Activity in the Mildura/Sunraysia rural scene over the past month included the completion of the wine grape harvest while the fresh fruit table grape harvest is nearing completion with only the final pick of the later varieties remaining to be harvested. 
The weather throughout the picking season has been one of the best for many seasons, Herron Todd White noted.
With the heat now dissipating after a relatively hot summer in this region, local dryland farmers are looking to the skies for some significant rainfall to kick start their cropping campaigns and while some significant areas have been dry sown, traditionally growers tend to use Anzac Day as the point in time to commence sowing.

Interest has not waned from international corporate entities investing in fresh fruit, dried fruit and citrus holdings as an attractive medium to long term strategy. 
HTW noted confirmed reports of several significant transactions in recent weeks with sales generally structured on lease back arrangements to provide corporate buyers with a regular rental income stream. 
Sales and pending sales we are aware of include: 
• A 300 hectare table grape holding(244hectares planted) in the Euston region on a long term lease back arrangement. There is no water entitlement included in the sale. The property is planted predominantly to Crimson Seedless vines. The land and plantings show around $60,000 per hectare; 
• Four holdings in the Mildura/Karadoc/Nangiloc area totalling approximately 200 hectares of citrus and table grape plantings have been contracted by the same interest to the above pending Euston sale for in excess of $10 million on a long term lease back arrangement. No water entitlement is included but applicable AUL applies; 
• A large citrus holding in the Riverland region of South Australia comprising over 100 hectares of good standard predominantly navel oranges has reported sold, with the plantings expected to show levels in excess of $25,000 per hectare

<div>Housing affordability is not just a problem for the young generation, it impacts other echelons of the Australian population.</div>

<div>Over time, Australia has started to view property as a business opportunity as opposed to merely somewhere to live, and it is now a national obsession. In fact, Australia has the highest number of residential mortgages per capita in the world, with house prices having risen at a rate that far outperforms that of household income and rents.<a href="https://outlook.office.com/owa/?realm=propertyobserver.com.au#_ftn1"></a> </div>

<div>He said he is perplexed by the Government’s restraint and says it needs to move beyond deploying election tactics because inactivity is no longer an option.</div>

<div> “There’s a lot of conversation but little action being undertaken to reach a resolution. You don’t need to be a professor of economics to see that we need a levelling of the playing field. We require immediate and prudent Government intervention that will protect the interests of future generations, not just win votes at the next election,” he said.</div>

<div>“If you simply just tried to give first home buyers more of an edge this will prove counterproductive and might have disastrous consequences; it could simply add more fuel to what is already a roaring inferno and see property prices artificially increased to a whole new level. </div>

<div>"Resultantly, investors will just end up outbidding owner-occupiers and paying even more. </div>

<div>"Conversely, I don’t think it’s fair that we simply hone in on the wealthy.</div>

<div>“We are so obsessed with our own little patch of Australia, but at the end of the day we need to remember that regional Australia and even other capital cities are not faced with the crippling prices we have in Sydney," he said.</div>

<div>Contrastingly, the UK Government has a number of options for buyers under affordable home ownership schemes. <div>DOUGLAS OFFERS SIX SOLUTIONS TO THE HOUSING AFFORDABILITY CRISIS:</div>
<div> </div>
<div>1.       DISCOUNTED MORTGAGE RATES FOR FIRST HOME BUYERS. Subsidies already exist for students, with the availability of extremely competitive low-interest rate loans and study assist loans, so why can’t something similar be offered to first home buyers? The role and responsibility of any Government is to serve society and create opportunities for the people it represents. Unlike education, home ownership is not a democratic right, but it is certainly something that a government should help encourage and financially facilitate.</div>
<div> </div>
<div>2.       LIMIT NEGATIVE GEARING. Negative gearing looks as if it is going to be front and centre of the political debate for the upcoming Federal election. Contrary to some reports, negative gearing is not necessarily the domain of the wealthy, but it is certainly not something that the working class always benefit from. I don’t subscribe to the theory that negative gearing is responsible for driving property prices up, but it is definitely a contributing factor, and unlike a lot of my peers, I believe that some form of prudent intervention is now needed. I have to question why the Government ruled out changes to negative gearing in the recently announced Federal Budget, because something needs to give. Regardless of their recent manifesto, I still believe it’s a case of when, not if. The two main political parties seem to be diametrically opposed on this matter, but personally I believe that the solution lies somewhere between the two standpoints. Rather than abolish negative gearing altogether, it could perhaps be less generous or capped to a certain number of properties, for example. This would only apply to new transactions with any existing investments being grandfathered. </div>
<div> </div>
<div>3.       ABOLISH STAMP DUTY ON FIRST TIME PURCHASES. Historically, the Government has tried to entice younger generations into buying property by offering grants, but this is fundamentally flawed in my opinion and has never really worked. Instead, first home buyers should be made exempt from having to pay the exorbitant cost of stamp duty.</div>
<div> </div>
<div>4.       ALLOW FIRST HOME BUYERS TO PURCHASE USING THEIR SUPERANNUATION. In theory, this isn’t a bad idea, but most first home buyers probably don’t have enough money in their super to pay the deposit for a property, especially if they are hoping to buy in Sydney. Rather than simply being able to take the money from their superannuation fund, it should be structured as an interest-free loan, with repayments being made over a long-term period with the full amount needing to be settled before the maturation of the fund.</div>
<div> </div>
<div>5.       SIGNIFICANT INVESTMENT IN REGIONAL TOWNS. One of the key contributing factors of the affordability crisis is the migration of the masses to metropolitan areas; meaning that we all want to live in the same areas and are often left fighting over the same scraps. Many rural locations are deemed by some city dwellers as antiquated outposts. What if there was considerable investment in these areas that would breathe life back into them and make them more attractive to buyers? Over the past few years, the NSW State Government has spent billions of dollars on macro projects within the confines of Sydney, such as large-scale urban regeneration and new or upgraded transport infrastructure. –Imagine what would happen if they spent similar sums on areas such as Maitland, Wollongong and Bathurst. Would they become viable alternatives for people looking to buy a home? The introduction of high-speed rail connections to these areas would certainly enhance their desirability. Another enticement could be to offer incentives to outer-city locations on an exclusive basis</div>
<div> </div>
<div>6.       SHARED OWNERSHIP. The UK’s version of this flexible scheme helps subsidise the purchase price and allows the homeowner to buy bigger shares as and when they can afford to. I think a similar model would work here in Australia. We have to be mindful from a socioeconomic view that property doesn’t just become the reserve of the rich.</div>

Realestate.com.au launches new consumer marketing campaign

“Buying off the plan” refers to buying property in a plan of subdivision that has not been registered, or a unit that has not been built.
Buyers enter into a contract with a developer to buy property in a development which may not be completed for some years.
Marketing and selling property off the plan can enable land to be developed in an efficient, cost-effective way. Buying property in this way can also allow buyers to future-plan their housing. However, there are particular risks in this type of sale.
Contracts between the buyer and seller usually contain a number of conditions. These conditions may outline matters including:
<ul>
<li>the agreed time-frame for the developer to complete the project;</li>
<li>the agreed standards to which the project should be delivered; and/or</li>
<li>how the contract can be varied or terminated, and by who.</li>
</ul>
Legislation has recently been amended to provide additional protection for purchasers of property, off the plan. Learn more about these changes and the consultation process, below.
What change has been made to the law? 
The law has been strengthened to help stop developers from unreasonably using sunset clauses, provided in their contracts for off the plan residential property sales, to bring those contracts to an end. 
Under the Conveyancing Amendment (Sunset Clauses) Act 2015, a developer that is the vendor under a contract is now required to give notice to each purchaser under the contract, before ending the contract. This notice must state why the developer proposes to end the agreement and give reasons for delay with the project.
For the contract to be terminated, the purchaser would need to agree.
If the purchaser does not agree, and the lot has not been created before the sunset date, then the developer will need to obtain an order from the Supreme Court permitting the contract to be rescinded.
The new legislation will apply to all off the plan contracts that have not been completed - that is, contracts that are still in operation on 2 November 2015; and, also, to any off the plan contracts entered into on or after 2 November 2015.
So, for example, if a developer has sought to use a sunset clause to rescind a contract made on or after 2 November 2015, the contract would attract the protection of the new law and the developer would need to obtain a Supreme Court order to end that contract.

Why was this change needed? 
Amendments to legislation have been passed by the NSW Parliament to protect consumers in response to an emerging concern that certain developers may be terminating contracts specifically for financial gain, through the use of ‘sunset clause’ provisions.
A sunset clause can be used by either party to end the contract, if the project is not completed on time. This clause in a contract can help buyers by giving them the right to end a contract and pursue other property options, if the building project is delayed.
However, some NSW consumers have reportedly had their contracts rescinded by developers using sunset clauses, only for the land or apartment that has been the subject of those contracts to be re-sold shortly after, for a higher price.
In some other instances, developers have used delay with a project to activate the sunset clause.
This practice creates uncertainty and disappointment for would-be buyers, who may have been waiting to settle the purchase for many months or years.
To respond to these concerns, NSW Fair Trading and NSW Land and Property Information (LPI) consulted on the extent of the problem and considered a range of measures to address this issue. Those consultations have resulted in the new legal procedures outlined here and as set out more fully in the Conveyancing Amendment (Sunset Clauses) Act.
Response to the buying property off the plan survey 
In considering changes to the current laws, the NSW Government conducted a survey to obtain feedback about off the plan property sales. 639 people responded to that survey over a three week public consultation period. The survey closed on 14 October 2015.
Fair Trading and LPI assessed the results of that survey to help identify and respond to key issues related to this type of property sale in NSW. Industry stakeholders and consumer representatives were also separately consulted, to consider possible changes to the law.

Residential construction company Sekisui House has released release their line of Shawood homes at the masterplanned community ‘The Hermitage’ in Gledswood Hills, South West Sydney. 
The homes feature a number of single and double storey designs. 
The current release of homes have four generous bedrooms, multiple living areas, dedicated study areas and ample storage. 
The Hermitage has to offer including access to over 35 hectares of parkland, 50km of cycle and pathways and a backdrop to 120 hectares of the finest golf courses in the South West. 
The homes start from $734,000 and range up to $839,000 with internal spaces varying from 242.9 square metres to 270.4 square metres.
The homes are currently under construction with completion expected by late 2016.

Sekisui House releases new Shawood homes line

The pending Federal election could present opportunities for astute home buyers and investors, according to Real Estate Buyers Agents Association of Australia (REBAA) president Rich Harvey.
He believes it is likely there could be a lot less competition at auctions and open inspections in coming months as historically people tended to sit on their hands in the lead-up to elections.
"The lowest point consumer confidence had been in the last couple of years was the 2014 budget when the Roy Morgan index plunged below 100 (average is 113)," he said.
“Looking at the most recent consumer confidence report from Roy Morgan, you can see the stark changes that happen among Australians around both budgets and elections,” he said.
“While the metric did rebound to regular levels after some time, it shows the resounding impact that budgets have on our consumer base. With tax breaks, higher fees, and restrictions on spending, it's no wonder people feel less confident as new measures are announced.
"In the event cold feet turned out to be a widespread phenomenon in coming months, buyers would be wise to get in “while the going was slow” and take advantage of consumer uncertainty.
“The Reserve Bank figures show that housing credit has remained stable over the first few months of the year, after some rocket-powered increases in lending throughout 2015. This suggests that market activity has already slowed down, and pre-budget or pre-election nerves might see this escalate.
“With promises coming from all corners of the political arena and less stability until the votes are counted, a quieting could be on the cards. While none of us have a crystal ball, it make sense that if there are fewer people in the property market, property hunters will have a better than average chance of picking up an excellent deal."

Bathrooms will feature Nara Japanese ceramics and glass bricks, while clay, walnut and brass lighting will be used throughout the apartments.

Dalcott has appointed Realm Projects, led by Managing Director Shane Foley, to handle sales and marketing following previous sold-out collaborations between the groups.

Foley said the Brisbane apartment buyer had become increasingly focused on the quality of the home itself rather than simply securing an inner-city address.

“We expect to see strong demand from buyers who still want all the advantages of inner-city living but aren’t prepared to compromise on the quality of their home,” Foley said.

Marrone will be the first project delivered as part of Dalcott's broader investment in the precinct.

It will be followed by La Terra, a boutique project comprising penthouse-style, single-level apartments on a northeast corner site with extensive resident amenity and city views.

Cottee said Marrone represented the first stage of the group's longer-term plans for the area.

Dalcott was established in 2025 by Lachlan Cottee and Ben Dalgliesh, combining development and construction capability under an integrated model and focusing on architecturally considered residential projects.

Marrone will initially be offered through a pre-release registration campaign ahead of its broader public launch.

Parnell Developments is the latest to seek significant uplift through the NSW Government's Housing Delivery Authority on a Strathfield site previously approved for a much smaller apartment development.

Parnell has sought approval for a 32-storey mixed use tower across&nbsp;<a href="https://www.apartments.com.au/new-apartments/7-lyons-street-strathfield-nsw-2135">3-7 Lyons Street and 18 Parnell Street</a>, a&nbsp;1,857 sqm site around 400 metres from Strathfield Station. The building would yield 160 apartments, 15 per cent of which will be dedicated affordable as per the government mandate for buildings seeking additional uplift.

Approved previously was a nine-storey building back in 2022 with just over 30 apartments. That approval came prior to the project being&nbsp;progressively reconsidered as planning policy shifted toward greater density around transport hubs.

Turner has designed the latest building that would replace&nbsp;existing detached homes across the four lots.

The apartment mix comprises 22 one-bedroom apartments, 107 two-bedroom and two-bedroom-plus configurations, and 31 apartments with three or more bedrooms. The scheme also includes 203 car spaces across six basement levels and 58 bicycle spaces.

The proposal has been designed around a three-storey podium addressing Lyons Street, with the tower rising above and stepping toward its upper levels.

Turner said the podium was deliberately scaled to respond to the existing street, while the taller element has been designed as part of the emerging skyline anticipated around Strathfield Town Centre and the wider Homebush transport-oriented development precinct.

The Lyons Street frontage would have a more active, pedestrian-focused character, incorporating the commercial tenancy, landscaping and a brick-framed podium with an awning.

Parnell Street, which faces the railway corridor, has been given a different architectural treatment, with double-height breeze blocks, landscaping and communal areas used to soften the interface with the rail infrastructure.

The tower itself uses curved and recessed facade elements, with wave-like indentations across the northern elevation breaking the building into three vertical forms.

A palette of grey concrete, brick and breeze blocks is complemented by clay and terracotta accents, while the upper tower adopts a lighter expression through articulated slab edges, vertical fins and recessed glazing.

Residents would have access to 467 sqm of communal open space spread across three levels. The ground floor would accommodate the more active resident areas, including barbecue and group gathering spaces and an internal communal room capable of being used for working from home.

A more passive viewing deck is proposed at level three, overlooking the ground-level landscaping and neighbouring tennis courts, while a rooftop "sunset deck" at level 30 would provide another social and relaxation space.

Strathfield has been earmarked for substantial change through the Strathfield Town Centre planning work and the nearby Homebush TOD precinct.

Turner's report says the project has been designed to act as a transition between the existing low and mid-rise development surrounding the site and the taller built form expected to emerge across the town centre.

The proposal is being assessed as State Significant Development under the HDA pathway, alongside the concurrent request to amend the Burwood Local Environmental Plan.

An $18 million penthouse has hit the market in Main Beach as construction tops out on La Mer, the $155 million apartment development rising just metres from the beach.

Spanning around 600 sqm across the top two levels of the 29-storey tower on Main Beach Parade, the four-bedroom penthouse is one of the latest eight-figure residences to test the upper end of the Gold Coast apartment market.

Its launch comes amid continued activity at the very top of the market, following the $30 million off-the-plan sale of a Burleigh Heads penthouse earlier this year, which surpassed the Gold Coast's previous $24 million apartment record set in 2023.

OTP Group Director James Elliott, who is marketing La Mer, said the penthouse was expected to appeal to high-net-worth buyers seeking either a permanent Main Beach residence or Gold Coast holiday home.

ODUS Director Byron Sakha said topping out the tower had provided the opportunity to release the project's most significant residence.

Designed by Plus Studio, La Mer is one of the more boutique additions to the rapidly changing Main Beach apartment market.

The tower comprises just 24 full-floor, three-bedroom plus multipurpose room apartments below the two-level penthouse, giving the project a considerably lower density than many of the larger towers being developed across the Gold Coast.

Residents will have access to a pool and spa, gym, sauna, barbecue facilities, private sun lounges, yoga lawn and outdoor beach shower.

The penthouse has been released as part of the final collection of residences at La Mer, with remaining apartments priced from $4.3 million.

Construction is expected to complete later this year, with a fully furnished display apartment now open on level four.

ODUS releases $18 million penthouse crowning La Mer Main Beach

Spanning levels 44 to 68 of the 68-storey <a href="https://www.apartments.com.au/architects/rothelowman">Rothelowman</a>-designed tower, the Eliza Collection has been conceived as a lower-density offering within the broader development, with only five apartments on each floor, dedicated lift access and a collection of resident spaces reserved exclusively for Eliza Collection residents.

The Eliza Collection forms part of Far East Consortium's broader move toward larger-format residences at 640 Bourke Street, where the number of apartments was reduced from earlier plans as apartment sizes increased.

"What it's meant for 640 Bourke is we've actually reduced the number of apartments. We've increased the overall size of the apartments. We don't have any studios in here, and what that does for a project is it elevates it," Far East Consortium Director of Sales and Marketing Lauren Sheldon said.

Rothelowman Associate Jun Chang said the design process provided an opportunity to create more generous floorplans.

"We were given the opportunity to be more generous. The apartments became bigger and squarer than any other apartments which had been designed in the CBD before that."

That thinking carries through to the Eliza Collection, where the residences have been designed around the space and functionality associated with a larger home, but positioned high above the centre of Melbourne.

The tower will rise behind the retained heritage building at 640 Bourke Street, placing residents within walking distance of Southern Cross Station, Flagstaff Gardens, Queen Victoria Market and the Docklands waterfront.

With construction scheduled to begin in October, Far East Consortium has established an onsite display gallery at 640 Bourke Street, including fully built apartments that allow the project's layouts, materials and finishes to be inspected at full scale.

A fully built Eliza Collection apartment is also available to view at the display suite by appointment ahead of the planned October construction commencement.

Eligible purchasers who buy before construction commences can secure the full available off-the-plan stamp duty savings, subject to eligibility and applicable conditions.
