Hospitality workers, pensioners and minimum wage earners are being crippled by rental stress in metropolitan areas across Australia, according to the May Rental Affordability Index (RAI).
The RAI is a price index for housing rental markets released biannually by National Shelter, Community Sector Banking and SGS Economics &amp; Planning. It’s an indicator of rental affordability relative to household incomes.
The latest RAI found Hobart has overtaken Sydney to become the least affordable capital city in Australia, followed by Adelaide, Brisbane, Melbourne, Canberra and Perth.
Unaffordability for very low-income households is most severe in Sydney and Canberra, where median incomes are well above the national average.
“The latest Rental Affordability Index shows the rental crisis continues. Financial stress, overcrowding and insecurity are the everyday reality of working families,” Ellen Witte, Partner at SGS Economics and Planning said.
Adrian Pisarski, Executive Officer at National Shelter said that while there has been some slight improvement in some capitals, the situation has not improved at all for low income households. “For households below the median income rental affordability remains a real problem while for households on moderate and low wages and benefits we have a genuine crisis in rental affordability,” Pisarski said.
“The latest RAI shows the serious need for a national housing plan – without action, lower income earners will be forced from our cities and capitals like Sydney will lose vital workers, like those in hospitality,” said Andrew Cairns, CEO of Community Sector Banking.
Conny Lenneberg, Executive Director of the Brotherhood of St. Laurence, said the data reflected the struggles of low income renters the Brotherhood worked with in outer suburbs of major cities and regional areas.

“For some vulnerable people who are unemployed, the combination of very low rates of Newstart -  as little as $38.98 a day for a single unemployed person - and rising rents for even modest accommodation, is proving unbearable. The consequence is that people are being pushed into homelessness.” 
Speaking on what could be done to address the crisis, Witte said, “there are opportunities to further streamline development planning processes, but more importantly to invest in social and affordable housing for workers. The use of instruments like the density bonus and inclusionary zoning needs to be maximised.”

We need to bring the threads of tax reform, incentives to encourage greater investment by institutional finance and states, planning reforms and urban and regional development together to tackle this problem,” Pisarski said.

Tasmania 
With a RAI of 102 in the December quarter, greater Hobart is now the least affordable capital city in Australia. Rents in Hobart are now unaffordable to even average income households.
The average household in Hobart faces rents at 29% of total income, putting it on the verge of housing stress – when it becomes difficult to afford essentials, like food and healthcare.
And the problem is spreading –  areas such as Margate and Sorell are also now unaffordable to median households.
The situation is most dire for those on lower incomes. A single pensioner faces severely unaffordable rents at 44% of income, while pensioner couples faces rents at 32% of income, which is deemed unaffordable.
With a RAI of 121, the average household in regional Tasmania faces rent at around 25% of income.

New South Wales
With a RAI of 113 in the December quarter of 2017, rents remain moderately unaffordable on average in Sydney. It’s performing marginally better than estimated, thanks to increased income levels from Census data.
A single pensioner household faces spending 94% of income on rent. This extreme level of housing stress is exacerbated by other pressures such as increased healthcare costs and reduced mobility.
Regional NSW remains the least affordable regional area studied in Australia, with a RAI of 112 median households face rents at 27% of income.

Victoria
With a RAI of 126 in the December quarter of 2017, the median household in Greater Melbourne faces rents at around 24% of total income, which is considered acceptable.
However, unaffordable rents are spreading from the city centre. Areas in the west, north, east and south of Melbourne, such Altona, Coburg, Heidelberg, and Oakleigh, became moderately unaffordable in the last quarter. They previously had acceptable rents.
“Australia’s food capital is unaffordable for hospitality workers and minimum wage households,” Witte said. “Full-time hospitality workers may pay 34% of their income on rent, forcing them into housing stress.
With a RAI of 123, regional Victoria is the only regional area studied in Australia, alongside regional NSW, that is even less affordable than its metropolitan counterpart.
Queensland
With a RAI of 121 in the December quarter, the average household in Brisbane faces rents at 25% of total income – rents are considered acceptable for the first time since the inception of the Index in 2012.
However, rents remain unaffordable to lower income households. A single pensioner faces severely unaffordable rents at 65% of income. It’s just as dire for pensioner couples, who face rents at 41% of income, also deemed severely unaffordable.
Regional Queensland recorded a RAI of 122, with the average household facing rents at 25% of total income.
Australian Capital Territory
The ACT recorded a RAI of 128 in the December quarter of 2017, with median households facing rents at 23% of income, which is deemed acceptable.
With the level of affordability driven by relatively high incomes in the ACT, those on lower incomes face particularly unaffordable rents. A single person on benefits faces extremely unaffordable rents at 109% of income, while a single part-time worker parent on benefits faces rents at 58% of income, which is severely unaffordable.
South Australia 
With a RAI of 117 in the December quarter, there has been very little fluctuation in rental affordability in Adelaide in recent months – the score has not changed for six quarters. 
However, unaffordable rents have spread to more suburbs north of the city – Wingfield, Parafield Gardens and Para Hills declined from acceptable to moderately unaffordable.
Across the Adelaide foothills rents range from moderately unaffordable to unaffordable. 
A single person on benefits faces rents at 70% of income, which are extremely unaffordable, while a single part-time worker parent on benefits faces severely unaffordable rents at 40% of income.
Regional South Australia continues to see improving rental affordability. With a RAI of 137, regional SA is at its most affordable since at least mid-2012 when the Index began.
Western Australia
With a RAI of 145 in the December quarter, the latest report shows a continued record improving trend in rental affordability in Perth – the median household faces rents at 21% of total income, which is considered acceptable. 
Despite the continued improvement, rents remain unaffordable for lower income households. A single part-time worker parent on benefits faces rents at 46% of income, which is severely unaffordable.
Rental affordability has declined in regional Western Australia, which recorded a RAI of 153 in the December quarter of 2017.

Australian city rental stress becoming too much for minimum wage earners

Behind mega urban projects often stand strong political wills. Xiong’an is called China’s number-one urban project, and it is <a href="https://www.brookings.edu/opinions/a-brave-new-world-xis-xiongan/" target="_blank">orchestrated by President Xi Jinping.</a>
China is midway through the <a href="https://www.economist.com/news/china/21640396-how-fix-chinese-cities-great-sprawl-china" target="_blank">largest urbanisation process in human history</a>. New cities have mushroomed in recent decades. The most prominent are <a href="https://www.britannica.com/place/Shenzhen" target="_blank">Shenzhen</a> (above) and <a href="https://www.britannica.com/place/Shanghai" target="_blank">Pudong Shanghai</a>, both of which are now major global financial and business centres.
Shenzhen and Pudong Shanghai were credited to Deng Xiaoping. China’s then leader <a href="http://en.people.cn/n3/2017/0403/c90000-9198362" target="_blank">pushed forward the construction of these cities from scratch</a>, to drive his agenda of national reform and opening up to the world.
After his first five-year term as president, it is clear that Xi Jinping’s political ambition is to equal or even surpass the records of Mao Zedong and Deng Xiaoping. Mao and Deng each ruled China for nearly three decades, in person and by selecting their successors.
Xi has proclaimed a “new era”, enthroned his “thoughts”, appointed his allies, and outlined national modernisation goals to 2035 and even as far ahead as 2050.
He also amended the Chinese Constitution to <a href="https://theconversation.com/how-xi-jinpings-lifetime-presidency-could-change-china-for-better-or-worse-92472" target="_blank">remove the two-term restriction</a> on the presidency. This was the final barrier to pursuing power after 2023, when he was due to step down.
What else? Xi needs a new city, with his name imprinted!
<h2>Putting a new city on the map</h2>
There are three mega-city regions in eastern China. Shenzhen is in the <a href="https://www.theguardian.com/cities/2016/may/10/china-pearl-river-delta-then-and-now-photographs" target="_blank">Pearl River Delta</a>, Pudong Shanghai is in the <a href="http://www.scmp.com/comment/insight-opinion/article/1897065/how-economic-dynamism-yangtze-river-delta-flowing-inland" target="_blank">Yangtze River Delta</a>, so Xi’s new city must be in the Beijing-Tianjin-Hebei region.

Xi selected Xiong’an, an underdeveloped area located centrally between Beijing, Tianjing and Shijiazhuang, the capital city of Hebei Province. Xiong’an has a vast water area, a <a href="https://en.wikipedia.org/wiki/Water_resources_of_China" target="_blank">rare natural endowment in northern China</a>.
Xi <a href="http://www.chinadaily.com.cn/a/201804/02/WS5ac122faa3105cdcf6515949" target="_blank">stressed the principles</a> of “world vision, international standards, Chinese characteristics and high goals” in planning and building Xiong’an. A “<a href="https://www.sciencedirect.com/science/article/pii/S0016718517303196" target="_blank">Millennium Plan</a>” and a “national strategy”, Xiong’an should be different from, or more ambitious than, its predecessor new cities. Shenzhen was created in the 1980s; Pudong Shanghai in the 1990s; Xiong’an should represent a city-making approach with Chinese characteristics in the 21st century.
<h2>What’s the plan?</h2>
On April 21, 2018, China’s official Xinhua News Agency <a href="http://english.xiongan.gov.cn/2018-04/21/c_129855751.htm" target="_blank">released the planning guidelines</a> for Xiong’an. This followed their endorsement by the Central Committee of the Chinese Community Party and the State Council.
These planning documents will guide the development of Xiong’an until 2035 and envision its long-term progress until the middle of this century. This aligns with Xi’s timelines for national modernisation goals.

Xiong'an is presented as central to President Xi Jinping’s vision of national development for decades to come.
Key elements of the guidelines are:

visions: a green, ecological and liveable new area; an innovation-driven development; a demonstration area of coordinated development; and a pioneer in China’s modernisation strategy
</li>
<li>
targets: 2035 – basic construction of a high-level socialist modern city that is green, low-carbon, smart, competitive, influential and harmonious with humans and nature; mid-21st century – comprehensive construction complete, a key pillar of the world-class Beijing-Tianjin-Hebei city region
</li>
<li>
spatial specifications: green space 70%, development land 30% (a total area of around 530km²), arable land 18% (including permanent farming land 10%), population density 10,000 people/km²
</li>
<li>
non-capital city functions transferred from Beijing: universities and research institutions, hospitals and health, finance, advanced services and high-tech industries
</li>
<li>
priority industry sectors: new information technology, life and biological sciences, new materials, advanced modern services, and green and ecological agriculture
</li>
<li>
transport connectivity: high-speed rail network – 20 minutes to the new Beijing airport, 30 minutes to Beijing and Tianjing, and 60 minutes to Shijiazhuang; expressway network – 60 minutes to Beijing and Tianjing, and 90 minutes to Shijiazhuang; 90% green transport share and 80% public transit share in vehicle transport in the initial development area; exploring intelligent driving and logistics systems.
</li>
</ul>
<h2>Can it be done?</h2>
The targets suggest a new city with a population of 5 million erected by 2035 and completed by around 2050. Be mindful: Chinese city plans are normally “conservative” in setting targets.
Is the plan achievable? State ownership of land and a centralised planning system will ensure it happens at a speed and scale hardly paralleled elsewhere. Think of Shenzhen and Pudong Shanghai.

Chadstone has achieved annual sales of more than $2 billion dollars in an Australian shopping centre first.
The milestone means Chadstone is again ranked among the top five best-performing shopping centres in the world by sales.
 The $2 billion is an increase of close to $400 million on the previous year, when sales came in at $1,671 billion. 
It is the first time Chadstone has reached $2 billion in a 12 month period.

Mr Kelley said the centre’s success was a credit to the visionary role of John Gandel who fashioned Chadstone into a world-class retail destination, and created the benchmark for Australia’s premiumshopping experience, which now attracts more than 23 million visitors every year.
“The $2 billion milestone is an opportunity to reflect on the rich history of Chadstone and the importantrole it has played in Melbourne’s shopping past and present,” Mr Kelley said.
Chadstone’s growth and evolution continues, following a $660 million major redevelopment in 2016, with the $130 million, 250-room Chadstone hotel expected to open late 2019. 
Stage 43 also includes a new food atrium and Australia’s first full-range Victoria’s Secret store. Other projects include the $17 million West Piazza redevelopment including visitor lounge and more luxury retailers in time for Christmas.
Mr Kelley said fashion remained a drawcard for Chadstone’s customers with 40 per cent of this year’s salesin the fashion category. Chadstone continued to attract a growing number of diners with 17 million people now eating at the centre each year and more than a fifth of the centre devoted to food.

Chadstone's $2 billion sales milestone

An unnamed 59 square metre lane in the Melbourne CBD had been sold for $600,000.
Its recent offering attracted interest from more than 100 potential buyers, the Herald Sun reported.
The<a href="https://www.realcommercial.com.au/property-land+development-vic-melbourne-502793878" target="_blank"> unnamed lane</a> runs off another laneway between Little Bourke and Lonsdale Streets.
Its future remains a mystery.
It was speculated during its selling campaign that the rare 59 square metre piece of CBD land could be transformed into a retail space, car parking, or a staple of Melbourne’s colourful lanes: a trendy, hard-to-find bar.
The property is zoned Capital City Zone 1 (CCZ1) allowing for a variety of uses including retail/hospitality, office and residential in a high foot traffic precinct.
Peter Lechte’s family had owned the laneway for 70 years until its sale through Colliers International Victoria selling agent Chris Ling.
The rare offering, that sits just off Niagara Lane, sold two weeks before its expressions of interest campaign was due to close.
The property had belonged to the Lechtes since 1948, when Alan Lechte bought it along with the nearby St Francis Hotel and several warehouses.

Nameless Melbourne CBD lane sold with future use a mystery

Designer and ethical pie bakery Princes Pies has secured 10 Howey Place in Melbourne’s CBD.
Fitzroys Agency agent Ervin Niyaz negotiated the five-year deal with a five-year option.
It is for the 22 square metre space at more than $2,300 per square metre.
Princes Pies is operated by Matti Fallon, former head chef at DuNord and friend Nathan Holloway.
Accompanying Matti will be a monthly rotating roster of renowned Melbourne chefs that will share a new take on the Aussie pie, including Nick Stanton of Ramblr, Daniel Dobra of St Ali, and Tom Jacobson of Changz.
The shop will showcase classic pie flavours, pasties and sausage rolls, as well as pie styles aimed at foodies that include lamb, goat’s cheese and truffle pies.
The business teamed up with an ethical farming family in Victoria’s Coldstream, the Little Creek Cattle Company, ensuring that the ingredients used as 100% natural and ethically farmed, and grown and sources from local providers.
Niyaz said Princes Pies was looking to establish its business in a classic busy Melbourne CBD laneway space.
The high level of pedestrian traffic in Howey Place is boosted further by position between Collins Street and Little Collins Street, at the rear of David Jones and 234 Collins Street Retail Centre, he said.

IHG has signed a deal with Barnes Capital to open a striking Holiday Inn in Coburg, Melbourne’s up-and-coming northern suburb, in 2020.

The 150-room new build hotel will show off a bold, new design statement for Holiday Inn, created by architects Hachem, with its mirrored glass design destined to become a landmark in the heart of Coburg, 20 minutes to Tullamarine. 
Holiday Inn Melbourne Coburg complements the 16 Holiday Inn hotels already open across Australasia.

Even though house prices have risen substantially over recent decades, housing costs as a share of income have barely shifted in over 20 years. Costs relative to disposable income for housing are largely unchanged, at 17% since 1993, although there has been some increase since 2000.
There is no agreed measure for defining housing affordability, but just looking at house prices can be deceptive. Australian households are roughly equally split between purchasing, renting or owning their house outright.
There is no doubt that house prices increased substantially over recent decades. According to CoreLogic over the past 20 years the median house price in Australia increased from A$140,000 in December 1997 to A$540,000 by December 2017 – an annual increase of 7%. Relative to disposable income this represents a 68% increase over the 20-year period.
Australian households are roughly equally split between purchasing, renting or owning their house outright. Highly inflated house prices are more concerning to people wishing to move from renting to purchasing a house (mostly potential first home buyers).
Housing affordability looks very different when we look at actual housing costs relative to income, rather than just house prices. Housing costs increased substantially between 1984 and 1993.
This was a combination of weak income growth and strong increases in housing costs, particularly mortgages with interest rates increasing sharply over this period. Since peaking in 1993 costs remained relatively stable with rents increasing modestly over the past 10 years, while mortgage costs declined.
Overall, actual housing costs relative to income have remained stable since 1993 at around 16% of disposable income.

We split households into five equal groups from lowest 20% of disposable income up to highest 20%, after adjusting for type of family and household size. Clearly, low-income households spend a lot more on housing relative to their income than higher-income households. The share of housing costs for the lowest income quintile has increased in recent years but is not substantially different from longer term averages.

All other income groups have increased their share of spending relative to income since 1984. Since 1993 the changes have been mixed with the lowest income households and highest income households both spending less as a share of income, while the middle income categories have increased their spending, albeit modestly.
Housing was much more affordable in 1984 with average housing costs at just 11.3% of disposable income.
A number of important changes have occurred over the past 25 years. Interest rates are much lower, living standards have increased substantially for low, middle and high income families and savings rates have also increased – implying that housing costs are increasingly a larger share of expenditure.
Another common measure of housing affordability is housing stress. We use the “30/40” stress rule – a household paying more than 30% of their disposable income on housing costs and also in the bottom 40% of the income distribution.
Using this housing stress measure, we see a significant increase in renter stress, firstly between 1984 and 1993 and then from 2007. Mortgage stress is largely unchanged since 1988 following an increase between 1984 and 1988.

Housing stress rates are similar for major states. The highest rate is in Queensland with 13.5% of households in stress whereas the combined ACT and NT region has the lowest stress rate at 8.1%, thanks to relatively high incomes. The NSW rate is lower than both Victoria and Queensland.
Home ownership rates in Australia have slowly declined since 1984 from around 72% to around 68% by 2015-16. Ownership rates of households headed by people aged under 35 dropped from 50% in the 1980s to around 35% in 2015-16. Households headed by people aged 35 to 49 have experienced a similar percentage point decline but from a higher base.
The downward trend in ownership rates for younger households has been ongoing since 1988. Surprisingly, the house price boom between 1999 and 2005 in Australia does not appear to have made a significant difference to pre-existing trends.
However, home ownership trends are complex, and are likely driven by a range of factors such as interest rates, higher rents in the 1980s, broader societal changes such as people marrying and having children later in life and a higher divorce rates. Another possibility is a shift away from home ownership, with younger people preferring the flexibility that renting offers.

Overall, housing costs in Australia have been relatively stable as a share of disposable income since the early 1990s. This average does mask problems for low-income renters who are paying an increasing share of their income on housing costs, and rent stress levels have also increased over the long term.
Changed economic circumstances provide risks for housing affordability. Were interest rates or unemployment to increase sharply there would be risks to households and flow on effects to the broader economy.
House prices have indeed increased sharply since the late 1990s, well above incomes or inflation. This poses a problem for those wishing to move from the rental market to owning a home as higher house prices imply larger deposits.

“My kids have a great life full of opportunities and I want to be able to make a difference to as many Aussie kids as I can,” said Wrigley who set off in his 1966 Holden HR sedan on the week long rally from Newcastle to Glen Innes, Narrabri, Forbes, Griffith, Orange then Mudgee and back to Newcastle. 
“The Bush Bash is all about the kids but we do get to drive around parts of NSW that we normally wouldn’t do or see so it is a win win for me. I get a week off work driving around the countryside raising money for disadvantaged or disabled kids! Why not hey?!” 
Last year, the Variety Bush Bash raised more than $850,000 for local children who are sick, have a disability or experiencing financial hardship.
Wrigley said donations go towards providing iPads/laptops to a remote school or towards sensory lighting to severely disabled kids throughout all parts of NSW. 
“There’s sporting grants to disabled kids that have a passion or a talent in their chosen field. A wheelchair helped a disabled kid in Forster who had never been on the sand. They bought an air conditioner for a family who couldn’t afford one for their son has a heart condition where if the temperature of the house isn’t consistent he could die,” he said.
Other donations have bought a 22 seater bus for remote rural community schools so the teacher could drive the school kids to state sporting events where they wouldn’t be able to participate otherwise. 
His rally car is basically ready each year as long as nothing breaks on it. 
“The Bash route is designed to cover as many dirt tracks as we can so there are the odd parts that break along the way,” he said. 
“I try and raise as much money as I can each year for the bash plus I do a few other events throughout the year.” 
Over the last three years Wrigley personally helped raise more than $50,000 for this charity.

The $210 million project by Vitale Property Group has now secured more than $70 million in sales, led by residences that changed hands for $12.75 million and $11.75 million.

The record-breaking transactions reinforce the shift occurring in Byron Bay's premium property market, where affluent downsizers and lifestyle buyers are increasingly opting for high-end apartments over large beachfront homes.

When buying an apartment, most people compare the big-ticket items first. Floorplans. Kitchens. Balcony size. Natural light. The view.

But there's one everyday consideration that often doesn't come up until after moving in: how parcels are delivered.

As online shopping has become part of everyday life, parcel deliveries have shifted from an occasional event to a regular occurrence. Australians spent a record $82.6 billion shopping online in 2025, with almost one in every four retail dollars now spent digitally.

For apartment residents, that can present a challenge.

If nobody is home to accept a delivery, parcels may be redirected to a nearby Post Office, left in a building lobby or common area, or require building management to step in. In higher-density buildings, where dozens or even hundreds of residents may receive deliveries each day, parcel management has become an increasingly important part of everyday living.

That can create a range of frustrations. A missed delivery often means making time to collect a parcel elsewhere, while packages left unattended in foyers or mail areas can create clutter and increase the risk of theft. What seems like a minor inconvenience can quickly become a recurring issue for residents who shop online regularly.

It's one of those details that rarely features in a display suite but can have a noticeable impact once residents move in.

As a result, buyers are beginning to look beyond traditional apartment features and consider how a building supports day-to-day convenience, including whether there are secure options for receiving deliveries.

For buyers, it's a reminder that the best apartment features aren't always the most obvious.

A generous floorplan or quality finishes might help narrow the shortlist, but the conveniences that simplify everyday life, whether that's EV charging, secure bike storage or reliable parcel delivery, often become the features residents appreciate most once they're living there.

The apartment feature many buyers don't think about, until their first missed delivery

<a href="https://www.apartments.com.au/developers/hg-developments">HG Developments</a> is doubling down on Maud Street in Newstead, filing plans for a new apartment tower just a few doors down from its under-construction Aire Newstead development.

Recently submitted to Brisbane City Council, the proposal is for an 18-storey building designed by bureau^proberts, which has drawn heavily on Brisbane's subtropical design principles while referencing the suburb's industrial heritage.

A total of 64 apartments are planned for the amalgamated 1,518 sqm site at <a href="https://www.apartments.com.au/new-apartments/17-21-maud-street-newstead-qld-4006">17–21 Maud Street</a>, a short walk from the Brisbane River and Newstead Riverwalk.

The proposal comprises 64 two, three and four-bedroom apartments across 18 residential levels, positioning it alongside a growing number of taller residential projects transforming Newstead's northern precinct. The tower incorporates extensive subtropical landscaping, with cascading planter boxes, deep planting at street level and a landscaped rooftop recreation area.

Bureau Proberts has prioritised passive environmental design throughout the project, with generous balconies, recessed glazing and operable façades helping reduce solar heat gain while maximising natural ventilation. River views become available from the upper levels, while the building has been orientated to capture prevailing breezes from both the Brisbane River and the west.

The architects say landscape is intended to be integral to the building rather than an applied element.

"Vertical greenery, cascading planter boxes and elevated gardens are woven throughout the architecture, softening the built form and strengthening the connection between residents and the subtropical environment."

"Through the integration of landscape, high-quality materials and passive design principles, the development delivers a refined residential address that celebrates Newstead's heritage character while contributing positively to Brisbane's evolving subtropical identity."

Newstead has remained one of Brisbane's most active apartment markets in recent years, with a number of developers continuing to back the inner-city suburb.

HG Developments is currently delivering the 40-apartment Aire Newstead at 25 Maud Street. Fortis recently launched the 65-apartment <a href="https://www.apartments.com.au/new-apartments/crest-walker-newstead-12-kyabra-street-newstead-qld-4006">Crest &amp; Walker</a> on Kyabra Street, while builder-developer BPG and Don O'Rorke's Consolidated Properties are both expected to launch their respective Newstead projects before the end of the year.

HG Developments doubles down in Newstead with second Maud Street apartment development

Walk past a new apartment development promoting its sustainability credentials and it's easy to picture rooftop gardens, mature trees, landscaped courtyards and residents surrounded by nature.

But in many cases, that's not actually what those sustainability ratings guarantee.

Australia's leading environmental rating tools have played a significant role in improving the energy efficiency and environmental performance of buildings. Yet despite their focus on reducing emissions, many don't require developers to include trees, biodiversity or meaningful green space.

In other words, a building can achieve one of the country's highest sustainability ratings while containing little more than concrete, glass and hard landscaping.

That disconnect has led to the emergence of a new movement across Australia's property industry: nature-based cities.

The concept goes beyond designing buildings that consume less energy. Instead, it encourages developers to treat nature as essential infrastructure, integrating biodiversity, tree canopy, living landscapes and green spaces into projects from the earliest stages of planning.

Research has consistently linked access to nature with better physical and mental health, cooler neighbourhoods, improved biodiversity, stronger climate resilience and more connected communities. As Australia's cities continue to become denser, advocates say those outcomes should be considered just as important as energy efficiency.

Nature Based Cities (NBC) was established in 2022 to help accelerate that shift.

Founded by Hamton Executive Chairman Paul Hameister OAM, the not-for-profit was created after research highlighted a significant gap in Australia's sustainability framework. While existing environmental rating tools rewarded energy performance and emissions reductions, they placed little emphasis on the inclusion of living landscapes.

"We've always wanted to do more, and we know other developers who want to do more, but the ESD rating tools just aren't there," Hameister says.

"In Australia, you can have a five-green-star rated building that's concrete and glass with not a blade of grass.

"The focus is on reducing emissions, which is laudable, but there hasn't been enough attention paid to protecting and re-establishing nature. We need both for the health of the environment and for communities."

Since its launch, NBC has developed independent design guidelines and accreditation frameworks that encourage developers to prioritise ecology, biodiversity, tree canopy, walkability and living landscapes alongside traditional sustainability measures. The organisation first focused on medium and high-density residential developments before recently expanding into precinct-scale communities and masterplanned neighbourhoods.

Jan Talacko, founder of sustainability consultancy Ark Resources and a member of the Nature Based Cities Advisory Council, says the initiative addresses an area that has largely been overlooked by the property industry.

"Throughout my 25 years of working collaboratively with all stakeholders in the property sector, I've always favoured a pragmatic approach to sustainable design which encourages initiatives that not only meet environmental expectations but also improve amenity," Talacko says.

"Whilst we are making steady progress in relation to energy and carbon emissions from buildings, there has been much less emphasis on encouraging biodiversity and tackling the urban heat island effect.

"The Nature Based Cities initiative responds to a gap in the suite of tools currently used by the property development sector, which don't provide sufficient incentive, or recognition, for the integration of landscaping and greenery."

For apartment buyers, the shift is also changing the questions worth asking.

Rather than assuming a sustainable building will naturally include abundant green space, buyers are increasingly being encouraged to look beyond environmental ratings and ask what nature is actually being delivered. How much tree canopy will the development create? Has biodiversity been considered? Are landscaped spaces designed for people as well as appearance?
