It’s contentious: Should we keep negative gearing?
The Housing Industry Association has released research that said restricting access to negative gearing for investors buying residential property would reduce the amount of investment in housing, erode affordability and push rents higher.
HIA managing director Shane Goodwin said that discounting residential negative gearing in isolation is a retrograde step for tax reform in terms of efficiency and equity.
“New housing is one of the most highly taxed sectors in the economy, and the removal of negative gearing would only make that situation worse and discourage investment,” said Goodwin.
“This would in turn reduce housing supply and increase the cost of renting,” he said.
Goodwin says that negative gearing promotes private investment in the rental market, stimulating economic activity and taking pressure off social housing.
“With an aging workforce and future pressure on services, policy settings such as negative gearing that promote wealth creation and self-sufficiency in retirement should be promoted,” he said.
“It is important to remember that negative gearing is not the domain of so-called ‘wealthy investors’. Figures from the ATO demonstrate that 74% of tax payers receiving rental income have a taxable income of less than $80,000.”

The ACT's top 10 yielding unit suburbs

A review of low documentation, or 'low doc', home loans by the Australian Securities and Investments Commission (ASIC) has discovered that lenders have tightened their policies around these mortgage products since 2010.
Before new responsible lending laws were introduced in 2010, borrowers did not always have their financial circumstances verified for a low doc loans, with lenders relying on statements from borrowers that they could meet the repayments.
ASIC notes that in some cases this led to borrowers being unable to repay the loans, or forced to sell their homes.
The review of 12 lenders found that since the introduction of the new laws, lenders had introduced more stringent requirements for low doc loans. New practices included obtaining additional information to verify income and introducing additional processes to ensure the reliability of information provided by brokers.
The Australian Prudential Regulation Authority has recorded a decline in the proportion of low doc loans of all new residential loan since the introduction of the regulations in 2010. Low doc loans now make up 0.7% of all new residential loans, down from 6.4% in 2010.
ASIC identified three compliance risks with low doc loans:

<li>Poor-record keeping, including not recording the outcome of inquiries into borrowers’ requirements and objectives, and the relative priority of these objectives

<li>Lenders relying solely on benchmark living expense figures rather than taking separate steps to inquire into borrowers’ actual living expenses

<li>Lenders performing limited verification of borrowers’ ongoing fixed expenses for other loans they may have 
</li>
</ul>

Lenders tightening low doc loan requirements: ASIC

Following the sell-out of the first stage of Appin Valley in Wollondilly Shire, Walker Corporation have submitted plans to council hoping to release more land in early 2015.
The first stage of Appin Valley, which sold out in less than a year from its release in 2013, offered 336 lots.
The next stage, an extension across Macquariedale Road and Gordon Lewis Reserve, will include 280 homes and a 55 hectare conservation reserve, as well as upgrades of local ovals, barbecue facilities, cycle paths and the restoration of the Inn.
This release will see lots ranging up to 1,100 square metres.
Director of masterplanned communities for Walker Corporation, Chad Walker, said that the sales success has been a result of the location and affordable generous-sized lots, making it compelling for home buyers.
"In particular we had a lot of interest from first time buyers who were attracted to the prospect of owning a brand new home within this historic region while remaining close to major cities such as Campelltown, just 15 minutes drive away,” he said.
“We’ve also seen strong interest from empty nesters looking to move to a more manageable sized lot and young families looking to build their dream home.”
Of the lots, 70% were over 700 square metres, and lots ranged from $180,000 and $315,000.
Partnering with Walker Corporation was Adenbrook Homes and managing director of the home builder, Daniel Galea, said that their most popular design had been the Baywood, which comes in 28 square metre or 31 square metre designs.
“The home is perfect for families. It comprises of three separate living spaces, an outdoor alfresco area, four bedrooms and a double garage. Currently we have eight homes under construction at Appin Valley with 15 more under contract,” he said.
Currently, the final civil construction is underway with an October completion expectation. Over 40 homes are under construction at present.

Walker Corporation’s next Appin Valley release slated for 2015

A NSW government position paper has outlined 58 changes for those living in community schemes.
NSW Fair Trading Minister, Matthew Mason-Cox, said that more than 25% of the state’s population lives or works in strata and community schemes and by 2040 more than half of Sydney’s housing stock will be multi-unit type dwellings.
“Community schemes range from highrise buildings to rural subdivisions with irrigation channels as association property, as well as large closed communities with private roads, high security and extensive recreational facilities such as marinas and golf courses,” said Mason-Cox.
“The position paper sets out a coherent and informed approach to meet the future needs of residents living in nearly 2200 community, neighbourhood and precinct schemes operating around the state.
“At the very heart of the package are measures that seek to better protect residents with a focus on ensuring transparency and accountability in decision-making.”
This will provide a framework for community schemes going forward, removing the “onerous requirement” for all owners to agree unanimously on decisions relating to their property.
“Special resolutions will be sufficient where a significant majority of owners are in agreement,” he said.
More than 2,000 submissions and 1,200 online comments were made on the 2012 discussion paper.
“Community scheme law reforms will be delivered as part of a package of building industry reforms concerning the multiple occupancy of buildings, strata, security of payments and home warranty insurance,” Mason-Cox said.
The next step will be to draft the Community Scheme Bills, before consultation on the draft legislation in 2015.

South Australia’s 10 slowest selling markets

Sydney’s much publicised growth over the past few years has seen record breaking sales and new highs in the median price, and there are a number of forces behind this growth, according to McGrath Estate Agents’ John McGrath.
Over the past 12 months, Sydney has seen 14.8% growth across the board, with McGrath tipping further growth to come.

The first residents have moved in to the masterplanned Wallis Creek community, developed by Walker Corporation.
The new residential community’s residents are a “major milestone”, said Walker Corporation director of masterplanned communities Chad Walker.
“Wallis Creek will deliver an exceptional new community for the Lower Hunter region, and we are pleased that home buyers now have an opportunity to touch, see and experience what their smart modern Wallis Creek home could look like at the display village,” he said.

First residents move in to Walker Corporation’s masterplanned Wallis Creek

A new project in Northern Territory’s Alawa is underway, with plants to redevelop ageing housing into new Defence and public housing sites.
The project will be developed by the Northern Territory government in conjunction with Defence Housing Australia (DHA) and is the first time the two have partnered together with the potential for future projects.
Northern Territory Housing Minister Matt Conlan said that the project will improve the quality of public housing.
“By partnering with an experienced developer in DHA, the government will gain the benefit of quality new public housing dwellings built cost-effectively,” he said.
“The redevelopment costs will be funded wholly by the DHA in return for the exchange of land.”
The trial site at 27-33 Young Crescent includes four vacant properties that are more than 30 years old.
DHA will seek approval to construct 11 townhouses. They are currently consulting with several stakeholders, including Darwin City Council. 
DHA managing director Peter Howman said that they are extending their residential development industry expertise to housing Defence staff, but also to benefit other Darwin residents.
“DHA has always been a major part of the NT’s residential development sector,” he said, with more than 2,000 Defence members in DHA homes in the territory.
“We have led the way in designing climate-responsive housing for the residents of the Top End and this new initiative is another great way to show the community that we are committed to being a part of this city and to helping it thrive.”

Voyage was developed to address what Spacious Group identified as an undersupply of higher-quality apartment product in Altona, with a focus on owner-occupiers looking to remain within the bayside community.

Homecorp has secured approval for a $360 million apartment development at Budds Beach, paving the way for one of the Gold Coast's most amenity-rich residential projects to launch later this year.

Gold Coast City Council has approved Lýon Residences, a 32-level tower that will deliver 178 two and three-bedroom apartments across a prominent corner site at 8-10 Acacia Avenue and 25-27 Oak Avenue.

The approval comes as developers continue to invest in premium lifestyle-driven apartment projects on the Gold Coast, where owner occupiers are increasingly prioritising amenity as much as apartment size and location.

The rooftop will include a heated infinity pool and spa, residents' lounge with private kitchen and bar, gymnasium, yoga and Pilates studio, outdoor entertaining areas and barbecue facilities overlooking the Surfers Paradise skyline.

Homecorp Founder and CEO Ron Bakir said Budds Beach provided the ideal location for the company's latest luxury apartment project.

"Budds Beach represents one of the most unique and sought-after pockets of the Gold Coast, and Lýon Residences has been designed to reflect that sense of rarity and refinement," Bakir said.

The project arrives as wellness continues to become a defining feature of new residential developments both in Australia and internationally.

The latest Global Wellness Institute figures show wellness real estate remains the fastest-growing segment of the global wellness economy and is forecast to exceed $1.8 trillion by 2030. Australia continues to rank among the world's 15 largest wellness real estate markets, with developers increasingly integrating health, recreation and community facilities into apartment projects.

Queensland is also experiencing strong population growth, with the Gold Coast continuing to outperform many other Australian cities as demand for new housing remains elevated ahead of the 2032 Olympic and Paralympic Games.

Bakir said the project had been designed to respond to that shift in buyer expectations.

The unique waterfront position has resonated particularly strongly with local downsizers. Beyond the location and amenity, McSweeney says many buyers take confidence from Edge's fully integrated development model.

Having delivered apartments across Perth for decades, Edge now designs, develops and constructs its projects in-house, giving the company greater control over quality, delivery and the finished product.

"What I love is when people walk through their apartment for the first time and say, 'This is better than what we imagined,'" McSweeney says. "We hear that all the time."

Nearly 60 per cent of apartments at McNab Group's $220 million The Tannery development in Brisbane's West End have sold ahead of the project's public launch, including a suburb-record $2.57 million sale for a two-bedroom apartment.

The early sales campaign has secured buyers for 50 of the project's 87 apartments, highlighting continued demand for larger owner-occupier apartments that combine generous floorplans with premium lifestyle amenities in one of Brisbane's most tightly held inner-city suburbs.

McNab Group Executive Chairman Michael McNab said selling more than half the project before launch reflected changing buyer expectations.

Designed by Cottee Parker Architects with interiors by Tom Mark Henry and landscape architecture by Aspect Studios, The Tannery comprises 87 two, three and four-bedroom apartments across 11 levels overlooking the Brisbane River.

Cottee Parker principal Dee Passenger said preserving the original tannery building had been central to the project's design.

"The easy option would have been to maximise the site's development potential with additional apartments. Instead, McNab has chosen to preserve the original tannery as a shared wellness retreat, ensuring this important piece of Brisbane's history remains at the heart of the community."

Passenger said sustainability also played a key role in the design, with materials from the original industrial site salvaged and repurposed throughout the development.

Motiv CEO Carly Cottam said buyers had responded strongly to the combination of larger apartments, wellness facilities and the West End lifestyle.

"We are seeing more buyers looking for homes in the sky that provide the space and functionality of a traditional home, while benefiting from the convenience and lifestyle that apartment living brings," Cottam said.

She said purchasers included both owner occupiers and investors, with demand coming from local buyers as well as interstate purchasers.

Coinciding with the public launch, McNab also announced a partnership with Queensland Ballet, whose neighbouring Thomas Dixon Centre shares historical ties with the original Dixon family.

Located on a 4,465 sqm site at 439 Montague Road, The Tannery overlooks the Brisbane River and is around 10 minutes from the CBD.

Iwan Sunito's vision for a landmark mixed-use precinct in Sydney's Inner West has taken a major step forward, with approval granted for the $1.9 billion Five Dock development first unveiled earlier this year.

The approved scheme by <a href="https://www.apartments.com.au/developers/one-global-capital">One Global Capital</a> will deliver an 80,500 sqm mixed-use precinct comprising 840 apartments, integrated hotel accommodation, commercial and retail space, alongside publicly accessible open space designed to create a new destination for the growing suburb.

"This is a significant milestone for One Global Capital and for the future of housing delivery in Sydney," Sunito said.

"The Housing Delivery Authority was established to identify major housing projects capable of delivering meaningful supply more efficiently, and we are delighted that Spencer Street has been recognised as one of those projects.”

He said the declaration reflected the rapid progress achieved since acquiring control of the site.

"In less than seven months we have progressed from taking control of the site to securing entry into one of the NSW Government's most important planning pathways. It reflects the experience of our team, the strength of our consultant group led by Urbis, and our long-term commitment to delivering transformational projects that contribute to Sydney's future."

When the project was revealed earlier this year, Sunito described the opportunity as one of the strongest development sites he had worked on.

"I probably hadn't appreciated the uniqueness of the site until more recently when putting together the concept plans," Sunito said.

"The proximity to the water, and the golf course opposite, is unlike any other part of Parramatta Road. We have a unique position and view corridors over the water that makes this one of the best sites I've worked on."

The development has evolved since its initial announcement, with the approved plans increasing the residential component from the originally proposed 750 apartments to 840 homes while retaining the project's focus on creating an integrated neighbourhood rather than a standalone residential development.

The precinct will combine apartments with hotel accommodation, commercial workplaces, retail offerings and public spaces, creating a mixed-use environment intended to serve both residents and the broader Five Dock community. The proposal also continues the collaboration between One Global Capital and internationally recognised architect <a href="https://www.apartments.com.au/architects/koichi-takada-architects">Koichi Takada</a>, whose previous work with Sunito includes Infinity, Arc and Skye North Sydney.

Takada previously said the design was driven by a philosophy of integrating nature into the built environment.

"The concept for this development is born from our design approach to naturalising architecture," Takada said.

"The public realm benefits from biophilic design that integrates generous landscaping, and the development is optimised for natural daylight, airflow and water views to foster wellbeing, sustainability and spaces that foster community interaction."

Sunito has consistently described the project as a "city within a city", with a strong emphasis on creating a destination that extends beyond housing.

"We want to create a development that's not only to be seen, but to be experienced by the whole local community," he said.

The approval comes as Five Dock continues its transformation ahead of the opening of the Sydney Metro West line, with the new Five Dock station set to significantly improve connections between the Inner West, Parramatta and the Sydney CBD.&nbsp;

The precinct will also benefit from its proximity to the Parramatta Road corridor, nearby waterfront parklands and established retail and dining offerings that have made Five Dock one of Sydney's most tightly held Inner West suburbs.
