As one the city's in demand new apartment locations, West Melbourne continues to consistently churn out development news.

Last week architecture firm Buchan Group confirmed that its former studio at 133 Rosslyn Street West Melbourne had received planning approval for a new residential complex. Replacing the firm's former office will be a new 9 storey design for developer Starland Pacific Group.

With PDS Group installed as Development and Project Manager, 133 Rosslyn Street will now proceed to apartment sales with construction expected to begin later this year. 165 apartments will be supplemented by 150 basement vehicle spaces.

Also last week CBRE City Sales successfully sold a development site located at 137-157 Adderley Street West Melbourne. Subject to a current planning application for an eight level apartment development, the site was secured for $9.4 million by one of five bidders at the onsite auction which was conducted last Friday.

Whether on not the above Michael Ellis Architects scheme for the site is maintained by the new developer remains to be seen.

Nearby and demolition has begun in earnest on Alpha 14's upcoming residential project at 386 Spencer Street West Melbourne. Bond Quarter will be a 16 storey building maintaining 105 one &amp; two bedroom apartments. Designed by Hayball, the project is currently at construction tender and will follow The Wallace which is Alpha 14's current West Melbourne apartment project at construction.

During March, 50-56 Batman Street West Melbourne landed before Melbourne City Council with a new planning proposal for a residential hotel. Formerly The Arkadia Centre, the property sold for $8.78 million after a campaign held during mid 2015.

At 868sqm the site is close to new builds that over recent years along Batman Street have generally peaked at 15 storeys.

The project has undergone a number of design changes over the course of planning with a notable reduction in height also included. Flagstaff Green is SPEC's latest endeavour and follows on from the developer's intention to sell two sites with approved apartment schemes in North Melbourne and South Melbourne.

Last but not least Trennery Property is going with a new preliminary design image for 185 Rosslyn Street. After purchasing the site from Australia Post during 2015, Trennery has replaced an initial RotheLowman planning application with new intentions.

The project is likely to include residential and hotel uses, a medical centre, various retail spaces and substantial residential gardens as seen in the image above.

West Melbourne's development scene as fluid as ever

Not content with creating some of Melbourne's most architecturally interesting buildings of late, Monash University will go again at their Clayton campus with a new complex to front Wellington Road. Initial images show The Learning and Teaching Building will be a new multi faculty complex spanning four levels and will likely encompass an approximate Gross Floor Area of 28,000sqm.

Ground works on the project have commenced, with an overall completion date for The Learning and Teaching Building scheduled for mid-2018.

The Learning and Teaching Building forms part of the largest infrastructure development program in the history of the campus.

Included in the sprawling development is a new public transport interchange, additional parking, facilities for cyclists, public plaza and multiple retail outlets. Tiered lecture theatres, flat-floor classrooms, media lounges and laptop bars are also set to feature.

Buxton Construction have all but delivered a new multi-level car park providing 650 new car spaces while the four new Halls of Residence have been recently completed by Brookfield Multiplex.

The four buildings have added an additional 1,000 student apartments; a follow-up to the award-winning Briggs and Jackomos Halls during 2012.

Add <a href="/news/a-lyons-masterclass">New Horizons</a> and <a href="/news/green-chemical-futures-another-lyons-marvel">Green Chemical Futures</a>, and Monash University's Clayton Campus may just have usurped Melbourne University's Parkville campus as having the most modern and appropriately daring architecture of any university Melbourne-wide.

Revealed during 2012 and with renowned architect Moshe Safdie in tow, the project with a nominated value of $80 million was set to have a completion date of 2016.

In collaboration with Fender Katsalidis, the design duo were to have designed a facility which included a concert hall, jazz club, recording studio, teaching and practice spaces. The status of the project is unknown.

Monash Clayton continues to evolve with another new construction program

Upholding a long standing political tradition of announcing newsworthy items just prior to extended break periods, news surfaced last Thursday evening of Planning Minister Richard Wynne's decision to reject Cbus Property's proposed skyscraper at 447 Collins Street. This is the second such refusal for the developer on what is a marquee development site.

Referred to as the 'Pantscraper' in Fairfax publications due to the unique shape of the now defunct proposal, Minister Wynne's refusal of the project is one of boldness or foolishness… depending upon one's perspective on the matter of course!

There are valid arguments for both approval and rejection of the building, which if approved would have most definitely given Melbourne's skyline a unique focal point from various angles. The matter has been and continues to be hotly debated on Apartments.com.au's forum, a petition is circulating in the vain attempt to save the design; it's altogether very emotive topic for what is generally a cut and dry sector.

So was Minister Wynne's disapproval a wise decision?

I lean towards no, based upon how vocal Lord Major Robert Doyle has been in the days since the decision was made public. For so long the 'canary down the mine shaft' on all major inner city development proposals, Melbourne City Council are always willing to sing a song of discontent when it came to assessing the worth of any given planning application.

That they were fully behind this particular proposal said enough in itself.

From Cbus Property's perspective the entire exercise has been an expensive one thus far, particularly in terms of securing the site and funding the subsequent onsite demolition which was overseen by Probuild. Any revised development scheme would require that initial outlays be recouped, along with any expected return on investment.

Can this be achieved with the notional parameters now set over the site? 120 metres being the approximate height at which any towers could reach prior to stumbling into overshadowing issues.

Thus far it has been a case of Cbus Property seeking dispensation for height in return for maintaining 2,000sqm of open space fronting Collins Street; an excessively rare chance to provide Melbourne's premier thoroughfare with a new park.

No height dispensation should essentially equal no 2,000sqm park fronting Collins Street; at least that would be my stance if I were in the shoes of Cbus Property - fool me once, fool me twice… or something along those lines.

In order to reap what they expect from the site I wouldn't be surprised if the development takes on a more typical design outcome, say similar to Cbus Property's past development at Grand Central (181 William Street). While it wasn't architecturally stunning it got the job done, and that may just need to do for a revised 447 Collins Street… unfortunately.

It will be fascinating to see if any compromise can be reached from this point on; no Collins Street park would be an exceptionally poor outcome if it were to go that way. Lord Major Robert Doyle described 447 Collins Street's rejection as a terrible result for the city and I tend to agree.

No pants and no park: where to now for 447 Collins Street?

Banyule is beginning to witness an upswing in projects entering the Apartments.com.au Project Database as apartment developments within the municipality begin to take a foothold as with many other parts of Melbourne.

2015 witnessed a new high benchmark set for the area with the Fender Katsalidis-designed Ivanhoe Apartments gaining approval at 14 levels, becoming Banyule's tallest approved development to date.

Proponent Blue Whale Property Group Australia Pty Ltd is seeking approval for the development of the former car yard into a mixed-use project.

Initially submitted at 14 to 16 levels during mid 2015, the project which features aged care spaces, independent living apartments, GP and medical clinic spaces, a gymnasium, childcare centre, residential hotel and traditional apartments has been scaled back somewhat in line with Council's expectations. With revised plans submitted during December headline details for the Hayball-designed project are as follows:

<h2>The bulking of Banyule</h2>

A variety of smaller apartment projects are in the pipeline for the area as well, with Ivanhoe and Heidelberg accounting for many of the projects.

Blue Earth Group secured approval earlier in the year for an eight level apartment project at 9-11 Martin Street and 12 Powlett Street. Sold off by Austin Health and in close proximity to Heidleberg's medical precinct, Blue Earth Group are now free to pursue the SACBW-designed scheme which will include 131 apartments above medical and retail spaces.

Almost adjoining is a proposal for 91 Darebin Street, with Ascui &amp; Co creating a six level building containing a medical suite and 37 apartments. 37 Burgundy Street is also subject to a six level mixed-use building, with a variety of other smaller 3-4 level apartments projects also current within Banyule City Council's planning process.

Currently Apartments.com.au is tracking 31 projects within Banyule, with a handful yet to be added to the Project Database. The vast majority are residential apartment projects and are at various stages of the development cycle.

Larger projects at construction include Evergreen Ivanhoe and Heidi Apartments which between them account for 177 dwellings, while smaller projects such as Cartmell Place and 13-17 Cartmell Place act as infill developments. Mooted to launch shortly is 104 Mount Street with approximately 120 dwellings while 294 Bell Street has been revised if the new render above is any guide.

Overall, Apartments.com.au is tracking in excess of 2,100 apartments within Banyule.

Banyule bustles with new apartment projects

Last week Apartments.com.au explored the <a href="/news/two-classic-melbourne-pubs-set-to-make-way-for-apartment-developments">increasing number of inner-city pubs making way for apartment developments</a>, with the two latest proposals likely to be Port Melbourne's London Hotel and South Melbourne's Palmerston Hotel.

While the lure of comparatively quick gains has proven to be too great an incentive for numerous pub/hotel owners, one venue has bucked the trend by incorporating apartments into an ongoing hotel operation rather than completely shutting its doors. With approval in place, St Kilda's Village Belle Hotel will during 2016 undergo a multi-million dollar redevelopment.

Overlooking the southern end of Acland Street, Village Belle Hotel will be overhauled at the hand of prolific hospitality design firm Technē Architecture and Interior Design, with a double-storey winter beer garden set to stand side by side with a new apartment building fronting Smith Street.

<figcaption>The Village Belle with a new addition</figcaption></figure>With the origins of the pub circa 1890, the overhaul is in part designed to coincide with City of Port Phillip’s plans to upgrade Acland Street into a plaza by closing traffic to the thoroughfare and moving the No.96 tram terminus 54 metres into Acland Street itself. In effect the hotel will be opened up to Acland Street.

In terms of the new addition, 12 apartments will be added over a new three level structure abutting the existing pub, and will be split evenly between 6 one bedroom and 6 two bedroom dwellings. Being in close proximity to the pub, the apartment building will receive a heightened level of engineering to achieve an acceptable acoustic result for apartment dwellers.

The apartments' high end finish will be targeted at young professionals wanting to enter the St Kilda market with the pub's entertaining area connected to the apartments.

Village Belle's new space will be set among a steel-framed structure covered with operable glazed glass walls. A mechanism with pulleys will move the windows, adding to the industrial theme of the renovation while also allowing to space's climate to respond to changing weather conditions.

According to Technē the beer garden has been designed as an urban extension, opening up Acland Street and bringing further activity into the pub with greenery set throughout the new space.

In difference to many recent pub knock-downs, Village Belle has maintained the existing pub structure with the two new additions either side in proportion to the heritage pub.

Village Belle will remain open throughout the duration of the redevelopment.

A model whereby apartments and hotels coexist

Earlier in the month Apartments.com.au <a href="/news/development-sites-presently-advertised-for-sale-offer-a-reflection-of-the-current-market">highlighted the strong field of development sites</a> currently on the market, with a slant toward suburban sites holding sway over inner city offerings. Developers gazes may well be swing back to the inner city with two prime sites offered in the interceding time, will full approvals in tow.

<h2>54-56 Clarke Street, Southbank</h2>

Planning Minster of the day Matthew Guy labelled it "a revolutionary change for the way that we design buildings in Melbourne.” And now a Melbourne Cup field of developers will no doubt run the ruler over the approved 54-56 Clarke Street with an eye toward creating Melbourne's next landmark building and the bragging rights that go with such a tag.

The development site has been listed for sale with incumbent proponent Matrix and Cube choosing to move the Southbank site on rather than proceed with a dedicated apartment sales campaign. The project dubbed 'Elysium' has thus far maintained its own website which has allowed interested parties to register their interest in the project. 
Freshly listed with both CBRE City Sales and Knight Frank, 54-56 Clarke Street is a 74 level project with approval for 288 high-end apartments and an associated ground floor cafe.

Thus any potential buyer of the site could deliver the approved scheme which would be considerably taller than those buildings surrounding it, both in the present and the future.

The successful buyer will have a chance to secure the site via an Expressions of Interest campaign which closes Monday the 11th of April.

<h2>10 Moreland Street, Footscray</h2>

Designed by CBD-based Architecton and in the hands of agent Savills, the tower is capable of accommodating 210 dwellings over the 1,277sqm site, with three street frontages holding retails tenancies.

Other notable development sites offered for sale recently in the immediate area include <a href="/buildings/liberty-one-1-warde-street-footscray">1 Warde Street</a> with 380 approved apartments in tow along with 54-58 Hopkins Street. Better known as Franco Cozzo's Footscray home, 54-58 Hopkins Street has been billed as capable of handling a sizeable tower.

54-56 Clarke and 10 Moreland enter the already strong development site field

The venerable Melbourne institution otherwise known as the local pub continues to feel the pinch as the lure of apartment living looks set to account for two more well known venues.

Latest to be earmarked for demolition is South Melbourne's Palmerston Hotel which many Melburnians would have driven past at one point or another, given its position on Kings Way. First licensed during 1876, current proponents Max Group Capital 2 Pty Ltd have applied to replace the existing dual level venue which is defined externally by a number of murals.

In the pub's place would rise a building of 55 apartments.

In documents lodged with City of Port Phillip, DKO Architecture describe the proposal as "functional, responsive to its corner location and respectful of transition in built form height, also expresses exemplary creativity and innovation in design. It will be a prominent building of high architectural within the Kings Way setting.

In this regard the building itself is considered to satisfy urban art Principles 1 and 2 by: - Providing creative and innovative built form in a highly visible location; - Contributing to the identity of place by contributing the diversity of built form along the Kings Way corridor; and - the proposal holds aesthetic appeal and will be a functional streetscape element."

Diagonally opposite Station Pier, the watering hole and restaurant is intending to cash in on its premier location and associated premium dollar attached to apartments in the area under the plans of developer TAB Developments Pty Ltd.

Decibel Architecture and b.e architecture have created the proposal which would see 32 apartments and one food/drink premises supersede the London Hotel.

One bedroom apartments within the proposal begin at 60sqm, two bedroom dwellings range between 107sqm and 135sqm while the intended projects three bedroom dwellings range between 147sqm and a very hefty 232sqm.

Image courtesy BRW</figcaption></figure>The loss of Melbourne pubs to apartment developments in nothing new, with one of the more high profile cases in recent years being that of the Stork Hotel opposite Queen Victoria Market. In its place Vision Apartments at well over 200 metres is approaching completion.

Other notable pubs lost to development include the Canada Hotel in Carlton and Footscray's Belgravia Hotel which has remained a dormant site postafter the venue's demolition.

Richmond's Rising Sun Hotel may well join the above examples with a residential complex approved for the site while the CBD's Duke of Kent and Great Western are also in danger with the former subject to a planning application, and the latter currently for sale as a development site.

Two classic Melbourne pubs set to make way for apartment developments

Has much of anything changed in the past six months regarding Melbourne's commercial construction output? 

There has been a spike in tower crane usage throughout Melbourne since the last census conducted during October 2015, contrary to the prediction made by Apartments.com.au. As of last week there were 161 tower cranes (give or take one or two units) plying their trade Melbourne-wide, a noteworthy jump of 17 relative to the October 2015 figure.

Whilst the top end of town remains steady and well served by incumbents such as General Cranes, MCG Cranes, Select Cranes and the like, the majority of growth has occurred in the suburbs where the proliferation of small and medium sized apartment development continues to flourish. Growth in the overall tower crane count is due to a new breed of smaller tower cranes employed to service this growing sector.

Doncaster and Box Hill continue to be apartment hot spots as evidenced by the number of cranes in use through Manningham and Whitehorse. A notable mention also goes to Brunswick East with a handful of projects beginning their skyward path in recent months.

Of the cranes in use, a sizeable 85% are for residential use, including student accommodation and retirement living projects.

<h2>A period of firsts</h2>

The past six months have yielded a number of firsts, with the first tower cranes appearing within two urban renewal projects; Fisahermans Bend and Footscray's Joseph Road Precinct.

New logos mounted across Melbourne's skyline are evident with first time users of tower cranes continuing to flow through. The likes of Buildcept, Liberty Builders, AG Constructions and EyeQ Constructions all notching up the milestone of sorts since the last census.

The tallest hammerhead to be used in Melbourne also made its mark atop Brady Group's Vision Tower whilst a sorry MCG Cranes unit continues to sit forlornly atop 150 Queen Street. Achieving precious little over a two year period, the tower crane is a rather overt reminder of the legal struggles that CEL Australia have endured in realising Tower Melbourne.

<h2>Lend Lease powers ahead</h2>

The ever strong Victoria Harbour is currently sporting 6 tower cranes spread over a handful of residential towers which will accommodate near on 1,500 apartments upon completion

Toorak Park is also in full swing with five tower cranes delivering the residential enclave which holds an Orrong Road address. Lend Lease's 12 tower cranes in use sits behind the current 13 employed by Brookfield Multiplex, with residential builder Hamilton Marino in third place with 10 in use.

With Arup signed to Lend Lease's Melbourne Quarter, the developer also has another large-scale Melbourne project set to start.

<h2>High times ahead</h2>

The point at which the next Apartments.com.au Crane Count is conducted will invariably throw up two projects with newly installed tower cranes. Both Australia 108 and Aurora Melbourne Central are roughly tracking square with one another in terms of where they find themselves in construction progression.

The marquee projects will yield in excess of 2,000 private apartments between them and in Aurora's case an additional 200+ serviced apartments.

With build times out to 2019 and beyond, these two skyline defining projects will act as a visible 'backbone' for Melbourne's immense construction boom for some years to come.

Pulse of the construction industry: Melbourne tower crane count March 2016

Albert Road is currently subject to a mini wave of apartment projects as developers seek to cash in on the already popular residential sub precinct.

Split between South Melbourne 3205 and Melbourne 3004, Albert Road and the immediate block either side sees no less than nine separate apartment developments in the works, with the smallest project sporting 50 dwellings.

The progressive morphing of Albert Road begins with detached single dwelling blocks at its westerly edge and transforms into a mini high-rise enclave toward St Kilda Road, or what will become Domain Station/Interchange.

Overall the nine projects highlighted below look set to add as many as 1,060 new apartments into the area, with none yet to advance to construction.

<h2>Largest of the lot</h2>

GURNER's latest residential development landed with City of Port Phillip during November, with its current status listed as at appeal.

The work of Elenberg Fraser, 7 Bowen Crescent is expected to accommodate approximately 200 apartments on a triangular site which is now a distinctively angular low-rise commercial building.

A more recent application comes in the form of a conversion of the current multi-level car park found at 2 Bowen Crescent. Chinese-backed Wuzhong Albert Pty Ltd is behind the $67 million scheme, with Plus Architecture handling the design.

At a height of 65 metres, the proposal calls for 214 apartments, 206 car parking spaces and 697 square metres of retail space.

Kavellaris Urban Design are responsible for two recent planning applications. 

159 Eastern Road is subject to a residential proposal on behalf of Le Tet Property Group Pty Ltd which is both the owner and prospective developer of the land. 78 apartments are included over the 12 level building which features a distinctive facade highlighted by perforated metal screens.

Another project at 180 Albert Road is Sydney-based AUSWIN TWT's first Melbourne development. Dubbed New Life Melbourne, the glass-clad building incorporates 101 apartments above two retail spaces, with 23 three bedroom dwellings set over the upper levels.

Submitted to City of Port Phillip during November, the current status of 180 Albert Road is listed as at appeal.

Three smaller apartment  projects are found off Albert Road within South Melbourne, headed by GURNER's at sales 74 Eastern Road. Elenberg Fraser feature once again as the design lead with 85 apartments set to be created.

Likewise Lakehouse Apartments on Palmerston Crescent is also available for purchase.

Developer Enshine Property is championing the project with Lakehouse representing their first Melbourne endeavour following extensive property experience within China's Shanxi region.

Palmerston Crescent also plays host to Carter Group's intended residential pursuit. Plus Architecture created the project at 61-65 Palmerston Crescent which has been at planning for the best part of 19 months. 50 apartments are expected within the 13 level project.

<a href="https://urban.melbourne/planning/2015/02/03/planning-for-a-south-melbourne-double-dose">Covered during early 2015</a>, Elenberg Fraser's back to back residential towers have met differing planning outcomes.

The curvy 13-21 Palmerston Crescent ultimately found success via a trip to VCAT, with listed developer Round Bay Pty Ltd now free to proceed with the next phase of the development process. Included within the tower are near on 200 apartments set above ground floor commercial and retail spaces.

Not so fortunate was 28-32 Albert Road. Submitted at the same time as 13-21 Palmerston Crescent, it has gone back to planning with a revised scheme before City of Port Phillip.

Now more angular in appearance, the tower has also been revised from an initial 146 apartments down to 72, split almost evenly between two and three bedroom apartments. Evidently developer Lintime Pty Ltd has repositioned the proposal to capture the luxury apartment buyer.

1000 new apartments set for Albert Road and surrounds

Developer Growland Group are running with a recently unveiled project that may well set a new height benchmark for Melbourne's south-eastern corridor. 

St Kilda Road-based Growland Group initially turned to McBride Charles Ryan for their third Melbourne development, with initial concept renders showing dual residential towers of up to 23 levels with a typical burst of purple; a colour synonymous with the Prahran-based design practice.

With the Highett project now at planning, ROTHELOWAN have been installed as the preferred architect with the submitted scheme yet to be made public.

Set on a plot of roughly 4,000sqm, the development may well absorb a vacant tract of land fronting Nepean Highway and Karen Street.

The Highett venture is third in line in terms of the developer's local pipeline. With 459 apartments under construction on Southbank, Footscray's 4 Hopkins Street is shaping as the next project to advance.

Within the Joseph Road Precinct, 4 Hopkins Street is a large 13,100sqm vacant site which Growland Group expect will yield in excess of 1,000 apartments, in addition to ground-level retail spaces and communal facilities/rooftop gardens. Project architect Kavellaris Urban Design has created a scheme with multiple buildings, which would likely be constructed over stages.

Dubbed Merchant Square, the project's signature would be a solid podium surface disrupted by louvers which would "create <a href="http://www.goldenasset.com.au/wp-content/uploads/2014/09/Merchant-Square_Image001.jpg">low-rise silhouette shapes</a> that blur the between suburb and city in the Footscray area."

Spread over 1,455sqm and located at 42-48 Balston Street, the site with permits in place was secured by the developer during 2013.

After a construction delay due to a tower crane failure during 2015, head contractor Crema Constructions has a 2016 completion date set for the project which will hold 459 apartments upon completion. With a value of $105 Million, Marco Melbourne is well on the way to topping out, with the taller of the two separate towers set to reach 40 storeys.

Growland Group assumes a greater presence across Melbourne

<a href="https://www.apartments.com.au/developers/sunland-group">Sunland Group</a> has officially lodged plans for its first Gold Coast apartment project since the departure of the Abedian family from the company three years ago, unveiling a new high-rise proposal for a prominent Broadbeach corner site on Old Burleigh Road.

The application was submitted by an entity directed by Tom Jamieson, stepson of longtime Sunland leader Soheil Abedian, and Riaz Rezvanipour, brother-in-law of Sahba Abedian, Soheil’s son.

Sunland acquired the 1,283 sqm site on the corner of Old Burleigh Road and Armrick Avenue for $9.5 million late last year and is now seeking approval for a <a href="https://www.apartments.com.au/new-apartments/99-101-old-burleigh-road-broadbeach-qld-4218">42-storey tower with 81 apartments</a>.

Designed by <a href="https://www.apartments.com.au/architects/contreras-earl-architecture">Contreras Earl Architecture</a>, the proposed tower at 99-101 Old Burleigh Road would deliver a predominantly larger-format apartment mix aimed at the owner-occupier market. Plans include 17 two-bedroom apartments, 55 three-bedroom apartments, and nine four-bedroom residences across 35 residential levels.

The development also incorporates three basement levels, four podium parking levels, two levels of communal recreation facilities, and rooftop plant and equipment. A total of 189 car spaces are proposed, significantly exceeding the 90 spaces required under the planning scheme.

The architecture adopts a sculpted, curvilinear form, with deep wraparound balconies and integrated landscaping intended to soften the tower’s vertical expression. The planning report states the building’s “slender footprint/form provides a complimentary yet varied built form within the local streetscape” and contributes to “a varied, yet ordered skyline.”

Contreras Earl noted in its Architectural Statement that from the early stages, the project addressed a fundamental challenge: how to accommodate the required residential yield while avoiding the conventional model of a tower sitting on a rigid, fully resolved parking podium.

“The most direct response would have been to consolidate parking into a singular, flat podium and extrude a repetitive tower above,” the statement said. “While efficient, this approach would result in a consolidated built form with limited engagement with the surrounding landscape and public realm.”

Instead, the conventional podium model was “deliberately rejected”. The architects described the base of the building as “a landscaped architectural condition where structure, planting and circulation are integrated”.

“Rather than presenting a continuous built mass, the base of the building is articulated through a series of concrete planter elements that organise the podium into a fragmented system,” the statement said. “This approach reduces the perceived bulk of the lower levels while establishing a more permeable interface with the streetscape and adjacent open space.”

The site sits within the High Density Residential Zone and inside the City of Gold Coast’s unrestricted “HX” building height area, where the planning framework anticipates intensified residential development tied to the expanding light rail corridor. The planning report notes the area is undergoing “transition toward more intense development forms” given its proximity to Broadbeach, Surfers Paradise, and high-frequency public transport infrastructure.

Positioned directly opposite Broadbeach Park and within walking distance of Florida Gardens light rail station, the development would sit among a rapidly evolving stretch of Old Burleigh Road that has become one of the Gold Coast’s most active apartment development corridors.

The application joins a growing pipeline of luxury residential projects reshaping Broadbeach, including nearby developments by 5Point Projects, Polycell, and Graya.

The planning report argues the project contributes toward the Gold Coast’s long-term housing targets under the South East Queensland Regional Plan, which forecasts the need for more than 100,000 additional high-rise dwellings across the city by 2046.

First look: Sunland Group returns to Broadbeach new apartment market with new Old Burleigh Road tower plans

The Minns Labor Government has established the new Bays West Delivery Authority to lead the development&nbsp;of the Bays West Precinct and Blackwattle Bay Precinct.&nbsp;

The Authority is charged with creating Sydney’s newest precinct, a thriving, connected, sustainable hub with White Bay Power Station as its cultural heart. Its vision is to build on the area’s natural, cultural and industrial history to shape a vibrant new neighbourhood.

The precinct will deliver up to 8,500 well-located homes, including a minimum of 10 per cent affordable and essential worker homes. Combine new housing with public open space, opening public access to the waterfront for the first time in more than 100 years, while retaining important deep-water facilities to support Sydney’s working harbour.

Located just minutes from the Sydney CBD and connected to a world-class metro, ferry, walking and cycling links, the Bays West precinct will rebalance housing growth towards well-serviced inner-city locations and help tackle the state’s housing crisis.

The Bays West Delivery Authority,&nbsp;an agency of the Department of Planning, Housing and Infrastructure, will report to the NSW Minister for Lands and Property who already has oversight of major precinct renewal projects including at Blackwattle Bay and Barangaroo.

As part of the broader Bays West transformation, the Minns Government recently announced that a proposal from Lendlease to redevelop part of the Bays West Precinct has progressed to Stage 2 of the NSW Government’s unsolicited proposals process.

The Minns Labor Government has also confirmed the Bays West precinct will have a new suburb name. This will be the first major suburb built in close proximity to Sydney’s CBD in decades and will encompass the area currently being referred to as Bays West, including Glebe Island and the White Bay Power Station. Served by a new Metro station just five minutes from the CBD, it will become one of the most populous suburbs in the Inner West and one of Sydney’s premier cultural destinations.

An early works program is taking shape, which&nbsp;includes the first stages of an international design competition.&nbsp;

The aim of the Bays West&nbsp;International&nbsp;Design Competition is to&nbsp;ensure design excellence is embedded in the project from the start. The competition will deliver an&nbsp;urban framework that defines the character, ambition and long-term identity of&nbsp;this&nbsp;former industrial precinct as it transitions to a vibrant, inclusive and sustainable residential&nbsp;neighbourhood.

The competition will be led by the Bays West Delivery Authority in partnership with Government Architect NSW.&nbsp;

It will launch with an invitation for a global Expressions of Interest, before moving to an invitation-only stage that will be assessed by a panel that&nbsp;will provide advice to Cabinet who will select a winner.

Premier of NSW, Chris Minns said the establishment of the new Authority is the first step in transforming the Bays West precinct into a vibrant, livable suburb minutes from the Sydney CBD and two stops from Hunter St Station on the Metro West line.

“The Authority will deliver well-located homes close to the heart of the city and integrate the new precinct with Blackwattle Bay and the new Sydney Fish Market.

“This is a generational opportunity to build a new suburb on the city’s edge and open the harbour foreshore to the public for the first time in a century.”&nbsp;

Minister for Lands and Property Steve Kamper said the new Bays West Delivery Authority established by the Minns Government will turbocharge the development of Sydney’s newest suburb.

“The Authority is working at a record pace to deliver an international design competition, planning pathways and a financial model so that this development benefits Sydney with well-designed homes in a central location, close to public transport, jobs, entertainment and essential services.

“If we want Sydney to stay liveable and affordable, we need to be bold about using underutilised government-owned land to deliver homes for the future while making sure essential working harbour functions can be accommodated.”

Bays West Delivery Authority established to "turbocharge" Sydney’s newest suburb

Around 400 additional homes could be built at Southwark Grounds on Port Road, lifting total site capacity from 1300 to around 1700 dwellings.

A recently approved code amendment would allow apartment towers of up to 14 storeys in some areas of Renewal SA’s redevelopment of the former West End Brewery.

Renewal SA Acting Chief Executive Shane Wingard said he welcomed the code amendment, with the increase in heights and homes making a positive impact on the supply of high-quality, well-connected housing close to the city.

“By going higher across some parts of Southwark Grounds, we are adding a substantial number of very well-located homes with little impact on project delivery time or planned open space,” Mr Wingard said.

Since the project officially launched in 2025, Mr Wingard said more than 12,000 enquiries had been received about living at Southwark Grounds.

“The very strong early interest we’ve seen since homes were first released in the precinct reinforces our plans to create more housing opportunities,” he said.

The Southwark Grounds code amendment was launched in December last year, with community engagement undertaken over five weeks from January.

It proposed increasing maximum building heights from eight to 14 storeys on the eastern section of Southwark Grounds, and to 12 storeys across the remainder of the site, with minimum building heights ranging from two to four storeys.

The code amendment was implemented through an Early Commencement policy in late January, allowing developers to quickly explore the viability of increased height and housing yield while other planning processes continue.

One of the first developers delivering apartment sites have already finalised redesigns to increase the number of apartments following the code amendment.

Samaras’ development adjacent to the future Colonel Light Park is now planning to deliver 125 apartments across 11 storeys, significantly greater than original plans of around 50 apartments across four storeys.

The developer is also exploring the potential for additional affordable housing outcomes.

Most of the apartments at Southwark Grounds will be delivered within a master-planned precinct on a large parcel of land on the eastern portion of the site, covering around two-thirds of its 8.4 hectares.

Wingard said detailed precinct planning over the coming months may identify further opportunities to increase yield further that could see total apartment numbers at Southwark Grounds, exceed this number.

Affordable homes at Southwark Grounds will also see a net increase, with Renewal SA maintaining its commitment to a minimum of 20 per cent affordable housing across the development.

Civil works have begun across the site, with construction under way on the first new roads surrounding a townhouse precinct in the south‑west corner of Southwark Grounds. This includes Renewal SA’s 17 Founder’s Row homes, which are on track for completion by Christmas.

“We expect to have people living at Southwark Grounds by the end of the year, so delivering roads and public spaces for those residents is among our highest priorities.”

Construction of 40 townhouses off Anderson Street, known as West Village and being delivered by Contour, is forecast to begin in mid‑2026. Kolabb’s Anderson Lane development will follow shortly after, delivering a further 26 townhouses.

Southwark Grounds is a state government‑led urban renewal project now set to deliver around 1,700 homes over the next decade.

Homes will be supported by a supermarket, a range of retail and hospitality offerings anchored by a revitalised Walkerville Brew Tower, a childcare centre, car parking and well‑connected public spaces.

400 new homes planned for Adelaide's former West End Brewery site

Brisbane developer&nbsp;<a href="https://www.apartments.com.au/developers/cavcorp">Cavcorp</a> has lodged plans for a new mixed-use residential development at <a href="https://www.apartments.com.au/new-apartments/55-wyandra-street-teneriffe-qld-4005">55 Wyandra Street</a>, Teneriffe, anchored by an 85-metre public laneway designed to reconnect the suburb’s riverfront with the Gasworks precinct.

The buildings, known as Teneriffe House and Teneriffe Lane, would replace the existing Queensland Cotton head office site with a 15-storey residential tower transitioning to eight storeys toward Helen Street. The project has been designed by Plazibat Architects and lodged as a code assessable development application for 93 apartments across a 3,401 sqm mixed-use site within the Newstead and Teneriffe Waterfront neighbourhood plan.

Central to the scheme is the transformation of an existing service easement into a publicly accessible cross-block connection linking Wyandra and Helen Streets. Cavcorp says the new laneway will act as both a pedestrian shortcut and a landscaped civic space between the Teneriffe Riverwalk, ferry terminal, and Gasworks precinct.

“The revised proposal delivers a legacy public-realm cross-block link, permanently secured for community use, transforming an existing private easement into a safe, high-quality pedestrian connection between the Teneriffe heritage riverwalk and the Gasworks–Long Island precinct,” the planning report states.

The laneway will sit beneath a large subtropical loggia integrated into the podium levels of the development. The design incorporates deep landscaping, water gardens, lobby spaces, business lounges, and ground-floor apartments to create what Cavcorp describes as a climate-responsive “urban verandah.”

The tower itself has been designed as a slender form with recessed floorplates and curved translucent corners inspired by contemporary Japanese architecture. The building height aligns with the Commercial Road precinct controls, which permit towers up to 15 storeys within proximity to Longland Street.

The project will comprise a mix of larger-format apartments aimed at owner-occupiers, downsizers, and families. The proposed apartment mix includes 11 loggia apartments across the lower levels, 50 four-bedroom Sky-Terrace apartments from levels three to seven, and 32 Sky-Pool Homes occupying the upper tower levels. The Sky-Pool Homes will feature private thermal plunge pools integrated into oversized balconies.

According to the application, the apartments are intended to reinterpret the scale and character of Teneriffe’s woolstore conversions and Queensland homes within a vertical residential format.

“The sky-pool homes build on Cavcorp’s previous projects and introduce a distinct apartment typology to Teneriffe, informed by both local and international precedent and responding to an identified market demand for enhanced safety, space and amenity,” the planning submission notes.

A major focus of the proposal is its five-level wellness and lifestyle offering, extending from the basement through to the rooftop.

Amenities proposed include a rooftop Swim &amp; Racquet Club with a 25-metre Olympic lap pool and tennis court, coworking spaces and libraries, golf simulators, wine storage, concierge facilities, business lounges, pet wash areas, and rooftop longevity-focused wellness spaces with spas, outdoor fitness zones, and landscaped terraces.

All parking will be concealed within basement levels accessed from Wyandra and Helen Streets. Cavcorp says the deep-basement engineering approach allows the entire ground plane to prioritise landscaping, pedestrian movement, and active frontage rather than vehicle infrastructure.

The development continues Cavcorp’s concentration in Newstead and Teneriffe, where the Brisbane developer has delivered a number of apartment projects including Lucent, Le Bain, and Luminare, as well as the Long Island Wellness Precinct nearby. Several of those projects have received national design and architecture awards, including recognition under Brisbane’s “Buildings that Breathe” program.

Cavcorp unveils wellness-focused Teneriffe House and Teneriffe Lane apartment buildings

Focus Group Investments has lodged plans for a new apartment development at <a href="https://www.apartments.com.au/new-apartments/64-70-hanover-street-fitzroy-vic-3065">64–70 Hanover Street</a> in Fitzroy, seeking to utilise the Victorian Government’s recently introduced Great Design Fast Track pathway to accelerate approvals for the project.

The proposal is among the latest developments to emerge through the state-led initiative, which was established to fast-track well-designed residential projects in activity centres and transport-connected inner-city locations. The pathway allows qualifying developments that meet elevated design and housing benchmarks to bypass traditional council planning timeframes and instead be assessed directly by the Department of Transport and Planning.

Designed by SJB, the development will comprise a mix of apartments above activated lower levels, with a strong focus on architectural articulation, landscaping, and communal amenity. The design response seeks to balance the industrial character of Richmond’s former warehouse precincts with a more contemporary residential form.

Proposed are 63 new dwellings, a wide ranging mix of studio, one-, two-, and three-bedroom apartments, and townhouses and duplexes. They will be spread across a part-three, part-eight storey building.

The Planning and Urban Context Report by Tract says the development is of an "exemplary architectural standard" and has been carefully crafted by SJB Architects.

"Dwellings&nbsp;will benefit from excellent access to natural light, cross-ventilation opportunities and extensive communal space," the report noted.

The architectural material highlights the project’s integration of landscaped elements and communal spaces throughout the building. The proposal also incorporates sustainability initiatives aligned with the Victorian Government’s push for higher-performing apartment developments under the fast-track program.

The Great Design Fast Track was unveiled by the Victorian Government in 2024 as part of a broader housing supply strategy aimed at accelerating the delivery of new homes. Projects assessed through the pathway must demonstrate high-quality architecture, sustainability outcomes, and housing diversity while being located close to public transport and existing infrastructure.

Focus Group, founder and led by Paul De Lutiis, is increasingly active across Melbourne’s inner suburbs, targeting well-connected urban renewal locations suited to medium and higher-density residential development. The Fitzroy proposal continues that strategy, leveraging the area’s strong transport links, established retail amenity, and proximity to the CBD.

Fitzroy has been one of the most popular spots for developers and buyers in recent years. The likes of PACE Development Group, SMA Projects, Crema Group and Chapter Group, currently selling projects in the suburb.
