Currently under construction and due for completion in late 2027, <a href="https://www.apartments.com.au/new-apartments/solis-cronulla-8-ewos-parade-cronulla-nsw-2230">Solis</a> is one of a small number of new developments in the Sutherland Shire to carry Resilience LDI coverage, a distinction that carries increasing weight as buyer confidence in the off-the-plan sector continues to be shaped by how developers stand behind their product.

Latent Defects Insurance, which entered the Australian market in 2022 when Resilience Insurance was approved to offer the cover, protects buyers against major structural or waterproofing defects for ten years post-completion. Unlike traditional statutory warranties, it operates as a first-resort policy, if a covered defect arises, the insurer responds directly, without the buyer needing to pursue the builder or developer through a lengthy claims process.

Resilience Insurance CEO Corey Nugent has noted that the product addresses something fundamental to the new apartment market.

"The overarching feedback from prospective buyers in the new development space is that they want more confidence and assurances around the quality of the build," Nugent says.

"Resilience Insurance Latent Defects Insurance not only gives them complete peace of mind for 10 years, but it shows the developer they are buying from is standing by their product."

For Solis, the Resilience LDI policy adds a meaningful layer of accountability to an already considered project. The development comprises nine two-bedroom and seven three-bedroom residences, including one dual-level three-bedroom apartment, across a five-storey building on Ewos Parade, positioned between Shelly Beach and South Cronulla.

Investors may soon find themselves with fewer reasons to buy established property and more incentives to look towards the new apartment market.

Proposed changes to negative gearing and capital gains tax concessions would see new and off-the-plan apartments retain access to the tax benefits, while established properties would miss out, creating a clear advantage for buyers purchasing newly built housing.

The policy direction aligns with what many developers have been saying for several years. Australia needs more housing supply, and governments are increasingly looking for ways to encourage investment into new stock rather than existing homes.

The challenge for investors is that suitable product is becoming harder to find.

For much of the last decade, one-bedroom apartments were the cornerstone of investor demand. They offered a lower entry price, strong rental appeal, and were a common feature across most apartment developments.

Today, the development pipeline looks very different.

Across both New South Wales and South East Queensland, developers are increasingly targeting owner-occupiers and downsizers, delivering larger two, three and four-bedroom apartments in response to changing buyer preferences. While one-bedroom apartments still exist, they now form a much smaller portion of many new projects.

That shift has created a shortage of investor-friendly stock, particularly in well-located projects close to transport, employment hubs and lifestyle amenity.

At the same time, rising apartment prices have pushed many new developments beyond the reach of traditional investors. On the Gold Coast and across South East Queensland, it's becoming increasingly difficult to find new apartments priced around the $1 million mark, particularly those offering strong rental fundamentals and long-term growth prospects.

We've rounded up four new apartment developments where investors can still secure a foothold in the market for around $1 million or less.

Popular Palm Beach developer Sherpa is soon to officially launch its newest local apartment development, Flourish Soleira.

The two-bedroom apartments will start from $1.07 million, and the three-bedrooms, still a good investment given the popularity of Palm Beach for owner-occupiers, starting at $2,045,000.

Sydney developer Hyecorp's roots on the Lower North Shore stretch back three generations, and that deep understanding of the market continues to shape where and how it develops today.

From high-rise towers to boutique apartment projects, the family-run developer has built its reputation by focusing on a part of Sydney it knows intimately. Founded by Michael Abolakian in the early 1990s, Hyecorp is now led by his sons Stephen, Troy and Patrick.

Stephen Abolakian, joint managing director alongside Troy, has spent more than two decades in the business, overseeing development, planning, finance, marketing and sales.

Abolakian says the developer's disciplined focus on where it chooses to operate has been, and continues to be, one of Hyecorp's greatest strengths.

“We know the buyer profile exceptionally well,” Abolakian says.

“The demographics between places like Willoughby, Chatswood, St Leonards and Roseville are very similar. There are nuances between suburbs and projects, but culturally and from a buyer perspective, there’s a strong overlap.”

That buyer has historically been overwhelmingly owner-occupier driven.

Unlike many Sydney apartment developers that have traditionally relied heavily on investor demand, Hyecorp’s projects have typically attracted downsizers, upsizers, rightsizers and family owner-occupiers seeking long-term homes rather than short-term investments.

“Historically, investors have been a much smaller portion of our demand profile,” Abolakian says.

“We design for owner-occupiers. We don’t design for yield, we design for comfort, amenity, family living and long-term usability.”

That philosophy extends well beyond apartment layouts.

From landscaping and communal gardens to shared amenities and circulation spaces, Hyecorp’s developments are designed around how people actually live, something Abolakian believes has become increasingly important in Sydney’s apartment market.

“There was probably a period where having an approved project in market was enough,” he says.

“There wasn’t as much competition and if you built it, buyers would come. That’s no longer the case.”

“There’s more supply in the pipeline now, particularly with TOD precincts and low and mid-rise reforms opening up opportunities across Sydney. Buyers have more choice, so if you get the product wrong, they’ll simply go elsewhere.”

The shift has forced developers to become more sophisticated in how they approach apartment design, particularly as owner-occupier expectations continue to rise.

For Hyecorp, that means thinking beyond who the buyer is today and designing for who they may become in five or 10 years' time.

“People buying now often aren’t moving in for several years,” Abolakian says.

“You might have a young couple buying today, but by the time they move in they may have children, older children, or changing lifestyle needs. You’ve got to think about how families evolve.”

That thinking also shapes Hyecorp’s approach to amenity, which positions wellness at the forefront.

While resort-style facilities have become increasingly common marketing tools across Sydney apartment developments, Abolakian says the challenge is ensuring amenities are genuinely usable and appropriate for the scale of the project.

“If amenities are done right, they can materially improve the living experience,” he says, adding however that if you&nbsp;overdo it or get it wrong, you can end up with facilities nobody uses that simply create ongoing strata costs.”

That balance is something Hyecorp is aiming to strike with projects like Roseville Avenue, one of the group's upcoming Lower North Shore developments, which Abolakian describes as bringing a resort-style living experience into a metropolitan setting.

“It’s about creating something that feels special without being excessive,” he says.

“Good gardens, quality apartments, thoughtful amenity. Creating that resort feeling in a metro location.”

The focus on owner-occupier product comes as Sydney’s apartment market continues to navigate a difficult development environment.&nbsp;For Hyecorp, maintaining an in-house operating model across construction, sales, marketing and development management has become increasingly important in navigating that environment.

“We’ve always believed in keeping a lot of the process in-house,” Abolakian says.

“It creates efficiencies, but it also creates quality control. You can make faster decisions and ensure the end product stays aligned with the original vision.”

Despite the challenges, Abolakian believes demand for quality owner-occupier apartments across Sydney remains strong beneath the surface, particularly across established Lower North Shore suburbs where downsizers continue to seek new housing options close to existing communities.

“There are definitely people waiting,” he says.

“Once some of the broader uncertainty settles, whether that’s the global environment or some of the local economic noise, I think the right projects will perform very strongly.”

Hyecorp currently has three residential developments on the market across Sydney’s Lower North Shore.&nbsp;Audrey, St Leonards, positioned opposite Newlands Park, is nearing completion and preparing to welcome its first residents, with the project now almost sold out.

Unitised Building has been referenced, inferring that Hickory Group&#39;s <a href="http://www.hickory.com.au/prefab/" target="_blank">UB System</a> is once more favoured to deliver a modulated building rather than a traditional reinforced concrete structure.

The UB System is evident below in the westerly elevation, which sees stacked modules to the right of an exposed lift well. Also visible is the intended artwall addressing the lift well.

Central 35 intended external finishes include white aluminium cladding, copper and charcoal metal cladding, glass balustrades and bluestone finishes to the podium. While John Davey Architects have designed a highly articulated and interesting exterior facade, it would seem for the time being that the UB System is hamstrung in that metal/composite cladding to its modules is necessary, with minimal glass employed.

Internally the project sees a mix of 33 one bedroom apartments, 25 two bedroom and 11 three bedroom options with smallest apartments beginning at 50 sq.m. The two uppermost levels are shrouded in a green growing frame and hold four split-level penthouses of either two bedrooms or two bedrooms plus study.

Shadowing One9 once more, &quot;price sensitive&quot; housing stock is included by way of intended participation within the National Rental Affordability Scheme. If following the lead of One9, Central 35 could expect roughly 25% of apartments to be made available to low income wage earners and a proportion of apartments to be rented at 20% below market rental price. Investors aren&#39;t left behind as they would receive a $5000 &#39;donation&#39; for purchasing NRAS stock as outlined within the planning report.

Apartments aside, level six sees a dedicated communal space with gym, outdoor terrace and barbecue holding views over Hall Street. Ground floor sees three mezzanine retail spaces, one of which is expected to hold a cafe with alfresco dining linking Central 35 to the public realm.

City of Moonee Valley have raised concerns with the planning application, centred around car parking dispensation, vehicle access and general traffic flow around the proposed development. No issues were raised regarding height or density, given the project falls within the parameters of the Moonee Ponds Activity Centre.

With that in mind and assuming vehicle and traffic queries are addressed, it is expected that 33-35 Hall Street will be approved in due course.

Running parallel to Moonee Ponds' primary hub Puckle Street, Hall Street is in the process of transforming from a secondary retail strip into an apartment stronghold. Most notable is Leighton Properties pending redevelopment of the long derelict Readings site, yet Moonee Ponds-based developer The Moloney Group is quietly going about realising a string of apartment towers on and abutting Hall Street.

Lost to many over the holiday period was the news that Moonee Valley Racing Club's lengthy battle to win approval for the Moonee Valley Racecourse redevelopment has been given the green light by the State appointed Special Advisory Committee. Racing Victoria released the following statement days prior to Christmas.

The planned redevelopment of the Moonee Valley racecourse was yesterday given the tick of approval by the State Government. The Advisory Committee, appointed by the State Minister for Planning Matthew Guy, released a 188-page comprehensive document yesterday which Moonee Valley Racing Club CEO Michael Browell said was a significant step forward for the club. “The main elements of our plan, the new grandstand and new horse areas have been approved,” Browell told the Herald Sun

“It’s a great outcome for the club. The master plan has been endorsed and, as a result, so has the long-term future of the club. “At one stage we thought we may have to compromise but it’s close to what we wanted.” Browell said he hoped the redevelopment could begin as early as the second half of 2014 and if things went to plan the 2020 Cox Plate would be held on the new track.

The new racetrack will be completely redesigned, with a 315m home straight, state-of-the-art grandstand and facilities to now be moved to the northern side of the course. The redevelopment would mean the track will have the ability to hold races over a greater range of distances.

The next step is for the recommendations to be sent to the Moonee Valley City Council, who next meet on January 28.

Following approval by the Special Advisory Committee, residential towers of up to 25 levels are now able to be included within the scheme, with separate land parcels requiring individual planning applications.

While <a href="http://www.plusarchitecture.com.au/" target="_blank">Plus Architecture</a> was responsible for the masterplan which went before the Special Advisory Committee, it's unsure whether they will be the lead architect as the project moves into the next stage.

In addition increased open space, fewer taller towers and diversified uses will be incorporated into the project that will span well over a decade.

Conversely both Moonee Valley Council and local residents action group Save Moonee Ponds have expressed pleasure with the increased heritage overlay that the Special Advisory Committee placed over parts of the racecourse. Retained will be the secretary's house and garden, the main tote, main gate and stable area - areas which will find a new lease on life in another role to their previous existence.

Both Flemington and Caulfiled Racecourses will begin their own apartment-led transformations in the not too distant future, with the Beck Probuild Consortium already taking registrations for the $1 Billion dollar plus <a href="http://caulfieldneighbourhood.com.au/" target="_blank">Caulfiled Village</a> project.

As to whether Moonee Valley gets the jump out of the barriers with a proposed mid 2014 commencement, interested punters will just have to wait and see.

Moonee Valley redevelopment draws the inside barrier

For those readers unaware the prefabricated apartment system championed by <a href="http://www.hickory.com.au/" target="_blank">Hickory Group</a> is known as <a href="http://www.hickory.com.au/unitised-building" target="_blank">Unitised Building</a>, and "is a structural building technology which accelerates onsite and offsite construction programs by up to 50%, minimising material and energy waste, whilst maximising quality and safety. It brings the best of automotive manufacturing technology, systems and processes into the construction industry.

Further, "Unlike other modular construction products available on the Australian market, Hickory units are not made to a set size or layout. They can adapt to any architectural design and scale, and are factory-finished to completion, including the building façade. They also have no theoretical height limitation."

As evidenced below the inherent beauty of the Unitised Building system is that all modular units are delivered by way of truck to site with near all appointments included. Tiled balconies, split system units, kitchenettes etc are all installed and complete with final plumbing and electrical services required to bring the modular units to occupancy standards. Certain units also carried ancillary materials such as plasterboard to commence internal fitout of the precast concrete structure.

No stranger to Apartments.com.au after lifting train carriages atop the <a href="/news/easey-does-it-end-to-end-gains-its-train-set" target="_blank">End To End</a> office development in Collingwood, <a href="http://metcalfcranes.com.au/" target="_blank">Metcalf Cranes</a> Terex Demag AC350 was once more charged with lifting an unusual load.

As with operations of this magnitude much planning had been placed toward transport and traffic considerations. <a href="http://www.cardno.com/en-us/Locations/Pages/Australasia.aspx" target="_blank">Cardno Group</a> after discussions with Moonee Valley City Council sectioned off parts of busy Moonee Ponds Junction, acting as a holding bay while <a href="http://www.ftwgroup.com.au/" target="_blank">FTW Group</a> delivered unit after unit via the path of least resistance, that being suburban Buckley Street, Essendon.

Testament to all parties involved that the delivery and erection of a nine level building over five days occurred in a safe and timely manner, with little fuss and minimal public disruption.

Hickory Group believe Unitised Building to be environmentally friendly, practically sustainable whilst also representing a quantum leap forward in design and delivery methods. And here's a thought to leave you with. Given Hickory Group have identified synergies between the efficiencies of automotive line production and that of Unitised Building's production, should Victoria's ailing automotive industry flatline, could a percentile of automotive industry workers find salvation in some way, shape or form via an expanded Unitised Building assembly line in the future?

One9, Hall Street Moonee Ponds, 34 apartments, 5 days

In complete contrast to the Caulfield Racecourse master plan which seemingly gained approval without incident, Moonee Valley Racing Club (MVRC) has found itself mired in a bog of Council discontent, resident anger and most perilous of all, political points scoring.  Initially put forward during 2011, the intended redevelopment of Moonee Valley Racecourse (MVRC) into a contemporary facility intermingled with swathes high density living has to date been a slow and unwieldy process, so much so State Planning minister Matthew Guy has appointed an Advisory Committee to oversee the process.

Recently MVRC released an updated master plan containing numerous changes or refinements over previous schemes.  I could not possibly do the brace of planning documents justice, particularly in a article this length, so rather I'll touch upon a handful of notable aspects of the revised document.

Whereas the previous master plan carried a string of 25 level towers along the eastern border abutting Tullamarine Freeway, the revised master plan sees a solitary 25 level residential tower located within the western precinct which itself sees a greater concentration of dwellings.  <a href="http://www.plusarchitecture.com.au/%E2%80%8E" target="_blank">Plus Architecture</a> have submitted alternative massing models for both the western and northern precincts that see the overall number of tall buildings diminished or scaled back. 

Increased west precinct density if possible due to the realignment of the track to the eastern boundary.  Consequently a total of 4500 people over 2500 apartments and townhouses are expected to call the redevelopment home in due course.

<ul>
<li class="rtejustify">14 design principles for success</li>
</ul>
Quoting the master plan, "The Urban Design Philosophy for the Moonee Valley Racecourse Master Plan aims to translate the Vision for the site into a robust and logical set of urban design principles that inform all levels of design and detail for the development of the site.  These principles will set the parameters for what development of the site is trying to achieve in an urban design sense."

<div>If adhered to these principles should lead to a quality development overall.  Those principles that catch they eye include:</div>

<div>&gt; provide community facilities complementing the Moonee Ponds centre that blend seamlessly with the surrounding community</div>

<div>&gt; provide excellent public transport links and initiatives to integrate with local walking, cycling, tram, train and bus networks</div>

The grandstand operations plan devised by global design firm <a href="http://populous.com/" target="_blank">Populous</a> outlines MVRC's expectation of a new 5000 seat grandstand relocated to the northern border of the racecourse. The grandstand in part will sit below Wilson Street, whilst also slope away at its higher levels from Wilson Street providing passersby with a less dominant built form capable of blending in with the immediate residential area.  Whilst only a preliminary image, the 160m long structure is slated to carry green walls in order to break the sheer scale of the building.  Delivered properly, this could be a spectacular result!

<li class="rtejustify">Catering for all</li>
</ul>
As touched upon earlier, MVRC have commissioned a report which focuses heavily on the all-inclusive aspects of the racecourse redevelopment.  With a development timeframe of 15-20 years,  approximately 4500 new residents are expected to call the area home upon completion; of those 60% are expected to live in 2 Bed apartments, 30% in 1 Bed apartments with 10% aimed toward 3 Bed apartments.

See below a forecast breakdown of Target Population Projections for key Community Infrastructure Age Cohorts. Within the western precinct a kindergarten, public art installations, community meeting facilities, early learning centre, a maternal child health services complex and a new park can be expected.

Moonee Valley Racecourse Master Plan kicks again

After the best part of 15 years sitting as a monument to Readings Cinemas inability to deliver any meaningful redevelopment, one of Melbourne's best development sites is up for sale. Tuesday saw the erection of Colliers International/CBRE signage showing 40 Hall Street for sale through an expression of interest campaign. Billed as 'Melbourne's Next Landmark' the 1.34 hectare open air car park has six street frontages over five titles, a prize site seemingly destined for a high density, highrise residential development.

The site has been dormant for so long has angered and disappointed both residents and Moonee Valley Council alike. Formerly home to Moonee Ponds Market, the site has subsequently seen a number of redevelopment proposals put forward by Readings, only to fail. Moonee Valley Council in particular has been continually <a href="http://www.mooneevalleyweekly.com.au/story/291080/moonee-ponds-car-park-needs-fixing/" target="_blank">voicing its discontent</a> at the state of flux over this site. Deputy Major Jim Cusack <a href="http://moonee-valley-leader.whereilive.com.au/news/story/tell-us-mayor-reading-riot-act-in-moonee-ponds/" target="_blank">stated</a> previously "Twenty years ago they bought an iconic piece of Moonee Ponds, the market, and 20 years later they have given us a dust bowl that parades as a car park."

Recently the car park closed due to safety concerns. Subsequent asphalt and safety improvements have seen the site reopen, only now to be placed on the market for sale.

While Moonee Valley have nominated 16 levels as their preferred height, the scheme below shows a tower that would, with architectural feature, weigh in at about 30 levels or approximately 110m. Only a concept yes, but a fair indication as to what Moonee Valley can be expected across their planning desk in the future. Given the council's vehement opposition to the nearby Moonee Valley Racecourse's multiple 25 level tower proposed redevelopment, the future of this site promises to be interesting.
