Confidence means a lot to real estate markets. And it’s been a long time since Australian real estate has had such a concerted shot in the arm as on Tuesday this week.
Against the predictions of virtually every economist in the land, proving yet again how little they understand, the RBA dropped its official interest rate to depths not seen before. Most of the major lenders have dropped their mortgage rates accordingly.
The same economists who incorrectly predicted the RBA board’s decision will also tell you that record low interest rates equals a property boom. Goodness knows where that comes from – certainly not from any historical precedent and certainly not from the experience of recent years where only Sydney has had a market worthy of being described as a boom (no, not even Melbourne’s performance warrants the boom tag).
I note that RBA Governor Glenn Stevens doesn’t see the rate cut reigniting boom scenarios. "In reaching today's decision, the board took careful note of developments in the housing market, where indications are that the effects of supervisory measures are strengthening lending standards and that price pressures have tended to abate," he said in a statement. "At present, the potential risks of lower interest rates in this area are less than they were a year ago."
So I don’t expect the rate cut, replicated by three of the four major banks, to generate anything dramatic in the market. But it will generally help the psyche of property consumers. And the next affordability index will likely show a further improvement.
On the same day, Federal Treasurer Scott Morrison delivered his first Budget, which reiterated strongly that negative gearing won't change, nor will investors be slugged more on capital gains tax.
“We will not remove or limit negative gearing,” Morrison said in his Budget speech. “Those earning less than $80,000 make up two-thirds of those who use negative gearing. They are teachers, nurses, police officers, office workers and tradesmen. We do not consider that taxing them more on their investments is a plan for jobs and growth.”
Amen to that. The tragic thing about those who justify their anti-gearing stance on the grounds that it’s all about housing affordability is that scrapping negative gearing won’t make housing cheaper. Even Bill Shorten says it won’t force down the value of homes, therefore affordability won’t improve. Shorten, like so many others, doesn’t understand the affordability issue and is targeting the wrong culprits.
Another event on Tuesday was publication of building approvals data which showed there’s still some life in building approvals, although the monthly bounce may be an aberration because the longer-term trend is down (from record high levels, it must be said).
This closely followed the release of price data for April, which shows that the home value index has risen in the past three months of the year in seven of the eight capital cities.
That includes a 3.9% rise in Sydney. That would tend to rubbish claims of a collapse in values and a bursting of the bubble. I say “tend” because this is one set of figures from one source and it’s not uncommon for another major source to publish figures that are largely contradictory.
Based on the CoreLogic numbers, however, Adelaide’s prices rose 4.5% in the past three months and Brisbane was up 2.8%. I’ve been predicting good growth in those two cities, but I’m not getting overly excited because of what I said in the previous paragraph.
But, according to these figures, even Perth and Darwin showed glimmers of price growth in the latest quarter.

Finder.com.au have suggested that banks will make $21 million of extra profit in the coming weeks as they delay passing on on the rate cut.
All four major lenders, as well as a further nine have announced interest rate reductions to their standard variable home loan rates after the Reserve Bank cut two days ago.
Westpac has announced they will pass on the full Reserve Bank cut of 0.25 percent, but only from May 23, which will earn them at least $8 million in the next fortnight.
NAB are too to pass, however they will do it a week earlier than Westpac on May 16 which will pocket them $3 million in repayments.
Commonwealth Bank will cut but not until May 20, earning them an extra $7.7 million.
The quickest change will be at ANZ whose change will start from May 13, however they aren't passing on the full 0.25 percent, therefore will take an extra $2 million in payments.
 
Combined, the big four are set to earn roughly $1.25 million each day they withhold their rate cuts from consumers.

Money expert at finder.com.au Bessie Hassan suggests more than 750,000 home loan customers with the big four banks will miss out on $26 on average until they pass the cute.
“The longer a bank holds on passing on a rate cut, the more money they'll squeeze from Aussie pockets before finally adjusting their rates. So it's no surprise we're seeing them taking more time to pass on discounts,” she says. “Interestingly, it’s often a different story when rates are heading north.” Ms Hassan warns borrowers to keep an eye on their home loan interest rates. “We urge customers to be checking if their lender has passed on the rate cut as some could be taking advantage of the situation.” Ms Hassan says it’s the responsibility of the borrower to keep track of movements and then try to negotiate a better deal with their lender.  “If you’re still not happy with what’s on offer, it’s time to start shopping around.”

Banks set to pocket $21 million as they play rate cuts: Finder.com.au

Vicinity Centres (Vicinity) and Perth Airport Pty Ltd (PAPL) are to developer Western Australia's first Outlet Centre at Perth Airport in a joint venture.
The $145 million centre will be branded DFO, Vicinity's brand for its Outlet Centre portfolio, which will increase to five across the country.
The portfolio currently includes DFO Homebush in New South Wales and DFO South Wharf, DFO Essendon and DFO Moorabbin in Victoria.
The DFO's have generated an internal rate of return of 14.5 percent since acquisition in 2010.
The proposed Outlet Centre development will have over 110 stores across 24,000 sqm and provide parking for over 1,600 cars.
Construction is expected to commence in mid-2017, with completion forecast for 2018.
CEO and managing director of Vicinity Angus McNaughton said they identified Perth as a prime location due to its low representation of Outlet Centre space.
"This joint venture provides a unique and exciting opportunity for Vicinity to further solidify its market leading position in Outlet Centres," he said.

Leading consultancy group RPS have suggested that individually designed freehold terrace homes were getting set to be the future of compact housing in Australia.
RPS Regional Technical Director of Urban Design Peter Egerton said people looking for affordable, low-maintenance homes in prime lifestyle areas such as the Sunshine Coast and Gold Coast were finding the new innovations in compact housing ticked all the boxes.
The rear laneways of the modern terrace lots are the same dimensions as those of days gone by but instead of being used by dunny carts, these days they provide vehicle access to rear-facing garages. This allows increased vehicle parking or storage opportunities without affecting the aesthetic appeal of the home’s street front.
“The terrace homes are essentially freestanding houses with a 50 millimetre gap in between and a high density easement over the whole boundary to take care of maintenance requirements,” Peter Egerton said.

Tenanted Noosaville industrial site sold at auction for $948,000

The big four banks’ increased capital requirements will heighten the need for alternative funding sources for property development, according to a real estate investment firm Qualitas.
The company, which provides equity and debt financing to residential, commercial and retail property developers, discussed the issue in a briefing in Sydney.  
The Australian market is unusually dependent on big banks for commercial real estate lending, said group managing director Andrew Schwartz.
“Australia’s four major banks dominate the $230 billion commercial real estate debt market, with a market share of over 90%. In comparison, commercial banks in the United Kingdom and United States control between 40%-60% of the market, with non-banks, such as institutional debt funds, controlling the remainder. But real estate debt funds haven’t had a big presence in Australia to date,” he said.
This is set to change in the coming years, with the Australian Prudential Regulation Authority’s decision to increase the big banks’ required capital levels. When coupled with banks’ internal requirements that limit commercial real estate Loan to Valuation Ratios (LVRs) to around 55-65%, Qualitas says the market will need more options.
“The banks have their hands tied when it comes to making loans to property developers. As a result, there is a need for additional funding sources, which is where Qualitas fills the gap. Sometimes we provide this alongside the banks, through mezzanine debt, and other times we provide senior debt or equity,” Schwartz said.
While co-investing from its own balance sheet, Qualitas also invests discretionary capital on behalf of institutional and high-net-worth investors. It is seeing strong interest from offshore investors keen to access the Australian property market, which continues to demonstrate relative value compared to North American and European markets. 
“The depth of capital in foreign markets is huge - relative to Australia – and the weight of this money has compressed returns offshore, while they remain higher here. Some investors are also attracted by the fall in the AUD. As a result, we expect 2016 will see increased momentum of foreign capital coming to Australia. This is good news for the market, as it will increase the options available to those who need capital from alternative sources,” said Schwartz.
However, accessing quality deals in the local market can be challenging for overseas investors, according to Schwartz.
“Some of the biggest managers providing commercial real estate debt and equity capital globally aren’t seriously competing down here – they operate on more of a fly in/fly out basis. As a result, they don’t have the networks of contacts or on-the-ground access to deals before they hit the market.
“We deliver superior returns on a risk adjusted basis. Returns are attractive, so people assume it must be very risky. However, there are reasons they are high. Access is key: we are providing capital that our clients can’t source from the banks, while the market we operate in is very closed, built on networks, trust and long term relationships; so there is an information arbitrage at work,” Schwartz said to emphasise that Qualitas delivers above-market returns.

Bank funding gap for property development set to widen: Qualitas

The recent property boom in some markets brought with it the usual batch of property opportunists – using the favourable circumstances as a way of marketing otherwise dodgy investments, says best-selling author Margaret Lomas in her recent column on Switzer. 
Here's a list of the five hot dangerous things to avoid in 2016 from Lomas.
1. Now might be a bad time to buy off-the-plan, she warns. Off-the-plan carries more than the usual degree of risk, the best example being those who bought years ago on the Gold Coast and were forced to settle on properties worth $100,000 less than they paid.
2. Inner city apartments. Yields will decline, vacancies will rise and values will stagnate due to another glut expected in the coming years. The most important feature of house price growth in the next few years will be population growth, and one that is growing faster than the national average.  
3. Holiday properties.  The new APRA (Australian Prudential Regulation Authority) requirements has impacted lending to investors and as such the resale market for such property is shrinking even further.  
4. Self-managed superannuation fund investing.  Unless one has significant funds to roll over into super (more than $300,000), this one's best avoided, Lamas says. The lengthy ATO compliance requirements, the costly maintenance of these funds, the fact that non-recourse borrowings severely limit the amount you can borrow and so the number of properties you can buy (being probably only one) and the fact that you can only secure each property once, which makes them unavailable for leverage. 
5. Overseas properties.  There’s not enough room here to list all of the reasons why you shouldn’t be buying an overseas property, even if it is cheap. Remember, when locals won’t buy their own property, there has to be something very wrong!

Property 101: Five property traps to avoid in 2016: Margaret Lomas

ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

"The proposed scheme presents a significant opportunity to deliver a vibrant retail plaza and a local neighbourhood hub serving both existing and future Collingwood residents."

The 79–81 Victoria Parade site occupies a strategic location about 1.5 kilometres east of Melbourne's CBD, at the threshold between Collingwood and East Melbourne. It is well served by tram services along Victoria Parade and sits within walking distance of St Vincent's Hospital, Fitzroy Gardens, the Fitzroy activity centre and a broad range of employment, retail and hospitality destinations.

Stockland plans new mixed-use neighbourhood precinct for Collingwood gateway site

An 1880s timber cottage that has survived Kangaroo Point's transformation from riverside suburb to high-density apartment precinct is set to become the centrepiece of <a href="https://www.apartments.com.au/developers/zephyr">Zephyr Group</a>'s proposed Banksia development.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Designed by <a href="https://www.apartments.com.au/architects/joe-adsett-architects">Joe Adsett Architects</a>, the proposal carefully weaves the retained heritage cottage into a contemporary residential scheme, with the tower elevated above the historic building to preserve its presence within the Lambert Street streetscape.

Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. The site also benefits from direct access to active transport infrastructure and sits within an area earmarked for continued higher-density residential growth.

Architectus has designed the tower, orientating the apartments to maximise views towards Sydney Harbour while introducing a sculpted façade intended to respond to light, wind and the surrounding skyline.

Architectus Principal Marko Damic said the design sought to create a tower that contributes to the public realm as much as the skyline.

"We wanted to design a tower that doesn't just sit in the skyline but actively participates and contributes to city life," Damic said.
