A collection of just 25 large-format apartments and penthouses overlooking Goodwin Park is entering the Coolangatta market, with <a href="https://www.apartments.com.au/new-apartments/marea-residences-coolangatta-27-27a-dixon-street-coolangatta-qld-4225">Maréa Residences</a> combining a low-density, residential-only approach with uninterrupted park and Pacific Ocean outlooks.

Located at 27 Dixon Street, Maréa comprises three and four-bedroom residences alongside a limited number of dual-level penthouses, with the project positioned between Goodwin Park and <a href="https://www.apartments.com.au/developments/coolangatta-qld-4225">Coolangatta</a>’s coastal precinct.

Maréa Residences brings parkside apartments to Coolangatta

Melbourne developer PDG has secured Victorian Government approval for its $1.5 billion Southbank development <a href="https://www.apartments.com.au/new-apartments/the-one-1-queens-bridge-street-southbank-vic-3006">The One</a>, clearing the way for the long-dormant riverfront site opposite Crown to finally be developed.

The Minister for Planning has approved the project at 1-29 Queens Bridge Street, with the Department of Transport and Planning issuing the planning permit following its assessment.

The approval will allow PDG to develop the prominent 5,059 sqm site with a major mixed-use tower comprising premium apartments, including branded residences, a luxury hotel and boutique office space.

PDG acquired the site in late 2024, with its position directly opposite Crown's main entrance and near Melbourne's Arts Precinct making it one of Southbank's most significant remaining development opportunities.

Designed by COX in collaboration with ODO and PDG, the tower's architecture draws on the movement of the Yarra River, with six vertical pleats running the height of the sculpted facade.

The project will also see the heritage-listed Queens Bridge Hotel restored and incorporated into the development&nbsp;with new hospitality and public uses, including a rooftop venue.

A significant component of The One will be its residential amenity.

More than 5,000 sqm of resident facilities will be delivered across a single level, making it one of the largest consolidated residential amenity offerings proposed in an Australian apartment development.

The planning approval also incorporates a major upgrade of Queensbridge Square, which PDG will deliver in partnership with the City of Melbourne.

The existing square will be revitalised as a new civic and pedestrian space along the Yarra River, strengthening the connection between the project, Southbank and the riverfront.

PDG Founder and Managing Director Vince Giuliano said the approval represented a major milestone for a site which has remained largely underutilised for more than 15 years.

“This is the most significant Planning Permit approval Melbourne has seen in recent years,” Giuliano said.

“For more than 15 years, this site has remained underutilised. This approval enables us to deliver a project that will contribute meaningfully to the revitalisation of Southbank, restore and reactivate an important heritage building, and create a new civic and hospitality destination for Melbourne.”

The latest approval follows an earlier planning permit issued by the City of Melbourne covering demolition works across part of the site at 9-29 Queens Bridge Street. Those demolition and early works are already underway.

PDG has also started generating early interest in the residential component from owner-occupiers ahead of a planned public launch in early 2027.

PDG secures approval for $1.5bn Southbank apartment development, The One

Local developer Harridan is seeking to turn its Woolloongabba apartment project into the first stage of a broader transformation of Burke Street, using a new 16-storey mixed-use building to establish a greener pedestrian connection toward the rapidly evolving Boggo Road transport and knowledge precinct.

The South East Queensland developer has filed plans for 154 apartments on the <a href="https://www.apartments.com.au/new-apartments/4-burke-street-woolloongabba-qld-4102">southern side of Burke Street</a>, where its proposal has been designed alongside a wider vision by LatStudios for the street.

That vision positions the southern side of Burke Street for buildings of 15 storeys and above, while envisaging lower-rise development of up to five storeys on the northern side to transition into Woolloongabba's existing character housing. It also proposes wider pedestrian verges, deep planting, new street trees and upgrades to the pedestrian approach to Boggo Road Station.

The Harridan development itself has been designed by Brisbane-based Arqus Design and will comprise 154 apartments across 16 storeys. The mix is weighted heavily toward two-bedroom apartments, with 121 proposed alongside 10 one-bedroom and 23 three-bedroom residences. There will typically be around 14 units per floor.

A lower-ground car park and three podium levels will accommodate 156 resident parking spaces, along with visitor and commercial parking. There will also be 154 resident bicycle spaces and 40 visitor bicycle parks.

Harridan is a family-owned developer and part of the Holmwood Highgate Group, with more than three decades of development activity across South East Queensland. Its portfolio spans residential, commercial and industrial property, with current residential projects including Riverbank on Byron in Bulimba, Esperance Residences in Carina and The Precinct at Kinross Road in Thornlands.

Wooloongabba has been popular for apartment developers, particularly since the announcement of the 2032 Summer Olympics games in Brisbane.

While there have been a lot of development applications, it has failed to materialize into real supply.&nbsp;

Sarazin has been the major player in the area. They are under construction at Murcia Residences, on the fringe of East Brisbane and Woolloongabba. They have just launched <a href="https://www.apartments.com.au/new-apartments/the-stanley-residences-woolloongabba-8-trafalgar-street-woolloongabba-qld-4102">The Stanley Residences</a>, in Woolloongabba on Trafalagar Street. Lewis Land partnered with Studio Collective to furnish the completed display, with the interiors designed to demonstrate how the residences could function as permanent homes rather than simply as show apartments.

Studio Collective Director Melissa Park said the surrounding waterways informed the interiors, but in a more restrained way than a traditional coastal scheme.

“We drew inspiration from the canals and coastal surrounds, but our approach was to interpret that subtly through layered materials and a grounded palette of earthy tones, rather than literal coastal references,” Park said.

“We introduced hero moments of green and teal to reference the surrounding waterways, while mirrored elements help reflect natural light.

“The result is a residence that feels elevated yet comfortable, somewhere buyers can genuinely imagine themselves living, entertaining and unwinding.”

Sky Homes are priced from $3.65 million.

Lewis Land is also offering private marina berths with The Residences, its limited collection of three and four-bedroom villas positioned directly along the Harbour Shores waterfront boardwalk.

Three-bedroom villas are priced from $2.99 million, while four-bedroom residences start from $3.19 million.

Lewis Land opens sky home display as The Waterline completes at Harbour Shores

St Vincent de Paul Society Housing Australia has filed plans for a major mixed-use housing precinct on the southern edge of the North Sydney CBD, adding another significant proposal to a pocket around North Sydn​ey Station that is quickly becoming one of the LGA's busiest development zones.

The State Significant Development Application covers a 5,990 sqm site at <a href="https://www.apartments.com.au/new-apartments/1-19-mackenzie-street-lavender-bay-nsw-2060">1-19 MacKenzie Street and 211 Blues Point Road in Lavender Bay</a>, immediately south of Nor​th Sydney Station and between the commercial core and the lower-rise Lavender Bay Heritage Conservation Area.

Designed by Wardle, the proposal would deliver a new residential tower comprising 88 build-to-sell apartments and 19 affordable apartments, alongside a separate co-living building with 57 rooms and a building manager's studio.

It would also see the significant restoration and upgrade of St Francis Xavier Catholic Church, the adaptive reuse of the former school building, new parish facilities, retail, a new public square and around 1,000 sqm of publicly accessible open space.

The project is seeking a concurrent rezoning of the site to R4 High Density Residential and an increase in the maximum building height to allow a tower reaching RL120, or up to 20 storeys. The proposal was progressed through the NSW Government's Housing Delivery Authority pathway.

The build-to-sell component will be weighted toward larger apartments, with just six one-bedroom apartments compared with 31 two-beds, 43 three-beds and eight four-bedroom residences.

The 19 affordable apartments will comprise two studios, 15 one-bedroom apartments and two two-bedroom apartments, taking the total apartment component to 107 residences before the 58 co-living rooms are included.

Wardle's design for the Vinnies site has sought to negotiate that emerging high-rise context while retaining the lower-scale character of MacKenzie Street and the adjoining heritage conservation area.

The main building adopts a three-storey podium and tower arrangement, with the podium aligned to the ridgeline and front setback of St Francis Xavier Church.&nbsp;Wardle has designed the podium with colonnades, seating, recessed entries and active ground-floor frontages, with sandstone-toned precast concrete and face brick referencing the materiality of the existing church.

The tower then steps back eight metres to the south and six metres to the north before rising in a sculpted form comprising four interlocking quadrants. Wardle has also introduced rounded forms and chamfered corners to reduce the tower's perceived bulk and improve view sharing with neighbouring development sites.

Resident facilities and outdoor areas are planned at the separation between the podium and tower at Level 3, oriented toward Sydney Harbour and the CBD skyline.

The tower itself will feature a glass reinforced concrete facade, with recessed balconies and deep reveals used both to provide shading and privacy and frame views toward the harbour and city. The lower levels take a different architectural approach, using brick and sandstone-toned finishes intended to establish a stronger relationship with St Francis Xavier Church. The Church itself will be conserved and upgraded for its continued use, while the former school building will be adaptively reused as part of the co-living component.

The proposal adds to an increasingly concentrated pipeline of residential development around Blue Street, MacKenzie Street and Lavender Bay.

Just west of the site, Central Element lodged plans earlier this year for one of the most significant residential developments proposed in Lavender Bay in recent years.

Central Element's SJB-designed scheme at 64-66 Lavender Street and 3-7 Middlemiss Street would deliver 163 apartments across two towers rising 23 and 32 storeys, replacing five existing apartment buildings containing 32 homes. The project also forms part of the Housing Delivery Authority pathway.

Immediately around North Sy​dney Station, another two significant proposals have emerged at 5 and 15 Blue Street.

Zurich Australian Insurance Properties is seeking to adaptively reuse its longstanding commercial building at 5 Blue Street, directly above North Sydney Station, rather than demolishing the structure.

Its SSDA proposes converting the building into a 14-storey mixed-use development with 62 apartments and 86 co-living rooms, together with ground-floor retail and a major refurbishment of Blue Street Plaza. The application is currently at the Response to Submissions stage.

Two major projects within City of Monash will provide the municipality with a development boost over coming years.

Construction will begin this month on The Glen's $490 million development, with Vicinity Centres and co-owners Perron Group officially launching the project yesterday. As part of the development that will be completed by 2020, a new Town Square will also be built. Valued at $53 million, Alke will include 95 apartments across two buildings divided by a communal residents’ terrace, along with retail at ground level. Designed by SJB Architects, Alke is a far grander expression than Pellicano's first residential project - twelve solid brick apartments in Oakleigh Street - which was completed in the suburb over 46 years ago.

Yesterday, <a href="/buildings/pace-of-northcote-5-beavers-road-northcote">Pace of Northcote</a>'s tower crane was erected; it joins <a href="/buildings/ode-16-grey-street-st-kilda">Ode</a> and 808 Sydney Road at construction, with the latter currently seeing the commencement of piling works onsite. Together these three projects will see roughly 240 additional dwellings added to PACE's development portfolio.

<a href="/buildings/pace-of-doncaster-east-3-mitchell-street-doncaster-east">Pace of Doncaster East</a> is also at sales, having begun its campaign recently. Included within the project are 82 apartments split between one, two and three-bedroom options.

City of Yarra is set to host PACE's next wave of apartment developments. <a href="/buildings/pace-of-collingwood-75-wellington-street-collingwood">73-77 Wellington Street</a> will see a display suite take shape shortly, following on from the project's approval. The remaining project on PACE's immediate agenda and the only project of theirs currently at planning is <a href="/buildings/pace-of-abbotsford-247-johnston-street-abbotsford">247-249 Johnston Street, Abbotsford</a>.

Spanning 13 levels, the project may net PACE another 148 apartments set behind the historic St. Crispin House facade.

181 Fitzroy Street rounds out 2016 as PACE shapes up for an active 2017

It's been an eventful few weeks for Sydney-based DEXUS Property Group in its Melbourne sphere of operations. Whilst a number of big ticket items have grabbed the headlines, the real estate group has managed to secure all but final approval for one of suburban Melbourne's largest commercial developments.

City of Monash have green lighted DEXUS's plans to greatly expand their Axxess Corporate Park within Mount Waverley.

Lodged with Council during 2015, DEXUS proposed dual office buildings and an associated multi deck car park at 11-21 Gilby Road, Mount Waverley. Designed by Gray Puksand, the development would carry a development cost of $61 million and encompass a commercial NLA of 19,950sqm.

This would position the development as one of suburban Melbourne's largest pending commercial developments.

Supplementing the commercial space is 1,260sqm of retail space, communal landscaped amenities and a massive 1,009 car parking spaces. Currently listed as Planning Permit to Issue, final approval looks to be a formality.

This still leaves the outfit with a strong asset sheet across inner Melbourne, including properties such as 8 Nicholson Street, 180 Lonsdale Street within QV and 360 Collins Street.

Listed on the Apartments.com.au Project Database are two substantial commercial developments under the DEXUS banner with approval, and which have yet to be acted upon. 385 Bourke Street is a Grimshaw Architects-designed expansion seeing additional commercial NLA of 24,000sqm added whilst Flinders Gate at 172 Flinders Street is subject to a scheme with an additional 20,000sqm in play.

After the best part of two years at planning, the project has finally been given the green light to replace a 539 bay car park built over 10 levels. Constructed during 1998, the car park structure is now prime land which holds more value as a development asset.

SJB Architects have designed the project to contain near on 500 dwellings over two buildings.

With the Flinders Street car park asset now repositioned, DEXUS Property Group will choose between developing or onselling the site with a permit in place.

Dexus doubles up with approval for a substantial commercial development

After more than a decade of development activity within the Victoria Gardens precinct, Salta Properties is poised to launch their latest residential project within the precinct that will account for the bulk of the former MFB training college site.

Park House will add a further 539 apartments into the priority development zone which Salta has all but made its own. Fronting Victoria Street, Walmer Street and the Yarra River, Park House is also one of the final development sites in play along the Yarra River in the precinct.

The Victorian Government is in the process of introducing tighter planning controls for the Yarra River, with the aim of better managing development along its banks.

Completed during 2003, Victoria Gardens Shopping Centre has acted as a catalyst for the precinct, with Salta Properties subsequent development activity focused on mid-rise residential and commercial projects. Situated on a portion of the former MFB training college site which spans 17,000sqm, Park House also continues the long-standing association between developer and design practice SJB Architects in the area.

Park House will see a mass of amenities folded into the project, including a home theatre, golf simulator, bike workshop, children's playroom and library. These are in addition to traditional features such as a gym, pool and lounge.

Likely owing to its proximity to the Yarra, Park House also sees a higher degree of landscaping and active frontages than adjacent projects. Walmer Street will be remodelled into a piazza of sorts while Park House's frontage to the Yarra River will be broken by terraced greenery.

The developer's previous projects within the precinct include 400 apartments and 96 serviced apartments within Green Square and a further 355 apartments within RAPTL.

Salta has also built 35,000 square metres of commercial space at Victoria Gardens.

The recent VCAT approval of 649 Victoria Street adds to Salta's forthcoming projects within the precinct, as do a number of development sites east of Victoria Garden

Salta Is also placed to further deliver additional higher density living to a site south of Victoria Gardens. Dubbed Burnley Terrace, concept designs show an outcome as high as 20 levels for the site. Eventually Salta can expect to develop in excess of 2,000 apartments in the precinct.

Park House adds to the Victoria Gardens precinct

Emerging local developer <a href="/developers/hirsch-faigen">H &amp; F Property</a> is seeking a slice of <a href="/new-apartments/box-hill-vic-3128">Box Hill's</a> booming apartment market with a current planning application for a substantial residential building.

Submission of the planning application follows H &amp; F Property's earlier pursuit of rezoning for the relevant site which was initially tagged as Commercial 2. Now consistent with the Box Hill Activity Centre Transit City Structure Plan, H &amp; F Property are chasing approval for a 20 storey mixed-use building created by <a href="/architects/sjb-architects">SJB Architects</a>.

Abutting Box Hill RSL, the proposal is substantially taller than anything in the immediate vicinity.

The proposed development is still relatively modest in scale for this rapidly evolving suburb. At ground level (and the three podium levels) retail and/or commercial tenancies fronting Nelson Road provide activation and an engaging interface. Residential apartments activate the ground and podium levels to Shipley Street.

There are no south-facing apartments – a significant aspect of this proposal. In addition, apartments have been arranged such that there are a number of opportunities to combine one and two bedroom apartments to provide generous three bedroom family residences.

Architecturally, the proposal seeks to create a contemporary building form and façade language. A series of framed elements blur the legibility of floor levels by combining multiple levels into a single architectural component. These 
components also have the effect of making the building composition feel lighter, distorting its mass, and altering the scale and rhythm of the building.

The framed elements also create a dynamic, cascading pattern across the façade, giving it a strong and distinguishable architectural character amongst the varied architectural forms within this energising precinct.

Although a concept, the image below does provide a glimpse of Box Hill's future with the current inundation of apartment buildings showing no sign of slowing. Of particular interest is the density emerging around Wellington Road with Spotlight Development Group's intended project joined by fellow projects 5-9 Wellington and 16-22 Wellington.

While the graphic provides great detail for current and expected built form north of Whitehorse Road, various development sites south of Whitehorse Road are not included. Factoring future large towers into the below graphic, an understanding of the massive proportions that Box Hill is headed toward can be gained.

H & F Property enter Box Hill with 12-14 Nelson Road

Freshly lodged with City of Yarra, Abbotsford's 247-249 Johnston Street is back in the spotlight with Pace Development Group endeavouring to gain approval for a 14 level residential building.

Although shorter than a failed proposal by the previous developer Abbotsford JV Pty Ltd to gain approval for a residential building onsite, the current 247-249 Johnston Street if approved would still stand as one of the suburbs tallest buildings. Pace Development Group secured the development site during early 2015 and had initially <a href="/news/a-test-of-wills-looms-over-a-prime-abbotsford-development-site">gone to Council requesting a 19 level residential tower</a>.

With the current application lodged four weeks ago, Yarra City Council will not decide upon the merits of the application until at least the end of March.

<h2>Height and heritage</h2>

A previous proposal for 247-249 Johnston Street landed at VCAT during 2012, and although unsuccessful the current development team have taken queues from that case in order to aid their planning application.

Rejected for differing reasons at 17 levels, the current proposal calls for 14 levels where council have nominated 8-10 levels as their preferred outcome under the <a href="http://file:///C:/Users/User/Downloads/JOHNSTON_STREET_LAP_ADOPTED_2015.pdf">Johnston Street Local Area Plan</a> which was adopted during December 2015. Urbis have noted within the current town planning report that "these are heights and street setbacks as guidelines only, with the primary goal being to achieve the design objectives."

In addition VCAT at the time found that “there would be no unreasonable amenity impacts resulting from a tall building (whether it be 11, 14-16 or 17 storeys)” at 247-249 Johnston Street, perhaps indicating that a building of 14 levels for height purposes alone would be acceptable.

Image by SJB Architects</figcaption></figure>The existing St. Crispin House facade and other heritage elements within the 1923-built building are to be partly retained and incorporated under the new design with between 2.5 to 5.5 metres setbacks in place behind the retained facade.

Designated as having local historical and aesthetic/architectural significance, St. Crispin House falls under Heritage Overlay (HO410) and as such requires that prior to any demolition being green lighted the proposal needs to “demonstrated that the removal of part of the building or works does not negatively affect the significance of the place.”

To the rear of the site and Stafford Street will host a stand-alone five level residential building on what is now a warehouse in a separate structure to the mid-rise building.

<h2>Northern exposure</h2>

247-249 Johnston Street represents a strengthening of Pace Development Group's activities north of the Yarra after reeling off a string of residential projects in bayside Melbourne. Mentone, Windsor and St Kilda have accounted for nine individual projects in recent years with Evo at 107-115 Manningham Street, Parkville their sole project north of Melbourne's CBD.

The Abbotsford proposal joins existing Collingwood and Brunswick projects with the three producing roughly 360 dwellings for the developer.

Pace Development Group ups the ante on Johnston Street

Builder turned developer Pellicano Group is seeking approval for a residential apartment development in Oakleigh that promises to further propel the suburb toward higher density living. The Mount Waverley-based firm is proposing 111 residential apartments at 89-93 Atherton Road which if approved would become the tallest building within the suburb.

Over a 2,620sqm site, the land in question is located on the north side of Atherton Road and is currently for the most an open air at-grade car park.

Limited street frontage and space confines has seen project lead SJB create a multi-building outcome with the expectation that its orientation will allow for maximum natural light to penetrate the development.

Included within 89-93 Atherton Road are 26 single bedroom options supplemented by 85 dual bedroom apartments with either a single or double bathroom in tow. A 200.2sqm retail tenancy faces Atherton Road whilst communal facilities for the project are expected to include a terrace, indoor and outdoor gym and BBQ/teppanyaki area.

In context Pellicano Group's proposal is in close proximity to another SJB-designed apartment project, Atherton &amp; Atkinson, which is currently under construction.  Atherton &amp; Atkinson is second only to Kokoda Property Group's 94-apartment Infinity Oakleigh project which was completed during 2015 in terms of the current wave of Oakleigh apartment project completions.

Immediately north of Intraland's site another application is under consideration for a 34-apartment project at 16-18 Dalgety Street. The recent sale of 807-811 Warrigal Road to Chinese affiliated Viapac Australia Pty Ltd further underpins Oakleigh's apartment hot spot credentials with the 3,686 sqm site sold by CBRE City Sales featuring an indicative development scheme for 190 apartments.

Pellicano Group cements Oakleigh as an upcoming apartment hotspot

After the best part of six months at planning the lid is being lifted on Sydney-based DEXUS Property Group's intentions for their prized 32-44 Flinders Street site. Superseding an earlier proposal of 56 levels, the current 65 level proposal represents another entry into the burgeoning list of 200 metre plus residential towers in Melbourne.

Constructed during 1998, DEXUS have seen it fit to replace the onsite multi-level car park with a residential development which holds four separate frontages. Key to the proposal is the provision of heightened amenity to the public realm which seeks to draw in street level activity; a far cry from the current dynamic which sees the immediate area somewhat lacklustre and isolated.

Should approval be granted, it provides DEXUS with an opportunity to diversify beyond its established office and industrial portfolio. Conversely selling the asset may be an option as outlined within this <a href="http://www.smh.com.au/business/property/capital-gain-dexus-submits-even-more-ambitious-skyscraper-proposal-20150206-136rnc">article</a>.

The proposed development will provide key pedestrian network connections, activation visible from laneway entrances and increased amenity on Flinders Lane by way of the removal of car parking access to the site from this location and gifting the private portion of Spark Lane to MCC.

In addition, the 5 level car parking link bridge that spans the Spark Lane alignment on the site is to be removed to ensure that sunlight penetration is given to the laneway in this area as well as to articulate the two addresses as separate but related built form.

<h2>Shape and style</h2>

Dedicated for the most to car parking, the podium will feature an active edge to Flinders Street by way of three apartments per level masking the car parking facilities. 
Whilst the podium is strong and features a composite stone and concrete finish, the tower itself is describes as "An eye catching beacon on the edge of the CBD" within planning documents. This is both a reflection of the form and exterior finish employed where the tower is lobed and bifurcated in its shape.

The form of the tower responds to all accepted setback conditions to the neighbouring buildings. Where there is close proximity to the Herald and Weekly Times tower to the west, the tower form minimises the amenity impact by curving away to open view corridors. This allows occupants of the adjacent tower tangential views away from the proposed tower face and allows residents of dwellings in the proposed tower excellent views to the south.

Externally the tower's intended cladding begins with darker glazing over the lower levels which progressively morphs into a lighter crown defined by fins and metalic/fritted glazing, whilst a vertical bronze/burnt orange slither bisects the height of the tower.

<h2>Activation down low and apartments up high</h2>

Spark Lane and Sargood Lane stand to benefit from the redevelopment with the activation of their laneway edges expected. By creating separate podium structures, the subsequent additional public space is expected to bring new/additional activity to the enhanced laneway network by way of:

Single bedroom apartments constitute approximately 40% of the overall count of 625, whilst 250 dual bedroom options are also present.

The balance of dwellings are split between 97 three bedroom apartments and 30 triple bedroom SoHo options located within the 11 level building facing Flinders Lane. 117 triple bedroom options are held within 32-44 Flinders Street which accounts for near on 20% of overall dwelling numbers; a healthy figure relative to many other similar sized apartment developments.

DEXUS seeking a Nexus: 32-44 Flinders Street planning application

The wraps are off Toyota Australia's ambitious plans to capitalise upon Melbourne's insatiable desire for inner-city apartment and student accommodation. As had been reported earlier during 2015, the car manufacturer has turned its hand to converting a large majority of its Elizabeth Street site into a residential enclave capable of holding in excess of 1000 apartments.

Sydney-based property advisory firm LEFTA has been nominated as the developer within the planning documents, acting in effect as a proxy for Toyota Australia. Not recognised as a developer, Toyota Australia will wait upon a planning decision before revealing its intentions; a likely outcome being the sale of the expansive site to a recognised developer while maintaining its Melbourne showroom within the retained Melford Motors building onsite.

Father, mother, son and daughter have been allocated to describe the towers, reflecting the differing design responses associated with each building. A summary description of each tower sees:

A clean and sophisticated feminine form that echoes the corner of the existing ‘Melford Motors’ building. The existing façade, which will be retained, has a curved and angular corner that is projected and set back to give the impression of a true extension of the heritage building.

Soft curtain walls will allow the tower to reflect its context and compliment the Heritage building below.

<li>The Son - otherwise known as Tower 2, the tower will see matte, satin, gloss and metal finishes applied, allowing for a shadow play over the exterior. 288 studio apartments of generally 24sqm are found within Tower 2, as are 15 single bedroom apartments for an elevated student living experience.</li>
	<li>The Daughter - highest yielding in terms of dwelling numbers, Tower 3 will see 388 studio apartments, 24 single bedroom and 7 dual bedroom dwellings within the 19 level tower. Reflecting the design of 'The Mother', Tower 3 will feature flowing lines and a black/white exterior.</li>
	<li>The Father - the site's northernmost and tallest building at 22 levels features a masculine exterior "With larger expressed concrete frames that wrap the tower in a rigid exoskeleton arrangement." 218 one, two and three-bedroom apartments are within Tower 4</li>

Image courtesy SJB</figcaption></figure>With three street frontages including 185 metres to Elizabeth Street and a site area in excess of 7,00sqm, the Inner City Toyota site lends itself to quite an extensive street level interface. Dual East West laneways will feature within 611-681 Elizabeth Street, connecting Elizabeth Street with O'Connell Street to the west.

All frontages are split between retail and residential activation, with only the existing Melford Motors building to be left as is. Lower Ground will feature a public gym, bike park, 589sqm supermarket, dual showrooms (likely for Toyota Australia) and four tenancies ranging between 81-149sqm.

Ground floor encompassing the northern portion of the site (owing to the site gradient) will see limited dwellings fronting O'Connell Street while a further seven tenancies of between 51-300sqm are located either side of an additional laneway/plaza.

<h2>Comment</h2>

611-681 Elizabeth Street's ground level plane looks particularly well resolved with masses of active frontage and solid site permeability. Should the project be realised it would bring a motherload of street level activity to the otherwise underutilised area on the CBD's doorstep.

The student living towers follow a well worm path in Melbourne of design repetition both internally and externally for tertiary accommodation, but what will be made of the 626 studio dwellings with only 24sqm of living space. As the current debate over apartment standards and sizes continues, are student living spaces simply disregarded as 'transient' dwellings and not included within the <a href="/news/better-apartments-a-step-forward">Better Apartments</a> debate?

Quite simply student dwellings are altogether different to residential apartments, but nonetheless it will be interesting to read the wider media commentary to this planning application if and when it gains approval.

Oh what a feeling: 611-681 Elizabeth Street, Melbourne

The issue of air rights has been given heightened media attention in recent times, principally due to Yarra House within South Yarra's Forrest Hill Precinct where developer Michael Yates <a href="http://www.afr.com/real-estate/residential/yarra-house-to-rise-with-views-secured-20131015-jgwls">purchased apartments in the adjoining low-rise building</a>. This in turn secures the right to veto any future development, thus protecting Yarra House's views.

Air rights and appropriate development is also at the crux of a dispute headed to VCAT, where Albert Road-based Evolve Development is seeking to amend an already approved scheme for 25-27 Coventry Street, so as to expand the tower's built form above the neighbouring property. Having purchased the Southbank site with approval in place for a 22 level residential building, Evolve Development have subsequently secured air rights above the adjoining 21-23 Coventry Street.

Our client has also purchased the air rights of the eastern adjoining property and a subdivision permit obtained to amalgamate this land. It is noted that the permit contained Condition 1 (f), which required the built form to be set back from the eastern boundary at least 4.5 metres from the eastern boundary at Level 5 and above. This requirement was due to Council's concerns in relation to the proposed development restricting the future development potential of the adjoining land, in particular any restrictions on east facing apartments in any future development of that land.

The purchase of the air rights over 21-23 Coventry Street has resulted in an expansion of the built form to the east from Level 5 upwards. This has had consequential effects on the layout of apartments at these levels. Particularly, the apartments located in the south east quadrant of the building from Level 5 to Level 20 have been reoriented to ensure appropriate setbacks from the properties to the south and west and to ensure adequate daylight access to all habitable rooms.

Evolve No.21 Pty Ltd now seeks permission to pursue an amended development strategy which incorporates the air rights over 21-23 Coventry Street to the east and which better reflects current inner urban housing market trends.

This is principally achieved by increasing studio dwellings from 8 to 99 within the amended proposal, at the cost of two bedroom dwellings which decrease by 20.

While the design still adheres to the DDO60 height limit, the external look has been drastically altered with the addition of balconies to the eastern facade. It's argued within the documents that the balconies which overhang the adjoining 21-23 Coventry street will aid in the retention of both on-site and off-site amenity.

Evolve Development currently have the project listed on their website as valued at $140 million and holding a completion date of 2017. It's fair to assume both these figures will change.

<h2>North, south, east and west</h2>

The building form varies on each of its four elevations, relating to the immediate neighbouring conditions, whilst the use of varied colours and materiality presents a continuity and connection to the surroundings.

The north elevation presents an elegant tower on a setback podium with expressed columns that lightly anchor the elevation to the ground. Laneway access provided at the rear of the site along Wells Lane ensures flexibility and street activation of Coventry Street by way of tenancy and residential lobby interface. Street canopies, individually expressed between columns, break up the podium providing a human scale in the current streetscape rhythm while providing protection from the elements.

The tower is expressed in distinctive elements to provide visual interest and articulation. A recessed floor plan is incorporated at level 5 to distinguish the podium from the tower above. This break in the facade is introduced to respond to the height of the parapet of 312 St Kilda Road to the east, and the fagade composition of 35-37 Coventry Street to the west. The western elevation incorporates an angled setback to individual apartments facing south-west to protect the amenity of existing residents to the south and future neighbours to the west.

The south elevation is set back in response to the proximity of the residential tower at 6-8 Dorcas Street to the south.

<h2>Join the club</h2>

25-27 Coventry Street would join Evolve Development's initial Southbank project, <a href="http://www.evolvedevelopment.com.au/completed-projects.php#guilfoyle">The Guilfoyle</a> at 39 Coventry Street. LU Simon Builders completed the $190 million tower during 2013, which holds 353 apartments spanning 21 levels. SJB Architects were also responsible for the design of The Guilfoyle.

Currently fellow developer VIMG have sold in excess of 70% of Coventry Haus located at 33 Coventry Street, which will see the project head to construction shortly. Designed by Jackson Clement Borrows, the tower began life considerably shorter but was expanded upon VIMG's purchase of the site to the maximum allowable height.

Waiting in the wings are the approved <a href="/buildings/kings-domain-southbank-68-dorcas-street-southbank">68-70 Dorcas Street</a>, <a href="/buildings/the-evermore-southbank-58-66-dorcas-street-southbank">58-66 Dorcas Street</a> and potentially 25-27 Coventry Street which between them would pump a further 1000 apartments into the tail end of Southbank.
