Latent Defects Insurance, which entered the Australian market in 2022 when Resilience Insurance was approved to offer the cover, protects buyers against major structural or waterproofing defects for ten years post-completion. Unlike traditional statutory warranties, it operates as a first-resort policy, if a covered defect arises, the insurer responds directly, without the buyer needing to pursue the builder or developer through a lengthy claims process.

Resilience Insurance CEO Corey Nugent has noted that the product addresses something fundamental to the new apartment market.

For Solis, the Resilience LDI policy adds a meaningful layer of accountability to an already considered project. Investors may soon find themselves with fewer reasons to buy established property and more incentives to look towards the new apartment market.

Proposed changes to negative gearing and capital gains tax concessions would see new and off-the-plan apartments retain access to the tax benefits, while established properties would miss out, creating a clear advantage for buyers purchasing newly built housing.

The policy direction aligns with what many developers have been saying for several years. Australia needs more housing supply, and governments are increasingly looking for ways to encourage investment into new stock rather than existing homes.

The challenge for investors is that suitable product is becoming harder to find.

For much of the last decade, one-bedroom apartments were the cornerstone of investor demand. They offered a lower entry price, strong rental appeal, and were a common feature across most apartment developments.

Today, the development pipeline looks very different.

Across both New South Wales and South East Queensland, developers are increasingly targeting owner-occupiers and downsizers, delivering larger two, three and four-bedroom apartments in response to changing buyer preferences. While one-bedroom apartments still exist, they now form a much smaller portion of many new projects.

That shift has created a shortage of investor-friendly stock, particularly in well-located projects close to transport, employment hubs and lifestyle amenity.

At the same time, rising apartment prices have pushed many new developments beyond the reach of traditional investors. On the Gold Coast and across South East Queensland, it's becoming increasingly difficult to find new apartments priced around the $1 million mark, particularly those offering strong rental fundamentals and long-term growth prospects.

We've rounded up four new apartment developments where investors can still secure a foothold in the market for around $1 million or less.

The two-bedroom apartments will start from $1.07 million, and the three-bedrooms, still a good investment given the popularity of Palm Beach for owner-occupiers, starting at $2,045,000.

Sydney developer Hyecorp's roots on the Lower North Shore stretch back three generations, and that deep understanding of the market continues to shape where and how it develops today.

From high-rise towers to boutique apartment projects, the family-run developer has built its reputation by focusing on a part of Sydney it knows intimately. Founded by Michael Abolakian in the early 1990s, Hyecorp is now led by his sons Stephen, Troy and Patrick.

Stephen Abolakian, joint managing director alongside Troy, has spent more than two decades in the business, overseeing development, planning, finance, marketing and sales.

Abolakian says the developer's disciplined focus on where it chooses to operate has been, and continues to be, one of Hyecorp's greatest strengths.

“We know the buyer profile exceptionally well,” Abolakian says.

“The demographics between places like Willoughby, Chatswood, St Leonards and Roseville are very similar. There are nuances between suburbs and projects, but culturally and from a buyer perspective, there’s a strong overlap.”

That buyer has historically been overwhelmingly owner-occupier driven.

Unlike many Sydney apartment developers that have traditionally relied heavily on investor demand, Hyecorp’s projects have typically attracted downsizers, upsizers, rightsizers and family owner-occupiers seeking long-term homes rather than short-term investments.

“Historically, investors have been a much smaller portion of our demand profile,” Abolakian says.

“We design for owner-occupiers. We don’t design for yield, we design for comfort, amenity, family living and long-term usability.”

That philosophy extends well beyond apartment layouts.

From landscaping and communal gardens to shared amenities and circulation spaces, Hyecorp’s developments are designed around how people actually live, something Abolakian believes has become increasingly important in Sydney’s apartment market.

“There was probably a period where having an approved project in market was enough,” he says.

“There wasn’t as much competition and if you built it, buyers would come. That’s no longer the case.”

“There’s more supply in the pipeline now, particularly with TOD precincts and low and mid-rise reforms opening up opportunities across Sydney. Buyers have more choice, so if you get the product wrong, they’ll simply go elsewhere.”

The shift has forced developers to become more sophisticated in how they approach apartment design, particularly as owner-occupier expectations continue to rise.

For Hyecorp, that means thinking beyond who the buyer is today and designing for who they may become in five or 10 years' time.

“People buying now often aren’t moving in for several years,” Abolakian says.

“You might have a young couple buying today, but by the time they move in they may have children, older children, or changing lifestyle needs. You’ve got to think about how families evolve.”

That thinking also shapes Hyecorp’s approach to amenity, which positions wellness at the forefront.

While resort-style facilities have become increasingly common marketing tools across Sydney apartment developments, Abolakian says the challenge is ensuring amenities are genuinely usable and appropriate for the scale of the project.

“If amenities are done right, they can materially improve the living experience,” he says, adding however that if you&nbsp;overdo it or get it wrong, you can end up with facilities nobody uses that simply create ongoing strata costs.”

That balance is something Hyecorp is aiming to strike with projects like Roseville Avenue, one of the group's upcoming Lower North Shore developments, which Abolakian describes as bringing a resort-style living experience into a metropolitan setting.

“It’s about creating something that feels special without being excessive,” he says.

“Good gardens, quality apartments, thoughtful amenity. Creating that resort feeling in a metro location.”

The focus on owner-occupier product comes as Sydney’s apartment market continues to navigate a difficult development environment.&nbsp;For Hyecorp, maintaining an in-house operating model across construction, sales, marketing and development management has become increasingly important in navigating that environment.

“We’ve always believed in keeping a lot of the process in-house,” Abolakian says.

“It creates efficiencies, but it also creates quality control. You can make faster decisions and ensure the end product stays aligned with the original vision.”

Despite the challenges, Abolakian believes demand for quality owner-occupier apartments across Sydney remains strong beneath the surface, particularly across established Lower North Shore suburbs where downsizers continue to seek new housing options close to existing communities.

“There are definitely people waiting,” he says.

“Once some of the broader uncertainty settles, whether that’s the global environment or some of the local economic noise, I think the right projects will perform very strongly.”

Hyecorp currently has three residential developments on the market across Sydney’s Lower North Shore.&nbsp;Audrey, St Leonards, positioned opposite Newlands Park, is nearing completion and preparing to welcome its first residents, with the project now almost sold out.

According to the development team each facade pane weighs between 200-300 kilograms and measures approximately 4.5 square metres in area. The 2,500 tonnes of facade glass alongside 71,000 cubic metres of concrete will combine to form the structural backbone of Australia 108.

Developer World Class Global has noted that of the tower's 1,105 apartments, 19 remain for sale with all located above level 71. Australia 108's 750 square metre penthouse distinguished itself as Australia’s most expensive apartment when it sold to a Chinese buyer for $25 million during April 2015.

News regarding Melbourne's supersized developments has slowed dramatically in recent times mirroring market fluctuations and new planning laws, yet last night's Future Melbourne (Planning) Committee has seen a major Southbank skyscraper edge closer to reality.

The behemoth spans 87-127 Queensbridge Street, with proponent Aohua Sheng Le Property Development looking to realise multiple uses within the reworked tower form.

And Aohua Sheng Le Property Development may well be closer to a permit with Melbourne City Council planners recommending that a site-specific planning amendment be incorporated, effectively recommending approval. This, in turn, would be factored in by the Planning Minister who will determine the application.

The latest version now includes land at 107-127 Queensbridge Street and sees the overall height reduced to 47 levels. A lower height equates to less overshadowing of the proposed Boyd Park nearby whilst the development also looks to partly retain heritage structures at 107 Queensbridge Street.

Cox Architecture has since joined Fender Katsalidis Architects in design duties, replicating a partnership that has also yielded <a href="/buildings/queens-place-157-a-beckett-street-and-370-queen-street-melbourne">Queens Place</a> and <a href="/buildings/sapphire-by-the-gardens-63-la-trobe-street-melbourne-vic-3000">Sapphire by the Gardens</a> over recent times. The Southbank result is a sweeping, vaguely kidney-shaped tower form that has a sizeable frontage to Queensbridge Street.

The highly varied tower would primarily be dedicated to residential use by way of 733 apartments split between 200 single, 401 double and 132 three or more bedroom apartments. The figure of 733 is down from the 852 sought in earlier design iterations of the tower.

The current scheme would also see 4,995 square metres of office space, 188 hotel rooms and 1,369 square metres of retail space.

The tower would span 153 metres in height and include a massive 131,145 square metres of built form.

Aohua Sheng Le Property Development's intentions saw an amended proposal submitted late last year with further revised plans to address heritage concerns submitted last month.

A reworked super Southbank development edges closer to approval

Builder Multiplex will deliver the final stage of Brisbane Quarter, continuing their presence onsite which has seen earlier commercial and hotel stages realised under the mixed-use project.

The 84-storey residential tower is being backed by Shayher Group; Brisbane Quarter along with Melbourne's Pentridge Coburg represent the developer's current Australian projects. Dubbed The One, the 263 metre residential tower is also the latest high profile, high-rise development successfully secured by Multiplex.

This month's instalment of the tier one builder for the project's final stage build will see the $300 million 84 level residential tower aim for an anticipated completion date of late 2021.

The One's basic podium structure is in place, delivered as part of earlier site works.

The One's comparatively small floorplates at approximately 900 square metres will see the tower form shoot up relatively quickly. Expected within the tower are 76 one bedroom, 286 two bedroom and 87 three bedroom apartments, whilst 18 four bedroom apartments and three penthouses constitute the tower's premium living component.

Multiplex will also oversee the creation of dual swimming pools as well as various other amenities such as a cinema and gym.

The rapid progression of Brisbane Quarter is in contrast to Shayher Group's roll out of their Melbourne development.

For now though Construction Engineering is undertaking a current build that will see a new central retail building created consisting of a cinema complex, supermarket and specialty shops over two levels. To date Shayher Group has only pursued one apartment development of note onsite; Horizon Apartments consists of 53 apartments over two 6 level buildings.

Towers though are envisaged for forthcoming stages of Pentridge Village. 

21 Pentridge Boulevard is an approved Particular-designed apartment buildings containing 190 apartments. The adjoining 19 Pentridge Boulevard was slated for a Cox Architecture-designed hotel and apartment tower, although VCAT earlier this year requested that be project be redesigned.

Shayher Group's The One begins construction; Pentridge Coburg awaits

The Royal Society of Victoria has floated an ostentatious bid to deliver Melbourne's tallest skyscraper on one of the city's smallest land plots.

Dubbed 'Magic' the tower is slated to stand at 330 metres, surpassing Eureka Tower at 297 metres and the approved but yet to be built 1 Queensbridge at 323 metres. Decibel Architecture has joined forces with the Royal Society of Victoria to champion the project.

The scheme would be the nation's and the southern hemisphere's tallest skyscraper if realised.

The land area earmarked for the tower is a triangular vacant plot approximately the size of a tennis court on the corner of La Trobe and Victoria streets at the northern tip of the city, directly opposite Carlton Gardens and the Royal Exhibition Building. The development would also serve to allow Royal Society of Victoria to:

<li>Support citizen science, technology, and science clubs across Melbourne and Victoria</li>
	<li>Enhance and upgrade the heritage-listed home of the RSV to meet modern accessibility requirements and be fit for the 21st century public engagement required.</li>

	<li>Create a perpetual endowment fund, enabling the RSV’s purpose, projects and awards programs to be supercharged for the next 160 years</li>

When built, both of the towers at S P Setia's project will stand beyond the 200 metre mark in height, yet are comfortably dwarfed by Decibel Architecture's scheme.

Royal Society of Victoria notes that the skyscraper would serve a dual purpose. In addition to allowing for the upgrade of its adjacent home, the tower would also be a showcase for technology.

Decibel Architecture's Dylan Brady <a href="https://www.propertyobserver.com.au/http://www.abc.net.au/news/2018-05-12/magic-melbourne-tower-would-be-australias-tallest-building/9754652">said of the team's aspirations</a>:

According to the development team the skyscraper is feasible from an engineering perspective, with the next step potentially a tilt at planning approval.

This may prove a more difficult step in the tower's process given the various heritage and planning overlays that would require approval from Heritage Victoria, the Federal Government from an aviation operations standpoint, and the Victorian Government.

Royal Society of Victoria floats a plan for Melbourne's tallest skyscraper

The owners of the site with a permit to build the 55 Clarke Street project have put the site up for sale through Colliers International.

<a href="/news/51-65-clarke-street-shapes-as-a-southbank-tower-with-a-twist">In 2016 when we profiled the project</a>, the 1,787 square metre site originally had a proposal for 73 levels that included 112 hotel suites and 512 apartments across all three main apartment configurations.

Developer Newcity Group also engaged Ellenberg Fraser to design a tower that also included 120 car spaces and 327 bike spaces.

Fast forward and the project that was eventually approved was chopped down to 69 levels that included 565 apartments, 653 square metres of office space and a further 462 square metres of retail space.

Approval for the project occurred prior to the new floor-space ratios that are now governing new proposals on land which has a Capital City Zone in Central Melbourne with marketing material for the sale of the site with a permit referencing the 'unrepeatable' 30:1 FSR.

A Southbank super site goes to market

The jury for what shapes as Melbourne's largest single phase project has been announced. 

Southbank by Beulah is likely to see over 220,000 square metres of space split between hotel, residential, commercial, entertainment and technological uses. But before the $2 billion plus project can advance the process of selecting a winning design will play out.

Touted as the first major mixed-used design competition of its calibre for Melbourne, Southbank by Beulah will see seven highly credentialed individuals settle upon a winning design.

Jury panel notables include:

Beulah international's bid to bring to fruition the Southbank development by way of an invited design competition is undoubtedly a move to generate an air of prestige around the project, which is perfectly fine but it does raise a number of pertinent questions.

In light of other cities such as Sydney maintaining regular design competitions, should design competitions be mandated for all Melbourne projects over a certain value?

Is there any evidence to suggest that design competitions produce better outcomes than what architecture firms currently across Melbourne are capable of producing? Is it merely a grandiose self gesture to implement design competitions?

It could be argued that an increased number of design competitions and review panels could lift design standards for new buildings, but is this not already achieved via the standard planning channels that are arguably more rigorous across Melbourne than elsewhere.

Here in Melbourne, a design competition looks to be as much a marketing tool as a vital mechanism in the pursuit of design excellence.

Southbank by Beulah gains its design jury; should they become commonplace?

The decade-long bid to redevelop a vacant Downier Street site will come to fruition at the hand of <a href="/developers/little-projects-co">Little Projects</a>, with Hyatt Hotels Corporation signing on for their first Melbourne location.

Little Projects' intentions for a hotel development onsite were flagged last month, although the developer was reluctant to name the operator subject to agreements being finalised. Hyatt Centric Melbourne will include 278 guestrooms and suites, and is anticipated to be open for business during 2020.

Hyatt Hotels Corporation's take up of the Downie Street project continues the unparalleled flow of new hotel brands and capacity into <a href="/new-apartments/melbourne-vic">Melbourne's CBD</a>; this week IHG has also confirmed a new dual presence Holiday Inn and Hotel Indigo for a pending Bourke Street development.

Little Projects secured the Downie Street site during mid 2017 after the 1,187 square metre site had been offered for sale with a permit in place for a 30-storey <a href="/architects/peddle-thorp-architects">Peddle Thorp</a>-designed apartment tower of 255 apartments. Over a decade ago the site was intended to be home to Archer Apartments, a 35-storey building designed by <a href="/architects/edgard-pirrotta-architects">Edgard Pirrotta Architects</a>.

After their purchase, Little Projects took the approved scheme back to planning with the intent of adding another hotel to Melbourne's burgeoning hotel sector. The amended design was given the green light last month and will adhere to the previously approved development envelope championed by Peddle Thorp Architects, although the newly reworked design is credited to <a href="/architects/architectus">Architectus</a>.

For Hyatt Hotels Corporation the Downie Street project adds to the existing Melbourne portfolio.

Hyatt Centric will supplement long-established outlets Park Hyatt Melbourne and Grand Hyatt Melbourne, plus Hyatt Place at <a href="/new-apartments/essendon-fields-vic-3041">Essendon Fields</a>. The latter $60 million project was completed during 2017 and remains Australia's sole Hyatt Place.

On the agreement with Hyatt Hotels Corporation and the renaissance of Melbourne CBD's western precinct, Little Projects head Paul Little stated:

Backed by Elizabeth Tasmania Pty Ltd, that project will see a 20 storey tower delivered with 221-guestrooms set over 17 levels in addition to a restaurant, bar/lounge and meeting facilities over lower floors.

Local firm JAWS Architects were appointed for the design, alongside Sydney-based Dreamtime Australia Design who was charged with the project's interior design.

With Hutchinson Builders are taking on the Hobart built, a contractor for Melbourne's Downie Street has yet to be announced although Little Projects expect site works to <a href="https://www.littleprojects.com.au/2018/04/23/downie-paul-little-gets-green-light-30-storey-melbourne-cbd-hotel/">begin this month</a>.

Little Projects lands Hyatt Centric for Downie Street

Already no stranger to major suburban skyscrapers, Sydney may well host a duo of hulking towers in Crown Nest.

The push is on to capitalise upon the NSW Department of Planning and Environment's strategic review of the St Leonards and Crows Nest Station Precinct, with the new Crows Nest Metro Station at the heart of the renewal area. Entity Eastern Property Alliance Pty Ltd is behind the bid to realise two skyline changing towers of 193 and 162 metres within the precinct which is earmarked for greater densification.

Both towers are slated for a triangular site bound by Falcon Street, Alexander Street and Pacific Highway. Known as the five ways intersection site, the 3,010 square metre plot acts as a southern gateway site for both Crown Nest and adjoining St Leonards.

North Sydney Council fielded the application earlier this month, and is officially addressed 395-419 Pacific Highway.

More specifically 10-15% of the 60 and 50-storey towers uses will be dedicated to non residential (retail/ office/ hotel).

7 basement levels are envisaged, with the common podium structure above incorporating multiple levels of retail and commercial space, childcare facilities and recreational areas.

Hotel areas are envisaged within the lower portion of the towers proper, with dedicated residential apartments above.

395-419 Pacific Highway is not the only site in Crows Nest expecting a tower of considerable size. Consultancy firm Property Development Systems is showcasing <a href="https://www.propertydevelopmentsystems.com/the-wentworth/">The Wentworth at 286 Pacific Highway</a> which is directly opposite 395-419 Pacific Highway.

Imagery suggests it will span approximately to levels although no development application relative to this development has been lodged to date.

Crows Nest earmarked for Sydney's next major skyscrapers

In light of news breaking over the weekend regarding <a href="/news/royal-society-of-victoria-floats-a-plan-for-melbournes-tallest-skyscraper">efforts to provide Melbourne with a new tallest building dubbed Magic</a>, it's an opportune time to cast a brief glance over the sizeable group over towers across Melbourne in development beyond 200 metre height mark.

Whilst Magic shapes as Melbourne's most monumental tower, it has yet to reach planning. Thus the number of towers confirmed beyond the 200 metre height mark currently stands at 27.

The overall figure would be higher but for a handful of applications that have over the last 18 months had their heights cut significantly whilst at planning.

With no new towers beyond the 200 metre mark submitted for quite some time, a brief overview of the confirmed 27 projects and potentially a 28th at 158 City Road reads as follows:

Central Business District

Melbourne's CBD continues to roll along as the primary hub for 200 metre towers in development. One of <a href="/developments">Queens Place</a>'s dual 246 metre towers is under construction, as are two of <a href="http://West%20Side%20Place">West side Place</a>'s four 200 plus metre towers.

Further tall towers at construction include <a href="/buildings/premier-tower-134-160-spencer-street-melbourne">Premier Tower</a>, <a href="/buildings/380-melbourne-380-lonsdale-street-melbourne">380 Lonsdale</a>, the hulking <a href="/buildings/aurora-melbourne-central-224-la-trobe-street-melbourne">Aurora Melbourne Central</a> and <a href="/buildings/victoria-one-452-472-elizabeth-street-melbourne">Victoria One</a>, with the latter racing toward completion.

<figcaption>Premier Tower and 380 Lonsdale are at construction</figcaption></figure>The next line of CBD projects covers those at sales. <a href="/buildings/sapphire-by-the-gardens-63-la-trobe-street-melbourne-vic-3000">Sapphire by the Gardens</a>' two towers, <a href="/buildings/eq-tower-127-abeckett-street-melbourne">Uno Tower</a> and <a href="/buildings/aspire-melbourne-301-king-st-melbourne">299 King Street</a> have established marketing campaigns whilst the remaining towers that constitute West Side Place are about to launch to market.

This in effect leaves Sterling Global's 242 metre <a href="/developments/melbourne-vic-3000">383 La Trobe Street</a> and Brady Group's 210 metre <a href="/new-apartments/272-282-queen-street-melbourne">272-282 Queen Street</a> as approved developments in waiting.

The site is one of three Melbourne developments across the CBD and Carlton being divested by Sydney-based developer Besgate Group.

Southbank

The prospect of Magic aside, Southbank remains Melbourne's stronghold for tall towers. <a href="/buildings/australia-108-southbank-70-southbank-boulevard-southbank">Australia 108</a> and one of <a href="/buildings/melbourne-square-93-119-kavanagh-street-southbank">Melbourne Square</a>'s two 200 metre plus towers are under construction, with the balance of projects holding approval. 

<a href="/new-apartments/one-queensbridge-street-1-23-queensbridge-street-southbank">1 Queensbridge Street</a>, <a href="/new-apartments/51-65-clarke-street-southbank">51-65 Clarke Street</a>, <a href="/new-apartments/elysium-54-clarke-street-southbank">54 Clarke Street</a>, <a href="/new-apartments/293-297-city-road-southbank-vic-3006">295 City Road</a>, <a href="/new-apartments/38-freshwater-place-southbank">38 Freshwater Place</a> and <a href="/new-apartments/the-queensbridge-building-southbank-90-queensbridge-street-southbank">88 Queensbridge</a> have the green light to proceed when their respective developers see fit, although only 88 Queensbridge is at sales.

Photo: Adrian</figcaption></figure>Last week one of the above approved towers, namely <a href="http://55%20Clarke%20Street%20project%20have%20put%20the%20site%20up%20for%20sale%20through%20Colliers%20International.">51-65 Clarke Street was listed for sale</a> via Colliers International. Newcity Group has elected to sell the permit approved development which spans 73 levels or approximately 230 metres in height.

<a href="/developments/southbank-vic-3006">158 City Road</a> is potentially the 28th tower to join the list and remains the only 200 metre plus tower at planning. It's still noted as at assessment after a bid to increase its approved height significantly from approximately 160 metres to above the 200 metre threshold was lodged some time ago.

It is worth noting that Beulah International's intended development of the BMW Southbank site which is currently <a href="/news/a-design-tour-de-force-beckons-for-beulah-internationals-bmw-southbank-site">subject to a design competition</a> will likely yield one of not two towers beyond the 200 metre mark.

Carlton

<a href="/buildings/swanston-central-168-victoria-street-carlton">Swanston Central</a> is Carlton's sole tower beyond 200 metres and will likely remain so for a very long time. Multiplex have taken the build to approximately the 30 level mark, and will eventually span 72 Levels with 1039 apartments included.

Melbourne's 200 metre development club revisited

Population growth has seen skylines creep ever higher and entire cities rise from ocean depths. The latest “ocean city” is the Chinese-developed <a href="https://cgpvforestcity.wordpress.com/category/press-release/" target="_blank">Forest City project</a>. By 2045, four artificial islands in Malaysia will cover 14km² of ocean (an area larger than 10,000 Olympic swimming pools), and support 700,000 residents.
Often overlooked, however, is the damage that artificial islands can cause to vital seafloor ecosystems. But it doesn’t have to be this way. If proper planning and science are integrated, we can develop the design strategies that will help build the “blue-green” ocean cities of tomorrow.
Colonising the ocean frontier
Ever growing numbers of human-made structures are <a href="https://theconversation.com/concrete-coastlines-its-time-to-tackle-our-marine-urban-sprawl-38175" target="_blank">occupying our oceans</a>. Cities built on artificial islands in the ocean are providing a solution for urban planners trying to manage the population squeeze.
And yet, so-called “<a href="https://www.propertyobserver.com.au/https://esajournals.onlinelibrary.wiley.com/doi/abs/10.1890/110246?af=R" target="_blank">ocean sprawl</a>” dates as far back as <a href="http://www1.frm.utn.edu.ar/laboratorio_hidraulica/Biblioteca_Virtual/Coastal%20Engineering%20Manual%20-%20Part%20I/Part_I-Chap_3entire.pdf" target="_blank">Ancient Egypt</a>. Over the past few centuries, artificial islands have been built through land reclamation. Land reclamation is the process of creating new land from existing water bodies.

The Netherlands, for instance, has been draining lakes and expanding its coastline to <a href="https://onlinelibrary.wiley.com/doi/abs/10.1002/ird.340" target="_blank">fight the advance of the sea</a> since the 1500s. The Dutch actually built one of the first and largest artificial islands, which is <a href="https://www.tourism-review.com/travel-tourism-magazine-flevoland-worlds-largest-artificial-island--article2372" target="_blank">now home to some 400,000 people</a>. Japan’s third-busiest airport, the <a href="https://www.kansai-airport.or.jp/en/" target="_blank">Kansai International Airport</a>, was built on an artificial island in 1994. China has also been building into the oceans, reclaiming <a href="https://www.sciencedirect.com/science/article/pii/S0964569114000696" target="_blank">more than 13,000km² of seafloor</a> and an estimated <a href="https://www.propertyobserver.com.au/https://esajournals.onlinelibrary.wiley.com/doi/epdf/10.1890/130260" target="_blank">65% of tidal habitat</a> since the 1950s.

Using Google maps, we were able to identify more than 450 artificial islands around the world, including the famous Palm Islands of Dubai. These are often celebrated as <a href="https://www.iveyengineering.com/modern-engineering-marvels/" target="_blank">engineering marvels</a>, but at what cost to the marine environment?
<h2>We can’t ignore what lies beneath</h2>
Marine habitats have always been essential for human life in coastal regions. They provide food, building and crafting materials, and less-known services such as <a href="https://esajournals.onlinelibrary.wiley.com/doi/full/10.1890/10-1510.1" target="_blank">coastal protection, nutrient cycling and pollution filtration</a>.

The creation of artificial islands causes <a href="https://www.sciencedirect.com/science/article/pii/S0022098117300606" target="_blank">large changes to the seabed</a> by permanently smothering local habitats. In many parts of the world, existing habitats provide the foundation for artificial island construction. For instance, artificial islands in the tropics are often built directly on top of coral reefs. This leads to considerable destruction of already threatened ecosystems.
Land reclamation also impacts nearby habitats that are particularly sensitive to murky waters, such as coral reefs and seagrass beds. In Singapore, land reclamation is associated with <a href="https://www.researchgate.net/profile/L_Chou/publication/285088156_Response_of_Singapore_reefs_to_land_reclamation/links/569c63b008aea1476954792e.pdf" target="_blank">coral reef decline due to sedimentation and resulting light reductions</a>. Singapore has lost <a href="https://www.sciencedirect.com/science/article/pii/S096456911400355X" target="_blank">nearly 45% of the country’s intertidal reef flats and almost 40% of intertidal mudflats</a>.
When the ecological, economic, and social value of marine habitats are considered, artificial islands and ocean sprawl seem to be indulgences that we cannot afford. The effects would be akin to the suburban sprawl of the 20th century. To avoid this cost, we need to address the complexities of the underwater world in urban planning and development.
<h2>“Blue urbanism”</h2>
In his book <a href="http://blueurbanism.org/blue-urbanism-cities-and-oceans-together/" target="_blank">Blue Urbanism</a>, Timothy Beatley calls for urban planners to consider and value ocean ecosystems. He argues that we need to recognise the <a href="http://bigthink.com/articles/need-a-nature-break-why-blue-is-the-new-green-for-stress-relief">psychological value of human connections to blue space</a>, and extend green practices on land into marine environments. While some artificial island developments such as the Forest City project are touted as “eco-cities”, more could be done both to minimise impacts below the waterline and integrate underwater environments into city life.
Why not combine a “Forest City” with the principles of a “<a href="https://theconversation.com/chinas-sponge-cities-aim-to-re-use-70-of-rainwater-heres-how-83327">Sponge City</a>”? While native plantings in a forest city could help to reduce air pollution, sponge cities seek to “absorb” and reuse rainwater, thus reducing pollution entering the oceans through <a href="https://theconversation.com/massive-storms-are-pumping-pollution-into-our-oceans-time-to-clean-up-our-cities-60551">stormwater runoff</a>. Around artificial islands, developers could also embrace the <a href="https://www.scapestudio.com/projects/oyster-tecture/" target="_blank">water filtration powerhouse</a> of the oceans: active oyster reefs.
The location of future constructions should also be carefully evaluated to ensure the preservation of important marine habitats. Artificial islands have the potential to create <a href="https://theconversation.com/our-oceans-are-out-of-balance-can-we-learn-some-tips-from-feng-shui-64975" target="_blank">fragmented seascapes</a>, but with careful spatial planning and smart designs, they could create corridors for some <a href="https://mashable.com/2015/06/01/global-warming-huge-oceans-shift/#66PBDFJxyuq4" target="_blank">climate migrants</a> or those threatened species most at risk from habitat loss.

However, applications of “blue-green” infrastructure remain largely untested at large scales. New designs, building strategies and spatial planning that integrate seascapes and landscapes are an opportunity for both “smarter” cities and experimentation for the development of successful blue-green technologies.
