The remediation process has now been completed in full, with no active rectification orders or outstanding directives linked to the project on NSW Government registers. This outcome reflects the broader tightening of building oversight across the state, while also highlighting the project’s transition into a completed, compliant asset.

In a market where many buyers remain cautious about apartment quality, initiatives like this are designed to restore confidence, giving purchasers greater certainty and a stronger sense of security in their investment.

Equitifund has since acquired the remaining apartments and is managing their reintroduction to the market. With the works finalised and a significant financial reserve in place, the project now presents with a markedly different risk profile compared to its initial release.

Beyond the added security, the development is positioned in one of Castle Hill’s more established pockets. The Gay Street address places it within close proximity to Castle Towers, one of the country’s largest retail centres, as well as Castle Hill Metro Station, which now connects directly to the broader Sydney Metro network.

Equitifund National Sales Director Ben Hamblett said buyer demand in the area continues to be driven by access to transport and amenity.

The State Significant Development approval clears the way for a large-scale mixed-use precinct at <a href="https://www.apartments.com.au/new-apartments/1-crescent-street-holroyd-nsw-2142">1 Crescent Street</a>, replacing an underutilised site with a coordinated residential community anchored by new open space, retail, and commercial uses.

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a> for WA-based developer Tiberius, the approved scheme comprises seven buildings arranged across two precincts. In total, the development will deliver 1,227 apartments, including 201 allocated as affordable housing, alongside approximately 2,500 sqm of retail and 5,000 sqm of commercial space within a mixed-use podium.

The design also strengthens connections between surrounding green spaces, including Holroyd Sportsground and Parramatta Parklands.

The approval follows several years of planning, including a rezoning process that enabled significant uplift in height and density across the site. With determination now secured, Crescent Parklands is positioned to play a major role in delivering new housing supply within Greater Parramatta’s growth area.

Tiberius’ Crescent Parklands to deliver over 1,200 homes in major Holroyd transformation

A new State Significant Development application has been lodged over land at <a href="https://www.apartments.com.au/new-apartments/33-43-marion-street-parramatta-nsw-2150">33–43 Marion Street</a>, Parramatta, proposing a high-rise mixed-use tower that leverages planning incentives to deliver a substantial pipeline of new housing, including a dedicated affordable component.

The scheme, currently on exhibition, combines a shop-top housing development with a concurrent rezoning, positioning the site for a significant uplift in density within Parramatta’s evolving southern CBD fringe.

The proposal, designed by <a href="https://www.apartments.com.au/architects/fuse-architecture-0">Fuse Architects</a> for CN Marion, would replace the existing buildings with a 37-storey mixed-use tower, delivering 296 apartments above a retail podium with six basement levels on the 2,376 sqm site.

The residential mix comprises 58 one-bedroom, 207 two-bedroom, and 31 three-bedroom apartments, with communal facilities located on the second level and the rooftop. Ground-level activation is driven by retail and food and beverage tenancies, alongside a publicly accessible through-site link designed to improve pedestrian permeability.

The project includes 194 car spaces, five motorcycle spaces, and 348 bicycle spaces, reflecting a transit-oriented approach in a location directly adjacent to the rail corridor and within walking distance of Harris Park Station.

The scheme delivers 225 apartments, including 34 designated as affordable housing, positioning it within the NSW Government’s accelerated Housing Delivery Authority pathway.

The development is arranged as three interconnected residential flat buildings, a response to the site’s long, narrow configuration and sloping topography.&nbsp;

Level 33 is doing through the Housing Delivery Authority to try and get its Homebush project of <a href="https://www.apartments.com.au/news/nsw/level-33-adds-to-2-000-unit-pipeline-with-new-two-tower-homebush-plans">more than 300 apartments approved</a>.

The developer has over 2,000 apartments in the pipeline, predominantly in Wollongong.

Rate Hikes

CBA has&nbsp;hiked its 3-year fixed rate for owner-occupiers in a further sign that Australia may soon see the end of ultra-low fixed rates.

Australia&rsquo;s largest bank has increased both its 3&nbsp;and 4-year fixed rates for owner-occupiers paying principal and interest by 0.05 per cent, as well as increasing some interest-only loans by 0.10 per cent.

This follows hikes of 0.20 per cent by CBA in March to its 4- and 5- year fixed rates. CBA now only has one rate under 2 per cent &ndash; fixed for 2-years.

RateCity.com.au research director, Sally Tindall, said CBA has become the first major lender to increase its 3-year fixed rate from the bank&rsquo;s record low.

&ldquo;Today&rsquo;s rate hikes might be small, but they point to a fixed rate market that&rsquo;s starting to rise,&rdquo; she said.

&ldquo;When CBA hiked its four-year rate in March, a flurry of lenders followed in its wake. We expect the same thing will happen with three-year rates in coming months.

&ldquo;Banks are anticipating a rise in the cost of funding over the next few years, with the next cash rate hike expected in 2024, if not earlier, and the end of the RBA&rsquo;s term funding facility in just over one month.

&ldquo;The funding, which offers banks cheap money fixed for three years, has helped lenders offer record low rates to its customers. When the funding wraps up, many banks are likely to recalibrate their rates,&rdquo; she said.

This follows hikes of 0.20 per cent by CBA in March to its 4 and 5-year fixed rates in a further sign that Australia may soon see the end of ultra-low fixed rates

CBA has hiked its 3 and 4-year fixed interest rates

While experts agree the RBA is unlikely to increase the cash rate for a while yet, this doesn&#39;t mean mortgage holders can rule out an out-of-cycle rate hike.&nbsp;

UBank announced an out-of-cycle move late last week, increasing its 3-year fixed rate from a near market-leading 1.75% to 1.85% (an increase of 10 basis points). Westpac also bumped up its fixed-term rates last Friday.&nbsp;

If a homeowner with the average mortgage of $495,420* experienced a rate hike of 25 basis points from the current average variable rate of 4.27% to 4.52%, they would need to pay an extra $878 per year.&nbsp;

Over the course of a 30-year loan, this would cost them an extra $26,330 in interest.&nbsp;

Finder&rsquo;s Consumer Sentiment Tracker, a survey of 7,191 mortgage holders, found a monthly raise of $200 or less would cause financial distress for two in five mortgage holders (41%).

Cooke said that while the cash rate isn&rsquo;t going anywhere, that doesn&rsquo;t mean home loan rates will stay put.

&ldquo;The last time the cash rate was held for an extended period of 34 months, banks changed their interest rates on average 7 times &ndash; 5 of which were increases.&quot;

&ldquo;It&rsquo;s important that homeowners factor in potential rate increases when applying for a mortgage &ndash; keeping a cushion in your budget can keep your budget from getting dicey down the track,&rdquo; Cooke said. &nbsp;

Rate hikes could leave mortgage holders stranded with excess interest

Fourteen lenders have hiked their four-year fixed rates in the wake of CBA&rsquo;s controversial rate hike a month ago today.

By contrast, just 1 lender has cut its 4-year rate in this time, a sign that four-year fixed rates might not be at record lows for much longer.

&ldquo;With the RBA&rsquo;s term funding facility now in its final stretch and the next cash rate hike firming up for early 2024, if not before, the writing is on the wall for ultra-low four- and five-year fixed rate loans,&rdquo; she said.

&ldquo;So far Australia&rsquo;s second largest bank, Westpac, has kept its four-year fixed loan at a record low of 1.89 per cent, but it&rsquo;s hard to see this rate sticking around for long.&quot;

&ldquo;The idea of paying under 2 per cent interest until 2025 is an incredibly attractive proposition for many homeowners, but that doesn&rsquo;t automatically make it a good idea. Take the time to work out what type of loan suits your finances.&quot;

&ldquo;Fixed loans come with extra restrictions such as caps on extra repayments, typically no offset account and break fees if you want to get out early.&quot;

&ldquo;One option is to split your loan so it is part fixed and part variable, which typically lets you make extra repayments on the variable portion.&quot;

&ldquo;Money might be cheap now but in a few years&rsquo; time it&rsquo;s likely to be a very different story, provided the economic recovery stays on track, particularly for anyone coming off a fixed rate,&rdquo; she said.

Rates on the rise following CBA's hike last month

The RBA kept the official cash rate on hold, but that hasn’t stopped banks from moving home loan rates. 
  
While lenders have made a flurry of cuts to 2- and 3-year fixed rates in the last month, there has been an increase in the number of lenders hiking 4-year fixed rates. 
  
Analysis of the RateCity.com.au database shows 11 lenders have raised 4-year fixed rates, including CBA, Bendigo Bank and Aussie Home Loans, while only two have cut them. 
  
So why are 2-year fixed rates still dropping and 4-year rates rising?

The RBA is helping facilitate the ultra-low fixed rates, in part, via its term funding facility, which allows banks to borrow money at a three-year fixed rate of 0.10 per cent. 
  
Over the last month, the majority of one- to three-year fixed rate changes have been cuts, not hikes, as lenders make the most of the low-cost funding available. 
  
However, in the last month the majority of four-year fixed rates changes were in the opposite direction as some banks start to factor in a likely rise to the cash rate in 2024 and the end of the RBA’s term funding facility on 30 June this year. 
  
The big question is whether Westpac will hike its four-year rate. Australia’s second largest bank currently has the lowest four-year fixed rate in the market. Hiking this rate could lose the bank its competitive edge in this category.

Watching these four-year rates come off the table has some people panicked they will miss the bottom. Just because these rates could be soon rise, doesn’t mean you should rush out and fix for the next four years.
