National residential property listings surprisingly decreased in June, by one percent, figures released by SQM Research have showed.
Listing were down from 304,137 in May 2020 to 301,140 in June.
Listing were down 7.5 per cent compared to this time last year.
Most capital cities experienced decreases in property listings over the month except for Melbourne and Perth, whilst Brisbane remained steady.
The largest listings decrease was in Hobart at 7.5% followed by Canberra by 5.7% and Darwin 5.3%. Sydney’s listings only decreased by 1.6%.
Melbourne and Perth were the only capital cities to record increases in listings, 2.7% and 0.4% respectively.
Year-on-year listings show more significant declines for nearly all capital cities with Darwin recording a high 22.2% decline, followed by Perth with a 15.4% decline. Melbourne however bucked the trend and increased listings by 10.2% this time last year.

Louis Christopher, Managing Director of SQM Research said, “It is not unusual for listings to decrease in June as it is the start of the colder winter months."
There was a solid increase in new listings. Indeed, we have more new listings on the market compared to this time last year."
"Listings that were coming up to 90 days dropped the most, indicating that some of the older stock had either been withdrawn or was selling during June."
"Overall, these numbers on their own would indicate fairly normal activity in the housing market. Of course, we know that conditions are far from normal. And this is illustrated in the fall in vendor asking prices for the month.”
Asking Prices
Capital City average asking prices decreased by 0.8% for houses and 0.4% for units, over the month to 30thJune 2020. Unit asking prices are now at $571,000 and houses $989,100.
Compared to a year ago, the capital city asking prices posted increases of 8.8% for houses and 1.3% increase for units.
Over the month, most capital cities recorded marginal asking price increases however Sydney’s asking prices continue to decline to now record declines of 0.9% for houses and 1.3% for units. Melbourne recorded a 1.5% decrease in house prices but units increased by 0.7%
Strongest monthly growth was seen in Hobart’s unit prices with a 3.1% increase, followed by Perth’s house prices which had a 1.3% price increase.
Year on year, Darwin experienced declines in house and unit prices, 0.6% and 2.8% respectively, and Perth experienced declines in unit prices only of 1.3%. Sydney recorded an 11.5% increase in house price growth and a small decline of 0.1% for units this time last year whilst Melbourne recorded 9.9% increase in houses and a 5.4% increase for units.
All other capital cities recorded growth this time last year with Hobart recording a huge 19.8% house price growth and 10.4% unit price growth, this time last year.

Residential property listings fell in June: SQM Research

St George is set to waiver LMI charges for owner-occupier first home loans on principal and interest repayments, with a maximum loan size of $850,000 on a $1 million property.
St George Bank has slashed its lenders mortgage insurance (LMI) charges to just $1 for qualified first home buyers borrowing up to 85 per cent of the property value.
On the maximum mortgage amount, the first home buyers would need to come up with a $150,000 deposit to avoid paying a one-off LMI fee of $21,465.
LMI is generally needed when home buyers have less than 20 per cent deposit, as an insurance cover that protects the bank if borrowers default on their mortgages.

St.George general manager Ross Miller said their research shows one of the biggest hurdles for first homebuyers to overcome is the time it takes to save for a deposit, despite being in the financial position to make home loan repayments. 
“We are seeing many pain points experienced along that savings journey, including giving up holidays, reducing entertainment expenses, having to move back home with parents, moving in with friends or even leaning on family members to help top-up savings", Miller added.
“By reducing the expense of Lenders Mortgage Insurance, first time purchasers may be able to afford a property that meets their needs sooner and save thousands of dollars.” 
St.George research showed one in every 10 Australians looking to buy a home are doing so for the first time and that the COVID-19 pandemic has made one third of Australians want to save for that goal quicker. 
“Australians have spent more time at home than ever before during the COVID-19 restrictions, and we are seeing a bigger trend in how the nation is re-evaluating their current living situation. For example, three quarters of people would now prefer to live in a house over an apartment,” Miller said.

The valuation firm took a look at how a budget of $700,000 could be invested in property markets across the nation.

 Recent figures show that the median unit price for the CBD, Southbank and Docklands were $480,000, $575,000 and $609,000 respectively. It is truly a buyer’s and renter’s market for those looking in these areas, the report noted.

"We are also seeing quite a number of nomination sales in the CBD market," the valuation firm said. 
 A nomination/nominee sale is when someone who has purchased a property can transfer to another purchaser or nominee prior to settlement. 
When a purchaser cannot settle, the purchasers will be given the opportunity to find a new purchaser to have the contract transferred in their name and finalise the settlement. 
This generally happens due to the buyer not having access to funds to settle (mostly due to banks not approving loans or other government restrictions for capital outflow). 
"With Coronavirus also impacting the rental market, purchasers of these properties have less incentive to settle on these apartments, which will also result in them forfeiting their original deposits," the valuation firm said.

What a lazy $700,000 can buy in Melbourne CBD: HTW residential

New research on disadvantage in Australia has found the gap between rich and poor is very wide in Sydney, while much of Queensland struggles with educational disadvantage and regional NSW and Victoria are both more disadvantaged when it comes to health.
Previous research on poverty has placed a heavy emphasis on income and economic outcomes at a given point in time. But disadvantage often goes beyond just economic factors. It’s also necessary to analyse the educational, health and social inequities in society to get a more accurate understanding of disadvantage.
At the core of our new research, published in our <a href="https://mappingthepotential.cssa.org.au/index.php/about/" target="_blank">Mapping the Potential report</a>, is the idea that disadvantage in Australia is more varied and complex than many people may think.
How we conducted our research
This research, conducted by the ANU Centre for Social Research and Methods and commissioned by Catholic Social Services Australia, expands on the socioeconomic indexes produced by the Australian Bureau of Statistics by adding more detailed variables across health, education, social and economic domains.
We also incorporated a “persistence” element to disadvantage – in that, disadvantage isn’t tied to a singular point in time, but persists for a longer period.
In our research, disadvantage was data-driven. And to quantify disadvantage, we chose variables that were generally considered relevant for each area. For economic disadvantage, for instance, we looked at low incomes, low-skilled jobs and unemployment. Areas with a large share of people with these characteristics tended to be more disadvantaged.
Health disadvantage was based on various chronic health conditions, such as diabetes, heart and circulatory conditions, and obesity.
Educational disadvantage focused on levels of educational attainment and child educational disadvantage - both cognitive and physical development. We used data from the <a href="https://www.education.gov.au/australian-early-development-census#:%7E:text=The%20Australian%20Early%20Development%20Census,in%20the%20community%2C%20not%20individuals." target="_blank">Australian Educational Development Census</a> to gauge this.
Social disadvantage was less clearly defined. We focused on variables that contribute to <a href="https://www.oecd.org/insights/37966934.pdf" target="_blank">social capital</a>, or the interpersonal networks that help a society function effectively. Regions with social disadvantage, for example, tended to have low rates of volunteering, internet connection and social cohesion.
Geographically, we analysed these variables at the <a href="https://www.abs.gov.au/websitedbs/D3310114.nsf/home/Australian+Statistical+Geography+Standard+(ASGS)" target="_blank">SA2 level</a> (areas comprised roughly of suburbs and towns) across Australia. We then aggregated the results to the federal electorate level to avoid singling out and possibly stigmatising individual suburbs.
For comparison purposes, each index was standardised to an average score of 1,000 across all SA2s. Nearly all SA2s (95%) had a score between 800 (high disadvantaged) and 1,200 (low disadvantage).

To better understand differences between our major populations, we further aggregated our results to nine larger geographic entities: the five major capitals, the regional areas of NSW, Queensland and Victoria and a “catch all” remainder of Australia region. This last grouping was used due to the small number of electorates in some states and territories.
The most disadvantaged parts of Australia
The key finding of the report is there is considerable variation in the types of disadvantage experienced across Australia. Moreover, the types of disadvantage varied between locations, as well.
Australia’s most disadvantaged electorate overall was Hinkler in regional Queensland. Hinkler ranks poorly in three of the disadvantage domains we tracked: health, economic and social.
Australia’s least disadvantaged electorate is North Sydney.

When we looked at each type of disadvantage individually, we found that electorates had very different needs.
From an economic perspective, for example, our most disadvantaged electorate is Blaxland in Western Sydney. Our most disadvantaged health electorate is Braddon in regional Tasmania.
The most disadvantaged educationally was Spence in the northern suburbs of Adelaide. Socially, the most disadvantaged electorate was Parkes in regional NSW.

When comparing the larger regions in our report, we found Adelaide faces the most disadvantage overall, while Sydney and Perth have, on average, the least overall disadvantage.
Even the best-performing regions have pockets of high disadvantage. For example, while Sydney has a relatively strong overall result, it also has the most economically disadvantaged electorate in Australia (Blaxland) and several suburbs with scores below 800.
The research also shows the vast disparities between urban and regional areas in Australia. For example, according to our data, nearly the whole of regional NSW is considered disadvantaged. In contrast, the inner suburbs of Sydney are much better-off.

Most concerning was the deep level of disadvantage found in predominantly Indigenous communities, mostly in the Northern Territory. The electorate of Lingiari, for instance, has a marked split between the relatively advantaged suburbs around Darwin and the deeply disadvantaged areas outside the city.
We also found a number of electorates in coastal NSW, Queensland and Tasmania with significant health disadvantage. This is concerning given the threat of future outbreaks of COVID-19.
Why this data matters
The indexes remind us that despite nearly 30 years of continued economic growth in Australia, prosperity has not come to all parts of the country. Nor is economic advantage necessarily an indication of other facets of well-being, such as educational or health equality.
This data is important because it can help non-profit organisations make better-informed decisions on where and how to allocate future resources and investments.
It will also help governments at all levels gain a deeper understanding of the types of disadvantage that exist within regions and how their programs and other methods of assistance – both financial or non-financial – can be most effective.

Where are the most disadvantaged parts of Australia? New research shows it's not just income that matters

The stated purpose of the Morrison government’s HomeBuilder program is to stimulate the economy and create construction jobs during the COVID-19 pandemic.
Our research shows home improvements could do much more than just add capital value and a spare room. They can also restore or maintain a person’s ability to live independently – whether they are older, have a disability, are unwell or have been injured.
In other words, these home improvements could transform life for any one of us at some point in our lives. They greatly improve people’s well-being and reduce dependence on carers. This affects a great many people – including <a href="https://www.aihw.gov.au/reports/australias-welfare/aged-care" target="_blank">nearly a million</a>who receive some form of aged care in their own home.

Our study of 157 people receiving community care found home modifications reduced the overall hours of care they required by 42%. Their quality of life (measured as <a href="https://www.cdc.gov/hrqol/concept.htm" target="_blank">health-related quality of life</a>) improved by 40%.
By reducing care needs and costs, and increasing independence and well-being, home modifications lead to a multitude of government, community and personal benefits. These include lowering the risk of COVID-19 transmission that providing and receiving personal care entails.
<h2>What do home modifications involve?</h2>
<a href="https://www.ndis.gov.au/participants/home-equipment-and-supports/home-modifications-explained" target="_blank">Home modifications</a> specifically help residents to live safely and independently in their own homes.
The range of possible renovations is diverse, so costs vary widely. Minor modifications might be installing a grab rail in a bathroom to aid stability, or levelling a step at a front door. A major modification could install a ramp or a lift, widen door frames or provide a new bathroom.
Modifications must be tailored to individual needs, as no “one size fits all” – just like every home renovation.
<h2>Enabling greater independence for longer</h2>
My research measures how home modifications directly influence the amount of care needed to live, and continue living, at home.
The study included 157 Australians aged from 15 to 92 who received community care. Some had arthritis, cancer or a motorcycle injury. Others were born with a disability. All required care in their home.
Hours of care for participants (most of it unpaid care by family and friends) were compared before and after home modifications. The changes liberated them. Home modifications reduced or eliminated their need for help, restored their confidence in caring for themselves and reduced carer stress.
As people’s confidence grew, they were happier to venture out into the broader community. Importantly, relationships improved.
<h2>Stories of lives transformed</h2>
Simple home modifications meant David* no longer had to help his mother shower as she could safely do that herself. His mother was saved the embarrassment of her son being involved in what is normally a private activity. Instead, they could enjoy each other’s company with regular activities like shopping and having afternoon tea together.
Ravi* had a spinal injury as a result of an accident. He was glad to be back at home but was sleeping in a converted sunroom at street level because he couldn’t get to his bedroom upstairs. The only bathroom for showering was a small ensuite, up three stairs.
The house was not suitable for a wheelchair, so his wife had to help him get around their home. The effort required to take care of basic daily living activities left them too exhausted to even think about going out.
An accessible bathroom with a hand-held shower was installed, as well as a ramp at the home entrance. Not only was Ravi able to shower independently again, but he and his wife also regained their energy and interest in going out. He attributed home modifications to enabling them to go to the movies and a restaurant for the first time in the three years after the accident.

Genevieve* needed to go to the toilet often at night, but was unsteady on her feet. She had to wake her husband to escort her safely to the bathroom. Installing handrails from the bedroom to the bathroom, as well as reconfiguring the bathroom, meant she could safely take herself to the toilet at night.
Now that he was getting a good night’s sleep, her husband also expressed relief that he was able to continue his full-time job – he had thought he would have to give it up.
<h2>People regain choice about where they live</h2>
The design of a house can be the single reason that forces a person into an aged care home. A bathroom, kitchen, entrance and exit, as well as how rooms connect, can all dictate whether a person lives independently in later life.
Research shows how home modifications reduce fall risks. Think about an older bathroom where the shower has a hob or is over a bath. Such features commonly lead to falls, which can dramatically shorten lives or send us straight from hospital into residential aged care.
Of all the home modifications, my research showed those in the bathroom were most central to reducing dependence on others. They provided the freedom to shower and use the toilet without help.

For example, Heath* was 72 with a few overlapping health conditions. He had lost confidence using his shower and toilet on his own. His daughter, who lived five hours’ drive away, was convinced he would fall if he remained at home.
But Heath didn’t want someone coming in to help him shower. He absolutely did not want to go into a nursing home. Home modifications meant he could sit while showering independently and use grab rails to get in and out safely.

The ability to take care of our own bathroom needs during a pandemic is particularly critical. The close proximity required to <a href="https://www.health.gov.au/news/health-alerts/novel-coronavirus-2019-ncov-health-alert/advice-for-people-at-risk-of-coronavirus-covid-19/coronavirus-covid-19-advice-for-people-in-aged-care-facilities" target="_blank">receive</a> and <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2020-05-27/disability-workers-caring-for-coronavirus-patients-want-pay-rise/12286278" target="_blank">provide</a> care has been well documented. Who knows how much home modifications have helped to curb the spread of COVID-19 to people most vulnerable to it?
Australia is managing a pandemic while <a href="https://www.ndis.gov.au/understanding/ndis-each-state" target="_blank">rolling out the National Disability Insurance Scheme</a> (NDIS) and <a href="https://agedcare.royalcommission.gov.au/" target="_blank">reforming aged care</a> in the context of a <a href="https://theconversation.com/census-2016-reveals-australia-is-becoming-much-more-diverse-but-can-we-trust-the-data-79835" target="_blank">diverse</a> and <a href="https://www.abs.gov.au/ausstats/abs@.nsf/0/1CD2B1952AFC5E7ACA257298000F2E76?OpenDocument" target="_blank">ageing</a> population.
This research into home modifications highlights why renovations could be so much more than a new pool, kitchen island or cinema room. The government has a golden opportunity to reform HomeBuilder and encourage take-up of grants for home modifications. It would be a win for both tradies and the many Australians who may need help to stay at home.

A piece of Sydney maritime history available at the auction of 20 Market Street built by 1910s Drummoyne ferry master, Captain George Gerdes.
Captain Gerdes and his wife Emma built the house around 1912 for their family of seven girls and two boys. Now the house that once belonged to the Gerdes family is set to go to auction on August 1 through Fiona Hellams of Ray White Drummoyne.
Ms Hellams said the historical aspect of the home and recently done renovations make it hard to put a price on the house.
“There is limited stock on the market in Drummoyne at the moment and nothing that is comparable to this house so it’s difficult to give out a price guide,” Ms Hellams said.
“We have chosen to take it to auction so we can get the most transparent indication of what this property is worth and the best the market has to offer.
Current owners Mark and Elaine Dyson have overseen considerable renovations since being built in the early 20th century.
The Dyson’s renovations earned the Drummoyne property an award in 2007 from The Master Builders Association for Excellence in Housing Awards in New South Wales.
The original dormitory was divided and converted into a large federation style bathroom and a sitting room or guest bedroom while the formal lounge became a large bedroom. The house was also extended and opened up to allow light and a visual connection to the garden with flowing indoor and outdoor living areas.
Recycled timber was sourced to match the wide Baltic pine floorboards, along with a 150 year old ironbark timber structural support column.
The upper level was designed to match the streetscape architecture of the existing house, whilst creating a large, light and airy space to accommodate the master bedroom, ensuite, open dressing area and parent’s retreat. The front balcony also extended the view from the house across Centre Point Tower, Sydney CBD and Callan Park.

Both in the design industry, Ms Dyson said when it came to redesigning their home the couple really wanted to keep the integrity of the original house without doing a federation reproduction.   “The additions had to pay homage to the original house so we kept the high skirting boards and the original flooring as well as sourcing baltic pine floorboards because I wanted the flooring to flow to the new part of the house,” Ms Dyson said. “When we renovated the house we wanted to bring in a modern look and not completely ignore that it is an old house but keep those architectural details without making it a blank box. “We opened up the back of the house as well to let the sunlight come in. I do love the back of the house because it has this lovely flow from indoor to outdoor and it gets sun all year round.” While stock is low, Ms Hellams said the Drummoyne area has been popular with buyers looking for an inner city, family friendly area without the price tag.  “The house is in such a beautiful location, it’s only about 6 kms from the city in a very family orientated spot and because it’s got a lot of space for a family that’s the segment of the market we are expecting to see interest from,” Ms Hellams said.  “We’re over the bridge, a bit further away than Balmain from the city centre but a lot of inner city buyers are starting to look at Drummoyne more closely. “We’re getting a few out of area buyers as well, they are probably seeing Drummoyne as representing good value for money right now with a bit of extra space added in. “We’re seeing a lot of buoyancy for buyers and there’s a lot looking at the moment so demand is high.”

Historic Drummoyne ferry master’s 1912 home on the market

The past month has seen a number of restrictions being eased which has seen activity begin to increase in the Sydney market, according to the latest Herron Todd White (HTW) residential report. 
The valuation firm took a look at how a budget of $700,000 could be invested in property markets across the nation. 
The report notes auction numbers have steadily increased and the number of auctions is now in line with the same period last year when the market was beginning its recovery from the previous downturn.
Clearance rates are tracking above this time last year but are still below those being achieved in February and March prior to the COVID-19 lockdowns.
Despite activity increasing, according to CoreLogic the number of new properties listed for sale is down 6.6 per cent on this time last year, while the number of total listings is down 21.2 per cent. 
"This lack of stock is likely insulating prices somewhat, although we are now seeing the Sydney median price starting to decline, down 0.3 per cent in the week ending 21 June and down 0.8 per cent in the month ending at that date," the valuation firm said.

"We are still seeing some strong results in the market with quality product still generally performing quite well," the valuation firm added. 
The lack of stock has seen quality homes continue to do well in the COVID-19 property market. 
Pagewood, located eight kilometres from the Sydney CBD, has seen strong results with two suburb records in May. 
A dwelling at 24 Macarthur Avenue, Pagewood sold for the suburb record of $3.15 million and a brand new duplex at<a href="https://www.realestate.com.au/sold/property-house-nsw-pagewood-133173110" target="_blank"> 58a Ocean Street, Pagewood</a> (pictured above) sold for $2.17 million.
 Local agents are also taking advantage of their buyer database which in one case led to an off market sale of 138 Bay Street, Pagewood for $2.625 million.
Another record sale of $2.205 million was recorded in Beaumont Hills for<a href="https://www.realestate.com.au/sold/property-house-nsw-beaumont+hills-133062354" target="_blank"> 37 Guardian Avenue</a> (pictured below).

In the prestige space, above $5 million, the limited number of transactions has made it difficult to ascertain how this market is performing since the COVID-19 lockdowns, the report noted. 
A recent Vaucluse sale of a modest single level home, set slightly back from the water with expansive harbour views towards the city and Harbour Bridge, may be a sign of the market having softened. 
The property just sold for $10.9 million in June, having previously sold just under 12 months ago for $11.8 million according to CoreLogic.

Sydney market sees increasing auction numbers: HTW residential

The Pelican Waters marina precinct has been granted official council approval, setting the world class project on course for a late-2020 launch date.
Representing the first project of its kind in decades for Southern Queensland, the multi-million dollar development will encompass a fully-functioning marina and boatyard, dry stacker with 160 spaces for boats up to 10m long plus 125 wet berths catering for vessels up to 13m.

Pelican Waters Marina officially launched

Facial recognition technology is increasingly being trialled and deployed around Australia.
Queensland and Western Australia are reportedly already using real-time facial recognition through CCTV cameras. 7-Eleven Australia is also deploying facial recognition technology in its 700 stores nationwide for what it says is customer feedback.
And Australian police are <a href="https://theconversation.com/australian-police-are-using-the-clearview-ai-facial-recognition-system-with-no-accountability-132667" target="_blank">reportedly using</a>a facial recognition system that allows them to identify members of the public from online photographs.
Facial recognition technology has a somewhat nefarious reputation in some police states and non-democratic countries. It has been used by the police in China to identify anti-Beijing protesters in <a href="https://www.nytimes.com/2019/07/26/technology/hong-kong-protests-facial-recognition-surveillance" target="_blank">Hong Kong</a> and monitor members of the <a href="https://www.theguardian.com/news/2019/apr/11/china-hi-tech-war-on-muslim-minority-xinjiang-uighurs-surveillance-face-recognition" target="_blank">Uighur minority</a> in Xinjiang.
With the spread of this technology in Australia and other democratic countries, there are important questions about the legal implications of scanning, storing and sharing facial images.
Use of technology by public entities
The use of facial recognition technology by immigration authorities (for example, in the channels at airports for people with electronic passports) and police departments is authorised by law and therefore subject to public scrutiny through parliamentary processes.
In a positive sign, the government’s proposed identity matching services laws are <a href="https://journals.sagepub.com/doi/full/10.1177/1037969X20920008" target="_blank">currently being scrutinised</a> by a parliamentary committee, which will address concerns over <a href="http://www.unswlawjournal.unsw.edu.au/article/who-owns-information-law-enforcement-information-sharing-as-a-case-study-in-conceptual-confusion/" target="_blank">data sharing</a> and the potential for people to be incorrectly identified.
Indeed, Australian Human Rights Commissioner Edward Santow recently <a href="https://www.smh.com.au/technology/harm-against-humans-rights-chief-warns-of-facial-recognition-threat-20200611-p551o6" target="_blank">sounded an alarm</a> over the lack of regulation in this area.
At the moment, there are not strong and clear enough legal protections in place to prevent the misuse of facial recognition in high stakes areas like policing or law enforcement.
Another specific concern with the legislation is that people’s data <a href="https://theconversation.com/why-the-governments-proposed-facial-recognition-database-is-causing-such-alarm-125811" target="_blank">could be shared</a> between government agencies and private companies like telcos and banks.
How private operators work
Then there is the use of facial recognition technology by private companies, such as banks, telcos and even 7-Elevens.
Here, the first thing to determine is if the technology is being used on public or private land. A private landowner can do whatever it likes to protect itself, its wares and its occupants so long as <a href="https://www.propertyobserver.com.au/https://legal.thomsonreuters.com.au/the-law-of-private-security-in-australia-2nd-edition/productdetail/99342" target="_blank">it doesn’t break the law</a> (for example, by unlawful restraint or a discriminatory practice).
This would include allowing for the installation and monitoring of staff and visitors <a href="https://theconversation.com/cctv-who-can-watch-whom-under-the-law-63046" target="_blank">through facial recognition cameras</a>.
By contrast, on public land, any decision to deploy such tools must go through a more transparent decision-making process (say, a council meeting) where the public has an opportunity to respond.
This isn’t the case, however, for many “public” properties (such as sports fields, schools, universities, shopping centres and hospitals) that are privately owned or managed. As such, they can be <a href="https://theconversation.com/non-police-doing-police-type-work-operate-in-a-perilously-grey-area-of-law-53219" target="_blank">privately secured</a> through the use of guards monitoring CCTV cameras and other technologies.
Facial recognition is not the only surveillance tool available to these private operators. Others include iris and <a href="https://whatis.techtarget.com/definition/retina-scan" target="_blank">retina scanners</a>, <a href="https://www.sciencedaily.com/releases/2014/09/140916102000.htm" target="_blank">GIS profiling</a>, <a href="https://www.datasciencecentral.com/profiles/blogs/the-7-most-important-data-mining-techniques" target="_blank">internet data-mining</a> (which includes “<a href="/news">predictive analytics</a>,” that is, building a customer database on the strength of online behaviours), and “<a href="https://hbr.org/2019/01/neuromarketing-what-you-need-to-know" target="_blank">neuromarketing</a>” (the use of surveillance tools to capture a consumer’s attributes during purchases).
There’s more. Our technological wizardry also allows the private sector to store and retrieve huge amounts of customer data, including every purchase we make and the price we paid. And the major political parties have compiled <a href="https://www.aspg.org.au/wp-content/uploads/2017/09/02-Onselen-Errington-full.pdf" target="_blank">extensive private databanks</a> on the makeup of households and likely electoral preferences of their occupants.
Is it any wonder we have started to become <a href="https://papers.ssrn.com/sol3/papers.cfm?abstract_id=2524167" target="_blank">a little alarmed</a> by the reach of surveillance and data retention tools in our lives?
What’s currently allowed under the law
The law in this area is new and struggling to keep up with the pace of change. One thing is clear: the law does not prohibit even highly intrusive levels of surveillance by the private sector on private land in the absence of illegal conduct.
The most useful way of reviewing the legal principles in this space is to pose specific questions:
Can visitors be legally photographed and scanned when entering businesses?
The answer is yes where visitors have been warned of the presence of cameras and scanners by the use of signs. Remaining on the premises denotes implied consent to the conditions of entry.
Do people have any recourse if they don’t want their image taken?
No. The law does very little to protect those who may be upset by the obvious presence of a surveillance device on a door, ceiling or wall. The best option for anybody concerned about this is to leave the premises or not enter in the first place.
What about sharing images? Can private operators do whatever they like with them?
No. The sharing of electronic data is limited by what are referred to as the “<a href="https://www.oaic.gov.au/privacy/australian-privacy-principles-guidelines/" target="_blank">privacy principles</a>”, which govern the rights and obligations around the collection, use and sharing of personal information. These were extended to the private sector in 2001 by amendments to the Commonwealth <a href="https://www.austlii.edu.au/cgi-bin/viewdb/au/legis/cth/consol_act/pa1988108/" target="_blank">Privacy Act 1988</a>.
These privacy principles would certainly prohibit the sharing of images except, for example, if a store was requested by police to hand them over for investigation purposes.
Can private businesses legally store your image?
Yes, private or commercial enterprises can store images of people captured on their cameras in their own databases. A person can ask for the image to be disclosed to them (that is, to confirm it is held by the store and to see it) under the “privacy principles”. Few people would bother, though, since it’s unlikely they would know it even exists.
The privacy principles do, however, require the business to take reasonable steps to destroy the data or image (or ensure there is de-identification) once it is no longer needed.
What if facial recognition technology is used without warnings like signs?
If there is a demonstrable public interest in any type of covert surveillance (for example, to ensure patrons in casino gaming rooms are not cheating, or to ensure public safety in crowded walkways), and there is no evidence of, or potential for, misuse, then the law permits it.
However, it is <a href="https://theconversation.com/explainer-what-does-the-law-say-about-secret-recordings-and-the-public-interest-140731" target="_blank">not legal to film someone covertly</a> unless there is a public interest in doing so.
What does the future hold?
Any change to the laws in this area is a matter for our parliamentarians. They have been slow to respond given the difficulty of determining what is required.
It will not be easy to frame legislation that strikes the right balance between respecting individuals’ <a href="https://theconversation.com/animal-activists-v-private-landowners-what-does-the-law-say-110279" target="_blank">rights to privacy</a> and the desires of commercial entities to keep their stock, patrons and staff secure.
In the meantime, there are steps we can all take to safeguard our privacy. If you want to protect your image completely, don’t select a phone that switches on when you look at it, and don’t get a passport.

Facial recognition technology is expanding rapidly across Australia. Are our laws keeping pace?

Around 400 additional homes could be built at Southwark Grounds on Port Road, lifting total site capacity from 1300 to around 1700 dwellings.

A recently approved code amendment would allow apartment towers of up to 14 storeys in some areas of Renewal SA’s redevelopment of the former West End Brewery.

Renewal SA Acting Chief Executive Shane Wingard said he welcomed the code amendment, with the increase in heights and homes making a positive impact on the supply of high-quality, well-connected housing close to the city.

“By going higher across some parts of Southwark Grounds, we are adding a substantial number of very well-located homes with little impact on project delivery time or planned open space,” Mr Wingard said.

Since the project officially launched in 2025, Mr Wingard said more than 12,000 enquiries had been received about living at Southwark Grounds.

“The very strong early interest we’ve seen since homes were first released in the precinct reinforces our plans to create more housing opportunities,” he said.

The Southwark Grounds code amendment was launched in December last year, with community engagement undertaken over five weeks from January.

It proposed increasing maximum building heights from eight to 14 storeys on the eastern section of Southwark Grounds, and to 12 storeys across the remainder of the site, with minimum building heights ranging from two to four storeys.

The code amendment was implemented through an Early Commencement policy in late January, allowing developers to quickly explore the viability of increased height and housing yield while other planning processes continue.

One of the first developers delivering apartment sites have already finalised redesigns to increase the number of apartments following the code amendment.

Samaras’ development adjacent to the future Colonel Light Park is now planning to deliver 125 apartments across 11 storeys, significantly greater than original plans of around 50 apartments across four storeys.

The developer is also exploring the potential for additional affordable housing outcomes.

Most of the apartments at Southwark Grounds will be delivered within a master-planned precinct on a large parcel of land on the eastern portion of the site, covering around two-thirds of its 8.4 hectares.

Wingard said detailed precinct planning over the coming months may identify further opportunities to increase yield further that could see total apartment numbers at Southwark Grounds, exceed this number.

Affordable homes at Southwark Grounds will also see a net increase, with Renewal SA maintaining its commitment to a minimum of 20 per cent affordable housing across the development.

Civil works have begun across the site, with construction under way on the first new roads surrounding a townhouse precinct in the south‑west corner of Southwark Grounds. This includes Renewal SA’s 17 Founder’s Row homes, which are on track for completion by Christmas.

“We expect to have people living at Southwark Grounds by the end of the year, so delivering roads and public spaces for those residents is among our highest priorities.”

Construction of 40 townhouses off Anderson Street, known as West Village and being delivered by Contour, is forecast to begin in mid‑2026. Kolabb’s Anderson Lane development will follow shortly after, delivering a further 26 townhouses.

Southwark Grounds is a state government‑led urban renewal project now set to deliver around 1,700 homes over the next decade.

Homes will be supported by a supermarket, a range of retail and hospitality offerings anchored by a revitalised Walkerville Brew Tower, a childcare centre, car parking and well‑connected public spaces.

400 new homes planned for Adelaide's former West End Brewery site

Brisbane developer&nbsp;<a href="https://www.apartments.com.au/developers/cavcorp">Cavcorp</a> has lodged plans for a new mixed-use residential development at <a href="https://www.apartments.com.au/new-apartments/55-wyandra-street-teneriffe-qld-4005">55 Wyandra Street</a>, Teneriffe, anchored by an 85-metre public laneway designed to reconnect the suburb’s riverfront with the Gasworks precinct.

The buildings, known as Teneriffe House and Teneriffe Lane, would replace the existing Queensland Cotton head office site with a 15-storey residential tower transitioning to eight storeys toward Helen Street. The project has been designed by Plazibat Architects and lodged as a code assessable development application for 93 apartments across a 3,401 sqm mixed-use site within the Newstead and Teneriffe Waterfront neighbourhood plan.

Central to the scheme is the transformation of an existing service easement into a publicly accessible cross-block connection linking Wyandra and Helen Streets. Cavcorp says the new laneway will act as both a pedestrian shortcut and a landscaped civic space between the Teneriffe Riverwalk, ferry terminal, and Gasworks precinct.

“The revised proposal delivers a legacy public-realm cross-block link, permanently secured for community use, transforming an existing private easement into a safe, high-quality pedestrian connection between the Teneriffe heritage riverwalk and the Gasworks–Long Island precinct,” the planning report states.

The laneway will sit beneath a large subtropical loggia integrated into the podium levels of the development. The design incorporates deep landscaping, water gardens, lobby spaces, business lounges, and ground-floor apartments to create what Cavcorp describes as a climate-responsive “urban verandah.”

The tower itself has been designed as a slender form with recessed floorplates and curved translucent corners inspired by contemporary Japanese architecture. The building height aligns with the Commercial Road precinct controls, which permit towers up to 15 storeys within proximity to Longland Street.

The project will comprise a mix of larger-format apartments aimed at owner-occupiers, downsizers, and families. The proposed apartment mix includes 11 loggia apartments across the lower levels, 50 four-bedroom Sky-Terrace apartments from levels three to seven, and 32 Sky-Pool Homes occupying the upper tower levels. The Sky-Pool Homes will feature private thermal plunge pools integrated into oversized balconies.

According to the application, the apartments are intended to reinterpret the scale and character of Teneriffe’s woolstore conversions and Queensland homes within a vertical residential format.

“The sky-pool homes build on Cavcorp’s previous projects and introduce a distinct apartment typology to Teneriffe, informed by both local and international precedent and responding to an identified market demand for enhanced safety, space and amenity,” the planning submission notes.

A major focus of the proposal is its five-level wellness and lifestyle offering, extending from the basement through to the rooftop.

Amenities proposed include a rooftop Swim &amp; Racquet Club with a 25-metre Olympic lap pool and tennis court, coworking spaces and libraries, golf simulators, wine storage, concierge facilities, business lounges, pet wash areas, and rooftop longevity-focused wellness spaces with spas, outdoor fitness zones, and landscaped terraces.

All parking will be concealed within basement levels accessed from Wyandra and Helen Streets. Cavcorp says the deep-basement engineering approach allows the entire ground plane to prioritise landscaping, pedestrian movement, and active frontage rather than vehicle infrastructure.

The development continues Cavcorp’s concentration in Newstead and Teneriffe, where the Brisbane developer has delivered a number of apartment projects including Lucent, Le Bain, and Luminare, as well as the Long Island Wellness Precinct nearby. Several of those projects have received national design and architecture awards, including recognition under Brisbane’s “Buildings that Breathe” program.

Focus Group Investments has lodged plans for a new apartment development at <a href="https://www.apartments.com.au/new-apartments/64-70-hanover-street-fitzroy-vic-3065">64–70 Hanover Street</a> in Fitzroy, seeking to utilise the Victorian Government’s recently introduced Great Design Fast Track pathway to accelerate approvals for the project.

The proposal is among the latest developments to emerge through the state-led initiative, which was established to fast-track well-designed residential projects in activity centres and transport-connected inner-city locations. The pathway allows qualifying developments that meet elevated design and housing benchmarks to bypass traditional council planning timeframes and instead be assessed directly by the Department of Transport and Planning.

Designed by SJB, the development will comprise a mix of apartments above activated lower levels, with a strong focus on architectural articulation, landscaping, and communal amenity. The design response seeks to balance the industrial character of Richmond’s former warehouse precincts with a more contemporary residential form.

Proposed are 63 new dwellings, a wide ranging mix of studio, one-, two-, and three-bedroom apartments, and townhouses and duplexes. They will be spread across a part-three, part-eight storey building.

The Planning and Urban Context Report by Tract says the development is of an "exemplary architectural standard" and has been carefully crafted by SJB Architects.

"Dwellings&nbsp;will benefit from excellent access to natural light, cross-ventilation opportunities and extensive communal space," the report noted.

The architectural material highlights the project’s integration of landscaped elements and communal spaces throughout the building. The proposal also incorporates sustainability initiatives aligned with the Victorian Government’s push for higher-performing apartment developments under the fast-track program.

The Great Design Fast Track was unveiled by the Victorian Government in 2024 as part of a broader housing supply strategy aimed at accelerating the delivery of new homes. Projects assessed through the pathway must demonstrate high-quality architecture, sustainability outcomes, and housing diversity while being located close to public transport and existing infrastructure.

Focus Group, founder and led by Paul De Lutiis, is increasingly active across Melbourne’s inner suburbs, targeting well-connected urban renewal locations suited to medium and higher-density residential development. The Fitzroy proposal continues that strategy, leveraging the area’s strong transport links, established retail amenity, and proximity to the CBD.

Fitzroy has been one of the most popular spots for developers and buyers in recent years. The likes of PACE Development Group, SMA Projects, Crema Group and Chapter Group, currently selling projects in the suburb.

The Gold Coast Planning Committee has supported the preliminary approval for the Benowa Gardens Urban Village project following an extensive community consultation and assessment process.

The proposal will now proceed to a full council vote on June 2.

The application sought approval for a masterplanned urban village on the existing Benowa Gardens Shopping Centre site, combining new housing, retail, dining, health and lifestyle amenities within a walkable, integrated precinct.&nbsp;

The proposed redevelopment includes around 413 apartments integrated above a revitalised mixed-use centre featuring a full-line supermarket of 4,000 sqm, 6,000 sqm of specialty retail and dining space across around 30 retailers, a 7,000 sqm health and wellness precinct, and roughly 9,630 sqm of office and medical suites.&nbsp;

The broader masterplan also includes very significant traffic and transport improvements, wide pedestrian walkways, upgraded pedestrian and cycle connections, and enhanced public areas designed to create a more connected and walkable community environment.&nbsp;

Centre owner Patrick Lu said the milestone reflected months of detailed planning, technical assessment and ongoing communication with local residents, businesses, schools and stakeholders.

Lu said the proposal had evolved significantly through consultation and technical review, particularly around traffic, pedestrian and student safety and neighbourhood connectivity.&nbsp;

Melissa Griffin, Director at Urbis, said the recommendation recognised the strategic importance of delivering more housing and services within established urban areas already supported by infrastructure.

“This proposal represents the type of thoughtful, integrated growth that planning frameworks across South-East Queensland are encouraging,” Ms Griffin said.

“The project seeks to place housing, retail, healthcare and employment opportunities together in a highly accessible location close to schools, transport and existing services.

“Importantly, the process has involved significant technical assessment and community engagement to ensure local issues and feedback were properly considered throughout the planning pathway.”

Surfers Paradise is officially set for its first new residential development with a 45-storey skybridge connecting the two towers.

John Camilleri’s Celestino Developments has been given the green light by the Gold Coast City Council to develop its major beachfront precinct across its huge 4,000 sqm oceanfront site at <a href="https://www.apartments.com.au/new-apartments/63-79-garfield-terrace-surfers-paradise-qld-4217">63–79 Garfield Terrace</a>, just five months after its <a href="https://www.apartments.com.au/news/qld/first-look-exclusive-billionaire-winx-breeder-s-bold-two-tower-surfers-paradise-play-with-45th-storey-skybridge">submission in late 2025</a>.

The approved scheme will deliver two towers rising 55 and 48 storeys, connected by a skybridge positioned on level 45 that will house a range of resident-only wellness and entertainment spaces.

In its notice of approval, the Gold Coast City Council said the&nbsp;proposed overall built form has been designed to complement the scale, intensity and protect the adjacent amenity and surrounding streets through the use of varied setbacks, site cover and architectural elements.

Designed by <a href="https://www.apartments.com.au/architects/dbi">DBI</a>, the development will comprise 275 apartments across the two towers, including a mix of two-, three-, and four-bedroom residences, as well as several penthouses. The apartments will sit above a landscaped podium featuring more than 90 metres of beachfront pool frontage, private resident lawns, lounges, and wellness spaces.

DBI said the design draws heavily from the movement and form of the coastal environment, with curving balcony lines and sculpted façades intended to soften the scale of the towers while maximising ocean outlooks and passive shading outcomes.

“The project occupies a rare, uninterrupted oceanfront site and has been shaped by a design philosophy that merges architectural elegance with environmental responsiveness and a carefully curated lifestyle experience,” DBI said in planning documents submitted to the Gold Coast City Council.

The most distinctive element of the approved project is the skybridge linking the two towers at level 45. The elevated communal space is planned to include executive lounges, formal dining areas, wellness facilities, and panoramic ocean-facing outlooks.

“The skybridge enhances the identity of the development, promotes social interaction, and delivers a lifestyle experience not found elsewhere on the Gold Coast,” DBI said.

At podium level, residents will have access to a suite of resort-style amenities, including resident lounges, private dining rooms, a yoga lawn, gymnasium, plunge pools, and treatment spaces. The beachfront pool has been designed with separate lap, lounge, and children’s areas extending across the width of the site.

The project will also introduce new food and beverage offerings along the Enderley Avenue and Oceanway frontages, contributing additional activation to the beachfront precinct.
