Test trains have begun running on the new rail infrastructure that has been built as part of the Mernda extension of the South Morang line in Melbourne's outer north east.

Trains used to run as far as Whittlesea 60 years ago before the line was truncated.  Metro services were extended from Epping to South Morang in 2012, the latest extension project to Mernda brings trains back to within 7-8km of Whittlesea.

The impetus for rebuilding the railway line is the outward expansion of Melbourne's northern suburbs which for the most part has run into the urban growth boundary around between Mernda and Yan Yean.

Apart from ensuring the new rails, catenary and signalling are all in working work also extends to getting exact times for a new timetable that is expected to be in place by the end of the year.

Three stations are being added to the South Morang line - Middle Gorge, Hawkstowe and Mernda - which is expected to be used by 8000 passengers a day once opened.

The town centre plan will see a large retail core that will include multiple supermarkets and discount department stores with employment uses expected to be developed in later stages.

Differing scales of residential development will be added to the southern end of the town centre.

In terms of the existing development pipeline along the new rail extension, there are three projects, clustered near South Morang.

Test trains start rolling on the new rails to Mernda

It was a case of <a href="/news/forget-carnegie-murrumbeena-the-real-expense-in-expanding-the-dandenong-corridor-lies-elsewhere">hold your horses earlier today</a>.  A state election is around the corner and Melbourne's favourite infrastructure story honeypot is producing the goods but before the media frightens the locals, a much bigger issue needs to be sorted before anyone commits to property acquisitions in the level crossing removal zones.

The Rail Futures Institute's (RFI) 'Airtrain' concept has been profiled on Apartments.com.au and elsewhere and if you're reading about it for the first time, RFI is an advocate for an infrastructure future which sees a shift to rail when it comes to transporting ourselves around Melbourne.

The Airtrain concept builds on previous public studies that have identified the 'Albion corridor' - an existing rail route that sees freight and standard gauge passenger trains to Albury and Sydney run out to Sunshine then turn back to Broadmeadows - as the best route to get an airport rail line up and running in Melbourne.

RFI's difference is their focus on speed and the railway line hosting both metro and regional passenger services on its own corridor.  To get speed you need to remove obstacles and the Airtrain concept sees liberal use of tunnels to do just that.

There is a joint state and federal business case being conducted as we speak and the Prime Minister is reported to have said he wants to see it get done quickly so the $5 billion the Federal Government has promised to spend on an airport rail link can be put to use.  Recent <a href="https://www.heraldsun.com.au/news/victoria/melbourne-airport-rail-link-preferred-route-emerges/news-story/a72dd26f055f8fb991a8d11544bbd2fe">reports</a> suggest the Albion corridor via Sunshine route is the frontrunner but whether city &amp; regional-focused Airtrain concept is what the business case has in mind will not be known until it is publicly released.

An extension of the logic contained within the Airtrain concept - new track either on the surface or in tunnels - could be one solution to providing a new corridor for express, regional and freight services to and from the south-east.

I have my colleague Laurence Dragomir to thank for the idea of centring any new fast line to the south-east on Southern Cross as he wrote back in <a href="/news/all-roads-lead-to-southern-cross-station">April</a>.

Southern Cross station would be expanded underground, to the west of the main station buildings and platforms in the Wurrndjeri Way median.  There would be two levels of platforms, much like the existing City Loop stations with Melbourne Metro 2 platforms on one level and the Airtrain/South East fast line platforms on the other.

The Airtrain tracks would enter a tunnel just north of Southern Cross Station's neck (Dudley Street) and then join with the station box.  The track would then continue south-southeast under the Yarra and then head directly for Caulfield where the tracks would then come back to the surface.

From Caulfield the tracks would run in parallel with the existing skyrail corridor and pass around the outside of each of the new stations - they're express tracks, no need to build platforms at them - this is a pattern that would be repeated in the other skyrail sections or on the surface through such stations such as Huntingdale, Westall, Sandown Park, Yarraman. 

The only existing stations that would see new platforms (for the express tracks) are Caulfield, Clayton and Dandenong.  The two express tracks would continue, built around the stations at Hallam, Narre Warren and Berwick where the four tracks would become two in a high-speed junction in between Berwick and Beaconsfield stations.

You'll need to zoom in on the map below, however back around North Melbourne, a connection to the docks would be made before the airtrain tracks head south of Dudley Street and a connection to the Frankston line would be built.

In both instances, this is to facilitate freight trains using the tunnel, specifically, the Port Rail shuttle concept: it needs a connection at the Port, the Frankston line and a connection beyond Dandenong to the Cranbourne line.  This would shift freight completely away from the slower inner-city traffic.

<h2>The operations</h2>

Like with the Airtrain concept, the new tunnel and surface tracks between Caulfield and Berwick would be used for metro, regional and freight uses.

By linking the Airtrain tracks with the South-East fast line, we've created a path that could see the Bendigo and Gippsland lines 'joined' in an operational sense - a train starting in Bendigo/Echuca/Swan Hill would travel all the way through to Traralgon/Bairnsdale/Sale and vice versa.

The regional stopping pattern within metropolitan areas would be Melbourne Airport, Southern Cross, Clayton (for Monash NEIC), Dandenong, Pakenham.

The airport shuttles, which RFI says will run every 10 minutes, would simply extend all the way to Pakenham. A turnback/third platform built at Southern Cross on the Airtrain/South-east level can be used for balancing the needs of Pakenham commuter services (i.e run more trains to Pakenham in peak per hour than all the way through to the airport).

Stopping pattern for metro services would be Pakenham all stations to Dandenong, Clayton, Caulfield, Southern Cross, Sunshine, Melbourne Airport and return.  Cranbourne/Dandenong/Westall services would simply operate all stations to Caulfield then to Domain into the Metro 1 tunnel.

If we use the <a href="/news">2013 Network Development Plan</a> as a guide for frequencies, Pakenham &amp; Gippsland will eventually need paths for 10x metro trains and 2x regional trains per hour in peak.  The Airport line from the NDP shows 6x trains per hour - and the Airtrain concept calls for the same amount per hour - with terminating platform at Southern Cross, Pakenham metro services can increase without running trains all the way from the Airport.

With approximately 12x per hour in peak - if we use the NDP as a guide - there is both scope for increases in both metro and regional and no doubt enough space to run an hourly freight, even in peak hour.

Extending RFI's Airtrain concept to the south-east

Hold your horses, before everyone gets too excited about extended length trains or quadruple tracks between Caulfield and Oakleigh that will likely force property acquisition in an area that's just seen - still seeing rather - a change in its rail corridor, everyone should sit down with a warm cup of tea and breathe.

The goal of quadruplication - adding another two tracks to an existing two-track rail corridor - is to allow faster services with less stops, to give other types of rail traffic priority or a combination of the two.

Melbourne media's favourite infrastructure story honeypot over the past two years has been the level crossing removal project, specifically the impacts on residents affected by the changes made to the rail corridor and stations between Caulfield and Oakleigh.  Yesterday in <a href="https://www.theage.com.au/national/victoria/residents-could-face-more-sky-rail-pain-as-expert-says-work-needed-20180621-p4zmr3">The Age</a>, we had the latest instalment.

The story by Age Transport reporter Timna Jacks confirms what the level crossing removal authority's social media team have posted in response to questions on its facebook page and have listed on their FAQ section for the Caulfield to Dandenong corridor.  That is, even though corridor expansion (through adding more track) is not within the Level Crossing Removal Authority's scope, the current construction work and newly upgraded corridor won't preclude expansion.

Building the two tracks would be expensive and complex, particularly along the rail corridor, which is just 20 metres wide at its narrowest point between Murrumbeena and Carnegie.

The new tracks would likely require homes to be acquired in suburbs where property prices are more than $1 million.

Level Crossing Removal Authority chief executive Kevin Devlin said the authority had "no plans to build a third or fourth track on the Cranbourne/Pakenham line".

The expense and complexity of adding more tracks to the Dandenong rail corridor won't solely be focused on the stations and the narrow corridor between Caulfield and Oakleigh, but between Caulfield and the city.

Because you wouldn't add two more tracks and not continue the extra track to its ultimate destination (the city) - that would only serve to limit capacity on the quadruple track section of the corridor. Two tiers of service through the suburbs, express and stopping all stations, which then have to fight for capacity in the inner-city takes us back to square one, especially when regional and freight trains are involved like they are on the Dandenong corridor.

<figcaption>Murrumbeena station during the final days of major construction works - image: LXRA</figcaption></figure>The Melbourne Metro project will orphan a track pair from South Yarra towards the city - and this has been acknowledged in the 2013-era network development plan; electrified Geelong services would terminate here according to the final phase of the document - but it's also a candidate for re-activation for even more Dandenong corridor capacity.

Caulfield to South Yarra might be able to fit another a track pair on the surface if:

<ol>
<li>heritage issues are of no concern in order to radically redesign the tracks and platforms through the 'MATH' (Malvern-Armadale-Toorak-Hawksburn) stations.</li>
	<li>the government of the day is happy to widen every overbridge through the area.</li>
	<li>significant amounts of properties are acquired including an apartment tower that abuts the rail corridor in South Yarra and possibly all the retail premises on either side of the Chapel Street bridge.</li>
</ol>
It would take a government with a lot of political capital to burn to go down, pardon a pun, that route. It's fairly safe to completely write that idea off.

If there is no pressing need to give regional and freight services a faster path through the city, four tracks could be built from Dandenong to Oakleigh and then connected with the Glen Waverley or Alamein lines through a relatively short tunnel, adding Chadstone to the rail network, therefore allowing the extra trains to travel on rail corridors that have a lot more capacity to burn compared to the Dandenong corridor.

This would provide a good out-of-town connection in an area that will see a lot more employment focus in future, but provide a fast &amp; clear path for regional and freight services it will not.

It would have once been considered gold-plating but seeing how the NSW government is building Australia's first real metro (that, very much, would have been written off as gold-plating 10 years ago) and the real expense in adding more tracks to the Dandenong corridor is to do it utilising the only realistic option to connect a third track pair between South Yarra and Caulfield: a tunnel. 

(It's an opportune time to remind everyone the original East-West needs assessment, 'The Eddington Study', that first brought the metro tunnel into public consciousness would have done just this - a tunnel (built in two phases) from South Kensington to Caulfield).

Forget Carnegie, Murrumbeena, the real expense in expanding the Dandenong corridor lies elsewhere

A snapshot of Melbourne's construction - July 2018

131-139 Sturt Street began as a 42 level development when Apartments.com.au first reported on the development application during <a href="/news/the-best-of-intentions-135-sturt-street-southbank">2015</a>. 

In <a href="/news/another-sturt-street-skyscraper-is-brought-back-down-to-earth">2017</a> the site saw a re-design which was ultimately supported by City of Melbourne planners and today the site and Hayball-designed scheme has been offered for sale.

Colliers International is handling the sale which includes 200 plus permitted apartments over 18 levels, plus a mixed-use ground floor offering that could include retail, commercial or arts uses. The site currently hosts the offices of architecture firm Hayball, who were integral in the approvals process.

The 2884.6sqm site has frontages to Sturt and Dodds Street and benefits from direct access to East Coburg, the CBD, South Melbourne and Albert Park by having the #1 tram route on Sturt Street.

The original design as we first profiled it in 2015 included 42 levels with 341 apartments, including studio, 1, 2, 3 and penthouse configurations. 226 car and 151 bicycle spaces were also included.  

The former proposal also included communal spaces over levels 12, 13 and 39 and was slated to include over 2,000 square metres of adaptable retail/commercial space.

The site is located in Melbourne's Arts precinct with near neighbours including the Malthouse Theatre and the Australian Centre for Contemporary Art. Further along Sturt Street toward the CBD, the state government recently <a href="/news/back-to-the-noughties-melbournes-arts-precinct-set-to-get-a-major-makeover">announced its intention to kick off</a> a massive investment in adapting Sturt Street to integrate with the premier arts and cultural facilities on St Kilda Road.

Phase 1 of the State Government initiative will see the site of the former headquarters of Carlton &amp; United Breweries make way for a new National Gallery of Victoria Contemporary, with subsequent phases set to see further culture industry facilities added.

Sturt Street's prime development site listed for sale

In the final iteration of this three-part series we look at providing a baseline overview of the project development pipeline within the vicinity of each of the three non-CBD stations on the Melbourne Metro project, and today it's North Melbourne - the new new North Melbourne.

Known as Arden until the naming competition results were announced, the new station (note: the existing North Melbourne station will be renamed to West Melbourne) will be the epicentre of a significant redevelopment zone.

Previously tenanted by Boral and Hy-tec concrete batching plants, the North Melbourne station site is state government-owned land which will also be a launch site for the tunnel boring machines.

Much of the land located directly east of the former Industrial site that will host a new station is zoned for mixed-use under the City of Melbourne's planning scheme and likewise, Design and Development Overlays that encourage higher-density uses but restrict heights on character and helicopter flight path grounds are in effect.

A good example of a development that is common in the area, is <a href="/buildings/charlotte-241-dryburgh-street-north-melbourne">Charlotte at 241 Dryburgh Street</a> - 5 levels, 40 odd apartments, approximately 15m in height.

<figcaption>North Melbourne station and nearby projects in the development pipeline</figcaption></figure>The Arden Urban Renewal Precinct, as it is described by the <a href="https://vpa.vic.gov.au/project/arden/">Victorian Planning Authority</a>, has had a draft vision and framework published and it envisions the area will be a base for 34,000 jobs and 15,000 residents.

Overall there are three precincts which are seeing long-term planning work carried out:

<li>Arden, bordered by Dryburgh Street, the Upfield rail corridor and Canning Street/Macaulay Road, it also contains Arden Central.</li>
	<li>Arden Central which is the location of the new station and will see the most significant redevelopment over time.</li>
	<li>Macaulay which includes land on either side of the Upfield rail corridor and Citylink north of Canning Street and is covered by the city of Melbourne's C190 planning scheme amendment.</li>
</ul>
The VPA, City of Melbourne and Melbourne Water are also exploring opportunities for water management, open space and land use around the Moonee Ponds Creek.

The development pipeline as it stands includes 11 projects - all of them residential or mixed-use - with a combined 893 dwellings within 500m (as the crow flies) from the new North Melbourne station.  3 projects are under construction with 481 dwellings set to enter the market shortly and two other projects are actively being marketed with a relatively small 37 dwellings in total across both of them.

5 projects are approved that include 324 dwellings - at the time of writing, there were no projects at planning assessment.

An overview of the projects in the vicinity of the new North Melbourne (Arden) station

2700 dwellings across 26 projects.  They're the headline development pipeline numbers for the area within 500m of the new Anzac station that will built under St. Kilda Road.

4 of the 5 Melbourne Metro stations are located within areas that, for the most part, are either extremely well served or very well served by existing inner-city public transport links.

The construction of the city loop in the 70s and 80s is regularly credited with expanding development within Central Melbourne, especially within the vicinity of Melbourne Central or Museum station as it was known when it first opened.

Melbourne Central shopping centre still stands, even to this day, as the largest redevelopment site in the immediate area of the station with the Kisho Kurokawa-designed tower and cone over the Coop's Shot tower acting as the vanguard of what was to come.  

When railway stations are built, the development community comes running - over time, at least.

Therefore, before the primary construction work kicks off, it's good to get a baseline as it's likely there will be an uptick in the development pipeline during the construction (which will last 3-5 years) and when the new station is operational.

4 projects are under construction which will deliver 953 units to the local market once complete and there are a further 5 projects which have their sales and marketing campaigns underway with a total of 354 dwellings one step away from construction.

10 projects are sitting at approved which, should they see construction, will add a further 1113 dwellings to the precinct and there are 7 projects which could possibly yield another 294 dwellings at the planning assessment stage.

A great deal of the projects are located on Park Street and Palmerston Crescent with most other potential redevelopment sites closer to the station entrance having already been built on.

Kings Way is a significant pedestrian barrier at present and if any stakeholder agencies or councils decide to improve connectivity for pedestrians across Kings Way, expect to see jostling for development sites on the western side of the road to increase.

Parkville station, one of the five stations to be built as part of the new Melbourne Metro tunnel project has 22 projects in the development pipeline. As you might expect for Parkville, student accommodation projects dominate the area, so much so, they're in the minority using the 500m distance criteria.

As the crow flies, the University of Melbourne's Parkville campus is the dominant feature in the area, however, Carlton to the south and North Melbourne to the West are also scooped up.

Following on from the overview of <a href="/news/an-overview-of-the-projects-in-the-vicinity-of-the-new-parkville-station">Anzac station's development pipeline</a>, we're also establishing a baseline for Parkville so we can monitor development change around the new stations over time.  

On the residential side of the ledger, there are 12 projects which will offer apartments for sale and collectively they have 791 dwellings contained within them at the time of writing.

However, when you flip over to the student accommodation side of the ledger, there are 11 projects which will contain some student accommodation and there are a whopping 3000+ beds contained within them (there are 22 projects in total, some of the offer both student accommodation and private apartments).

It should be no surprise to find so much student accommodation within the orbits of the University of Melbourne &amp; RMIT's primary campuses plus all the smaller campuses of universities and other tertiary institutions in the CBD.  

Should the second metro tunnel ever eventuate, Parkville station will become an interchange between the two lines, raising the station's profile even further which will possibly flow into the value of the land surrounding the station.

One stop down the line at North Melbourne (Arden), the state government will exert more control over the staging of development - as it is a major landholder in the area - however there is still a decent amount of pipeline activity already on land to the east of the station site.  North Melbourne (Arden) is the topic for the next iteration in this series.

An overview of the projects in the vicinity of the new Parkville station

Sydney Metro's second phase through the city and inner south-west suburbs will soon begin tunnelling with the first of five TBMs on their way, according to Transport for NSW.

The first of the 150-metre long tunnel boring machines will launch in Marrickville later in 2018 and begin tunnelling towards Waterloo Station.  It will then continue through the Sydney CBD before completing its run at Barangaroo.

A second TBM will start in Marrickville at a later date and then start its run to create the second rail tunnel toward Barangaroo and another two TBMs will begin on their run on the north shore, kicking off the tunnel section from Chatswood to Blues Point.

The fifth TBM will work specifically on the cross-harbour section from Blues Port to Barangaroo.  In all after the 8.1 km Marriveville to Barangaroo tunnel, the 6.2km Chatswood to Blues Point and 1km cross-harbour tunnel are complete, Sydney will have another twin set of 15km rail tunnels underneath the city.

Transport for NSW says the TBMs are delivered in eight shipping containers as well as 23 pieces that are too big they can't fit in a container including the massive 115-tonne cutter head and the TBMs, when they're in full swing, are expected to complete 120m of tunnel per week.

The contract for the Sydney Metro City &amp; Southwest was awarded in June 2017 with an initial price tag set at $2.81 billion.

A joint venture between John Holland, CPB Contracts and Ghella will be responsible for:

	<li>Civil works for six new metro stations at Crows Nest, Victoria Cross, Barangaroo, Marin Place, Pitt Street and Waterloo.</li>
	<li>Construction of the dive sites at Chatswood and Marrickville as well as a cavern for a rail crossover at Barangaroo.</li>
	<li>Excavation of a temporary shaft at Blues Point for TBM retrieval and a substation shaft at Artarmon.</li>
	<li>A precast facility in Marrickville that will create the concrete tunnel lining.</li>

Sydney Metro's second batch of TBMs on their way

The Melbourne Metro Tunnel project has sourced itself some prime office space on Swanston Street and in so doing opened a new visitor's centre for the Metro Tunnel Project.

Dubbed "Metro Tunnel HQ", the centre will provide an education program developed for Victorian teachers and available to students across the state.  According to the state government, "[the students] will be taught about the project in a way that matches the Victorian curriculum and includes details on the construction techniques and the thousands of jobs needed."

Lord Mayor, Sally Capp, and Minister for Public Transport, Jacinta Allan, unveiled the new visitor centre located opposite Melbourne Town Hall that will allow visitors to get up-to-date information about works in project areas, including the latest information on temporary changes to the road, tram and rail networks that will enable the construction of the project.

A dedicated learning centre is located at the HQ which also includes virtual reality facilities that will allow visitors to get an up-close look at how the tunnel boring machines will complete their work.

“Metro Tunnel HQ will give schoolkids and adults a unique opportunity to learn about this once-in-a-generation project,” the Minister for Public Transport said.

As the early works progress and we await the arrival of the TBMs before tunnelling kicks off, the state government has is beginning to focus on communicating network benefits.

New time-saving information was recently rolled out on the metro tunnel's website and the visitor &amp; education centre is another layer of public engagement.

Previously, benefits listed for individual train lines were limited to the percentage of new peak services that will be available on each line after the tunnel is constructed and the Pakenham/Cranbourne and Sunbury lines are joined, now Rail Projects Victoria have published journey time savings.

With a focus on the two areas which currently have no railway station, Parkville and St. Kilda Road (ANZAC station), time savings vary from 5 minutes up to 20 minutes.

Parkville with its focus on education and the sciences is a growing employment precinct and ANZAC station, at the top end of St Kilda Road will deposit passengers closer to places of employment to the south of the city.

The greatest time-saving benefit is to users of the Pakenham, Cranbourne and Sunbury lines - as they will form the services that will run through the 5 new stations.  As per the Metro Tunnel website, Pakenham/Cranbourne line users will save 15 minutes off a journey to Parkville and 25 minutes off a journey to St Kilda Road.

Sunbury line passengers will save 20 minutes off the journey to Parkville.  Every other line has a <a href="https://metrotunnel.vic.gov.au/about-the-project/benefits-for-your-train-line">time-saving estimate</a> and the savings will be made possible through the interchange at either Flinders Street-Town Hall or Melbourne Central-State Library once the metro tunnel opens.

Melbourne's Metro Tunnel HQ opens with interactive learning centre

Developer GURNER™ Group has revealed $1.65 billion in residential sales nationally across the 12 months to December 2025, driven largely by the continued momentum of its Docklands wellness-focused precinct, Elysium Fields.

The sales result was generated across seven projects in Victoria and New South Wales, headlined by Elysium Fields, GURNER™’s $2.75 billion mixed-use precinct planned for Harbour Esplanade in Docklands.

Gurner said the company’s experience through its Saint Haven wellness clubs had directly informed the residential offering now being incorporated into Elysium Fields.

Within the first tower, Helios, residents will also have access to a dedicated amenity offering known as the Sky Private Club.

The upper 15 levels of the building will include private lounges, dining spaces, rooftop amenities and optional private wellness studios integrated within residences.

The Helios tower itself comprises 260 apartments ranging between 60 sqm and 300 sqm, including a collection of penthouses.

That includes a planned two-storey penthouse spanning around 600 sqm with uninterrupted bay views.

The Elysium Fields precinct is being delivered in partnership with Digital Harbour Holdings, a consortium that includes the Liberman family, which controls the development rights across the Docklands site.

Elysium Fields drive Gurner to $1.65 billion in apartment sales over 2025

National Australia Bank (NAB) will fund <a href="https://www.apartments.com.au/new-apartments/palmera-residences-gold-coast-18-garfield-terrace-surfers-paradise-qld-4217">Palmera</a>, a $1 billion, 52-level luxury residential tower being developed by Central Equity in one of the Gold Coast’s most tightly held coastal locations at Northcliffe.

The project, launched recently by <a href="https://www.apartments.com.au/developers/central-equity">Central Equity</a>, one of Victoria’s largest private residential developers, comes at a time when construction funding for large residential developments has become increasingly competitive as lenders tighten exposure to the sector.

Multiplex has been appointed the builder, and construction is now underway.

Since its first project, Central Equity has delivered more than 85 residential developments with a combined end value exceeding $8 billion.

Palmera reflects Central Equity’s growing focus on the Gold Coast luxury apartment market and continues a relationship between Central Equity and NAB that dates back to the late 1980s, when the bank funded one of Melbourne’s earliest inner-city residential towers at a time when high-rise apartment living in the CBD was largely unproven.

“NAB’s funding of Central Equity’s $36 million CBD development in the late 1980’s to the financing of the billion-dollar tower today highlights the long-term relationship between the two organisations in delivering major residential projects” said Central Equity Founder and Chairman Eddie Kutner.

Central Equity was established in 1987 when Melbourne’s CBD and Southbank precinct were still dominated by warehouses and commercial buildings. Fewer than 100 residents lived in Southbank at the time, and large-scale residential development in the inner city was not widely considered.

Recognising changing demographics and lifestyle preferences, the company began developing high-rise residential projects designed to bring permanent residents into the city centre.

NAB funds $1 billion Surfers Paradise apartment development, Palmera

Two years after completing one of the newest developments in North Sydney, developer <a href="https://www.apartments.com.au/developers/aqualand-australia">Aqualand</a> is turning its attention to the rapidly evolving St Leonards apartment market.

The developer, which completed AURA by Aqualand on North Sydney's Walker Street, has lodged plans for a 5,918 sqm site at <a href="https://www.apartments.com.au/new-apartments/33-37-herbert-street-st-leonards-nsw-2065">33-37 Herbert Street, St Leonards,</a> seeking approval for a pair of residential towers rising above a shared podium opposite Royal North Shore Hospital.

The proposal forms part of the broader transformation underway across the St Leonards-Crows Nest precinct, where former industrial and commercial sites are increasingly being redeveloped into high-density mixed-use projects tied to major transport infrastructure.

According to the planning documents, the site sits “within the St Leonards–Crows Nest Strategic Centre, identified by the NSW Government as a key area for accommodating future jobs and housing across Sydney.”

The proposal has been designed by fjcstudio, formerly FJMT Studio, and is being progressed through the State Significant Development pathway due to its scale and affordable housing provision.

The scheme would comprise 413 apartments, including 46 affordable housing units, alongside retail and commercial uses fronting Herbert Street. The project would also include communal open space, landscaping, a swimming pool, gymnasium, children’s play areas and podium-level resident amenities.

Planning documents show the development would consist of a part-13, part-39 storey tower form positioned above a four-storey podium.

“The development comprises a unified podium that activates the street interface, and two setback towers to accommodate new housing supply while maintaining an appropriate human scale at ground level,” fjcstudio noted in its Design Report.

The northern and southern towers have been shaped to respond to the surrounding skyline while also limiting overshadowing impacts to nearby public open space, particularly Talus Reserve.

The design report said the differing tower heights were intended to “contribute to a varied skyline while responding to the surrounding built form context and solar access considerations.”

The site sits directly opposite Royal North Shore Hospital and within walking distance of both St Leonards Station and the new Crows Nest Metro station.

While the site itself sits just outside the formal Crows Nest Transport Oriented Development boundary, the planning documents repeatedly reference its alignment with the broader TOD objectives reshaping the Lower North Shore.

“The site is located adjacent to St Leonards Station and in close proximity to Crows Nest Metro which is within the Crows Nest Transit Orientated Development Accelerated Precinct which has been identified by the NSW Government to support housing delivery,” the Design Verification Statement noted.

According to fjcstudio, the project has been designed to respond to the broader transition occurring across St Leonards, where increasing residential density is being concentrated around transport infrastructure and employment hubs.

“The broader precinct is undergoing significant change, with a mix of existing mid-rise buildings and newer high-density developments,” the report stated.

“Recent and approved projects indicate a consistent shift toward taller built form, typically organised as tower-and-podium typologies with more active ground levels.”

The proposal includes close to 6,000 sqm of retail and commercial space across the ground floor and podium levels, designed to create a more activated street edge along Herbert Street.

Aqualand’s plans would also introduce a landscaped podium shared between the two towers, with communal open space in the form of a podium rooftop designed to support resident interaction and improve urban greening outcomes. The scheme would also introduce pocket parks at the northern and southern ends of the site, including a landscaped area at the corner of Herbert and Ella streets designed to improve pedestrian amenity and soften the streetscape.

The proposal is being progressed through the NSW Government’s Housing Delivery Authority pathway, which was introduced to accelerate housing supply across the state. The application was declared State Significant Development in April 2025 following an expression of interest process.

St Leonards has been particularly active with new developments in recent weeks. Developer SP Setia’s <a href="https://www.apartments.com.au/news/nsw/first-look-sp-setia-targets-st-leonards-skyline-with-40-storey-tod-tower">plans for a new 42-storey tower</a> recently went on exhibition through the same pathway, while <a href="https://www.apartments.com.au/news/nsw/first-look-stockland-plans-52-storey-538-apartment-st-leonards-tower">Stockland’s 52-storey tower proposal</a> was also recently unveiled.

Aside from the St Leonards project, which is expected to take around nine months to move through the approvals process ahead of a potential 2027 launch, Aqualand is also preparing to launch Boronia, a new apartment project in Roseville comprising around 111 apartments on Larkin Street.

The developer also has approvals in place for the next stage of the Barangaroo precinct, which will feature new residential, retail, hospitality and community uses, alongside a new metro entry across the five-hectare site.

More than 50 new retail destinations are planned for Central Barangaroo, alongside a 270-metre-long boulevard connecting Hickson Park to Nawi Cove. Together with Harbour Park, more than 50 per cent of the precinct will comprise public open space and parkland.

The Marlborough House proposal, lodged for the <a href="https://www.apartments.com.au/new-apartments/marlborough-house-47-97-marlborough-street-surry-hills-nsw-2010">47-97 Marlborough Street</a> site, would see the adaptive reuse of the heritage-listed warehouse building alongside the construction of new residential additions and a separate apartment building on the northern portion of the site.

The proposal seeks approval for 172 apartments across three buildings, including 15 per cent affordable housing managed by a community housing provider for at least 15 years from occupation.

The redevelopment is planned for the prominent 3,413 sqm site bounded by Marlborough Street, Goodlet Street and Lansdowne Street, directly opposite Eddie Ward Park and around 200 metres from the Surry Hills light rail stop.

Time &amp; Place acquired the former David Jones building in 2024, marking the first time the property had changed hands in around 50 years.

Designed by Wardle, the proposal centres around the adaptive reuse of the former David Jones factory, originally constructed between 1913 and 1935 in the Inter-War Chicagoesque architectural style.

Wardle noted in its Architectural Design Report that the building “occupies a significant place in the industrial and cultural history of Surry Hills” and at its peak was “the largest department store manufacturing facility in Australia, employing over 800 people and fuelling the growth of Sydney’s fashion and retail industries.”

The practice said the project positions itself “not as an isolated intervention, but as a contributor to the civic, social, and architectural grain of the precinct.”

The proposal would deliver 75 apartments within the retained southern heritage building, 59 apartments within the central addition, and a further 38 apartments within the new northern building fronting Lansdowne Street.

Planning documents show the scheme would comprise a mix of heritage apartments, new-build apartments, townhouses and penthouses.

The development would also include a ground-floor retail tenancy on the corner of Marlborough and Lansdowne streets, rooftop communal open space, a landscaped pedestrian link along the western edge of the site, and basement parking accessed from Lansdowne Street via a car stacker system.

The scheme emerged from a competitive design process run by Urbis, with Wardle ultimately selected as the winning architect ahead of FJC Studio, TZG, Architectus and Wilkinson Eyre.

The Design Integrity Panel later described several aspects of the Wardle scheme as fundamental to the project, including “the stepped character of the new addition to the north of the site”, the landscaped western pedestrian link, and the “garden arrival” experience separating the original Marlborough House from the heritage addition.

Wardle’s design heavily references the site’s industrial and heritage history, while also responding to the surrounding Surry Hills streetscape.

The Architectural Design Report describes Surry Hills as “a finely grained neighbourhood with beautiful and expressive brickworks throughout the suburb,” with the proposal introducing a material palette intended to sit comfortably alongside the existing warehouse fabric and neighbouring terraces.

The report also outlines the project’s relationship with Eddie Ward Park and the broader landscape context of the area.

“Marlborough House occupies a site of deep cultural memory and the neighbouring Eddie Ward Park is of local ecological significance, where natural systems, topography, and stories have long shaped human experience,” Wardle noted in the report.

The architects said the proposal sought to “rebind built form to Country” through landscape, materiality and the adaptive reuse of the heritage structure.

The project is also being progressed under the NSW Government’s in-fill affordable housing provisions, allowing developments that include affordable housing to access additional height and floor space incentives.

Under the plans, 2,593 sqm of the project’s floor space would be dedicated to affordable housing, slightly exceeding the required 15 per cent threshold.

In its Design Excellence Strategy, Urbis said the project aimed to “sensitively adapt and enhance the heritage-listed building on site through alterations and additions that preserve its historical significance” while delivering “high-quality market and infill affordable housing development in Surry Hills.”

Time &amp; Place has been one of the most active developers nationally in the last 12 to 24 months. Late last year they completed&nbsp;The Queensbridge in&nbsp;<a href="https://www.apartments.com.au/developments/southbank-vic-3006">Southbank</a>, a mixed-use tower with 353 apartments and a hotel. They are currently selling Park Modern, 246 apartments near the famous Botanic Gardens in&nbsp;<a href="https://www.apartments.com.au/developments/south-melbourne-vic-3205">South Melbourne</a>, and have future projects, <a href="https://www.apartments.com.au/new-apartments/the-wilmot-173-burke-road-28-hope-street-glen-iris-vic-3146">The Wilmot</a>&nbsp;in&nbsp;<a href="https://www.apartments.com.au/new-apartments/glen-iris-vic-3146">Glen Iris</a>, the redevelopment of the Northcote Plaza, and another tower in South Melbourne.

The developer broke into Sydney just a few years ago with Two Tides in Manly. They have another project nearby, which is at the ultra-luxury end of the market on&nbsp;<a href="https://www.apartments.com.au/buildings/shoreline-manly-beach-89-90-north-steyne-manly">North Steyne</a>, fronting the beach.

It is also continuing to work through the <a href="https://www.apartments.com.au/news/nsw/first-look-time-place-settles-on-design-for-the-chimes-potts-point-redevelopment">redevelopment of The Chimes building</a> on Macleay Street in&nbsp;<a href="https://www.apartments.com.au/developments/potts-point-nsw-2011">Potts Point</a>, as well as a project on <a href="https://www.apartments.com.au/news/nsw/time-place-to-take-on-mosman-apartment-market">Mosman's Redan Street</a>.

First look: Time & Place unveils Marlborough House redevelopment designs for former David Jones warehouse in Surry Hills

The residential transformation of St Kilda Road is set to continue into with more new apartment plans for the sought-after boulevard.

Wing Tai Asia has lodged plans for a major residential tower at 464-466 St Kilda Road, replacing the former VACC House with an 18-storey mixed-use development designed around a retained heritage podium and a sculpted contemporary tower.

The proposal, prepared under Victoria’s Significant Residential Development with Affordable Housing pathway, would deliver 325 apartments and ground-floor retail across the prominent 4,653 sqm boulevard site in Melbourne’s St Kilda Road North Precinct.

The project centres on the adaptive reuse of the site’s heritage-listed VACC Building, an eight-storey office designed by Bernard Evans that has occupied the address for decades. Planning documents state the development would involve “carefully dismantling and conserving off-site the original metal fabric of the podium visible from St Kilda Road,” before reinstating it as the defining frontage of the new scheme.

Above the restored podium, Wing Tai is proposing a curvilinear residential tower. The scheme includes 172 one-bedroom apartments, 63 two-bedroom apartments, 66 three-bedroom apartments, and 24 four-bedroom apartments, alongside two ground-floor food and beverage tenancies fronting St Kilda Road.

The tower has been designed with substantial articulation and variable setbacks to minimise perceived bulk and maintain view corridors along the boulevard. Urbis, which prepared the planning report, said the design “has been significantly articulated through a curvilinear design” with “an interplay with materials, façade expression and depth” to create visual separation and visual interest.

The proposal also includes 254 basement car spaces, landscaped pedestrian links connecting St Kilda Road and Queens Lane, and a biophilic landscape strategy featuring canopy trees, raised planters, cascading greenery and a glass oculus pool overlooking the eastern frontage.

Planning documents confirm the $270.1 million development will contribute 3 per cent of project costs to the Social Housing Growth Fund as part of the application process.

Wing Tai acquired the St Kilda Road property in 2018 alongside Abacus Property Group for $95.38 million, before later consolidating ownership of the site. The property previously served as the Victorian Automobile Chamber of Commerce headquarters for around 60 years.

The transformation of the St Kilda Rd boulevard is already beginning to materialise, with a number of high-profile projects recently completed, launched, or approaching launch as developers continue to back the long-term appeal of the precinct.

Among the most notable recent completions is Louise by Samuel Property Group, just off the strip on Queens Lane, the same pocket Hirsch &amp; Faigen recently launched The Queensbury. Mirvac is too on the same street with The Albertine, which is approaching completion.

Dexus recently secured approval for its slice of St Kilda Road, while Gurner also has approved plans for the precinct.
