaff Gardens: Aspire Melbourne's prime location

The onset of the pandemic was a tough time for developers across the country.

In Western Australia, development came to a grinding halt.

“There had been little to no increase in the cost to build for about 12 to 13 years before the pandemic,” Gavin Hawkins, Executive Director of <a href="https://www.apartments.com.au/developers/edge-visionary-living">Edge Visionary Living</a>, one of Perth’s premier developers, told Apartments.com.au.

“Everything then went up overnight. Costs escalated, and so did the prices buyers had to pay. Pair the cost increase with the lack of available builders, and any project worth upwards of $100 million had to be paused because it wasn’t feasible to deliver.”

There were also a series of builder insolvencies, while many tier-one firms shifted their focus away from residential towers. “A lot of the large builders had taken on major government contracts for hospitals, schools and transport infrastructure, which offered lower risk and steadier returns. That left very few willing or able to deliver large-scale apartment projects in WA,” Hawkins said.

As a solution-driven business, Edge decided they would bring construction in-house.

“The builder-developer model is a more common model in the eastern states, but it hasn’t really been done in WA before,” Hawkins says. In the middle of 2023, they established Edge Construction, hiring senior staff members from reputable tier-one builders.

“We showed them our pipeline of projects, which de-risked the process somewhat, and now we have a 45-strong construction team working across our six projects currently under construction.”

Reaching new heights: Melbourne’s new tallest building ‘Aurora’ tops out

The first residents within UEM Sunrise's Aurora Melbourne Central development have begun moving into the lower levels of the soon to be 85-storey mixed-use building this week.

Probuild has handed over 336 apartments out of 941 in total, with the remainder to be completed by the second half of 2019. The next key milestone for the project will be the topping out of the core, which is due to occur in coming weeks as the floor plates follow at 3-4 day cycles.

Upon completion, Aurora will also become the tallest residential tower within the Hoddle Grid at a towering 270 metres, but will be eclipsed by Eureka (297 metres) and the under construction Australia 108 (317 metres).

However, due to its elevation - 16 to 19m across the site - Aurora will appear roughly the same height as Eureka on the Melbourne skyline.

Further resident amenities will eventually come online on Level 66 including a resident lounge, dining, function spaces and wellness rooms, while an exclusive club lounge will be located on Level 92. An exclusive resident entry and 24/7 concierge reception desk will be located within the main lobby located on the Ground floor.

The serviced apartment and the strata office components are provided with their own dedicated entries; the latter of which are incorporated into shop-fronts on both La Trobe and Little La Trobe streets.

Retail outlets will also be provided along La Trobe Street, taking advantage of an upgraded streetscape which will be sheltered via a glazed awning structure overhead. The balance of the project's 3,097 square metres of retail will be located within a retail mall with direct access to Melbourne Central Station on Level B2. 

The B1 concourse level will provide capacity for 786 Japanese inspired bike racks with servicing centre and access to Little Latrobe Street. Aurora will also include 362 car spaces within its podium levels.

Aurora Melbourne Central's first residents begin moving in

UEM Sunrise along with head contractor Hickory Group recently celebrated the ‘topping out’ of Conservatory at a ceremony marking the event.

The $330 million residential building designed by COX Architecture is located on MacKenzie Street and upon practical completion will become UEM Sunrise’s first completed project in Australia since its entry into the Melbourne market during 2013.

Conservatory will also include a display comprising 477 pieces of significant artefacts discovered during the archaeological excavation stage early in the project's life, which will be available for public viewing from late September 2018.

UEM Sunrise has worked closely with Heritage Victoria and the appointed archaeological consultant to identify these artefacts, which include:

Hidden Loot – a small revolver and bullets, together with a small leather wallet and beaded necklace, were found hidden in the Mistletoe Hotel cellar, signifying the colourful lifestyle of the hotel occupants.</li>
	<li>
Necessities – everyday items that were used by patrons at the Mistletoe Hotel to service the population boom, such as a clay pipe, ceramic egg cups, silverware, a clay pipe, fob watch, inkwells, bone handle carving knives and perfume bottles.</li>
	<li>
Gold – items from the Early Gold Rush era owned by wealthy patrons, such as a gold nugget pin.</li>
	<li>
Glasswares – a number of cognac and champagne bottles used at the hotel signify a time of extravagance.</li>
</ul>
The first stage of Conservatory apartments will be handed over to purchasers from late September 2018.

UEM Sunrise's other significant Melbourne project, Aurora Melbourne Central is racing along to its eventual height of 267m with Probuild at the helm. The core of the Elenberg Fraser designed goliath is currently sitting at level 68, just below the 200 metre mark with the first stage of apartments set to be handed over to their respective purchasers later this year.

Upon completion, Aurora will become the tallest tower within the bounds of the Hoddle Grid, eclipsed only by Southbank's Eureka Tower (297m), Australia 108 (317m) and Crown's One Queensbridge Street (323m).

UEM Sunrise's Conservatory tops out; Aurora approaches the 200 metre mark

The appeal of being located in close proximity to the World Heritage-listed Royal Exhibition Building and Carlton Gardens continues to be a major selling point for developers, with a handful seeking to take advantage of the views afforded by the northern location.

Developer SP Setia has recently experienced this appeal first hand, with their Sapphire by the Gardens development passing the 80 per cent sold mark. The remaining 20 per cent of apartments will be marketed during two exclusive events in Sydney and Melbourne in coming weeks.

Not too far away a number of other developments are at various stages of their respective development lifecycles, with UEM Sunrise's Conservatory the most advanced in terms of progress. Under the lead of head contractor Hickory, construction of the COX Architecture-designed 37-storey apartment tower is racing skyward at a feverish pace.

Conservatory will at completion add 473 dwellings, designed around views towards the Carlton Gardens. The main entry lobby is flanked by a new north-south retail laneway with tenancies located within a series of pods designed to activate the streetscape.

The sculptural tower form has been configured to maximise the number of units that have the best views to Carlton Gardens, unencumbered views to the north, as well as view corridors through existing and approved developments to the south.

The curved form of the building maximising the facade area to allow the greatest amount of glazed frontage, allowing optimal natural light penetration to more unit areas while the environmental fins modulate solar penetration. The top of the tower incorporates an environmental crown housing PV cells and water harvesting measures, creating a dynamic highlight to the form to transition from the mass and bulk of the adjacent tower down to the smaller scale of the tower to the east and the gardens below.

Conservatory is expected to be completed late next year, while another project directly opposite was recently submitted for planning consideration. Should it be granted approval 23-29 Victoria Street will accommodate 90 apartments within a 25-storey building located on a 894sqm wedge-shaped site with two street frontages, currently occupied by a service station.

Similar to Sapphire by the Gardens and Conservatory, the Woods Bagot designed scheme for Perri Projects has drawn on its location opposite Carlton Gardens, with apartments oriented to best maximise a northerly aspect.

The 3,100sqm sold for in excess of $16 million during 2013 to Kingisland Timber Pty Ltd. The owner has yet to progress any plans for the site, despite having received approval in 2015 for the conversion of the existing building, which has been described by Lord Mayor Robert Doyle as one of Melbourne's worst eyesores, into a Indoor (trampoline) Recreation Centre.

UEM Sunrise adds Mayfair to the ultra-luxury apartment circle

Melbourne is in for another dose of Zaha Hadid Architects.

After the renowned London-based design practice achieved approval for their <a href="/buildings/582-606-collins-street-melbourne">first Melbourne project</a> earlier in the year, developer UEM Sunrise has chosen the firm to spearhead their pending residential redevelopment of the former Victoria Police building at 412 St Kilda Road. The Mayfair as it has been dubbed, will be positioned as one of Melbourne's premier residential addresses.

City of Port Phillip gave approval for the building's rejuvenation earlier this year, although UEM Sunrise in the interim instigated an international design competition in order to attain a "higher standard of design excellence" for their third Melbourne project.

Elenberg Fraser will act as the project's local executive architect.

Externally, The Mayfair takes its design cues in the form of crashing waves and the Lorenz attractor; a mathematical system that when plotted resembles a figure eight or butterfly. Flowing lines aside, open balconies replace enclosed wintergardens under the previously approved scheme. The newly submitted proposal is a demolish and build, as opposed to a refit of the existing structure.

Double glazed window systems will sit between each floor, while metal cladding providing the exterior with its shapely appearance.

To date, Zaha Hadid Architects' sole approved Melbourne project is 582-606 Collins Street. The $300 million tower for developer Landream sees 420 dwellings and 10,000sqm of office/retail space spread over 54 levels; no word has emerged as to when the Collins Street project will become reality.

Seen below right is another recent Zaha Hadid Architects design for 254-260 La Trobe Street, with Landream also behind the project. The stunning design though seems to be little more than an unrealised project.

Zaha Hadid Architects land on St Kilda Road

Malaysian firm UEM Sunrise has teamed with ARM Architecture for the developer's third Melbourne project. Lodged with Council during late 2015, City of Port Phillip have already indicated that they will support the extravagant conversion of the now commercial complex at 412 St Kilda Road into 182 high-end apartments.

The emergence of an amended planning application comes as Victoria Police are preparing to vacate the building following the sale of the asset during 2015 for $58 million.

In typical ARM Architecture style, the rebirthed 412 St Kilda Road is a statement in colour and flair, with the existing structure set to be gutted and a new facade applied which will in certain ways meld design features from recent ARM Architecture projects The Face and <a href="/news/orbis-south-melbourne-shows-its-wares">Orbis</a> in nearby South Melbourne.

With a new facade consisting of pipework over bronze aluminium panels, copper louvres and frit patterned glass, 412 St Kilda Road is set to become a standout building in an already prominent location.

The development's 182 apartments are split between 42 single bed and 140 dual bedroom options.

In line with the existing building's layout, car parking arrangements will absorb basement level 2 through to level 3 above ground, with a reconfiguration allowing for 155 vehicles. Ground level will be activated by way of a 285sqm cafe while the top two levels will be dedicated to residential amenity.

412 St Kilda Road's design flair is in contrast to UEM Sunrise's initial two Melbourne apartment projects which carry more subdued exteriors. With Aurora Melbourne Central under construction and the nearby Conservatory well into its sales campaign, UEM Sunrise look likely to launch 412 St Kilda Road during 2016 should they seek to keep their Melbourne apartment pipeline flowing.

UEM Sunrise's next Melbourne foray shapes as a standout project

A groundbreaking ceremony yesterday officially kicked off proceedings for works on <a href="/buildings/aurora-melbourne-central-224-la-trobe-street-melbourne">Aurora Melbourne Central</a> which will in time become the tallest building within the CBD. Developer <a href="/developers/uem-sunrise">UEM Sunrise's</a> CEO and COO Commercial were in attendance, as were representatives from the project's architects <a href="/architects/fraser-partners-0">Elenberg Fraser</a>, head contractor <a href="/builders/probuild">Probuild</a> and project manager PDS Group.

Hosted on level 5 of the soon to be demolished car park structure onsite, the event celebrated construction officially commencing on the 92 level tower with an associated upgrade to Melbourne Central train station attached.

The near sold out project will also rejuvenate the laneway running between La Trobe Street and Little La Trobe Street, with new retail spaces on the cards. A new station entrance will link Little La Trobe Street with Melbourne Central train station which is expected to see movements through the station grow to 21.5 million per annum by 2031 according to Public Transport Victoria.

The tower’s design is based on the national flower of Malaysia – the hibiscus with the tower unfolding from the hibiscus’s organic form, imbuing and celebrating a cultural understanding in a design that is unashamedly modern. The curved geometry responds to its context by opening up views of the city and its stepped form creates a unique silhouette on Melbourne’s skyline.

The project seeks to activate and invigorate the north of the CBD, adding to its urban fabric and taking advantage of proximity to RMIT, the markets and the ability to connect directly to Melbourne Central as a shopping and transport hub. It wasn’t so long ago that the CBD used to stop at La Trobe Street.

<h2>Probuild: from the subway to the sky</h2>

Months of detailed analysis and planning were required to merely arrive at this point given the complexities involved with building the tallest and most significant development within the CBD.

During Aurora Melbourne Central's 48 month construction program thousands workers will be employed on the project, with 500 on site during its peak. 3,600 concrete trucks will filter through the site over life of the build, while 20 lifts and a 1,487 step stair well will service the building upon completion.

The largest apartment tower build undertaken by Probuild to date, Aurora’s shape presents a “unique challenge.” Designed to sway up to 500mm in gusty conditions, the exterior will also feature 2.1 kilometres of coloured LED lighting.

Probuild will deliver the tower over stages; the first of which is due toward the end of 2017, with full completion expected in the third quarter of 2019.

The CBD's tallest building officially begins construction

Project manager <a href="http://www.pdsgroup.com.au/">PDS Group</a> yesterday announced that one of Melbourne's largest residential buildings has been given the green light to proceed. 224-252 La Trobe Street Melbourne will now head to sales under the moniker Aurora Melbourne Central.

Designed by Elenberg Fraser, the scheme was initially referred to as "<a href="/news/the-answer-224-252-la-trobe-street-melbourne">The Answer</a>" within early planning documents, relating to the all-encompassing nature of the design. Changes ensued in line with planning authority recommendations which resulted in a leaner tower with increased setbacks and an altogether more curvaceous form.

Podium levels will house a minimum of 300 car parking spaces and 781 bike spaces, in addition to commercial office space.

Aurora Melbourne Central will also connect to the north exit of Melbourne Central Train Station, a scenario which <a href="/news/changes-afoot-for-224-252-la-trobe-street">was explored in detail</a> previously.

The answer becomes Aurora Melbourne Central upon approval

Purchased in late 2013 by Malaysian developer <a href="http://www.uemsunrise.com/UEMSunrise/Home">UEM Sunrise</a> in conjunction with <a href="/news/the-answer-224-252-la-trobe-street-melbourne">224-252 LaTrobe Street</a>, the site at 9-23 Mackenzie Street was part of an invited design competition that encompassed two sites and three teams of architects. A rare opportunity to compete for the rights to design two signature towers at the top end of the CBD, <a href="http://www.coxarchitecture.com.au/">Cox Architecture</a> were successful in securing design services following a process, which according to UEM Sunrise was "indicative of a desire from both the developer and the Architect to ensure that design excellence is integral to this development."

Occupying the site of an at-grade parking lot, the project would complete the block that also includes the Elenberg Fraser-designed 33 Mackenzie Street. Together the two sites once formed a much larger 4,000sqm development site once owned by Drapac who upon receiving approval for a 84m Peddle Thorp-designed office block promptly put the site on the market in 2008, before carving it up into two.

<h2>The podium and the public realm</h2>

Adhering to the podium and tower typology sought by the Melbourne Planning Scheme, the development's 7-storey podium responds to its north facing outlook via a re-imagining of the verandah vernacular. Accommodating a wrap of apartments as the podium form transitions from rectilinear to curvilinear, this has resulted in the provision of an active edge to the Mackenzie Street frontage above ground level.

An inflection in the geometry of the podium aids in delineating the main entry point. Frontages to Bell Place are largely dedicated to ancillary activities with the exception of the cafe located at the corner with Mackenzie Street.

The tower form and configuration were achieved based on the following drivers:

<li>A tower plan that is responsive to its context and directs views through a curved facade to its east and west.</li>
	<li>A slender north and south facade which minimises visual obstruction and allows other buildings exposure to sunlight from the north.</li>
	<li>Articulation of the elliptical form to create vertical expression in the mass in particular to the address to Mackenzie Street and the axis of Drummond Street.</li>
	<li>A tower plan in an elliptical form to maximise the view amenity to Carlton Gardens and to reduce direct overlooking of existing and proposed apartments.</li>
	<li>The elliptical form has beneficial wind effects at street level as it encourages horizontal wind movement rather than creating downdrafts that a bluff faced rectilinear response would create.</li>
</ol>

The curvilinear tower form is expressed as a series of seven bands articulated with vertical perforated white screens that extend over 4 floors of the building at right angles. These culminate in a sloping bladed structure housing the conservatory terrace at its summit.

A variety of glazing types are employed over the facade ranging from a silver grey to a silver blue grey frit. Combined these elements form an “environmental skin” that provides partial protection from wind, rain and sun. This skin extends beyond the balcony line in an effort to provide a comfortable and quality outdoor environment allowing for a seamless interior-exterior experience.

The proposed development provides a welcome contrast to the solid and robust nature of neighbouring 33 Mackenzie Street. Height aside the two towers couldn't be anymore different, yet there is a sense of familiarity about both designs; two varying answers to the same question. By different architects.
