National rents were -0.1% lower over the month to September 2019, with a median rental value of $436/week, according to the latest Quarterly Rental Review from CoreLogic
They found Rental rates across the combined capital cities came in -0.2% lower over the month with a weekly median rental value of $464/week which remains considerably higher than the combined regional markets where the median rental value current sits at $381/week, with rents across regional areas having risen by 0.1% over the month of September 2019.
Looking at the change in rents over the month across the capital cities, Adelaide was the only capital city to record a monthly rise in rents (+0.1%), with rental rates lower in Sydney (-0.3%), Melbourne (-0.1%), Perth (- 0.1%), Hobart (-0.2%), Darwin (-0.2%) and Canberra (- 0.3%), while unchanged in Brisbane.
According to CoreLogic’s head of research, Tim Lawless, “the broad based weakness in rental conditions can probably be attributed to a rise in rental supply following the surge in investment and residential construction activity through the previous housing boom which has contributed to rental supply."
"Additionally, as first home buyer numbers have surged, this has likely contributed to a reduction in demand as renters convert to buyers.”
“Markets where rents are rising the fastest have generally seen less of a supply response, creating tight rental conditions and pushing rents higher,” he concluded.

Blackheath, NSW mortgagee sold for $165,000 loss

The Tax Office is seeking to bankrupt the Chinese billionaire, Huang Xiangmo.
It will consider court action in Hong Kong to recover his $140.9 million tax bill.
Last month the ATO sought orders in the Federal Court in Sydney to freeze the local assets of the exiled billionaire.
Huang Xiangmo is a central figure in the alleged NSW corruption watchdog's investigation into the $100,000 Labor Party donation in an Aldi bag.
The ATO sought urgent orders against Huang and his wife Jiefang as it seeks $140 million in allegedly unpaid tax and penalties.
The Chinese property developer has denied he's ever shopped at Aldi, let alone donated $100,000 cash to the Labor Party.
The inquiry at ICAC has heard that Huang, whose Australian resident return visa was cancelled last year, was the alleged donor of the cash delivered in an Aldi bag after a 2015 fundraising dinner.
As a developer, Mr Huang was not allowed to make political donations.

Hotelier Julian Gerner will retain ownership of Sorrento's Continental Hotel in a deal struck this week.
It comes after the demise of the proposed project partner, property developer Steller and the failure of recent purchaser LBA Capital to settle.
“I have negotiated an agreement to deliver on the vision to restore, renovate, protect and preserve the 1875 ‘Marvellous Melbourne’ hotel for the Sorrento community, all Victorians, interstate and overseas tourists for generations to come,” Gerner said.
He is targeting a recommencement of construction post Australia Day, 2020.
There is a new ownership entity, The Ocean Amphitheatre Company, named in honour of George Coppin who built the Continental and developed the township of Sorrento.
Hotelier Julian Gerner purchased the property from the Di Pietro family following a sales campaign in 2015.
Gerner then obtained planning and heritage approval for an extensive redevelopment of the 144-year-old heritage-listed hotel, the largest limestone structure in the Southern Hemisphere.
But the project was then shut down given issues regarding the project's partnership.

Julian Gerner to develop Sorrento's Continental Hotel

The turn in the housing market has been remarkable, with the rebound in prices considerably stronger than expected, the latest ANZ Australian Housing Update has stated.
They found auction clearance rates bottomed in December and have been rising since. But the improvement became much more marked from May onwards, while the change in sentiment was driven by the combination of lower rates, easier access to credit, and increased certainty around housing taxation.
The recovery in prices has been driven by Sydney and Melbourne.

Prices in the two cities stabilised in June after a period of decline, leaving them down 15% and 11%, respectively, from their peaks.
Prices are up 3% in both cities in the past three months, and ongoing buoyant auction clearance rates point to more gains.
In Brisbane and Adelaide prices appear to be stabilising after a period of modest weakness (-3% and -1% from the respective peaks).
Perth prices are falling, bringing the cumulative decline to 21% since the top in 2014.
Hobart prices now look to be stabilising after big jump since early 2016 where prices have risen a cumulative 34%. 
The report said, "easier credit is helping to drive the quick rebound."
"We had thought that the easing of the mortgage serviceability floor would be at least partly offset by other tightening measures such as the updated Household Expenditure Measure (HEM) and the introduction of comprehensive credit reporting. But that has not been the case. We do, though, see credit conditions remaining tighter than they were pre-Royal Commission."
"Nationwide, we expect prices to continue to rise strongly through Q4, driven by Sydney and Melbourne, after which we expect gains to moderate.
"We have annual price growth for Sydney and Melbourne peaking in mid2020 in the low double digits.
"Through 2020 we look for growth of 6% nationwide with a further gain of 4% through 2021. The risks seem tilted to the upside, alongside the risks for further monetary easing," they added.
The high volume of recent completions has not been replaced by new approvals and work yet to be done is falling sharply. 
Building approvals have dropped sharply, driven by a renewed decline in major apartment building approvals.

Property developers are increasingly confident about access to credit, they found, while reduced rates and APRA easing have increased demand.
While strong population growth, low unemployment and relatively low vacancy rates will support the recovery of construction activity, quality concerns may delay the timing.
ANZ forecast activity to trough in mid-2020 before picking up modestly. 
Declines in house prices over the past few years have improved a range of affordability measures.
ANZ Economists said, "the recent sharp turnaround in prices, however, will ultimately reduce affordability, in Sydney and Melbourne in particular."
"Housing loan arrears rates have risen, mostly in WA. Excluding WA, arrears rates in Australia are below 1% and have decreased slightly in recent months."
"Australia’s arrears rate remains low by international standards."
"While mortgage repayments generally are affordable given low interest rates, high household debt leaves householders vulnerable."
"A negative shock driving unemployment higher would be amplified by the high level of debt," they concluded.

The Australian housing market is on the rebound: ANZ

A 3 hectare industrial site in Lane Cove, 13 kilometres north-west of Sydney’s CBD has hit the market. 
Situated on the shores of the Lane Cove River, the property at 170 Epping Road has been a functioning corn mill for 125 years.
Cushman &amp; Wakefield’s Paul Fernandes and Orlando Maciel have been appointed to sell 170 Epping Road via an expressions of interest campaign closing November 7.
The corn milling operations commenced in 1894 under the Chicago Starch Mills banner.
Over the course of 125 years, it have been operated by Starch Australasia, Clifford Love &amp; Co, Goodman Fielder and currently, Ingredion, an ingredient provider who continues to operate the site to this day.
The site comprises of about 30,000 square metres which includes seven industrial warehouses offering 4,500 square metres of storage, distribution and undercover loading.
Located opposite the Northern entrance to the Lane Cove Tunnel and the beginning of the M2 motorway, the property is just 1.3 kilometres from the Metro Line rail stop at North Ryde.
Surrounded by parkland, the property also features about 350 metres of uninterrupted frontage to the Lane Cove River, with Magdala park directly opposite.
Subject to the necessary approvals, the site holds the potential for a change in permissible use or rezoning.
This would follow the former Shell/McDonalds site at 150 Epping Road, which was redeveloped into a residential complex and completed in late 2016.
Ingredion will maintain its business in Australia following the sale at a new office and laboratory in Sydney.
Cushman &amp; Wakefield’s Paul Fernandes said: “170 Epping Road presents a rare opportunity for investors or developers to secure over 29,000 square metres fronting the Lane Cover River, with primary access to Sydney’s main arterial thoroughfares.
“We have already seen major residential developments in nearby locations that reaffirm, subject to planning approval, the potential to transform the large 170 Epping Road property into a business or mixed- use precinct in a unique location. This could add significant value to the site,” Fernandes added.

Lane Cove corn mill industrial site hits the market

Parramatta had the weekend’s cheapest auction sale when $420,000 was paid for a two-bedroom apartment in the 1974 complex, Wentworth Gardens.
There have been just 11 higher sales in the complex, including four fetching above $500,000.
<a href="https://www.realestate.com.au/sold/property-apartment-nsw-parramatta-131994482" target="_blank">The 12th floor Campbell Street</a> unit last sold in 2012 for $323,000.
The 59 square metre space was offered as a $450 a week rental in 2015.
Dee Why, another apartment construction hot spot, had Sydney’s second-cheapest result when a studio apartment in the newly completed Osprey Apartments fetched $480,000.
A Punchbowl unit failed to sell, when passed in on a $395,000 vendor bid.
There were three registered bidders, one an investor and the others first home buyers.
In Rossmore Avenue, the two-bedroom 62 square metre unit had a new kitchen and new bathroom.
Dating back to 1970, it last traded in 2003 for $206,000.
Listing agents Anthony Ghantous and Fadi Hajjar now have a $409,000 asking price.

Parramatta sees cheapest weekend auction sale

In a country as dry as Australia, surely it is a no-brainer that we have in place a coordinated, national drought response that can be rolled out the same way that the Natural Disaster Relief and Recovery Arrangements are triggered when the country experiences cyclones, floods or bushfires.
Drought used to be part of these arrangements but, for good policy reasons, was removed in 1989.
Our last attempt at national drought policy
Once upon a time, Australia had a national drought policy. It was enacted in 1992 following a comprehensive review and report by an independent panel, the <a href="https://www.propertyobserver.com.au/https://trove.nla.gov.au/work/6206176" target="_blank">National Drought Policy Review Task Force</a>, and detailed negotiations between Commonwealth and state ministers and their officials.
The policy included commitments by both state and Commonwealth governments to implement a coordinated and comprehensive package of programs covering drought preparation and response.
At the Commonwealth level, these measures were centred around:
<ul>
<li>
the controversial “exceptional circumstances” provisions of its revised <a href="https://onlinelibrary.wiley.com/doi/10.1111/j.1467-8500.2006.00483.x" target="_blank">Rural Adjustment Scheme</a>, which were aimed at supporting farm businesses by subsidising up to 100% of the interest paid on commercial loans.
</li>
<li>
a farm household support scheme that provided short-term income support to farmers and also offered grants for those who decided to leave the land.
</li>
<li>
farm management bonds, later known as <a href="https://www.ato.gov.au/Business/Primary-producers/In-detail/Farm-management-deposits-scheme/" target="_blank">farm management deposits</a>, that allowed farmers to set aside pre-tax income they could later draw on in times of need.
</li>
<li>
a drought relief payment (added to the policy in 1994) that provided income support for farmers in areas declared to be experiencing “exceptional circumstances” drought. By May 1995, <a href="https://www.aph.gov.au/About_Parliament/Parliamentary_Departments/Parliamentary_Library/pubs/rp/RP9596/96rp06" target="_blank">over 10,000 families</a> were accessing this payment every month.
</li>
</ul>
Flaws in the policy
As anyone familiar with these programs will know, the exceptional circumstances program was plagued by problems.
The first was the lack of clarity around defining when a drought moved from a “normal” situation that was expected to be managed by farmers, to an “exceptional” situation with which even the best manager could not be expected to cope.
The definition of an “exceptional circumstances” drought became the subject of ongoing debate, along with concerns that drought assistance was based on administrative boundaries, leading to inequities that became known as the <a href="https://books.google.com.au/books?id=EC_ubyzIecUC&amp;pg=PA59&amp;lpg=PA59&amp;dq=australia+drought+%22lines+on+maps%22+problem&amp;source=bl&amp;ots=Xt_qqiXXkc&amp;sig=ACfU3U3WoO17x1bFqBhucrPqvrQtiVGMYQ&amp;hl=en&amp;sa=X&amp;ved=2ahUKEwia3aeAno7lAhVpILcAHTEeCC0Q6AEwAHoECAgQAQ#v=onepage&amp;q=australia%20drought%20%22lines%20on%20maps%22%20problem&amp;f=false" target="_blank">“lines on maps” problem</a>.
The second issue was the amount of information farmers were required to provide in order to demonstrate eligibility for “exceptional circumstances” assistance. The process was considered onerous and time-consuming.
Amid these concerns, a comprehensive review of drought policy was conducted in 2008 by the <a href="https://www.pc.gov.au/inquiries/completed/drought/report" target="_blank">Productivity Commission</a>. This was accompanied by a <a href="http://www.bom.gov.au/climate/droughtec/ec-report.pdf" target="_blank">report</a> by the Bureau of Meteorology and CSIRO on the likely impact of climate change on the frequency and severity of droughts in Australia, and an independent report on the <a href="http://www.agriculture.gov.au/ag-farm-food/drought/drought-policy/history/dryness-report" target="_blank">social impact of drought</a>.
Following the review, the government decided to end the “exceptional circumstances” program in 2009. This effectively gutted the national drought policy.
Since then, there has been no further attempt at developing a comprehensive, predictable drought policy response from the federal or state governments. There have been intergovernmental <a href="http://www.agriculture.gov.au/ag-farm-food/drought/drought-policy/national-drought-agreement" target="_blank">National Drought Agreements</a>, but these have done little more than restate the principles underpinning the country’s drought policy since 1992.
In recent years, the Coalition government has appointed a drought envoy, Barnaby Joyce, and drought coordinator-general, Stephen Day, to study the impact of drought on farmers and recommend possible solutions, but we have <a href="https://www.theguardian.com/australia-news/2019/sep/23/labor-calls-for-release-of-drought-envoy-reports-barnaby-joyce-says-he-sent-via-text" target="_blank">yet to see what either has come up with</a>.
Providing meaningful, timely and predictable support
Much of the criticism levelled at the government’s response to the current drought relates to its ad hoc and knee-jerk nature. This reactive way of dealing with drought highlights the need to return to a more predictable approach. This would avoid <a href="https://www.news.com.au/technology/environment/disbelief-over-1-million-funding-as-moyne-shire-locals-deny-they-are-in-drought/news-story/d82ba5220872e2d291f898cbe70f3e6a" target="_blank">perceptions of pork barrelling</a> and provide certainty to farmers about what support is available and under what circumstances.
A new national drought policy needs to take several forms. First, it needs to support farmers to prepare for drought before it happens. This is one area where the current policy has been moderately successful.
As of August 2019, Australian farmers had set aside a total of <a href="http://www.agriculture.gov.au/ag-farm-food/drought/assistance/fmd/statistics" target="_blank">$5.809 billion in farm management deposits</a>. These deposits have encouraged farmers to manage financial risk by building up cash reserves in high-income years, which they could then use during times of drought.
Individual farmers can currently hold a total of $800,000 in deposits. One possible improvement is to raise the ceiling on annual deposits in the years following drought recovery to allow a rapid rebuilding of cash reserves.
Second, a strong drought policy needs to provide support to all farmers during drought, not just those who have accumulated sufficient deposits to help them ride out the lean years.
In recent years, many farmers have taken advantage of long-term, low-interest loans to help during drought, and some have called for <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/rural/2019-10-07/farms-push-for-interest-free-drought-loans/11574552" target="_blank">zero-interest loans</a> to be made available, as well. But loans are not an ideal solution, as repayments are generally required even when farm incomes remain low.
An alternative to low- or no-interest loans are <a href="https://onlinelibrary.wiley.com/doi/full/10.1111/1467-8489.12213" target="_blank">income contingent loans</a>. Similar to the <a href="https://www.studyassist.gov.au/help-loans/hecs-help" target="_blank">HECS-HELP scheme in higher education</a>, these types of loans only require repayment when the borrower can afford to do so.
This would not only give farmers greater flexibility when it comes to repayment, it would also greatly reduce the extensive red tape that strangled the old “exceptional circumstances” scheme.
Third, we need a serious rethink of the way we provide income assistance to farmers in a broader sense. Providing income support to farmers who are asset-rich, for instance, raises questions about fairness when compared with poor people in cities who are struggling to get by on Newstart payments.
This imbalance has come into stark focus in recent weeks, particularly on social media, as government ministers have discussed the introduction of <a href="https://www.smh.com.au/national/nsw/dole-drug-tests-demonise-the-needy-20190906-p52okv" target="_blank">drug testing for Newstart recipients</a>, and in the <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2019-09-09/farm-household-allowance-on-cashless-welfare-cards-no-problem/11492590" target="_blank">debate around the Indue card</a>.
There has been <a href="https://theconversation.com/farm-poverty-an-area-of-policy-aid-built-on-sands-of-ignorance-23756" target="_blank">no serious attempt in the past 45 years</a> to measure the extent of poverty among farmers. We can develop more appropriate and equitable income-support policies if we can better understand the genuine nature of their need.
The elephant in the room
While the government has assiduously avoided making the link, an effective national drought policy also cannot be divorced from discussions about climate change.
The 2008 Productivity Commission report was pretty clear in its conclusions about the impact of climate change on drought in Australia. A growing number of farmers are now <a href="http://farminstitute.org.au/publications/research_report/change-in-the-air" target="_blank">acknowledging this reality</a>. Denying the need for serious consideration of climate change is not doing our agricultural producers any favours.
Developing an effective national drought policy is hard work. But in another sense, it should also be easy. This is because, unlike many other areas of government policy, it can be bipartisan.
Although the National Party has historically been aligned with rural voters, all parties are broadly sympathetic to farmers and value their contributions to the economy and, importantly, our national identity. The public also generally <a href="https://csrm.cass.anu.edu.au/research/publications/parched-rural-australia-thirsty-solutions" target="_blank">regards farmers positively</a> and is responsive to their plight when they are faced with hardship.

The Lowy family has sold its $815 million stake in Australian shopping centre owner Scentre Group ending its association with the Australian retail sector that began in 1959.

The move cuts the family’s ties with the 60 year old shopping centre company that grew from a single centre that opened in Blacktown in western Sydney.
Sir Frank Lowy has been in Sydney overseeing the sell down through investment bank UBS.
The Australian newspaper reported its sent a chill through the listed real estate investment trust sector.
The stake comprised 3.9 per cent of the company’s stock, with 206.1 million shares divested to institutions in what marked the largest ever REIT block trade in Australian history.
The sale at $3.956 was at a small discount to the closing price of $4.01.
Sir Frank, who was born in 1930, was knighted in 2017 and ranked as Australia’s 6th richest person on this year’s The List with a fortune of $8.92bn.
He co-founded the Westfield empire with John Saunders.
The offshore component sold to French group Unibail-Rodamco in a $32bn deal finalised last year.
Scentre was created in June 2014 when the Westfield Group separated its American and European businesses.
The sale also positions the Lowy Family Group for the next phase of investing and it is already backing a new property fund in Australia looking for opportunistic plays, with the aid of former Westfield executive Michael Gutman and the Alceon operation.
The group has launched a series of ventures in fields ranging from health, cybersecurity and theatre, confirming Sir Frank’s entrepreneurial streak.
The Lowy exit marks the end of an era and signals new challenges for the retail sector.
Department stores Myer and David Jones are ailing but the departing Mr Miles pointed to the surge in luxury retailers and predicted more would come into Australia.
He warned that not all shopping centres would come through the industry’s challenges but the local Westfield empire had been dramatically reshaped by asset sales in recent years and efforts to integrate with e-commerce.

Chill for REITs as Lowy family sell $815 million Scentre Group stake

There was "an abundance of housing credit available,” the Commonwealth Bank’s CEO Matt Comyn said yesterday.
The CEO suggested the recent cuts by the Reserve Bank were contributing to a turnaround in the housing market.
“House prices are now rising in Sydney and Melbourne after having fallen for 18 months, and there are encouraging signs that the market has stabilised,” he said.
“While regulatory guidance has increased in recent years for home lending, these changes have improved lending standards across the industry and have further improved the resilience of the financial system.”
According to the CEO, CBA is “very clear” on the steps that must be taken to continue to deliver “in the current economic, regulatory and competitive environment.”
“Our results show the underlying strength of our core business, with home and business lending both up 4 percent,” he said.
The difference in mortgage pricing for new and existing customers is "substantially less" than the figure claimed by the ACCC, Comyn said.
The competition regulator identified a gap of 32 basis points in interest rates between the front and back books of the major banks, But he said it was significantly lower than 30 basis points at CBA.

Construction has now commenced across four towers ranging between 18 and 30 storeys, with Hamilton Marino and Maxcon appointed as builders.

Once complete, the precinct is expected to comprise around 1,100 residences, alongside retail, hospitality and public realm uses integrated throughout the site.

The project’s design places a heavy focus on landscaping, wellness amenities and biophilic design principles.

Plans include around 3,700 sqm of landscaped gardens and open space throughout the precinct, alongside a retail and dining offering spanning approximately 5,000 sqm.

The broader public realm strategy centres around what GURNER™ describes as the “Path of Life”, an urban forest and landscaped pedestrian environment intended to connect the various buildings and wellness spaces across the precinct.

The apartments themselves will incorporate a range of wellness-focused inclusions, including purified air and water systems, circadian lighting, antimicrobial surfaces, and optional in-home wellness upgrades.

Gurner said the company’s experience through its Saint Haven wellness clubs had directly informed the residential offering now being incorporated into Elysium Fields.

“We’re seeing a clear global shift toward longevity, performance and proactive health,” Gurner said.

“Our role is to deliver that in a way that feels seamless, highly private and beautifully resolved within the environments we create.”

A large component of the wellness offering is planned through the resident amenity and health facilities proposed within the precinct.

That includes plans for bathing and recovery facilities spread throughout the towers, incorporating mineral pools, saunas, steam rooms, flotation therapy, red light therapy and wellness lounges.

The developer is also seeking approvals for what it describes as a “reverse ageing medical clinic” within the precinct.

According to project information released by the group, the proposed facility would include cryotherapy, IV infusion therapy, infrared and dry saunas, PEMF beds, MRIs, DEXA scans, brain scans and blood analysis services.

Within the first tower, Helios, residents will also have access to a dedicated amenity offering known as the Sky Private Club.

The upper 15 levels of the building will include private lounges, dining spaces, rooftop amenities and optional private wellness studios integrated within residences.

The Helios tower itself comprises 260 apartments ranging between 60 sqm and 300 sqm, including a collection of penthouses.

That includes a planned two-storey penthouse spanning around 600 sqm with uninterrupted bay views.

The Elysium Fields precinct is being delivered in partnership with Digital Harbour Holdings, a consortium that includes the Liberman family, which controls the development rights across the Docklands site.

Elysium Fields drive Gurner to $1.65 billion in apartment sales over 2025

National Australia Bank (NAB) will fund <a href="https://www.apartments.com.au/new-apartments/palmera-residences-gold-coast-18-garfield-terrace-surfers-paradise-qld-4217">Palmera</a>, a $1 billion, 52-level luxury residential tower being developed by Central Equity in one of the Gold Coast’s most tightly held coastal locations at Northcliffe.

The project, launched recently by <a href="https://www.apartments.com.au/developers/central-equity">Central Equity</a>, one of Victoria’s largest private residential developers, comes at a time when construction funding for large residential developments has become increasingly competitive as lenders tighten exposure to the sector.

Multiplex has been appointed the builder, and construction is now underway.

Since its first project, Central Equity has delivered more than 85 residential developments with a combined end value exceeding $8 billion.

Palmera reflects Central Equity’s growing focus on the Gold Coast luxury apartment market and continues a relationship between Central Equity and NAB that dates back to the late 1980s, when the bank funded one of Melbourne’s earliest inner-city residential towers at a time when high-rise apartment living in the CBD was largely unproven.

“NAB’s funding of Central Equity’s $36 million CBD development in the late 1980’s to the financing of the billion-dollar tower today highlights the long-term relationship between the two organisations in delivering major residential projects” said Central Equity Founder and Chairman Eddie Kutner.

He said NAB’s early support was instrumental in helping establish the company’s development model.

Central Equity was established in 1987 when Melbourne’s CBD and Southbank precinct were still dominated by warehouses and commercial buildings. Fewer than 100 residents lived in Southbank at the time, and large-scale residential development in the inner city was not widely considered.

Recognising changing demographics and lifestyle preferences, the company began developing high-rise residential projects designed to bring permanent residents into the city centre.

Central Equity has provided accommodation for approximately 40,000 residents across Melbourne’s CBD and Southbank, while also incorporating supporting infrastructure including essential lifestyle facilities like retail spaces, childcare facilities and neighbourhood activity centres.

NAB funds $1 billion Surfers Paradise apartment development, Palmera

Two years after completing one of the newest developments in North Sydney, developer <a href="https://www.apartments.com.au/developers/aqualand-australia">Aqualand</a> is turning its attention to the rapidly evolving St Leonards apartment market.

The developer, which completed AURA by Aqualand on North Sydney's Walker Street, has lodged plans for a 5,918 sqm site at <a href="https://www.apartments.com.au/new-apartments/33-37-herbert-street-st-leonards-nsw-2065">33-37 Herbert Street, St Leonards,</a> seeking approval for a pair of residential towers rising above a shared podium opposite Royal North Shore Hospital.

The proposal forms part of the broader transformation underway across the St Leonards-Crows Nest precinct, where former industrial and commercial sites are increasingly being redeveloped into high-density mixed-use projects tied to major transport infrastructure.

According to the planning documents, the site sits “within the St Leonards–Crows Nest Strategic Centre, identified by the NSW Government as a key area for accommodating future jobs and housing across Sydney.”

The proposal has been designed by fjcstudio, formerly FJMT Studio, and is being progressed through the State Significant Development pathway due to its scale and affordable housing provision.

The scheme would comprise 413 apartments, including 46 affordable housing units, alongside retail and commercial uses fronting Herbert Street. The project would also include communal open space, landscaping, a swimming pool, gymnasium, children’s play areas and podium-level resident amenities.

Planning documents show the development would consist of a part-13, part-39 storey tower form positioned above a four-storey podium.

“The development comprises a unified podium that activates the street interface, and two setback towers to accommodate new housing supply while maintaining an appropriate human scale at ground level,” fjcstudio noted in its Design Report.

The northern and southern towers have been shaped to respond to the surrounding skyline while also limiting overshadowing impacts to nearby public open space, particularly Talus Reserve.

The design report said the differing tower heights were intended to “contribute to a varied skyline while responding to the surrounding built form context and solar access considerations.”

The site sits directly opposite Royal North Shore Hospital and within walking distance of both St Leonards Station and the new Crows Nest Metro station.

While the site itself sits just outside the formal Crows Nest Transport Oriented Development boundary, the planning documents repeatedly reference its alignment with the broader TOD objectives reshaping the Lower North Shore.

“The site is located adjacent to St Leonards Station and in close proximity to Crows Nest Metro which is within the Crows Nest Transit Orientated Development Accelerated Precinct which has been identified by the NSW Government to support housing delivery,” the Design Verification Statement noted.

According to fjcstudio, the project has been designed to respond to the broader transition occurring across St Leonards, where increasing residential density is being concentrated around transport infrastructure and employment hubs.

“The broader precinct is undergoing significant change, with a mix of existing mid-rise buildings and newer high-density developments,” the report stated.

“Recent and approved projects indicate a consistent shift toward taller built form, typically organised as tower-and-podium typologies with more active ground levels.”

The proposal includes close to 6,000 sqm of retail and commercial space across the ground floor and podium levels, designed to create a more activated street edge along Herbert Street.

Aqualand’s plans would also introduce a landscaped podium shared between the two towers, with communal open space in the form of a podium rooftop designed to support resident interaction and improve urban greening outcomes. The scheme would also introduce pocket parks at the northern and southern ends of the site, including a landscaped area at the corner of Herbert and Ella streets designed to improve pedestrian amenity and soften the streetscape.

The proposal is being progressed through the NSW Government’s Housing Delivery Authority pathway, which was introduced to accelerate housing supply across the state. The application was declared State Significant Development in April 2025 following an expression of interest process.

St Leonards has been particularly active with new developments in recent weeks. Developer SP Setia’s <a href="https://www.apartments.com.au/news/nsw/first-look-sp-setia-targets-st-leonards-skyline-with-40-storey-tod-tower">plans for a new 42-storey tower</a> recently went on exhibition through the same pathway, while <a href="https://www.apartments.com.au/news/nsw/first-look-stockland-plans-52-storey-538-apartment-st-leonards-tower">Stockland’s 52-storey tower proposal</a> was also recently unveiled.

Aside from the St Leonards project, which is expected to take around nine months to move through the approvals process ahead of a potential 2027 launch, Aqualand is also preparing to launch Boronia, a new apartment project in Roseville comprising around 111 apartments on Larkin Street.

The developer also has approvals in place for the next stage of the Barangaroo precinct, which will feature new residential, retail, hospitality and community uses, alongside a new metro entry across the five-hectare site.

More than 50 new retail destinations are planned for Central Barangaroo, alongside a 270-metre-long boulevard connecting Hickson Park to Nawi Cove. Together with Harbour Park, more than 50 per cent of the precinct will comprise public open space and parkland.

The Marlborough House proposal, lodged for the <a href="https://www.apartments.com.au/new-apartments/marlborough-house-47-97-marlborough-street-surry-hills-nsw-2010">47-97 Marlborough Street</a> site, would see the adaptive reuse of the heritage-listed warehouse building alongside the construction of new residential additions and a separate apartment building on the northern portion of the site.

The proposal seeks approval for 172 apartments across three buildings, including 15 per cent affordable housing managed by a community housing provider for at least 15 years from occupation.

The redevelopment is planned for the prominent 3,413 sqm site bounded by Marlborough Street, Goodlet Street and Lansdowne Street, directly opposite Eddie Ward Park and around 200 metres from the Surry Hills light rail stop.

Time &amp; Place acquired the former David Jones building in 2024, marking the first time the property had changed hands in around 50 years.

Designed by Wardle, the proposal centres around the adaptive reuse of the former David Jones factory, originally constructed between 1913 and 1935 in the Inter-War Chicagoesque architectural style.

Wardle noted in its Architectural Design Report that the building “occupies a significant place in the industrial and cultural history of Surry Hills” and at its peak was “the largest department store manufacturing facility in Australia, employing over 800 people and fuelling the growth of Sydney’s fashion and retail industries.”

The practice said the project positions itself “not as an isolated intervention, but as a contributor to the civic, social, and architectural grain of the precinct.”

The proposal would deliver 75 apartments within the retained southern heritage building, 59 apartments within the central addition, and a further 38 apartments within the new northern building fronting Lansdowne Street.

Planning documents show the scheme would comprise a mix of heritage apartments, new-build apartments, townhouses and penthouses.

The development would also include a ground-floor retail tenancy on the corner of Marlborough and Lansdowne streets, rooftop communal open space, a landscaped pedestrian link along the western edge of the site, and basement parking accessed from Lansdowne Street via a car stacker system.

The scheme emerged from a competitive design process run by Urbis, with Wardle ultimately selected as the winning architect ahead of FJC Studio, TZG, Architectus and Wilkinson Eyre.

The Design Integrity Panel later described several aspects of the Wardle scheme as fundamental to the project, including “the stepped character of the new addition to the north of the site”, the landscaped western pedestrian link, and the “garden arrival” experience separating the original Marlborough House from the heritage addition.

Wardle’s design heavily references the site’s industrial and heritage history, while also responding to the surrounding Surry Hills streetscape.

The Architectural Design Report describes Surry Hills as “a finely grained neighbourhood with beautiful and expressive brickworks throughout the suburb,” with the proposal introducing a material palette intended to sit comfortably alongside the existing warehouse fabric and neighbouring terraces.

The report also outlines the project’s relationship with Eddie Ward Park and the broader landscape context of the area.

“Marlborough House occupies a site of deep cultural memory and the neighbouring Eddie Ward Park is of local ecological significance, where natural systems, topography, and stories have long shaped human experience,” Wardle noted in the report.

The architects said the proposal sought to “rebind built form to Country” through landscape, materiality and the adaptive reuse of the heritage structure.

The project is also being progressed under the NSW Government’s in-fill affordable housing provisions, allowing developments that include affordable housing to access additional height and floor space incentives.

Under the plans, 2,593 sqm of the project’s floor space would be dedicated to affordable housing, slightly exceeding the required 15 per cent threshold.

In its Design Excellence Strategy, Urbis said the project aimed to “sensitively adapt and enhance the heritage-listed building on site through alterations and additions that preserve its historical significance” while delivering “high-quality market and infill affordable housing development in Surry Hills.”

Time &amp; Place has been one of the most active developers nationally in the last 12 to 24 months. Late last year they completed&nbsp;The Queensbridge in&nbsp;<a href="https://www.apartments.com.au/developments/southbank-vic-3006">Southbank</a>, a mixed-use tower with 353 apartments and a hotel. They are currently selling Park Modern, 246 apartments near the famous Botanic Gardens in&nbsp;<a href="https://www.apartments.com.au/developments/south-melbourne-vic-3205">South Melbourne</a>, and have future projects, <a href="https://www.apartments.com.au/new-apartments/the-wilmot-173-burke-road-28-hope-street-glen-iris-vic-3146">The Wilmot</a>&nbsp;in&nbsp;<a href="https://www.apartments.com.au/new-apartments/glen-iris-vic-3146">Glen Iris</a>, the redevelopment of the Northcote Plaza, and another tower in South Melbourne.

The developer broke into Sydney just a few years ago with Two Tides in Manly. They have another project nearby, which is at the ultra-luxury end of the market on&nbsp;<a href="https://www.apartments.com.au/buildings/shoreline-manly-beach-89-90-north-steyne-manly">North Steyne</a>, fronting the beach.

First look: Time & Place unveils Marlborough House redevelopment designs for former David Jones warehouse in Surry Hills

The residential transformation of St Kilda Road is set to continue into with more new apartment plans for the sought-after boulevard.

Wing Tai Asia has lodged plans for a major residential tower at 464-466 St Kilda Road, replacing the former VACC House with an 18-storey mixed-use development designed around a retained heritage podium and a sculpted contemporary tower.

The proposal, prepared under Victoria’s Significant Residential Development with Affordable Housing pathway, would deliver 325 apartments and ground-floor retail across the prominent 4,653 sqm boulevard site in Melbourne’s St Kilda Road North Precinct.

The project centres on the adaptive reuse of the site’s heritage-listed VACC Building, an eight-storey office designed by Bernard Evans that has occupied the address for decades. Planning documents state the development would involve “carefully dismantling and conserving off-site the original metal fabric of the podium visible from St Kilda Road,” before reinstating it as the defining frontage of the new scheme.

Above the restored podium, Wing Tai is proposing a curvilinear residential tower. The scheme includes 172 one-bedroom apartments, 63 two-bedroom apartments, 66 three-bedroom apartments, and 24 four-bedroom apartments, alongside two ground-floor food and beverage tenancies fronting St Kilda Road.

The tower has been designed with substantial articulation and variable setbacks to minimise perceived bulk and maintain view corridors along the boulevard. Urbis, which prepared the planning report, said the design “has been significantly articulated through a curvilinear design” with “an interplay with materials, façade expression and depth” to create visual separation and visual interest.

The proposal also includes 254 basement car spaces, landscaped pedestrian links connecting St Kilda Road and Queens Lane, and a biophilic landscape strategy featuring canopy trees, raised planters, cascading greenery and a glass oculus pool overlooking the eastern frontage.

Planning documents confirm the $270.1 million development will contribute 3 per cent of project costs to the Social Housing Growth Fund as part of the application process.

Wing Tai acquired the St Kilda Road property in 2018 alongside Abacus Property Group for $95.38 million, before later consolidating ownership of the site. The property previously served as the Victorian Automobile Chamber of Commerce headquarters for around 60 years.

The transformation of the St Kilda Rd boulevard is already beginning to materialise, with a number of high-profile projects recently completed, launched, or approaching launch as developers continue to back the long-term appeal of the precinct.

Among the most notable recent completions is Louise by Samuel Property Group, just off the strip on Queens Lane, the same pocket Hirsch &amp; Faigen recently launched The Queensbury. Mirvac is too on the same street with The Albertine, which is approaching completion.

Dexus recently secured approval for its slice of St Kilda Road, while Gurner also has approved plans for the precinct.
