Singaporean outfit Fragrance Group has managed to gain approval for a substantial residential tower at 555 Collins Street.

Long after notions of a 400 metre commercial tower and in the wake of Fragrance Group's early ambitions for a 300 metre mixed use monolith onsite, a residential tower holding in excess off 600 apartments has been given the green light by Planning Minister Richard Wynne. This process of approval has taken place in conjunction with the site being offered for sale.

After failing to win approval for their initial scheme, Fragrance Group appointed Knight Frank in the early stages of 2016 as handling agent for what still remains a vacant office tower with prime Collins Street frontage.

Permitted this month, Fragrance Group <a href="http://infopub.sgx.com/FileOpen/Approval%20for%20Planning%20Permit%20for%20555%20Collins%20Street%20Melbourne.ashx?App=Announcement&amp;FileID=421991">released the following statement to the Singapore Stock Exchange</a>, dated September 21st:

The Board of Directors of Fragrance Group Limited is pleased to announce that the Company’s Australian subsidiary, Fragrance VIC-MEL (Collins) Pty Ltd has obtained a planning permit for the property located at 555 Collins Street, Melbourne, Victoria. The planning permit allows for the Property to be developed into a mixed-use multi-storey building for dwellings and retail premises.

The Property, which is fully owned by Fragrance Collins, has a freehold tenure with a total land area of approximately 2,300 square metres. The Property is currently zoned “Capital City Zone 1”. Strategically located at the intersection of Kings Street and Collins Street, 555 Collins Street is a unique corner site in the bustling Melbourne CBD. The area is a central hub for business and well connected by public transport.

The development which was approved based on a floor area ratio of 1:24, will comprise of retail and restaurant outlets on the ground floor, 625 residential units consisting of 1, 2, 3 bedroom apartments and penthouses with car parks located in the 4 basements. Other than a whole floor dedicated to well-appointed residential amenities like lounges, gymnasium, swimming pool etc., residents will also be able to get to enjoy a variety of food and beverage and retail provisions on the ground floor amidst large recessed plazas and walkway connecting the development to the adjoining buildings.

In comparison the <a href="/news/softly-does-it-555-collins-street-in-detail">initial Bates Smart-designed tower</a> for the site sought approval for 1,020 apartments, 11,280sqm office space and 300 hotel rooms over 91 levels. With a site area of 2,292sqm and a new approved floor area ratio/plot ratio of 1:24, the tower could conceivably reach a height of approximately 160-170 metres while incorporating setbacks of 5m, as was noted within Knight Frank's marketing material for the site.

Considering the aforementioned parameters, a tower of approximately 55,000sqm should be in the offing. For comparison's sake the existing 555 Collins Street office building has approximately 25,000sqm of vacant office space within its dated exterior.

With approval in place and the site's sales campaign yet to make any headway, it could be that Fragrance Group will choose to retain the asset in order to push through the freshly approved apartment scheme.

Not far away Fragrance Group are preparing to oversee the construction of Premier Tower on the Savoy site at 134 Spencer Street. Word has it the venue will close on November 25th in order to facilitate construction of the 249 metre tower, with Brookfield reportedly appointed as builder.

Fragrance Group secures approval for the seemingly defunct 555 Collins Street

18 months after securing a prime development site atop Doncaster Hill, <a href="/developers/samma-property-group">SPEC Property</a> is on the verge of receiving approval for their latest residential project within Manningham.

While they have diversified to become a citywide development presence, SPEC Property has been particularly strong within Doncaster in years gone by; Acacia Apartments, Viridian, Canvas Apartments and Madison are among the developer's work in the area to date. 9-11 Williamsons Road also represents a change in tact with <a href="/architects/bruce-henderson-architects">Bruce Henderson Architects</a> coming aboard for the project which is poised to add 137 additional apartments to <a href="/buildings/the-point-doncaster-hill-600-doncaster-road-doncaster">Doncaster Hill</a>.

Touted by agent Savills as the area's best development site at the time of sale, SPEC Property took a development concept to Council soon after, with the design process playing out to the point where a notice of decision to grant a permit was recently issued.

While also marking the developer's return to its early stomping ground, 9-11 Williamsons Road further adds to the expanding array of developers across <a href="/new-apartments/doncaster-vic-3108">Doncaster</a> and the secondary yet growing apartment market within <a href="/new-apartments/doncaster-east-vic-3109">Doncaster East</a>.

With unimpeded CBD views to the west, 9-11 Williamsons Road is configured in a U-shape to allow a maximum number of apartments a <a href="/new-apartments/melbourne-vic">CBD</a> view. A Carnarvon Street ground level communal garden links with internal amenities and will account for the void between either wing of the building.

Internally the project sees apartments vary in size from 48sqm to 105sqm, although four larger 3 bedroom penthouses will sit within the 120-132sqm zone. These penthouses are within a visually different design element atop the building and also hold expansive courtyards of up to 94sqm.

13 apartment projects of note are under construction according to the Apartments.com.au Project Database, with <a href="/new-apartments/the-courtyard-832-doncaster-road-doncaster">832 Doncaster Road</a> the next in line; <a href="/builders/may-constructions">May Constructions</a> are the anointed builder. All in all, 900 plus apartments and 224 aged care apartments/beds are at construction across the two suburbs.

If SPEC Property choose to launch 9-11 Williamsons Road in the near term, they will join the like of <a href="/developers/pace-development-group">Pace Development Group</a> and <a href="/developers/jinshan-investment-group-pty-ltd">Jinshan</a> who have released their latest projects for public purchase.

Some hefty projects are also waiting in the wings, with approval for four separate schemes atop Doncaster Hill capable of yielding an additional 893 apartments.

SPEC Property return to their roots atop Doncaster Hill

Melbourne is in the unprecedented position of now having a seventh tower spanning at least 200 metres at construction.

Far from its heydey of years gone by, the Carlton United Brewery site fronting Swanston and Bouverie has remained dormant since its closure during 1987. In that period a variety of proposals have filtered through for the prime site, but none were successful until developer Hengyi secured the development plot and revealed Swanston Central.

At 237 metres, Swanston Central is now in the hands of Multiplex, adding to the builder's already bulging current Melbourne construction portfolio.

Rich in history, the Carlton United Brewery site was subject to an archaeological dig during 2013 which <a href="https://www.propertyobserver.com.au/http://collections.museumvictoria.com.au/articles/13635">unearthed 2,187 artefacts</a>. With the ground underneath no longer baring any hidden relics, Delta Group over the last week have begun site remediation and excavation.

Eventually the Elenberg Fraser-designed Swanston Central will encapsulate approximately 1,000 dwellings, with a host of amenities to match. A level 69 Skyline Bar and Lounge leads the way, with a wellness centre, winter garden and ground level hawker market also planned for the project which accounts for another piece of the overall Carlton United Brewery site regeneration.

Tower, Aurora Melbourne Central and Victoria One are jointly beginning to, or are impacting the skyline, while Swanston Central will visually fall under the umbrella of Melbourne's northern CBD despite it being in Carlton.

The two remaining towers under a builder's guidance are Collins House at 204 metres and Australia 108 on Southbank Boulevard at 319 metres. A notable mention should also go to Tower Melbourne; due to legal wrangling, it too would be well into construction.

Seventh heaven: Melbourne sports seven 200 metre towers under construction

A stretch of Little Lonsdale Street between Queen and Elizabeth is becoming a microcosm for various other pockets of the CBD and Southbank, in that is will be a showcase of previous planning attitudes. As a raft of new towers push through, the fundamental feel of this Little Lonsdale stretch is being altered to something very different.

The crux of the issue was best described by Laurence Dragomir at the turn of 2015:

The proposed development continues the recent trend of large scale high-rises encroaching on the relatively low scale streetscapes which define Melbourne's 'Little' streets and laneways. I've always been a proponent for skyscrapers in the CBD, I won't shy away from that fact, however I don't consider developments of this scale to be appropriate responses to the character and grain of these areas.

The footprints of these sites is generally much smaller than the larger sites on the primary CBD streets. This results in narrow skyscrapers with two shared boundaries that if built to the extremity as usually tends to occur, creates a 'wall' effect that is amplified on much smaller streets from a pedestrian perspective.

I don't consider this to be a desirable outcome and would invite anyone to tell me otherwise or convince me that these are the type of streets we wish to create moving forward.

Much has changed since early 2015, particularly the planning fundamentals that underpin what can and cannot be approved within Melbourne's CBD. The stretch of Little Lonsdale Street is heading into a phase of redefinition, owing to construction beginning on a number of towers that were approved prior to Minister Wynne's new planning decree.

Union Tower and 399 Little Lonsdale are both at early construction, with Brady Group also poised to launch sales for the <a href="/buildings/380-melbourne-380-lonsdale-street-melbourne">hulking 380 Melbourne</a>. With <a href="http://380melbourne.com.au/">380 Melbourne's website taking registrations</a>, Brady Group also have the approved 207 metre 272-282 Queens Street up their sleeve, as well as a failed development site opposite 380 Melbourne at 278 Little Lonsdale Street.

The above projects fall within a roughly 150 metre stretch of Little Lonsdale Street, turning it into a a monument to previous planning attitudes; highlighting all that is both good and bad about Melbourne's sustained development drive over recent years.

Good in that two multi-level car parks have or will be razed, with the expectation that what replaces them will be of an almost infinitely superior design outcome. Bad in that this emerging 'wall' effect will subsume another section of Melbourne's CBD, which incidentally acts as a gateway to the sensitive Guildford Lane Precinct.

A much improved public realm experience will see an aesthetically pleasing street level overhaul, including a new mid block pedestrian thoroughfare and heavily green aspects applied to its Little Lonsdale Street podium.

380 Melbourne has the luxury of maintaining quite a sizeable development plot, allowing for higher levels of design sophistication and increased setbacks. 399 Little Lonsdale and Union Tower with their smaller plots employ lesser setbacks, resulting in "a 'wall' effect that is amplified on much smaller streets from a pedestrian perspective" as Laurence so correctly spoke about.

Add these projects to the already completed Melbourne Star, Melbourne Sky and Elm Tower, and the result is less than ideal. In isolation each project has its own design merit, yet together they shift the physical form well beyond what should be considered acceptable for the area, while eroding the finer grain street level character of the area.

What remains unclear is Brady Group's intentions for the Phillips Shirts site at 278 Little Lonsdale Street. Submitted prior to the change in planning controls and having failed to gain approval for a 180 metre residential tower, the historic building now sits forlorn as if almost caught between two differing planning eras.

It will be fascinating to see Little Lonsdale Street change over the next five years. For those who appreciate the current character of this stretch of Little Lonsdale Street, best take it in now while you still can.

Little Lonsdale Street becomes a showcase of previous planning attitudes

Early works have commenced on two suburban Melbourne projects that promise to reshape their respective surrounds.

A precursor to construction proper, early works for both 62 Wests Road Maribyrnong and 719 High Street Epping are underway, with both developments set to comfortably become the tallest towers in their respective suburbs.

These new suburban high points will also further expand the grip of apartment living into relatively untapped areas, although Maribyrnong does have a growing catalogue of apartment projects found primarily within Edgewater Estate. Nonetheless, piling has begun on the site of Maribyrnong's tallest tower with developer JMC Group also acting as builder, although it's unknown if these current works will flow into construction proper.

The final and tallest stage of Marque Maribyrnong fronts Raleigh Road and Wests Road, and is surrounded by strategic development sites. Directly north lies the former munitions factory site which is earmarked for residential conversion, while land to the east has been subject to rezoning discussions which could see the precinct host multiple high rise towers in the future.

Nearing completion, Aspire and the already completed Calibre represent JMC Group's two shorter endeavours in the residential precinct, with the final phase set to span 18 levels or 56 metres.

Approval is held for 165 apartments within the final building.

While it will comfortably become Maribyrnong's tallest tower upon completion, the final phase of Marque Maribyrnong will likely be joined by a fellow high rise by way of Orion International Group's <a href="/buildings/summus-2-wests-road-maribyrnong">Summus</a> which is also on Wests Road and recently went to construction tender. When delivered Summus will span 15 levels or 48 metres.

Hand in hand with preliminary onsite works is the release of new imagery showing the mixed-use project which corners High Street and Wedge Street. According to construction and development company Pelligra, 719 High Street will include offices, apartments, a gym and shopping centre, medical facilities plus a multi-level car park within a building spanning 12 levels.

Initially approved during 2013, 719 High Street is poised to become City of Whittlesea's tallest building and the first manifestation of the <a href="https://www.whittlesea.vic.gov.au/building-planning-and-transport/planningdev/planning-for-the-future/place-snapshots/epping-place-snapshot/epping-central-overview">Epping Central Structure Plan</a> which promotes growth across Epping's central spine.

719 High Street's fresh design comes as Pelligra prepares to push through a fellow Epping project at 790 High Street. The more modest Alto Epping features 29 apartments across 6 levels, with C&amp;K Architecture responsible for the design.

Two significant suburban projects break ground

One of the largest approvals during the Matthew Guy planning era is quietly going about facilitating changes to the permitted scheme that will significantly increase the project yield.

Dubbed Ultimus Tower, when under the guidance of selling agent CBRE City Sales 38 Freshwater Place changed hands at the turn of the year, with Sydney-based interests now driving the project. PCT Developments and Management is listed as the applicant for the revised scheme, with GL Investment Co Melbourne Pty Ltd installed as the newest site owner.

Post its initial submission during 2013, the Metier3-designed skyscraper was eventually granted approval by the current Planning Minister in March 2015. The permit at the time allowed for a 73 level mixed-use tower which forms part of the wider Freshwater Place precinct, but which also holds a Power Street frontage.

With a nominal development cost of $400 million, the most recent design iteration, set above a 3,096sqm site, will round out the Freshwater Place Precinct.

<figcaption>Intended ground level pedestrian treatment. Planning image: Metier3</figcaption></figure>Under a Section 72 amendment the tower in its external appearance will remain much the same at 272.25m tall at its roof level, although internally the configuration will be altered heavily.

With Metier3 still acting as project lead, the latest owners have sought to boost apartment numbers from 482 to 607. Premium apartments account for 14 of the 607, and are considerably more larger with internals of up to 195sqm. Overall, apartment sizes fall back into line with what could be considered the norm; single bed apartments of typically 50sqm, doubles with 70-80sqm and triples with 115-125sqm.

In line with the originally approved plan, a hotel component has been retained, although suite numbers have fallen from 390 to 299. The approved office space of some 1,288sqm has been eliminated as has the majority of retail space within the scheme; from 3,083sqm to a mere 538sqm.

Car parking provisions remain unchanged at 480, with both motorbike and bicycle allowances increasing.

With a new plot ratio of 36.8:1, setbacks to the north and west have been increased to 10m, with the eastern flank remaining unchanged at 5m. The podium height increases to 9 levels or 32.85m, with a new larger Gross Floor Area of 113,898sqm. This placed the tower among one of Melbourne's largest developments.

The building itself and crane utilised in the construction process will be well under the PANS‐OPS barrier, but the building will penetrate the Essendon OLS barrier by 58.75m; the crane even moreso.

To this end the tower crane is expected to begin operation during August 2017 and continue through to September 2019.

These dates would suggest a best case scenario.

38 Freshwater Place's proponents ramp up their intentions

Booming inbound tourism and a healthy major events schedule have allowed Melbourne's hotel sector to go from strength to strength over recent years, with levels of hotel development mirroring the upward trend.

Much of the hotel development activity naturally encompasses the CBD and surrounding suburbs, given it is the engine room for Melbourne's tourism and business streams. While these projects within City of Melbourne garner much of the attention, suburban Melbourne is also experiencing a surge in hotel activity.

Smaller in scale but just as dynamic a development sector, what is actually happening in Melbourne's suburbs in terms of hotel and serviced apartment activity? Apartments.com.au casts an eye over major suburban hotel and short-stay projects that are currently in play beyond City of Melbourne's borders.

While not absolute, the far-ranging list of projects below does provide a basis on which to assess the strength of suburban Melbourne's hotel sector.

<h2>Under construction</h2>

Most recent to begin construction is <a href="/developments/ringwood-vic-3134">Sage Hotel</a> atop Eastland Ringwood. Singaporean operator SilverNeedle will move in to the $36 million build under their Sage Hotel brand, with Probuild set to complete the 120 suite complex by late 2017.

Sage joins <a href="/developments/dandenong-vic-3175">Quest Dandenong's</a> 95 serviced apartments and Hyatt Place's 166 hotel suites which are both well into their construction schedules. Rounding out the suburban construction quartet is <a href="/buildings/whitehorse-towers-850-whitehorse-road-box-hill">Whitehorse Towers</a>, with Asian Pacifdic Group's 100 hotel suites found within an Art Series Hotels project dubbed The Chen.

A trio of projects are next in line. Ringwood features once more with a mixed-use development at <a href="/developments/ringwood-vic-3134">96-98 Maroondah Highway</a> poised to begin construction with builder CornoNero's signage across the site. Quest will anchor the development, which also features commercial space.

Further, two projects of note are close to becoming reality. Spotlight Development Group's mixed-use <a href="/new-apartments/402-416-chapel-street-south-yarra">402-416 Chapel Street</a> has secured Starwood Hotels and Resorts as an operator, with their hotel brand Aloft set to grace the thoroughfare. 176 hotel suites are included within the development which will also feature 87 private apartments.

With construction expected to begin during 2017, the centrepiece of the project is a 12 storey, 285 suite hotel with JTX International declaring that they are in negotiations with Asian-based hotel operators to anchor the development.

<h2>In the wings</h2>

Less clear cut are the intentions of the developers behind the various approved hotel and serviced apartment projects across metropolitan Melbourne.

JTX International features again with its development at <a href="/buildings/37-bell-street-ivanhoe">37-63 Bell Street</a> recently gaining approval; 156 hotel suites can be delivered as part of the mixed-use scheme. Also waiting in the wings are developments within <a href="/developments/berwick-vic-3806">Berwick</a>, <a href="/developments/south-melbourne-vic-3205">South Melbourne</a>, <a href="/news/chadstones-twin-towers-sharpen-up">Chadstone</a>, <a href="/developments/mount-waverley-vic-3149">Mount Waverley</a> and <a href="/developments/st-kilda-vic-3182">St Kilda</a>.

Worthy of mention is the conversion of the existing 38 Inkerman Street to the <a href="/new-apartments/38-inkerman-street-st-kilda">Ebony All Suite Hotel</a> which will hold 80 hotel suites. Approval for the conversion was granted by City of Port Phillip at the start of the year.

Image: Perri Projects</figcaption></figure>Two significant projects are currently at planning. <a href="/buildings/lanbruk-apartments-79-bridge-road-richmond">79 Bridge Road</a> is seeking 27 serviced apartments within a mid rise building while the considerably larger <a href="/buildings/whitehorse-trio-845-851-whitehorse-road-box-hill">845 Whitehorse Road</a> would encapsulate 150 hotel suites across its expansive podium structure, should it gain approval.

All in all, the projects outlined above result in roughly 1,700 additional hotel suites and serviced apartments across metropolitan Melbourne.

<h2>Invoking the crystal ball</h2>

It may be that some of the above projects do not proceed. Examples such as the failed Crowne Plaza Doncaster Hill and the on again, off again Space Hotel St Kilda come to mind.

Nevertheless, many of Melbourne's suburbs are rapidly evolving to the point where the economic case for hotel and serviced apartment investment stacks up. Major shopping centres and emerging apartment hot spots such as Doncaster Hill are catalysts for investment, but the likely growth in hotels throughout Melbourne's suburbs will come when National Employment Clusters truly take root in the suburbs.

Areas such as Bundoora, Clayton, Sunshine and Werribee East will in time lend themselves to hotel and serviced apartment investment; their manipulated geographic concentration and mixed use natures will demand it.

Rockin' the suburbs: new hotel developments flow through metropolitan Melbourne

St Kilda Road will be the setting for the debut of another international developer, with Singaporean outfit Lian Beng Group's intended residential tower now with City of Port Phillip.

Having secured <a href="/new-apartments/596-st-kilda-road-melbourne">596 St Kilda Road</a> during 2015 for $25 million, first-time market entrant Lian Beng Group have submitted for approval a residential scheme that further morphs the boulevard into a sought after residential strip. Stepping away somewhat from the premium apartment buyer which has defined St Kilda Road in recent times, the proposal consists predominantly of oversized single bedroom dwellings.

Noted within the <a href="https://eservices.portphillip.vic.gov.au/webdocs/909902/ADV%20Architect%20Report%20-%20Incl.%203D%20images.PDF">town planing submission</a>, project architect <a href="/architects/bates-smart">Bates Smart</a> references the eclectic nature of Windsor and the youthful aspects of the development, perhaps a reference to the target buyer.

Externally 596 St Kilda Road's 19 levels are defined by 1,150sqm of vertical garden space arranged seemingly draped over the design's exterior; a far cry from the 1940's apartment complex onsite which is set to make way for the tower.

Supplementing the vertical gardens is 892sqm of ground floor green area, with Bates Smart describing the building as living design.

With the tower's projecting planters intended to mirror the gardens of St Kilda Road in a vertical fashion, they are also designed to become an external extension of internal spaces. Bates Smart heavily reference the pavilion throughout their urban context report, essentially created a tower where external spaces are designed to be used as often as possible.

This is achieved by floor to ceiling glazing, extended slabs and operable screens.

Conceived as a series of stacked pavilions, 596 St Kilda Road does carry similar external traits to existing Bates Smart residential projects such as <a href="http://www.pelotongroup.com.au/property/queens_road.htm">Proximity on Queens</a> and Canberra's <a href="https://www.batessmart.com/bates-smart/projects/sectors/residential/atelier/">Atelier</a>, albeit with the addition of green vertical highlights.

596 St Kilda Road's apartment mix sees 95 single bedroom apartments range in size between 50-62sqm while dual bedrooms range between 77-82sqm.

Asian developers are well represented in the area, with Lian Beng Group merely the latest to cash in upon Melbourne's high density living surge. <a href="/developers/s-p-setia">SP Setia</a> will have <a href="/buildings/parque-melbourne-555-st-kilda-road-melbourne">Parque St Kilda Road</a> complete soon enough with settlement due by the end of next month, while a handful of other projects are in the pipeline.

<a href="/new-apartments/the-mayfair-412-st-kilda-road-melbourne">412 St Kilda Road</a> is at planning on behalf of Malaysian-based <a href="/developers/uem-sunrise">UEM Sunrise</a> while the likes of Wuzhong and Chinese-affiliated <a href="/developers/golden-age-group">Golden Age Group</a> are also active on the strip.

Lian Beng Group enter Melbourne with 596 St Kilda Road

It looks to be one of those instances where a single image says it all.

In this case the lead image above illustrates the rapid change engulfing the northern stretch of <a href="/new-apartments/melbourne-vic">Melbourne's CBD</a>. During a recent visit to Hickory Group's topping out ceremony for <a href="/buildings/la-trobe-tower-323-la-trobe-street-melbourne">La Trobe Tower</a>, the scale of this change became patently evident.

Given abundant coverage to date on Apartments.com.au, towering individual planning applications and rendered city models fail to adequately convey the emergence of a new crop of tall Melbourne towers. The above image for instance would be greatly augmented should the 210 metre <a href="/buildings/uno-melbourne-117-abeckett-street-melbourne">111 A'Beckett Street</a> rise in the foreground; essentially block out three of the new crop of towers which all weigh in above the 200 metre mark: Vision, <a href="/buildings/victoria-one-452-472-elizabeth-street-melbourne">Victoria One</a> and <a href="/buildings/light-house-450-elizabeth-street-melbourne">Light House</a>.

Assuming that we're currently at a nominal half-way point in the construction of this rash of new residential towers across the north of Melbourne's CBD, what observations can be made at this time?

Minimal setbacks have given the eastern site of Elizabeth an imposing presence from street level; some will argue it as a welcomed change representing Melbourne's progression, while others will note that Elizabeth Street is becoming a cold and uninviting public place. Much will depend upon how readily these new towers interact with the streetscape upon their respective completions.

A previously rundown streetscape or an uninviting wall of towers, for those who value urban design it could be argued neither is a particularly palatable outcome.

<figcaption>Lighthouse on show</figcaption></figure>On a larger scale though, these new towers have definitely brought a fresh design dynamic to Melbourne's skyline, with <a href="/architects/fraser-partners-0">Elenberg Fraser</a> the primary firm responsible.

The architecture practice can lay claim to seven current towers in the northern stretch of Melbourne's CBD; five are at construction with the shortest being the 172 metre <a href="/buildings/avant-60-abeckett-street-melbourne">Avant</a>. Colour and form are coming to the fore, with Light House above a prime example of Elenberg Fraser's progressive design dynamic.

Perhaps though the most stylish tower on the rise anywhere in Melbourne is <a href="/buildings/eq-tower-127-abeckett-street-melbourne">EQ Tower</a>. It's pinkish-purple facade and inverse flowing lines are particularly attractive and it has rapidly emerged as a beacon of design prowess, owing to its many unique characteristics.

The changing face of Melbourne's northern CBD

Integrated residential property funds management and real estate services organisation Oliver Hume is seeking to develop another slice of industrial West Melbourne, becoming the group's third Melbourne apartment project behind <a href="/new-apartments/cheltenham-vic-3192">Ilixir</a> in Cheltenham and The Principal which fronts Flemington Road.

Jackson Clements Burrows are behind the design for 164-184 Roden Street which if approved, will retain the exterior of the substantial heritage building onsite, along with a portion of the interior floor plate set back to the inner columns. This is done so in order to provide legitimacy to a healthy number of warehouse shells intended within the development.

Works for the existing onsite building began during 1889, with subsequent additions through to 1937 for then expanding hardware merchants Briscoe &amp; Co. According to heritage consultants Bryce Raworth,164-184 Roden Street and the associated street addresses the existing building holds fall under a D grade heritage listing.

City of Melbourne have received 12 objections to the development.

206 dwellings are included within the project's eight levels, despite a planning overlay expecting a preferred building height of four storeys. From a prospective apartment buyer's point of view, 164-184 Roden Street may be an attractive prospect as the development team has gone to lengths to create diversity of living options within the development.

Dual level warehouse shells, duplexes and loft options add to the ubiquitous one and two bedroom apartments within the development. Single bedroom apartments span the 48sqm-62sqm range, with living options expanding in size thereafter.

The warehouse and loft formats presumably seek to set the project apart from its West Melbourne contemporaries, with advertised plans indicating that both loft and warehouse options are proportionately large. Two storey, two bedroom lofts sit between 97-98sqm with ample exterior areas in tow.

Largest of all these projects is 355-371 Spencer Street which carries approval for 700 plus apartments, while West Melbourne's tallest building is currently heading skyward. Set to reach 131 metres, The Spencer as seen above has picked up its construction pace considerably now that the build is beyond the podium levels.

Oliver Hume and JCB add to the West Melbourne dynamic

<a href="https://www.apartments.com.au/developers/sunland-group">Sunland Group</a> has officially lodged plans for its first Gold Coast apartment project since the departure of the Abedian family from the company three years ago, unveiling a new high-rise proposal for a prominent Broadbeach corner site on Old Burleigh Road.

The application was submitted by an entity directed by Tom Jamieson, stepson of longtime Sunland leader Soheil Abedian, and Riaz Rezvanipour, brother-in-law of Sahba Abedian, Soheil’s son.

Sunland acquired the 1,283 sqm site on the corner of Old Burleigh Road and Armrick Avenue for $9.5 million late last year and is now seeking approval for a <a href="https://www.apartments.com.au/new-apartments/99-101-old-burleigh-road-broadbeach-qld-4218">42-storey tower with 81 apartments</a>.

Designed by <a href="https://www.apartments.com.au/architects/contreras-earl-architecture">Contreras Earl Architecture</a>, the proposed tower at 99-101 Old Burleigh Road would deliver a predominantly larger-format apartment mix aimed at the owner-occupier market. Plans include 17 two-bedroom apartments, 55 three-bedroom apartments, and nine four-bedroom residences across 35 residential levels.

The development also incorporates three basement levels, four podium parking levels, two levels of communal recreation facilities, and rooftop plant and equipment. A total of 189 car spaces are proposed, significantly exceeding the 90 spaces required under the planning scheme.

The architecture adopts a sculpted, curvilinear form, with deep wraparound balconies and integrated landscaping intended to soften the tower’s vertical expression. The planning report states the building’s “slender footprint/form provides a complimentary yet varied built form within the local streetscape” and contributes to “a varied, yet ordered skyline.”

Contreras Earl noted in its Architectural Statement that from the early stages, the project addressed a fundamental challenge: how to accommodate the required residential yield while avoiding the conventional model of a tower sitting on a rigid, fully resolved parking podium.

“The most direct response would have been to consolidate parking into a singular, flat podium and extrude a repetitive tower above,” the statement said. “While efficient, this approach would result in a consolidated built form with limited engagement with the surrounding landscape and public realm.”

Instead, the conventional podium model was “deliberately rejected”. The architects described the base of the building as “a landscaped architectural condition where structure, planting and circulation are integrated”.

“Rather than presenting a continuous built mass, the base of the building is articulated through a series of concrete planter elements that organise the podium into a fragmented system,” the statement said. “This approach reduces the perceived bulk of the lower levels while establishing a more permeable interface with the streetscape and adjacent open space.”

The site sits within the High Density Residential Zone and inside the City of Gold Coast’s unrestricted “HX” building height area, where the planning framework anticipates intensified residential development tied to the expanding light rail corridor. The planning report notes the area is undergoing “transition toward more intense development forms” given its proximity to Broadbeach, Surfers Paradise, and high-frequency public transport infrastructure.

Positioned directly opposite Broadbeach Park and within walking distance of Florida Gardens light rail station, the development would sit among a rapidly evolving stretch of Old Burleigh Road that has become one of the Gold Coast’s most active apartment development corridors.

The application joins a growing pipeline of luxury residential projects reshaping Broadbeach, including nearby developments by 5Point Projects, Polycell, and Graya.

The planning report argues the project contributes toward the Gold Coast’s long-term housing targets under the South East Queensland Regional Plan, which forecasts the need for more than 100,000 additional high-rise dwellings across the city by 2046.

First look: Sunland Group returns to Broadbeach new apartment market with new Old Burleigh Road tower plans

The Minns Labor Government has established the new Bays West Delivery Authority to lead the development&nbsp;of the Bays West Precinct and Blackwattle Bay Precinct.&nbsp;

The Authority is charged with creating Sydney’s newest precinct, a thriving, connected, sustainable hub with White Bay Power Station as its cultural heart. Its vision is to build on the area’s natural, cultural and industrial history to shape a vibrant new neighbourhood.

The precinct will deliver up to 8,500 well-located homes, including a minimum of 10 per cent affordable and essential worker homes. Combine new housing with public open space, opening public access to the waterfront for the first time in more than 100 years, while retaining important deep-water facilities to support Sydney’s working harbour.

Located just minutes from the Sydney CBD and connected to a world-class metro, ferry, walking and cycling links, the Bays West precinct will rebalance housing growth towards well-serviced inner-city locations and help tackle the state’s housing crisis.

The Bays West Delivery Authority,&nbsp;an agency of the Department of Planning, Housing and Infrastructure, will report to the NSW Minister for Lands and Property who already has oversight of major precinct renewal projects including at Blackwattle Bay and Barangaroo.

As part of the broader Bays West transformation, the Minns Government recently announced that a proposal from Lendlease to redevelop part of the Bays West Precinct has progressed to Stage 2 of the NSW Government’s unsolicited proposals process.

The Minns Labor Government has also confirmed the Bays West precinct will have a new suburb name. This will be the first major suburb built in close proximity to Sydney’s CBD in decades and will encompass the area currently being referred to as Bays West, including Glebe Island and the White Bay Power Station. Served by a new Metro station just five minutes from the CBD, it will become one of the most populous suburbs in the Inner West and one of Sydney’s premier cultural destinations.

An early works program is taking shape, which&nbsp;includes the first stages of an international design competition.&nbsp;

The aim of the Bays West&nbsp;International&nbsp;Design Competition is to&nbsp;ensure design excellence is embedded in the project from the start. The competition will deliver an&nbsp;urban framework that defines the character, ambition and long-term identity of&nbsp;this&nbsp;former industrial precinct as it transitions to a vibrant, inclusive and sustainable residential&nbsp;neighbourhood.

The competition will be led by the Bays West Delivery Authority in partnership with Government Architect NSW.&nbsp;

It will launch with an invitation for a global Expressions of Interest, before moving to an invitation-only stage that will be assessed by a panel that&nbsp;will provide advice to Cabinet who will select a winner.

Premier of NSW, Chris Minns said the establishment of the new Authority is the first step in transforming the Bays West precinct into a vibrant, livable suburb minutes from the Sydney CBD and two stops from Hunter St Station on the Metro West line.

“The Authority will deliver well-located homes close to the heart of the city and integrate the new precinct with Blackwattle Bay and the new Sydney Fish Market.

“This is a generational opportunity to build a new suburb on the city’s edge and open the harbour foreshore to the public for the first time in a century.”&nbsp;

Minister for Lands and Property Steve Kamper said the new Bays West Delivery Authority established by the Minns Government will turbocharge the development of Sydney’s newest suburb.

“The Authority is working at a record pace to deliver an international design competition, planning pathways and a financial model so that this development benefits Sydney with well-designed homes in a central location, close to public transport, jobs, entertainment and essential services.

“If we want Sydney to stay liveable and affordable, we need to be bold about using underutilised government-owned land to deliver homes for the future while making sure essential working harbour functions can be accommodated.”

Bays West Delivery Authority established to "turbocharge" Sydney’s newest suburb

Around 400 additional homes could be built at Southwark Grounds on Port Road, lifting total site capacity from 1300 to around 1700 dwellings.

A recently approved code amendment would allow apartment towers of up to 14 storeys in some areas of Renewal SA’s redevelopment of the former West End Brewery.

Renewal SA Acting Chief Executive Shane Wingard said he welcomed the code amendment, with the increase in heights and homes making a positive impact on the supply of high-quality, well-connected housing close to the city.

“By going higher across some parts of Southwark Grounds, we are adding a substantial number of very well-located homes with little impact on project delivery time or planned open space,” Mr Wingard said.

Since the project officially launched in 2025, Mr Wingard said more than 12,000 enquiries had been received about living at Southwark Grounds.

“The very strong early interest we’ve seen since homes were first released in the precinct reinforces our plans to create more housing opportunities,” he said.

The Southwark Grounds code amendment was launched in December last year, with community engagement undertaken over five weeks from January.

It proposed increasing maximum building heights from eight to 14 storeys on the eastern section of Southwark Grounds, and to 12 storeys across the remainder of the site, with minimum building heights ranging from two to four storeys.

The code amendment was implemented through an Early Commencement policy in late January, allowing developers to quickly explore the viability of increased height and housing yield while other planning processes continue.

One of the first developers delivering apartment sites have already finalised redesigns to increase the number of apartments following the code amendment.

Samaras’ development adjacent to the future Colonel Light Park is now planning to deliver 125 apartments across 11 storeys, significantly greater than original plans of around 50 apartments across four storeys.

The developer is also exploring the potential for additional affordable housing outcomes.

Most of the apartments at Southwark Grounds will be delivered within a master-planned precinct on a large parcel of land on the eastern portion of the site, covering around two-thirds of its 8.4 hectares.

Wingard said detailed precinct planning over the coming months may identify further opportunities to increase yield further that could see total apartment numbers at Southwark Grounds, exceed this number.

Affordable homes at Southwark Grounds will also see a net increase, with Renewal SA maintaining its commitment to a minimum of 20 per cent affordable housing across the development.

Civil works have begun across the site, with construction under way on the first new roads surrounding a townhouse precinct in the south‑west corner of Southwark Grounds. This includes Renewal SA’s 17 Founder’s Row homes, which are on track for completion by Christmas.

“We expect to have people living at Southwark Grounds by the end of the year, so delivering roads and public spaces for those residents is among our highest priorities.”

Construction of 40 townhouses off Anderson Street, known as West Village and being delivered by Contour, is forecast to begin in mid‑2026. Kolabb’s Anderson Lane development will follow shortly after, delivering a further 26 townhouses.

Southwark Grounds is a state government‑led urban renewal project now set to deliver around 1,700 homes over the next decade.

Homes will be supported by a supermarket, a range of retail and hospitality offerings anchored by a revitalised Walkerville Brew Tower, a childcare centre, car parking and well‑connected public spaces.

400 new homes planned for Adelaide's former West End Brewery site

Brisbane developer&nbsp;<a href="https://www.apartments.com.au/developers/cavcorp">Cavcorp</a> has lodged plans for a new mixed-use residential development at <a href="https://www.apartments.com.au/new-apartments/55-wyandra-street-teneriffe-qld-4005">55 Wyandra Street</a>, Teneriffe, anchored by an 85-metre public laneway designed to reconnect the suburb’s riverfront with the Gasworks precinct.

The buildings, known as Teneriffe House and Teneriffe Lane, would replace the existing Queensland Cotton head office site with a 15-storey residential tower transitioning to eight storeys toward Helen Street. The project has been designed by Plazibat Architects and lodged as a code assessable development application for 93 apartments across a 3,401 sqm mixed-use site within the Newstead and Teneriffe Waterfront neighbourhood plan.

Central to the scheme is the transformation of an existing service easement into a publicly accessible cross-block connection linking Wyandra and Helen Streets. Cavcorp says the new laneway will act as both a pedestrian shortcut and a landscaped civic space between the Teneriffe Riverwalk, ferry terminal, and Gasworks precinct.

“The revised proposal delivers a legacy public-realm cross-block link, permanently secured for community use, transforming an existing private easement into a safe, high-quality pedestrian connection between the Teneriffe heritage riverwalk and the Gasworks–Long Island precinct,” the planning report states.

The laneway will sit beneath a large subtropical loggia integrated into the podium levels of the development. The design incorporates deep landscaping, water gardens, lobby spaces, business lounges, and ground-floor apartments to create what Cavcorp describes as a climate-responsive “urban verandah.”

The tower itself has been designed as a slender form with recessed floorplates and curved translucent corners inspired by contemporary Japanese architecture. The building height aligns with the Commercial Road precinct controls, which permit towers up to 15 storeys within proximity to Longland Street.

The project will comprise a mix of larger-format apartments aimed at owner-occupiers, downsizers, and families. The proposed apartment mix includes 11 loggia apartments across the lower levels, 50 four-bedroom Sky-Terrace apartments from levels three to seven, and 32 Sky-Pool Homes occupying the upper tower levels. The Sky-Pool Homes will feature private thermal plunge pools integrated into oversized balconies.

According to the application, the apartments are intended to reinterpret the scale and character of Teneriffe’s woolstore conversions and Queensland homes within a vertical residential format.

“The sky-pool homes build on Cavcorp’s previous projects and introduce a distinct apartment typology to Teneriffe, informed by both local and international precedent and responding to an identified market demand for enhanced safety, space and amenity,” the planning submission notes.

A major focus of the proposal is its five-level wellness and lifestyle offering, extending from the basement through to the rooftop.

Amenities proposed include a rooftop Swim &amp; Racquet Club with a 25-metre Olympic lap pool and tennis court, coworking spaces and libraries, golf simulators, wine storage, concierge facilities, business lounges, pet wash areas, and rooftop longevity-focused wellness spaces with spas, outdoor fitness zones, and landscaped terraces.

All parking will be concealed within basement levels accessed from Wyandra and Helen Streets. Cavcorp says the deep-basement engineering approach allows the entire ground plane to prioritise landscaping, pedestrian movement, and active frontage rather than vehicle infrastructure.

The development continues Cavcorp’s concentration in Newstead and Teneriffe, where the Brisbane developer has delivered a number of apartment projects including Lucent, Le Bain, and Luminare, as well as the Long Island Wellness Precinct nearby. Several of those projects have received national design and architecture awards, including recognition under Brisbane’s “Buildings that Breathe” program.

Cavcorp unveils wellness-focused Teneriffe House and Teneriffe Lane apartment buildings

Focus Group Investments has lodged plans for a new apartment development at <a href="https://www.apartments.com.au/new-apartments/64-70-hanover-street-fitzroy-vic-3065">64–70 Hanover Street</a> in Fitzroy, seeking to utilise the Victorian Government’s recently introduced Great Design Fast Track pathway to accelerate approvals for the project.

The proposal is among the latest developments to emerge through the state-led initiative, which was established to fast-track well-designed residential projects in activity centres and transport-connected inner-city locations. The pathway allows qualifying developments that meet elevated design and housing benchmarks to bypass traditional council planning timeframes and instead be assessed directly by the Department of Transport and Planning.

Designed by SJB, the development will comprise a mix of apartments above activated lower levels, with a strong focus on architectural articulation, landscaping, and communal amenity. The design response seeks to balance the industrial character of Richmond’s former warehouse precincts with a more contemporary residential form.

Proposed are 63 new dwellings, a wide ranging mix of studio, one-, two-, and three-bedroom apartments, and townhouses and duplexes. They will be spread across a part-three, part-eight storey building.

The Planning and Urban Context Report by Tract says the development is of an "exemplary architectural standard" and has been carefully crafted by SJB Architects.

"Dwellings&nbsp;will benefit from excellent access to natural light, cross-ventilation opportunities and extensive communal space," the report noted.

The architectural material highlights the project’s integration of landscaped elements and communal spaces throughout the building. The proposal also incorporates sustainability initiatives aligned with the Victorian Government’s push for higher-performing apartment developments under the fast-track program.

The Great Design Fast Track was unveiled by the Victorian Government in 2024 as part of a broader housing supply strategy aimed at accelerating the delivery of new homes. Projects assessed through the pathway must demonstrate high-quality architecture, sustainability outcomes, and housing diversity while being located close to public transport and existing infrastructure.

Fitzroy has been one of the most popular spots for developers and buyers in recent years. The likes of PACE Development Group, SMA Projects, Crema Group and Chapter Group, currently selling projects in the suburb.
