There’s no escaping the monumental consequences we’ve experienced throughout COVID-19. From the devastating impacts on our health, lifestyle, employment, to the border closures preventing us from seeing loved ones.
The current global health crisis is a leveller and does not discriminate, impacting every single one of us. The immediate dialogue around international border closures is the lack of overseas travel, but it’s time to look at what the impact of reduced immigration will have on our housing market, and more specifically, on property investment. 2020 has been full of uncertainty and property investors have every right to be on the edge of their seats, yet the Australian housing market has proven to be remarkably resilient, particularly in the last 12 months.
Whilst immigration is stagnant and vacancies have slightly increased, we are now seeing an unanticipated rise in interstate migration and the emergence of a new trend – the return of the Aussie expat. The return home has already begun for many of the 1,000,000 Australians who live and work overseas, with hundreds flying home each week. Returning expats can now return home even sooner under the Government’s expanding quarantine processing in Darwin, set to process around 1,000 expats a month.
Over 480,000 Australians have already returned home in the last year - majority due to the global pandemic - and the Department of Foreign Affairs and Trade has revealed that there are over 36,000 Australian residents who have registered interest in coming home, with more than 27,000 in the process of returning. This is an unprecedented spike in returning expats. According to the ABS, the 2018- 2019 financial year saw Australia's population increase by 239,600 people due to net overseas migration. The amount of returning expats has already exceeded this.
In addition, experts predict that millions of prospective future Aussies are ‘waiting in the wings’ to relocate here as soon as physically possible - seeking to flee countries that are currently home to escalating health or political risks such as USA, UK, Europe, Hong Kong and China.
As a result of these factors, demographic experts forecast we are due for a ‘migration tsunami’ which will lead to extremely high housing demand. With international borders expected to reopen in late 2021, Australia will see significantly less immigration resulting in slower population growth.
The Australian Government’s recent Federal Budget declares that Australia’s overall population growth is expected to grow 0.2 per cent in 2020-21 and 0.4 per cent in 2021-22, yet with this increase in returning residents and the many migrants who are looking to move to Australia imminently, by 2022 there will likely be an overall net increase in residents settling in Australia.
The return of expats combined with the postponements by those who had planned to leave Australia to work overseas has already kept vacancy rates low.
CoreLogic data from October reveals vacancy rates have dropped in every capital city in Australia, apart from Melbourne in the past month. As more expats looking for somewhere to live after they make it out of hotel quarantine, there is no doubt there will be further pressure on the market - and to further support our housing market, we can look no further than the Reserve Bank of Australia’s (RBA) November announcement.
The RBA’s recent slashing of the official cash rate from 0.25 to 0.1 per cent, a historical low, is a welcomed incentive for investors. We can expect to see banks pass this cut directly on to borrowers so investors can breathe a collective sigh of relief with the RBA promising not to hike rates for “at least” three years.
The Commonwealth Bank has also announced its lowest ever fixed rate home loan of 1.99 per cent. Australia’s biggest lender is now offering a new four-year fixed rate for owner occupiers paying principal and interest. This is great news for investors as this will lower the structure of interest rates and provide confidence that Australians can borrow over the long term at historically low rates.
The good news continues for investors with the most recent CoreLogic dataset revealing that house prices across Australia have finally risen overall for the first time since the start of the pandemic, with the national housing market experiencing a 0.4 per cent rise in October.
While we are not out of the woods yet, there is every reason to feel confident about the outlook for property investment. The economic picture isn’t as bleak as initially predicted and we can take comfort in the fact that as our expats return home (and why the bloody hell wouldn’t they?!), demand for residential property will continue to grow.
Investors need to be ready for a ‘migration tsunami’ and snap up solid investment properties while they can. With the on-going changes that we’ve experienced this year, it is essential to do your homework and seek expert advice and property management to ensure you make smart and rewarding financial choices in 2021.

Are regional cities like Toowoomba about to become hot property? <a href="https://theconversation.com/institutions/griffith-university-828"> </a>
Australian governments have always wanted thriving regional cities, but policy innovations with this goal in mind have a <a href="https://theconversation.com/australias-dangerous-fantasy-diverting-population-growth-to-the-regions-105052">bad history</a>. Planned well, regional cities have huge potential to generate <a href="https://theconversation.com/bust-the-regional-city-myths-and-look-beyond-the-big-5-for-a-378b-return-79760">national economic growth</a> while improving <a href="https://theconversation.com/the-average-regional-city-resident-lacks-good-access-to-two-thirds-of-community-services-and-liveability-suffers-131910">livability and sustainable development</a>.
Governments want strong economies, diverse job opportunities and growing populations in regional cities. The Commonwealth’s <a href="https://www.infrastructure.gov.au/cities/city-deals/index.aspx">City Deals</a> and <a href="https://www.infrastructure.gov.au/cities/smart-cities/plan/index.aspx">Smart Cities Plan</a> have recently renewed focus on these priorities.
 
The <a href="https://theconversation.com/australias-dangerous-fantasy-diverting-population-growth-to-the-regions-105052">main policy problem</a> for regional cities has been creating enough employment opportunities to attract residents from capital cities. Unexpectedly, the COVID-driven trend towards <a href="https://www.remoteyear.com/blog/what-is-remote-work">remote working</a> may have delivered a solution.
Suddenly, the potential of digital technology for working remotely is being embraced. Many people could live in regional cities while working remotely for employers elsewhere. If this trend continues, regionalism could well become the newest phase of Australian urbanism.
An urban country dominated by capitals
An urban country emerged from <a href="https://www.cambridge.org/core/journals/urban-history/article/abs/australian-urban-history-a-progress-report/3740C0E5729075AB694AA58F4B81C895">as early as the 19th century</a> as modern Australia took shape. Almost 90% of Australians now live in cities, making us one of the most urbanised countries in the world. <a href="https://www.abs.gov.au/ausstats/abs@.nsf/Lookup/by%20Subject/2071.0%7E2016%7EMain%20Features%7ESnapshot%20of%20Australia,%202016%7E2">More than two-thirds are in the capital cities</a>; relatively few live in regional cities.
The east coast capitals developed first. Other capitals followed, along with industrial cities like Newcastle and Geelong. Regional cities grew at different speeds; some have <a href="https://en.wikipedia.org/wiki/Ballarat">longer histories</a> than <a href="https://en.wikipedia.org/wiki/Gold_Coast,_Queensland#History">others</a>.

 Most of Australia’s population is clustered around a few big urban centres. <a class="source" href="https://www.abs.gov.au/ausstats/abs@.nsf/Lookup/2071.0main+features1132016"> </a>

The nationwide shift to suburbia started in the early 20th century and has accelerated since. The “Australian Dream” of owning a free-standing family home in the suburbs remains <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2017-07-16/housing-affordability-whats-happening-to-great-australian-dream/8694330?nw=0">dominant</a>. It drives the relentless expansion of outer suburbs, especially around the large capitals.
Decades of constant suburbanisation and expansion of capital cities fuelled the rise of <a href="https://theconversation.com/australian-cities-and-their-metropolitan-plans-still-seem-to-be-parallel-universes-87603">metropolitan Australia</a>. Here, expanding outer suburbs extend into surrounding hinterlands before eventually connecting with neighbouring cities and towns. Metropolitan Melbourne, Greater Sydney and South-east Queensland are examples.
Urban consolidation, focused on increasing the density of urban cores and inner suburbs, is another recent phase of Australian urbanism. It is <a href="https://theconversation.com/vested-interests-behind-city-shapers-often-subvert-higher-density-policies-74244">promoted</a> as an efficient way to improve the availability and mix of urban housing, while slowing unsustainable sprawl. The <a href="https://theconversation.com/media-picture-of-urban-consolidation-focuses-more-on-a-good-scare-story-than-the-facts-58044">broad uptake</a> of urban consolidation across Australia is one of the main reasons inner-urban living became desirable in recent times.
A common thread through the phases of Australian urbanism is that the overwhelming concentration of people and jobs in capital cities has been <a href="https://theconversation.com/australias-dangerous-fantasy-diverting-population-growth-to-the-regions-105052">difficult to reverse</a>. Until now, migrating to a regional city and bringing your job with you was a distant dream for most workers and policymakers.
Departures and arrivals
Things may be about to change for regional cities. A <a href="https://www.news.com.au/finance/exodus-from-australian-cities-as-coronavirus-pushes-people-to-the-regions/news-story/09ef690c2847484f7e9777fd1ca5ce43">new trend</a> of people relocating from capital cities to regional areas appears to be gaining momentum.
This new internal migration creates a unique opportunity for governments to grow regional cities and stimulate economies.
Regional cities will <a href="http://www.regionalaustralia.org.au/home/wp-content/uploads/2017/06/Lighting-Up-our-Great-Small-Cities_Report.pdf">benefit from expanding populations</a>. More people will generate new cultural attractions, more social opportunities and greater vibrancy.
City revenues will rise as more taxes and rates start to flow through. Policymakers can then deliver much-needed <a href="https://theconversation.com/the-average-regional-city-resident-lacks-good-access-to-two-thirds-of-community-services-and-liveability-suffers-131910">liveability improvements</a>.
Policy innovations for regional cities should focus on quickly delivering quality housing and social infrastructure such as schools and hospitals. Care must be taken to ensure rapidly rising rents and <a href="https://theconversation.com/its-not-just-the-buildings-high-density-neighbourhoods-make-life-worse-for-the-poor-82070">gentrification</a> don’t displace existing residents. Displacement of regional city residents was a big <a href="https://www.tandfonline.com/doi/abs/10.5172/rsj.19.3.211">problem during the mining boom</a>.
Regionalism also presents opportunities and challenges for the capital cities. <a href="https://info.propertycouncil.com.au/property-australia-blog/office-vacancy-rates-reflect-strong-base-settings">Growing vacancy rates</a> for residential, commercial and retail space could become permanent. Falling populations and fewer workers will hurt some sectors. Sunk investment in infrastructure, including public transport, might be unrecoverable if projected user numbers don’t materialise.
Even if some residents leave capital cities, others will still arrive. There will probably be distinct demographic differences between the two groups. Most of those leaving will be established professionals with occupations they can continue remotely. Most arrivals will likely be interstate and overseas migrants, as well as graduates looking for entry-level professional roles.
For the next few years at least, the option to work regionally for a capital city employer is likely to be negotiated and earned, rather than automatic.
Regional future demands adaptable planning
The coming years will definitely not be business as usual for Australian cities. The rise in remote working will bring <a href="https://theconversation.com/coronavirus-has-changed-our-sense-of-place-so-together-we-must-re-imagine-our-cities-137789">transformative changes</a>.
It will not be enough to just plan for growth in regional cities. It is imperative to plan well, plan strategically and plan for the long term.
The move towards regionalism will have financial, social and environmental impacts. Established urban patterns may no longer hold. Policy responses will have to be innovative, flexible and dynamic.
Governments may need to activate special regulatory and legal arrangements to effectively manage trends towards regionalism. The innovative frameworks for regional development in recent <a href="https://www.infrastructure.gov.au/cities/city-deals/index.aspx">City Deals</a> are illustrative of new policy approaches to shaping regionalism.
We see a shift in the distribution of some planning and development powers between tiers of government to prioritise certain projects. Changes will have to be justified by economic, environmental or social objectives. Even if necessary, it might cause controversy, upheaval and legal challenges.
Governments will need to be strategic, diplomatic and brave to maximise future opportunities for regional and capital cities. Lane Cove is Sydney's busiest auction suburb this weekend

Queensland developer Seymour Group has announced the appointment of BESIX Watpac as the builders for their New Farm development, The Oxlade.
Located at 80 Oxlade Drive, the riverfront residences offer a collection of 30 residences with up to 16 metres of river frontage.
The project will mark the first development led by Brisbane businessman Kevin Seymour’s grandson, Ben Seymour.
“You’ve got young Ben here who is taking over the reins and I guess it’s the first of the whole new era of the company and development”, Kevin Seymour said.
Over 21 residences within the $100 million, six-storey development already been sold, with the construction set to commence in the coming week.
“They’re all owner-occupiers, they’re all people from Brisbane”, said Place Estate Agents’ Sarah Hackett, who is marketing the project.
Designed by bureau^proberts, the apartments afford between 210sqm and 380sqm of living space, with views of either the Brisbane skyline or the Brisbane River.
The apartments offer herringbone timber flooring, natural stone finishes and multiple living areas.
“Each residence [is] individually crafted and elegantly designed to create free flowing, light-filled spaces”, the project marketing read.
The project’s construction is expected to complete in mid-2022.

<div>The overall market in the Rockhampton and Capricorn Coast area has seen positive improvement throughout 2020, despite the ongoing COVID situation, however activity in the prestige property market, priced over $1 million in the Rockhampton and Capricorn Coast area, has seen a decline in overall sales numbers compared to 2019, according to the November report from valuation firm Herron Todd White.

HTW found that this sector of the market tends to be sporadic with only two residential sales above $1 million in Rockhampton and three sales on the Capricorn Coast in 2020. </div>

<div>Properties in the Rockhampton prestige market are generally in the older areas of Rockhampton consisting of renovated Queenslanders on good sized allotments that generally have extensive ancillary improvements. This was evident in the highest sale for 2020, a property in Queen Street, The Range consisting of a fully renovated, two-storey Queenslander with five bedrooms, three bathrooms and two-car garage.

<div>Further improved with an inground pool, half-court basketball court and extensively landscaped, the property sold for just over $1.5 million. The only other sale in Rockhampton was also a renovated Queenslander also on The Range for $1.1 million.</div>

<div>The Capricorn Coast has also seen limited sales numbers of prestige property in 2020. The highest sale was a very well presented beach front house for just under $2.2 million. The property was further improved with an inground pool, extensive landscaping and solar panels and has direct beach access with sweeping ocean views. </div>

Rockhampton prestige market saw a minor pandemic induced decline: HTW

The impact of COVID-19 on the property market is greatly varied across this large state.
COVID-19 has significantly increased the unemployment rate in Queensland with a greater impact on regional areas, particularly those with a heavy reliance on tourism. As of August 2020, the unemployment rate was 7.5 per cent.
The sustained period of the border closure between Queensland and other states has been a contributing factor to the already substantial impact of COVID-19. This is due to the strong connection between Queensland and New South Wales and, to a lesser extent, Victoria.
COVID-19 has helped strengthen ‘work from home’ opportunities, meaning owner-occupiers can take advantage of ‘lifestyle’ prospects instead of being tied to employment hubs.
Before COVID-19 hit, there was already a strong trend of sea- and tree-change homebuyers looking for the best of all worlds – lifestyle, accessibility to employment hubs and affordable housing.
In Queensland, the areas that attract those lifestyle buyers include the Gold Coast and Sunshine Coast.
Beachside suburbs especially outperform the market as they offer fantastic lifestyle opportunities.
However, while solid house price growth may be experienced in Brisbane, the inner-city unit market remains oversupplied and, therefore, high risk.

<div>The Sunraysia property market has continued to show strong sale volumes and prices despite the COVID-19 pandemic, according to the November report from valuation firm Herron Todd White.

HTW found that the majority of sales continue to be properties around the median sale price of $315,000 with very few listings over $750,000 being offered to the market.</div>

<div>Although house prices have continued to steadily rise, sales over $750,000 are infrequent in the local market, however with rising building costs and an expectation that interest rates will remain low, HTW anticipate that sales over this price point will become more common.</div>

<div>"The majority of residential sales over $1 million involve properties that have direct frontage to the New South Wales side of the Murray River in the townships of Gol Gol and Buronga, with only the occasional sale on the Victorian side of the border reaching these levels," according to Jake Garraway a HTW Residential Valuation Manager.</div>

<div>"A sign of the currently strong demand is the sale last month of 73 Billabong Road, Nichols Point, which achieved a sale price of $1.345 million at auction, the highest sale price within the region on the Victorian side of the border since the sale of 10 Wingillie Street, Mildura for $1.5 million in 2015."</div>

Mildura prestige market showed strong results despite COVID-19: HTW

Beulah International has listed a Melbourne penthouse in its Paragon project.
Situated on the corner of Queen Street and La Trobe Street, the 48-storey tower’s three-bedroom penthouse has been listed for sale for $4.5 million.
Designed by Fender Katsalidis, the residence offers an outdoor rooftop terrace and 360-degree views over the Melbourne CBD, said to be the tallest private rooftop terrace in Melbourne.
Beulah’s Adelene Teh said the terrace can be used for entertaining guests, watching the New Year fireworks or as a place to exercise outdoors with added privacy.

Stamford on Kent penthouse sold for $6.6 million

Around 400 additional homes could be built at Southwark Grounds on Port Road, lifting total site capacity from 1300 to around 1700 dwellings.

A recently approved code amendment would allow apartment towers of up to 14 storeys in some areas of Renewal SA’s redevelopment of the former West End Brewery.

Renewal SA Acting Chief Executive Shane Wingard said he welcomed the code amendment, with the increase in heights and homes making a positive impact on the supply of high-quality, well-connected housing close to the city.

“By going higher across some parts of Southwark Grounds, we are adding a substantial number of very well-located homes with little impact on project delivery time or planned open space,” Mr Wingard said.

Since the project officially launched in 2025, Mr Wingard said more than 12,000 enquiries had been received about living at Southwark Grounds.

“The very strong early interest we’ve seen since homes were first released in the precinct reinforces our plans to create more housing opportunities,” he said.

The Southwark Grounds code amendment was launched in December last year, with community engagement undertaken over five weeks from January.

It proposed increasing maximum building heights from eight to 14 storeys on the eastern section of Southwark Grounds, and to 12 storeys across the remainder of the site, with minimum building heights ranging from two to four storeys.

The code amendment was implemented through an Early Commencement policy in late January, allowing developers to quickly explore the viability of increased height and housing yield while other planning processes continue.

One of the first developers delivering apartment sites have already finalised redesigns to increase the number of apartments following the code amendment.

Samaras’ development adjacent to the future Colonel Light Park is now planning to deliver 125 apartments across 11 storeys, significantly greater than original plans of around 50 apartments across four storeys.

The developer is also exploring the potential for additional affordable housing outcomes.

Most of the apartments at Southwark Grounds will be delivered within a master-planned precinct on a large parcel of land on the eastern portion of the site, covering around two-thirds of its 8.4 hectares.

Wingard said detailed precinct planning over the coming months may identify further opportunities to increase yield further that could see total apartment numbers at Southwark Grounds, exceed this number.

Affordable homes at Southwark Grounds will also see a net increase, with Renewal SA maintaining its commitment to a minimum of 20 per cent affordable housing across the development.

Civil works have begun across the site, with construction under way on the first new roads surrounding a townhouse precinct in the south‑west corner of Southwark Grounds. This includes Renewal SA’s 17 Founder’s Row homes, which are on track for completion by Christmas.

“We expect to have people living at Southwark Grounds by the end of the year, so delivering roads and public spaces for those residents is among our highest priorities.”

Construction of 40 townhouses off Anderson Street, known as West Village and being delivered by Contour, is forecast to begin in mid‑2026. Kolabb’s Anderson Lane development will follow shortly after, delivering a further 26 townhouses.

Southwark Grounds is a state government‑led urban renewal project now set to deliver around 1,700 homes over the next decade.

Homes will be supported by a supermarket, a range of retail and hospitality offerings anchored by a revitalised Walkerville Brew Tower, a childcare centre, car parking and well‑connected public spaces.

400 new homes planned for Adelaide's former West End Brewery site

Brisbane developer&nbsp;<a href="https://www.apartments.com.au/developers/cavcorp">Cavcorp</a> has lodged plans for a new mixed-use residential development at <a href="https://www.apartments.com.au/new-apartments/55-wyandra-street-teneriffe-qld-4005">55 Wyandra Street</a>, Teneriffe, anchored by an 85-metre public laneway designed to reconnect the suburb’s riverfront with the Gasworks precinct.

The buildings, known as Teneriffe House and Teneriffe Lane, would replace the existing Queensland Cotton head office site with a 15-storey residential tower transitioning to eight storeys toward Helen Street. The project has been designed by Plazibat Architects and lodged as a code assessable development application for 93 apartments across a 3,401 sqm mixed-use site within the Newstead and Teneriffe Waterfront neighbourhood plan.

Central to the scheme is the transformation of an existing service easement into a publicly accessible cross-block connection linking Wyandra and Helen Streets. Cavcorp says the new laneway will act as both a pedestrian shortcut and a landscaped civic space between the Teneriffe Riverwalk, ferry terminal, and Gasworks precinct.

“The revised proposal delivers a legacy public-realm cross-block link, permanently secured for community use, transforming an existing private easement into a safe, high-quality pedestrian connection between the Teneriffe heritage riverwalk and the Gasworks–Long Island precinct,” the planning report states.

The laneway will sit beneath a large subtropical loggia integrated into the podium levels of the development. The design incorporates deep landscaping, water gardens, lobby spaces, business lounges, and ground-floor apartments to create what Cavcorp describes as a climate-responsive “urban verandah.”

The tower itself has been designed as a slender form with recessed floorplates and curved translucent corners inspired by contemporary Japanese architecture. The building height aligns with the Commercial Road precinct controls, which permit towers up to 15 storeys within proximity to Longland Street.

The project will comprise a mix of larger-format apartments aimed at owner-occupiers, downsizers, and families. The proposed apartment mix includes 11 loggia apartments across the lower levels, 50 four-bedroom Sky-Terrace apartments from levels three to seven, and 32 Sky-Pool Homes occupying the upper tower levels. The Sky-Pool Homes will feature private thermal plunge pools integrated into oversized balconies.

According to the application, the apartments are intended to reinterpret the scale and character of Teneriffe’s woolstore conversions and Queensland homes within a vertical residential format.

“The sky-pool homes build on Cavcorp’s previous projects and introduce a distinct apartment typology to Teneriffe, informed by both local and international precedent and responding to an identified market demand for enhanced safety, space and amenity,” the planning submission notes.

A major focus of the proposal is its five-level wellness and lifestyle offering, extending from the basement through to the rooftop.

Amenities proposed include a rooftop Swim &amp; Racquet Club with a 25-metre Olympic lap pool and tennis court, coworking spaces and libraries, golf simulators, wine storage, concierge facilities, business lounges, pet wash areas, and rooftop longevity-focused wellness spaces with spas, outdoor fitness zones, and landscaped terraces.

All parking will be concealed within basement levels accessed from Wyandra and Helen Streets. Cavcorp says the deep-basement engineering approach allows the entire ground plane to prioritise landscaping, pedestrian movement, and active frontage rather than vehicle infrastructure.

The development continues Cavcorp’s concentration in Newstead and Teneriffe, where the Brisbane developer has delivered a number of apartment projects including Lucent, Le Bain, and Luminare, as well as the Long Island Wellness Precinct nearby. Several of those projects have received national design and architecture awards, including recognition under Brisbane’s “Buildings that Breathe” program.

Focus Group Investments has lodged plans for a new apartment development at <a href="https://www.apartments.com.au/new-apartments/64-70-hanover-street-fitzroy-vic-3065">64–70 Hanover Street</a> in Fitzroy, seeking to utilise the Victorian Government’s recently introduced Great Design Fast Track pathway to accelerate approvals for the project.

The proposal is among the latest developments to emerge through the state-led initiative, which was established to fast-track well-designed residential projects in activity centres and transport-connected inner-city locations. The pathway allows qualifying developments that meet elevated design and housing benchmarks to bypass traditional council planning timeframes and instead be assessed directly by the Department of Transport and Planning.

Designed by SJB, the development will comprise a mix of apartments above activated lower levels, with a strong focus on architectural articulation, landscaping, and communal amenity. The design response seeks to balance the industrial character of Richmond’s former warehouse precincts with a more contemporary residential form.

The Planning and Urban Context Report by Tract says the development is of an "exemplary architectural standard" and has been carefully crafted by SJB Architects.

"Dwellings&nbsp;will benefit from excellent access to natural light, cross-ventilation opportunities and extensive communal space," the report noted.

The architectural material highlights the project’s integration of landscaped elements and communal spaces throughout the building. The proposal also incorporates sustainability initiatives aligned with the Victorian Government’s push for higher-performing apartment developments under the fast-track program.

The Great Design Fast Track was unveiled by the Victorian Government in 2024 as part of a broader housing supply strategy aimed at accelerating the delivery of new homes. Projects assessed through the pathway must demonstrate high-quality architecture, sustainability outcomes, and housing diversity while being located close to public transport and existing infrastructure.

Focus Group, founder and led by Paul De Lutiis, is increasingly active across Melbourne’s inner suburbs, targeting well-connected urban renewal locations suited to medium and higher-density residential development. The Gold Coast Planning Committee has supported the preliminary approval for the Benowa Gardens Urban Village project following an extensive community consultation and assessment process.

The proposal will now proceed to a full council vote on June 2.

The application sought approval for a masterplanned urban village on the existing Benowa Gardens Shopping Centre site, combining new housing, retail, dining, health and lifestyle amenities within a walkable, integrated precinct.&nbsp;

The proposed redevelopment includes around 413 apartments integrated above a revitalised mixed-use centre featuring a full-line supermarket of 4,000 sqm, 6,000 sqm of specialty retail and dining space across around 30 retailers, a 7,000 sqm health and wellness precinct, and roughly 9,630 sqm of office and medical suites.&nbsp;

The broader masterplan also includes very significant traffic and transport improvements, wide pedestrian walkways, upgraded pedestrian and cycle connections, and enhanced public areas designed to create a more connected and walkable community environment.&nbsp;

Centre owner Patrick Lu said the milestone reflected months of detailed planning, technical assessment and ongoing communication with local residents, businesses, schools and stakeholders.

Lu said the proposal had evolved significantly through consultation and technical review, particularly around traffic, pedestrian and student safety and neighbourhood connectivity.&nbsp;

Surfers Paradise is officially set for its first new residential development with a 45-storey skybridge connecting the two towers.

John Camilleri’s Celestino Developments has been given the green light by the Gold Coast City Council to develop its major beachfront precinct across its huge 4,000 sqm oceanfront site at <a href="https://www.apartments.com.au/new-apartments/63-79-garfield-terrace-surfers-paradise-qld-4217">63–79 Garfield Terrace</a>, just five months after its <a href="https://www.apartments.com.au/news/qld/first-look-exclusive-billionaire-winx-breeder-s-bold-two-tower-surfers-paradise-play-with-45th-storey-skybridge">submission in late 2025</a>.

The approved scheme will deliver two towers rising 55 and 48 storeys, connected by a skybridge positioned on level 45 that will house a range of resident-only wellness and entertainment spaces.

In its notice of approval, the Gold Coast City Council said the&nbsp;proposed overall built form has been designed to complement the scale, intensity and protect the adjacent amenity and surrounding streets through the use of varied setbacks, site cover and architectural elements.

Designed by <a href="https://www.apartments.com.au/architects/dbi">DBI</a>, the development will comprise 275 apartments across the two towers, including a mix of two-, three-, and four-bedroom residences, as well as several penthouses. The apartments will sit above a landscaped podium featuring more than 90 metres of beachfront pool frontage, private resident lawns, lounges, and wellness spaces.

DBI said the design draws heavily from the movement and form of the coastal environment, with curving balcony lines and sculpted façades intended to soften the scale of the towers while maximising ocean outlooks and passive shading outcomes.

“The project occupies a rare, uninterrupted oceanfront site and has been shaped by a design philosophy that merges architectural elegance with environmental responsiveness and a carefully curated lifestyle experience,” DBI said in planning documents submitted to the Gold Coast City Council.

The most distinctive element of the approved project is the skybridge linking the two towers at level 45. The elevated communal space is planned to include executive lounges, formal dining areas, wellness facilities, and panoramic ocean-facing outlooks.

“The skybridge enhances the identity of the development, promotes social interaction, and delivers a lifestyle experience not found elsewhere on the Gold Coast,” DBI said.

At podium level, residents will have access to a suite of resort-style amenities, including resident lounges, private dining rooms, a yoga lawn, gymnasium, plunge pools, and treatment spaces. The beachfront pool has been designed with separate lap, lounge, and children’s areas extending across the width of the site.

The project will also introduce new food and beverage offerings along the Enderley Avenue and Oceanway frontages, contributing additional activation to the beachfront precinct.
