With demolition work currently underway at 1 Runge Street, Coconut Grove, a former public housing site, the Northern Territory have planned for a new apartment development to boost housing supply.
Noting that the property being demolished is more than 40 years old and beyond economically appropriate repair, Minister for Housing Matt Conland said that the area had been an eyesore and a headache for locals.
“The proposed development will dramatically improve the area with 59 new two-bedroom, two-bathroom dwellings set to be constructed on the site,” said Conlan.
“The proposed development will be a mix of affordable and private dwellings and will help ease the cost of housing for Territorians so families and key workers can continue to live here and contribute to our plans to develop Northern Australia,” he said. Part of the plan is to reduce high concentration of public housing.
The 5,460 square metre site will, upon completion, include 15 affordable rental properties kept 30% below market rates for key workers, 10 units for affordable home ownership through HomeBuild Access loan products and 34 units sold to the general public.
They will include a swimming pool, multi-purpose rooms, car parking and landscaping in the final package.
The building should be completely gone within the next few weeks, with Reday Joint Venture to redevelop the site, along with architect Bell Gabbert Associates and RUB Earthmoving. Construction of the new build will begin mid this year, pending development approvals.
Plans for this development were described in the Northern Territory’s Real Housing for Growth plan.

Coconut Grove development brings 59 new apartments to Northern Territory

Local Port Hedland property developer Megara, along with the local council, are undertaking a cashless joint venture project to help build property for staff of the town. It is a first for Western Australia.
Limited capital infrastructure funds in Port Hedland had Megara proposing the build of eight apartments in exchange for the right to sell house and land packages on single residential lots in South Hedland’s Catamore Court.
The sales behind the residential lots should be enough to fund the construction. There will be six two bedroom and two three bedroom apartments.
Since the commencement of sales in October 2013, 80% of the house and land packages have been sold, explained Megara’s director Matt Pickford. They are also responsible for constructing on this land – owning a separate building company that will build the houses.
“We expect to sell all 11 lots in the next few weeks which means we will then commence construction of the Town of Port Hedland apartment complex,” said Pickford.
“The business model is particularly positive as it directly helps the town retain staff through providing housing for them, therefore benefitting the Port Hedland community as a whole,” he said.
The mayor of the Town of Port Hedland, Kelly Howlett, said that they’re pleased to have come to this solution to provide affordable housing for staff.
“The project will also contribute to the normalisation of the local housing market which is one of the town’s strategic goals,” Howlett said.

Cashless property developer transaction a first for Port Hedland

Queensland’s building and construction industry, including residential, is a state focus and will be outlined in a new blueprint, according to Minister for Housing and Public Works Tim Mander.
The blueprint, ConstructionQ, aims to grow construction as one of the pillars propping up Queensland’s economy.
In order to help push residential construction, they note that they have already scrapped mandatory requirements for rainwater tanks and greenhouse efficient hot water systems in new homes.
They are looking into speeding up approvals even more, and Mander points to the total number of trend dwelling approvals at 64.3% more than January 2012.
“ConstructionQ is about building on those gains and putting in place a vision which will unleash the industry’s full potential and generate benefits for decades to come,” he said, asking industry members to come forward with suggestions.
“Although we’re hosting ConstructionQ, the Government will work with the sector to help deliver the initiative as we want stakeholders in the construction industry to take the lead.”
Master Builders deputy executive director Paul Bidwell said that it’s time to look at the long-term growth of the industry.
“This is a great opportunity to work with the Queensland Government in charting a course for growth and to shape the policy on issues that have a major impact on builders and trade contractors across Queensland,” said Bidwell.

Boosting Queensland residential construction a state focus

Low interest rates and confidence built through growth in the stock market have senior economist for Australian Property Monitors, Andrew Wilson, predicting an uptick. He believes that the lower north shore, northern beaches and city east are following the boom seen in the lower and middle markets in Sydney.
Already, over the March quarter, APM’s figures recorded 8% growth in the prestige market, compared to the western suburbs’ 3.9%.
He revealed, at the second annual LJ Hooker Mosman Investment Seminar, that the middle and lower ends are tampering off, however the lower north shore is firing up.
“Current prestige markets are definitely not as advanced in the price cycle as previous highs in 2009 and 2010, there is still some way for that market to reach the top,” he said.
In fact, he believes that by the end of 2014, the lower north shore will have seen 10% in growth.
“There is no stopping the prestige property market at the moment, there is still a lot of positive energy buzzing around with reports of the highest price growth since 2003,” he told seminar attendees.
“This positive atmosphere has worked as a mindset shift for possible buyers and sellers in that market, rather than an underpinning driver.”
LJ Hooker Mosman director Bernard Ryan said that he is seeing properties over $1.8 million transacting faster.
“Investors and upgraders have been honing in on the lower north shore since interest rates started trending down in November 2011, but activity really gathered pace in the last year,” Ryan said.
“We’ve always had a strong contingent of locally-based clients, but interstate-based and overseas investors have increased their presence recently.”

APM's Andrew Wilson predicts 10% growth for Sydney prestige market

The Victorian government’s new strategy for 2050, Plan Melbourne, looks to focus on infrastructure for growth over the next 30-odd years, noting that it is the biggest infrastructure program in the history of the state.
In announcing the new plan, Premier Denis Napthine said that it included transport projects that are game changers, as well as urban renewal and activity precincts.

He noted that $27 billion in the 2014/2015 state budget is being committed for economic infrastructure for the state, in what is the biggest program ever seen in Victoria for infrastructure.

Land within urban areas will be unlocked, explained Minister for Planning Matthew Guy.

The new dedicated Metropolitan Planning Authority will implement the plan and will be given planning authority powers for the metro area of Melbourne, and will use this new authority in urban renewal precincts, employment clusters, activity centres and health and education precincts.

The 16 suburbs to benefit most from Plan Melbourne 2050

A new $85 million mixed-use residential tower, Trafalgar Lane, at Woolloongabba is bringing a bit of Melbourne to the Brisbane suburb.
The recently launched development from Pellicano Group includes views of Brisbane city, and a mix of one, two and three bedroom apartments from $345,000 at 855 Stanley Street.
Pellicano Group Queensland development manager Michael Kent said that the <a href="https://www.trafalgarlane.com.au/" target="_blank">Trafalgar Lane</a> design, from Melbourne laneway architect Techne Architects, is redefining the concept of inner city living.
It includes a podium at ground level, with 1,000 square metres of retail space, and a pedestrian link. This connects Stanley Street and Trafalgar Street.
"An intimate and intricately designed urban laneway - a focal point for the building and the inspiration behind the name of the new development - connects the building's two street sides and is set to become a new destination for dining, shopping and entertainment in Brisbane," Kent said. 
"The laneway lifestyle is completely unique to Brisbane, bringing a real cosmopolitan feel to the burgeoning area of Woolloongabba.”
He noted that the area was chosen for its property fundamentals with low vacancy rates, strong median rental prices and capital growth.
DBI Design created the 20 level tower, which features 147 apartments over 15 levels and two private residence’s lifts. This will be atop a five-level podium with retail and commercial space.
"It's been designed with the commanding views in mind, with private, noise-protected balconies and floor-to-ceiling windows. The north and west-facing apartments boast enviable views across the Gabba to the Brisbane River and the CBD, while  the southern and eastern-facing apartments offer wide open vistas towards Moreton Bay, with Norman Creek's parklands in the foreground,” he said.

Brisbane’s Trafalgar Lane brings Melbourne-inspired laneway feel

New figures from SQM Research have seen vacancy rates jumping across the country, to see the national figure hit 2.3%, compared to 2.0%.
It’s the highest vacancy rate recorded for April since the inception of SQM’s index, in 2005,  and SQM's head of research Louis Christopher expects that for some areas this could be about to get worse.

As can be seen in the table above, increases were seen across all states and territories in April 2014, compared to March 2014. When compared to the corresponding month in 2013, the story is somewhat more mixed.
Adelaide is down 0.1% since April 2013, and the market is also tighter in Hobart and Melbourne.
Perth and Canberra “are clearly looking sick” Christopher explained to Property Observer, “and I would say Darwin is going to follow suit.”
Melbourne, he noted, is bouncing back after two tight months previously.
“Nevertheless [it’s] more than just coincidence as our asking rents also recording a stagnant rental market,” he said.
National asking rents have remained flat, and over the past 12 months to May the capital city increase for units was just 1.7%, while dropping back 1.5% for houses.
“As we predicted this time last year, rental growth is slowing to the point where we are recording a flat rental market and in some instances significant rental falls as is the case with Perth and Canberra. With the national recovery in building approvals and completions, I can only surmise that the rental market is increasingly going to favour tenants over the next 12 months. And so rental yields for potential property investors will look even less attractive from their current low levels,” Christopher said.
Despite this, the Real Estate Institute of New South Wales’ vacancy rate statistics have seen pressure remain on Sydney’s market, as well as Wollongong, Albury and the Northern Rivers.
However, they also recorded a vacancy rate rise – bringing the number of properties for rent up 0.3% across Sydney, explained REINSW president Malcolm Gunning.
“Inner Sydney vacancy rates remain the tightest, despite an increase of 0.3% to 1.6%. In middle Sydney availability rose 0.4% at 2.0% and outer Sydney was up 0.2% at 1.7%,” said Gunning.
Inner city LGAs include Ashfield, Botany Bay, Lane Cove, Leichhardt, Marrickville, Mosman, North Sydney, Randwick, Sydney, Waverley and Woollahra.
Middle Sydney LGAs includes Auburn, Bankstown, Burwood, Canterbury, Canada Bay, Hunters Hill, Hurstville, Kogarah, Ku-ring-gai, Manly, Parramatta, Rockdale, Ryde, Strathfield and Willoughby.
And outer Sydney includes Baulkham Hills, Blacktown, Blue Mountains, Camden, Campbelltown, Fairfield, Gosford, Hawkesbury, Holroyd, Hornsby, Liverpool, Penrith, Pittwater, Sutherland, Warringah, Wollondilly and Wyong.
Wollongong vacancy rates are now at lows that were last seen three years ago, said Gunning.
“Wollongong is an attractive proposition for those who wish to relocate from Sydney. Its beachside location is a more affordable option for those who are seeking a more relaxed lifestyle and this is putting pressure on the number of properties available,” he said.
Meanwhile, vacancy rates dropped 0.5% in Albury and the Northern Rivers, while Newcastle’s increased by 0.5%.

Mackay is expected to see residential and commercial growth in the CBD area, with Ergon Energy undertaking a multi-million dollar underground cable project for future development.
Energy Minister Mark McArdle said that this was part of the plan to support the region and underpin future development.
The $5 million project, which includes installing a 2.7 kilometre high voltage underground cable from Hume Street to Alfred Street, may be of interest to business and commercial operators looking to move into the area.
“The project will meet the current load and improve the security of supply in the busy CBD area,” said McArdle.
He also pointed to its ability to cater for future residential and commercial development – suggesting that the River Street area would benefit.
A total of $73 million is planned for electricity infrastructure across Mackay, Whitsunday and Moranbah.

Mackay planning ahead for commercial and residential growth

The John Dalton Award for House of the Year 2014 was awarded late last week to Twofold Studio and Cox Rayner’s Highgate Hill House.
The modern house (pictured above) was commended for its bespoke, controlled garden and outdoor living zones sequence.
“A sublime piece of architecture, expressed through intricate detailing that is seamlessly engaged with an ironically humble brief. A visceral experience of occupation is manifest through a series of spatially modest but poetically executed rooms,” the jury explained.
An Enduring Architecture Prize was given to AH Job and RP Froud for the 1960s Torbreck (pictured below) – the first multi-storey home unit development seen in Queensland.

Also in Highate Hill, the project was built by NA Kratzmann Pty Ltd, who were one of the largest building contractors in Queensland in the late 1950s.
It is an eight-storey garden block, and was created with a lift-slab technique – something previously never used in Queensland. This required pre-fabricating the roof and floors on the ground and then lifting them into position. It also includes a fourteen-storey tower block.

Peek inside Brisbane’s House of the Year and the first multi-storey project in Queensland

Taking a close look at the Australian Taxation Office’s recently release statistics, Aviate Group managing director Neil Smoli has said that investors need to fundamentally shift their mindset.
Pointing to the 1,895,775 property investors, he noted that 73% have one investment property, 18% have two, 5% have three, 2% have four, 1% have five and 1% have six or more.
“This breakdown is especially significant when you consider that just 1% of the population retires financially free. This means their investments are sufficient to provide the income they require for their retirement without the need to sell assets or rely on family or government assistance,” Smoli said.
With investors increasingly buying into the market, with an extra 84,601 in 2011/2012, he forecasts that in 2012/2013 the numbers should break the two million mark.
“The correlation between the number of Australians who retire financially free and those with a portfolio of five or more properties is more than coincidence. The lesson from these statistics is clear: those in a position to do so should not postpone a decision to invest in their own future,” he said.
He said that a common situation is that many investors who purchased in 2010 are now preparing to sell.
“While most would have purchased their investment property with an eye on the long term future, the fact so many are preparing to sell indicates that the proper due diligence was not taken into account at the time of purchase, relative to the investor’s individual circumstances,” he explained. This may be due to what he considers to be investors buying the wrong property.
The property may have become too hard to hold, however exit and entry costs in real estate are substantial.
“Where an investment property becomes too difficult for the investor to hold in the short term, so much so that they decide it’s easier to sell up and move on, this is symptomatic of the wrong criteria being applied to its acquisition,” he said.
“Some investors in choosing certain properties actually do the hard work – the heavy lifting so to speak – only for subsequent investors to swoop along and reap the benefits. It’s a scenario that’s very common and it occurs when investors purchase a property that causes them a financial struggle.”
He concedes it is often the case that properties become arduous to hold when the rent achievable does not yield an adequate return, leaving the investor paying out hefty funds to cover holding costs. He suggests looking at ways to boost the yield before selling or to get the property tenanted, rather than having a mentality that suggests selling straight away.

There can also be a hefty outlay to get a decent build. Investors need to shift their mindset: Aviate Group

For most new apartment buildings, the Owners Corporation starts life with little more than a bank account and the first quarterly strata levies.

At <a href="https://www.apartments.com.au/buildings/9-gay-street-castle-hill-9-gay-street-castle-hill-nsw-2154">9 Gay Street</a> in <a href="https://www.apartments.com.au/developments/castle-hill-nsw-2154">Castle Hill</a>, it starts with around $7 million in reserve.

It's an unusual legacy of what was once one of Sydney's highest-profile apartment remediation projects. In a twist few would have predicted, what began as a significant concern for purchasers has left the building with something almost unheard of in the apartment market: a multi-million-dollar financial reserve from day one.

According to National Sales Director Ben Hamblett, enquiry has been driven largely by Melbourne downsizers and buyers upgrading from smaller apartments.

Developers and apartment buyers have a narrowing window of opportunity before Brisbane's Olympic infrastructure pipeline begins competing directly with residential construction, pushing up costs, tightening labour supply and making new projects increasingly difficult to deliver.

While Brisbane's apartment market continues to benefit from strong population growth and limited housing supply, industry research suggests the years leading up to 2027 could prove to be the most important period for developers looking to secure builders and buyers hoping to purchase before the next wave of price increases.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"Labour will increasingly be locked into government-led infrastructure and Olympic projects, which means private residential developments will face higher costs and tighter margins. The developers who move now are the ones most likely to get projects off the ground."

Scriven said the same dynamic would also affect buyers, with fewer apartment projects expected to launch once construction capacity tightens.

"If you're looking to change your lifestyle over the next five years, now is your window of opportunity to buy."

Developers are already positioning themselves ahead of that window.

Following the success of Monarch at Toowong, Consolidated Properties is preparing to launch two new Brisbane apartment projects in the second half of 2026. They include <a href="https://www.apartments.com.au/new-apartments/gloriette-30-bedivere-street-yeerongpilly-qld-4105">Gloriette</a> at Yeerongpilly Green, a 25-storey tower within one of Brisbane's key Olympic precincts, and <a href="https://www.apartments.com.au/new-apartments/castile-47-skyring-terrace-newstead-qld-4006">Castile</a>, a recently approved 25-storey riverfront development at 47 Skyring Terrace in Newstead.

Hutchinson Builders will deliver both projects, with early works already underway at Yeerongpilly and Newstead expected to commence later this year.

The timing comes as Brisbane's fundamentals continue to strengthen, with strong interstate migration, population growth and vacancy rates remaining below 1.5 per cent.

Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."
