Median weekly house rents in Sydney remained steady over the September quarter and year at $550 per week, according to the latest rental report from Domain
The report found, house rents have now flatlined for a year and a half while unit rents declined by 0.9% over the quarter and year - this is the first time unit rents have declined annually since records began in 2004. 
Although gross rental yields in Sydney remain low relative to the other capitals, declining property prices have seen house and unit yields experience the strongest annual improvement since 2012.
Sydney unit rents have now declined from an all time high in response to an increase in rental supply.
Domain Senior Research Analyst, Dr Nicola Powell said: "Advertised rental stock is currently at a new record high, with the growth in unit rentals hitting a pace not seen in six years. Tenants will find they have considerably more houses and units to choose from than this time last year."

It is highly likely we will see more incentives at play, with landlords keen to attract and retain good tenants," said Powell.

Sydney unit rents decline for the first time in 14 years: Domain

Plans for a 49-storey mixed-use development at 194-204 Pitt Street have been lodged with the City of Sydney for review.
The DA, includes plans to protect elements of the heritage-value found in the City Tattersalls Club which has resided on Pitt Street for 123 years.
Architect firm FJMT has released a design (pictured above) which includes the construction of a 4-star boutique hotel with approximately 100 rooms and a residential tower comprising 246 apartments.
City Tattersalls Club CEO Marcelo Veloz said the submission represented a major milestone for the historic Club (pictured below) which, along with ICD Property, had to go back to the drawing board last year after an earlier development application was declined.

Plans for 49-Storey Pitt Street Tower Lodged with City of Sydney

The Real Estate Institute of New South Wales has accused the NSW Fair Trading department of putting little value on its opinions.
The REINSW chief executive Tim McKibbin has quit the department's industry forum which was established to consult on real estate reform.
McKibbin claimed Fair Trading had a “systemic lack of industry knowledge and misguided beliefs.”
He claimed a real estate reference group established in 2015 by former minister Victor Dominello was "an exercise in futility."
“They put us in a forum; that essentially gave us the impression we were being listened to and we were being worked with,” Mr McKibbin told Domain.
“I feel extremely conned and feel they essentially gave me some colouring-in pencils and told me to sit in the corner.
“We met quite regularly but we did not achieve really anything in three and a half years,” he said.
“[Fair Trading] come to these things with the view that they know what they’re doing and they don’t.
“They got us along and we had minutes and meetings and agendas, and we were completely ignored, so the risk of [now] being outside of the conversation is minuscule in my view.”
REINSW chief executive Tim McKibbin outburst comes <a href="https://www.domain.com.au/news/nsw-renters-set-to-see-biggest-shakeup-of-states-rental-laws-20180920-h15mq6-765151/">less than a week after </a>Innovation and Better Regulation Minister Matt Kean introduced rental reforms into State Parliament, which apparently caught the institute by surprise.
Mr Kean hit back at the criticism, saying he was disappointed with the REINSW’s decision.
“It’s disappointing REINSW have chosen not to provide a voice for their members in this important forum, but I welcome real estate agents to engage directly with NSW Fair Trading.”
Government sources alleged to Domain that the REINSW had been relentlessly trying to undermine Fair Trading so that it was removed as a regulator.
Shadow minister for innovation and better regulation Yasmin Catley was concerned by the move and said the institute’s resignation showed the minister and Fair Trading were not engaging with a key stakeholder effectively.
“If you don’t have the peak body at the table … you won’t deliver the key outcomes for consumers,” she said.

Conned REINSW surrenders any influence with NSW State Government

Reforms to the Residential Tenancies Act have passed without amendment.
REINSW President Leanne Pilkington (pictured above) said the Residential Tenancies Amendment (Review) Bill 2018 passed and REINSW was now commencing the first phase of educating the property management community.
She stated it is important for the profession to understand all of the changes that the new Bill includes as these major changes affect the real estate industry, landlords &amp; tenants.
Particularly as the new rental laws are set to favour tenants.
The Real Estate Institute of NSW had claimed it was blindsided by the proposals and its concerns ignored.
“There are well-meaning, passionate views on both sides of the debate,” Matt Kean, the Minister said in response to a broadside from the institute.
”But my job is to make sure we get the balance right … and get the policy settings in place that will mean landlords and tenants get the best of both worlds.”
McKibbin has more recently sent a letter to NSW Premier Gladys Berejiklian saying people "would be horrified to learn of the level and quality of support the industry receives from Government and the risk this exposes them to as consumers in comparison to the supportive regulatory structure provided to the industry in the other States and Territories of Australia."
McKibbin claimed it would be "grossly negligent" for Ms Berejiklian to ignore the issue.
"We (the real estate industry) are the biggest industry in this state and this country. We make a greater contribution to state revenue than any of the other industries. I would be very surprised if the Premier would ignore a dissatisfied property industry - I think that would be grossly negligent to discard our position," Mr McKibbin claimed.
The REINSW will be however conducting training sessions in 17 locations across the state beginning in Sydney on the 25 October and running to 29 November.
The second phase will follow the release of the Regulation, which are the guidelines that dictate how the act should be applied.
The REINSW had worked to identify areas where reform was needed.
Ms Pilkington said "while many of our lobbying efforts have been adopted in whole or part by the Government, a lot have been ignored, such as the Government’s proposed changes to: alterations to property, break fees, domestic violence, rent increases, and more."
The bill will now be sent to the Governor of NSW for his assent.
The date for the reforms to be put into action has yet to be disclosed.

NSW Residential Tenancies Act 2018 reforms have passed without amendment

Perth’s rental market has improved, with positive results observable across all key market indicators, According to new reiwa.com data for the September 2018 quarter.
REIWA President Damian Collins said leasing activity was up, median rents remained stable, stock levels had reduced, average leasing times were quicker and the vacancy rate had plummeted to its lowest level in more than four years.
“The rental sector is really leading the charge in the Perth property market recovery. The September 2018 quarter results are very encouraging and should provide landlords and investors with a lot of confidence," Mr Collins said.
Median rent price
Perth’s median rent price across houses and units held at $350 per week for a sixth straight quarter.
Reiwa.com data shows this is the longest period of stable rents the Perth rental market has experienced.
Additionally, when looking at houses reiwa.com data shows the median house rent increased $10 this quarter to $360 per week.
Reiwa.com analysis shows 105 suburbs across the metro area saw their median rent increase during the September 2018 quarter.
"The five best performing suburbs for overall rent price growth were Kallaroo (up 39.5 per cent to $530 per week), City Beach (up 25.9 per cent to $850 per week), Gwelup (up 24.5 per cent to $623 per week), Cottesloe (up 23.5 per cent to $605 per week) and Alexander Heights (up 21.9 per cent to $390),” Mr Collins noted.
Other top performers were Connolly, Inglewood, Ashby, Beaconsfield and Wembley.
Leasing activity
There were 13,234 properties leased during the September 2018 quarter.
Reiwa.com data showed this represented an increase of 5.2 per cent compared to the June 2018 quarter.
“Tenants were a lot more active this quarter than last, with 132 suburbs across the metro area recording increases in the number of properties leased,” Mr Collins said.
Reiwa.com data shows the five suburbs with the highest volume of properties leased during the quarter were Perth (346), East Perth (343), Scarborough (319), Baldivis (243) and Maylands (235).
South Perth, Rockingham, West Perth, Rivervale and Midland were also standout suburbs.
Mr Collins is of the opinion, "provided landlords are listening to the advice of their property manager and pricing their rental in line with market expectations, they have a very good chance of securing a tenant.”
Listings for rent
There were 7,286 properties for rent in Perth at the end of the September 2018 quarter.
Reiwa.com data shows that these stock levels represent an 11.9 per cent drop compared to the June 2018 quarter and a 25.1 per cent drop compared to last year’s September quarter.
Mr Collins stated, “This sharp decline can be attributed to a combination of leasing activity improving and new dwelling commencements slowing. With less new properties coming onto the market, rental stock is being absorbed at a quicker pace, which has put downward pressure on listing volumes.”
Average leasing time
It took landlords 46 days on average to find a tenant for their rental during the September 2018 quarter.
According to reiwa.com data this is one day faster than the June 2018 quarter and eight days faster than the September 2017 quarter.
Mr Collins said that this was due to, “a combination of increased tenant activity and lower listing levels has had a positive impact on average leasing times for landlords, with tenants needing to act quicker to secure a rental.”
Vacancy rate
Perth’s vacancy rate declined to 3.9 per cent during the September 2018 quarter, the lowest level Perth has experienced since the March 2014 quarter, according to reiwa.com data.
Since key market indicators improved during the September quarter, Perth’s vacancy rate has now fallen below the 10 year average.
Mr Collins concluded, “slowly but surely we are moving towards parity in the Perth rental market, with improved conditions across the board meaning there is good opportunity for tenants and landlords to benefit simultaneously.”

A painting generated by artificial intelligence will go up for <a href="https://www.christies.com/features/A-collaboration-between-two-artists-one-human-one-a-machine-9332-1.aspx" target="_blank">sale at auction later this month</a> – raising again the question of whether a machine can be creative.
The painting, called <a href="http://obvious-art.com/edmond-de-belamy" target="_blank">Edmond De Belamy</a>, is estimated to be worth between 7,000€ and 10,000€ (A$11,375-A$16,250).
The auction house Christie’s <a href="https://www.christies.com/features/A-collaboration-between-two-artists-one-human-one-a-machine-9332-1.aspx" target="_blank">says the painting</a> is the product of a Generative Adversarial Network, in which one artificial neural network (the so-called Generator) creates an image based on its analysis of a database of 15,000 paintings by real people.
Another network (the Discriminator) then compares the new artwork to human-made paintings. If the Discriminator cannot tell the difference, the computer-generated image has passed the test.
But isn’t art the highest expression of what it means to be human? How could machines possibly emulate truly creative practices, which are often regarded as the pinnacle of human achievement?
What is creativity?
Ultimately, the nature of creativity – and whether machines will ever be genuinely creative – is a deeply philosophical question that rests to a large degree on where we look for creativity.
If we locate creativity in the actual artwork, it is hard to deny that machines are capable of being creative.
<a href="https://www.propertyobserver.com.au/http://www.sussex.ac.uk/profiles/276" target="_blank">Margaret Boden</a> is a pioneer in the field of AI and computational creativity. In her 2016 book <a href="https://global.oup.com/academic/product/ai-9780198777984" target="_blank">AI: Its nature and future</a> she defines creativity as: "…the ability to produce ideas or artefacts that are new, surprising, and valuable."
She then distinguishes three different types of creativity: combinational, exploratory, and transformational.
Types of creativity
Combinational creativity combines familiar ideas in new ways. A good example is the AI artist <a href="http://www.cloudpainter.com/" target="_blank">Pindar van Arman</a>, who trained his robots to paint portraits, including self-portraits. In <a href="https://medium.com/datadriveninvestor/creativity-is-probably-just-a-complex-mix-of-generative-art-algorithms-6d37a0087e86" target="_blank">his view</a>, artistic creativity: "…is little more than a complex mix of competing generative algorithms."

Exploratory creativity, argues Boden, exploits some “culturally valued way of thinking” (styles, genres, and so on) and generates new work within these parameters.
For instance, <a href="https://www.nextrembrandt.com/" target="_blank">The Next Rembrandt</a>, a campaign by the Dutch bank ING, used feature-extraction algorithms to identify all the stylistic elements that characterise Rembrandt’s work. It then used this dataset to create a new portrait in the unique style of the famous Dutch painter.

Transformational creativity does not just explore a given genre, but goes beyond it. It drops, negates or complements existing styles to such an extent that new artistic conventions might be developed in the process.
This form of creativity can be achieved by so-called evolutionary algorithms that can transform themselves and evaluate their “ideas” based upon criteria provided by the programmer.
The advertising agency M&amp;C Saatchi used these algorithms to <a href="https://www.theguardian.com/media-network/2015/jul/27/artificial-intelligence-future-advertising-saatchi-clearchannel" target="_blank">create an outdoor poster for a fictional coffee brand</a> that “evolved” based on the level of “engagement” it elicited from consumers.

Equipped with facial recognition technology and connected to the internet, the algorithm determined which features of the ad – colours, typography, copy, layout – were successful and worth being replicated in further “generations”.
So it can be said that machines have successfully conquered all of the conceptual domains of creativity.
The artist’s intention
If we locate creativity not in the actual artwork but in the mind of the artist, two key objections are commonly made:
<ul>
<li>
The actual creative act does not reside in the output generated by the machine, but in its initial programming. Therefore, it is still fundamentally human ingenuity that drives the creative process.
</li>
<li>
The art generated by AI is not creative, because it is unintentional.
</li>
</ul>
Given recent advances in the creation of deep neural networks and learning algorithms, the first objection is increasingly hard to defend.
When Google/Deep Mind’s <a href="https://deepmind.com/research/alphago/">AlphaGo</a> <a href="https://www.propertyobserver.com.au/http://www.abc.net.au/news/2016-03-15/google-ai-alphago-gets-divine-go-ranking/7249256" target="_blank">beat the highest-ranked human player</a> of the ancient Chinese board game in 2016, some of its moves had never been played before by humans and were described as “<a href="https://www.wired.com/2016/03/googles-ai-wins-pivotal-game-two-match-go-grandmaster/" target="_blank">creative</a>”.
Importantly, AlphaGo does not follow pre-programmed rules. It uses general machine learning techniques to figure out for itself how to succeed at the game. It would therefore only be fair to attribute creativity to both the human programmers and the machine.
The second objection is more difficult to dismiss. We hardly ever appreciate creative artefacts based solely on their immediate appearance and the responses they evoke.
As <a href="https://www2.bc.edu/ellen-winner/publications" target="_blank">Ellen Winner</a>, a professor of psychology at Boston College, argues in her upcoming book <a href="https://global.oup.com/academic/product/how-art-works-9780190863357" target="_blank">How Art Works</a>, the notion of an unmediated experience of art is most likely a myth.
The value we ascribe to art is deeply influenced by multiple forces – an important one being what we think the artist’s intentions were when creating the work.
Just look at debate over the value of the Banksy artwork Girl With Balloon that went to auction. Some argue its <a href="https://www.news.com.au/lifestyle/real-life/true-stories/banksys-selfdestructing-art-more-valuable-shredded/news-story/92628b40006a41c3784dc596b8ffb056" target="_blank">value has increased</a> after the artist <a href="https://www.instagram.com/p/BomXijJhArX/" target="_blank">deliberately part-shredded the artwork</a>.

The artwork, now renamed Love Is in the Bin, was <a href="https://www.theguardian.com/artanddesign/2018/oct/11/woman-who-bought-shredded-banksy-artwork-will-go-through-with-sale" target="_blank">described by Sotheby’s Alex Branczik</a> as: "…the first artwork in history to have been created live during an auction."
Seen from this perspective, we will accept machines as being genuinely creative only when they attain a sense of self and the capability to explain why they did what they did.
Disrupting the creative economy
But machines don’t need to be genuinely creative to have an impact on jobs and industries. According to a <a href="https://www.fhi.ox.ac.uk/will-ai-exceed-human-performance-evidence-ai-experts/" target="_blank">large survey of machine learning experts</a> in 2015, AI is predicted to be able to write high school essays by 2026, generate a top 40 pop song by 2027, and write a bestselling book by 2049.
These experts also expected AI to beat humans at Go in 2027 – a feat AlphaGo accomplished in 2016. Do we need to worry then? Are machines going take over both the mundane tasks and the creative jobs?
While they will definitely displace humans when it comes to routine creative activities, a <a href="https://www.mckinsey.com/featured-insights/future-of-organizations-and-work/jobs-lost-jobs-gained-what-the-future-of-work-will-mean-for-jobs-skills-and-wages" target="_blank">study by McKinsey</a> expects that overall jobs in the creative economy will increase.
But job profiles will most certainly change, and established value chains in the creative economy <a href="https://www.weforum.org/whitepapers/creative-disruption-the-impact-of-emerging-technologies-on-the-creative-economy" target="_blank">will be disrupted</a>. For instance, machines already <a href="https://futurism.com/a-new-ai-can-write-music-as-well-as-a-human-composer" target="_blank">compose high-quality music</a> or <a href="https://www.technologyreview.com/s/609482/ai-is-dreaming-up-new-kinds-of-video-games/" target="_blank">imagine new video games</a> from scratch.

How exactly these advances in machine creativity will affect the creative industries – and what economic, social and ethical consequences this entails – is an issue deserving much more attention than it receives at the moment.
But none of this will matter when the portrait of Edmond De Belamy comes up for auction. Artwork by an algorithm is up for auction, so does that mean AI is now creative?

The Commonwealth government’s decision to wave through a controversial tourism development in the Tasmanian Wilderness World Heritage Area was made in defiance of strident opposition from the expert statutory advisory body for the region’s management, <a href="https://www.propertyobserver.com.au/https://twitter.com/giblinite/status/1052020975775014912" target="_blank">it was recently revealed</a>.
In August, federal environment minister Melissa Price’s office <a href="http://epbcnotices.environment.gov.au/_entity/annotation/d3c5c54d-18af-e811-b817-005056ba00a7/a71d58ad-4cba-48b6-8dab-f3091fc31cd5?t=1539327928331" target="_blank">decided</a> the proposed luxury development on Halls Island did not need to be assessed under the Commonwealth Environment Protection and Biodiversity Conservation (EPBC) Act.
But according to documents tabled in Tasmania’s parliament by the Greens this morning, the state’s <a href="https://www.parks.tas.gov.au/index.aspx?id=1715" target="_blank">National Parks and Wildlife Advisory Council</a> had advised the opposite, as well as recommending that the proposal should not be approved at all in its current form. The council also argued “contentious projects” like this one should not be considered for the Tasmanian Wilderness World Heritage Area without “an agreed framework to guide assessment”.
This situation is not unique, and reveals a deeper problem with our national environmental laws. They may look strong on paper, but their strength can be eroded by bureaucratic discretion.
From conservation to commercialisation
Tasmania’s wilderness has long been ground zero for the struggle between conservation and commercialisation of our natural estate. In the 1980s, the Commonwealth government nominated the area for <a href="https://www.propertyobserver.com.au/https://whc.unesco.org/en/list/181" target="_blank">World Heritage listing</a> to stop the state government building a hydroelectric dam on one of Australia’s last truly wild rivers.
The “locking up” of large parts of wilderness from industrial development has prompted deep social divisions. Nevertheless, the Tasmanian Wilderness World Heritage Area (TWWHA) has since become part of Tasmania’s cultural and natural fabric. Yet this wilderness is now under renewed threat, as commercial interests seek to capitalise on its tourism potential.
World Heritage Areas must have an up-to-date management plan to ensure compliance with Australia’s obligations under the <a href="https://whc.unesco.org/en/convention/" target="_blank">World Heritage Convention</a>. In 2016 the Commonwealth and Tasmanian governments <a href="https://dpipwe.tas.gov.au/Documents/TWWHA_Management_Plan_2016.pdf" target="_blank">revised the TWWHA management plan</a> to reflect its “socio-economic” value, allowing a range of tourism uses that were banned under the previous 1999 plan.
The World Heritage Committee <a href="https://whc.unesco.org/en/decisions/6290/" target="_blank">warned in 2015</a> that without “strict criteria for new tourism development”, there would be significant risks to the area’s “wilderness character and cultural attributes”. Australia accepted the recommendation but has still not meaningfully implemented strict criteria to assess and protect wilderness values, even as it accepts proposals for tourism developments.

Since both levels of government agreed to open up the TWHHA, a range of commercial interests have proposed tourism developments there. Expressions of interest for commercial developments are done behind closed doors, but it is clear that <a href="https://www.propertyobserver.com.au/http://www.abc.net.au/news/2018-06-12/hodgman-challenged-over-lake-malbena-development/9860202" target="_blank">at least 30 commercial development proposals have been made</a> for sites in the TWWHA, including projects involving permanent huts, lodges and camps, and some that would necessitate helicopter access.
Halls Island
The first of these proposals to be released for public comment and assessed under the 2016 management plan is a plan to build a “luxury standing camp and guided ecotourism experience” at Halls Island in <a href="https://www.parks.tas.gov.au/index.aspx?base=3904" target="_blank">Walls of Jerusalem National Park</a> – a remote highland region of the TWWHA.
The plan includes <a href="https://www.propertyobserver.com.au/http://www.abc.net.au/news/2018-06-12/hodgman-challenged-over-lake-malbena-development/9860202" target="_blank">reclassifying the lake surrounding Halls Island from “wilderness” to “self-reliant recreation”</a>. On March 22, 2018, the proponent (Wild Drake Pty Ltd) <a href="http://epbcnotices.environment.gov.au/_entity/annotation/6fdfc222-f732-e811-886f-005056ba00a8/a71d58ad-4cba-48b6-8dab-f3091fc31cd5?t=1539138560646" target="_blank">referred the proposal to the Commonwealth Environment Minister</a> to determine whether it should be formally assessed under the EPBC Act.
Upon referral the proposal met with widespread opposition from scientists, conservation specialists, civil society, and recreational users of the park, especially the fishing community. What became clear today is that it was also strongly opposed by the expert advisory council for the TWWHA.
Expert advice
The National Parks and Wildlife Advisory Council (NPWAC) is a statutory body of independent experts, with responsibility to advise on the management of the TWHHA in line with Australia’s national and international World Heritage commitments. <a href="https://www.propertyobserver.com.au/https://twitter.com/giblinite/status/1052020975775014912" target="_blank">The documents released today</a> show that on July 13 2018, the NPWAC argued strongly against the proposal being allowed to proceed, stating that it “does not support this project progressing at this time”.
It cited a range of objections, including the fact that the development would effectively grant “exclusive private commercial use” of an area in the TWWHA, and that the opening up of airspace to helicopters would set an unwelcome precedent. It also described the development’s planned “standing camp” as a “pretence” because it would involve the construction of permanent buildings for year-round use. And it pointed to the proposal’s failure to address adequately the risk to threatened species and the fire-sensitive nature of the property.
Like the World Heritage Committee, NPWAC argued that the range of projects currently proposed for the TWWHA “should not be considered until there is an agreed framework to guide assessment”. Yet despite this, the minister’s delegate allowed the proposal to proceed without further assessment under the EPBC Act.
Commonwealth government’s decision
On August 31, 2018, the delegate of the minister decided that the referred action “is not a controlled action”, which means that it will not be subject to any further assessment, or even attention, by the Commonwealth government. No other reasons were given to reject the NPWAC’s recommendations, or the submissions from 78 individuals (including expert scientists) and 808 campaign submissions opposing the development.
Government ministers are not bound to act on expert advice. But they do have a duty to take it into account in a meaningful way. That is especially the case when expert advice is so clear, and supported by a range of relevant, independent and compelling public submissions from scientists and specialist groups.
In the case of Halls Island, these factors should have tipped the balance towards undertaking a proper, legal assessment of the proposal and its likely impacts.
In a response to The Conversation, Price said her department had considered a range of advice and concluded that the proposed development is “not likely to have significant impacts on any nationally protected environmental matters, including the value of the World Heritage Area”.
Examined against the government’s increasingly cavalier attitude to our national estate, world heritage, and role in global environmental governance it is tempting to conclude that Tasmania’s wilderness has become yet another place where economic values trump conservation ones.
The Commonwealth is supposed to provide a check and balance on states’ self-interest in exploiting areas of outstanding universal value. Hobart experienced the highest annual growth in weekly house rents with a 10.8% increase to $410 per week, according to the latest rental report from Domain.
The report found, Hobart was the only capital city to record double-digit rental growth.
Unit rents however declined by 2.8% over the quarter to $350 per week, but remained strong with an annual jump of 9.4%.

Hobart records double-digit housing rental growth: Domain

Median weekly rents remained flat for the quarter at $430 for houses and $410 for units, according to the latest rental report from Domain.
The report found, Melbourne house rents climbed 2.4% higher over the year and unit rents 2.5%.
However, rental price growth is less than half of the annual growth over the same period in 2017.
House gross rental yields improved over the quarter to 3.13%, however, remained the lowest across all of the Australian capital cities.
Melbourne unit gross rental yields jumped by 0.8% for the quarter to 4.32% — the highest quarterly growth of all Australian capital cities.

"The number of advertised unit rentals has dwindled for four consecutive years and house rentals are also tracking lower over the year.
"The unprecedented influx of new residents from overseas and interstate has placed additional demand on the rental market, which has lead to heightened competition for rental accommodation.
"The impact from the Victorian Government's recent rental reform is also yet to be seen.
"It could have an adverse effect on Melbourne’s rental landscape, with landlords opting for shorter-term leases or selling up.
"However, the overall impact on the rental market is likely to be minor."

The Australian Securities and Investments Commission (ASIC) has noted the decision by Premier Investments Limited (Premier) to write down the value of its casual wear brand name assets by $30 million in its financial report for the year ended 28 July 2018.
ASIC had raised concerns on the value of these assets in Premier’s financial report for the year ended 29 July 2017.
They had questioned the "reasonableness and supportability of royalty rate assumptions and sales growth forecasts used in testing the assets for impairment".
ASIC stated: "Premier has referred to the increasingly competitive retail landscape and structural changes impacting the apparel industry in Australia and New Zealand."
The impairment of non-financial assets remains a "focus area of ASIC’s financial reporting surveillance program".

Premier Investments write down brand name assets

A who's who of Australian surfing, business and entertainment has emerged on title records following the completion of Esprit Rainbow Bay, the latest boutique beachfront apartment development by former professional surfer Paul Gedoun's S&amp;S Projects.

The completed project has attracted an enviable collection of owners, many with long-standing ties to the southern Gold Coast and the surf culture that has helped define Rainbow Bay and neighbouring Kirra for generations.

Given Gedoun's own background in surfing, it perhaps comes as little surprise that some of Australia's most recognisable surfers have chosen to buy into the development overlooking one of the country's most celebrated stretches of coastline.

Pezet Matheson directors Jayde Pezet and Todd Matheson launched the project in late 2021, and have managed the sales campaign all the way through to its sell-out and recent completion.

Former world champion Mick Fanning, who grew up in Coolangatta, secured an apartment in 2023. He paid&nbsp;$2.07 million. Last year he sold his Bilinga home for over $16 million.

Three-time world champion Joel Parkinson also purchased in the development, alongside big wave surfer Mark Mathews. Mathews bought the most expensive apartment in the building, spending just over $4 million.

Joining them is Rip Curl founder Doug Warbrick, whose company helped shape Australia's global surfing industry over the past five decades.

The appeal of Rainbow Bay has extended well beyond the surfing community.

International DJ Paul Fisher purchased an apartment through his investment vehicle, YLB Developments, an abbreviation of his trademark phrase "You Little Beauty".

The purchase comes as Fisher and his wife Chloe are developing their own luxury apartment project further north in Palm Beach. Their boutique beachfront development, Pescado, comprises just seven apartments on Jefferson Lane, which start from just shy of $6 million. The couple intend to retain the two-level penthouse as their Australian base between international touring commitments.

Melbourne Storm coach Craig Bellamy and his wife Wendy have also invested in Esprit, purchasing two apartments after spending decades holidaying on the southern Gold Coast. They also have a luxury apartment in Joe Adsett's Rockpool, less than 400m away from Esprit.

<h2>Boutique project draws owner-occupiers</h2>

Esprit launched in 2021 and sold strongly, with buyers drawn to its boutique scale, beachfront position and contemporary design.

The completed development comprises 94 apartments across 11 levels, offering expansive floorplans designed primarily for owner-occupiers rather than the investor market.

Crowning the building is Club Esprit, pitched as being the Gold Coast's first residential rooftop wellness centre. The roof features a&nbsp;25 metre magnesium lap pool, which is surrounded by wet daybeds and poolside cabanas,&nbsp;multiple barbecue areas,&nbsp;a yoga and relaxation play lawn, and a private dining room with a kitchen scullery, bar, lounges, and an outdoor terrace.

The wellness centre is&nbsp;fully equipped with a Technogym, ice bath, infra-red sauna, steam room, thermal room, and treatment room. The roof has views spanning&nbsp;Rainbow Bay, Snapper Rocks and the Pacific Ocean.

<h2>S&amp;S Projects continues to shape Rainbow Bay</h2>

S&amp;S Projects founder Paul Gedoun has become one of the key figures behind Rainbow Bay's evolution over the past several years.

After establishing S&amp;S Projects, Gedoun has focused on delivering lifestyle-driven apartment developments designed primarily for owner-occupiers seeking a permanent coastal home.

Esprit is Gedoun's third completed project in Rainbow Bay, following Flow and Awaken, both of which achieved record prices for the suburb.

He is now delivering <a href="https://www.apartments.com.au/new-apartments/radia-rainbow-bay-271-boundary-street-coolangatta-qld-4225">Radia Rainbow Bay</a>, a 38-apartment development on Boundary Street that is currently selling, and has no plans to leave the precinct anytime soon. S&amp;S Projects has also lodged plans for its fifth Rainbow Bay development, an 88-apartment project on Boundary Street featuring a strong wellness focus.

Who's who of buyers revealed as Esprit Rainbow Bay settles

Nature Based Cities (NBC), the not-for-profit organisation focused on improving biodiversity and nature outcomes in urban development, has launched its latest industry design guidelines and accreditation framework, this time targeting precinct-scale residential communities.

The move extends NBC’s influence beyond its initial focus on medium and high-density residential developments. Several projects have already achieved NBC accreditation since the launch of its Medium &amp; High-Density Residential Guidelines in early 2025.

The expansion into masterplanned communities and new residential precincts reflects the growing need for stronger nature-positive benchmarks as Australia’s outer suburban growth corridors continue to expand at pace.

Paul Hameister OAM, NBC Founder and the Executive Chairman of Melbourne developer Hamton who itself leans heavily into nature and biodiversity in its developments, says the&nbsp;nature-first approach to mitigate the effects of climate change has become standard in other parts of the world such as the UK, but Australia is lagging.&nbsp;Australia’s environmentally sustainable design (ESD) rating tools have no minimum mandatory requirements for living landscapes.

“We’ve always wanted to do more, and we know other developers who want to do more, but the ESD rating tools just aren’t there,” Hameister says. “In Australia, you can have a five-green-star rated building that’s concrete and glass with not a blade of grass. 
 
“The focus is on reducing emissions, which is laudable, but there hasn’t been enough attention paid to protecting and re-establishing nature. We need both for the health of the environment and for communities.”

He says that having now&nbsp;made good progress in supporting developers of medium and high-density residential projects, NBC is now looking to bolster better nature-based decision-making and recognise developers of greenfield projects in the outer ring and large inner-ring brownfield precincts, who want to champion nature and living landscape as a defining feature.

Since 2022, the not-for-profit has sought to remove the roadblocks preventing developers from incorporating nature and living landscapes into their projects, shifting the conversation from the reduction of emissions and grey infrastructure, toward recognising nature as an essential infrastructure.

The New Communities Design Guidelines and Scorecard arm developers with the tools needed to deliver a nature positive outcome for their new communities. Intended to be adopted at the outset of the planning process, the guidelines are designed to help create communities that are cooler, healthier and more resilient while also enhancing social wellbeing and long-term economic value.&nbsp;

New Communities developers seeking accreditation will be independently assessed across a range of key criteria including ecology, tree canopy, biodiversity, and walkability. Once the masterplan is complete and submitted for approval, the scorecard is formalised based on proposed outcomes. Projects that meet the NBC criteria will receive either Commended or Exemplary accreditation outcomes, creating a clear benchmark for nature-positive new communities in Australia.&nbsp;

Janis Fischer, Director at Tract and NBC Advisory Council member, said the development of new communities in our suburbs can have a substantial impact on nature and biodiversity.

"By incorporating nature-based design principles at the inception of a project, developers and their design teams can achieve nature positive outcomes that are good for both people and the planet.’’&nbsp;

NBC accredited New Community projects will gain access to NBC branding and marketing tools to help communicate their nature-based credentials to purchasers and the broader market.&nbsp;

Nature Based Cities: A new Australian benchmark for developing nature-positive new communities

Apartment buildings are increasingly being designed around how people actually live day to day, not just how they want a building to look.

For buyers, that shift is showing up in practical inclusions that respond to changing habits. Work-from-home spaces, EV charging, wellness amenities, secure bike storage and parcel management are becoming part of the broader apartment conversation, reflecting a move toward buildings that reduce friction in everyday life.

Online shopping has become one of the clearest examples of that change.

Australians spent a record $82.6 billion online in 2025, with nearly one in four retail dollars now spent online. That has made parcel delivery a regular part of apartment living, rather than an occasional inconvenience.

For apartment residents, however, the delivery process can be less straightforward than it is for detached homes. Parcels may be left in lobbies, redirected to Post Offices, missed entirely, or placed under the responsibility of building managers and concierge teams.

While school holidays and trips to Europe tend to define the winter property market, there's been no cold snap at <a href="https://www.apartments.com.au/new-apartments/the-walden-north-sydney-177-walker-street-north-sydney-nsw-2060">The Walden</a> in North Sydney.

Developer-builder&nbsp;<a href="https://www.apartments.com.au/developers/aland">ALAND</a> sold more than $35 million worth of apartments throughout June, including a $6.8 million apartment that now ranks among the highest apartment sales ever recorded in North Sydney.

SRM Residential agent Ben Stewart said buyer demand throughout June reflected a mix of improving market confidence and longer-term thinking from owner-occupiers.

"We're seeing strong demand from owner-occupiers who are taking a longer-term view," Stewart said.

The long-awaited redevelopment of the former Eastlakes Shopping Centre site has reached a major milestone, with Conquest's plans for a new mixed-use precinct officially placed on public exhibition.

The State Significant Development Application would transform the 1.7-hectare site at <a href="https://www.apartments.com.au/new-apartments/19a-evans-avenue-eastlakes-nsw-2018">19A Evans Avenue</a> into one of Sydney's largest urban renewal projects, delivering 736 apartments above a new shopping centre anchored by Woolworths, alongside specialty retail, dining, commercial space and new public open spaces.

The public exhibition marks the next chapter for the project after <a href="https://www.apartments.com.au/developers/conquest">Conquest</a> acquired the stalled Stage Two development from Crown Group, who completed the first stage across the road prior to their voluntary liquidation.

Designed by DKO Architecture, the proposal comprises four residential buildings ranging from 14 to 18 storeys above a two-level retail podium. Provision has also been made for dual-key apartments, which could increase the total number of dwellings to 877.

At ground level, the shopping centre has been designed as the suburb's new meeting place, anchored by a full-line Woolworths and complemented by a curated mix of fresh food retailers, cafés, restaurants, health services and everyday convenience shopping. Generous pedestrian links and landscaped public spaces will connect the retail precinct through to Jack Mundey Reserve, creating a more walkable and connected neighbourhood.

The landscape strategy extends across the podium and rooftops, incorporating communal gardens, children's play areas, lawns, community gardens, family gathering spaces and extensive tree planting. New landscaped links will also strengthen the connection between the precinct and Jack Mundey Reserve, while publicly accessible open spaces have been integrated throughout the development.

The proposal builds on Conquest's broader placemaking strategy for the site. Through an ongoing partnership, local artist Joe Rashbrook has been appointed Urban Art Curator, working alongside young residents to transform the project's site hoardings into a public art gallery that allows the community to engage with the redevelopment before construction is complete.

Conquest has rapidly expanded its development pipeline since acquiring the Eastlakes site, with more than $6 billion worth of mixed-use projects now in planning across Sydney, including Stanmore, Castlecrag and Waterloo.

Conquest CEO Michael Akkawi said the redevelopment was about far more than replacing a shopping centre.
