The Commonwealth Government’s $25,000 Homebuilder stimulus package for the housing and construction sector will help promote jobs, wages and activity as Australia recovers from the economic effects of COVID-19, according to the Urban Development Institute of Australia (UDIA).
The Government has today unveiled its housing stimulus plan to encourage homebuyers back into the market, start construction on new housing stock and generate jobs.
Housing and construction is a central pillar of the economy – generating 7.5 percent of the nation’s growth and supporting 750,000 direct and indirect jobs.
The economic recovery will be swifter and stronger for having a housing and construction industry that is robust, so the Government’s focus on stimulating activity is the right one.
Right now, the industry is facing a slowdown in pricing, rents, sales volumes, approvals, construction and forward work pipelines.
The package will help pull forward activity that meets the challenges of the ‘economic and jobs cliff’ facing the industry in the second half of 2020.
It was critical the federal government acted and now we need the states to play their part by applying targeted incentives into the ‘gaps’ in the Homebuilder scheme (such as townhouses and off-the-plan apartments), as well as fixing planning and state taxation barriers to new housing.
“States sit at the coalface of housing markets, and are the custodians of approval systems, state taxes and charges and local government processes. This is their once-in-a-generation opportunity to drive real reform right through the whole housing supply chain.
The federal package represents an important shift from the stabilisation phase of the Government’s response to COVID-19 to one that addresses the need to kickstart activity across the economy.
The Government’s Homebuilder package is modelled around the First Home Owners Deposit Gap Scheme it launched in January this year with the same income caps for singles and couples but applied to all homebuyers.
We encourage the Government to keep an open mind on the income and price thresholds that apply to the Homebuilder package, given the difference between major capital cities and regions. A $750,000 pricing cap, especially in Sydney and Melbourne for house and land, will be restrictive in many areas.
UDIA is also conscious the package will primarily have an effect in greenfield markets, and there is limited benefit to middle ring or apartment development also crucial for creating needed supply and employment.
UDIA believes that a broader spectrum of income caps may be needed to generate the shortfall in demand which we estimate to be up to 50,000 new homes over the near term and we urge the Government to continually review this so the vital objective of stimulating demand in the short term is achieved.
UDIA’s “Bounce Back” plan also promoted deeper and broader demand initiatives that UDIA wants to work with governments to enable the industry by advancing: 
Investment in infrastructure in partnership with the states that unlocks the essential trunk infrastructure needed over the next 12 months to service new residential construction and create a double dividend of future supply and jobs.
More efficient planning and environmental approvals, including guaranteed assessment timelines for major projects currently stuck in the system related to the Environmental Biodiversity and Conservation Act.
A pathway to re-establish immigration levels that support economic growth, consistent with health protocols.

Unscrupulous builders may take advantage of the Federal Government’s newly announced HomeBuilder scheme, warns NSW builder broker, Builder Finders.
The $688 million stimulus initiative will provide $25,000 for Australians to spend on building or upgrading their home in a bid to support Australia’s struggling construction sector.
The grants will be means-tested and will be restricted to larger renovations and the construction of new homes at a project cost of at least $150,000.
While pleased swift action has been taken to boost the construction industry, Director at Builder Finders, Lynette Manciameli, is concerned that the scheme is vulnerable to exploitation.
“We welcome the HomeBuilder scheme, as it will give the construction industry a much needed boost in these unprecedented times while allowing Australians to pursue their building and renovation aspirations.
“However, as we saw with the pink batts disaster following the GFC, even the best laid plans can have unintended consequences. Incentivised by the opportunity to make quick cash, several irresponsible operators delivered substandard work, scammed unwitting customers or placed untrained young workers at risk.
“What we are likely to see off the back of the HomeBuilder scheme is dodgy builders coming out of the woodwork. This is bad news for the consumer and bad news for the many reputable builders who are doing the right thing.”
Mrs Manciameli acknowledges that poor construction standards in the past have meant that building issues are extremely common in Australia.
“Over the past decade, new homeowners in Australia have faced a $10.5 billion bill to repair defects such as leaks, cracks, problems with plumbing, guttering issues and more. A lack of regulation and the opportunity for shoddy builders to make quick cash will further exacerbate the problem.”
Mrs Manciameli argues that it is more important than ever for consumers to do their due diligence when selecting a builder for their project.
“There are several builders out there who are doing the right thing and have a sterling reputation for quality. Consumers should do everything in their power to vet builders including seeking out testimonials and checking credit scores. This will help them avoid being saddled with a dodgy builder before it's too late.”

An approved beachfront tourist accommodation park at 66-72 Rules Beach Road, on the edge of The Great Barrier Reef has hit the market.
The asset offers a 5.05 hectares of land area that is the balance area of ‘Rules Beach Estate’ and is being offered by way of expressions of interest closing June 25 2020.

Approved beachfront tourist accommodation park near Great Barrier Reef listed

Australians will be offered $25,000 grants to build a new home or start a major renovation under a new $688 million federal government housing package.
The government announced the rort-free HomeBuilder program on Thursday after new figures revealed the country dipped into a recession for the first time in three decades.
An estimated $15 billion boost to economic activity will be delivered under the $688m Home Builder stimulus package with the plan restricted to people on middle incomes and to new homes and major renovations valued between $150,000 to $750,000.
The pre-renovation value of the house must not exceed $1.5 million and excludes sheds, pools, granny flats and any other structures not attached to the property.
The $1.5 million cap will exclude many inner Melbourne and Sydney homes as the median house price for each city sits at $918,350 and $1,168,806, respectively, according to Domain figures.
Prime Minister Scott Morrison said the scheme would drive a "tradie-led recovery" of the economy, and would support 140,000 direct construction jobs and a million workers in the wider residential building sector.
The temporary scheme that will last until the end of the year, aiming to build 30,000 homes by Christmas.
Construction of a new home or a substantial renovation must be contracted to begin within three months to prevent a rise in house prices.
Those eligible are singles who earned up to $125,000 the previous financial year and couples who earned up to $200,000.
The scheme will work along existing state and territory first-home owner grants programs, stamp duty concessions and other grant schemes, including the federal government’s first-home loan deposit scheme and first-home super saver scheme.
Treasurer Josh Frydenberg said the package aimed to spark jobs and stimulus for the economy.

REIV President Leah Calnan has condemned the actions of a former member of the REIV who recently pleaded guilty to two counts of trafficking cocaine.
Kristiana Karakostas (pictured) faced the Melbourne County Court last week over drug trafficking charges, where she pleaded guilty. She will be sentenced later this month.
In light of the guilty plea, the REIV has quickly terminated membership of Ms Karakostas.
REIV President Leah Calnan said, “the REIV does not tolerate illegal or unethical behaviour; drugs create so much pain and suffering in our community.” 
“The REIV has acted swiftly in terminating the membership of Ms Karakostas and revoking the Novice Auctioneer of the Year Award which she won in 2019, she added.

National residential property listings increased month-on-month in May by 3.9%, according to figures released by SQM Research.
Total listings rose to 304,137, up from 292,775 in April.
Compared to 12 months ago however, listings were down by 12.0%.

All capital cities experienced increases in property listings over the month, except for Canberra which posted a 0.8% decrease.
The largest listings increase was in Melbourne and Sydney, with growth of 11.6% and 10.9% respectively.
Hobart also recorded a large increase of 7.8%.
Year-on-year listings show more significant declines for all capital cities with Perth recording a 20.0% decline, followed by Darwin with a 18.8% decline, and Hobart a 15.8% decline (compared to this time last year).
“Overall, there was a rise in listings at the national level, driven by older stock not selling,” SQM Research Managing Director, Louis Christopher.
“We have recorded a 12% increase in listings of over 60 days. This tells me it is a patchy market with vendors struggling to meet their pricing expectations.”
“New listings actually fell for the month at the national level, which is abnormal for May.”
Meanwhile, capital city average asking prices increased by 0.5% for houses and decreased 0.1% for units, over the month to 2nd June 2020.
Unit asking prices are now at $573,300 and houses $997,400.
Compared to a year ago, the capital city asking prices posted increases of 10.2% for houses and 2.5% increase for units.
The figures showed that most capital cities recorded marginal asking price increases however, Sydney’s unit prices declined by 0.4%.
Brisbane, Darwin and Hobart’s house prices also all recorded declines of 0.3%, 1.1% and 0.1%, respectively.
The strongest monthly growth was seen in Darwin, with unit prices seeing a 7.2% increase.
Hobart followed, with a 1.5% unit price increase, and Perth’s houses had a 1.2% increase.
Year on year, it was only Perth and Darwin that experienced declines in house and unit prices.
All other capital cities recorded growth year on year, with Sydney recording a 13.7% house price increase, Melbourne recording an 11.9% house price increase, and Hobart recording a 10.0% house price increase compared to this time last year.

Property listings increase in May: SQM Research

More than four-fifths of experts (29/34, 85%) say the economy won’t fully recover until at least 2022.
However, more than one-third of experts (37%, 14/38) expect Australia to have its first quarter of GDP growth in Q3 2020.

Mark Crosby, applied macroeconomist at Monash University, said Q3 GDP growth is more about how bad the preceding quarters have been.
“If growth in Q3 2020 was measured against any quarter in 2019 it would be negative.
“In other words it's growth but nowhere near a reversion towards trend in Q3, not the end of recession (other than in definition) and not the end of rising unemployment,” Crosby said.
Restaurants and bars won’t return to normal until 2021
Those anxious for a "normal" restaurant experience once restrictions ease, may be waiting longer than they think.
Nearly half (47%, 15/31) of the experts who weighed in on hospitality said restaurants and bars won’t be operating at full capacity and without social distancing restrictions until 2021.
Less than a third (10, 31%) expected to see this happening this year.
Cooke said while restrictions are beginning to be relaxed, Australia still has a way to go until things return to normal.
“While restrictions are beginning to ease, it’s clear we’re still a long way off from booking a big group table at the pub over the long weekend,” Cooke said.

The lowest home loans in the market are now offered by the subsidiaries of two global giants, HSBC and ING.
Fixed rates have become the competitive instrument of choice by the banks as they jostle for their share of quality business. 2-year fixed rates were cut by an average of -0.39% in May.
Canstar’s finance expert, Steve Mickenbecker said, “through their sharp pricing, HSBC and ING are again confirming their appetite for home lending in the Australian market, having lifted share by 0.20% and 0.08% respectively over the past 12 months."
“We’ll see what Tuesday brings from the Reserve Bank, but one thing we can be sure of is the robust competition for home lending."
“The gap between the average variable rate of 3.47% and the lowest two year fixed rate of 2.09% has blown out to 1.38%, a compelling refinancing argument for Australian home borrowers.”

HSBC cuts fixed rates to match lowest on market

In total this week, 867 capital city homes were scheduled for auction, with preliminary results returning a 65.9 per cent clearance rate, according to CoreLogic data.
Last week, their findings showed 612 homes scheduled for auction and a final clearance rate of 62.7 per cent, while one year ago, there were 1,661 homes taken to auction and a 58.0 per cent clearance rate.
In Melbourne, 259 homes were scheduled to go under the hammer this week. So far 192 auctions have been reported, returning a preliminary success rate of 71.9 per cent.
The previous week saw a final clearance rate of 68.0 per cent across 168 auctions.

In Sydney, 469 homes were scheduled for auction this week, returning a preliminary clearance rate of 68.1 per cent across 320 results.
In comparison, last week saw 309 homes taken to auction with a success rate of 65.0 per cent.

Notably 31 auctions were withdrawn in Sydney last week, the most since mid-April.
Although the number of auctions held remains low, since restrictive policies around open homes and onsite auctions were lifted, the trend has been towards more auctions held and a substantial reduction in the proportion of auctions withdrawn prior to the event.
The number of auctions held this week was the highest since the week ending April 19th.

Clearance rates strengthen but auction volumes remain low

New apartment supply has become increasingly constrained across <a href="https://www.apartments.com.au/developments/parramatta-nsw-2150">Parramatta</a> in recent years, with fewer projects progressing through to completion as development conditions have become more challenging.

It makes <a href="https://www.apartments.com.au/developers/novm">NOVM</a>'s 2021-completed <a href="https://www.apartments.com.au/buildings/the-lennox-parramatta-12-phillip-street-parramatta-nsw-2150">The Lennox</a> one of the most recently completed residential towers on the Parramatta River, and among the newest apartment developments in Sydney's second CBD.

The apartment price gap drawing Sydney buyers west

A luxury beachfront apartment at Rainbow Bay has more than doubled in value since it sold off the plan six years ago, setting a new local apartment record in the process.

The three-bedroom apartment in the Flow development on Petrie Street, the first of four new projects locally by Paul Gedoun's S&amp;S Projects, has sold for $7.4 million, after originally selling for $3.27 million when the project launched in 2020.

The seventh-floor apartment, comprising 187 sqm of internal living space and a 54 sqm balcony overlooking Froggies Beach and Snapper Rocks, was purchased by a local family.

The transaction was negotiated by Pezet Matheson director Kerry Pezet and equates to more than $30,000 per sqm.

Pezet said the sale reflected the limited opportunities to buy into the boutique beachfront development.

"The sale highlights the rarity of opportunities within the boutique beachfront development, where residences seldom become available," Pezet said.

"Flow is one of the Gold Coast's most tightly held buildings. Buyers from our database move quickly when residences become available, and achieving an off-market sale at $7.4 million demonstrates the depth of demand for property of this calibre."

Rainbow Bay apartment doubles in price since off the plan sale during pandemic

The long-planned transformation of Brisbane's historic Shafston Estate has taken another major step, with Capella Hotel Group announced as the luxury hospitality partner behind what will become Brisbane's first branded residences.

The project, to be known as Capella Residences Brisbane, is being delivered by Verso Projects at the landmark Kangaroo Point riverfront estate, with completion targeted for 2029.

The announcement follows a series of planning changes to the project over recent years. The site was originally approved in 2023 for a 15-level, 37-apartment development designed by Rothelowman for Burgundy Group before Verso Projects took over the 10,070 sqm riverfront holding and lodged revised plans with Kerry Hill Architects to increase the development to a 25-level tower with 51 apartments.

The latest announcement confirms Capella Hotel Group will bring its branded residential offering to the project, marking just the second Capella Residences development globally after Seoul, and the group's first branded residential project in Australia.

The <a href="https://www.apartments.com.au/new-apartments/23-castlebar-street-kangaroo-point-qld-4169">Castlebar Street development</a> will centre around the restoration of the heritage-listed Shafston House, one of Brisbane's oldest residences, originally constructed in 1851 by Reverend Robert Creyke as a single-storey cottage known as Ravenscott.

Capella said the project aligns with its focus on heritage-led developments, with the Brisbane estate combining the restored historic residence with a new luxury apartment tower and hospitality-inspired resident amenities.

Residents will have access to the Capella Living Room, a concierge-led communal space inspired by the group's luxury hotels, alongside landscaped gardens, six swimming pools, wellness and recreation facilities.

The broader estate will also include two riverfront homes, a six-berth private marina, porte cochère arrival experience, secure basement parking and a new section of public riverwalk along the Brisbane River frontage.

The heritage Postal Depot Building will also be retained and repurposed as a guest house, in line with the revised development plans.

The project represents another evolution for the site, which Kerry Hill Architects previously described as a rare opportunity to restore one of Brisbane's most significant heritage estates while creating a new benchmark for apartment living.

"The Shafston Estate provides a once-in-a-generation opportunity to restore one of Brisbane's finest heritage precincts and to reinstate residential use as a unique site perched on the edge of Kangaroo Point," Kerry Hill Architects said in its Urban Context Report accompanying the planning submission.

"The project will celebrate excellence in sub-tropical residential design, setting a new benchmark for vertical living in Brisbane."

Verso Projects, which now has an $8.5 billion development pipeline spanning more than 6,000 dwellings across apartments, townhouses, retail and commercial projects, said the partnership with Capella would elevate the development beyond a traditional residential project.

"We feel honoured to be restoring Shafston Estate to its former glory, elevating it to new heights of luxury and excellence underpinned by Capella's distinctive service ethos and design philosophy, and making it a standout landmark in Brisbane," Verso Projects CEO Steve Laffey said.

"By partnering with Capella, globally recognised for its refined approach to luxury hospitality and deep respect for cultural and historical context, we will elevate this project beyond a residential offering into a world-class destination."

Capella Hotel Group President Roland Fasel said Brisbane's emergence as a global city made it the right location for the company's Australian residential debut.

"Brisbane is a city on the cusp of something remarkable, and Capella Residences is our commitment to being part of that story," Fasel said.

"The Capella residential experience is more than luxury. It is about a sense of belonging to a place with deep meaning."

Private appointments have now opened for the project, with a display suite expected to open in late 2026 ahead of the planned 2029 completion.

Lewis Land's latest apartment release within its <a href="https://www.apartments.com.au/new-apartments/harbour-shores-biggera-waters-564-oxley-drive-biggera-waters-qld-4216">Harbour Shores</a> masterplan is targeting one of the Gold Coast's fastest-growing buyer groups, with almost a third of apartments at Solis priced below $1 million.

The seven-storey building at Biggera Waters will comprise 91 apartments, including 24 one-bedroom residences starting from $778,000, a price point Lewis Land says is aimed squarely at first home buyers struggling to enter the Gold Coast market.

<a href="https://www.apartments.com.au/developers/lewis-land-group">Lewis Land</a> Head of Development Michael Long said the developer deliberately allocated a significant proportion of the project to more affordable apartment types.

"First home buyers have been priced out of many parts of the Gold Coast, and we saw a clear opportunity to address this and play our part in a longer-term housing solution," Long said.

"That's why 24 of the 91 apartments being delivered at Solis have been designed and priced for the city's next generation of homeowners, quality one-bedroom apartments, half of which include an additional multipurpose room to maximise space and flexibility.

"This approach places 30 per cent of apartments in Solis under $1 million, and with close proximity to Harbour Town's future light rail extension connecting residents to the city's major employment and knowledge hubs, it's a win for buyers looking to secure their first property."

Designed by BDA Architecture, Solis will deliver a mix of one, two and three-bedroom apartments, with residences ranging up to 232 sqm. Apartments feature generous balconies and contemporary finishes, while residents will have access to Harbour Shores' lagoon pool, clubhouse, tennis court, gym, yoga studio and sauna.

The focus on first home buyers resonated with purchaser Holly Humphreys, who said she and her boyfriend spent more than a year searching for their first property before shifting their attention from houses to apartments.

"We fell in love with the first house we bid on and got our hopes up, but after repeated knockbacks we learned not to get too attached," Humphreys said.

"We offered at the high end of price guides, but sales kept going even higher. That's where we really struggled and we needed to re-evaluate our budget and our expectations. Standalone houses were off the table, and we pivoted to apartments and townhouses."

Humphreys said it was encouraging to see developers recognising the growing demand from first home buyers.

"There's a growing number of young buyers looking to enter the market earlier because they understand that getting in now can make a real difference as prices continue to rise," she said.

"It's fantastic to see a developer recognise this and then actively take measures to deliver an apartment with us in mind."

Solis is the first development planned within the second stage of the Harbour Shores masterplan, with early works expected to commence in September 2026.

Lewis Land targets first home buyers at latest Harbour Shores release, Solis

Luxury apartment developer Abadeen has recorded $19.25 million in apartment sales across two of its Lower North Shore developments in the lead-up to the end of the financial year, headlined by the sale of a $6.75 million penthouse at <a href="https://www.apartments.com.au/buildings/koyo-crows-nest-5-rodborough-avenue-crows-nest-nsw-2065">KOYO in Crows Nest.</a>

The transactions also included the sale of a newly completed three-bedroom apartment at <a href="https://www.apartments.com.au/buildings/park-residences-cremorne-2-sutherland-street-cremorne-nsw-2090">Park Residences in Cremorne</a> for $6.35 million, with the residence selling shortly after the project's first public inspections following completion.

The sales come as completed, owner-occupier-focused apartments continue to attract strong demand across Sydney's Lower North Shore, particularly from buyers looking for certainty and immediate occupancy.

The penthouse at KOYO spans 491 sqm across a single level and was designed by architect Koichi Takada. The development is one of Abadeen's flagship boutique projects in Crows Nest.

Abadeen Executive Chairman and Founder Justin Brown said buyer activity lifted noticeably in the lead-up to the end of the financial year.

"We saw a clear increase in enquiry levels, inspection numbers and buyer engagement across our completed projects leading into the end of the financial year," Brown said.

"Buyers have become far more decisive over the past six months. The combination of improving confidence, limited supply and the ability to physically inspect completed residences is creating strong competition for premium apartments in the best locations."

Brown says the&nbsp;response to Park Residences following completion has been particularly strong.

"Buyers want certainty and are responding positively to the opportunity to walk through a finished product, inspect the quality firsthand and move in immediately," Brown suggested.

"Projects such as Park Residences and KOYO demonstrate that when the product is exceptional and the location is irreplaceable, buyers are prepared to act quickly."

Abadeen CEO Joe Tack said quality continued to differentiate projects in the current market.

"Today's buyers are incredibly discerning," Tack said.

"They are seeking larger floorplans, premium finishes, walkability, lifestyle amenity and confidence in the developer delivering the project. Well-designed boutique developments continue to outperform because they offer something genuinely difficult to replace.

"The enquiry we are seeing across our completed and recently completed Lower North Shore portfolio is very encouraging, and we expect this momentum to continue into spring."
