ASX-listed developer Cedar Woods is progressing its plans for its Southbank arts precinct site.&nbsp;

The developer has filed plans, which are now with the&nbsp;Department of Transport and Planning, for a new 20-level tower at&nbsp;<a href="https://www.apartments.com.au/new-apartments/141-151-sturt-street-southbank-vic-3006">141–151 Sturt Street</a>, a 2,718 sqm block opposite the Habitat Filter sculpture.

The proposal seeks to demolish the two-level&nbsp;commercial building, including a small supermarket and medical tenancies, and create a new building with 180 apartments and a focus on an&nbsp;active public realm and arts integration.

There will be a full mix of apartment configurations, including 28 studio apartments, 16 one-bedroom, 104 two-bedroom, and 32 three-bedroom units.

Retail, creative arts, and residential amenity functions are integrated across the lower levels. A food and drink tenancy is planned to front Dodds Street, while a retail tenancy fronting Sturt Street will be accessed via an elevated walkway. The first floor includes a substantial 734 sqm creative arts space, envisioned to support Melbourne’s growing cultural and digital industries.

Architecture firm <a href="https://www.apartments.com.au/architects/rothelowman">Rothelowman</a> has put together the plans. In their&nbsp;Urban Design Report they highlighted the project’s ambition to embed itself within Southbank’s evolving cultural fabric.

A central feature of the design is a through-block link connecting Sturt and Dodds Streets, landscaped with native plantings and embedded with universal access ramps.

“The ramp has been thoughtfully integrated as the primary access point, ensuring universal accessibility for all users,” the report noted, with the link offering “a direct response to the urban planning scheme of creating more green spaces within our communities”.

The building’s podium form responds to the mandatory height limits along Dodds Street and maintains a fine-grain interface to adjoining developments. Above the podium, the tower is articulated with recessed balconies and a focus on views toward the CBD and surrounding arts institutions. A communal rooftop recreation deck and indoor lounge are positioned on level four, adjoining seven apartments and providing over 900 sqm of resident amenity space.

Vehicle access and loading will be provided via Dodds Street, with 155 resident car spaces located across two basement levels and the first three above-ground floors. Bicycle storage is more generous, with 226 spaces distributed across resident, staff and visitor needs.

Rothelowman describes the architecture as “humanist,” with ground-level interfaces designed to encourage social interaction and provide a dignified entry for both residents and passers-by. “All street interfaces are crafted to invite and nurture human connections,” the design report states. “The façade transitions to a human scale, providing an approachable and engaging streetscape”.

Cedar Woods, while well-known for its large communities it develops outside of Australia's capital cities, they have recently developed in Melbourne's inner-ring before. They are approaching completion at <a href="https://www.apartments.com.au/new-townhouses/88-leveson-north-melbourne-88-leveson-street-north-melbourne-vic-3051">88 Leveson</a>, just 15 townhouses in the heart of North Melbourne.

Brisbane developers Core Property Partners and Vector Property Australia has teamed up for Brisbane's newest apartment development.

The duo identified <a href="https://www.apartments.com.au/developments/east-brisbane-qld-4169">East Brisbane</a> as their preferred suburb, on the fringe of the Gabba Precinct, where they've just revealed BANKSII, 72 apartments opposite Raymond Park.

The one-, two-, and three-bedroom apartments will sit in a glass-wrapped building that will also feature a rooftop with an&nbsp;infinity-edge pool, a BBQ area and alfresco dining spaces, sun lounges, and a sauna, as well as a resident-only gym and a ground-floor cafe.

Rhett Williams, Director of Vector Property Australia, said the project will lift the quality of the East Brisbane community and set a new benchmark.

The 10-level building has been designed by MAS Architecture. Their designs were inspired by the native Banksia flower, with the architecture and interiors reflecting the organic symmetry of its namesake flora. MAS has interpreted this throughout the building’s curved form, façade detailing and interior palette.&nbsp;

The building’s flowing geometry and natural tones are complemented by large balconies and floor-to-ceiling glazing, maximising cross-breezes, daylight and views over the city, parklands and river.

“Having a strong narrative for a building helps us architecturally,” MAS noted. "We can choose colours that come off that species of flowers. The trunk and the trees and the flower elements all are now visible in our joinery on the inside and in our architectural finishes on the outside."

Apartments will feature timber floors, soft porcelain tiles, brushed bronze fittings, and stone benchtops with warm veining.&nbsp;

Kitchens feature premium SMEG appliances and generous storage, while bathrooms have been designed as calming retreats with curved cabinetry and twin sinks in the master ensuites.

The building will feature a suite of rooftop and wellness amenities. Residents will have access to an infinity-edge pool, BBQ and alfresco dining areas, sun lounges and a rooftop sauna.&nbsp;

A residents-only gym will be located on the podium level, while a ground-floor café and landscaped laneway will further activate the site and improve neighbourhood connectivity.

BANKSII will rise from a prime Wellington Road site, with the building oriented to overlook the adjacent Raymond Park and take in extensive city views. It is also on the doorstep of key&nbsp;lifestyle infrastructure, including the future Kangaroo Point Green Bridge, The Gabba stadium, and the planned Brisbane Live arena.&nbsp;

Public transport options, including ferry, bus and rail - including the future Cross River Rail Woolloongabba station - are all nearby, supporting a car-optional lifestyle just minutes from the CBD.

Williams said the team spent over a year searching for the ideal site before securing this location.

BANKSII sales launch in booming East Brisbane apartment market

The Minns Labor Government will deliver Sydney’s first new heavy rail station in more than a decade – enabling up to 10,000 new homes by rezoning land around Woollahra and Edgecliff stations, right next to the CBD, to tackle the housing crisis and rebalance growth across the city.

Recent reports by the NSW Productivity Commission have warned that Sydney is losing twice as many young people as it is gaining, while also finding that Woollahra is the most feasible Local Government Area (LGA) in New South Wales to build new housing.

Despite this, housing approvals in Woollahra consistently lag well behind other LGAs, and the population has declined by 11 per cent over the past 50 years while Greater Sydney as a whole has grown by 74 per cent.

The new station that will be an eight-minute trip from Sydney CBD, will be located on the Eastern Suburbs train line in Woollahra, where a station build was started in the 1970s but never completed.

To enable the delivery of new homes the NSW Government will lead a rezoning of Woollahra and Edgecliff stations similar to other state led rezonings to allow additional homes to be built around the stations.

Affordable housing will also make up a proportion of development on the site with the final amount of affordable housing required, to be determined as part of the rezoning process.

The area surrounding the new station is within walking distance of major green and recreational space including Cooper, Trumper, Rushcutters Bay and Centennial Parks.

The Eastern Suburbs train line between Bondi Junction and Sydney CBD also has the lowest passenger usage rates during the AM peak of any line on the Sydney network, with only 43 per cent of operating capacity during the AM peak currently being utilised by passengers.

Sydney Water and Infrastructure NSW have confirmed there is capacity in the water and wastewater systems to accommodate the proposed 10,000 dwellings without major upgrades.

The rezoning is expected to take around two years and will further support the Government’s housing targets that rebalance the delivery of new homes around existing infrastructure.

First look: Kokoda secures Richmond site for new apartment development

Gold Coast developer Drew Group is fast approaching sell-out at its Main Beach apartment development, Lagoon Main Beach.

In the last nine months, Drew Group and sales partner Pezet Matheson have secured 31 sales totalling over $75 million, as the two-tower development advances towards completion under the expert eye of Hutchinson Builders.

The New South Wales developer TOGA Group have officially broken ground at their long-awaited redevelopment of the Surry Hills shopping centre.

To be known as Surry Hills Village and due for completed in early 2024, the mixed-use development and precinct on the corner of Cleveland and Baptist Street will home 122 apartments and a 102-room hotel, as well as 12,000 sqm of commercial and retail spaces.

Surry Hills Village plans finalised as TOGA officially break ground

Three years ago, property developer TOGA acquired the prominent 1.2-hectare Surry Hills Village site. Today, after a series of development application setbacks and design iterations, the final planning application for the new mixed-use precinct has been granted approval by the City of Sydney.

Situated on the corner of Cleveland and Baptist Streets, the prolific heritage building will be retained, while a new series of residential buildings, as well as retail and dining spaces, will be constructed to complement the striking central structure.

The design team consists of some of Australia’s most talented architects, urban planners and interior designers, who aim to revitalise the site, reactivating the streetscape as a place to live, work and play.

Styled as a market-inspired open-air plaza, the development will include a range of high-end boutiques, restaurants and providores, as well as a Coles supermarket. Residences to be built on the site will include 154 apartments with interiors designed by BKH, as well as luxury penthouses and terraces with curated interiors by SB.

To date, a selection of apartments has already sold, as well as the project’s most expensive penthouse. This property sold for just under $6 million to an Australian expat based in the United States.

The master-planned precinct will also include a 517 square metre public park and feature the highest density of hatted restaurants in one place.

A public laneway will link Marriott and Baptist Streets, while the neighbouring newly completed light rail will act as a connection to the plaza for residents in surrounding suburbs.

Surry Hills Village regeneration project granted final approval to commence construction next year

TOGA has announced the construction completion of The Hunter, its luxury five level residential development in Sydney’s Double Bay.
With 100 per cent of settlements completed, the first residents at the development have moved into their new homes, across a range of one, two and three-bedroom apartments.
And its first resale has hit the market.
It's the three bedroom sub-penthouse which was bought for $4.75 million off the plan in 2016.
The sale fell within the $4.7 million - $5 million price expectation of Laing + Simmons agent Steven Zoellner.
Spanning 180 sqm, the apartment on the fourth floor north east corner has been listed to go under the hammer October 19.
Domain puts Double Bay's three bedroom apartment median price at $3.088 million, a tad higher than realestate's $2.96 million median.
A first floor two bedroom apartment in the block, which traded for $2.9 million in May, recently sought tenants at $1,650 a week. 
Designed by Sydney-based architects Cottee Parker JPRA, the $50 million Cross Street complex has 13 apartments with an as yet unoccupied retail offering on the ground floor.

The development sold within two weeks of being put to the market<a href="/expert-insights/buying/toga-sells-out-the-hunter-at-double-bay"> in late 2016</a>. Construction had been scheduled to commence in mid-2017 with completion initially set for early 2019.
Fabrizio Perilli, chief executive of TOGA, said the residences are an example of modern luxury living.
“We’ve had a very positive response from resident’s moving in who love their new homes and have already seen an increase in the value of their property since their purchase”, Perilli said.
“Delivering The Hunter to the highest standards, within the context of COVID-19 is a testament to our team and our integrated property capability.”
TOGA paid just over $11.2 million for 16 and 18 Cross Street site consolidation in early 2015.
Construction of TOGA’s newest mixed-use communities, <a href="/buildings/surry-hills-village-redfern-6-14-baptist-street-redfern-nsw-2016">Surry Hills Village</a> and <a href="/buildings/wicks-place-marrickville-186-victoria-road-marrickville-nsw-2204">Wicks Place Marrickville</a>, are set to start in the first half of 2021.

TOGA's development application for the first stage of Penway Place at Penrith has been approved.
The new residential community is set to commence construction in 2020 with completion expected by mid-2022. 
Penway Place is located on the corner of Union Place and High Street, marking the new gateway to Penrith CBD.
The area will benefit from significant government investment in infrastructure including a $1 billion upgrade to Nepean Hospital and an expected 42,000 to 55,000 extra jobs created by 2031.
Set to become the ‘New West’, Penrith is fast transforming into Sydney’s third CBD, TOGA chief Fabrizio Perilli said, with over 60,000 new residents expected in Penrith by 2031. 
SJB Architects and their design partner Architect Prineas were commissioned for the new urban residential and mixed-use precinct proposal.
The first stage of the larger masterplan for Penway Place will comprise two residential towers rising above a three-storey podium, featuring ground level retail and three levels of car parking. 
It will also feature a mix of one, two and three-bedroom apartments, with a number of them with views to the Nepean River and neighbouring Blue Mountains.
Penway Place is on the doorstep of a major Westfield shopping centre, a few minutes’ walk to Penrith train station and down the road from the Penrith Panthers Leagues Club.

Penway Place, TOGA’s Penrith project secures approval

Penrith in Sydney's west is shaping up as one of the city's newest growth hotspots.
The population levels are expected to jump from 195,000 to 260,000 by 2031, and the area's economic catchment is tipped to expand to one million people over the same period.
A number of property developments are slated for the suburb.
The latest is Toga's newest development, Penway Place, on the corner of Union Place and Mulgoa Road.
The first stage of the development will comprise 81 apartments, designed by SJB Architects who won the recent design competition.
They will work with their design partner Architect Prineas on the four-building development that provides a new urban residential and mixed-use precinct.

Fabrizio Perilli, TOGA CEO, said SJB’s design stood out in what was a high-quality field of design competition entrants.
“We received some truly fantastic submissions from highly-respected design and architecture firms, but at the end of the day, SJB and Architect Prineas’ concept for Penway Place most closely matched our own vision for this part of Penrith and the community,” Perilli said.
“The development will draw on feedback from local residents by directly connecting with its environment and the local landscape, finding inspiration in natural elements such as layered barks, gum leaves and earthy textures.
“The project’s key theme is ‘Live Your Way’, and what SJB have put forward will allow the growing Penrith community at Penway Place to enjoy life to the fullest in what is being termed Sydney’s ‘New West’.” 
The first release of the development is set to feature a mix of one, two and three-bedroom apartments, with a number offering views to the Nepean River and neighbouring Blue Mountains. 
Penway Place is also planned to include a vibrant public plaza and retail precinct, providing a lively space for Penrith locals and visitors to enjoy.
There will be a private landscaped podium with a BBQ and seating areas, a community garden, gym, multi-purpose / kids play room and outdoor dog park.
The idea of the ‘New West’ is a key driver in Penrith City Council’s Economic Development Strategy, which has outlined a vision targeting an increase of between 42,000 and 55,000 local jobs by 2031 – across the health, education, tourism, arts and culture, advanced manufacturing and advanced logistics sectors – further boosting the suburb’s future prospects.
“Looking ahead at what the next decade or so will mean for Penrith, it’s exciting times,” Perilli added..
“This population will undoubtedly need access to quality, affordable housing, from first homebuyers to downsizing locals, and this is what we are aiming to provide for the community.”

Penrith skyline to be transformed as population growth expected

A building in Sydney awaiting development approval has been temporarily donated by the TOGA property group to address youth homelessness.
TOGA, in partnership with joint owner Qualitas, announced the former Addison Hotel in Kensington had transformed into pop-up accommodation for vulnerable youth.
After making available the vacant building revenue-free, it is set to house more than 42 vulnerable youth. 
TOGA has made available the former hotel to My Foundations Youth Housing for a minimum of 12 months. 
The Addison Hotel forms part of a mixed-use development proposal lodged for the site at 147 Anzac Parade and adjoining property.
The Addison Project will be operated by community housing provider My Foundations Youth Housing.
TOGA Group of Companies managing director Allan Vidor said that constructive partnerships between the private and public sectors, and sensible planning reform, had the power to address the housing challenges facing vulnerable young people in Sydney.

“Together, the private and public sectors must work toward meaningful planning reform which has the potential to unlock many opportunities to make empty buildings across Sydney immediately available to those who are experiencing, or at risk of, homelessness.
No single level of government or service can tackle youth homelessness – innovative solutions must be borne from innovative collaborations between public and private sectors, Mr Vidor added.

The former hotel contains 42 fully-furnished rooms, each with a bathroom and kitchenette, set across three-storeys; creating an appropriate short-term accommodation option for youth.
My Foundations Youth Housing Chair, Assoc. Professor David McKenzie said The Addison Project would provide both crisis accommodation for those at risk of homelessness and young people with a safe space to live and study while they work to secure more permanent solutions and stabilise their circumstances.

“The Addison Project is an excellent example of seizing an opportunity to provide a bold and innovative solution.
"Whilst not intended as a solution to homelessness, it is a positive step in the right direction while we work towards addressing the provision of housing in a practical and immediate way,” Mr McKenzie said.
The Addison Project will target youth at risk of homelessness aged between 16 and 24; with young people holding less than 2 per cent of the 140,000 Social Housing tenancies across NSW.
Family and Community Services (FACS) will refer up to 14 rooms to those in-need of Temporary Accommodation.
The Addison Project also includes an anchoring retail space where OzHarvest will open Australia’s first ever rescued food supermarket – OzHarvest Market – next month.
Ronni Kahn, CEO and Founder of OzHarvest said the Australian first would be a pop-up marketplace providing rescued food sourced from its existing local donor network and available on a ‘take what you need, pay what you can’ basis.
“We are thrilled to be part of this ground-breaking project with TOGA and are excited to be transforming the donated space into Australia’s first rescued food supermarket,” said Ms Kahn.
“The OzHarvest Market will be opening its doors soon, making sure good food does not go to waste and is available to everyone, especially to those who need it most.”
This initiative will be jointly supported by leading innovators in social enterprise Orange Sky Laundry and Thread Together who will contribute by providing vital on-site services.

TOGA donates vacant Kensington hotel building to address youth homelessness

A former car yard has been transformed into a thriving residential hub following the completed construction of a $270-million master-planned community at Hurstville.
