The residential transformation of St Kilda Road is set to continue into with more new apartment plans for the sought-after boulevard.

Wing Tai Asia has lodged plans for a major residential tower at 464-466 St Kilda Road, replacing the former VACC House with an 18-storey mixed-use development designed around a retained heritage podium and a sculpted contemporary tower.

The proposal, prepared under Victoria’s Significant Residential Development with Affordable Housing pathway, would deliver 325 apartments and ground-floor retail across the prominent 4,653 sqm boulevard site in Melbourne’s St Kilda Road North Precinct.

The project centres on the adaptive reuse of the site’s heritage-listed VACC Building, an eight-storey office designed by Bernard Evans that has occupied the address for decades. Planning documents state the development would involve “carefully dismantling and conserving off-site the original metal fabric of the podium visible from St Kilda Road,” before reinstating it as the defining frontage of the new scheme.

Above the restored podium, Wing Tai is proposing a curvilinear residential tower. The scheme includes 172 one-bedroom apartments, 63 two-bedroom apartments, 66 three-bedroom apartments, and 24 four-bedroom apartments, alongside two ground-floor food and beverage tenancies fronting St Kilda Road.

The tower has been designed with substantial articulation and variable setbacks to minimise perceived bulk and maintain view corridors along the boulevard. Urbis, which prepared the planning report, said the design “has been significantly articulated through a curvilinear design” with “an interplay with materials, façade expression and depth” to create visual separation and visual interest.

The proposal also includes 254 basement car spaces, landscaped pedestrian links connecting St Kilda Road and Queens Lane, and a biophilic landscape strategy featuring canopy trees, raised planters, cascading greenery and a glass oculus pool overlooking the eastern frontage.

Planning documents confirm the $270.1 million development will contribute 3 per cent of project costs to the Social Housing Growth Fund as part of the application process.

Wing Tai acquired the St Kilda Road property in 2018 alongside Abacus Property Group for $95.38 million, before later consolidating ownership of the site. The property previously served as the Victorian Automobile Chamber of Commerce headquarters for around 60 years.

The transformation of the St Kilda Rd boulevard is already beginning to materialise, with a number of high-profile projects recently completed, launched, or approaching launch as developers continue to back the long-term appeal of the precinct.

Among the most notable recent completions is Louise by Samuel Property Group, just off the strip on Queens Lane, the same pocket Hirsch &amp; Faigen recently launched The Queensbury. Mirvac is too on the same street with The Albertine, which is approaching completion.

Dexus recently secured approval for its slice of St Kilda Road, while Gurner also has approved plans for the precinct.

Wing Tai unveils 325-apartment St Kilda Road tower on former VACC House site

Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. SIERA kicks off construction at Northcliffe tower Exhale

National Australia Bank (NAB) has brought forward the timing of the first RBA cash rate cut by three months.

NAB is now expecting a cut in February, in line with ANZ and Westpac, having initially thought a cut wouldn't come until May.

Commonwealth Bank, the nation's largest lender, still thinks the first cut will come in December.

NAB changed its call following the August monthly inflation figures that were released at the end of September, showing it had dropped to 2.7 per cent.

"The risk has been skewed to a first cut earlier in 2025, and today’s change acknowledges the balance of risks has likely shifted sufficiently for the RBA to feel comfortable cutting a little sooner than we earlier expected," NAB noted in its latest update.

They added that the cadence of the cuts may be faster than its central profile.

"Domestic inflation pressures are cooling, but only gradually, and we continue to expect the conditions for a cut will not be in place this year.

NAB believes the easing cycle will end at 3.1 per cent by early 2026, which is five cuts from the current 4.35 per cent cash rate.&nbsp;

CBA also thinks 3.1 per cent will mark the end of the cutting cycle, while Westpac is forecasting 3.35 per cent, and ANZ is the most pessimistic at 3.6 per cent, which would be just three interest rate cuts.

Canstar Data Insights Director, Sally Tindall, says if core inflation continues to track in the right direction, or unemployment starts to accelerate significantly, we could well see a cash rate cut as early as February of next year.

“All four big banks now believe the RBA will be ready to cut the cash rate in just over four months’ time, if not before, in the case of CBA.

“However, the outlook for both inflation and unemployment is still highly uncertain. A couple of wobbly sets of inflation data could see the RBA holding for longer, particularly if unemployment remains relatively steady."

I currently live in Sydney and on a 970 square metres property, and have been for 27 years now. The property is located approximately 20 kilometres from Sydney CBD.

I am thinking to knock down my existing home, building a duplex and then selling one to finance the construction costs for both. Thereafter, I intend to live in one of them. 

What is the taxation implication on my current and future property (i.e. one of the duplex I plan to live in)? Will I pay tax on both properties? What tax (and deduction) do I need to pay for one of the duplexes I plan to sell?  Can you provide a sample taxation calculation? Is there a correct procedure to minimise my tax?

If you subdivide a block of land, each block that results is registered with a separate title. In terms of capital gains tax (CGT), the subdivision means that you will end up with two separate assets. Subdividing the land does not result in a CGT event if you retain ownership of the subdivided blocks and this means that you don’t make a capital gain or a capital loss at the time of the subdivision.

You are intending the demolish the family home, leaving you with a vacant block. As you bought the original property 27 years ago, you may trigger CGT once you erect the new dwellings and sell one. Your principal place of residence exemption can be applied to one property (likely the one you live in) but the second dwelling will incur CGT.

The date you acquired the subdivided blocks is the date you acquired the original parcel of land and the cost base of the original land is divided between the subdivided blocks on a reasonable basis. Then, the cost of erecting the dwelling on the block you intend to sell will add to the original assessed value of the newly created block to create a cost base for that property.

Once you sell you will be charged CGT on any profits you make. As long as the new house and land is kept for 12 months from the contract date to build the new house, then the 50% discount will apply.

I chatted to my Property Success tax expert, Ian Rodrigues, about this and he said that I should add that practically any gain is likely to be in the land, not the building, in such a short time frame. Even over time, most gain is in land and not building value, but it is a matter for a valuer to split the amounts to establish which is worth what.

Building a new duplex on the family home block: What tax do I have to pay?

The National Rental Affordability Scheme (NRAS), which brings new rentals 20% below market rent into existence through incentives to developers, has come under fire over the past week.
Just today, it has been announced that 20 new townhouses are available under NRAS in Redcliffe, with the Minister for Housing and Public Works Tim Mander noting that it's families who are their target.
“The development on John Street includes 28 townhouses, with 20 of those to be offered under the NRAS initiative," said Mander.
“I would like to congratulate Aspire Housing Group and Zest Homes for delivering a quality development that will go a long way to helping people find an affordable place to live.”
They have recently past the 7,000 mark for NRAS dwellings built in Queensland.
“NRAS is important because it increases the supply of new affordable rental housing, and also provides a real alternative to social housing for low to moderate income households," he said.
Property Observer has previously <a href="/expert-insights/scrapping-nras-should-the-affordability-scheme-continue">explored whether the scheme deserves to be scrapped</a>, however its future is still uncertain.
The $4.5 billion project is said to be all but dead by The Australian, who noted that senior government sources had told them that it will face a ‘revamp’ to deliver savings in the budget. This comes after the current round of NRAS applications, round five, has been put on ice, which they reported saw applications for the 80,000 incentives halted.
There have been numerous concerns over the scheme, one of which has been the trading of NRAS entitlements, which has been referred on to ASIC. Another has been the number of ‘wealthy’ international students apparently living in this accommodation. The Australian pointed to commonwealth figures suggesting that of 19,000 tenants of the NRAS scheme, 1,500 are international students.
However, this point in particular has been heavily contested by The Fifth Estate columnist Willow Aliento investigation who believes they’ve run their numbers incorrectly – mistaking 19,000 ‘incentives’ for 19,000 ‘tenants’. The Fifth Estate also reports that the Greens’ Senator Scott Ludlam, who said that NRAS works but that they need more, with super funds and institutional investors not touching the scheme.
At the end of the day, even for individual investors there are significant pros and cons to the scheme that <a href="/expert-insights/investing/keep-an-open-mind-about-the-national-rental-affordability-scheme">have had some commentators asking for an open mind to be kept</a>, and others, notoriously, saying they’d <a href="/news/i-d-rather-stick-a-fork-in-my-eye-than-buy-nras-todd-hunter">rather stick a fork in their eye than buy it</a>.

The Reserve Bank of Australia board has noted the most prudent course ahead was likely to be a period of stability in interest rates.
Members observed housing market conditions remained strong, with housing prices rising in March to be 10.5% higher over the year on a nationwide basis. 
They also noted that dwelling investment had increased moderately in the December quarter, with a pick-up in renovation activity and that the high level of dwelling approvals in recent months foreshadowed a strong expansion in dwelling investment.
The April meeting minutes also noted financial markets and money market rates in Australia continued to imply that the cash rate was expected to remain unchanged over the remainder of the year.
Members began their discussion of the domestic economy acknowledging a range of indicators of labour demand suggested a modest improvement in prospects for employment, although the unemployment rate was still expected to edge higher for a time.

RBA says period of stability in interest rates lies ahead: April minutes

Slated negative gearing and property tax changes are discussed almost every year, but it is increasingly likely that the upcoming May budget is one of the most likely to include changes to this policy.
Property Observer reported a year ago that <a href="/expert-insights/finance/government-not-contemplating-changes-to-negative-gearing-wayne-swan">former treasurer Wayne Swan was not contemplating any changes at the time</a>, despite much discussion about negative gearing alterations. It appears that current treasurer Joe Hockey, however, may have different ideas.
But who is going to get stung by changes, if there are any? Propell National Valuers shares their thoughts about how residential real estate may see its owners becoming stung with the implications.
They point to the following:
1) WHAT: The exemption of the family home from asset calculations when achieving the pension may come under scrutiny.
WHY: It can encourage retirees to be asset rich and income poor, encouraging them to own and live in a property that's bigger and more expensive than they need. This will become even more pronounced if the <a href="/expert-insights/joe-hockey-flags-plans-to-raise-retirement-age">extra five years in the workforce, as suggested by Joe Hockey, is brought in</a>.
THE IMPACT: Retirees with properties above the median price may look to then sell these properties, cash out and downsize. This would be a one-off market impact that would soften prices in some sectors over the short-term, but would "likely be absorbed within a year," according to Propell.
2) WHAT: Taxation allowances of negative gearing could be abolished or curtailed.
WHY: The introduction in 1985 has seen tax revenue grow, from reducing personal income tax by $600 million originally to close to $4 billion, according to the Grattan Institute.
THE IMPACT: There would be enormous short-term political backlash. It would potentially result in the transfer of wealth from "one class of people to another and the losers have been first home buyers in particular", providing a benefit to our FHBs.
OTHER OPTIONS: Grandfathering negative gearing out, limiting it to new properties (both of which have been suggested on SBS), phasing it out or toughening the rules. The limitations of negative gearing to new properties has been suggested heavily in the media lately (citing off the record comments from different government departments). If you are an investor using negative gearing to offset your loss, then there is a chance here that you will find yourself facing a greater shortfall.
However, "If the system is not changed this year, then property investors can probably relax in the knowledge that it will become a permanent feature of the investment landscape," Propell suggests, noting that this year is the most likely in which it will happen.

Who will get stung by negative gearing and tax changes?

While capital growth stories can give us a boost of excitement, negative equity is not a fun topic. A worrying state to be in, negative equity is when you owe more than you own on a property. That is, your equity is tipping on the other end of the scales and if you sell today for its market value, you will walk away not just empty handed but still owing.
It may not be as often talked about, but it can happen. Late last year, for instance, some <a href="/news/some-7-1-million-residential-homes-in-the-us-still-facing-negative-equity-corelogic">7.1 million residences were still facing negative equity in the United States</a>. In December 2011, the number of <a href="/expert-insights/investing/negative-equity-hurting-mcmansion-owners-but-most-home-owners-needn-t-worry">home owners facing negative equity was sitting at around 6% in Australia</a>, according to RP Data statistics.
How it happens
Negative equity can happen in a number of ways, however the three most simplest explanations are as follows.
<ol>
<li>A drop in the market If you buy at the upper end of the market, and it then drops, you may find yourself in negative equity on your home. This is quite common in faster moving markets, such as mining towns. 
</li>
<li>You've overpaid in the first place Whether you've been convinced into it by unscrupulous marketeers, or you've entered auction overemotionally and under prepared, you may have committed to spending too much. While a bank valuation will usually stop the mortgage from taking place, this isn't always the case. 
</li>
<li>The asset has been ruined in some way Whether it's an uninsured house fire, or damage from some other situation, this can also add to a loss in value.</li>
</ol>
A combination of the above can spell disaster for any property owner.
What to do if you're in this situation
If you end up facing this, then there are a few things you can do.
<ul>
<li>Check whether it's time to sell: First things first - is the market expected to drop further and soon? If it is, you need to cut your losses and sell as quickly as possible. Don't get yourself in a worse situation by holding on to a failing asset. If it's a $20,000 shortfall then it is better than facing a $50,000 shortfall. 
</li>
<li>Consider renovating: If you have money leftover, consider renovating the property to increase the value. This is not suggested for first time renovators without much concept of adding value, however if you can spend wisely and in visible areas, you may just be able to push the value up to get it over the line for a sale. 
</li>
<li>Move in to the property or weather it out: While not always an option, some facing this situation will see themselves selling their home and moving into the investment property to batten down the hatches and pay down some debt. Similarly, if it's currently tenanted and not too draining, and the market isn't expected to fall further, you may want to batten down the hatches and continue paying it down until you bring yourself into a better situation. 
</li>
<li>Pay it down as best possible: Is there anything you can sell to bring the scales back into your favour? Pour funds into the mortgage to help reduce the amount owing on the property.
</li>
</ul>
How to prevent it in the first place
<ol>
<li>Put down as much as possible into the property as a deposit. The more money you put into the home in the first place, the bigger the safety net for you. While you will still have lost money, through your deposit being eaten up, you can walk away without the debt at the end. There's a reason lenders have LMI for when borrowers take on high debt levels, and it's not to protect you but themselves. 
</li>
<li>Keep an eye out for market movements. Be clear on whether there is likely to be an upcoming downturn in your area's property market. Don't act on the basis of panic, but don't be suckered in to the "never sell" mantra if you can act before a downturn. 
</li>
<li>Buy at a discount. While not always possible, and certainly not easy, having a mortgage for less than the amount the property is worth in the first place can certainly mitigate your risk. Negotiate hard and never overpay. 
</li>
<li>Try to pay down debt. If you're paying interest only and using your funds elsewhere, ensure it's the best decision you're making. By increasing your equity you're effectively keeping the barrier higher against negative equity. 
</li>
<li>Buy in lower-risk locations. If you're not prepared to take the downturns with the upturns, then do not buy in higher risk areas.</li>

What is negative equity and what can you do about it?

When looking for a mortgage pre-approval, it isn't easy. There are many ways to go about it, and the last thing you would want is for the loan to fall through last minute - particularly if you're looking at buying at auction.
At the end of last year, an increasing number of people were being reported as <a href="/expert-insights/investing/home-loan-approvals-soar-while-first-home-buyer-proportion-sinks">taking out pre-approvals and using it as a leg-up over competition</a>.

However, Property Observer knows of a number of cases where buyers, confident that they can achieve a certain loan, head in and find their finance fallen through. Don't let this happen to you.
First up, a recommendation is to always look to get formal approval, rather than pre-approval, for auction. Pre-approval is generally most useful when you can offer a conditional contract on the basis of a valuation, inspections and similar.
What is pre-approval?
Think of pre-approval like reserving yourself a seat at a restaurant. You know you're going to want one, but you're not quite there yet. If you book, and provide plenty of information in advance, then you're likely to secure yourself a seat. If, however, you book for three people rather than five, or for the wrong time, you're going to find yourself without your venue of choice. Similarly, you may get there and find that there hasn't been a seat reserved for you after all or that your own circumstances have changed.
Pre-approvals for mortgages work in a similar way. You can head in to a lender, and fill in information, and then you will be provided a suggestion of your borrowing limit with conditions. You may later find that the pre-approval didn't have as much information as it needed to be accurate or that the property you're looking at doesn't stack up.
Why get pre-approval?
Having pre-approval will enable you to know what you should bid up to at auction, what you can afford and where your limits are. It will also give you a boost of confidence when negotiating a property.
Michelle Hutchison, money expert for Finder.com.au, explained to Property Observer that readers should look to get this done as early in the buying process as possible as it can help speed it up.
"I've seen people who have missed out on buying the home of their dreams because they couldn't make an offer in time as they didn't have pre-approval. Real estate agents will also take you more seriously because having pre-approval means you are essentially ready to buy," said Hutchison.
Century 21 Homes Loans WA, Harry Bozin, said that it can be<a href="/expert-insights/finance/why-you-should-secure-finance-pre-approval-before-looking-for-property"> powerful for pushing a vendor in the right direction</a>.
"In addition to enabling an investor to narrow the property search within a purchase budget, loan pre-approval could also provide increased price bargaining power with vendors, who might be willing to accept a lower price than was advertised with the knowledge that the transaction is already backed by secure finance – particularly in cases where a vendor is looking for a quick and hassle-free sale," he explained.
However, not all of them are the same.
Different pre-approval versions
Mortgage Choice head of corporate affairs Jessica Darnbrough told Property Observer that home loan pre-approvals are definitely worth considering.
"As a general rule of thumb, pre-approvals are valid for at least three months," she explained, although some vary. Commonwealth Bank's pre-approvals, for instance, are noted online to be valid for six months. After this time, you repeat the process and get another pre-approval.
"Some lenders only require potential borrowers to complete a short form in order to gain pre-approval, while others require a significant amount of information and documentation to provide a formal written pre-approval," said Darnbrough.
"To be sure of your borrowing capacity, a potential buyer should secure a formal pre-approval."

A formal pre-approval means more than just getting it done online. A five minute questionnaire and no follow up before being given an indication should not set your mind at east. Savvy borrowers will want to make sure that the pre-approval is a true indication of what they can purchase.
Hutchison explains that some will provide pre-approval within a 48 hour turnaround, while others can take longer. You will need to be ready in advance, especially if there is an enticing auction coming up.
"Borrowers can slow down the process if they don't have all of their paperwork in order, which means the lender will go back and fourth with the applicant to complete the application," she explains.
Paperwork you need
Pretend you're going for the final mortgage discussion, and replicate the paperwork you will need at that point. The more you can provide, the less back-and-forth there will be and the more comprehensive and accurate your pre-approval will be.
Bring:
<ul>
<li>Copies of your bank statements 
</li>
<li>Savings history for the past three to six months (minimum) 
</li>
<li>100 points of ID 
</li>
<li>Any proof of assets (eg council rates for any property you own) 
</li>
<li>Employment verification and payslips 
</li>
<li>Tax returns (particularly if self-employed) 
</li>
<li>Other proof of income (such as rental income proof through a lease document)</li>
</ul>
With these details, and some general information around whether you're buying new or looking to build, the lender will then look to verify the information. They will undertake a credit check and they'll also look to ensure there's nothing that could change your situation, such as reduced hours.
How useful is pre-approval?
It can be a powerful tool to have, and if you have time it's worth getting pre-approval done, however you still would not necessarily want to enter into an unconditional contract. A valuation on the property you are looking at, as well as the final say-so in regards to achieving finance will likely both be needed. This can mean that, despite having the pre-approval, you may still not be able to purchase the property.
Pre-approval can also help bring up any problems you hadn't prepared for. Perhaps you can't borrow as much as you had been hoping due to a bad mark on your credit file you hadn't prepared for. Either way, this can quickly alert you before you get yourself stuck into a contract.

Similarly, there can be problems with looking for obtaining pre-approval multiples times, warns Hutchison.
"Obtaining pre-approval is part of the application process, which means it will be recorded on your credit file every time you apply. This can have a negative impact on your credit file if you apply for too many home loans in a short period of time," she said.
Lastly, don't expect to get the same pre-approval from each bank or six months later.
"In regards to experienced investors: many often believe that because they have gained finance approval in the past that they will automatically be granted the same in the future. It is important to note, however, that this assumption is incorrect, as the lending criteria of banks changes constantly, meaning that investors can cease to qualify for loans despite their situations remaining unchanged," said Bozin.

A quick guide to home loan pre-approval

The Australian Bureau of Statistics' finance statistics have seen strong results for 2014's first two months, particularly in comparison to the past five years. However, it may not mean that prices will continue to surge upwards. Loan Market director, Mark De Martino, said that 13% more home loans were approved in the first two months of this year, than 2013, and that the results saw the highest total for January and February since 2009.

“The data released today by the ABS confirms that 2014 is off to a great start - home owners and buyers are returning to the market and they’re building momentum,” he said. He also said that he expected March and April may be in the running to set new records. “In the shortest month of the year there were only 227 fewer home loan approvals than the best month in 2013. Considering this, we should expect to see demand for finance growing and reaching new highs throughout 2014,” he said.   Meanwhile, the Housing Industry Association (HIA) were pointing to new home lending as showing encouraging signs. HIA economist, Diwa Hopkins, said that owner occupier loans for the construction of new dwellings increased in Feburary by 0.8%, with the three months to February seeing a 7.2% uptick. “This strong growth in housing finance is consistent with other leading indicators of the residential construction sector, including dwelling approvals and new home sales,” added Hopkins. She also pointed to a strong uptick in the value of lending to investors for the purpose of constructing new dwellings for rent or resale. "In the three months to February 2014, the value of this form of finance increased by 13.2%,” she said. Commbank's Craig James also pointed to the value of loans to fund the construction of homes, which soared by 22.3% to a record $2.75 billion in February, however he also noted that consumer confidence is a mixed bag - rising in Western Australia and New South Wales, but falling in all other states. "Anyone concerned about rising home prices need only look at the latest lending data for home construction. In February, loans to the tune of $2.75 billion were committed to fund home construction with the main driver being investors. In short, the supply of homes is set to rise to meet strong housing demand and as a consequence the growth of home prices will soften," said James.

Home loan 'new construction' strength may point to future price drops

A ban made against Edward Richard George of Mudgee, New South Wales, has been reduced to three years - from a previous lifetime ban - after the Administrative Appeals Tribunal found that the claim he was "not of good fame or character" was not justified.
In March 2014, a decision to reduce his ban was made by the AAT. The initial ban was made by ASIC and stopped George from providing financial services and engaging in credit activities. The ban of three years commenced from 31 July 2013, meaning George will be able to operate by mid-2016.
The AAT said that George did complete five applications for deposit guarantees and falsified loan approval documents to support these applications, but maintained that while this was dishonest it was "out of character".
ASIC had found that on two occasions between March and July 2011, he had submitted eight documents for four deposit guarantees and one home loan - these had been for himself and four clients. False information included loan approval letters, employment letters and payslips.
A deposit guarantee, or deposit bond, is a substitute for cash when a buyer looks to purchase a home. The false letters were issued to Deposit Power.
ASIC found he engaged in dishonest conduct after an <a href="/news/asic-bans-edward-george-from-mudgee-after-quest-home-loans-investigation">investigation looked into George’s conduct when he was a broker operating under the name Quest Home Loans</a>.
"Mr George’s dishonest conduct is incompatible with the honesty, integrity, diligence and judgment that is required of those in the industry," ASIC deputy chairman Peter Kell said at the time of the permanent ban.
AAT stated that although there is reason to believe he may not be a fit and proper person to be involved in credit activities, the evidence of his referees, his remorse and the out-of-character nature of the actions meant that the seriousness of the misconduct should be reduced.
The Mortgage &amp; Finance Association of Australia had previously suspended George from being a member for two years, with effect from 29 August 2011.

Life ban reduced to three years for Quest Home Loans broker

No doubt you're aware that when it comes to obtaning a mortgage on your property, you need to be aware of a little acronym called an 'LVR'. This isn't as complicated as the letters may suggest and, in fact, stands for loan to value ratio.
Essentially, what is what it means:
However much money your bringing into the property as a deposit is the 'value' that you're pouring into the purchase. The 'loan' aspect is how much the bank then provides to you, to bring the total of both up to 100% of the purchase price.
In practice, if you're borrowing $500,000 for a property and you have $50,000 as a deposit, you also have other funds for the other costs to get into the home, such as inspections. If you're not sure what these hidden costs are, then <a href="/news/vic/how-to-work-out-how-much-buying-a-home-costs">have a look at this quick guide</a>.
Take your deposit from the total amount of the property and you have the mortgage that you will need.
In this case, you need $450,000.
Your deposit, $50,000, works out to be 10% of the price of the property. This means that you are looking for a loan of 90%.
This 90% is your LVR.
You may sometimes see this referred to as an LTV, or 'loan To value'.
This is an important number as it determines how risky you are to the bank - who are less inclined to lend to you if you are asking for a higher LVR. Those borrowing over 80% are deemed to be in the higher risk category. It also <a href="/expert-insights/finance/how-buying-lenders-mortgage-insurance-can-allow-you-to-grow-your-property-assets-faster">determines whether you pay lenders mortgage insurance, or LMI</a>.
The more you put into the property, the less interest you will also be required to pay, and the LVR will help you determine the minimum deposit you will be able to put into the property.
The LVR also becomes important if you're looking to refinance. You will be required to leave some value in your property, and any over this can potentially be equity for future purchases, renovations or for other uses.

What is an 'LVR'? Investment terms explained

Taxpayers could be hit with an extra $32.5 billion in tax in the next decade, unless the federal government make changes to personal income tax brackets, according to a new report.
Research commissioned by The Australian and conducted by the University of Canberra found if there are no changes to the personal income tax brackets, the number of people paying the top tax rate would increase by 134% in the next 10 years to just under 900,000 people.
The number of Australians paying the second highest rate, 37 cents for the dollar, would jump by 85% to 3.7 million.
