Melbourne coffee institution St. ALi will begin serving students and staff of the Faculty of Fine Arts and Music representing owner Salvatore Malatesta.
James Lockwood and Rick Berry of Fitzroys negotiated the long eight-year lease for the 16 sqm hole-in-the-wall with a 56 sqm outdoor deck area on behalf of the University of Melbourne.
“We utilised our extensive hospitality database to undertake a targeted approach to quality coffee operators, which resulted in lease negotiations with St. ALi within 24 hours of the space hitting the market,” Lockwood said.
The space is one of a number of brand-new food and beverage tenancies Fitzroys has been marketing in the heart of the Melbourne arts precinct on behalf of the University in line with the its $200 million campus transformation of the Victorian College of the Arts and the Conservatorium of Music, creating the Faculty of Fine Arts and Music.
Malatesta’s involvement in the coffee industry began in earnest in 1996.
“I opened my original coffee cart at the University of Melbourne when I was a student, so we are very excited for St ALi to be heading back to where it all started, and feel there is great synergy of the sustainability principles that both the University and the St ALi brand represent,” Malatesta said.
Other deals recently concluded by Fitzroys for the University include the main café at Southbank Campus, to be opened late 2020, and event bar and foyer in the new Conservatorium of Music, Axil Coffee at the new Webs building at the Parkville Campus, and Mr Ed Café at the Werribee Veterinary and Agricultural Sciences Campus, by Four 10 Hospo Group who also run Leroy’s Café in Newport.

In addition to the significant level of damage caused by the bushfires to property structures it has been suggested that the extent of the fires may also cause some sterilisation of the landscape. This is due to the greater intensity of these bushfires and the dryness of the landscape which had been in drought. However, the level of regeneration achievable will not be known until after the end of the bushfire season. 
In response to the bushfires, the NSW government declared that it will cover the full cost of council rates for the third and fourth quarters of the 2019-2020 financial year and in conjunction with the Commonwealth government will pay the clean up costs for properties that were destroyed (Service NSW, 2020).
In early February 2020, NSW experienced significant rainfall which helped put out most fires in the state and weakened drought conditions across most of eastern NSW.

The NSW Valuer General determines land values for approximately 2.6 million properties across the state each year. Almost half of these, 1.1 million, are in located in the 51 LGA’s where a natural disaster declaration was issued. 
NSW RFS impact assessment data indicates approximately 38,000 thousand of these were in the fire impact area. This represents approximately 1.5 per cent of the total number of valuations in the state.

NSW land values dropped by up to 33 per cent after bushfires

A development site in Sydney's west has sold for more than $36 million on behalf of a Revelop property group, in partnership with Mintus Pty Ltd. 
The sale has paved way for a 30,000 square metre apartment project at the Pemulwuy site, including 300 units across eight buildings, ranging from three to five storeys.
CBRE Western Sydney's Alex Mirzaian negotiated the sale of the Butu Wargon Drive property to a local western Sydney developer on behalf of Revelop and Mintus.
Mr Mirzaian noted that, even in these uncertain times, sites with development approvals in under supplied areas would continue to transact, fuelled by the expectation of further construction industry stimulus from the NSW Government.
“Some local western Sydney buyers are looking to keep building with the view that the market will recover in the next 12 months as housing supply dries up,” Mr Mirzaian said.
The project will be the Pemulwuy area's only new multi-unit housing development in the past decade.

Electricity demand in Australia has barely budged since COVID-19 took hold. Many may be wondering: after months spent largely at home, are huge household power bills on the way?

The answer, largely, is no. But as the pandemic forces hundreds of thousands of Australians into unemployment, some will still struggle to pay their electricity bills.

A mass failure to pay would threaten the viability of electricity retailers. If some folded, this would reduce market competition and drive up energy costs for everyone.

So let’s take a look at how stay-at-home measures are affecting energy demand, and what the coronavirus pandemic means for electricity consumers in Australia.

A mixed bag

We’ve assessed how social distancing restrictions have affected both demand for electricity and “mobility” (the movement of people) in Australia, New Zealand, the US and the UK.

Interestingly, changes in electricity demand and mobility go together and were significantly different across the countries after strict stay-at-home rules were imposed in late March.

Grid-based electricity demand in both the UK and New Zealand has declined significantly (20 per cent and 15 per cent respectively). Demand is largely unchanged in Australia and has declined about 5 per cent in the US overall, relative to the baseline.

Among Australian states, electricity demand has declined in New South Wales by around 5 per cent, and increased slightly in Western Australia and Tasmania. Demand is largely unchanged in Victoria, South Australia and Queensland compared to the baseline.

The relative strictness of social distancing policies seems to be the main driver of changes in electricity demand. For example, unlike New Zealand, Australia’s construction industry was not subject to lockdown restrictions, which meant electricity use in that sector has continued.

Of course, many factors affect electricity demand, and further analysis is required to isolate the precise impact of social distancing policies.

Out and about

To crosscheck changes in electricity demand, we examined the change in the movement of people to retail, recreation and workplace locations as measured in Google’s COVID-19 Community Mobility Reports. These reports use location history data from users to create a picture of how people are moving around the community.

Mobility changes are consistent with the change in electricity demand: since stay-at-home restrictions were imposed, falls in mobility have been about twice as large in New Zealand and the UK as in Australia.

Mobility in the US states of New York and California has declined more than in Australia, but less than in the UK and New Zealand.

What to expect this winter

In Australia, electricity demand from households has increased slightly as millions of people stay at home, prompting warnings of bill shock. But activities such as boiling the kettle and cooking more often, and keeping lights on all day, do not make a big difference to consumption.

This will change in winter, when we need to keep our houses warm. Households using split-system air conditioners for heating can expect seasonally adjusted electricity bills to be around 10-20 per cent higher if they’re heating the house 24 hours a day, rather than just briefly in the morning and again in the late afternoon and evening.

But demand will vary greatly depending on weather and a home’s size, insulation, efficiency of heater and so on.

Averaged across all Australian households (and assuming social distancing regulations continue to apply in winter), we expect total residential electricity consumption to be a little higher this winter than in previous years.

Differences will be more pronounced in the colder states: Victoria, Tasmania, South Australia and to a lesser extent New South Wales. The warmer states of Queensland, Western Australia and the Northern Territory will see little change.

Overall, slightly higher demand for electricity in Australian households over winter will probably offset lower commercial and retail demand.

Threat to competition

While overall electricity demand might not shift much in Australia, skyrocketing unemployment may create a surge in the number of households struggling to pay their energy bills, even with Jobkeeper payments.

Long before the pandemic, regulators, governments, retailers and customer groups had worked to improve consumer protections such as hardship policies. These measures are now likely to be put to the test.

There are signs that electricity retailers are already anxious about looming non-payment. For example, some retailers have offered incentives for customers to take up direct debit, or cash-back for bills paid in advance.

Retailers pay for both the electricity produced, and its transport. If many thousands of customers can’t pay their bills, some retailers may become financially unviable. The smaller retailers have the weakest balance sheets and are most at risk.

But these small companies are the lifeblood of competition in Australia’s retail electricity markets. Losing them would, in time, translate into higher prices.

In Queensland, the government has announced assistance to electricty consumers in response to COVID-19.

If utility non-payment spirals and retailer viability is seriously threatened, governments and regulators might consider ways to share the risks more broadly, to protect competition and consumers.

Staying at home for months is unlikely to lead to an eye-watering electricity bill

Australia has <a href="https://theconversation.com/coronavirus-debate-turns-to-whether-australia-should-embrace-elimination-strategy-136186" target="_blank" style="font-family: Tahoma, Helvetica, Arial, sans-serif; font-size: 12.15999984741211px;">done better with COVID-19</a> than anyone dared hope. This opens up the prospect of a progressive relaxation of restrictions later this year. Organisations that could participate in an economic stimulus program will need to be in a position then to deliver “shovel-ready” projects to help revive the economy.
The construction sector is the obvious focus of a stimulus plan, and the construction of social housing should be the priority, for reasons that I’ll outline below.
The Rudd government’s <a href="https://theconversation.com/vital-signs-the-gfc-and-me-ten-years-on-what-have-we-learned-103514" target="_blank">stimulus package during the Global Financial Crisis</a> gives us a helpful guide to what does and doesn’t work. The initiatives that failed did so because of a lack of proper planning.
Fortunately, if we get going now, we have months to plan the recovery program. Getting it right will be crucial. By September, one month before <a href="https://www.ato.gov.au/general/JobKeeper-Payment/" target="_blank">JobKeeper</a> payments end, many businesses are <a href="https://theconversation.com/new-oecd-estimates-suggest-a-22-hit-to-australias-economy-135026" target="_blank">going to be on their knees</a>.
Why construction?
Most of the successful elements of the Rudd package focused on construction. The reason is simple. Nearly <a href="https://www.aph.gov.au/About_Parliament/Parliamentary_Departments/Parliamentary_Library/pubs/rp/rp1718/Quick_Guides/EmployIndustry" target="_blank">one in ten Australians</a> work in the construction industry. Many more are employed locally in the production of building products.
Both construction and building product manufacturing provide jobs for people with varying levels of skill, including people who are unskilled. The vast majority of concrete and steel reinforcement, bricks, wall framing, building boards, windows and doors, roof tiles and metal cladding are still made here. A substantial portion of domestic electrical and plumbing products, including stainless steel sinks, copper pipes and electrical cables are also made here.
It’s important to realise that the type of building being constructed will affect its local stimulatory impact. For buildings up to three storeys high, over 50 per cent of their cost is labour on site. Of the remaining cost, the vast majority is Australian-made materials and components. (Although the Australian Bureau of Statistics stopped its series on Australian-made construction products in 2014, the employment impact can still be estimated from <a href="https://www.abs.gov.au/AUSSTATS/abs@.nsf/DetailsPage/8155.02017-18?OpenDocument" target="_blank">ABS manufacturing statistics</a>.)

However, the taller a building gets, the greater the percentage of imported components – lifts, mechanical components and facade systems are mostly imported.
Why social housing?
What sort of construction projects should the government consider for a stimulus package? While the response so far has been to focus on “<a href="https://www.smh.com.au/politics/federal/scott-morrison-flags-company-tax-cuts-ir-reform-as-key-to-covid-19-economic-recovery-20200417-p54kvq">fast-tracking” infrastructure</a>, the current crisis has highlighted a number of pressing social needs. Various aspects of social housing top the list:

<li>
Housing to reduce the number of people living in <a href="https://theconversation.com/the-insecurity-of-private-renters-how-do-they-manage-it-77324" target="_blank">precarious private rentals</a>. A substantial program to increase the stock of social housing would be a great legacy.
</li>
<li>
Housing for people who are homeless. They will not be able to go on <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2020-04-02/sa-hotels-policy-shows-homelessness-not-intractable/12113682" target="_blank">living in hotels</a> once the lockdown ends.
</li>
<li>
Affordable housing for workers in health, emergency services, education and retail who cannot afford to live close to the communities they provide vital support to. It turns out they are essential workers, some of the most important people in Australia, so we need to look after them.
</li>
</ol>
Housing construction is a very effective way to create jobs, both directly and downstream. <a href="https://www.rba.gov.au/speeches/2019/sp-dg-2019-10-17" target="_blank">About 6 per cent of Australian jobs</a> are related to housing.
What other construction work is needed?
There are other opportunities for well-targeted construction stimulus.
In many areas of Australia, public schools and kindergartens still rely on low-quality portable buildings or buildings that have exceeded their economic life. A program to replace them with new and efficient buildings would produce substantial social benefits, cut maintenance costs and improve sustainability.
Improving the deteriorated state of community buildings and parks, particularly in disadvantaged areas, would also deliver social benefits and potentially employ a lot of unskilled labour. Having decent parks and exercise facilities close to where people live will allow social distancing to continue as long as needed.
A Victorian government <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2019-07-16/flammable-cladding-removal-fund-victorian-government/11311518" target="_blank">plan to remove combustible cladding</a> from residential and community buildings could also be extended to all states. It’s essential work that would also create jobs.
The government could also consider a program to replace or refurbish university teaching and research buildings that are over 40 years old. Incredibly, as we have found at ARINA in our consultancy work, these older buildings still provide more than half of the 11.8 million square metres of gross floor space occupied by the higher education sector.
These ageing buildings are not well suited to supporting the research into solutions to SARS-CoV-2 and other pressing medical and economic problems. Replacing or refurbishing them would improve outputs, cut maintenance costs and improve sustainability, plus give a much-needed boost to the higher education sector.
Plan now to be shovel-ready
Anglicare SA is already thinking of what it can do to deliver more social housing. Its CEO, Peter Sandeman, told me he is making sure Anglicare has “shovel-ready projects that can be rolled out the moment a stimulus package is announced. There is no better way of stimulating the economy than by constructing social housing.”
This is stimulus that also meets critical social needs, Sandeman says.
There is a desperate shortage of social housing. Our waiting list and the number of people who are homeless demonstrates that.
Social housing provides a long-term benefit to everyone. It adds stability to the lives of the occupants and this is a particular benefit to their children and their education. Safe, affordable housing is the foundation stone that gives people a chance in life.
Other organisations that could be part of the stimulus package should be getting ready, too, and making sure the government knows what they are doing.

Why the focus of stimulus plans has to be construction that puts social housing first

Spending time at the beach or taking a walk in the park can help us recover from the mental and physical impacts of life’s stresses. But physical distancing measures to contain COVID-19 have included closing beaches, playgrounds and parks, adding to the challenges to our mental health. When we stay home to flatten the curve, how can we help ourselves by taking advantage of the benefits associated with nature?
The evidence for nature supporting human well-being has grown in recent decades. We researched the links between nature and urban residents’ well-being and found there are benefits of nature that we can still enjoy now, even in lockdown. Our findings point to some of the ways we can improve our well-being by engaging with everyday nature close to home.
1. A room with a view
We reviewed the evidence, collected survey data on self-reported well-being and biodiversity indicators, and organised focus groups in Sydney and Melbourne, Australia, and Auckland and Wellington, New Zealand, to better understand participants’ relationship with urban nature.
If you’re stuck at home, the good news is there is plenty of research that suggests a view through a window of vegetation or a body of water can provide a micro-break. A view of nature through a window has even aided hospital patients’ recovery from surgery. A short, 40-second glance at a green roof supports cognitive restoration better than a view of concrete.
Our research found urban residents had greater self-reported well-being when they had nature nearby or visible from their homes. Participants valued a view of vegetated areas – green space – and bodies of water – blue space. One participant said:
I could live in something that was pretty grim if it had a balcony that looked out [at nature].
Participants in our focus groups also highlighted the importance of seeing changes in the natural world, such as change in the weather or the seasons. Even if your view does not have a lot of vegetation or water, a view of the sky can allow engagement with nature’s dynamism.
2. Gardening – indoors and out
If you’re lucky enough to have a yard or balcony, now may be a good time to do some gardening. Gardening can offer benefits such as reductions in stress, anxiety and depression. As a physical activity, gardening can also improve physical fitness and support weight loss.
Gardens can also provide habitat for wildlife, potentially introducing you to new plants, pollinating insects and birds. Urban biodiversity benefits us too.
Our study found strong links between gardening and self-reported well-being. If you don’t have a yard, gardening on a balcony or tending to indoor plants also has benefits. One participant explained:
Having a small vegetable garden and flowers in pots makes me feel happy and content … It is wonderful to see things grow in the city.

3. Green exercise
We know exercise is good for physical fitness and mental health. “Green exercise”, or exercise that takes place in and around nature, can improve your mood and self-esteem.
Our study found strong links between how often urban residents exercised and their self-reported well-being. One participant described how important green exercise is to them:
Being able to walk my dog down at the beach or go up into the hills is a great stress relief and keeps me fit and healthy and, best of all, it’s free.
Another participant described exercising in a public park:
I feel significantly calmer, [my] breathing rate goes down. I love the feel of that moist air going into my lungs from all the trees and I really do feel different.
To limit infection, residents of cities around the world are subject to a range of national and local constraints on when and how they leave the house to exercise. It is important to follow physical distancing guidelines, but it is also important to exercise rather than be both isolated and sedentary.
Urban nature now and for the future
Nature can support our well-being now, when we all could use the help, but we need to protect it. Climate change talks have been postponed because of the COVID-19 pandemic, but it is clear climate change has not stalled, even taking into account the effect of lockdown on emissions.
There are lasting ways to reduce our emissions and create low-carbon and cooler cities. And the earlier we act, the better the outcomes will be.
If you have a yard, planting trees might be a good lockdown activity now and will ultimately benefit your future.
Taking time to notice nature – via a glance outside, tending plants in pots or gardens, or via green exercise – will improve your well-being. Appreciating nature and having access to it has never been so important.The Conversation

Pelican Waters land specialist Jackie Dalton said the boutique, two-storey sites had generated broad appeal among young families, couples and retirees.

Breakfast Point’s historic Blacksmiths Workshop at 123 Peninsula Drive has been snapped up by a high net worth individual for $7,300,000.
Following a competitive expressions of interest campaign, the 3,133 sqm heritage building was marketed and sold by Ray White Commercial Western Sydney Managing Director Peter Vines and Directors Victor Sheu and Joseph Assaf.
Providing uninterrupted views of the Parramatta River, Mr Vines said the landmark property attracted interest from developers, residential buyers and operators in the hospitality industry.
“This was one of the most unique properties I’ve ever worked on and it was no surprise that we received more than 100 enquiries, and nine offers, given there can be numerous future uses for it,” Mr Vines said.

Community Housing Providers (CHPs) will have greater contractual certainty, to enhance the delivery of social housing outcomes, via new initiative by the NSW Government.
A change in contractual arrangements offered by the NSW Land and Housing Corporation (LAHC) will open the door for CHPs to transition from existing three-year general social housing leases, to 20-year leases on their LAHC owned portfolio.
NSW Minister for Water, Property and Housing Melinda Pavey announced the initiative today by opening an Expression of Interest process, calling for applications from interested CHPs.
A staged implementation process will initially focus on Tier One CHPs that express interest in taking-up the 20-year leases, for which LAHC will review and determine their eligibility to transition around 14,000 properties to 20-year leases.
Stage two will see a review of the suitability for Tier Two and Tier Three CHPs to transition to 20-year leases, covering approximately 1400 properties.
Minister Pavey said this significant increase (about 570 per cent) in the prescribed time-frame for leases will provide greater certainty in contractual obligations between LAHC and CHPs.
Mrs Pavey said, "a 20-year lease will enable CHPs to consider leveraging more secure longer-term revenue streams, to grow their portfolio, employ more people and engage with financiers and investors, to ultimately deliver higher quality homes.”
Minister for Families, Communities and Disability Services Gareth Ward said this initiative followed the successful transfer late last year of 14,000 properties to nine CHPs, under the Social Housing Management Transfer program.

NSW Government initiative to increase social housing leasing periods

<a href="https://www.apartments.com.au/developers/sunland-group">Sunland Group</a> has officially lodged plans for its first Gold Coast apartment project since the departure of the Abedian family from the company three years ago, unveiling a new high-rise proposal for a prominent Broadbeach corner site on Old Burleigh Road.

The application was submitted by an entity directed by Tom Jamieson, stepson of longtime Sunland leader Soheil Abedian, and Riaz Rezvanipour, brother-in-law of Sahba Abedian, Soheil’s son.

Sunland acquired the 1,283 sqm site on the corner of Old Burleigh Road and Armrick Avenue for $9.5 million late last year and is now seeking approval for a <a href="https://www.apartments.com.au/new-apartments/99-101-old-burleigh-road-broadbeach-qld-4218">42-storey tower with 81 apartments</a>.

Designed by <a href="https://www.apartments.com.au/architects/contreras-earl-architecture">Contreras Earl Architecture</a>, the proposed tower at 99-101 Old Burleigh Road would deliver a predominantly larger-format apartment mix aimed at the owner-occupier market. Plans include 17 two-bedroom apartments, 55 three-bedroom apartments, and nine four-bedroom residences across 35 residential levels.

The development also incorporates three basement levels, four podium parking levels, two levels of communal recreation facilities, and rooftop plant and equipment. A total of 189 car spaces are proposed, significantly exceeding the 90 spaces required under the planning scheme.

The architecture adopts a sculpted, curvilinear form, with deep wraparound balconies and integrated landscaping intended to soften the tower’s vertical expression. The planning report states the building’s “slender footprint/form provides a complimentary yet varied built form within the local streetscape” and contributes to “a varied, yet ordered skyline.”

Contreras Earl noted in its Architectural Statement that from the early stages, the project addressed a fundamental challenge: how to accommodate the required residential yield while avoiding the conventional model of a tower sitting on a rigid, fully resolved parking podium.

“The most direct response would have been to consolidate parking into a singular, flat podium and extrude a repetitive tower above,” the statement said. “While efficient, this approach would result in a consolidated built form with limited engagement with the surrounding landscape and public realm.”

Instead, the conventional podium model was “deliberately rejected”. The architects described the base of the building as “a landscaped architectural condition where structure, planting and circulation are integrated”.

“Rather than presenting a continuous built mass, the base of the building is articulated through a series of concrete planter elements that organise the podium into a fragmented system,” the statement said. “This approach reduces the perceived bulk of the lower levels while establishing a more permeable interface with the streetscape and adjacent open space.”

The site sits within the High Density Residential Zone and inside the City of Gold Coast’s unrestricted “HX” building height area, where the planning framework anticipates intensified residential development tied to the expanding light rail corridor. The planning report notes the area is undergoing “transition toward more intense development forms” given its proximity to Broadbeach, Surfers Paradise, and high-frequency public transport infrastructure.

Positioned directly opposite Broadbeach Park and within walking distance of Florida Gardens light rail station, the development would sit among a rapidly evolving stretch of Old Burleigh Road that has become one of the Gold Coast’s most active apartment development corridors.

The application joins a growing pipeline of luxury residential projects reshaping Broadbeach, including nearby developments by 5Point Projects, Polycell, and Graya.

The planning report argues the project contributes toward the Gold Coast’s long-term housing targets under the South East Queensland Regional Plan, which forecasts the need for more than 100,000 additional high-rise dwellings across the city by 2046.

First look: Sunland Group returns to Broadbeach new apartment market with new Old Burleigh Road tower plans

The Minns Labor Government has established the new Bays West Delivery Authority to lead the development&nbsp;of the Bays West Precinct and Blackwattle Bay Precinct.&nbsp;

The Authority is charged with creating Sydney’s newest precinct, a thriving, connected, sustainable hub with White Bay Power Station as its cultural heart. Its vision is to build on the area’s natural, cultural and industrial history to shape a vibrant new neighbourhood.

The precinct will deliver up to 8,500 well-located homes, including a minimum of 10 per cent affordable and essential worker homes. Combine new housing with public open space, opening public access to the waterfront for the first time in more than 100 years, while retaining important deep-water facilities to support Sydney’s working harbour.

Located just minutes from the Sydney CBD and connected to a world-class metro, ferry, walking and cycling links, the Bays West precinct will rebalance housing growth towards well-serviced inner-city locations and help tackle the state’s housing crisis.

The Bays West Delivery Authority,&nbsp;an agency of the Department of Planning, Housing and Infrastructure, will report to the NSW Minister for Lands and Property who already has oversight of major precinct renewal projects including at Blackwattle Bay and Barangaroo.

As part of the broader Bays West transformation, the Minns Government recently announced that a proposal from Lendlease to redevelop part of the Bays West Precinct has progressed to Stage 2 of the NSW Government’s unsolicited proposals process.

The Minns Labor Government has also confirmed the Bays West precinct will have a new suburb name. This will be the first major suburb built in close proximity to Sydney’s CBD in decades and will encompass the area currently being referred to as Bays West, including Glebe Island and the White Bay Power Station. Served by a new Metro station just five minutes from the CBD, it will become one of the most populous suburbs in the Inner West and one of Sydney’s premier cultural destinations.

An early works program is taking shape, which&nbsp;includes the first stages of an international design competition.&nbsp;

The aim of the Bays West&nbsp;International&nbsp;Design Competition is to&nbsp;ensure design excellence is embedded in the project from the start. The competition will deliver an&nbsp;urban framework that defines the character, ambition and long-term identity of&nbsp;this&nbsp;former industrial precinct as it transitions to a vibrant, inclusive and sustainable residential&nbsp;neighbourhood.

The competition will be led by the Bays West Delivery Authority in partnership with Government Architect NSW.&nbsp;

It will launch with an invitation for a global Expressions of Interest, before moving to an invitation-only stage that will be assessed by a panel that&nbsp;will provide advice to Cabinet who will select a winner.

Premier of NSW, Chris Minns said the establishment of the new Authority is the first step in transforming the Bays West precinct into a vibrant, livable suburb minutes from the Sydney CBD and two stops from Hunter St Station on the Metro West line.

“The Authority will deliver well-located homes close to the heart of the city and integrate the new precinct with Blackwattle Bay and the new Sydney Fish Market.

“This is a generational opportunity to build a new suburb on the city’s edge and open the harbour foreshore to the public for the first time in a century.”&nbsp;

Minister for Lands and Property Steve Kamper said the new Bays West Delivery Authority established by the Minns Government will turbocharge the development of Sydney’s newest suburb.

“The Authority is working at a record pace to deliver an international design competition, planning pathways and a financial model so that this development benefits Sydney with well-designed homes in a central location, close to public transport, jobs, entertainment and essential services.

“If we want Sydney to stay liveable and affordable, we need to be bold about using underutilised government-owned land to deliver homes for the future while making sure essential working harbour functions can be accommodated.”

Bays West Delivery Authority established to "turbocharge" Sydney’s newest suburb

Around 400 additional homes could be built at Southwark Grounds on Port Road, lifting total site capacity from 1300 to around 1700 dwellings.

A recently approved code amendment would allow apartment towers of up to 14 storeys in some areas of Renewal SA’s redevelopment of the former West End Brewery.

Renewal SA Acting Chief Executive Shane Wingard said he welcomed the code amendment, with the increase in heights and homes making a positive impact on the supply of high-quality, well-connected housing close to the city.

“By going higher across some parts of Southwark Grounds, we are adding a substantial number of very well-located homes with little impact on project delivery time or planned open space,” Mr Wingard said.

Since the project officially launched in 2025, Mr Wingard said more than 12,000 enquiries had been received about living at Southwark Grounds.

“The very strong early interest we’ve seen since homes were first released in the precinct reinforces our plans to create more housing opportunities,” he said.

The Southwark Grounds code amendment was launched in December last year, with community engagement undertaken over five weeks from January.

It proposed increasing maximum building heights from eight to 14 storeys on the eastern section of Southwark Grounds, and to 12 storeys across the remainder of the site, with minimum building heights ranging from two to four storeys.

The code amendment was implemented through an Early Commencement policy in late January, allowing developers to quickly explore the viability of increased height and housing yield while other planning processes continue.

One of the first developers delivering apartment sites have already finalised redesigns to increase the number of apartments following the code amendment.

Samaras’ development adjacent to the future Colonel Light Park is now planning to deliver 125 apartments across 11 storeys, significantly greater than original plans of around 50 apartments across four storeys.

The developer is also exploring the potential for additional affordable housing outcomes.

Most of the apartments at Southwark Grounds will be delivered within a master-planned precinct on a large parcel of land on the eastern portion of the site, covering around two-thirds of its 8.4 hectares.

Wingard said detailed precinct planning over the coming months may identify further opportunities to increase yield further that could see total apartment numbers at Southwark Grounds, exceed this number.

Affordable homes at Southwark Grounds will also see a net increase, with Renewal SA maintaining its commitment to a minimum of 20 per cent affordable housing across the development.

Civil works have begun across the site, with construction under way on the first new roads surrounding a townhouse precinct in the south‑west corner of Southwark Grounds. This includes Renewal SA’s 17 Founder’s Row homes, which are on track for completion by Christmas.

“We expect to have people living at Southwark Grounds by the end of the year, so delivering roads and public spaces for those residents is among our highest priorities.”

Construction of 40 townhouses off Anderson Street, known as West Village and being delivered by Contour, is forecast to begin in mid‑2026. Kolabb’s Anderson Lane development will follow shortly after, delivering a further 26 townhouses.

Southwark Grounds is a state government‑led urban renewal project now set to deliver around 1,700 homes over the next decade.

Homes will be supported by a supermarket, a range of retail and hospitality offerings anchored by a revitalised Walkerville Brew Tower, a childcare centre, car parking and well‑connected public spaces.

400 new homes planned for Adelaide's former West End Brewery site

Brisbane developer&nbsp;<a href="https://www.apartments.com.au/developers/cavcorp">Cavcorp</a> has lodged plans for a new mixed-use residential development at <a href="https://www.apartments.com.au/new-apartments/55-wyandra-street-teneriffe-qld-4005">55 Wyandra Street</a>, Teneriffe, anchored by an 85-metre public laneway designed to reconnect the suburb’s riverfront with the Gasworks precinct.

The buildings, known as Teneriffe House and Teneriffe Lane, would replace the existing Queensland Cotton head office site with a 15-storey residential tower transitioning to eight storeys toward Helen Street. The project has been designed by Plazibat Architects and lodged as a code assessable development application for 93 apartments across a 3,401 sqm mixed-use site within the Newstead and Teneriffe Waterfront neighbourhood plan.

Central to the scheme is the transformation of an existing service easement into a publicly accessible cross-block connection linking Wyandra and Helen Streets. Cavcorp says the new laneway will act as both a pedestrian shortcut and a landscaped civic space between the Teneriffe Riverwalk, ferry terminal, and Gasworks precinct.

“The revised proposal delivers a legacy public-realm cross-block link, permanently secured for community use, transforming an existing private easement into a safe, high-quality pedestrian connection between the Teneriffe heritage riverwalk and the Gasworks–Long Island precinct,” the planning report states.

The laneway will sit beneath a large subtropical loggia integrated into the podium levels of the development. The design incorporates deep landscaping, water gardens, lobby spaces, business lounges, and ground-floor apartments to create what Cavcorp describes as a climate-responsive “urban verandah.”

The tower itself has been designed as a slender form with recessed floorplates and curved translucent corners inspired by contemporary Japanese architecture. The building height aligns with the Commercial Road precinct controls, which permit towers up to 15 storeys within proximity to Longland Street.

The project will comprise a mix of larger-format apartments aimed at owner-occupiers, downsizers, and families. The proposed apartment mix includes 11 loggia apartments across the lower levels, 50 four-bedroom Sky-Terrace apartments from levels three to seven, and 32 Sky-Pool Homes occupying the upper tower levels. The Sky-Pool Homes will feature private thermal plunge pools integrated into oversized balconies.

According to the application, the apartments are intended to reinterpret the scale and character of Teneriffe’s woolstore conversions and Queensland homes within a vertical residential format.

“The sky-pool homes build on Cavcorp’s previous projects and introduce a distinct apartment typology to Teneriffe, informed by both local and international precedent and responding to an identified market demand for enhanced safety, space and amenity,” the planning submission notes.

A major focus of the proposal is its five-level wellness and lifestyle offering, extending from the basement through to the rooftop.

Amenities proposed include a rooftop Swim &amp; Racquet Club with a 25-metre Olympic lap pool and tennis court, coworking spaces and libraries, golf simulators, wine storage, concierge facilities, business lounges, pet wash areas, and rooftop longevity-focused wellness spaces with spas, outdoor fitness zones, and landscaped terraces.

All parking will be concealed within basement levels accessed from Wyandra and Helen Streets. Cavcorp says the deep-basement engineering approach allows the entire ground plane to prioritise landscaping, pedestrian movement, and active frontage rather than vehicle infrastructure.

The development continues Cavcorp’s concentration in Newstead and Teneriffe, where the Brisbane developer has delivered a number of apartment projects including Lucent, Le Bain, and Luminare, as well as the Long Island Wellness Precinct nearby. Several of those projects have received national design and architecture awards, including recognition under Brisbane’s “Buildings that Breathe” program.

Cavcorp unveils wellness-focused Teneriffe House and Teneriffe Lane apartment buildings

Focus Group Investments has lodged plans for a new apartment development at <a href="https://www.apartments.com.au/new-apartments/64-70-hanover-street-fitzroy-vic-3065">64–70 Hanover Street</a> in Fitzroy, seeking to utilise the Victorian Government’s recently introduced Great Design Fast Track pathway to accelerate approvals for the project.

The proposal is among the latest developments to emerge through the state-led initiative, which was established to fast-track well-designed residential projects in activity centres and transport-connected inner-city locations. The pathway allows qualifying developments that meet elevated design and housing benchmarks to bypass traditional council planning timeframes and instead be assessed directly by the Department of Transport and Planning.

Designed by SJB, the development will comprise a mix of apartments above activated lower levels, with a strong focus on architectural articulation, landscaping, and communal amenity. The design response seeks to balance the industrial character of Richmond’s former warehouse precincts with a more contemporary residential form.

The Planning and Urban Context Report by Tract says the development is of an "exemplary architectural standard" and has been carefully crafted by SJB Architects.

"Dwellings&nbsp;will benefit from excellent access to natural light, cross-ventilation opportunities and extensive communal space," the report noted.

The architectural material highlights the project’s integration of landscaped elements and communal spaces throughout the building. The proposal also incorporates sustainability initiatives aligned with the Victorian Government’s push for higher-performing apartment developments under the fast-track program.

The Great Design Fast Track was unveiled by the Victorian Government in 2024 as part of a broader housing supply strategy aimed at accelerating the delivery of new homes. Projects assessed through the pathway must demonstrate high-quality architecture, sustainability outcomes, and housing diversity while being located close to public transport and existing infrastructure.
