<p>Around 400 additional homes could be built at Southwark Grounds on Port Road, lifting total site capacity from 1300 to around 1700 dwellings.</p>

<p>A recently approved code amendment would allow apartment towers of up to 14 storeys in some areas of Renewal SA’s redevelopment of the former West End Brewery.</p>

<p>Renewal SA Acting Chief Executive Shane Wingard said he welcomed the code amendment, with the increase in heights and homes making a positive impact on the supply of high-quality, well-connected housing close to the city.</p>

<p>“By going higher across some parts of Southwark Grounds, we are adding a substantial number of very well-located homes with little impact on project delivery time or planned open space,” Mr Wingard said.</p>

<p>Since the project officially launched in 2025, Mr Wingard said more than 12,000 enquiries had been received about living at Southwark Grounds.</p>

<p>“The very strong early interest we’ve seen since homes were first released in the precinct reinforces our plans to create more housing opportunities,” he said.</p>

<p>The Southwark Grounds code amendment was launched in December last year, with community engagement undertaken over five weeks from January.</p>

<p>It proposed increasing maximum building heights from eight to 14 storeys on the eastern section of Southwark Grounds, and to 12 storeys across the remainder of the site, with minimum building heights ranging from two to four storeys.</p>

<p>The code amendment was implemented through an Early Commencement policy in late January, allowing developers to quickly explore the viability of increased height and housing yield while other planning processes continue.</p>

<p>One of the first developers delivering apartment sites have already finalised redesigns to increase the number of apartments following the code amendment.</p>

<p>Samaras’ development adjacent to the future Colonel Light Park is now planning to deliver 125 apartments across 11 storeys, significantly greater than original plans of around 50 apartments across four storeys.</p>

<p>The developer is also exploring the potential for additional affordable housing outcomes.</p>

<p>Most of the apartments at Southwark Grounds will be delivered within a master-planned precinct on a large parcel of land on the eastern portion of the site, covering around two-thirds of its 8.4 hectares.</p>

<p>Wingard said detailed precinct planning over the coming months may identify further opportunities to increase yield further that could see total apartment numbers at Southwark Grounds, exceed this number.</p>

<p>Affordable homes at Southwark Grounds will also see a net increase, with Renewal SA maintaining its commitment to a minimum of 20 per cent affordable housing across the development.</p>

<p>Civil works have begun across the site, with construction under way on the first new roads surrounding a townhouse precinct in the south‑west corner of Southwark Grounds. This includes Renewal SA’s 17 Founder’s Row homes, which are on track for completion by Christmas.</p>

<p>“We expect to have people living at Southwark Grounds by the end of the year, so delivering roads and public spaces for those residents is among our highest priorities.”</p>

<p>Construction of 40 townhouses off Anderson Street, known as West Village and being delivered by Contour, is forecast to begin in mid‑2026. Kolabb’s Anderson Lane development will follow shortly after, delivering a further 26 townhouses.</p>

<p>Southwark Grounds is a state government‑led urban renewal project now set to deliver around 1,700 homes over the next decade.</p>

<p>Homes will be supported by a supermarket, a range of retail and hospitality offerings anchored by a revitalised Walkerville Brew Tower, a childcare centre, car parking and well‑connected public spaces.</p>

400 new homes planned for Adelaide's former West End Brewery site

<p>Brisbane developer&nbsp;<a href="https://www.apartments.com.au/developers/cavcorp">Cavcorp</a> has lodged plans for a new mixed-use residential development at <a href="https://www.apartments.com.au/new-apartments/55-wyandra-street-teneriffe-qld-4005">55 Wyandra Street</a>, Teneriffe, anchored by an 85-metre public laneway designed to reconnect the suburb’s riverfront with the Gasworks precinct.</p>

<p>The buildings, known as Teneriffe House and Teneriffe Lane, would replace the existing Queensland Cotton head office site with a 15-storey residential tower transitioning to eight storeys toward Helen Street. The project has been designed by Plazibat Architects and lodged as a code assessable development application for 93 apartments across a 3,401 sqm mixed-use site within the Newstead and Teneriffe Waterfront neighbourhood plan.</p>

<p>Central to the scheme is the transformation of an existing service easement into a publicly accessible cross-block connection linking Wyandra and Helen Streets. Cavcorp says the new laneway will act as both a pedestrian shortcut and a landscaped civic space between the Teneriffe Riverwalk, ferry terminal, and Gasworks precinct.</p>

<p>“The revised proposal delivers a legacy public-realm cross-block link, permanently secured for community use, transforming an existing private easement into a safe, high-quality pedestrian connection between the Teneriffe heritage riverwalk and the Gasworks–Long Island precinct,” the planning report states.</p>

<p>The laneway will sit beneath a large subtropical loggia integrated into the podium levels of the development. The design incorporates deep landscaping, water gardens, lobby spaces, business lounges, and ground-floor apartments to create what Cavcorp describes as a climate-responsive “urban verandah.”</p>

<p>The tower itself has been designed as a slender form with recessed floorplates and curved translucent corners inspired by contemporary Japanese architecture. The building height aligns with the Commercial Road precinct controls, which permit towers up to 15 storeys within proximity to Longland Street.</p>

<p>The project will comprise a mix of larger-format apartments aimed at owner-occupiers, downsizers, and families. The proposed apartment mix includes 11 loggia apartments across the lower levels, 50 four-bedroom Sky-Terrace apartments from levels three to seven, and 32 Sky-Pool Homes occupying the upper tower levels. The Sky-Pool Homes will feature private thermal plunge pools integrated into oversized balconies.</p>

<p>According to the application, the apartments are intended to reinterpret the scale and character of Teneriffe’s woolstore conversions and Queensland homes within a vertical residential format.</p>

<p>“The sky-pool homes build on Cavcorp’s previous projects and introduce a distinct apartment typology to Teneriffe, informed by both local and international precedent and responding to an identified market demand for enhanced safety, space and amenity,” the planning submission notes.</p>

<p>A major focus of the proposal is its five-level wellness and lifestyle offering, extending from the basement through to the rooftop.</p>

<p>Amenities proposed include a rooftop Swim &amp; Racquet Club with a 25-metre Olympic lap pool and tennis court, coworking spaces and libraries, golf simulators, wine storage, concierge facilities, business lounges, pet wash areas, and rooftop longevity-focused wellness spaces with spas, outdoor fitness zones, and landscaped terraces.</p>

<p>All parking will be concealed within basement levels accessed from Wyandra and Helen Streets. Cavcorp says the deep-basement engineering approach allows the entire ground plane to prioritise landscaping, pedestrian movement, and active frontage rather than vehicle infrastructure.</p>

<p>The development continues Cavcorp’s concentration in Newstead and Teneriffe, where the Brisbane developer has delivered a number of apartment projects including Lucent, Le Bain, and Luminare, as well as the Long Island Wellness Precinct nearby. Several of those projects have received national design and architecture awards, including recognition under Brisbane’s “Buildings that Breathe” program.</p>


Cavcorp unveils wellness-focused Teneriffe House and Teneriffe Lane apartment buildings

<p>Focus Group Investments has lodged plans for a new apartment development at <a href="https://www.apartments.com.au/new-apartments/64-70-hanover-street-fitzroy-vic-3065">64–70 Hanover Street</a> in Fitzroy, seeking to utilise the Victorian Government’s recently introduced Great Design Fast Track pathway to accelerate approvals for the project.</p>

<p>The proposal is among the latest developments to emerge through the state-led initiative, which was established to fast-track well-designed residential projects in activity centres and transport-connected inner-city locations. The pathway allows qualifying developments that meet elevated design and housing benchmarks to bypass traditional council planning timeframes and instead be assessed directly by the Department of Transport and Planning.</p>

<p>Designed by SJB, the development will comprise a mix of apartments above activated lower levels, with a strong focus on architectural articulation, landscaping, and communal amenity. The design response seeks to balance the industrial character of Richmond’s former warehouse precincts with a more contemporary residential form.</p>

<p>The Planning and Urban Context Report by Tract says the development is of an "exemplary architectural standard" and has been carefully crafted by SJB Architects.</p>

<p>"Dwellings&nbsp;will benefit from excellent access to natural light, cross-ventilation opportunities and extensive communal space," the report noted.</p>

<p>The architectural material highlights the project’s integration of landscaped elements and communal spaces throughout the building. The proposal also incorporates sustainability initiatives aligned with the Victorian Government’s push for higher-performing apartment developments under the fast-track program.</p>

<p>The Great Design Fast Track was unveiled by the Victorian Government in 2024 as part of a broader housing supply strategy aimed at accelerating the delivery of new homes. Projects assessed through the pathway must demonstrate high-quality architecture, sustainability outcomes, and housing diversity while being located close to public transport and existing infrastructure.</p>

<p>The Gold Coast Planning Committee has supported the preliminary approval for the Benowa Gardens Urban Village project following an extensive community consultation and assessment process.</p>

<p>The proposal will now proceed to a full council vote on June 2.</p>

<p>The application sought approval for a masterplanned urban village on the existing Benowa Gardens Shopping Centre site, combining new housing, retail, dining, health and lifestyle amenities within a walkable, integrated precinct.&nbsp;</p>

<p>The proposed redevelopment includes around 413 apartments integrated above a revitalised mixed-use centre featuring a full-line supermarket of 4,000 sqm, 6,000 sqm of specialty retail and dining space across around 30 retailers, a 7,000 sqm health and wellness precinct, and roughly 9,630 sqm of office and medical suites.&nbsp;</p>

$1 billion Benowa Gardens Urban Village heads to council vote following Planning Committee support

<p>Surfers Paradise is officially set for its first new residential development with a 45-storey skybridge connecting the two towers.</p>

<p>John Camilleri’s Celestino Developments has been given the green light by the Gold Coast City Council to develop its major beachfront precinct across its huge 4,000 sqm oceanfront site at <a href="https://www.apartments.com.au/new-apartments/63-79-garfield-terrace-surfers-paradise-qld-4217">63–79 Garfield Terrace</a>, just five months after its <a href="https://www.apartments.com.au/news/qld/first-look-exclusive-billionaire-winx-breeder-s-bold-two-tower-surfers-paradise-play-with-45th-storey-skybridge">submission in late 2025</a>.</p>

<p>The approved scheme will deliver two towers rising 55 and 48 storeys, connected by a skybridge positioned on level 45 that will house a range of resident-only wellness and entertainment spaces.</p>

<p>In its notice of approval, the Gold Coast City Council said the&nbsp;proposed overall built form has been designed to complement the scale, intensity and protect the adjacent amenity and surrounding streets through the use of varied setbacks, site cover and architectural elements.</p>

<p>Designed by <a href="https://www.apartments.com.au/architects/dbi">DBI</a>, the development will comprise 275 apartments across the two towers, including a mix of two-, three-, and four-bedroom residences, as well as several penthouses. The apartments will sit above a landscaped podium featuring more than 90 metres of beachfront pool frontage, private resident lawns, lounges, and wellness spaces.</p>

<p>DBI said the design draws heavily from the movement and form of the coastal environment, with curving balcony lines and sculpted façades intended to soften the scale of the towers while maximising ocean outlooks and passive shading outcomes.</p>

<p>“The project occupies a rare, uninterrupted oceanfront site and has been shaped by a design philosophy that merges architectural elegance with environmental responsiveness and a carefully curated lifestyle experience,” DBI said in planning documents submitted to the Gold Coast City Council.</p>

<p>The most distinctive element of the approved project is the skybridge linking the two towers at level 45. The elevated communal space is planned to include executive lounges, formal dining areas, wellness facilities, and panoramic ocean-facing outlooks.</p>

<p>“The skybridge enhances the identity of the development, promotes social interaction, and delivers a lifestyle experience not found elsewhere on the Gold Coast,” DBI said.</p>

<p>At podium level, residents will have access to a suite of resort-style amenities, including resident lounges, private dining rooms, a yoga lawn, gymnasium, plunge pools, and treatment spaces. The beachfront pool has been designed with separate lap, lounge, and children’s areas extending across the width of the site.</p>

<p>The project will also introduce new food and beverage offerings along the Enderley Avenue and Oceanway frontages, contributing additional activation to the beachfront precinct.</p>

Under the guidance of integrated consultancy Spiire, KMK Developments and <a href="/architects/de-atelier-architects">DE atelier</a> architects have put forward for approval a new apartment tower located at the top end of Melbourne's St Kilda Road precinct.</p>

<p>Defined by an exterior dotted with mature trees and hanging gardens, <a href="/buildings/k1-residences-melbourne-1-union-street-melbourne">K1 Union Street</a> has been tentatively named 'Palatia' according to KMK Developments' website, and justifiably so based upon planning documents which show that each apartment will be spread over an entire floor, resulting in 13 super-large penthouse dwellings.</p>

<h2>Comment</h2>

<p>It has been a while since Apartments.com.au has come across a planning report with such bombastic flair… or fluff. The full Urban Art Statement conceived by ASPECT Studios makes for interesting, if not mildly amusing reading; nonetheless hats off to ASPECT for such dedication to the cause.</p>

<p>The building itself is an interesting design with mature trees in play over the height of the facade; always a positive addition. The design for obvious reasons is similar to Russell Street's approved <a href="/new-apartments/crystal-gardens-276-russell-street-melbourne">Crystal Gardens</a> tower, although there remains one difference. Whereas Crystal Gardens has its greenery positioned in a northern aspect, Palatia's intended flora faces south.</p>

<p>No direct sunlight, particularly for the planters, could make life interesting for the intended living wall.</p>

<p>Regardless K1 Union Street is the latest addition to Melbourne's super swank apartment segment which is bubbling away at the moment. Designed to 'Inspiire' - K1 Union Street, Melbourne

<p>Earmarked from the outset as a stand-out design, MAB Corporation's 429-437 Docklands Drive is poised to receive planning approval from City of Melbourne. Surfacing during 2013 as a <a href="/news/the-quays-to-success">crescent-shaped hotel</a>, MAB Corporation has elected to proceed with a purely residential tower on a sizeable development plot which was formerly part of Waterfront City.</p>

<p>The McBride Charles Ryan-designed residential tower is set to be joined by an expansive public park as was first mooted during MAB Corporation's purchase of the land some years ago. While discussions between Places Victoria, City of Melbourne and the development team predated the November 2014 planning application submission, a recommendation of approval included within a report will be assessed by the Future Melbourne (Planning) Committee who sit this evening.</p>

<p>The development will hold a mixture of living options, seemingly with a slant toward the higher-end purchaser. 26 one bedroom apartments are included, as are 68 two bedroom and 19 three bedroom apartments. Somewhat unusually three four bedroom apartments are designed into the higher levels of the building while two four bedroom apartments will occupy the highest habitable floor; each approximately holding 335sqm of internal area.</p>

<p>Building C is envisaged as an iconic building within a prominent location of New Quay Central. The built form of the proposed building has been the subject of much discussion and the current form is considered to be one of high design integrity that will make a positive contribution to the precinct.</p>

<p>The building is proposed to be in an egg shaped form which is different to the rectangular form shown in the development plan. This form has resulted in a reduction in width and an increase in the overall height to maintain a gross floor area consistent with that anticipated in the DP. Although the height has increased the slender, narrower footprint allows for wider view cones in and around the proposed tower, including to Victoria Harbour.</p>

<p>Above the ground level colonnade, 429-437 Docklands Drive's exterior will be draped in a 'lattice work' finish consisting of white aluminium panels arranged to provide an elliptical pattern over the tower. The remainder of the exterior will consist primarily of black aluminium finishes coupled with grey tinted glass.</p>

<p>In addition to expected art installations, the park will include rain gardens, native plant species plus feature garden beds. Subject to further design, 'Central Park' would be delivered in conjunction with the tower component.</p>

<p>With construction commenced on the adjoining Promenade and Aqui residential towers, 429-437 Docklands Drive and <a href="/buildings/elm-stone-387-docklands-drive-docklands">387-395 Docklands </a><a href="/buildings/elm-stone-387-docklands-drive-docklands">Drive</a> shape as MAB Corporation's next residential releases within their NewQuay precinct. To date eight residential towers have been completed by MAB Corporation since construction of NewQuay's initial buildings began in the early 2000s.</p>

MAB Corporation's Lot C edging closer to reality

<p>Malaysian-based Mitraland Group has flagged its intention to enter the Melbourne apartment sector with plans currently on display with City of Stonnington for a 20 level residential tower within South Yarra's Forrest Hill Precinct. Lodged with council during December 2014, the Fender Katsalidis-designed tower is nominated to have an end value of approximately $50 million.</p>

<p>Long earmarked unsuccessfully for development and surrounded by larger forthcoming towers such as <a href="/buildings/661-chapel-street-661-chapel-street-south-yarra">661 Chapel Street</a> and LK Property's <a href="/buildings/capitol-grand-241-toorak-road-south-yarra">Capitol Grand</a>, Mitraland are no doubt hoping the current planning application will find a favourable outcome in due course.</p>

<p>The site in question has been to VCAT in recent years, unsuccessfully, with the then proponent trying to gain approval for a 17 level residential building holding 82 apartments. Urbis state within the current planning application that any proposal put forward for the site:</p>

<p>Issues VCAT raised for the site during the previous proposal's hearing include that the northern facade be well articulated given the adjoining and substantially lower Quest apartment complex is unlikely to be redeveloped, and that there be a clear differentiation between podium and tower. The latter point was further articulated at the time where VCAT stated they don't necessarily consider a setback pivotal, rather that there be a visible difference in treatment between lower and upper levels.</p>

<p>Project architect Fender Katsalidis have employed metal fins over lower levels with a red ochre-like finish to provide contrast.</p>

The northern facade has a considerable light court running the height of the tower included within the floorplan, accounting for roughly 42sqm of a typical floor's area.</p>

<p>Separated by the light court and the abutting lift, habitable areas within the proposal are essentially split into east and west wings. A generic plan covers levels 5-18, where each wing consists of two apartments with four per floor the norm. While all the apartments carry two bedrooms, the average internal area per apartment is approximately 75sqm with 66sqm and 83sqm the extremities.</p>

<blockquote>
<p>Within its context, the proposed building contributes significantly through a well-designed and dynamic piece of architecture. Its form is sleek and slender, while being both sensitive and striking. A suited mix of glass and concrete fold into one another, and an otherwise continuous form is interjected by central voids and light courts that allow light to filter through the centre of the building.</p>

<p>The slender vertical tower element provides a distinct separation between podium and tower forms through varied materials and visible recesses.</p>

Formed during 1998, Mitraland Group has completed a host of medium and high-density residential projects predominantly in and around Kuala Lumpur.</p>

<p>Mitraland Australia is the latest Malaysian developer to enter the local market, following in the footsteps of well established players such as SP Setia and Mammoth Empire. Another Malaysian developer soon to make an impression upon Melbourne is PJ Development Holdings which holds a 20,000sqm land parcel at 93-119 Kavanagh Street, Southbank. Speculation is that a tower of up to 300 metres is in the offing for the site, in a development value at approximately $1 billion.</p>

Malaysia's Mitraland looks to enter the Melbourne apartment market

<p>The second attempt by Goodyear Properties to raise a tower from a high-profile Elizabeth Street site has hit a stumbling block with a Report to the Future Melbourne (Planning) Committee asserting the proposal should be objected to, with multiple concerns cited. Published online in recent days, the report acts as a basis to which City of Melbourne will take a formal stance on the proposal, which holds frontage to both Elizabeth Street and Franklin Street.</p>

<p>While the current application is marginally shorter than the previous Peddle Thorp design, apartment yield has risen sharply from 306 to 445 dwellings. The design too has taken an about turn with a green glazing and mesh facades replacing a punctured white precast edifice which defined the initial proposal.</p>

<p>While the Minister for Planning is the responsible authority for determining the application, Richard Wynne's public determination that more weight be placed in City of Melbourne's assessment of a given project may point toward another disappointing outcome for Goodyear Properties.</p>

<p>Where the initial planning application sought to facade the Royal Saxon Hotel, the revised scheme would see the contemporary build detached from the original hotel’s form and volume according to the associated heritage impact statement. In contrast to the initial plans, the revised tower has maintained a greater setback to the Elizabeth Street frontage, while both original and new structures would retain separate footprints.</p>

<blockquote>
<p>The project will retain the original building and proposes demolition of the later annexes and rear yard wall only. New development will be up to the north and west boundaries, and will jut at high level over the hotel’s west end. The rear section of 138-141 Franklin Street will be demolished, a front section of building to a depth of 6 metres will be retained including the bluestone and brick facade and the much re-worked east boundary to the laneway.</p>

<p>The main physical affects will be the building repair, maintenance, and reconstruction of original detail which is integral to understanding the building’s age, appearance and use. The former hotel will be restored to an earlier known appearance. The condition and external envelope will be consolidated and improved from its current state.</p>

<p>The interior spaces and rooms may be opened up to a resemblance of the original cellular composition. The upper level fitouts shall be stripped out revealing anew the hotel’s original planning and internal arrangement.</p>

<h2>Recommendations to the Future Melbourne (Planning) Committee</h2>

<p>Council's report on the planning application urges that City of Melbourne object to the proposal in its current form. Citing a number of inherent and undesirable planning outcomes with the proposal, the report is best summed by the below excerpts:</p>

<blockquote>
<p>The proposal is a gross overdevelopment of the site that fails to respond to the policy provisions of the Melbourne Planning Scheme. It will overwhelm the existing heritage buildings on the site and represents a significant departure from the height controls set out under the DDO. The proposal provides for poor internal amenity and will significantly inhibit the development potential of adjoining sites.</p>

<p>Further, if the development were approved in its current form it would set an unacceptable precedent for development in this area that could conceivably be replicated on adjoining sites.</p>

<h2>Comment</h2>

<p>The site in question is of a size and orientation that doesn't lend itself to being a particularly easy design to deliver, nonetheless there's something very awkward about the proposal.</p>

<p>Peddle Thorp has persisted in a particular architectural 'language' which sees perforated mesh screens shrouding the exterior. First used on <a href="http://www.lasgroup.com.au/residential-mixed-use/completed/guild-apartments-152-sturt-street-southbank">The Guild</a> and more recently The Vic (seen below), the finish may well be excellent for sun shading and privacy, but does little for design intrigue or activation over 441-451 Elizabeth Street's lower levels.</p>

<p>The solid elements running the height of the tower also detract from a design, but then again this proposal wouldn't be the first to employ such a trait. Compared to other recent Peddle Thorp designs 441-451 Elizabeth Street is middle of the road at best.</p>

Planning Application: 441-451 Elizabeth Street, Melbourne

<p>Foreshadowed in an <a href="/news/plus-architecture-begins-2015-with-a-bang">article earlier this year</a> highlighting the exploits of Plus Architecture, one of the firm's most recent schemes has landed with City of Stonnington during early March and is now on public display. Currently a nondescript dual level commercial complex somewhat out of place as opposed to its nineteenth and early twentieth century neighbours, 402-416 Chapel Street is designed to be a 12 level mixed-use development holding prime position on the sought-after retail and entertainment strip.</p>

<p>Holding 75 metres of frontage to Chapel Street and bound by Simmons Street, Bray Street and Grey Street, the island site is one of only two large-scale plots capable of accommodating a significant development along Chapel Street; the other cited within planning documents as the Jam Factory. Subject to a preferred height limit of 19 metres, 402-416 Chapel Street weighs in at double Stonnington's preference, yet the non mandatory height guideline provides scope for a larger structure onsite.</p>

<p>As can be seen above the Chapel Plaza complex onsite contains very little architectural merit and as such lends itself to replacement. Chapel Plaza is included within a general heritage overlay covering the wider Chapel Street Precinct, but the site itself has no heritage value.</p>

<p>Consequently the attached heritage assessment focuses on the development's place within a larger Chapel Street context, which is summarised below:</p>

<blockquote>
<p>The proposal will remove an ungraded late-twentieth century building of no architectural, aesthetic or historic value to the HO126 Chapel Street Precinct. On this basis, the removal of this building is acceptable from a heritage perspective.</p>

<p>The proposal is consistent with Council heritage policy to enhance places of cultural significance. It is also consistent with policy that new works should not adversely affect heritage places. The mixed-use development is designed in accordance with strategies and objectives of the ‘Chapel Vision’ and ‘Chapel re-Vision’ structure plans, by maintaining this street’s role as a premier commercial and entertainment district in Melbourne, but balanced with retaining the street’s established heritage character.</p>

<p>This assertion on building scale and impact upon surrounding areas is further backed by the following statement:</p>

<blockquote>
<p>The built form controls, as worded, are ‘preferred’ and are not mandatory controls. The proposal is considered capable of satisfying the design objectives and built form outcomes prescribed by the Design and Development Overlay without meeting all of its prescriptive controls.</p>

<p>The development has been designed in distinct components with a composition that is complex and varied. This includes a base podium, which is addressed to Chapel Street. A mid-rise element to six storeys and a high-rise tower that through orientation and recessing provides the appearance of two separate structures.</p>

<h2>Street level beat</h2>

Image courtesy Plus Architecture</figcaption></figure><p>Considering the sizeable girth and height of 402-416 Chapel Street, Plus Architecture have sought to refine the considerable street frontage via a number of differing means. A balance between consistency and variation in finishes has been sought at street level, while the podium itself seeks to be consistent with its surrounds at between 3-4 levels in height.</p>

<p>Differing materials, arrangements and elements are present over lower levels, although all are within a modular theme which is referred multiple times within the development documents. This is essentially a reference to the site's heritage surrounds where the majority of structures are quite uniform in size and composition.</p>

<p>Vertical highlights are evident within these modular or 'squared' podium sections as seen above, breaking up the lower levels and providing articulation. This is further bolstered by a vertical green wall which will visually separate the bulk components of the building.</p>

<p>The Simmons and Chapel intersection is subject to a feature design element which differs from the remainder of the podium. Behind the timber cladding and angled screens are retail, restaurant and commercial office space over four levels. Due to its leading edge position and proximity to a the heritage pub opposite, the distinctive, softened podium feature has been employed.</p>

Big on Chapel: 402-416 Chapel Street planning application

<p>In isolation it's a typically dashing ARM Architecture design that would provide a visual focal point in an area already heavy with architecturally dominant buildings. Yet place the freshly submitted 696-708 Elizabeth Street planning application in context and the overall picture becomes somewhat obscured.</p>

<p>During 2013 Jobs Australia Ltd's 696-708 Elizabeth Street site formed part of a larger development plot with <a href="/news/the-ecstacy-of-bronze-690-708-elizabeth-street-melbourne">intended joint partner</a> PDG Corporation. For reasons unknown both parties chose to develop their own sites separately, which now sees PDG Corporation's <a href="/buildings/royal-elizabeth-151-berkeley-street-melbourne">Royal Elizabeth</a> at construction under the guidance of Hamilton Marino builders.</p>

<p>It is of course not 696-708 Elizabeth Street's frontage to Elizabeth Street or Pelham Street which may raise eyebrows, but the close proximity it seeks to hold in relation to Royal Elizabeth, in addition to the gutting of the existing historic structure's interior.</p>

If these are indeed windows and integral to the design of Royal Elizabeth, they will be confronted with sheer precast walls at close proximity should 696-708 Elizabeth Street be approved.</p>

<p>Based in the 696-708 Elizabeth Street planning application drawing set, the Elizabeth Street frontage sees both towers flush against one another as seen below. As part of 696-708 Elizabeth Street's key planning considerations the impact to adjoining properties has been taken into account:</p>

<p>The proposal provides a design that is highly cognisant of its impacts on adjoining properties. Of note, is the relationship of the proposal having regard to the property to the south and east:</p>

<p>Designed by architect Peter Matthews and dating back to the 1880's, the existing building was once the Haymarket Branch of the Commercial Bank of Australasia Ltd. The classically inspired structure is a rendered brick exterior finish atop bluestone foundations, and is of heritage value.</p>

<p>The Planning and Urban Context Report explains that the intended tower is set as far back as possible from the existing Commercial Bank of Australia heritage building, with the existing facade restored and rejuvenated.</p>

<p>We recognise the significance of the existing Commercial Bank of Australia building and will work with expert heritage consultants to ensure the heritage facade will be restored and rejuvenated to its former glory. The form of the proposed tower is set as far back as possible, to allow the form of the bank some breathing room, the new build cut back to ensure that the "tailing" edges of the old bank are visible from Pelham and Elizabeth Streets.</p>

<p>Likewise the tower cut back reveals the roof pitch and chimney. The "Flat Iron" shape of the new tower with its sweep of the leading edge reinforces the corner, porch an idpediment of the original.</p>

At arm's length: 696-708 Elizabeth Street, Melbourne

<p>Today we look at a planning application for a 59-storey residential tower on the site of Phillip Shirts at 274-276 Little Lonsdale Street. The Peddle Thorp-designed tower would join two other recent projects for Brady Corp in Melbourne Sky and Melbourne Star as it shares a boundary and obscures the latter's eastern wall.</p>

The existing façade will be retained along the Little Lonsdale Street frontage and will continue along Zevenboom Lane for approximately 17.4 metres. A good outcome considering it has been identified as having little heritage significance.</p>

<p>Whilst it is noted this façade has not been heritage listed, it is considered that this existing façade contributes positively to the streetscape (including in terms of scale and rhythm of window openings) and is worthy of retention to enhance the streetscape address of the site. Furthermore, its adaption will form an appealing feature of the proposed development scheme at the site.</p>

<p>A wrap of two ground level retail tenancies addresses the Little Lonsdale Street and Zevenboom Lane corner. The main entry lobby, loading facilities and other ancillary services complete the ground floor with bicycle parking and car parking reserved for the four basement levels.</p>

<p>The proposal lies in a quarter of the city currently undergoing a significant transformation with projects such as <a href="/buildings/eporo-tower-279-la-trobe-street-melbourne">Eporo Tower</a>, <a href="/buildings/the-carlson-321-la-trobe-street-melbourne">Carlson Tower</a> and <a href="/buildings/la-trobe-tower-323-la-trobe-street-melbourne">Latrobe Tower</a> to the immediate north and <a href="/buildings/380-melbourne-380-lonsdale-street-melbourne">380 Lonsdale Street</a> to the south. 278 Little Lonsdale would be one of the taller buildings in the area as illustrated by the diagram below:</p>

At 735sqm the site is significantly smaller than the foortprints of Melbourne Central and the future development at 380 Lonsdale Street. These towers also have frontages along major CBD streets whereas the development is within a largely small scale 'neighbourhood' defined by red brick low-rise buildings bisected by a network of laneways.</p>

<h2>The Tower</h2>

<p>The main tower element rising behind the retained facade shares an aesthetic quality with its older yet shorter siblings to the west. Sheer glazed curtain walls are interrupted by the revealing of balconies behind.</p>

<p>Similarly to Australia 108 the facade features a stripped gradation from top to bottom with the stripes becoming incrementally more contracted towards the tower's pinnicale. This volume above a 'podium' with a furrier treatment involves a bronze coloured veil similar to original designs for another Peddle Thorp design, Vision tower at 500 Elizabeth Street. This splash of colour continues to the western boundary of the tower in the form of solid spandrels which rise up the remainder of the tower.</p>

<h2>Comment</h2>

<p>The proposed development continues the recent trend of large scale high-rises encroaching on the relatively low scale streetscapes which define Melbourne's 'Little' streets and laneways. I've always been a proponent for skyscrapers in the CBD, I won't shy away from that fact, however I don't consider developments of this scale to be appropriate responses to the character and grain of these areas.</p>

<p>The footprints of these sites is generally much smaller than the larger sites on the primary CBD streets. This results in narrow skyscrapers with two shared boundaries that if built to the extremity as usually tends to occur, creates a 'wall' effect that is amplified on much smaller streets from a pedestrian perspective.</p>

<p>I don't consider this to be a desirable outcome and would invite anyone to tell me otherwise or convince me that these are the type of streets we wish to create moving forward. The benchmark for development in these smaller scale streets should be the more modest additions found on McKillop Street or Hardware Lane - unobtrusive yet worth tilting your head up to appreciate. Leave the big towers to the major streets and their intersections.</p>

Planning Application: 278 Little Lonsdale Street, Melbourne

<p>City of Stonnington are currently assessing the merits of a mixed-use, staged development that would replace the Victoria House Medical Imaging complex fronting Malvern Road, Prahran. Included within the proposal is a hospital, enhanced medical hub and two residential buildings combining to provide in excess of 150 apartments.</p>

<p>Rothelowman have designed the project with Victoria House Nominees Pty Ltd the proponent and long time onsite operator. Initially lodged during May 2014, enhanced plans were put forward again during November 2014.</p>

<h2>Design impetus</h2>

<p>Running north-south, the elongated site's most visible aspect is that facing Malvern Road. Consequently this frontage carries a large degree of articulation and is a reflection upon the existing and prospective tenants that will utilise the facility.</p>

<blockquote>
<p>The design for the new Medical Centre loosely draws inspiration from concepts of 'motion' and 'body imaging'. Vertical blades, which also act as functional sun shading devices, shift across the facade, sculpting the upper levels. While the lower street wall explores the notion of transparency, the apartments buildings and townhouses have been designed to have a unique but complimentary character to the medical centre.</p>

<p>The Medical Centre and Apartments buildings explore notions of rhythm, density, reflectivity and flow to create an architecture that is distilled and clear.</p>

Image © Rothelowman</figcaption></figure><p>The site in question also shares Essex Street with an existing DHS Housing Estate which is earmarked for development as part of the <a href="http://prahranrenewal.com.au/">Prahran Estate Renewal</a>. It's highly likely a number of new buildings in the 6-9 level range will be conceived for the DHS site immediately west of 310-324 Malvern Road in the medium term.</p>

<p>Rothelowman have provided the development with a public pedestrian link that as envisaged will continue through the DHS Estate development with direct access to Princes Gardens. In this way 310-324 Malvern Road also supports DHS' key principles for redeveloping their site which includes maximising amenity, improving safety and security plus supporting social interaction.</p>

<h2>Medical mix</h2>

<p>While only six levels, the medical centre manages to include a diverse number of uses within its walls. Atop three levels of basement car parking will sit a day procedure private hospital (basement 1, ground, level 2) while a dispensary/cafe is also located at ground level.</p>

<p>Level 1 involves a GP Clinic with levels 3 and 5 dedicated to specialist medical suites, leaving level 4 to Victoria House Medical Imaging. Stage 1 of the development involves relocating current medical centre tenants to existing buildings onsite in order to facilitate demolition and construction of the new Medical Centre. The apartment buildings would follow thereafter.</p>

<h2>Comment</h2>

<p>Rothelowman have continued their stellar run of creating multi-building developments with 310-324 Malvern Road. Attractive and considerate of the public domain, this Prahran design joins the award winning <a href="/news/public-permeability-and-the-tip-top-brunswick-east-development">Tip Top Brunswick</a>, <a href="/news/we-deliver-australia-post-and-185-rosslyn-street-west-melbourne">185 Rosslyn Street</a> and <a href="/news/planning-application-310-324-malvern-road-prahran">60-82 Johnson Street</a> as recent Rothelowman offerings that tick many design boxes.</p>

According to the planning report no Heritage Overlay applied to the site, with permission not required to demolish existing structures.</p>

<p>Heritage structures don't grow on trees and it seems a shame that Prahran is set to lose a slice of its heritage, albeit for a highly impressive new development.</p>

<p>Constantin Brancusi's <em>Bird in Space</em>, Alvar Aalto's <em>Savoy Vase</em> and the iridescent nature of a bubble which captures the reflection and refraction of light waves via its surface. Not the first thoughts that come to mind for the average reader contemplating the design impetus behind <a href="/architects/plus-architecture">Plus Architecture's</a> scheme for <a href="/buildings/aspire-melbourne-301-king-st-melbourne">295-309 King Street, Melbourne</a>.</p>

<p>Nonetheless they have been listed as major influences upon what may become one of Melbourne's tallest apartment towers should it gain approval.</p>

<p>The proponent for 295-309 King Street is Farinia Pty Ltd and that entity is seeking permission to replace two low-rise office buildings within a western pocket of <a href="/new-apartments/melbourne-vic">Melbourne's CBD</a>, which is experiencing gargantuan levels of development at the moment. Town planning agency <a href="/developers/urbis">Urbis</a> state within their associated report:</p>

The façade will change appearance depending upon factors such as weather conditions and the angle from which it is viewed.</p>

<p>With its splayed shape and unique façade capable of creating its own distinct detail, Plus Architecture have strived to set <strong> </strong>295-309 King Street apart from all other Melbourne buildings.</p>

<p>The Podium has been designed to respond to the fine grain relationship with the King Street and Little Lonsdale Street wall. Historically, Melbourne has had a distinct connection with its use of bluestone in creating Rustica Façade designs.</p>

<p>The podium design for this development seeks to draw inspiration from the bluestone streetscape of King Street by reinterpreting this relationship in a contemporary way that responds to the human scale. Thus, the podium has been broken up into a Jenga like formation creating a dynamic façade that plays with scale and materiality, while also providing privacy for podium apartments.</p>

<h2>The feasibility of it all</h2>

<p>As touched upon earlier 295-309 King Street is one of many towers lining up to replace the bevy of available development sites immediately surrounding the site in question, most of which are loosely located around the King and Lonsdale intersection. 250 Spencer Street's quartet of towers between 205 and 300 metres, the at sales <a href="/buildings/the-fifth-605-lonsdale-street-melbourne">605 Lonsdale Street</a> (165 metres) plus the under construction <a href="/buildings/manhattan-at-uws-33-rose-lane-melbourne">33 Rose Lane</a> (170 metres) and 612 Lonsdale Street (144 metres) attest to the popularity of this patch of Melbourne's CBD at the moment.</p>

<p>Perhaps understanding that most sites surrounding 295-309 King Street carry prime redevelopment potential, Plus Architecture have added development feasibility scenarios for the adjoining 311 King Street. As a result 295-309 King Street is built to the northern boundary to a height near on 40 metres, providing 311 King Street with a common boundary to build against, with a tower above podium to 70 metres possible in a likely scenario. Under this feasibility scenario tower to tower distance would be 9.5 metres.</p>

Planning application: 295-309 King Street, Melbourne

<p>Today we look at an application which seeks to address some of the recent concerns surrounding housing diversity in apartment living and resident amenity. Z66, to be located at 66 Lygon St in Carlton would see the current building occupied by the <a href="http://www.downtowner.com.au/">DownTowner</a> demolished to make way for a 14-storey, <a href="http://www.fkaustralia.com/">Fender</a> <a href="http://www.fkaustralia.com/">Katsalidis</a>-designed apartment building.</p>

<blockquote>
<p>The proposal aims to create a new character for the precinct through a dramatic interpretation of the traditional stepped approach of the tower and podium massing. Instead there is an integrated tower and podium, where the "U" shaped form of the podium clasps the tower from below.</p>

<p>As an overarching design philosophy, the proposal aims to stack the mass that would have been available by developing the whole site, into a smaller building footprint to provide all apartments with views out and eliminate south facing or internally overlooking apartments.</p>

<p>This results in a higher form, however we feel this is appropriate given the significant nature of the corner site on main roads; the height has no additional detriment to neighbours through overshadowing or overlooking; and we feel this height is an appropriate transition from the tall city towers to the finer grain of Lygon Street to the north.</p>

<h2>Building layout</h2>

<p>Z66 has been designed to maximise solar access with all apartments benefiting from a 'great outlook' that has resulted from no apartments overlooking one another, and no south facing orientation.</p>

<p>The impacts of any future neighbouring developments have also been considered with a considerable setback employed from the western boundary above the ground floor area, and to the east above level four. This doesn't just safeguard the amenity of residents in Z66 but also any future neighbours.</p>

<p>The ground floor consists of a wrap of retail to Lygon and Queensberry Streets with all ancillary programme relegated to the shared accessway to the south. The retail to the north is setback from the boundary to form a sheltered colonnade to Queensberry Street and a landscaped outdoor area is located to the south-east and north-east corners of the site. Apartments facing the landscaped area feature a 'balcony buffer' which in turn acts a buffer between the development and the adjoining Romanian Orthodox Church.</p>

<blockquote>
<p>Habitable rooms, such as bedrooms and living rooms in each apartments have access to direct light and air. Living rooms and bedrooms are oriented to face balconies or the external edge of the building, and provided with operable windows for access to natural ventilation. 'Borrowing' of light is avoided.</p>

<p>The setback from the East boundary results in a relatively small building footprint, which enables internally overlooking apartments to be eliminated in the development. The open landscaped area to the East also improves the amenity to the Romanian Orthodox Church garden next door. The development receives abundant daylighting to the East and West and south facing apartments are avoided.</p>

<p>On podium levels of the development (levels 1 to 6) larger balconies are incorporated to the apartments on the West side. These balconies also function as a buffer to the busy Lygon Street</p>

<p>The building's facade is articulated via a series of concrete panels and glazed fenestrations. To the north and south the building presents as quite a solid, ordered structure whereby the concrete panels are double height and arranged with a strong emphasis on horizontal movement; the positioning of the panels in a staggered formation give the impression of a shifting in form.</p>

<p>The other visual effect is one of ambiguity of scale: though a 16-storey building the impression is one of only eight or so, at least to the north and south. The eastern and western elevations on the other hand appear far more permeable with glazing taking precedent over concrete, with an almost adhoc approach as to how the facades are presented; the emphasis shifting to a much more vertical movement visually.</p>

<p>In their response to "Objective 5.1 - Dwelling Diversity" as gazetted in the <em>Design Guidelines for Higher Density Residential Development</em>, FKA have sought to provide a diverse and balanced mix of apartment types which cater for the needs of a wider target market. Extracted from the planning application, the break up of apartments is illustrated below:</p>

<p>The development is also comprised of a residential amenity space at ground level that can be used by residents for dining, lounging, meetings as well as appreciating the landscaped area fronting Queensberry Street.</p>

<h3>Apartment types</h3>

<p>Within each apartment category (one bedroom or two bedrooms), there are different layouts to suit different living arrangements. Within the one bed apartment units, there are two types, which are the one bed plus study and the one bed. The one bed plus study layout could suit a couple where 1 person works from home or requires a separate study space. The one bed will be a more affordable option for single person or couple where the study space can be part of the bedroom.</p>

<p>Within the two bed apartment units, there are also two types. One type is an option for two people sharing the same unit, and another type is suited for a couple who require an extra room for guests / older children or even study space.</p>

<h2>Comment</h2>

<p>The proposal while not ground breaking in terms of its architecture sets itself apart from other similar developments; while it employs a built form almost twice that which is called for in the Design Development Overlay it does not seek to occupy the entirety of the site. In doing so it achieves a quality outcome for the residents who would call it home and provides saperation between itself and the Romanian Orthodox Church rather than suffocating it by developing to its site boundaries but a lower height.</p>

<p>The design team have conceived what can be best described as a thoughful proposal, one that assesses any potential impacts in the short-term but also long term future. Similar to Piccolo Developments' Upper House nearby, Z66 would command a corner site and as such greater height is appropriate to address its position.</p>

<p>This particular stretch of Queensberry Street will continue to see significant development and growth with medium to higher density slowly creeping from the confines of the traditional CBD.</p>
