Perth’s new apartment market recorded its strongest quarter of sales since Q4 2021, with 412 apartments sold in Q1 2026 and a record quarterly sold value of $537 million, according to Urbis’ latest Apartment Essentials results.

Urbis said the March quarter result reflects strong, highly product‑specific demand across both ends of the market, from more attainable projects delivering at scale, through to premium stock being absorbed by equity‑rich downsizers.&nbsp;

David Cresp, Partner at Urbis, said the key story in Perth is not demand, it is the market’s ability to convert demand into delivered housing.&nbsp;

“This is the strongest sales quarter since Q4 2021, and it reinforces that demand in Perth is real and it’s local,” David Cresp said. “But the task now is delivery, turning that demand into projects that can actually be built and completed.”&nbsp;

Sales in Q1 were led by more affordable projects, with The Boulevard (SKS Group) recording 115 sales in the quarter, the presentation noting this is only the second time a single project has surpassed 100 quarterly sales. The project was able to offer more affordable housing product right next to a train station.&nbsp;

Palmyra West (Finbar) also delivered strong results with 28 sales in Q1, following 84 sales in Q4, with an average price of under $800,000, underscoring depth of demand for well‑located, attainable new stock.&nbsp;

At the premium end, Urbis said downsizer demand is continuing, with the results highlighting Romeo (Applecross, Finbar) recording 75 sales and reaching almost 50% sold in one quarter.

Jual (Shenton Park, Celsius Property) also posted a strong quarter with 28 sales, reaching 39% sold in one quarter.

Urbis noted that Perth apartment demand is not speculative, not investor‑led, and not uniform, describing it as localised, often equity‑driven and highly product‑specific, a pattern reflected in the polarisation between strong “attainable” performers and premium downsizer product.&nbsp;

<h2>Prices underpinned by costs, and the delivery risk is growing</h2>

Urbis said pricing pressure is cost not demand‑driven: construction costs and delivery risk are now a central constraint, with the results noting build costs remain elevated and volatile, and that energy, fuel and labour uncertainty weigh on feasibility.

David Cresp said a growing challenge for private Build‑to‑Sell developers is simply securing a builder in the current environment.

“Developers are really feeling the pressure from a building market that was operating at capacity and securing a builder is challenging,” David Cresp said, adding that even where a builder can be secured, “trying to get to the price that makes the development financially viable is incredibly challenging in the current market.”&nbsp;

Urbis’ broader WA commentary also notes that industry remains at or above capacity with lot and housing creation, and that many builders are limiting new sales to manage stretched workforces and fixed‑price contract pressures, conditions that flow directly into apartment feasibility and delivery timing.

<h2>Supply: improving later, but still constrained, and Perth lags eastern benchmarks</h2>

While near‑term supply remains constrained, Urbis’ forecast shows completions lifting “Supply is forecast to be back above 1,500 apartments per annum for the first time since 2019”, with 1,775 completions forecast for 2026, and volumes remaining above that level over the following years.&nbsp;

Looking further ahead, completions are forecast to reach 2,500 in 2028, with the report noting 32% of that total is social/affordable, reflecting the role of government‑supported delivery in rebuilding the pipeline.&nbsp;

However, Urbis said Perth remains behind comparable markets on pipeline scale. In a national comparison of projects under construction, the report shows under construction Perth Build‑to‑Sell (BTS) at 3,446 apartments versus the Gold Coast at 7,922. Mr Cresp said “The challenge for Perth is how to we grow the delivery pipeline”.

Urbis’ conclusion is that Perth’s market is increasingly defined by product discipline and delivery certainty, with the research identifying “delivery certainty is key” and calling out builder risk and procurement models as core success factors, alongside “timing and staging”.&nbsp;

Perth apartment sales hit strongest pace since late 2021 as builder capacity tightens

<a href="https://www.apartments.com.au/developers/sammut-developments">Sammut Group</a> has secured development approval for its latest Brisbane apartment project, marking the Sydney developer’s next step in expanding its Queensland pipeline following the success of its debut Gold Coast development, Coast.

The approved project at <a href="https://www.apartments.com.au/new-apartments/44-glen-road-toowong-qld-4066">44 Glen Road, </a><a href="https://www.apartments.com.au/developments/toowong-qld-4066">Toowong</a> will deliver a 15-storey riverfront apartment building with 42 residences, significantly increasing the scale of the site’s previous approval for a smaller luxury scheme. Designed by Bureau^proberts, the development will comprise a mix of predominantly four-bedroom and two-bedroom apartments positioned to maximise Brisbane River and city views.

Sammut Director Julian Sammut said the group had been actively searching Brisbane for several years before identifying Toowong as the right fit.

“Brisbane was the right step for Sammut,” Sammut said.

“With the success of Coast we thought we should definitely look to do more in Queensland alone. We then pushed up to look at Brisbane. We've been looking for I'd say two to three years actually and it was hard to find the right location.”

Sammut said suburbs including New Farm and Teneriffe were considered before the group ultimately focused on Toowong due to its strong downsizer demographic and limited supply of developable riverfront land.

The site was acquired off-market after what Sammut described as a lengthy negotiation and planning process, with the developer pursuing an uplift to the original approval.

“We are DA approved now which is very exciting,” Sammut said.

“We've had our change approval come through and we've obviously doubled the height, 15 storeys plus rooftop. We've got 42 amazing apartments that are going to be coming to market soon.”

Bureau^proberts said the design responds to Toowong’s evolving urban character, balancing contemporary apartment living with the area’s established residential identity.

“A place where traditional Queensland living has taken place for centuries; Toowong is seeing a shift of contemporary influence, commercial and retail hubs mixed with well-considered residential offerings – all the while maintaining its character and charm,” the architect noted in planning documents submitted to Brisbane City Council.

The architecture practice said the project’s form was shaped by its riverfront setting, flood considerations, neighbouring building scales, and view corridors.

“They said the mix of four and two-bedroom apartments capture the ‘fundamental qualities of Queenslander living,’ translated into the context of a contemporary subtropical building.”

The development sits just off Coronation Drive within walking distance of Toowong’s retail precinct and the upgraded Regatta ferry terminal, while also benefiting from proximity to the incoming green bridge connection to West End. Sammut said the accessibility and amenity offering were central to the site’s appeal.

The approval adds to growing residential activity along the Toowong riverfront, joining nearby projects including Consolidated Properties’ Monarch Residences and Spyre Group’s ARC Residences.

Sammut secures approval for debut Brisbane apartment development in Toowong

Developer Lanevick is heading back into Sydney’s apartment market after focusing more heavily on the luxury townhouse and terrace sector in recent years.

Lanevick, founded and directed by Steve Maroun, is expecting to receive approval in the coming months for a new apartment development in Gladesville, with the aim to launch it to the market later this year.

The 51-apartment project, designed by Studio Johnston, will comprise a mix of one-, two-, and three-bedroom apartments positioned toward the Hunters Hill downsizer market.

“Traditionally it’s been difficult for people in that market to downsize because there just hasn’t been the right product available,” Maroun said.

“We’re targeting buyers who might have 30 to 40 per cent of their house value sitting in the bank after downsizing.

“They still want good spacious entertaining areas, they still want quality design, but they also want flexibility and the ability to enjoy life a bit more after working hard for a long time.”

The project sits near Boronia Park and within close proximity to the Parramatta River foreshore, an area Maroun says offers more of a Hunters Hill lifestyle than a traditional apartment precinct.

“From a lifestyle perspective, it’s really more Hunters Hill than Gladesville,” Maroun said. “You’re close to the foreshore, close to parklands, and still connected back into the village precinct.”

From level four and above, apartments will capture water views&nbsp;toward Sydney Harbour. Communal amenity will include rooftop entertaining areas, wellness spaces, and a gym tailored toward owner-occupier buyers.

“We’ve really designed these apartments around that buyer coming from the Hunters Hill LGA and what they’re actually looking for in their next chapter.”

The proposed development has also been designed to respond to the changing character of the broader Gladesville town centre, where a growing number of mixed-use and residential proposals are expected to emerge over the coming years.

“Gladesville presented a rare opportunity to deliver a genuinely design-led residential project within an evolving lifestyle precinct, just moments from the growing Gladesville town centre, and we’ve approached the project with a strong focus on architecture, liveability and long-term community value,” Maroun said.

Maroun said Lanevick saw a first-mover advantage within the precinct as planning controls continue to evolve to accommodate greater housing density.

“We think there’s a real opportunity there that hasn’t really been serviced properly yet,” he said.

“There’s going to be a broader evolution of the whole Gladesville village precinct over time, particularly with more activation and mixed-use outcomes.”

The Venus Street proposal will include a commercial and retail component at ground level designed to contribute to that evolving streetscape activation.

“A big part of the thinking was how do you activate that area properly and create more vibrancy and amenity, which is what Hunters Hill has been looking for,” Maroun said.

Lanevick’s focus since 2020 has largely been on smaller-scale luxury townhouse and terrace developments. The developer recently completed Royale Randwick, also designed by Studio Johnston, where prices reached $3.65 million. The project was featured in the UDIA NSW 2026 Professional Development Prospectus and was also named a finalist for Development of the Year.

Lanevick to cater for Hunters Hill downsizers with new Gladesville apartment development

Property developer One Living, backed by former Macquarie banker turned investment manager Chris Green’s investment firm, has unveiled plans to bring more institutional capital into housing to help address the national supply crisis.

The New York-based investor has focused his firm, GreenPoint Partners, on addressing the supply shortage hitting middle market housing in Australia.

It is backing the new One Living business to develop more than 1000 units along the eastern seaboard. The new firm is starting with a development on Mona Vale Road, on the border of Mona Vale and Pymble, in Sydney’s Northern Beaches, with around 140 apartments planned. They are eyeing off more sites across the city.

With cost pressures rising in the industry, One Living’s model is to be a vertically integrated developer-builder, so it can respond directly to the housing gap by removing the cost inefficiencies embedded in traditional residential delivery.

“We are building a platform designed to operate at scale and starting in a market where there’s a clear need for quality, attainable housing,” One Living joint managing director Joseph Scuderi said.

“It’s that missing middle – it’s that attainable end of housing… that’s what most Australians invest into and what Australians can actually afford.”

Green said being a builder-developer would give the company the capacity and flexibility it required to deliver reasonably-priced homes.

“We want it to be at that attainable level; not super high end luxury but at that attainable level,” he said.

One Living will undertake a component of affordable housing in its schemes, which it will own and operate, and it could also run build-to-rent on some sites.

Green praised local policy settings.

“The NSW government is being very supportive, strategic and pragmatic in terms of how do we generate more supply of housing,” he said. “We think it’s actually positive for development and the bit that’s been lacking at that attainable level is that it’s lots of relatively small private developers, whereas we want to create an institutional platform.”

One Living is also&nbsp;looking at high-density projects and could take on more institutional funding in the future.

“The way we will be able to achieve economies of scale is through size,” Green added.

Demand for Darwin rental properties is booming, according to Raine &amp; Horne Darwin.
The agency said that the Darwin rental market is still above the 2% vacancy rate sweet spot achieved a few years ago, with vacancies running at more than 7%.
Rental days-on-market have fallen to an average of about 32 days in Darwin, according to Glenn Grantham, general manager, Raine &amp; Horne Darwin.
"Rental yields for Darwin houses have improved and are currently 5.1%, which is the highest in Australia,” he said.
Grantham said that the keys to securing a tenant in the Darwin market are presentation and sensible pricing.
“Vacancies are headed in the right direction, which is a good sign, however its means investors shouldn’t be complacent.”

Darwin rentals in hot demand: Raine & Horne

Western Australia led the rest of the country in rental listings in the past 12 months as listings rose nine per cent during the period, pressuring rental growth in some markets, according to latest data from CoreLogic.
“Western Australia council areas feature heavily on the list of regions that have seen the greatest increase in rental advertisements over the year, many of which are located in Perth,” according to CoreLogic’s head of research Cameron Kusher.
He said that sluggish investor activity in WA may indicate that as the economy has weakened and people have migrated away from WA, home owners may be looking to rent out their home rather than selling into weak market conditions.  
A number of NSW regions too figure on the list and this is probably more reflective of the ramping-up of housing supply purchased by investors, he said.
“Rental advertisement counts suggest that the population growth is increasingly being housed via investment housing (rental accommodation) which aligns with the lift in investor housing finance commitments over recent years.”
Over the 12 months to January 2017, houses advertised for rent rose 8.7 per cent to 362,708, while for units the figure was up 9.3 per cent to 287,233 properties.
“The rental market is currently seeing historic low rates of rental growth and with the amount of rental accommodation ramping up it is easy to see why,” said Kusher.

Of the regions with at least 1,000 rental ads during the period, only 17 council areas experienced a decline in ads over the year, with Canberra and Hobart among them. 
Despite the housing construction boom in Sydney at the moment, Kogarah, Warringah and Manly have recorded fewer properties advertised this year compared to last year, signalling tighter rental conditions, said Kusher.
He said that with a record number of homes still under construction, mainly units, rental ads would continue to rise and will hurt rental price growth in many suburbs with choices increasing for renters.

The proposed housing affordability package in the May budget will target people relying on social housing as well as those trying to break into the market, Treasurer Scott Morrison has said.
Morrison said housing would be a very strong focus of the budget and he stressed the rental side.
“It won’t just deal with the challenges faced by first home-owners,” he said. “You have got to remember that over 30% of Australians actually live in homes that are rented, and when people are finding it hard to get into the housing market that puts a lot more pressure on the rental market.”
Noting that the number of people on low incomes in rental stress had gone up, Morrison said: “I am as much concerned about someone who is on a low income struggling with their rent as I am with someone who I know wants to get on the home-ownership market themselves. They are both important challenges for Australians.”
Morrison renewed his criticism of “one of the most disgraceful failures of public spending” – the National Affordable Housing Agreement. This was “a one-way cash ATM to the states which asks for nothing in return.
"We are handing over A$1.3 billion every year and the number of people on public housing waiting lists has gone up. The number of social housing dwellings which are owned by the state governments has gone down. We have basically shelled out billions and billions and billions for a program that isn’t achieving anything,” he told Sky. These were matters that would be addressed in the budget.
“We have to spend that money better. We don’t necessarily need to spend less on that. It is a very important issue,” he said.
He was frustrated as treasurer that while serious money was spent on a lot of problems, “the debate is so often that you need to spend more here. No, just spend what you are spending really well and more effectively and get the outcomes that we are accountable for.”
He said social housing often got overlooked in the debate, and he was “quite passionate” about it.
The Victorian government at the weekend announced relief from stamp duty for first home-buyers purchasing properties below $600,000. Investment properties would not be eligible. 
There will be a concession, applied on a sliding scale, for properties between $600,000 and $750,000. The exemption and concession applies to both new and established properties and the state government says it will help 25,000 Victorians with first homes.
Morrison also highlighted the problem of flat wages growth and the consequences that brought.
“Whether it is the NDIS [National Disability Insurance Scheme], whether it is schools, whether it is hospitals, whether it is Medicare – at a time when wages growth is admittedly and regrettably flat, Australians – particularly hard-working Australians on middle incomes – rely more and more and depend more and more on these services,” he said.
“And so the budget does need to signal, and the government has been signalling this, the need to ensure that people can feel confident about the support for those services.”
He made it clear that any improvement in commodity prices or wages growth would be used for budget repair rather than for new spending.
With an eye to the imperative that the budget must be convincing to the ratings agencies, Morrison said: “We have to deal with the political environment that we work in. You can’t just go out there and announce a whole range of things which you don’t have a reasonable prospect of being able to implement.”
He said Labor seemed “to be engaged in a very cynical process of sabotaging the budget to try and crash the AAA rating”.
“They won’t engage in getting spending under control, they want to see the nation’s welfare bill be higher. They want to tax people more to pay for a higher welfare bill.”

Sydney rents rank 10th place among the most expensive cities in the world

Nationally the vacancy rate of 2.4 percent was the same as one year previously.
The tightest market was Hobart at 0.7 percent, the Tasmanian capital recording strong gains in median asking rents, while the highest vacancy rate was in Perth at 4.8 percent. 
Although the figures aren't seasonally adjusted, below I've smoothed them on a 4mMA basis to give some kind of feel for the trend.

Perth and Darwin have continued to record declining rents, while SQM noted that inner city apartments in Brisbane have seen declines of 2.5 to 5 per cent in asking rents, something I can confirm from having witnessed it first-hand. 
To date the Sydney and Melbourne apartment markets appear to be holding up better, with the reported vacancy rate in Melbourne actually lower than a year ago, and median asking rents higher in both of the most populous capital cities.  
After some truly diabolical declines in dwelling prices ranging anywhere from 50 to 90 per cent in some cases, SQM notes that the bust in some mining towns may now finally be bottoming out.  
Vacancy rates are down in a range of resources towns from a year previously.

Promises of such guarantees are sometimes used by developers to lure investors to a weak market or masking an overpriced offer, warns a post on hotspotting.com.au.
CoreLogic's Cameron Kusher noted in a <a href="https://blog.corelogic.com.au/2016/10/differences-unit-supply-sydney-compared-melbourne-brisbane/" target="_blank">blog post </a>in October 2016 that "Brisbane is set to see the biggest uplift in total unit stock followed by Melbourne and clearly in more immature unit markets this carries a risk".  
He highlighted inner-city locations in Melbourne and Brisbane as carrying the most risk from an oversupply of units. If everything is built over the next 24 months, unit stock in Brisbane Inner will increase by 33.6%, it will rise by 33.3% in Inner-North and by 32.5% in Holland Park-Yeronga.
This contrasts with 21.1 percent for Melbourne City and 10.4 percent for Inner-City Sydney.
Without passing judgement on the ads or the claims, Property Observer found a few offering rental guarantees in Brisbane.
Polo on Kingsley, a collection of three-bedroom townhouses starting from $699,000 in the Brisbane suburb of Yeronga promise a 5 percent rental guarantee for 12 months. The project is being undertaken by Polo Development Group and marketed by McGrath Projects.
Another builder, Dwyer Quality Homes, which has projects in Brisbane, the Sunshine Coast and Gold Coast, is offering three-year rental guarantees.
It also has an FAQ section that explains the scheme and lists all the positives. The website says the income “gives you guaranteed rental income and ensures peace of mind with your new investment.”
Sometime back, Domain reported that apartments were released in a 45-unit, nine-storey block The Woodstore with a <a href="https://www.domain.com.au/news/rental-guarantee-for-investors-in-new-brisbane-project-20150408-1mg26y/">6 per cent rental guarantee</a> for 12 months for the first five buyers… check status of that…
The two-bedroom apartments start at $450,000 in the development in Chermside, 9 km north of the city’s CBD.
“Chermside has such a strong rental market, with a lot of demand for properties – especially new ones! – that this sort of rental guarantee is no issue for us at all,” Murray Thornton, managing director of DevCorp, was cited as saying by Domain. 
There are a number of rental-guarantee investment ads on Gumtree as well.
One such ad is for <a href="https://www.propertyobserver.com.au/https://www.gumtree.com.au/s-ad/brisbane-city/property-for-sale/sky-tower-cbd-tallest-building-rental-guarantee/1138569153" target="_blank">Skytower at 222 Margaret Street</a>, which will be Brisbane’s tallest building when completed. Apartment prices start at $471,000 and comprise one, two and three bedroom apartments. 
Another seller has advertised for the luxury <a href="https://www.propertyobserver.com.au/https://www.gumtree.com.au/s-ad/newstead/property-for-sale/5-rental-guarantee-luxury-inner-city-investment/1136778752" target="_blank">Newstead project</a> where apartments are available in one to three bedrooms. The advertised price is $450,000 and upwards, and there is a 5% rental guarantee upon settlement.

Rental guarantees or a trap?
Terry Ryder’s <a href="https://www.hotspotting.com.au/news/be-careful-with-rental-guarantees">Hotspotting</a> outlines a scenario of the trap behind rental guarantees.
“Developers offer them when they're struggling to sell apartments at the prices they want,” the post says. 
This is how they work:
A developer has a block of 100 units and wants to sell them for $350,000. But because it’s an oversupplied market, their true value is only $300,000 and it will earn a rent of only $300 per week. At a sale price of $350,000, the investor's gross return is only 4.5%. 
Investors won't be drawn in by those numbers.
So the developer offers rental guarantees to lure investors. He keeps the pricing at $350,000 and offers a rental guarantee $400 per week for two years. This provides a return of 6%.
For an investor, 6% is attractive and he also see two years of income security. However, the developer will lease the unit for $300 because it’s the market rate and pay the $100 shortfall to the investor. This costs the developer a little more than $10,000 over two years.
But the developer has been paid $350,000 for a unit that's worth only $300,000. He's $40,000 in front. For 100 units, he's made an extra $4 million by selling units for more than they're worth.
But the real pain for the investor starts after the two-year agreement expires. The investor has to find tenants in the open market which is oversupplied and he will in all likelihood not get more than $300 per week.
The investor's return falls to 4.5% from 6% overnight. Under the developer's guarantee, the investor was earning $21,000 a year. Now he's earning less than $16,000.
To compound the pain, the value of the unit has fallen because the income has fallen. If the investor decides to sell, he's competing with developers selling new units with deals guaranteeing a 6% return. The investor has to match that if he hopes to sell.
At $300 per week rent, the unit is worth only $260,000 in the open market (at 6%).
The investor’s annual income has fallen $5,000 ($21,000 - $16,000) while at the same time his unit is worth $90,000.

Rental guarantees for units in Brisbane... too good to be true?

The insecurity of rental housing and unsatisfactory condition of many properties are receiving much-deserved media attention following the release of a national survey of tenants.
However, the stock response to the insecurity this revealed – longer fixed-term agreements – is not the answer. The solution to the failure of existing legal protections must take into account the structural features of the rental market, including the mobility of tenants.
The survey, commissioned by Choice, National Shelter and the National Association of Tenant Organisations, presents evidence of a widespread sense of worry, dissatisfaction and injustice on the part of tenants. According to respondents:
75 percent feel that competition for rental properties is “fierce”;
50 percent are concerned about being “blacklisted” on a tenancy database;
50 percent have experienced some form of discrimination;
30 percent live in properties requiring non-urgent repairs, and 8 percent require urgent repairs;
11 percent experienced a rent increase; and
10 percent reported an angry response after requesting repairs.
Residential tenancy laws cover many of these problems. That tenants are not successfully exercising their legal rights indicates a deeper problem of insecurity in renting. This problem is both structural and legal.
Small landlords and mobile tenants
Small landlords dominate the Australian rental sector: 72 percent own a single property each. Most (62 percent) make a net rental loss, so it is important to them that they can switch out of the sector when it suits them.
Research for the Australian Housing and Urban Research Institute (AHURI) indicates that 21% of landlords exit the sector within their first 12 months. By five years, 59 percent will have exited.
When landlords exit, they might sell to another landlord or an owner-occupier. Older research indicates that the transfer of rental housing into owner-occupation is a significant feature of the Australian market.
These dynamics cause structural insecurity for tenants. They also mean many landlords do not willingly tie up their sole asset in a long fixed term.
Despite the legal and structural insecurity of the sector, most moves by tenants are for their own reasons.
The ABS Housing Mobility and Conditions survey shows that tenants generally are very mobile: 81% have been in their current premises for less than five years. About half of moves between rental premises were for “personal reasons” (including family and employment reasons); 20 percent were to get more suitably sized housing; and 15 percent because of a termination notice from the landlord.
This degree of mobility suggests it is not in most tenants’ interest to enter into long fixed terms and the rental liability it entails. That’s not to mention the risk of being tied to a small landlord who is an unknown quantity and has no business reputation to protect.
Residential tenancies law in Australia
Each state and territory in Australia has its own Residential Tenancies Act. These differ in the details but are broadly similar in outline. All provide standard terms for tenancy agreements, processes for rent increases and terminations, and relatively accessible dispute resolution and eviction procedures.
Most do a decent job, on paper at least, when it comes to repairs and maintenance. Generally speaking, landlords are obliged to ensure rented premises are provided fit for habitation and maintained in a reasonable state of repair.
This means tenants are entitled to repairs even if the premises were in bad condition to begin with, and even if they pay relatively low rent. Tasmania is an exception: there, landlords are obliged to maintain premises in the condition in which they were first provided.
Similarly, each state and territory prohibits landlords from interfering in tenants’ quiet enjoyment of their premises. Most expand this right to protect tenants’ “reasonable peace, comfort and privacy”.
A key problem is that the ability of landlords to give notices of termination without grounds undermines existing protections. Philip Robins/AAP These are important protections, even though there may be scope to improve them – for example, by adding specific standards for safety devices and fixing particular legal defects like Tasmania’s. The great problem is that the ability of landlords to give notices of termination without grounds undermines the existing protections in every state and territory.
Without-grounds termination notices give cover to terminations by landlords for bad reasons, such as retaliation and discrimination. This means the prospect of receiving such a notice hangs over tenants when repairs and other issues arise.
What’s the solution, then, to high insecurity?
The legal insecurity of tenants might be improved in several ways.
Under the current laws of each state and territory, a fixed term prevents the landlord from terminating without grounds, and on other grounds such as sale or change of use of the premises, for the duration of the fixed term. It also prevents the tenant from lawfully terminating without grounds.
The idea of long fixed-term tenancy agreements is occasionally raised in the media and has caught the attention of the New South Wales and Victorian governments in their reviews of residential tenancies laws. Both those governments are considering how to facilitate long (five-year) fixed terms, including by altering other aspects of their laws – such as the protections about repairs.
But this approach presents problems of its own. Long fixed terms are unwieldy for landlords and tenants. Trying to make them more useful also threatens other valuable legal protections.
The present structures of the Australian rental sector call for different reforms.
We can reconcile the mobility of tenants with their sense of insecurity if we think of “security” as more than just the legal right to occupy. AHURI researchers have conceived of “secure occupancy” to encompass a person’s ability to make a home of premises and exercise housing autonomy. This includes the ability to confidently get repairs done in one’s premises, or keep a pet – and to freely decide to make a new home elsewhere.
This conception points towards a stronger reform agenda for improving security. Instead of long fixed terms, we should abolish without-grounds termination by landlords.
The law should instead provide a comprehensive set of reasonable grounds for termination, with notice periods and exclusion periods appropriate to each ground. This accommodates our present lot of small landlords, and can be done immediately.
Over a longer term, we should set our housing tax and finance policies to get a more stable sort of landlord. That would be one who operates at greater scale, has a reputation to protect and is less interested in switching out of the sector than in receiving a steady trickle of rents from secure tenants.

Residex monthly update
In other news, Residex released its January market update, which showed quarterly gains for Sydney houses and units. 
Now a CoreLogic company, Residex has opted to no longer publish median prices for the cities.
While mildly annoying for those of us that like to chart the figures, it may not be entirely unexpected.
The Reserve Bank of Australia ditched median prices from its Chart Packs some time ago in favour of reporting the year-on-year change in prices. 
Median prices have not always been a useful contributor to the housing affordability debate, the inference often being that new entrants to the market should be able to afford a median priced house (whereas in the most expensive markets such as Sydney most of us entered through buying an apartment, often priced well below the median).

The Australian Bureau of Statistics (ABS) released retail spending data for December on Monday.
CommSec obtained detailed spending data from the ABS in nominal and real (inflation-adjusted) terms. The data provides insights on how spending has been changing across the economy.
In 2016, Aussies spent just over $300 billion on retail goods and activities like food and clothing and spending at cafes and restaurants. Spending lifted 3.5 percent in 2016 with prices up 1.3 percent.

In terms of actual goods bought, Aussies spent more on clothing, take-away food and online purchases but less at specialised food shops like butchers and less on newspapers and books. 
 The average Aussie spent on average just over $240 a week on retail goods in 2016, up just under $5 a week over the year. Over the same period the average wage was estimated to have lifted $31.50 a week.
What does it all mean?
How much are you spending on take-away? The latest figures suggest the average Aussie consumer is spending around $14 a week on take-away and bought nearly 6 per cent more than a year ago – the biggest increase in six years. In part, it is due to price. The cost of take-away food rose by just 2 per cent in 2016 – that is actually a smaller lift in prices than was recorded at supermarkets over the past year. 
Interestingly, eight years ago the average Aussie spent more each week on clothing than take-away food. Now take-away food takes up a bigger share of spending. Price is one consideration – clothing has become far more affordable over time – in fact clothing prices fell again in 2016.
It is clear that Aussie consumers are spending, but selectively, no doubt using technology to shop around and get the best price – either at home or overseas. Total spending on retail goods and services rose by 3.5 per cent in 2016, the slowest calendar- year spending in three years. The goods and services that were bought cost 1.3 per cent more than a year ago and Aussie consumers bought 2.2 per cent more of a raft of items. 
On average each week in 2016 Aussie consumers spent $240.32 on retail goods and activities like food, clothing and spending at cafes and restaurants. Compared with a year earlier, that means the average consumer outlaid an extra $4.81 a week. Notably however we estimate that the average weekly wage (average weekly ordinary time earnings) lifted by $31.50 over the same period. So clearly Aussie consumers had enough extra dollars to cover spending on the essentials before turning their attention to other bills such as rent, mortgages and medical costs.
In terms of actual goods purchased (volumes), Aussie consumers elected to buy more clothes, with real (inflation- adjusted) spending up 7.5 per cent. Over the year the price of clothing fell by 0.6 per cent.
Aussies also spent more on take-away food, chemist-type goods like cosmetics as well items from smaller retailers such as online stores, second-hand retailers and flowers retailers.
The ABS data also indicates that Aussies spent less at “specialised” retailers such as butchers and bakers while also spending less at newspaper &amp; book retailers. 
The affordability debate 
One of the interesting issues at present is the debate on housing affordability. Budding home buyers in Sydney and Melbourne fear that home ownership will remain outside their grasp given rising home prices. Of course budding home buyers in regional Australia and in the west and north of Australia would have fewer concerns about housing affordability given record-low interest rates and slower growth in home prices.
Affordability clearly differs with the type of good being purchased. At present housing affordability is perceived a problem but affordability of a raft of items like food, clothing, cars and overseas travel is at or near the best levels recorded. Clearly affordability will vary markedly depending on the wage or income received and how that is changing over time. 
But importantly in the current debate, many consumers are paying out relatively less of their income on essentials like food, clothing and transport, allowing extra dollars to be allocated to housing. And as the Reserve Bank noted yesterday, rents are growing at the slowest pace in decades. So those renting have the ability to save more and potentially put it towards a deposit to buy a home.
Over the past five years, weekly spending on retail goods per person rose by $27.58 while the average weekly wage rose by $202.00. And over the past decade, weekly retail spending per person rose by $54.44, while the average wage rose by $455.20.
Total consumer spending
The final figures for total consumer spending for the entire 2016 year won’t be published until early March. But the latest data shows that the average consumer spent $765.31 a week on all goods and services including cars, electrical bills and medical costs for the twelve months to September. Total consumer spending rose by $25.31 a week over the period, still short of an estimated $31.50 lift in the average wage over the same period.
What are the implications for investors?
Consumer spending drives the Australian economy, accounting for 57 per cent of gross domestic product (GDP) in the September quarter. So the fact that retail spending lifted 0.9 per cent in the December quarter is important, suggesting that household consumption may have contributed as much as 0.5 per cent to economic growth in the quarter. Certainly the Reserve Bank noted yesterday that “A return to reasonable growth is expected in the December quarter.”
Consumers are spending, but relatively cautiously. As a result, retailers must constantly revise strategy, especially as competition has increased from home and abroad. A number of clothing retailers have been placed into administration recently, especially at the upper end of the market. Competitors have lifted the quality of their products but not prices, and are exploiting opportunities where established retailers haven’t built brand loyalty.
While home prices have posted firm gains in some cities, the strength of the gains has been far from uniform. So housing affordability differs markedly across the country. But with affordability of many other essential items improving, consumers have extra dollars and choice in terms of their housing options. 
Consumers are constantly updating their priorities. At the same time relative prices are changing, also causing changes to the type and amount of goods purchased. The Aussie consumer is in good shape at present because real incomes and wealth are rising, but retail margins will remain under pressure because competition is now global, rather than largely local.

Queensland's rental market ended 2016 on a steady note, according to REIQ chief executive officer Antonia Mercorella.
She said signs were good that 2017 would bring improving conditions to regional Queensland.
“The data has shown that supply and demand in the rental market is fairly evenly matched in the southeast corner," she said.
"The vacancy rate in inner Brisbane has fallen to 3.6 per cent, which is very close to the healthy range and this is good news for both landlords and tenants.
"When vacancy rates are within the healthy range it means landlords can secure tenants comfortably and it also means tenants have the opportunity to secure appropriate and suitable rental accommodation.
"With the exception of the September 2016 quarter, Brisbane City has remained within the healthy range (2.5 percent - 3.5 percent) since December 2013, indicating the rental market is steady and well-balanced between supply and demand.
"Greater Brisbane’s vacancy rates have held steady in the healthy range for five quarters, falling to 3 percent this quarter.
"The Logan rental market weakened over the December quarter, reaching a vacancy rate of 3.3 percent, which is still within the healthy range."
Tourism Centres

<li>After 13 quarters operating in the tight range, the Gold Coast rental market operated within the healthy range for the December quarter, reaching a vacancy rate of 2.5 percent.</li>
<li>Maroochy Coast was the tightest rental market in Queensland with a vacancy rate of 1.1 percent for December.</li>
<li>Noosa vacancy rates remained relatively steady with vacancy rates of 1.4 percent. This market has operated in the tight range for the past four years (since September 2012).</li>
<li>Rentals of medium to high density living in Noosa follow a cyclical performance with a market peak during the summer and holidays period. Vacancy rates of units in Noosa reduced from 3.2 percent in June to 1.4 percent in December.</li>
<li>The Cairns rental market remains generally healthy with vacancy rates at 2.4 percent for December.</li>
<li>Fraser Coast has experienced some volatility over the past eight years, however, it continues to operate in the healthy range, rising to 3.3 per cent in the December quarter.</li>
<li>Maryborough rental market recorded the largest increase in vacancy rates over the quarter of 3.2 percent, reaching vacancy rates of 5.6 percent, primarily due to new housing construction in the region.</li>

<li>Toowoomba vacancy rate increased from 2.3 percent for September to 2.8 per cent for December. This market has operated within the tight and healthy range since the REIQ began reporting vacancy rates in 2008.</li>
<li>With the exception of Toowoomba, Gympie, Scenic Rim, Southern Downs and Tablelands, the rental markets in regional centres are weak with consistent low demand.</li>
<li>Southern Downs recorded the largest vacancy rate fall, dropping 2.2 percent, from 5.3 percent in September to 3.1 percent in December.</li>
<li>Vacancy rates in Bundaberg, Rockhampton and Townsville improved between 0.3 percent and 0.7 percent, but these markets are still weak.</li>
<li>Banana recorded the highest vacancy rate in the State of 15.2 percent in the December quarter.</li>

"Also, it is well-known that jobs and rental markets go hand-in-hand.
"When workers are made redundant they are often forced to leave town to search for work elsewhere and we are seeing many move to southeast Queensland.
"But the low Australian dollar will bring visitors to our tourism centres such as Cairns and Mackay and hopefully the rising coking coal price will benefit the mining centres such as Gladstone, Rockhampton, and Townsville, as well as western Queensland mining towns.
“A boost to employment figures will benefit the state’s housing market enormously.
"We have seen this at the Sunshine Coast, where the unemployment rate of 4.7 per cent (for September) sits well below state and national levels and it’s no coincidence that the vacancy rates on the Sunshine Coast are the lowest in Queensland,” she said.
