The new <a href="https://www.apartments.com.au/new-apartments/yarraville-green-42-stephen-street-yarraville-vic-3013">Yarraville Green</a> development in Melbourne's inner west is showing that landscaping can be just as influential as architecture, with buyers responding strongly to the garden-first approach adopted from the outset by developer Excelon Projects and the project's design team.

The enormity of delivering a true skyscraper in Australia's new development market is often overlooked.

It has taken the best part of a decade since plans for Chevron One were first unveiled, but the 41-storey tower is now complete, with residents collecting their keys and moving into what has become one of the Gold Coast's most recognisable new landmarks.

Rising 127 metres above Chevron Island, Chevron One stands almost twice as high as any other building on the island. Its scale places it alongside the trio of towers at Jewel, arguably the last truly significant addition to the central Gold Coast skyline when they were completed around six years ago.

While there are several developments underway around a similar height to Chevron One, they are more concentrated within clusters of the highest towers in the city. The fact Chevron One sits within a developing precinct, looking back at the other high-rise developments in Surfers Paradise and Broadbeach, makes it a different proposition altogether. It will certainly become a reference point on the Gold Coast skyline.

Developer Bensons Property Group is behind the 41-storey tower, which has 229 apartments, along with an exhaustive list of resident amenity spread across what is the largest development site ever assembled on Chevron Island.

The tower has been the talk of the town for years, says Ray White Projects Gold Coast agent Caitlin Rosenboom, who is selling the remaining apartments.

"People have been watching Chevron One go up for years," Rosenboom says, adding that many prospective buyers have been surprised by the scale of the views once they step inside.

"It's only when they walk through a completed apartment that they truly understand the position of the building," Rosenboom says.

"The views are jaw-dropping. Whether you're looking east over the ocean, across Surfers Paradise, along the river systems or out to the hinterland, every level offers something different but equally impressive."

One of Chevron One's defining advantages is its location on the eastern side of Chevron Island on Stanhill Drive, a position which protects the views forever.

While new apartment developments continue to emerge across the Gold Coast, Rosenboom says opportunities to secure a completed apartment with this level of outlook are becoming increasingly rare.

"The size of the site is something that would be incredibly difficult to replicate today," she says.

"That's allowed Chevron One to deliver the sort of amenity, open space and resident facilities that very few projects can offer. There are not many completed apartment buildings on the Gold Coast right now that can compete with the combination of scale, quality and amenity."

Yet combating inflammatory media headlines predicting the property bubble will burst can make it difficult for even the most level-headed of investors to come to grips with where and when it’s best to invest. The facts remain that good yields are still being achieved.

As the property market is cyclical, there are still good commercial property investment opportunities here in Australia. Some areas of the country may be experiencing a cooling market, but there are profits to be made in Melbourne if you are smart.

There is never really a ‘bad time’ to invest, only shorter and longer-term strategies in play. Capital growth can be expected from property investment, irrespective of market forces and changing pressures; history proves this.

<h2>The current commercial market</h2>

For those looking to invest, it’s worth noting that competition in commercial property is rising.

While interest rates are low, returns in Australia have plateaued in recent years. Retirees using interest gained on money sitting in banks to fund their day-to-day lives can expect a return of around 2 to 2.5% in interest, before tax. This is significantly less than previous years, especially for baby boomers, which means other avenues of generating capital are increasingly being explored – one of which is commercial property.

The increased investor interest and competition in commercial property is naturally placing an added pressure on the Australian market – this is a key challenge in the industry today that we at CVA have recognised.

The average commercial property yields are currently around 5 to 6%. The high demand from investors is a key driver here, but remember, the property market is constantly shifting. External forces play a major part in how the market fares and we could be in a different position by the end of the year.

However, it’s not all about the yields! Although high returns on capital are what many clients say that they’re after and strategising for optimal yields are a fundamental aspect of a successful commercial property portfolio, it is important to recognise that they aren’t the be all and end all.

This is particularly true in an industry that shifts frequently – it is dangerous to be distracted by short-term returns. For example, investors are often attracted to country properties for the higher prospective returns, but in the long term this isn’t always the best strategy as it can take longer to find tenants. We recommend that investors take the time to understand what and where they are investing, coming to grips with the local market.

<h2>A better bet than residential?</h2>

With office and industrial space in Melbourne currently in high demand, now more than ever is an ideal time to turn your attention towards commercial property and consider it as a viable investment solution.

The demand for commercial property means once you have invested, it’s likely you will find tenants quickly. Work spaces of all shapes and sizes are sought across the state and there are many commercial opportunities that include mixed use dwellings. These provide the ability to lease the space to multiple tenants resulting in multiple incomes.

In addition, tenant stability tends to be stronger compared to residential properties. Leases usually last between three and 10 years, because the tenant has often invested a lot more into a commercial property and would prefer to stay in the one location.

In general, commercial property is more successful as a long-term investment as it generates a higher yield over time. This rings true in today’s market; those who are willing to wait it out in Melbourne will see the benefits. Avoid the fear mongering news headlines and focus on the fundamentals – there will always be opportunities in property.

National office vacancy fell to 8.5% in Q2 (9.0% in Q1) - lowest since Q4’15. Despite small increases in VIC and NSW, they remain the tightest markets for space.
Vacancy also fell further in QLD (lowest level in 4 years) and looks to have stabilised in SA/NT and WA.

Office property also expected to lead way for rental growth in the next-12 years (1.5% &amp; 2.0), followed by industrial (1.2% &amp; 2.1%), with NSW and VIC out-performing in both markets.
In retail, the outlook is for rents to continue falling.
This quarter NAB asked property professionals for their take on the RBA and around two in three property professionals think next RBA move on rates will be up.
Only 4% see a cut and 23% no change while most (53%) believe next move will occur in six-12 months (NAB’s view (up) also sits in six-12 month range but at latter end).
If rates continue rising in medium to longterm, 18% think it will cause property values to fall over 10% and 51% less than 10%. 
Less than one in 10 (9%) property professionals use interest rate hedging to mitigate risk and almost six in 10 (59%) said they did not hedge and did not expect to do so in the future. 
When asked how their view on rates was impacting their hedging decision, 44% said they did not intend to change their position.
But 36% planned to increase the amount of hedging and 11% would increase the length of interest rate hedging. 
Despite a cooling housing market, a survey high 65% of developers starting new projects are still targeting residential development. 
The recent improvement in accessing funds has reversed in Q2.
In net terms, -29% said it was harder to obtain loans (-21% in Q1) and -16% equity (-14% in Q1).
More property professionals now also expect funding conditions to worsen in next six-12 months.

South Coogee premises sold with medical consulting potential

A substantial Camberwell site has been sold for the first time in over half a century.
Colliers International in conjunction with Woodards secured the sale of 7-9 High Road (pictured above) for over $17million.
The property was purchased by Melegant Group through a "hotly contested" public tender campaign.
Melegant Group is managing more than 35 projects totalling more than $250million, across mostly eastern Melbourne. 
Its recent purchases included a development supersite in Malvern East for around $15 million last year, at 1-9 Sylvester Crescent. It is directed by Eddie Zu and David Xu.

High Street, Camberwell development site sells to Melegant Group after 50 years ownership

Robert Maher, one of Australia's top performing commercial real estate agents, has joined @realty.
The national real estate network has signed more than 500 agents to its banner over the past four years.
Maher has been ranked in the top two per cent of Australian real estate agents by sales volume.
He moved to <a href="https://www.atrealty.com.au/" target="_blank">@realty</a> from his role as a commercial property specialist for Gunning Real Estate in the Sutherland Shire.
Maher says he will represent both commercial and residential listings across the Sutherland Shire and surrounding areas. Agents at @realty's can work independently in any region due to their unrestricted zoning policy.
Maher says he chose to work with @realty, which sold a total of $861 million in property in 2017, due to the company's business model, which benefits both agents and their clients.
"@realty is based on the Gold Coast and unlike other franchise agencies, there are no regional offices, which means agents have much more autonomy to work in the way they want to," Maher said.
"It's an excellent alternative system for smaller independent agents  to operate under," he said.
"Vendors benefit from @realty's purchasing power, which allows agents to provide lower cost marketing and a more premium and personalised service than what may be offered by larger franchise groups, which impose numerous restrictions on agents.
"I have only been on board with @realty for a few weeks but I have found the executive team to be highly responsive, led by James and JJ Taylor who have a strong vision for the future of the business.

Overall sentiment around commercial property (measured by the NAB Commercial Property Index) moderated a little in Q4 (down 1 to +17) but is still well above the long-term average (+2). 
NAB Group chief economist Alan Oster said positive sentiment likely reflected a steady economy, healthy employment growth and strong business conditions.
CBD Hotels out-performed all other sectors, while retail sentiment fell quite sharply and turned negative for the first time since mid-2014.
Industrial sentiment also lifted, amid continued reports of strong warehousing and logistics activity linked to growth in online retail (including Amazon) and e-commerce. 
Office has eased but is still out-performing.

“Not surprisingly, NAB’s Business Survey also showed retail was the only industry sector reporting negative business conditions” said Mr Oster. 
By state, sentiment was broadly unchanged and strongest in NSW (+33 points), followed by VIC (+20) where it softened somewhat but was still relatively solid. 
A weaker outcome was also reported in WA (-44) where the ongoing transition from the mining investment boom continued to weigh on both economic growth and local commercial property markets. 
Overall confidence levels fell to their lowest levels in 2 years and fell in all sectors - except CBD Hotels.

“It fell most in Retail, which is not surprising given NAB’s own outlook for wages suggests that any improvement in consumer spending will be slow, especially if wealth effects have an impact as house prices ease” said Mr Oster. 
Property experts in all states were less confident about overall commercial property markets in the next 1-2 years. NSW is still the most upbeat state, and WA and SA/NT the least confident (and negative).
 
The survey also indicated that property developers were more hesitant about entering the market in Q4, perhaps reflecting concerns about over-supply in some segments such as high density apartments. 
Australia wide, the number developers intending to start new building works in the next 6 months fell to 47% in Q4 below its long-term average (51%). 
“Property experts are also telling us that debt and equity funding is still difficult to obtain and most don’t expect any improvement in their funding conditions any time soon” said Mr Oster. 
About 300 panellists participated in the Q4 2017 Survey.

Retail sentiment falls sharply as sentiment in commercial property moderates: NAB

One-third of Australian residential development site in 2017 were purchased by Chinese investors and developers, equating to AUD$2.02 billion of site sales, according to Knight Frank.
Their report, Chinese Developers in Australia – Market Insight 2018 found Chinese developers continued to dominate foreign investment in residential development sites across Australia.
"Many are now well-established in the local market," Knight Frank’s head of residential research, Australia Michelle Ciesielski said.
The share of sales to Chinese buyers has tripled since 2013, but decreased from the 38 per cent recorded in 2016.” (See Figure 1)

“Sustained developer interest in the Australian market has come in spite of government efforts in both Australia and China to tighten credit conditions as they relate to residential investment and development.
“In Australia, the Australian Prudential Regulatory Authority (APRA) has encouraged local financial institutions to impose stricter controls, while in China the government has attempted to moderate capital outflow with China’s Central Bank imposing new rules for companies which make yuan-denominated loans to overseas entities.
“However, in mid-2017, this was relaxed somewhat – resulting in a boost to market confidence.” said Ms Ciesielski. 
According to the report Victoria recorded the sale of 38.7 per cent of residential sites to Chinese buyers – the highest share of all states. 
Ms Ciesielski said many developers consider that Melbourne offers better relative value when compared to Sydney. New South Wales and Queensland followed, with Chinese buyers comprising 35.6% and 7.4% of their state’s total volumes, respectively.

Knight Frank’s Head of Asian Markets, Australia Dominic Ong said as Chinese developers gain experience in higher-density projects across the major cities, there has been diversification in many of their portfolios to include medium and lower-density sites.
“These lower-density projects have also become more popular with local developers – especially in NSW with the draft Medium Density Design Guide being released, identifying the ‘missing middle’ to encourage more low-rise, medium-density housing to be built.
“This type of project also tends to have less hurdles with the imposed tighter lending restrictions, and overall, lowers the delivery risk to the developer,” said Mr Ong.
The report found that residential development sites purchased by Chinese developers and investors in 2017 had an average site area of 21,785 square metres.
Of all Australian development sites purchased by Chinese developers and investors, 29 per cent were suited to low density (single dwellings or landed properties) – up from two per cent in 2013.
