As with the Highlands, there is now a mix of property types in the Southern Tablelands, Goulburn region, according to Herron Todd White’s (HTW) latest monthly market report.
The property advisory firm says that the traditional well located older homes are still sought after, however, there has also been a push for modern family homes.
Land releases are continuing in North and West Goulburn and land sales are increasing in the new and modern residential estates including Belmore Estate, Merino Country Estate and Mistful Park Estate.
The most active market is the $200,000 to $600,000 sector, median $350,000 (up 5% in 2015). There is also good activity in construction of new homes.
Goulburn is rich in heritage architecture and there is good renovation construction activity in these older character homes. An example would be a three bedroom home at <a href="https://www.realestate.com.au/property-house-nsw-goulburn-123681226" target="_blank">18 Elizabeth Street </a>(pictured above) that is for sale for $385,000.
The main buyer profile is Sydney based investors tapping into their equity as well as tree change purchasers from Canberra.
"In general the region is enjoying a strong level of sales activity, although the top end properties ($1 million plus) are trading at a slower pace then the sub $750,000 market," the report says.

Southern Tablelands property market attracting Sydney investors: HTW

The residential market in Perth appears to be very segmented at present, with several mortgage belt areas appearing to be in a downward spiral, according to Herron Todd White’s (HTW) latest monthly market report.
However, several upgrade pockets holding their own and some prestige areas doing reasonably well.
The property advisory firm says that weekly sales activity is exactly the same as 12 months ago and listings are slightly lower.
The median sale price for houses is steady at $530,000, while the median sale price for units fell off a cliff last quarter from $435,000 to $405,000, coming off a high of $452,000 in 2014.
"There are bargain hunters out there, but there are also many people who have simply been paying off debt or building up savings for many years and are now in a position to upgrade to those areas they have been desiring," the report advised.
"There is more competition for sought after products than there was six months ago."
It noted that many neighbouring suburbs are performing at vastly different levels.
Investors have largely retreated from the market over the past 18 months however speculation about the timing of the bottom of the cycle is rife.
"Small scale development sites in particular have been on the nose, but with prices in many areas approaching single residential value reducing the risk profile of these sites, they appear to be rebounding," the report noted.
"An example of this can be found in Gabriel Street, Cloverdale, where many sites have a zoning of R20/50/100 and offer a variety of development opportunities."
The property at <a href="https://www.realestate.com.au/sold/property-house-wa-cloverdale-122239714" target="_blank">127 Gabriel Street</a> (pictured above) transacted in May 2016 for $535,000, whilst an almost identical property situated at 131 Gabriel Street transacted in July 2015 for $610,000.
More recent activity indicates a higher level of interest in similar properties above $550,000.
In the more traditional market, the trend appears to be that the market is avoiding the best house in the worst suburb and normalised to the worst house in the best suburb. Market activity through premium suburbs such as Cottesloe, Mount Pleasant and Leederville has improved, with a significant level of activity at entry level prices.
This is being driven by buyers who have long desired to reside in such suburbs and due to personal circumstances including debt, job security and current interest rates, they can now take the plunge.
Less desirable areas such as Camillo, Koondoola and Girrawheen are struggling for traction, largely due to older style, generic housing options not inspiring the market, when perceived better value offerings are available in better located or more desirable suburbs such as Parkwood, Warwick and Greenwood.
Buyers include first home buyers plus upgrade activity from current owners within those less desirable suburbs.
There remains activity in traditional first home buyer suburbs on the urban fringe, albeit at base entry prices. Suburbs such as Golden Bay, Secret Harbour, Wandi and Wellard in the south along with Banksia Grove in the north are attracting the majority of interest, with the driver appearing to be affordability and reasonable proximity to public amenities.
Many new and developing estates previously targeted by upgrade activity are now struggling for traction, with re-pricing of land common, as are rebates and performance incentives.
Areas such as Eglinton, Butler and Alkimos in the north and Piara Waters in the south are competing with near new, fully established products which are often purchased at a discount to the buy and build process. As such, sales activity and fall over rates in such areas are reportedly significantly higher than 12 months ago.
Land prices in these areas remain the key to their performance through the remainder of 2016. Many developers are reluctant to meet current market price expectations and more innovative estates are likely to come to the fore.
Estates where developers have significant relationships with large scale builders that can secure a significant volume of lots will remain attractive, as the cost efficiencies of mass construction narrow the gap between the traditional buy and build and the established housing market.
However HTW suggested caution still needs to be applied in such scenarios, including the land and building cost splits, quality and variety of product offering and most importantly, the amenity offerings within the estate or immediately nearby.

Small scale WA development sites are rebounding: HTW

In the $500,000 to $800,000 Adelaide price range, there is activity in city fringe suburbs as always, according to Herron Todd White’s (HTW) latest monthly market report.
The property advisory firm says that first home buyers who can purchase a quality property under $500,000 within proximity of the CBD are generally in a happy situation.
The buyer demographic is generally home buyers and those upgrading. Older first home buyers are also active in this market segment.
There is increased interest in properties under $500,000 in suburbs close to the CBD. Closer proximity to the CBD in this price bracket generally results in greater interest.
In Adelaide, a purchase price of between $500,000 and $800,000 provides buyers with a myriad of options. Within five kilometres of the CBD, this property will typically be detached and may be renovated. Outside of this radius, buyers can purchase a detached dwelling on a good sized allotment which has likely been renovated.
One example would be a three bedroom home at <a href="https://www.realestate.com.au/property-house-sa-adelaide-123806594" target="_blank">71 Whitmore Square</a> (pictured above) that is for sale for $580,000.
This price range is generally affordable for purchasers with a dual income. It’s becoming increasingly difficult for purchasers with a single income to enter the market at this price point without a substantial deposit to cover stamp duty in particular.
"Properties in the outer northern suburbs between $200,000 and $400,000 are probably slowest at the moment with the predominant buyer in this area being investors with larger deposits who are more risk averse in light of economic uncertainty within the region," the report advised.
There is decreased first home buyer activity as well as decreased investor interest given economic uncertainty with the pending closure of the Holden manufacturing plant at Elizabeth.
The level of market activity at different price points does depend on location and generally proximity to the city and facilities. Affordable suburbs adjacent to popular and more expensive areas are also experiencing increasing market activity as buyers seek affordability.
On the other end of the spectrum, northern suburbs such as Andrews Farm have experienced somewhat stagnant market conditions in the past few years. This is an outer northern suburb situated approximately 32 kilometres from the Adelaide CBD. Increasing development of new housing in this area is causing demand for older dwellings to drop.

City fringe suburbs in Adelaide continue to be preferred investment area: HTW

Brisbane has failed to reach investor expectations of a growing property market, according to Herron Todd White's (HTW) latest monthly market report.
The property advisory firm noted that investors were expecting Brisbane property prices to soar, however, it has failed to meet expectations.
"Good old Brisbane has seen the broad gamut of market activity from feast, to famine, to... “mehh”," the HTW report stated.
"Here we are in one of the most attractive, saleable and liveable cities on the continent... and we still haven’t seen our market firing strong right across the board.
"There have certainly been winners and losers but overall, average punters were expecting bigger value gains in the past four years.
"A lot of talk in 2013 was around Brisbane being ‘THE’ place to invest, but it’s generally failed to rise to expectations."
At present, HTW suggest there’s no doubt the strongest markets continue to be within 10 kilometres of the CBD.
"That’s a common theme here in Brisbane – stay close to the city centre and you won’t get hurt.
"There are a few reasons why you buy within a reasonable distance of the big smoke.
"Number one, this has traditionally been our most successful sector. In Brisbane, the closer in you are, the better your chances of consistent capital gains and ongoing tenancy.
"You do, however, need to be selective about property type and quality.
"The mantra must be whenever possible, choose detached housing in a decent location above all else.
"It will reduce the risk and improve your chances of success."
Herrod Todd White advises investors to be cautious about off-the-plan purchases and new units.
"As we’ve been saying for some time now – be very cautious about new units and off the plan purchases, particularly those designed to appeal to investor buyers. They are almost impossible to justify as a good choice in the current market.
"Another reason this inner zone is [Brisbane's] best? There’s no doubt that compared to Sydney and Melbourne, our property prices are an absolute steal. We’re regarded by many as the third big capital (apologies to Perth) so if you’re a transient investor focussing on between big cities and you’re looking for more property bang for your buck, it’s hard to ignore Brisbane and the suburbs closer to the centre."
Price points of appeal within this magic radius are broad. Any purchase between $500,000 and $1 million is sure to catch the eye of buyers – and most are looking to owner-occupier stock for solid investing.
HTW said the strongest interest comes from young professional couples as well as families who want to be in close proximity of schools, public transport and services.
"We also find once you go above the magic $1 million mark, the number of potential purchasers begin to decline significantly," the report observed.
Cheaper buy-ins for investors do tend to be in suburbs a bit further out. There are plenty of sub- $500,000 options in areas like Kingston, Slacks Creek and Caboolture and certainly tenant demand remains fairly strong, however you must still look for good land content with a detached home if you want to mitigate risk.
One example would be a five bedroom home at <a href="https://www.realestate.com.au/sold/property-house-qld-slacks+creek-123169834" target="_blank">74 Kana Crescent</a> (pictured above) that was recently sold for $509,500.
When talking famine market, it is in fact these further flung addresses that struggle most.
Property type is key to performance, with townhouses and units in outer suburbs are very slow to sell.
This is evident in areas such as Marsden and Kingston where there are a lot of established townhouses as well as a continual supply of new townhouses that are mainly sold to interstate investors.
This high level of supply is well and truly exceeding demand and turnover can be a bit retched at times.
There’s also quite a large price difference between a new townhouse and an older established townhouse – although the rental return on the older townhouse is comparatively strong.
The investor who feels they must look at attached housing a bit further out, should consider purchasing a discounted older townhouse that may need a bit of renovation rather than something brand spanking new, HTW advises.

Brisbane property market disappointing investors: HTW

Demand for housing in Mildura is greatest in the $225,000 to $450,000 price bracket, according to Herron Todd White’s (HTW) latest monthly market report.
The property advisory firm says that buyers in this range are predominantly owner occupiers, comprising a mix of first home buyers and people trading up from cheaper first homes. It is difficult to find a well maintained dwelling for less than $200,000 in Mildura, however cheaper houses can be found in some of the surrounding towns.
One example would be a three bedroom home at <a href="https://www.realestate.com.au/property-house-vic-mildura-123792114" target="_blank">1 Crosbie Court</a> (pictured above) that is for sale for $269,000.
The volume of sales above $500,000 is relatively low, however there is generally buyer interest if properties have good outdoor living areas, shedding or swimming pools.
Selling periods for properties priced above $600,000 are often longer than three months, but there are exceptions.
"Often we find that buyers of more prestigious housing are people relocating to Mildura for either work or retirement purposes," the report said.
"This group is generally able to act quickly when they see a property that suits their needs," HTW noted.

The Mackay residential market currently is considered a buyer’s market, with the best purchasing conditions seen in over a decade, according to Herron Todd White’s latest monthly market report.
The property advisory firm says that the story of the Mackay market really is a glass half full versus glass half empty scenario.
"On the glass half empty side, we have seen values of residential properties fall 30% and higher in some areas on the back of the downturn in the resource sector, which Mackay is heavily reliant on," the report noted.
Rental vacancies have ballooned from below 1% to the current 7.7 percent which is actually down on the high of over 9 percent. Rental values have almost halved from the peak conditions in 2012.
"On the glass half full side, we now have buying and renting conditions not seen since the early 2000s.
"This is becoming noticeable in the current market, with increased sales volumes (albeit at low prices comparatively speaking).
"The price point that appears to have most volume is the sub $300,000 and in particular the low $200,000 properties."
One example would be a three bedroom home at <a href="https://www.realestate.com.au/property-house-qld-mackay-122255734" target="_blank">12 Boddington Street</a> (above) that is for sale for $249,900.
For this price you can get an average quality high set dwelling in the established suburbs north of the river, or an older style Queenslander in average condition south of the river.
Previously, Mackay was seen as a mining town being unaffordable and too expensive to live for people not associated with the mining industry.
Couple these house prices with historic low interest rates and Mackay is now seen as a very affordable alternative to other coastal centres in Queensland.

Best purchasing conditions in Mackay, but rental values are halved: HTW

First home buyer demands have remain unchanged compared to two years ago while investor demands have declined by 20 percent, according to QBE's latest housing outlook report.
This is illustrated in the change in moving annual turnover of residential loans to first home buyers, non–first home buyers (i.e. upgraders and downsizers, as illustrated in chart 4 which include all purchases made for owner occupation and where the buyer has previously owned another dwelling) and investors.
The chart represents trends for Australia, which masks some differences across the states, as outlined later in this report.

First home buyer demand has been declining since the end of calendar 2014. In 2015/16 the number of first home buyer loans was 1.8% below the year prior. Loans to non–first home buyers rose by 7.1% in 2015/16, after recording an annual 0.9% rise in 2014/15.
Growth in loans to investors peaked in 2014 and has steadily slowed before recording a decline in 2015/16. Monthly loans to investors have been below the same month a year earlier since August 2015, which has corresponded with the timing of tightening bank lending policy toward investors. The total annual decline in the value of loans to investors in 2015/16 was 16.8%.
First home buyer demand is important because it creates demand for entry–level properties, facilitating broader demand by encouraging current occupiers to upgrade through the value chain. As a result, incentives have often been put in place to promote first home buyer demand during times of market weakness.
Table 3 shows existing state and federal government incentives offered to first home buyers. It refers to grants available specifically to first home buyers and not broader grants and incentives first home buyers can also access. Where stamp duty concessions are offered, the maximum concession is indicated. It should be noted there are some purchase price limits for grant eligibility which vary by state.
Over the past five years there have been progressive changes in first home buyer incentives across all states to favour purchasers of new homes over existing homes. The long–term impact will be a shift of first home buyer demand that would have otherwise been for established homes into the new home market, thereby adding to supply.

The short–term impacts on the market as a result of the progressive removal of incentives for the purchase of established dwellings are:
• Future first home buyer demand was brought forward to take advantage of the grants before they expire, leaving a vacuum of first home buyers in the established market immediately afterwards.
• A delay in the next round of first home buyers who then have to accumulate a larger deposit to compensate for the lack of financial assistance. In periods where prices are rising, this delay could take longer as the deposit hurdle progressively increases.
With first home owner demand being fixed (i.e. households are first home buyers only once), incentives do not create or diminish demand but rather serve to shift existing demand through time. Once the impacts of the changes to incentives are worked through, first home buyer demand should return to long–term averages.
This is likely to be the case in the coming years with first home buyer incentives now being relatively stable.
Tasmania and South Australia removed the first home buyer incentives for existing dwellings in July 2014 and have accordingly shown higher first home buyer activity in 2015/16 as they progressively recover to long–term levels.
Victoria experienced 5.6% growth in first home buyer loans in 2015/16, with the 9.3% year–on–year growth in June quarter 2016 suggesting that first home buyer activity is strengthening.
In Queensland first home buyer loans have been stable in recent years with little to no change in the number of loans over 2014/15 and 2015/16.
New South Wales has been similarly flat, recording recent marginal declines in loans, but the average annual number of loans in New South Wales in the five years to 2015/16 is down 32% on the average over the six years to 2010/11.
Western Australia experienced a decline in first home buyer loans in 2015/16, caused by a deteriorating economy, and the fact that first home buyer demand had held up strongly between 2011/12 and 2014/15.
The Northern Territory removed the incentives for existing dwellings in January 2015 and accordingly first home buyer activity was significantly lower in 2015/16, although the pace of decline was beginning to slow by June quarter 2016.
The Australian Capital Territory has also shown declining numbers of loans to first home buyers after a peak in activity in 2014/15.
Australian Bureau of Statistics (ABS) data on loans to first home buyers are derived from returns submitted by financial institutions to APRA at the time of the loan approval.
A first home buyer is defined as “a borrower entering the home ownership market for the first time”. The definition includes all first home buyers obtaining a loan (and not just those eligible for grants) but excludes first home buyers who are investors as the data relates to loans for owner occupied properties.
There is some evidence to suggest that an increasing percentage of first home buyers, particularly in the higher priced cities of Sydney and Melbourne, are purchasing an investment property as their first home as a stepping stone into the market.

First home buyer demand declining as non-first home buyer loans increase: QBE Housing outlook

Tighter lending to investors is tipped to soften the Australian residential property market during the next three years, improving affordability and creating opportunities for owner occupiers, according to QBE’s Housing Outlook 2016-19.
The QBE commissioned BIS Shrapnel report, now in its 15th year, is an annual overview of the Australian housing market and forecast movements.
Brisbane is forecast to experience the highest house price growth of the three largest capital cities to June 2019, while Brisbane unit prices are expected to fall by a cumulative 8.2 percent in the same period.
Sydney house prices are tipped to remain flat in the period to June 2019, while unit prices are forecast to fall 6.8 percent cumulatively during the next three years.
Melbourne house and unit prices are forecast to decline, with units expected to decline by a total of 9 percent to June 2019, according to the report.
Nationally, slowing rental and price growth is likely to contain investor appetite for residential property, and recent tightening in bank lending policy towards overseas investors will also slow overall investor demand, the QBE Housing Outlook finds.
QBE Lenders’ mortgage insurance chief executive officer Phil White said it was a fascinating time to be looking at the Australian residential property and mortgage market. 
“Prices are forecast to soften through the three years to 2019, which is likely to be positive for housing affordability.”
Fewer investors are now entering the market due to banks tightening lending criteria. In 2015/16 investors accounted for 44 percent of all residential loans, compared to 51 percent in 2014/15, according to the report.
“It’s expected owner occupiers, including first home buyers, will be stepping in to pick up some of this opportunity in the market.”
Phil White said meeting the long-term demand for housing with the limited availability of land in most of our capital cities, will remain a significant challenge for State and Territory governments and underpin long-term property prices.
Sydney
Sydney's median house price reached $1.048m at June 2016 and is forecast to rise by 1.7 percent to $1.065m by mid-2017 before decreasing to $1.055m by June 2018 and $1.050m by June 2019, resulting in median house price growth being effectively flat by the end of the forecast period.
Price growth in the Sydney unit market has been below that of the house market. Sydney’s median unit price rose by an estimated 41 percent in the four years to June 2016. However, price growth has already started to flatten with the median unit price growing by just 3 percent in 2015/16.
Sydney’s median unit price growth is forecast to fall 1.8 percent in 2016/17 and cumulatively by 6.8 percent during the three years to June 2019 to a median unit price of $680,000.
Melbourne
The underlying demand and continued growth of the Melbourne house market has been underpinned by a strong population increase, with Victoria recording a net boost of 11,000 people in the year to June 2016. This population growth has continued to maintain a deficiency of dwellings in the Melbourne market despite continued growth in new dwelling supply.
Melbourne will see dwelling completions peak in 2016/17. Short term population growth is expected to ease and a 0.6 percent price decline in the median house price is forecast for the period ending 2018/19.
Record levels of unit completions and a strong project pipeline are expected to affect Melbourne’s median unit price, which is forecast to decline by a total of 9 percent to June 2019.
Brisbane
Moderate house price growth in Brisbane during the past four years is in line with Queensland’s challenging economic conditions. Without strong employment drivers, Queensland is not expected to be able to capitalise on Brisbane’s affordability advantage over Sydney and Melbourne.
Nevertheless, an overall dwelling deficiency should help to support Brisbane’s median house price that is forecast to rise by 6.5 percent to June 2019, the highest price growth during this period of the three largest capitals.
Perth
After peaking in December 2014, Perth’s median house price declined by 5.6 percent in the eighteen months to June 2016. Mining investment is now greatly reduced and economic conditions have weakened. Perth’s median house price is forecast to decline by 3 percent to June 2018 while the forecast median house price at June 2019 is expected to be 10% below its 2014 peak.
Overall, the Perth market is expected to weaken across both housing and unit markets. The median unit price was down by 6.5 percent to June 2016 with further declines totalling 6 percent forecast in 2016/17 and 2017/18 before prices decrease further to June 2019.
Adelaide
The median house price in Adelaide is forecast for limited growth of around 0.9 percent in 2017/18 and an overall decline of 1.3 percent is forecast by June 2019. Adelaide’s unit and apartment market is expected to remain relatively flat during the next three years declining a total of 0.6 percent to June 2019, moving in line with the forecast for house prices.
Hobart
Hobart’s median house price is forecast to rise around 4% per annum or at a cumulative rate of 12.5 percent by June 2019. With investor activity declining, the softness in the unit market is expected to continue to dampen demand, limiting median unit price growth to between 1 percent and 2 percent per annum through to 2018/19.
Darwin
Darwin’s median house price is forecast to decline by 6.3 percent by June 2019. Median unit prices are expected to decline by 4 percent in 2016/17 followed by further declines of 4 percent and 2 percent in subsequent years to take the median unit price 10% lower by June 2019.
Canberra
Canberra’s median house price is forecast to rise by 3.5 percent in 2016/17 with a further growth of 2.4 percent and 2.3 percent in the two years to June 2019. In contrast, the median unit price fell 2.6 percent in 2016 and a further downside of 4 percent is forecast in 2016/17 and 2018/19 by which time the dwelling supply is expected to peak and be absorbed by June 2019.

Brisbane houses top QBE price growth forecast, but units tipped to fall: QBE Housing Outlook 2016-19

Civic Properties has launched the $85 million Mason Apartments, a 138 apartment building over six levels in Sydney's western suburb of Seven Hills.
The development, 1 – 11 Olive Street is set within Civic Properties’ $250 million planned community The Hills Village.
Apartments are available in a range of one, two and three bedroom configurations and all offer balconies of up to 58 square metres.

Brisbane houses have rose to the second highest vacancy rates in the country ahead of Darwin, a new report has shown.
Brisbane's house vacancies rose to 2.6 percent in September, while Darin tightened to 2.1 percent, Domain Group's rental report revealed.
Both are still some way off Perth's 4.2 percent vacancy rate.

Brisbane's house vacancy rates jump to second highest in the country

Builder-developer&nbsp;<a href="https://www.apartments.com.au/developers/graya">Graya</a> has secured a prime Newstead site from fellow developer Fraser, subsequently lodging plans for The Silo, a major mixed-use residential project in Newstead designed around a new public laneway linking the James Street precinct with the wider Gasworks and Newstead neighbourhood.

Proposed for the corner of Chester and Morse streets, the <a href="https://www.apartments.com.au/architects/bureauproberts">Bureau^Proberts</a>-designed project places its strongest emphasis at ground level, where retail, landscaping and a new cobblestone pedestrian connection would open the site to the surrounding neighbourhood. The design team describes The Silo as “more than a residential building”, positioning the development as an extension of Newstead’s public realm rather than a standalone apartment tower.

“A new cobblestone laneway and landscaped connection between James Street and Gasworks unlock a missing pedestrian link, improving walkability and stitching together two of Brisbane’s significant urban destinations,” Bureau Proberts said in its Urban Design Report.

The Silo is planned as a mixed-use development incorporating apartments alongside a bar and centre activities including food and drink outlets, indoor sport and recreation, office and retail uses.

Architecturally, Bureau Proberts has conceived the building as a collection of vertically expressed, stepping forms rather than a single uniform tower. The composition rises from an articulated podium before being broken by a triple-height landscaped recreation level, with the upper section becoming more compact before terminating in a landscaped rooftop garden.

The project's name and architectural language draw directly from Newstead's industrial history. Patterned off-form concrete is proposed as the principal façade material, complemented by slender metal rod balustrades and extensive planting. The cylindrical and vertically ribbed elements give the building its silo-like expression, while curved balconies and planted edges introduce a softer subtropical layer.

“The Silo reinterprets its robust forms, scale and materiality through a contemporary subtropical architectural expression, creating a building that acknowledges its industrial legacy, while responding to the way the precinct is occupied today,” Bureau^Proberts said.

The recreation level is one of the defining breaks in the tower. Plans include a lap pool, mature subtropical planting and shared resident facilities within an elevated communal garden. Landscaping continues through the podium and onto the rooftop, where a further garden forms what the architects describe as a “subtropical crown” to the building.

At street level, the development has been designed to establish a more permeable block. Retail and hospitality tenancies address the public realm, while landscaped pedestrian spaces lead into the new laneway connection. Renders in the design report show the proposed “Silo Lane” as a substantial opening through the podium, framed by cylindrical concrete forms with cascading planting above.

The Silo continues Graya's move into larger apartment developments after building its reputation across high-end residential projects in Brisbane and the Gold Coast.

<a href="https://www.apartments.com.au/developers/wickton">Wickton</a>’s completed Linacre Rise development in Hampton is giving Bayside downsizers the opportunity to move into a spacious apartment near the beach, with the developer covering stamp duty for a limited time.

The 27-residence development has been designed for buyers who want to simplify their living arrangements without giving up the space, warmth and quality associated with a long-term family home. Most apartments have already been secured by Bayside locals, leaving a select collection of two and three-bedroom residences and penthouses available.

Walker Corporation is doubling down on Maroochydore following the successful sales campaign at its first residential project in the emerging CBD.

The national developer has filed plans for <a href="https://www.apartments.com.au/new-apartments/celeste-30-sunshine-coast-parade-maroochydore-qld-4558">Celeste</a>, a new 29-storey apartment tower at Lot 30 Sunshine Coast Parade, just metres from its under-construction SOL by Walker development.

The plans, prepared by Plus Studio, would see 208 apartments delivered across a 100-metre tower on the 2,376 sqm site, which fronts Sunshine Coast Parade, First Avenue and Future Way within the Maroochydore Priority Development Area.

The proposed apartment mix comprises 36 one-bedroom apartments, 48 two-bedroom apartments, 72 two-bedroom apartments with an additional multipurpose space, and 48 three-bedroom apartments.

The upper levels would be capped by two four-bedroom sub-penthouses and two four-bedroom penthouses, taking the total apartment count to 208. The preliminary yield study also provides 262 car spaces, 114 resident bicycle spaces and storage for each apartment.

It represents Walker's next major residential move in the new Maroochydore CBD after the success of SOL by Walker, its $220 million two-tower project nearby.

SOL launched to market in early 2025 and has since seen strong demand, particularly from local owner-occupiers. By February this year, Walker said the first SOL tower was nearing sell-out, with a strong waitlist also emerging for its recently released penthouse collection.

Construction is already underway on SOL, with the first tower expected to be completed in late 2027 and the second to follow in early 2028.

Celeste would take a different form to the twin 19-storey buildings at SOL.

Plus Studio has designed a single 100-metre tower above an activated podium, with the architecture responding to the site's prominent position and three street frontages.

The podium would incorporate commercial tenancies and public art, with sweeping façade elements wrapping the street edges. The scalloped concrete podium has been inspired by the patterns created in sand at low tide, while extensive landscaping would continue vertically through the tower.

The ground level plans show three commercial tenancies addressing Sunshine Coast Parade alongside the residential lobby and landscaped public realm. The podium would then accommodate several levels of car parking before the residential tower rises above.

Plus Studio said the tower had been designed to maximise views from each apartment, taking in the Maroochy River, Sunshine Coast hinterland, Cotton Tree and Maroochydore Beach and ocean.

Those views have also shaped one of the project's key features, with Walker proposing to put the primary resident amenity on Level 29 rather than lower within the building.

The rooftop would feature a 284.9 sqm pool area with an infinity edge, along with a cold pool, spa, sauna, 93.2 sqm gym, sunset lounge, BBQ and dining areas, pool deck and private dining space. Cabanas and day beds are also shown across the recreation level.

The two penthouses would extend across the upper levels and each feature private terraces and plunge pools.

Celeste further reinforces Walker's commitment to the transformation of Maroochydore City Centre.

Walker is one of the key partners delivering the new CBD alongside Sunshine Coast Council and SunCentral Maroochydore, with the broader 62-hectare Priority Development Area occupying the former Horton Park Golf Course and surrounding land.

The precinct is ultimately expected to accommodate at least 4,000 new homes as Maroochydore evolves into the Sunshine Coast's principal commercial and residential centre.

When SOL secured approval in February 2025, Walker Managing Director and CEO David Gallant described it as the "first of many residential projects" the company planned for the Maroochydore City Centre.

Celeste now provides the clearest indication yet of what comes next.

The site sits immediately within the new CBD, with the design report identifying Sunshine Plaza and surrounding parkland within walking distance and Maroochydore Beach around a five-minute drive away.

For Walker, the timing of the application comes as its first residential bet on the new CBD appears to have been vindicated.

SOL has progressed from planning approval to construction while its first release has approached sell-out, giving Walker confidence to push ahead with another 208 apartments and take its residential pipeline in the Maroochydore City Centre to around 450 dwellings across the two projects.

Celeste remains subject to planning approval, with the architectural material describing the scheme as a preliminary yield study that may change through the assessment process.

For most Australians, buying an apartment is one of the biggest financial decisions they'll ever make

The location, floorplan and price are often the first considerations, but in recent years another question has become increasingly important: who is actually delivering the project?

A series of high-profile builder collapses, construction delays and defect concerns have fundamentally changed how many Victorians approach buying off the plan. The collapse of Porter Davis in 2023, which reportedly left around 1,700 homes unfinished, became one of the most visible examples of the risks that can emerge when a construction company fails. <a href="https://www.equifax.com.au/sites/default/files/lpassets/pdf/Final-Business-Market-Pulse-June-Sector-Deep-Dive-Report-2.pdf">Similar challenges across the broader construction sector</a> have left buyers asking more questions before signing a contract.

As Victoria continues encouraging higher-density housing to address supply shortages, transparency is becoming just as important as location or price.

One tool increasingly entering the conversation is the <a href="https://icirt.com/">Independent Construction Industry Rating Tool (iCIRT)</a>, an independent assessment framework designed to help buyers better understand the developer or builder behind a project. Originally developed by Equifax in consultation with government and industry as part of NSW's Construct NSW reforms, the system has since expanded nationally.

<h2 data-end="1519" data-section-id="7nmx3" data-start="1492">What is an iCIRT rating?</h2>

Most Australians are familiar with independent ratings in everyday life.

We compare ANCAP safety ratings before buying a car. We look at Health Star Ratings in supermarkets. Banks rely on credit assessments when lending money.

Until recently, however, there has been very little independent information available to help apartment buyers assess the business responsible for delivering a residential project.

That gap is what iCIRT was designed to address.

Builders, developers and other construction professionals with an iCIRT rating have demonstrated high-trust characteristics through an independent, evidence-based assessment across six criteria: Character, Capability, Conduct, Capacity, Capital and Counterparties. This involves a rigorous review of financial health, past project track record, and ethical conduct. Crucially, an iCIRT rating could help provide property buyers with confidence that they are working with a professional who has demonstrated the capability, capacity, and willingness to return and rectify issues.

Importantly, iCIRT is not a recommendation to purchase a particular property, nor is it a traditional credit rating. It is an independent assessment framework designed to provide objective information about a construction business using a <a href="https://icirt.com/sites/default/files/2025-08/iCIRT-Methodology-Issue1-May-2021.pdf">published methodology</a>.

The system has been widely adopted in New South Wales, where more than one-third of medium and large residential builders and developers now hold an iCIRT rating, representing over two-thirds of the state's residential building market by value as of 2025/26.

<h2 data-end="3126" data-section-id="h6ohtj" data-start="3084">Why buyers are doing more due diligence</h2>

For many buyers, particularly those purchasing off the plan, the biggest risk isn't whether they'll like the kitchen finishes.

It's whether the project will be delivered on time, to the expected quality, and by a company capable of completing the development.

<a href="https://icirt.com/sites/default/files/2026-07/iCIRT%202025%20Consumer%20Survey%20Report%20v05.pdf">Consumer research commissioned by iCIRT</a> found more than half of respondents believed current protections do not adequately safeguard buyers from builder insolvencies or defective projects. Other research found 88 per cent of prospective buyers would seek independent ratings or due diligence before purchasing, while 90 per cent said trust in construction professionals is essential.

That doesn't mean buyers should rely on a single rating alone.

Independent legal advice, understanding the contract, and seeking financial advice all remain important parts of the due diligence process.

However, an independent assessment can provide another source of information alongside those traditional checks.

<h2 data-end="4138" data-section-id="pquzxc" data-start="4094">Trust is becoming a competitive advantage</h2>

The conversation isn't only changing for buyers.

Developers are also recognising that trust has become an increasingly important part of the sales process.

Five years ago, purchasers typically asked about floorplans, finishes and settlement dates.

Today, sales teams are increasingly being asked about the developer's experience, financial stability, previous projects and construction partners.

For companies with strong governance and established delivery records, an independent iCIRT rating provides another way to demonstrate those credentials before buyers even visit a display suite.

According to Equifax, the assessment can also help businesses drive sales and <a href="https://icirt.com/resources-for-business/icirt-rating-helps-scion-secure-high-value-projects">secure high-value projects</a>, as well as identify operational improvements and <a href="https://icirt.com/resources-for-business/mirvac-reinforces-brand-trust-and-quality-independent-icirt-rating">attract top talent</a>.

<h2 data-end="4962" data-section-id="1j54ng5" data-start="4912">Beyond buyers: lenders are paying attention too</h2>

The influence of independent construction ratings is also extending beyond consumers.

According to Stamford Capital's Real Estate Debt Capital Markets Survey, an increasing number of lenders now incorporate iCIRT ratings into their due diligence processes when assessing residential development finance applications.

The survey found lender adoption has continued to rise, with many respondents saying independent assessments provide additional insight into governance, counterparties and delivery capability beyond traditional financial analysis. Some lenders also reported declining funding applications where businesses had poor or no ratings.

As construction costs remain elevated and access to development finance becomes more selective, demonstrating credibility is becoming increasingly valuable.
