Melbourne developer Spacious Group has completed Voyage Altona, one of the closest new apartment developments to Altona Beach.

Off the plan purchasers have started moving into the 49-apartment project on Pier Street, with the remaining move-in-ready one-, two- and three-bedroom apartments starting from just over $500,000.

Display apartments have now been fitted out, allowing prospective buyers to inspect the completed residences by appointment.

Gold Coast City Council has approved Lýon Residences, a 32-level tower that will deliver 178 two and three-bedroom apartments across a prominent corner site at 8-10 Acacia Avenue and 25-27 Oak Avenue.

The approval comes as developers continue to invest in premium lifestyle-driven apartment projects on the Gold Coast, where owner occupiers are increasingly prioritising amenity as much as apartment size and location.

Homecorp Founder and CEO Ron Bakir said Budds Beach provided the ideal location for the company's latest luxury apartment project.

Passenger said sustainability also played a key role in the design, with materials from the original industrial site salvaged and repurposed throughout the development.

Motiv CEO Carly Cottam said buyers had responded strongly to the combination of larger apartments, wellness facilities and the West End lifestyle.

"We are seeing more buyers looking for homes in the sky that provide the space and functionality of a traditional home, while benefiting from the convenience and lifestyle that apartment living brings," Cottam said.

She said purchasers included both owner occupiers and investors, with demand coming from local buyers as well as interstate purchasers.

Iwan Sunito's vision for a landmark mixed-use precinct in Sydney's Inner West has taken a major step forward, with approval granted for the $1.9 billion Five Dock development first unveiled earlier this year.

The approved scheme by <a href="https://www.apartments.com.au/developers/one-global-capital">One Global Capital</a> will deliver an 80,500 sqm mixed-use precinct comprising 840 apartments, integrated hotel accommodation, commercial and retail space, alongside publicly accessible open space designed to create a new destination for the growing suburb.

"This is a significant milestone for One Global Capital and for the future of housing delivery in Sydney," Sunito said.

"The Housing Delivery Authority was established to identify major housing projects capable of delivering meaningful supply more efficiently, and we are delighted that Spencer Street has been recognised as one of those projects.”

He said the declaration reflected the rapid progress achieved since acquiring control of the site.

"In less than seven months we have progressed from taking control of the site to securing entry into one of the NSW Government's most important planning pathways. It reflects the experience of our team, the strength of our consultant group led by Urbis, and our long-term commitment to delivering transformational projects that contribute to Sydney's future."

When the project was revealed earlier this year, Sunito described the opportunity as one of the strongest development sites he had worked on.

"I probably hadn't appreciated the uniqueness of the site until more recently when putting together the concept plans," Sunito said.

"The proximity to the water, and the golf course opposite, is unlike any other part of Parramatta Road. We have a unique position and view corridors over the water that makes this one of the best sites I've worked on."

The development has evolved since its initial announcement, with the approved plans increasing the residential component from the originally proposed 750 apartments to 840 homes while retaining the project's focus on creating an integrated neighbourhood rather than a standalone residential development.

The precinct will combine apartments with hotel accommodation, commercial workplaces, retail offerings and public spaces, creating a mixed-use environment intended to serve both residents and the broader Five Dock community. The proposal also continues the collaboration between One Global Capital and internationally recognised architect <a href="https://www.apartments.com.au/architects/koichi-takada-architects">Koichi Takada</a>, whose previous work with Sunito includes Infinity, Arc and Skye North Sydney.

Takada previously said the design was driven by a philosophy of integrating nature into the built environment.

"The concept for this development is born from our design approach to naturalising architecture," Takada said.

"The public realm benefits from biophilic design that integrates generous landscaping, and the development is optimised for natural daylight, airflow and water views to foster wellbeing, sustainability and spaces that foster community interaction."

Sunito has consistently described the project as a "city within a city", with a strong emphasis on creating a destination that extends beyond housing.

"We want to create a development that's not only to be seen, but to be experienced by the whole local community," he said.

The approval comes as Five Dock continues its transformation ahead of the opening of the Sydney Metro West line, with the new Five Dock station set to significantly improve connections between the Inner West, Parramatta and the Sydney CBD.&nbsp;

The precinct will also benefit from its proximity to the Parramatta Road corridor, nearby waterfront parklands and established retail and dining offerings that have made Five Dock one of Sydney's most tightly held Inner West suburbs.

The NSW North Coast has very strong underlying rural lifestyle values for many properties, particularly those closer to the beaches and towns, according to the latest Herron Todd White (HTW) rural report. 
The report suggests there are many smaller scale farms operated on a weekend basis as the owners are employed off farm or the farm is totally managed or operated by share farmers or lessees. 
Many of these farms are not viable operations on a stand alone basis.
Entry level for macadamia nut farms is possible below $1 million for build up style blocks without a house and sheds.
The market below $1.5 million is tight if there is a reasonable house, sheds, some plant and equipment and a mature macadamia orchard of a minimum of ten hectares.
"At present, ten hectares of mature macadamia orchard, whilst quite profitable at current commodity prices if operated well, is not considered a viable stand alone operation having regard to some potential variations in seasonal conditions and average commodity prices over a longer term historical period," Paul O’Keeffe, the HTW valuer commented. 
"At present, the market for viable stand alone operations likely exceeds $2 million.
"There has been capital growth in recent years as the commodity price and the rural residential property market has firmed."
Listings of macadamia farms for sale are limited, however the analysis of sales indicates $75,000 to $100,000 per mature orchard hectare excluding structural improvements, crop, plant and equipment and balance land, with the top end of the range expected to have very good presentation, row spacings, production and verifiable history of production.
There are various horticultural pursuits including blueberries, avocados, nurseries etc, however in very general terms, over $1.5 million would be required to be considered as viable allowing for seasonal fluctuations in prices and conditions.
For sugar cane farms, there are build up style blocks that sell for below $500,000, but they would not be viable operations on a stand alone basis.
The report notes that on current commodity prices, many sugar cane farms are not particularly profitable.
Macadamia nut farmers have been active purchasers of sugar cane farms, but some farms that have sold for the purpose of continuing to grow sugar cane have been in the $1 million to $2 million price bracket in good cane growing areas.
Values above $1.5 million would likely include a house, sheds and some plant and equipment, but a lift in commodity prices is required for these to be strictly considered stand alone viable operations at the moment.
These farms, excluding structural improvements, crop, plant and equipment and balance land indicate in the range of $10,000 to $15,000 per sugar cane cultivated hectare.
The most apparent avenue for capital gain is in the underlying rural residential value and from external industries demanding the land, such as the macadamia industry.
The macadamia purchasers have paid over $20,000 per hectare for some cane land, so this is a logical point of capital gain.
Dairy farm sales are very few. Beef cattle grazing sales are common and there are many entry level build up style blocks that can start from relatively low value levels below $500,000.
Viable stand alone beef grazing properties have not been common over the past 12 months.
Investments in the $2 million and $3 million range would be expected to obtain some sort of viability.

NSW North Coast shows strong rural lifestyle values: HTW rural

The ABS data for June 2019 shows a continuing drop in housing approval numbers across New South Wales.
Apartment approvals in the year to June 2019 were 2,435 compared to a year ago when they were 3,082 in June 2018. This represents a drop of 21 percent. The high point two years ago in June 2017 had apartment approvals at 3,604 over the year. Clearly the apartment approvals are slowing down in response to a more difficult market with tighter credit restrictions.
The ABS data indicates that house approvals, trend, in NSW are falling at a similar rate to apartments. The June 2019 figures have 4,393 house approvals year to date compared to 5,589 only a year ago in June 2018. This represents a drop of 22 percent over the year.
Overall dwelling approvals in New South Wales, trend, dropped by 21.4 percent over the last year. Our worry is that there does not appear to be any signals that the falling approvals will stop in the near future.
The Urban Taskforce is concerned that the significant fall in dwelling approvals in NSW will go down further without some strong signals from the NSW Government that housing growth is needed.
The recent decision by the Independent Planning Commission to reject Lane Cove Council’s proposal for urban infill development next to St Leonards Station by preferring to retain the existing character of detached houses has sent a negative message to the development industry.
It is important that the government send out signals that they support housing growth in urban areas so that housing supply and the jobs that comes with this continues.
Our concern is that the supply chain is slowing down too quickly and the result of this will be a low housing construction period in the years ahead.
The NSW Government must take action now to reverse the declining approvals or they will be facing low housing production, a loss of jobs and escalating house prices in the months before the next state election.

The July 2019 State of the States report on economic performance by CommSec has New South Wales slipping to second spot after Victoria.
New South Wales has led the economic performance of Australia’s states as measured byCommSec for some time but has now slipped to second spot.
While NSW measures well on dwelling commencements at 14.9 percent against a decade average a detailed look at the figures indicates that Victoria is doing better on this measure.
In the July quarter Victoria commenced 15,899 dwelling commencements while NSW, which is 20 percent bigger, only produced 14,735 commencements. 
On top of this, dwelling approvals in NSW and particularly in Sydney have been falling fast. Year to date dwelling approvals for Greater Sydney in May 2018 were 53,665 but this has fallen to 41,365 by May 2019. 
This 22 percent drop in one year seems to be continuing due to slowing industry confidence, lending restrictions by banks and a slow planning system in Sydney. 
We are also concerned that the NSW Government will lift the cap on local infrastructure levies from July 1, 2020 and that this could add up to $70,000 extra to the cost of housing.
The Urban Taskforce believes the current slide in economic performance in New South Wales, asshown in the July CommSec data, may continue with big drops occurring in housing approvals in the state, and particularly in Greater Sydney. 
CommSec measures dwelling commencements that come from approvals in the past and the slowing housing approvals will inevitably flow intoreduced dwelling commencements in the months ahead.
The Urban Taskforce also believes that recent planning decisions by the state government to not approve the Ritz Carlton Hotel in Pyrmont or the St Leonards South medium density housing proposed by Lane Cove Council, are sending signals to the development industry that maintaining the existing character of neighbourhoods is more important that supporting new development.

Six NSW entrants win at HIA national housing awards

NSW Premier Gladys Berejiklian has <a href="https://www.smh.com.au/education/key-growth-area-sydney-to-get-a-new-selective-school-20190604-p51u8s" target="_blank">re-ignited the ongoing debate</a> about selective schools by announcing a new selective school will be built in the “key growth area” of southwest Sydney. In announcing the school, the premier said: "There is strong demand for selective schools, with around 15,000 applications for only 4,200 places. This new school will provide another convenient local option for these students and their families."
But selective schools are never a “local option”. Selective school entry is open to anyone who meets the cut-off in the admissions test, regardless of where they live. Selective school students <a href="https://www.smh.com.au/national/nsw/the-sydney-students-travelling-phenomenal-distances-to-get-to-school-every-day-20180403-p4z7lo">routinely travel</a> for hours across Sydney to get to and from school.
And despite <a href="https://www.smh.com.au/education/key-growth-area-sydney-to-get-a-new-selective-school-20190604-p51u8s" target="_blank">claims selective schools provide opportunities</a> for gifted students across all socioeconomic backgrounds, the data actually show otherwise – selective schools are mainly comprised of advantaged students.
What are selective schools?
Fully selective schools have no catchment zones like other public schools. This means students in southwest Sydney will receive no priority when they seek admission to this new school. So, despite claims the school is needed to cater for population growth in this area, this school will never be a local school.
Selective high schools are public schools that cater for high-achieving, gifted students. NSW has more selective schools than the rest of the states combined. This new one will be the 49th if both both fully and partially selective schools are included. Victoria has only four selective schools, Queensland three and Western Australia one.
\Each year, selective schools dominate the HSC leader boards, comprising virtually all the top ten performing schools in NSW. These remarkable outcomes come from <a href="https://education.nsw.gov.au/public-schools/selective-high-schools-and-opportunity-classes/year-7/what-are-selective-high-schools" target="_blank">grouping together</a> high-achieving, gifted students, and teaching them using specialised methods and materials.
The positive aspects lie in selective school students spurring each other on to reach their potential. And sometimes in a comprehensive school gifted students are bored or bullied. But the disparity selective schools create outweighs the benefits.
They ‘select’ the most advantaged
An <a href="https://cpd.org.au/wp-content/uploads/2018/07/Institutionalised-Separation-Report-13-July.pdf" target="_blank">average of 73% of students</a> in NSW’s fully selective schools came from the highest quarter of socio-educational advantage (SEA) in 2016. The SEA is based on factors shown to have an impact on students’ educational outcomes, such as parents’ occupation and education.
At NSW’s highest-scoring school, <a href="https://jamesruse-h.schools.nsw.gov.au/about-our-school/academic-achievements" target="_blank">James Ruse Agricultural High School</a>, <a href="https://www.propertyobserver.com.au/https://myschool.edu.au/school/41811/profile/2016" target="_blank">89% of students</a> came from the top SEA quarter in 2016. <a href="https://cpd.org.au/wp-content/uploads/2018/07/Institutionalised-Separation-Report-13-July.pdf" target="_blank">Only an average 2%</a> of students across all of NSW’s fully selective schools came from the lowest SEA quarter.

Gifted students do exist in lower-income families and <a href="https://theconversation.com/a-nation-at-risk-how-gifted-low-income-kids-are-left-behind-56119" target="_blank">research shows</a> they are underachieving due to lack of opportunity – but selective schools don’t seem to be the answer. The data on selective schools show gifted students from disadvantaged backgrounds are being locked out of the selective system.
In fact, students in selective schools are now so advantaged they surpass those in many high-fee private schools. The My School website calculates an Index of Socio-Educational Advantage (<a href="http://docs.acara.edu.au/resources/About_icsea_2014.pdf" target="_blank">ICSEA</a>) for each school in Australia. ICSEA is set at an average of 1,000 across Australia. The higher the ICSEA, the higher the level of educational advantage of students attending the school.
As the table below shows, in 2016 just over half of the 20 most advantaged high schools in NSW were selective schools.

They don’t reflect the community
Selective schools don’t reflect the communities in which they are located, meaning they are not the “local option” Berejiklian hopes the new school will be.
While public schools have traditionally been local community hubs, exposing students to the full range of diversity in their neighbourhoods, selective schools are not able to fulfil that function. Their level of advantage almost always exceeds that of other local schools. And this is true in wealthy as well as lower-income areas.
As the table below shows, ICSEA scores for selective schools in Penrith, Campbelltown, Gosford, Newcastle and Wollongong far surpassed those of surrounding local schools.

Selective schools also don’t reflect the ethnic composition of our community and are overwhelmingly dominated by students from language backgrounds other than English (LBOTE). On average, 83% of students in Sydney’s fully selective schools were from a LBOTE in 2017. At <a href="https://cpd.org.au/wp-content/uploads/2019/05/Ethnic-Divides.pdf" target="_blank">James Ruse</a>, the figure was 97%.

Most <a href="https://www.smh.com.au/education/a-stark-contrast-the-ethnic-divides-across-sydney-s-schools-20190530-p51svk" target="_blank">selective school students</a> are children of skilled migrants, particularly from Asia, who tend to be highly educated and who invest heavily in their children’s education. This includes paying for many hours of private tutoring, especially in the lead-up to the selective schools admission test.
The use of tutoring to secure a competitive edge is another barrier preventing lower-income families from accessing the selective system.
High-achieving students need more access to educational programs that will enable them to reach their full potential. The rural property market in the Central West of New South Wales continues to maintain reasonable levels of interest, according to the latest Herron Todd White (HTW) rural report.
Listings have been somewhat subdued for 2019 due mostly to the drought and sub-optimal presentation factor, the valuation firm said.
However, the report notes any properties that have been marketed realistically have been selling with the appetite to purchase still strong.
"A very active rural agent indicated recently that sales are still relatively strong on the back of limited listings," said the report.
"They indicated that 12 months ago there might have been ten to 12 interested parties in a listing, now that number is five or six.
"This validates that the market is still active and orderly marketed and well-priced properties are moving at satisfactory rates."
The Western Division of the state in the more marginal area’s sales have definitely slowed, with very limited transactions occurring. The drought has a very big hold on a large area and paddock feed stocks are all but exhausted. Stock have been sold down and that will continue as no one is confident of a break in the season.
"Even goats are struggling for feed especially tagged animals behind wire. We recently valued a medium sized station in far west New South Wales with full goat fencing and saw only four kangaroos on a one- hour driving inspection and they were under trees near water points and weak,
"While these drought conditions continue there will be limited offerings of property in the western areas of New South Wales. Our observations and discussions with agents indicate that when the season breaks properly there will be numerous offerings of property and plenty of choice for purchasers. This would normally facilitate a flattening of rates and we expect that will happen.
"Overall, so far the drought has had some slowing of transactions and little effect on values and overall interest in rural property, however we are now in March and the early fodder crops and canola planting is not happening. Major rain events need to occur in the very short-term as no one can afford another tough winter with no crop or pasture growing rainfall events."
The major factor now and until there is a break in the season is cash flow and the confidence to service debt.

Central and Western NSW rural market maintains reasonable levels of interest: HTW

Two marinas situated on the Central and Mid North Coast of NSW have been listed through Knight Frank’s Richard Garland and Anthony Pirrottina.
Together, the two properties – Koolewong Marina and Marmong Point Marina – are expected to sell in excess of $29 million.
Marmong Point Marina (pictured above), at 1 Nanda Street, Marmong Point, is located on Lake Macquarie, and is one of the longest boating destinations in NSW. 
The facility comprises of approximately 50,000 square metres, including 10,000 square metres of freehold service yard and 235 wet berths.

Two NSW marinas hit the market

Despite some significant rainfall in parts of the state this month, NSW continues to experience prolonged and widespread drought conditions.
On the NSW Combined Drought Indicator (CDI), 98.6% of the state is still in one of three drought categories.
Minister for Agriculture and Western NSW Adam Marshall said that while the rainfall was welcome, farmers across the state were still doing it incredibly tough.
“This rain will help ease conditions in some areas and is timely for winter crop sowing, but it is far from enough to represent a break from the drought,” Marshall said.
“While the west, north-west and south of the state received between 25 to 100 millimeters of rain at the end of last week, we’re still seeing 98.6% of the state in drought, which is only a minor decrease from 99.5% figure as at the end of March.
“I’m heartened by that improvement but the reality is we still require significant follow- up rainfalls to ensure any improvements are sustained and our rural communities start to feel a reprieve from one of the worst droughts in living memory.”

The latest CDI shows the Northern Tablelands, North West and Western Local Land Service regions remain the worst hit by ongoing dry conditions.
“Drought conditions are unrelenting and that’s why as Minister my number one priority right now is delivering a new drought funding package to provide our farming and rural communities with the support they need,” Marshall said.
“Over the coming weeks I’ll be getting out and about to chat to rural communities about what else the NSW Government can do to continue to provide much needed relief.”
To date the NSW Government’s Emergency Drought Relief Package has provided more than $1.5 billion in support and assistance measures to farmers and rural and regional communities.

Drought continues to bite in NSW despite welcomed widespread rain

The shortlist for the 2019 NSW Architecture Awards has been revealed.
The shortlist contains 97 entries across 12 categories.
The shortlist was developed following an intensive schedule of presentations, while now the juries, led by Chair of Juries Peter Poulet, will undertake site visits in early May.
“Jurors across categories are looking forward not only to experiencing the shortlisted projects in the flesh, but also to the discussions and debate about architectural excellence that will flow from this next and critical stage in the judging process,” said Poulet.
This year’s program attracted a wide range of projects, from major civic, cultural and commercial buildings to small public amenities, from high-end luxury residences to sustainable, adaptable homes, said NSW Chapter President Kathlyn Loseby.
“This year we have seen notable increases in entries for the Houses (New) and Multi-Residential awards categories,” Loseby said.
“Across residential projects we saw a strong trend towards a material palette of timber and off-form concrete combined with planting and courtyards.
“Sustainability is gaining even greater emphasis for architects and their clients.
“This year we are also pleased to have established a more formal entry process for the Sustainability Category, which received 97 entries.”
The winners in each category will be announced at the 2019 NSW Architecture Awards ceremony on Friday 5 July in Sydney’s Alexandria.
The winner of the NSW Architecture Medallion for best entry across all categories will also be announced.
Entries that earn NSW Chapter Awards and Named Awards will progress to be considered by the National Jury for the National Architecture Awards later this year.
Shortlisted projects are listed in alphabetical order by practice name.

2019 NSW Architecture Awards shortlist announced

With the re-election of the Berejiklian government, New South Wales now has a minister for public spaces, Rob Stokes. This portfolio was <a href="https://www.nsw.gov.au/your-government/the-premier/media-releases-from-the-premier/new-minister-for-public-spaces-protections-for-public-land-150-million-for-new-parks/" target="_blank">first mooted in February</a>, when the premier announced one of the new minister’s tasks would be to identify and protect publicly owned land for use as parks or public spaces.
As important as this task is, we need even more ambition in this portfolio. Public space is crucial to the social, economic, political and environmental life of our towns and cities. As well as increasing the quantity of public spaces, we need to improve their quality.
Here are ten priorities for government action to make our public spaces more plentiful and more accessible to all.
1. Rein in privately owned public spaces
From Barangaroo to Bonnyrigg, public spaces in new urban developments are often owned and controlled by private developers. The public has little say over the rules that govern these spaces and how those rules are enforced. Restrictions are often excessive, and private security guards are <a href="https://www.smh.com.au/national/nsw/security-company-apologises-after-reporter-accosted-at-malcolm-turnbull-event-20181118-p50gqi" target="_blank">known to overstep their powers</a>.
The minister for public space should <a href="https://www.theguardian.com/cities/2017/jul/24/revealed-pseudo-public-space-pops-london-investigation-map" target="_blank">map the extent of privately owned public spaces</a> and ensure these are governed by the same, democratically determined laws that cover publicly owned public spaces.
2. Strategic purchases of private land
As well as identifying publicly owned land that could be used for parks or public spaces, the minister should identify privately owned land that could be acquired for the same purpose. The <a href="https://www.glebesociety.org.au/?socialhistory=glebes-waterfront-history-the-last-40-years" target="_blank">gradual purchase of harbour foreshore property in Glebe</a> has resulted in a wonderful and well-used foreshore walk. Similar opportunities to create public space networks should be identified and planned.
3. Unlock the gates
Too much publicly owned public space is under-utilised because it is locked up. Across the city, ovals and public school playgrounds are fenced off from the public for much of the year when they are not in use. We own these spaces – when they’re not in use for sport or school, we should have access to them.
As minister for education, Stokes recently trialled a program of <a href="https://education.nsw.gov.au/news/announcements/schools-to-throw-open-gates-for-community-use" target="_blank">opening some school playgrounds during school holidays</a>. This should be done across the city. And councils should be required to show cause if they want to restrict access to any public spaces they own.
4. Stop the temporary enclosures
A growing number of park authorities and local governments are doing deals with private companies to <a href="https://theconversation.com/private-events-help-fund-public-parks-but-theres-a-cost-too-21343" target="_blank">temporarily fence off public spaces for commercial activities</a>. Sometimes they do this for days, <a href="https://www.smh.com.au/national/nsw/paul-keating-to-peter-garrett-dont-dance-on-sydneys-sacred-land-20171110-gzizzy" target="_blank">sometimes for weeks</a> and even months. They do it because they’re short of funds and need the revenue.
While programming events in public spaces can help attract crowds, we must halt the creeping logic of commercialisation, which results in us being charged money for access to our own spaces. The minister for public space should ensure park authorities do not need to depend on commercial funding for survival.
5. Maintain footpaths
The quality of footpaths makes a world of difference for many people. Think of parents with prams, little kids, people with mobility issues, and <a href="https://theconversation.com/eight-simple-changes-to-our-neighbourhoods-can-help-us-age-well-83962" target="_blank">older people</a> for whom falls are a big health risk. Our footpaths need to be wide and their surfaces even. They also need to incorporate places to rest.
The capacity of local governments to maintain footpaths is <a href="https://www.smh.com.au/national/nsw/australias-richest-suburb-theyre-swimming-in-it-20140103-309o8" target="_blank">highly uneven</a>. Public spaces in wealthy areas are gold-plated, while in other parts of the city footpaths are too often in poor condition or non-existent. The minister must think about the role that state government can play in evening things out, assisting local governments where required.
6. Provide public toilets
As with footpaths, the provision of public toilets can make the difference between going out or staying at home for many people. The minister should <a href="https://toiletmap.gov.au/find/New%20South%20Wales/Sydney" target="_blank">use existing data</a> to audit the provision and accessibility of public toilets in public spaces across the city, identify gaps and fund improvements where required.
7. Less private advertising, more public expression
While <a href="https://theconversation.com/view-from-the-hill-the-uncivil-mr-jones-104549" target="_blank">advertising on the Opera House generated controversy</a>, the <a href="https://www.smh.com.au/politics/nsw/why-the-creeping-sell-off-of-public-space-for-private-ads-is-so-wrong-20181008-p508el" target="_blank">creeping spread of commercial advertising in public space</a> is also of concern. All this advertising is commercialising our public spaces and crowding out other forms of public expression – from neighbourhood notices about community events and lost cats to murals and street art.
The minister should work with local governments to limit the amount of advertising in public space, and extract more public good from any advertising revenues raised in public space.
8. No more sniffer dogs and strip searches
The policing of public spaces makes a huge difference to its accessibility. Exclusionary policing strategies – especially the use of drug sniffer dogs and <a href="https://www.smh.com.au/national/nsw/rise-in-strip-searches-in-nsw-damaging-the-credibility-of-police-20190213-p50xew" target="_blank">rising use of strip searches</a> – should be stopped.
These tactics are not only put to work at festivals, but also around train stations and entertainment precincts. They are <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2018-12-03/fact-check-are-drug-dogs-incorrect-75-pc-of-the-time/10568410" target="_blank">ineffective in leading to prosecutions</a> and are too often used to shame, intimidate and harass people without basis.
The minister for public space needs to challenge the minister for police about this form of policing.
9. Care not control
This is not say that safety is unimportant. We know that <a href="https://theconversation.com/to-create-safer-cities-for-everyone-we-need-to-avoid-security-that-threatens-93421" target="_blank">fear of harassment and assault stops some people using public space</a>, not least women who often experience this.
However, we must not equate “feeling safe” with “more police” and “more surveillance cameras”. Indeed, sometimes these can have the perverse effect of making people feel less safe, by producing atmospheres of threat.
We feel safer when there are others around caring for the space. So, the minister should investigate ways to encourage these forms of care. Simple measures like later opening hours for neighbourhood shops, or staff on railway platforms and train carriages, can make a big difference.
10. Plant more trees
We need <a href="https://www.domain.com.au/news/one-million-urban-trees-808352/" target="_blank">more trees in our public spaces</a> – not just in parks, but on residential and commercial streets too. This is especially important in parts of the city where summer temperatures are already extreme for weeks at a time. Not only do trees help to cool these spaces, they also encourage more biodiversity and combat carbon emissions.
The minister should establish, and fund, a meaningful target for tree planting in public spaces.
This list of suggestions is far from exhaustive. But these reforms and others ought to be on the drawing board as the minister for public space sets about his new work.
