Australian supermarket giant Woolworths has announced its single biggest investment in logistics infrastructure, spending A$780 million to replace up to 1,300 workers with robots.
It plans to build one semi-automated and one fully automated distribution centre in south-west Sydney. About 650 jobs will be created at the new centres, to open in 2024. Three existing centres (two in Sydney, one in Melbourne) will close as a result.
Woolworths’ chief supply chain officer, Paul Graham, emphasised <a href="https://www.itnews.com.au/news/woolworths-to-build-automated-distribution-centres-in-nsw-549603" target="_blank">the safety benefits</a> of automation:
Cutting-edge automation will build tailored pallets for specific aisles in individual stores – helping us improve on-shelf product availability with faster restocking, reducing congestion in stores, and enabling a safer work environment for our teams with less manual handling.
In these COVID-conscious times that’s the obvious spin.
But it’s true this is a response to the changes being wrought on the retail sector by COVID-19.
The principal change is a matter of pace. COVID-19 has turbocharged the shift to online shopping. Even as social-distancing rules ease, this trend will consolidate. Many bricks-and-mortar shops are in trouble, particularly those in shopping centres.
Retail will also be shaped by how COVID-19 has changed our shopping behaviour, with thrift and value being important.
<h2>Shopping online is the new norm</h2>
In April, 5.2 million Australians shopped online, according to Australia Post’s <a href="https://auspost.com.au/content/dam/auspost_corp/media/documents/2020-ecommerce-industry-report.pdf" target="_blank">2020 eCommerce Industry Report</a>. The Australian Bureau of Statistics estimates those sales were worth A$2.7 billion, <a href="https://www.abs.gov.au/ausstats/abs@.nsf/Latestproducts/8501.0Main%20Features3Apr%202020?opendocument&amp;tabname=Summary&amp;prodno=8501.0&amp;issue=Apr%202020&amp;num=&amp;view=" target="_blank">11.1% of all physical retail sales</a>, compared with 7.1% in March 2019.
This <a href="https://www.afr.com/companies/retail/grocery-deliveries-delayed-as-online-shopping-soars-20200309-p5483v" target="_blank">sharp hike in demand</a> exposed weaknesses in retailers’ <a href="https://home.kpmg/au/en/home/insights/2020/04/coronavirus-COVID-19-retail-survival-and-revival" target="_blank">online capabilities</a>. For example, crushing online demand meant both Woolworths and major rival Coles temporarily <a href="https://insidefmcg.com.au/2020/03/17/woolies-and-coles-suspend-online-orders-as-shoppers-descend-on-sites/" target="_blank">suspended</a> their online shopping services.
More automated fulfilment centres are part of meeting these online demands. Of course, such investments were already on the radar.
In March 2019, Coles announced <a href="https://www.colesgroup.com.au/media-releases/?page=coles-enters-partnership-with-ocado" target="_blank">an exclusive deal</a> to use the “end-to-end online grocery shopping solution” developed by Ocado, a British online supermarket chain that has no stores, only warehouses. Its technology spans the online shopping experience, automated fulfilment and home delivery.
The Coles plan included two new “highly automated” customer fulfilment centres in Melbourne and Sydney, to be ready in 2023. Coles also announced plans for two new automated distribution centres in Queensland and NSW, costing A$700 million, <a href="https://www.afr.com/companies/retail/redundancies-loom-as-coles-eyes-automation-spend-to-catch-woolworths-20181004-h168qt" target="_blank">in October 2018</a>.
Woolworths itself has already opened the Melbourne South Regional Distribution Centre.
So these latest moves are part of a trend, albeit one unexpectedly accelerated by COVID-19. And once consumers try new channels, <a href="https://journals.sagepub.com/doi/full/10.1509/jm.09.0362" target="_blank">studies</a> show, they are likely <a href="https://link.springer.com/article/10.1007/s40547-014-0031-y" target="_blank">to stick with them</a>.
<h2>The future is dark</h2>
At the other end of the supply chain, the shift to online shopping has created demand for “<a href="https://www.businessinsider.com.au/dark-stores-online-retail-coronavirus-2020-4" target="_blank">dark stores</a>” – essentially, stores without customers. These smaller, decentralised facilities, located in suburbs rather than industrial parks, are designed to pick and dispatch online orders quickly.
Woolworths opened its first dark store <a href="https://www.smh.com.au/business/companies/woolworths-opens-first-onlineonly-dark-store-20140811-102lh0" target="_blank">in Sydney in 2014</a>. <a href="https://www.smh.com.au/business/companies/dark-stores-coles-trials-shops-with-no-customers-20160622-gpowau" target="_blank">Coles</a> opened its first in Melbourne in 2016. Existing stores are also being repurposed as dark stores. In April 2020, Australia’s Kmart temporarily converted three stores to use <a href="http://mhdsupplychain.com.au/2020/04/17/kmart-closes-stores-to-convert-them-into-distribution-centres/" target="_blank">as fulfilment centres</a>.
Such moves may become permanent, as shoppers demand faster delivery times and physical store assets become less viable as “traditional” retail businesses.
Existing stores are also being adapted to respond to customer demands for faster, more efficient online shopping. In January 2020, Woolworths began building its first “<a href="https://www.woolworthsgroup.com.au/page/media/Press_Releases/carrum-downs-the-first-woolworths-in-australia-to-get-cutting-edge-online-shopping-technology/" target="_blank">eStore</a>” - an automated facility adjoining its supermarket in Carrum Downs, Melbourne.
<h2>Fewer, smaller stores</h2>
As online shopping increasingly provides greater revenue streams for retailers, more physical store closures are also on the cards.
In May, Kmart’s owner, Wesfarmers, announced it would <a href="https://theconversation.com/dont-blame-covid-19-targets-decline-is-part-of-a-deeper-trend-139205" target="_blank">shut 75</a> of its Target stores (and convert the rest to Kmart stores). Also looking to downsize are Australian department store icons <a href="https://www.smh.com.au/business/companies/myer-better-off-with-fewer-stores-geoff-wilson-20200330-p54f77" target="_blank">Myer</a> and David Jones, which have accelerated their plans to reduce floor space <a href="https://www.smh.com.au/business/companies/david-jones-accelerates-store-closures-as-sales-slump-35-per-cent-20200527-p54wyj" target="_blank">20% by 2025</a>.
Footwear giant Accent Group – which owns more than a dozen shoe brands and has more than 500 stores in Australia and New Zealand – is planning to close <a href="https://www.9news.com.au/national/accent-to-close-28-in-shift-to-online-retail/3a547554-27f3-4413-9675-3510f7c74437" target="_blank">28 stores</a> and focus more on online sales.
As online revenues grow, expect more “right-sizing” and closures.
<h2>Repurposing shopping centres</h2>
All these closures will add to the woes of shopping centres.
Though crowds reportedly <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2020-05-09/shoppers-raise-alarm-over-coronavirus-social-distancing/12231780" target="_blank">surged</a> back to centres when “lockdown” restrictions were eased, growing awareness that the pandemic is not over and social distancing protocols continue to <a href="https://theconversation.com/coronavirus-has-turned-retail-therapy-into-retail-anxiety-keeping-customers-calm-will-be-key-to-carrying-on-138777" target="_blank">create consumer anxiety</a>.
Until people feel safe shopping, dining and gathering in crowded public places, <a href="https://www.smh.com.au/business/markets/damaged-and-scarred-psychological-effect-of-pandemic-set-to-hold-back-economic-recovery-20200506-p54q64" target="_blank">consumer aversion</a> will remain.
In response to these COVID-conscious times, shopping centres will endeavour to enhance those aspects of the shopping experience, such as sensory elements and entertainment, which the online shopping experience can’t provide.
The retail mix will change: fewer fashion and general merchandise shops, and more services such as medical centres, offices and childcare centres.
<h2>Opportunities for smaller retailers</h2>
One bright spot may be for local and independent shops.
Smaller retailers can often adapt faster than larger ones. Smaller community pharmacies, for example, implemented social distancing and hygiene measures more easily than larger retailers, due mainly to their smaller size and having less traffic.
There are opportunities to leverage shoppers’ desire to <a href="https://thenewdaily.com.au/finance/consumer/2020/03/19/coronavirus-small-business-support/" target="_blank">support</a> local shopkeepers, producers and growers. Locally made goods and services are also less likely to have long supply chains that will impede overseas deliveries while COVID-19 is uncontained.

COVID-19 has changed the future of retail: there’s plenty more automation in store

It’s wrong to expect a “snap-back” at shopping centres, food courts, cinemas and other places where people used to gather to spend money.
We’ve identified three reasons why spending in physical stores on goods like clothes is likely to remain much lower than it was for a long time.
<h2>1. Fear, much of it age-based</h2>
First, even when governments relax restrictions, lots of people will still be worried and will go out less. Unless there are zero cases for several weeks in a state or city, many people will remain reluctant to go out.
This is why we have previously argued that there is a big dividend in <a href="https://theconversation.com/the-case-for-endgame-c-stop-almost-everything-restart-when-coronavirus-is-gone-134232" target="_blank">eliminating</a> COVID-19 in the style of New Zealand, the Northern Territory, and South Australia, rather than bumping along with “suppression” – and several new locally-acquired cases a day – as Victoria is still doing.
This reluctance to go out and spend, irrespective of government restrictions, could be seen in Australia before government restrictions were imposed, as shown on the “Consumers and mobility” tab of the <a href="https://grattan.shinyapps.io/covid-econ-tracker/" target="_blank">Grattan Econ Tracker</a>.
The effects of fear shouldn’t be underestimated.
Spending in <a href="https://arxiv.org/pdf/2005.04630.pdf" target="_blank">Sweden</a> has fallen almost as much as in Denmark, even when Denmark was in lockdown and Sweden had minimal restrictions. Swedes are afraid to go out, particularly if they are old.
Spending by people aged 70+ has fallen further in Sweden than in Denmark, and 60-69 year-olds have cut their spending by about the same amount in both countries.
This isn’t surprising. COVID-19 is much more deadly for older people.
Age-based fear is a challenge for retailers because older households now spend significantly more than younger households. 25 years ago it was the <a href="https://grattan.edu.au/wp-content/uploads/2019/08/920-Generation-Gap.pdf" target="_blank">other way around</a>.
<h2>2. Time to form new habits</h2>
Second, we are likely to keep spending on different things, and using different channels, even after restrictions are lifted.
Habits tend to form when behaviour changes consistently. They strengthen over time, and are particularly sticky once behaviour has been consistent for a <a href="http://repositorio.ispa.pt/bitstream/10400.12/3364/1/IJSP_998-1009.pdf" target="_blank">period of months</a> – and we’ve been living with lockdown for that long in Australia.
Once formed, the new habits can persist unless there is another shock.
Australians have become used to doing more of their purchasing online. They have become used to spending more on living comfortably at home, and less on clothes for the office and to go out.
After the shutdown, people are likely to continue to work from home more often.
The habits of shopping remotely, and spending more on home furnishings and less on clothes, are likely to continue, and they would be likely to continue even if COVID-19 vanished tomorrow.
<h2>3. Global recession</h2>
Third, irrespective of COVID-19 regulations and behaviours, we are heading into an “old-fashioned”, <a href="https://www.propertyobserver.com.au/https://openknowledge.worldbank.org/handle/10986/33748" target="_blank">globally synchronised, deep recession</a>.
For the moment, <a href="https://theconversation.com/the-key-to-the-success-of-the-130-billion-wage-subsidy-is-retrospective-paid-work-135042" target="_blank">JobKeeper</a>, the temporarily-boosted <a href="https://theconversation.com/scalable-without-limit-how-the-government-plans-to-get-coronavirus-support-into-our-hands-quickly-134353" target="_blank">JobSeeker</a> payment, and a recent <a href="https://business.nab.com.au/wp-content/uploads/2020/05/NAB-Data-Insights-May-Report.pdf" target="_blank">bounceback</a>, have resulted in <a href="https://www.commbank.com.au/guidance/business/commbank-card-spending-data-shows-modest-lift-202006" target="_blank">spending on credit and debit cards</a> a bit more than this time last year.
But unemployment jumped to <a href="https://www.propertyobserver.com.au/https://www.abs.gov.au/ausstats/abs@.nsf/mf/6202.0">7.1%</a> on Thursday. That official rate understates how bad things are.
In May an extra 227,700 Australians lost their jobs (on top of 607,400 in April).
But only 85,000 of them were counted as unemployed. When and if the bulk of those people look for work, the unemployment rate will climb further.

After JobKeeper <a href="https://theconversation.com/whatll-happen-when-the-moneys-snatched-back-our-looming-coronavirus-support-cliff-138527" target="_blank">ends in September</a> (or is <a href="https://theconversation.com/how-to-improve-jobkeeper-hint-it-would-help-not-to-pay-businesses-late-140435" target="_blank">phased out</a> as a result of the government’s review) many of the three million people on it will also become counted as unemployed.
Australians who have lost their jobs are likely to spend less than they did before.
After each of the previous two recessions it took <a href="https://grattan.edu.au/news/dont-expect-a-v-shaped-recovery-after-the-pandemic/" target="_blank">years</a> for employment to recover.
<h2>Spending need not recover after COVID</h2>
These three factors – fear, new habits, and recession – are present in countries and regions that seem to be well clear of coronavirus.
Much of China has been free of most government restrictions for months. Manufacturing and infrastructure spending has largely returned to pre-COVID levels.
But consumer activity is still <a href="https://tradingeconomics.com/china/retail-sales-annual" target="_blank">below pre-COVID levels</a>, and it is inching up only slowly.
Australia might well see an “opening party” on the day each particular COVID-19 restriction is lifted.
But after that, the best guess is that consumer spending will remain very subdued and refocused for a long time.
For those in the hardest-hit <a href="https://theconversation.com/which-jobs-are-most-at-risk-from-the-coronavirus-shutdown-134680" target="_blank">sectors</a> and <a href="https://blog.grattan.edu.au/2020/06/the-latest-jobs-data-shows-urban-electorates-are-now-being-hit-hardest-by-covid-19/" target="_blank">regions</a> – particularly arts and recreation, hospitality, and clothing – the pain will continue long after the restrictions are lifted.<img src="https://counter.theconversation.com/content/140628/count.gif?distributor=republish-lightbox-basic" alt="The Conversation" width="1" height="1" style="border: none !important; box-shadow: none !important; margin: 0 !important; max-height: 1px !important; max-width: 1px !important; min-height: 1px !important; min-width: 1px !important; opacity: 0 !important; outline: none !important; padding: 0 !important; text-shadow: none !important;">

Retail won’t snap back. 3 reasons why COVID has changed the way we shop, perhaps forever

The COVID-19 pandemic has brought into sharp focus the need for connection to our local community and the health challenges of the retirement village model.
We know that, as we age, most people prefer to stay in their own homes and communities instead of moving to retirement villages. Some have gone so far as to say retirement villages have had their day. However, the reality is not quite that simple.
The challenge is that seniors are not well informed on what they could demand of the market. Planning schemes could also do more to create incentives for the changes we need now.
The challenges are complex and urgent as the global population grows and ages. Yet our housing supply reveals a bad case of the tail wagging the dog. Finely tuned financial models and development processes are driving the housing products available in the market.
What’s needed instead is adaptable housing and neighbourhoods to help people as they move through life’s stages.
<h2>Are the days of the retirement village numbered?</h2>
Many individuals and families struggle to find the right “fit” between the supported living options of retirement villages, independent living lifestyle villages and staying in the (often unsuitable) family home as their needs change.
Such villages offer viable products in the market as an important part of the housing mix. The models have some advantages in that they:
<ul>
<li>
are thoroughly costed and provide a good return for developers
</li>
<li>
offer a range of living options to suit most budgets and level of care needs
</li>
<li>
promise security, activities and a sense of community.
</li>
</ul>
<h2>Seniors are best placed to say what they need</h2>
However, <a href="http://research.usc.edu.au/vital/access/manager/Repository/usc:7983" target="_blank">our research</a> with seniors in south-east Queensland revealed a desire to “age in neighbourhood” and to have neighbourhoods with a mix of ages and building forms.
Planning schemes could drive this now by giving priority to, and providing incentives for, sustainable and accessible housing close to transport and other services.
We worked with more than 42 seniors in south-east Queensland to design a series of housing types. These were based on what they told us were important to them in a home and a neighbourhood.
The table below summarises the key features that they told us make a neighbourhood and a home a good place to live as they age.

The resulting principles and housing types paint a vivid picture of what older people in a subtropical environment find appealing and supportive as they age.
Many participants preferred an accessible home on one level. Ideally, it should have two bedrooms and a study. This means it can easily be adapted to changing needs.
An essential component for our participants was to take advantage of the mild climate by having both private and shared outdoor spaces. Here they could socialise, relax and enjoy pleasant outlooks from the home. Cutting planning requirements for car parks by 50% could add more shared outdoor space and cut housing and living costs for residents.
Homes should be sustainably designed. This means they capture natural light and prevailing breezes for through ventilation, take into account privacy and noise considerations in higher-density areas, and have solar and rainwater harvesting systems to save resources and money.
Also important was a neighbourhood with a variety of green, clean and safe public open spaces. This includes flat, well-maintained and shaded walkways for exercise and easy access to shops, facilities and public transport.
We then showed how all these housing types could be incorporated into one Brisbane suburb, as the image below illustrates. This would mean seniors could remain in their neighbourhood in more suitable housing, reducing the stress of moving to unfamiliar surroundings.
<h2>How to make it happen</h2>
As with all complex challenges, everyone has a role to play in achieving these goals. However, local government planning reforms can act as a catalyst for the market to change and innovate.
Planning schemes could, for example, reduce application fees for developments that include accessible or universal design within 400-800 metres of key services, facilities and transport.
Carpark allocation could also be uncoupled from housing in locations close to transport and services. This would reduce the cost of housing and encourage greater used of active (cycling, walking, etc) and public transport.
This research clearly signals to local and state government, developers and small-scale property investors how houses, duplexes and mid-rise apartments could be put together in an age-friendly suburb. This transition to mixed-density infill development would support what we call “ageing in neighbourhood”.
Further, this research suggests planning “priority zones” could give the market the incentive to invest in the future-focused neighbourhood development it should be providing to keep people connected to their community.

What seniors want instead of retirement villages and how to achieve it

Amid the urgent need to slow climate change by cutting greenhouse gas emissions, energy efficiency makes sense. But as Australia’s chief scientist Alan Finkel last week warned, we’re not “anywhere close to having that nailed”.
Energy efficiency means using less energy to achieve the same outcomes. It’s the <a href="http://www.climateinstitute.org.au/verve/_resources/TCI_BoostingAustraliasEnergyProductivity_July2013.pdf" target="_blank">cheapest way</a> to cut greenhouse gas emissions and achieve our climate goals. Improving energy efficiency is also vital to achieving so-called “energy productivity” – getting more economic output, using the same or less energy.
But Australia’s <a href="https://www.energy.gov.au/government-priorities/energy-productivity-and-energy-efficiency/national-energy-productivity-plan" target="_blank">national energy productivity plan</a>, agreed by the nation’s energy ministers in 2015, has gone nowhere.
It set a goal of a 40% improvement in energy productivity by 2030. But my analysis, based on the most recent official data, shows that in the three years to 2017-18, energy productivity increased by a mere 1.1%.
Clearly, there is much work to do. So let’s take a look at the problem and the potential solutions.

<h2>Energy efficiency: a low-hanging fruit</h2>
Better energy efficiency lowers electricity bills, makes businesses more competitive and helps manage energy demand. Of course, it also means less greenhouse gas emissions, because fewer fossil fuels are burnt for energy.
Business, unions and green groups recognise the benefits. Last month they joined forces to <a href="https://www.bca.com.au/building_a_stronger_and_cleaner_post_pandemic_australia" target="_blank">call for</a> a sustainable COVID-19 economic recovery, with energy efficiency at the core, saying:
In Australia, a major drive to improve the energy efficiency of buildings and industry could deliver over 120,000 job-years of employment […] Useful upgrades could be made across Australia’s private and public housing; commercial, community and government buildings; and industrial facilities.
The group said improvements could include:
<ul>
<li>more efficient and controllable appliances and equipment, especially for heating and cooling</li>
<li>improved shading and thermal envelopes (improving the way a building’s walls, ceiling and floors prevent heat transfer)</li>
<li>smart meters to measure energy use</li>
<li>distributed energy generation and storage, such as wind and solar backed by batteries</li>
<li>fuel switching (replacing inefficient fuels with cleaner and economical alternatives)</li>
<li>equipment, training and advice for better energy management.</li>
</ul>
The International Energy Agency (IEA) has suggested <a href="https://www.iea.org/news/iea-offers-world-governments-a-sustainable-recovery-plan-to-boost-economic-growth-create-millions-of-jobs-and-put-emissions-into-structural-decline" target="_blank">other measures</a> for industry and manufacturing, such as:
<ul>
<li>installing more efficient electric motors</li>
<li>switching from gas to electric heat pumps</li>
<li>more waste and material recycling.</li>
</ul>
And in transport, the IEA suggests incentives to get older, less efficient cars off the roads and encourage the uptake of electric vehicles.

<h2>Governments’ sleight of hand</h2>
In 2018 <a href="https://www.iea.org/reports/energy-policies-of-iea-countries-australia-2018-review" target="_blank">the IEA observed</a>:
<blockquote>
the power sector will be at the heart of Australia’s energy system transformation […] International best practice suggests that both energy efficiency and renewable energy are key drivers of the energy transition.
</blockquote>
Since then, renewable energy’s share of the electricity mix has increased. But energy productivity has stalled.
To understand how, we must define a few key terms.
Primary energy refers to energy extracted from the environment, such as coal, crude oil, and electrical energy collected by a wind turbine or solar panel.
Final energy is the energy supplied to a consumer, such as electricity delivered to homes or fuel pumped at a petrol station.
A lot of energy is lost in the process of turning extracted primary fuels into ready-to-use fuels for consumers. For example at coal-fired power stations, on average, <a href="https://www.energy.gov/sites/prod/files/2013/04/f0/HS_Coal_Studyguide_draft1.pdf" target="_blank">one-third of the energy </a>supplied by burning coal is converted to electricity. The remainder is lost as waste heat.
Until 2015, Australia and most other countries used final energy as a measure of how rapidly energy efficiency was improving. But the national productivity plan instead set goals around primary energy productivity – aiming to increase it by 40% between 2015 and 2030.
This has made it possible for governments to hide how badly Australia is travelling on improving energy efficiency. I analysed <a href="https://parlinfo.aph.gov.au/parlInfo/search/display/display.w3p;query=Id:%22library/prspub/17I30%22" target="_blank">national accounts</a> figures and energy statistics, to produce the below table. It reveals the governments’ sleight of hand.
Over the three years from 2014-15 to 2017-18, final energy productivity increased by only 1.1%, whereas primary energy productivity increased by 3.5%.
The reduced primary energy consumption is mostly due to a large increase in wind and solar generation. The efficiency of energy used by final consumers has scarcely changed.
<h2>A sustainable future</h2>
The lack of progress on energy productivity is not surprising, given governments have shown very little interest in the issue.
As Finkel noted in his address, Australia’s energy productivity plan is absent from the list of national climate and energy policies. The plan’s 2019 annual report has not been released. And those released since 2015 have not monitored progress in energy productivity.
What’s more, the plan makes no mention of previous similar agreements, in <a href="https://www.aph.gov.au/Parliamentary_Business/Bills_Legislation/bd/bd0910/10bd152" target="_blank">2004</a> and <a href="https://www.energyrating.gov.au/document/report-national-strategy-energy-efficiency" target="_blank">2009</a>, to accelerate energy efficiency with regulation and financial incentives. Since 2013, almost all Commonwealth programs supporting those agreements have been de-funded or <a href="https://www.aph.gov.au/Parliamentary_Business/Bills_Legislation/Bills_Search_Results/Result?bId=r5232" target="_blank">abolished</a>, and many state programs have also been cut back.
The IEA’s <a href="https://www.iea.org/news/iea-offers-world-governments-a-sustainable-recovery-plan-to-boost-economic-growth-create-millions-of-jobs-and-put-emissions-into-structural-decline" target="_blank">sustainable recovery plan</a>, released last week, outlined what a sustainable global economic recovery might look like. In particular, it said better energy efficiency and switching to more efficient electric technologies will deliver triple benefits: increased employment, a more productive economy and lower greenhouse gas emissions.
In this carbon-constrained world, relatively easy and cheap opportunities such as energy efficiency must be seized. Australia has failed miserably on energy efficiency – and government figures hide the truth

The immediate impact of the coronavirus shutdown is striking in its magnitude, its speed and its concentration on a small set of industries.
My attempt to identify where the virus and the shutdown will have the biggest effect suggests that in February 2020 about 2.7 million workers were employed in the most exposed industries.
And while it won’t be possible to know for sure until April 16 when we get data from the Bureau of Statistics on the labour force in March, I believe it’s reasonable to think the jobs of about 900,000 are already under threat.
Which jobs are most at risk?
In the table below I list those whom I think are most at risk.
For one group of about 1.4 million workers – primarily in industries involving eating out, entertainment, recreation, accommodation and air travel – the loss of work is the inevitable result of government shutdowns.

Another group, comprising about 900 thousand workers, are in retail trades (non-food) and personal services, where the effect on jobs is coming from consumers cutting spending apart from on essential items.

Workers in both at-risk groups are predominantly young. More than half are under 35 years of age. Six out of seven are employees. About one in every seven is an owner/manager or works in a family business.
A slightly higher proportion are female than male. They are evenly split between full-time and part-time.
Some industries will grow
Some industries are seeing rapid increases in demand due to the coronavirus. They include the retail grocery trade and associated logistic services, and the supply of office essentials needed to work at home.
In a relatively short period there is also likely to be an increase in demand from the health care and health services industries.
Other areas where increased demand seems likely are the home delivery of goods bought online, cleaning services and services usually undertaken by volunteers and government agencies who are occupied dealing with COVID-19.
The total workforce will shrink
So far there has been little impact of the supply of workers, but it will happen.
It is beginning to occur as schools and childcare centres close and workers withdraw in order to care for their children, and it is accentuated by parents not wanting to risk outsourcing the task to grandparents.
In the coming weeks, there will be further hits to labour supply as illness from COVID-19 causes workers to need to take leave and other workers withdraw to provide care for family members who become ill.
It is difficult to be precise about the magnitude of withdrawal from the labour market, but it is potentially large.
To start with, most of the impact is likely to come from withdrawal for caring or to avoid illness.
As an indication of the potential scale of withdrawal, in 2019 there were <a href="https://www.propertyobserver.com.au/https://www.abs.gov.au/ausstats/abs@.nsf/mf/6333.0" target="_blank">1.21 million</a> families with children aged from 0-9 years in which either a sole parent or both parents were in paid work.
In 2016 there were <a href="https://www.propertyobserver.com.au/https://www.abs.gov.au/websitedbs/censushome.nsf/home/2016" target="_blank">634,500</a> people aged 65 to 84 doing voluntary work.
Workers becoming ill might also have a substantial impact on labour supply.
Under a (hopefully pessimistic) scenario that COVID-19 continues its current rate of growth over the next three weeks, with those infected in the previous two weeks then unable to work, this would be about 67,500 persons out of work due to illness.
COVID-19 has already had a dramatic effect on employment – that much is evident from news images of queues at Centrelink.
Further impacts are almost certain in coming weeks.

Sydney’s auction market saw a preliminary clearance rate of 70.9 per cent.
Some 284 results had been reported, following 449 scheduled auctions, of which 56 were withdrawn from sale. 
Melbourne’s stage 4 restrictions on auctions and inspections saw the preliminary clearance rate fall to 53 per cent, according to Domain.
There were 139 scheduled online auctions, with 63 reported results and 46 withdrawals.
Of the online auctions that went ahead, the clearance rate was 67 per cent.
Canberra continues to be the standout performer with 87.8% of auctions successful this week at preliminary collection. The city does only account for a small portion of overall auctions however.

Sydney auction success rate moves into the 70s

Lewis Land's latest apartment release within its <a href="https://www.apartments.com.au/new-apartments/harbour-shores-biggera-waters-564-oxley-drive-biggera-waters-qld-4216">Harbour Shores</a> masterplan is targeting one of the Gold Coast's fastest-growing buyer groups, with almost a third of apartments at Solis priced below $1 million.

The seven-storey building at Biggera Waters will comprise 91 apartments, including 24 one-bedroom residences starting from $778,000, a price point Lewis Land says is aimed squarely at first home buyers struggling to enter the Gold Coast market.

The focus on first home buyers resonated with purchaser Holly Humphreys, who said she and her boyfriend spent more than a year searching for their first property before shifting their attention from houses to apartments.

"We fell in love with the first house we bid on and got our hopes up, but after repeated knockbacks we learned not to get too attached," Humphreys said.

"We offered at the high end of price guides, but sales kept going even higher. That's where we really struggled and we needed to re-evaluate our budget and our expectations. Standalone houses were off the table, and we pivoted to apartments and townhouses."

Humphreys said it was encouraging to see developers recognising the growing demand from first home buyers.

"There's a growing number of young buyers looking to enter the market earlier because they understand that getting in now can make a real difference as prices continue to rise," she said.

"It's fantastic to see a developer recognise this and then actively take measures to deliver an apartment with us in mind."

Solis is the first development planned within the second stage of the Harbour Shores masterplan, with early works expected to commence in September 2026.

Lewis Land targets first home buyers at latest Harbour Shores release, Solis

Luxury apartment developer Abadeen has recorded $19.25 million in apartment sales across two of its Lower North Shore developments in the lead-up to the end of the financial year, headlined by the sale of a $6.75 million penthouse at <a href="https://www.apartments.com.au/buildings/koyo-crows-nest-5-rodborough-avenue-crows-nest-nsw-2065">KOYO in Crows Nest.</a>

The transactions also included the sale of a newly completed three-bedroom apartment at <a href="https://www.apartments.com.au/buildings/park-residences-cremorne-2-sutherland-street-cremorne-nsw-2090">Park Residences in Cremorne</a> for $6.35 million, with the residence selling shortly after the project's first public inspections following completion.

The sales come as completed, owner-occupier-focused apartments continue to attract strong demand across Sydney's Lower North Shore, particularly from buyers looking for certainty and immediate occupancy.

The penthouse at KOYO spans 491 sqm across a single level and was designed by architect Koichi Takada. The development is one of Abadeen's flagship boutique projects in Crows Nest.

Abadeen Executive Chairman and Founder Justin Brown said buyer activity lifted noticeably in the lead-up to the end of the financial year.

"We saw a clear increase in enquiry levels, inspection numbers and buyer engagement across our completed projects leading into the end of the financial year," Brown said.

"Buyers have become far more decisive over the past six months. The combination of improving confidence, limited supply and the ability to physically inspect completed residences is creating strong competition for premium apartments in the best locations."

Brown says the&nbsp;response to Park Residences following completion has been particularly strong.

"Buyers want certainty and are responding positively to the opportunity to walk through a finished product, inspect the quality firsthand and move in immediately," Brown suggested.

"Projects such as Park Residences and KOYO demonstrate that when the product is exceptional and the location is irreplaceable, buyers are prepared to act quickly."

Abadeen CEO Joe Tack said quality continued to differentiate projects in the current market.

The City of Sydney has approved plans for <a href="https://www.apartments.com.au/developers/billbergia">Billbergia Group</a> and Metrics Credit Partners’ $3.5 billion Castlereagh Place project in the heart of the Sydney CBD

The towers will be among the tallest in <a href="https://www.apartments.com.au/developments/sydney-nsw-2000">Sydney</a>'s CBD, with more floors than any other residential tower in the city.&nbsp;

The 6,000 sqm site was acquired by the joint venture partners in 2024. It is the largest amalgamated land parcel in the Sydney CBD and comprises eight individual sites fronting Castlereagh, Pitt and Liverpool Streets.&nbsp;

<a href="https://www.apartments.com.au/new-apartments/castlereagh-place-sydney-324-348-pitt-street-sydney-nsw-2000">Castlereagh Place</a> will transform an underutilised city block into a landmark mixed-use destination, anchored by two 82-storey towers comprising 607 luxury residences above an 8-level podium housing a 209-room luxury hotel. A 1,000 square metre civic park on ground level features a curated mix of food, beverage and retail.

The plans have been refined over the past year to rebalance the residential and hotel offering, and reconfigure the retail footprint to create a stronger, more dynamic dining experience.

A three-level flagship building on the prominent corner of Pitt and Liverpool Streets will be the gateway to the Castlereagh Place lifestyle precinct. Set to become a Sydney icon, the building is capable of housing multiple hospitality venues.

“Castlereagh Place is designed to be the City's next great urban oasis - an energetic mixed-use precinct that pulses with life, day and night,"&nbsp;said Joseph Kinsella, Group Director of Billbergia.

Kinsella said the project will build on&nbsp;Sydney’s growing laneway culture with the City’s largest network of new activated lanes - an expanded, next-generation take on precincts like Angel Place, Palings Lane and Ash Street in Wynyard.

Castlereagh Place has been designed by architects <a href="https://www.apartments.com.au/architects/fjc-studio">fjcstudio</a> in collaboration with Trias Studio, Aileen Sage and Polly Harbison Design, joint winners of an international design competition in 2018.&nbsp;

Signature design elements from the original scheme remain unchanged, while the public domain has been significantly enhanced, delivering 60 per cent more open-to-sky space.

Pedestrian access will also be enhanced through new laneways linking Pitt, Liverpool and Castlereagh Streets, drawing people into a new civic park with outdoor seating, landscaping and integrated public art.

With activated laneways supported by strong hospitality offerings, Castlereagh Place is tipped to become a vibrant new dining destination in the heart of Sydney’s CBD.

It marks the largest undertaking to date for the Billbergia and Metrics Credit Partners partnership. Together they are developing other underutilised Sydney sites into mixed-use precincts, including the $2.2 billion Concord Central and the $1.3 billion Chatswood Grand Residences.

Metrics Managing Partner and Group CEO Andrew Lockhart said Castlereagh Place is a landmark project that will redefine Sydney’s skyline.

Total apartments within the towers have increased to 607 dwellings, with a focus on larger floorplans. Aligned to growing market demand, Castlereagh Place now comprises 299 three-plus-bedroom apartments, 198 two-bedroom units and 110 one-bedroom configurations.

Resident amenities will include an exclusive residents club containing a gym, rooftop pool, dining rooms, co-working spaces, library, golf simulator, games room, cinema room, and access to an exclusive concierge service. There will be around 500 basement car spaces below the towers.

The development will also include a state-of-the-art wellness centre, set to feature a bathhouse with magnesium pools, hot/cold plunge pools and premium amenities.

According to fjcstudio, the towers will feature distinctive yet elegant architectural design reflecting Sydney’s geometry and urban character, with a network of through-site links and intimate public spaces activating the streetscape.

Billbergia, Metrics, approved for $3.5 billion Sydney skyscrapers

International developer&nbsp;<a href="https://www.apartments.com.au/developers/spg-land">SPG Land</a> is preparing to re-launch its long-awaited $1.5 billion <a href="https://www.apartments.com.au/new-apartments/paradiso-place-surfers-paradise-103-ferny-avenue-surfers-paradise-qld-4217">Paradiso Place</a> development at Budds Beach, bringing a new price point to the Surfers Paradise apartment market.

The developer will release one-bedroom apartments from $825,000 and two-bedroom apartments from $1.24 million in the three-tower development.

According to Urbis, the starting price for the two-bedroom apartments is more than $400,000 below the weighted average sale price for comparable two-bedroom apartments in Surfers Paradise during 2025, which was pinned at $1.7 million.

Urbis reported quarterly average sale prices for new two-bedroom, two-bathroom apartments ranged from around $1.2 million to $1.7 million throughout 2025, peaking in the December quarter.

Paradiso Place is now moving into its formal sales campaign, with a limited early-release opportunity available ahead of the public launch.

The development will comprise 845 apartments across three towers rising 40, 41 and 44 storeys from a 1.15-hectare site spanning an entire city block. The towers will sit above a new retail precinct.

Luxury developer-builder <a href="https://www.apartments.com.au/developers/lowe-living">Lowe Living</a> has achieved a new Victorian benchmark for an off-the-plan apartment, with the sale of two penthouses at its ultra-exclusive Maison Savoy development in Brighton.

The two penthouses achieved a combined sale rate of $49,926 per sqm. Both transactions eclipsed the previous identified Victorian off-the-plan price-per-square-metre benchmark, set by the 449 sqm apartment at Como Toorak, which sold at $46,659 per sqm.
