The Australia Capital Territory’s residential real estate market held up well in 2018, with house and unit values rising moderately year over year, according to the latest report from Moody's Analytics.
However the report found that growth in house and unit values has turned down noticeably since late 2017, approaching lows not seen in close to two years.

Auction clearance rates have declined to around 40%, well below year-ago levels, while growth of housing finance commitments in the ACT has been trending lower, suggesting demand is cooling.
The report authors said, the ACT economy moderated in the September quarter, with growth of state final demand slowing to 0.9% quarter over quarter, down from 2.4% in the June quarter, as household consumption was flat and government consumption fell.

The WA based listed property services company, The Agency has completed its drawn-out acquisition of east coast real estate firm Top Level Real Estate after acquiring all of the issued shares in Top Level.
It involved a capital raising of $8.4 million via the issue of 28 million shares at 30c per share and taking on $18.8 million of Top Level debt.
The Agency advised it now has 293 sales representatives across Perth, Sydney, Melbourne and the Gold Coast, the same figure it advised in mid-2018, after a number of quiet <a href="/news/the-agency-inner-west-loses-mark-bowis-to-cobden-hayson-balmain">departures</a>.
Its early target was to have eventually 600 sales representatives nationally. 
It has 4209 properties under management, up slightly on the 4175 as at June 30, 2018.
It currently has 1394 listings.
Its mortgage book is $1.2 billion in loans, up slightly on its $1.1 billion loan book from 2016.
The transaction sees Matt Lahood commence as an execuitve director of The Agency upon completion of acquisition.
He led the McGrath Rebels who departed the McGrath agency with the promise of very high commission payments.
It was two years ago they made the decision on tieing up with the little known ASX minnow with the backing of mortgage broker John Kolenda.

The Agency will be opening second Melbourne office in Hawthorn and new office in Central Coast NSW with plans to expand into Brisbane, Canberra.
The Agency managing director Paul Niardone said the overnight company-making transaction was "a significant milestone in the short history of The Agency and further cements our position as the fastest growing disruptive real estate group in the country."
“We are only a start-up that has, in a very short space of time, achieved significant growth in terms of revenue, market share and recruitment.
"Our target now is to become cashflow positive within the next 12 months while also focusing on national expansion opportunities."
The half year group revenue for the past six months was put at $24.5 million. The annual revenues sat at $29.3 million as at June 30 last year.

The Agency completes acquisition of the McGrath Rebels

A Northern beaches estate agent who went on a $3200 spending spree after stealing a credit card during an open house inspection has failed to have the theft charges dropped due to mental illness.
The 38 year old stole the credit after searching through a wallet in drawers while <a href="/news/real-estate-agent-charged-over-open-house-theft-in-dee-why">showing people through a Dee Why flat last year.</a>
She used it to buy designer sunglasses, cosmetics and gift cards.
After failing to have the charges dismissed this week, Fitzgerald then pleaded guilty and was sentenced to a Community Corrections Order, The Manly Daily reported.
The purchase were made the same day she hosted the inspection at a unit in Pacific Parade.
Several of the spending offences where captured on CCTV and that a number of the items were found at her home after Northern Beaches Proactive Team officers executed a search warrant.
The Bilgola Plateau based mother of one worked for L.J. Hooker at Dee Why.
She did not attend her first court hearing last year because she was receiving treatment at a private clinic.

Northern Beaches agent pleads guilty to credit card theft from Dee Why open house

Fitch Ratings has predicted Australian house prices will fall by a further five per cent in 2019, driven by reduced affordability and restricted credit access.
“Australian borrowers continue to be vulnerable to financial shocks,” Fitch analyst Ben McCarthy said.
The ratings agency said it expected prices to stabilise in 2020. 
The drop in house prices in Australia this year will be the worst in the world, one of the world’s major credit rating agencies predicted.
The Fitch Ratings report released on Wednesday predicted Australia’s housing industry would be the worst performer out of 24 countries for the second year running. 
Prices have already dropped by 6.7 per cent since their peak and Fitch said this was mostly due to lower investor demand thanks to tougher restrictions on lending. 
Fitch noted that high household debt made economies more vulnerable to shocks in the financial sector and borrowers more exposed to downturns given very high household debt level.
It was calculated as the highest in the report relative to GDP at about 120 per cent.
Fitch predicts house prices will stabilise by 2020 due to above-trend GDP growth and strong net migration.
In Sydney and Melbourne, where larger peak-to-trough falls of 11.1 per cent and 7.2 per cent have occurred, Fitch expects price declines to continue at a similar pace.
It notes that the most expensive properties have experienced the largest declines of 9.5 per cent.
Fitch has also warned Australians could struggle to keep up with their mortgage payments as house prices fall and it takes longer to sell a property.

Hilton is set to return to Melbourne with a 600-room flagship five-star offering set to open in 2022.
There will be a five-year gap in the presence of one of the world's most famous hotel brands. 
The hotel will be at OSK's Melbourne Square Southbank, not far from the hotel group's former South Wharf site, which was rebranded as the Pan Pacific Melbourne in 2017.
Melbourne went from three Hilton properties to zero in a relatively short space of time, with only having DoubleTree representation.
The Airport Hilton is now the Parkroyal and Hilton on the Park is now the Pullman.
The new Hilton Melbourne Square have around 600 rooms in Tower Five of the six-tower $2.8 billion development.
It will be designed by Cox Architecture.

The executive chairman of News Corp Australasia, Michael Miller has bought back in Bellevue Hill, highlighting the trend of locals taking the opportunity to upgrade in the escalating market downturn.
The acquisition of a recently completed post-Modern Luigi Rosselli-designed home was secured by the Miller family before its scheduled mid-December auction.
The five bedroom Halas swimwear family home sale was among the significant Bellevue Hill sales in the latter part of 2018 which saw prices moderate, yet secure a $58 million record paid for Rona (top), which snared the top mantle from nearby Leura which had sold for $30.8 million in 2015.
Rona had been on the market for two years before being sold in August by the property developer Terry Agnew.
The Rona buyers were locals, Jacqui and Richard Scheinberg, who following the purchase of the Victorian Rustic Gothic Revival mansion, then <a href="/news/ronas-buyer-quickly-sells-in-bellevue-hill">quickly sold their Victoria Road home</a> after asking $16 million.
The suburb's second highest sale during 2018 was the <a href="/news/max-brenner-chocolate-boss-sells-to-chinese-buyers-in-bellevue-hill">Victoria Road home of Tom Haikin</a>, the former franchisee of Max Brenner Australia, and wife Lily, who secured $30 million.
The third was the <a href="/news/the-hordern-house-at-bellevue-hill-sells">Hordern House, which finally found a $21.25 million buyer</a>. It was bought by Rothschild Australia chief executive Marshall Baillieu, of the Melbourne establishment Baillieu family, and wife Michelle.
Victoria Road's <a href="/news/john-schaeffers-bonnington-bellevue-hill-sells-at-loss">Bonnington, which sold for $20.32 million</a>, was the suburb's fourth highest price. It had traded for $20.5 million in mid-2017.

It reported there had been $20 million hopes for the award winning Luigi Rosselli-designed home that sits in William Dangar gardens.
It had only recently won the Master Builders Association award for the best renovation costing over $4 million.
The home with court and pool on around 1,600 sqm was offered by the Double Bay Ray White <a href="/news/ray-white-double-bay-founders-craig-pontey-and-michael-finger-sell-out-to-elliott-placks">agent turned managing director Elliott Placks</a>, who was marketing with colleague, Ashley Bierman with $20 million hopes.
The Halas family sold their stake in Seafolly in 2014 to LVMH, having became the world’s largest independent specialty swimwear brand.
The Miller's upgrade came as Bellevue Hill was declared the Sydney suburb with the highest median house values for 2018, according to CoreLogic.

News boss buys back in Bellevue Hill as prestige market cools

The Sydney residential marketing is favouring renters with vacancies on the rise across all metropolitan areas, according to research from the Real Estate Institute of New South Wales.
REINSW President Leanne Pilkington said the December 2018 REINSW Vacancy Rate Survey saw metropolitan Sydney vacancy rates up 0.2 percentage points to 3.2 per cent.
She stated, “The rise was driven by Middle Sydney which jumped 1.6 per percentage points to 5.1 per cent and Inner Sydney which rose 0.5 percentage points to 3.0 per cent. Outer Sydney increased 0.3 percentage points to 3.3 per cent.“
"Our feedback from agents suggests that the market is being flooded with new units making older units more difficult to rent."
“As a result agencies are using tactics such as decreasing rent prices and offering free rent periods to secure tenants,” Ms Pilkington said.
Meanwhile, in Wollongong the vacancy rate remained steady at 2.7 per cent, while other area’s in the Illawarra fell 2.0 percentage points at 1.0 per cent and contributed to an overall decline of 1.2 percentage points at 1.5 per cent.
In the Hunter region, vacancy rates rose 0.3 percentage points to 1.9 per cent with Newcastle up 0.1 percentage points to 1.9 per cent.
Across regional areas, Albury fell 0.4 percentage points at 2.2 per cent, New England dropped 0.1 percentage points at 1.9 per cent while Central Coast jumped added 0.1 per cent to 2.0 per cent.

Sydney's rental vacancies are increasing: REINSW

For most new apartment buildings, the Owners Corporation starts life with little more than a bank account and the first quarterly strata levies.

At <a href="https://www.apartments.com.au/buildings/9-gay-street-castle-hill-9-gay-street-castle-hill-nsw-2154">9 Gay Street</a> in <a href="https://www.apartments.com.au/developments/castle-hill-nsw-2154">Castle Hill</a>, it starts with around $7 million in reserve.

It's an unusual legacy of what was once one of Sydney's highest-profile apartment remediation projects. In a twist few would have predicted, what began as a significant concern for purchasers has left the building with something almost unheard of in the apartment market: a multi-million-dollar financial reserve from day one.

"Premium real estate has always rewarded buyers who take a long-term view," Huxley said.

"Victoriana represents the kind of asset that's increasingly difficult to recreate today, particularly in an established location like Queens Road."

He said rising construction costs are also changing the way buyers assess completed developments.

"When you combine an irreplaceable location with thoughtful architecture and premium finishes, you create something that becomes increasingly difficult to reproduce as construction costs continue to rise."

According to National Sales Director Ben Hamblett, enquiry has been driven largely by Melbourne downsizers and buyers upgrading from smaller apartments.

Developers and apartment buyers have a narrowing window of opportunity before Brisbane's Olympic infrastructure pipeline begins competing directly with residential construction, pushing up costs, tightening labour supply and making new projects increasingly difficult to deliver.

While Brisbane's apartment market continues to benefit from strong population growth and limited housing supply, industry research suggests the years leading up to 2027 could prove to be the most important period for developers looking to secure builders and buyers hoping to purchase before the next wave of price increases.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"Labour will increasingly be locked into government-led infrastructure and Olympic projects, which means private residential developments will face higher costs and tighter margins. The developers who move now are the ones most likely to get projects off the ground."

Scriven said the same dynamic would also affect buyers, with fewer apartment projects expected to launch once construction capacity tightens.

"If you're looking to change your lifestyle over the next five years, now is your window of opportunity to buy."

Developers are already positioning themselves ahead of that window.

Following the success of Monarch at Toowong, Consolidated Properties is preparing to launch two new Brisbane apartment projects in the second half of 2026. They include <a href="https://www.apartments.com.au/new-apartments/gloriette-30-bedivere-street-yeerongpilly-qld-4105">Gloriette</a> at Yeerongpilly Green, a 25-storey tower within one of Brisbane's key Olympic precincts, and <a href="https://www.apartments.com.au/new-apartments/castile-47-skyring-terrace-newstead-qld-4006">Castile</a>, a recently approved 25-storey riverfront development at 47 Skyring Terrace in Newstead.

Hutchinson Builders will deliver both projects, with early works already underway at Yeerongpilly and Newstead expected to commence later this year.

The timing comes as Brisbane's fundamentals continue to strengthen, with strong interstate migration, population growth and vacancy rates remaining below 1.5 per cent.

Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."
