Major construction works have begun on the site of the new Parkville Station with the Acting Premier and Minister for Transport Infrastructure marking the occasion with a site visit last week.

Parkville, one of the five stations to be built as part of the Melbourne Metro project, will have a station box measuring 270 metres long, 30 metres wide and 30 metres deep, excavated over the course of 2019.

Initial excavation will be limited to digging three metres down where a temporary concrete and steel deck will be constructed that will protect the surrounding area from further dust and noise during the bulk of the excavation period.

The remainder of the excavation at Parkville will include trucks removing spoil through a ramp that will be constructed under the temporary deck. Rail Projects Victoria (previously known as the Melbourne Metro Tunnel Authority) published the video below on its YouTube channel recently to illustrate how the excavation process will work.

According to the Acting Premier and Minister for Transport Infrastructure, excavation will run through to the end of the year at which point construction of the platforms and concourses will then commence.

Separately, the Metro Tunnel website is now carrying a page which <a href="https://metrotunnel.vic.gov.au/construction/building-the-tunnels-and-stations/tunnel-boring-machines/tbm-tracker">tracks the journey</a> of the first TBM from China to Melbourne.

Upon arrival at the Port of Melbourne, the TBM components will be trucked to the first launch site at North Melbourne (née Arden), where it will be set off to begin tunnelling under the city.

Four TBMs will be used on the project overall, with the third and fourth TBMs to be launched from Anzac (née Domain) station on St. Kilda Road where reportedly the TBMs will first make their way toward the eastern portal at South Yarra.

Major construction kicks off at Parkville's new station

WA Transport Minister, Rita Saffioti, has announced the opening date for Perth's Forrestfield-Airport rail link will open one year later than originally expected.

The delay in opening has been caused by the need to undertake urgent remediation works back in September, when a leak developed in the tunnel-to-tunnel cross passage near the Forrestfield station site. 

The leak caused damage to 26 metres of tunnel and created a sinkhole on the surface. The WA branch of the CFMEU, through its Facebook page, was highly critical of the head contractor, pointing out <a href="https://www.facebook.com/CFMEUWA/videos/2142060989457142/">tunneling shortcomings</a> as recently as early December.

According to a WA Government media statement, the damaged section of tunnel has been stabilised and made safe with solid temporary supports.  

Permanent solutions to fix the damaged section of tunnel include possibly rebuild the damaged section of tunnel either from the surface down or from within the tunnel itself. The WA Government has also <a href="https://www.perthnow.com.au/politics/state-politics/quality-controller-wanted-for-forrestfield-airport-link-ng-b881024438z?fbclid=IwAR3fuPJAmpVLPG2iv-ZzFHT2iD4lCXhZjQ_pGwxm7jEYd_dMAW1lMLfHj40">advertised a role</a> for a top-level scientist to oversee the materials and workmanship use on the Forrestfield-Airport link.

Perth's Airport Rail Link delayed, now set to open in 2021

A new purpose-built A-League football stadium to be built in Melbourne's west received a major boost when the A-League announced a new Western Melbourne team had been successful in its bid to enter the competition.

On greenfield land located on the periphery of western Melbourne, the Sayers Road site is close to the Geelong railway line which as part of the recent state election, could be in the running to have electrified metro services running past in the near future.

The A-League team and development proponent, <a href="http://www.westernmelbourne.com/">Western Melbourne Group</a>, has stated in the past that it would not be seeking significant public investment to develop the stadium and precinct in Wyndham.

The stadium would seat 15,000 people, include training facilities and the precinct could also include a higher-education campus and conference and hotel facilities.

In June 2018, the Wyndham Mayor, Cr Peter Maynard, backed the WMG's proposal.

The Western Melbourne A-League team would enter the competition in 2019/2020, playing its first games at Kardinia Park in Geelong while its own stadium is under development.

<h2>Adjusting the scope of the Western Melbourne Rail Plan</h2>

Melbourne knows quite well how to make a stadium a success - you need high-quality public transport (read: heavy rail / trains) servicing it. Just look at Waverley/AFL Park's demise versus the the usage at the MCG and Marvel/Docklands Stadium.

<a href="https://www.google.com/maps/@-37.8376473,144.6222823,3535m/data=!3m1!1e3">The site</a>, as quoted in <a href="http://www.starweekly.com.au/news/wyndham-council-backs-a-league-club-stadium-for-tarneit/">this Star Weekly report</a> from earlier in the year, lies right next to the Regional Rail Link corridor which currently forms part of the Geelong line.

In the recent state election campaign, the Andrews Government promised to conduct a Western Melbourne Rail Plan alongside completing its Melbourne Airport Rail Link and Higher-speed services to Geelong/Ballarat studies.

While still a work in progress, the Andrews Government did moot track quadruplication from Sunshine to Deer Park (the junction of the Ballarat and Geelong lines) and from Deer Park to West Werribee - this would allow electrified metro services to operate separate from express/regional services to Geelong and Ballarat.  

Perhaps those plans - should they eventuate - should include a brand new station as well.

Western Melbourne Group successful in its A-League bid

Adelaide will host the new Australian Space Agency with the Prime Minister announcing the initial $41 million investment will be used to secure premises for the agency at the former Royal Adelaide Hospital site.

Locating the agency in Adelaide also forms part of a memorandum of understanding signed between the SA and Federal Governments in regards to a new City Deal for Adelaide.

The Australian Space Agency will eventually employ 20 people full-time once their premises are complete.  

ASA won't be like NASA, launching human missions to the moon, Mars or any other solar body, but will instead focus on growing a native satellite &amp; orbital industry for Australia.

Lot 14, the site of the former Royal Adelaide Hospital which has now moved a kilometre to the west along North Terrace, is one of the flagship projects of <a href="https://renewalsa.sa.gov.au/">Renewal SA</a>.

Similar in scope to Development Victoria (and its predecessors), Renewal SA manages urban redevelopment on behalf of the South Australian Government.

The South Australian Premier, Steven Marshall, was noticeably enthused about the Federal Government selecting Adelaide for the HQ of the Australian Space Agency.

Royal Adelaide Hospital site set to host new Australian space agency

The re-elected Andrews Government has announced another schedule of rail and road network shutdowns over the slower summer holidays period with the Pakenham/Cranbourne lines again having a significant proportion of the railway line to be replaced with buses.

Due to works related to upgrading the electrical, signaling and communication system, buses are replacing trains between Flinders Street and Westall station on the Pakenham/Cranbourne lines between the 2nd and 13th of January.  Gippsland V/Line services are entirely replaced with coaches.

During the same timeframe, buses will replace trains on the Frankston line between Flinders Street and Moorabbin.

There will also be large amounts over overnight and weekend works on the Belgrave/Lilydale, Glen Waverley, Alamein, Sandringham, Sunbury, Williamstown and Werribee lines.

The State Government also warned that further electrical and signaling-related works will be carried out over the 80km of track across the Pakenham/Cranbourne corridors beyond the January shutdown in 2019.

Buses will also replace train on Bendigo-Swan Hill/Echuca Vline services between the 12th and 27th of January to carry out maintenance works on the non-electrified regional lines beyond Sunbury.

The Pakenham/Cranbourne disruptions are being carried out in order to allow the next generation 'HCMT' trains to begin operations in 2019.  Eventually, the High-Capacity Metro Trains will operate exclusively on the Pakenham/Cranbourne lines as well as the Sunbury line when the metro tunnel opens.

The first HCMT after having been assembled from imported and local parts at the Newport workshops was transferred to the new Pakenham East maintenance and storage facility where it will begin its testing run.

More shutdowns coming to Melbourne in January

The alliance of John Holland, KBR and MTM who oversaw the removal of Buckley Street in Essendon, Skye/Overton Road in Seaford and Camp Road in Campfield's level crossing removals has been awarded the contract to remove Reservoir's complex level crossing.

Track will be elevated above the existing railway grade, as foreshadowed back in <a href="/news/reservoirs-level-crossing-removal-set-to-get-underway">September</a>, and a new station will be built as part of the project.

The Level Crossing Removal Authority (LXRA) put the price tag for the large project at $232 million and updated designs will be released in early 2019.

Early and geotechnical work has been underway for some time and major construction work will in 2019 with a completion date set for 2020.

Image: LXRA</figcaption></figure>The Mernda line was also a beneficiary of the Andrews Government re-election policy that expanded the initial list of 50 level crossings to 75.  Oakover Road, Murray Street and Cramer Street in Preston, in addition to the already-announced Bell Street, when removed will make central Preston level crossing free.

A couple of kilometres to the west, the same thing will happen in Coburg.  Bell Street in Coburg was on the initial list of 50 level crossings to be removed and Maynard Street and Munro Street will go, presumably, at the same time as Bell Street gets underway.

Contract signed for Reservoir level crossing removal

The Berejiklian Government has unveiled a vision for regional fast rail in New South Wales, appointing the UK's <a href="https://www.hs2.org.uk/">High-Speed Rail 2</a> advisor, Professor Andrew McNaughton, to lead an expert panel and provide advice to the Premier and Deputy Premier on how high-speed rail might connect the state.

Four potential routes have been identified already;

<ul>
<li>a Northern corridor connecting Port Macquarie, Newcastle and the Central Coast.</li>
	<li>a Southern coastal corridor connecting Wollongong and Nowra.</li>
	<li>a Southern inland corridor connecting Goulburn and Canberra.</li>
	<li>a Western corridor through the great divide connecting Lithgow, Bathurst and Orange.</li>
</ul>
The panel that Andrew McNaughton will head will identify regional growth opportunities and provide a strategy to the NSW government on how it may deliver the network over time.

Long-distance fast and high-speed rail studies have been undertaken in Australia over many years. These studies have usually focused on linking the major Eastern Seaboard cities of Sydney, Brisbane, Canberra and Melbourne.

These studies focused on rail as a competitor to air and road transport options. Most of the studies found that the costs and required ticket prices of an interstate high-speed rail network would be insurmountably high compared to likely customer volumes. 

Until now, limited work has been done on the potential for a fast rail network connecting regional cities within NSW. The Fast Rail Network Strategy will, for the first time, provide a comprehensive assessment focused on connecting regional cities.

Two possible infrastructure roll-out timeframes have also been nominated with a medium-term focus on upgrading existing corridors - straightening track, possibly building new track - along with rolling stock upgrades that might enable trains to travel up to 200kph. The medium-long term focus is on building dedicated corridors for even faster travels potentially travelling in the realm of 250kph.

It might take us many years to get us to the network we want to build", as reported in the <a href="https://www.smh.com.au/national/nsw/i-am-not-going-to-wait-berejiklian-denies-high-speed-rail-is-an-election-stunt-20181204-p50k10">Sydney Morning Herald</a>.

The high-speed network strategy will also provide advice on funding options, including a blueprint for staging and 'each funding option considered as part of the strategy will be assessed based on the estimated cost of the project in light of economic and other benefits to the community, and complementary revenue-generating opportunities'.

The strategy will be completed in 2019, assuming the Berejiklian Government is re-elected at the state's March 2019 election.

Berejiklian government kicks off vision for regional fast rail in New South Wales

Perth's Forrestfield-Airport rail link charges on and the Western Australian government has unveiled concept images which relate to a major upgrade to Bayswater station, the point where the new rail line will join the main Midland line in Perth's eastern suburbs.

Already a grade-separated road/rail crossing, the new station would see track raised, a new station built and the shallow road trench which currently runs underneath the railway line will be restored to its natural grade.  

Community engagement began in March 2018 with almost 1000 people completing online surveys and 300 people used the 'drop-in' centre to provide feedback on the concept.

According to the WA Public Transport Authority, the concept balances the community's feedback by providing new open space around the station precinct, creates a station structure and design that integrates with the Bayswater town centre, improves road traffic conditions and potentially will allow a second road underpass to be built.

The elevated and enclosed walkway will be 280 metres long and will include travelators and lifts will be present at both ends of the walkway.

WA Government unveils major upgrade for Bayswater station as part of Perth's Metronet program

The Victorian Planning Authority has been busy in many corners of the city and state but today we'll have a look at one precinct renewal project that is tucked away in Melbourne's outer south-east, the Berwick Health and Education precinct.

On land that used to host the Casey airfield, the planning work the Victorian Planning Authority has undertaken in consultation with stakeholders would see a longer-term transition for an entire precinct located to the south of Berwick station.

Chisholm TAFE and Monash University for many years were the lead tenants in the area with their respective Berwick campuses inhabiting both sides of Clyde Road.  Federation University now owns and operates the former Monash Campus.

In 2010, the public selective-entry Nossal High School opened next to the University campus and in the previous decade, Casey Hospital opened on its site adjacent to the railway line.  

Since then, the local private hospital - St John of God - has opened a new campus opposite the publicly funded Casey Hospital.

Image: VPA</figcaption></figure>Using the local code - Amendment C207 to the Casey planning scheme - the work undertaken by the VPA and other stakeholders has been split in two parts.  Part 1 covers the land you see in the map above.  Part 2 includes a smaller parcel of land located north of the railway line and to the west of Clyde Road.

Amendment C207 will include rezoning Part 1 land from various existing zones to Comprehensive Development Zone 2, insert a new incorporated document titled 'Berwick Health and Education Comprehensive Development Plan, April 2017' and amend a schedule to set a 5 per cent public open space contribution rate for non‐residential subdivision and retain a 10 per cent contribution for residential subdivision.

The areas to the south of the railway line and west of Clyde Road has for multiple decades hosted light industrial employment and wholesale outlet uses and immediately adjacent to Berwick station, many automotive and fast food business inhabit the land.

Over the long-term, as per the future urban structure, the land around Berwick station would transition to have commercial/trade uses at ground level with apartments above in buildings ranging from 4 to 6 stories.

Land around the edges of the University campus and High School will be office/commercial in focus with minimum building heights set at 6 levels.

New pedestrian connections across the Monash Freeway and railway corridor to the east of Berwick station are also on the cards.

Part 1 on Amendment C207 has been finalised and was submitted for approval in September 2018.  It is anticipated to accommodate up to 8,500 jobs, 11,300 students, 751 hospital beds and 1,025 high-density dwellings.

Spotlight on south-east Melbourne: Berwick Health and Education precinct

Victorian Governor, Linda Dessau, has sworn in the new Andrews Government Ministry at a ceremony at Government House today.

Richard Wynne, the Planning Minister during the first term of the Andrews Government, will continue in the role while he will also pick up the portfolios of Housing and Multicultural affairs.

In the Transport space, there are changes.  Jacinta Allan, previous the Minister for Public Transport, Major Projects and Leader of the House, will now be the Minister for Transport Infrastructure and retain the Leader of the House role as well.

Melissa Horne, who replaced the retiring member for Williamstown Wade Noonan, will become the Minister for Public Transport and Minister for Ports and Freight.

The ministry now has service delivery-focused roles (Minister for Public Transport, Minister for Roads) and infrastructure-focused roles (Minister for Transport Infrastructure).

Jaala Pulford, the Western Victoria MLC, will be Minister for Roads, Road Safety &amp; the TAC as well as Minister for Fishing and Boating.

The Transport-focused ministers will be supported by Vicki Ward as Parliamentary Secretary for Public Transport Infrastructure and Ros Spence as Parliamentary Secretary for Road Infrastructure.

Long-term MLC Gavin Jennings who retains the role of Leader of the Government in the Legislative Council will also have a new role as the Minister for Priority Precincts.

In other ministries, the Deputy Premier, James Merlino retains Education, Jill Hennessy is moving from the Health ministry to become Victoria's first female Attorney-General and Jenny Mikakos shifts into the role as Health Minister and the Minister for Ambulance Services.

Andrews Government unveils second term ministry

Around 400 additional homes could be built at Southwark Grounds on Port Road, lifting total site capacity from 1300 to around 1700 dwellings.

A recently approved code amendment would allow apartment towers of up to 14 storeys in some areas of Renewal SA’s redevelopment of the former West End Brewery.

Renewal SA Acting Chief Executive Shane Wingard said he welcomed the code amendment, with the increase in heights and homes making a positive impact on the supply of high-quality, well-connected housing close to the city.

“By going higher across some parts of Southwark Grounds, we are adding a substantial number of very well-located homes with little impact on project delivery time or planned open space,” Mr Wingard said.

Since the project officially launched in 2025, Mr Wingard said more than 12,000 enquiries had been received about living at Southwark Grounds.

“The very strong early interest we’ve seen since homes were first released in the precinct reinforces our plans to create more housing opportunities,” he said.

The Southwark Grounds code amendment was launched in December last year, with community engagement undertaken over five weeks from January.

It proposed increasing maximum building heights from eight to 14 storeys on the eastern section of Southwark Grounds, and to 12 storeys across the remainder of the site, with minimum building heights ranging from two to four storeys.

The code amendment was implemented through an Early Commencement policy in late January, allowing developers to quickly explore the viability of increased height and housing yield while other planning processes continue.

One of the first developers delivering apartment sites have already finalised redesigns to increase the number of apartments following the code amendment.

Samaras’ development adjacent to the future Colonel Light Park is now planning to deliver 125 apartments across 11 storeys, significantly greater than original plans of around 50 apartments across four storeys.

The developer is also exploring the potential for additional affordable housing outcomes.

Most of the apartments at Southwark Grounds will be delivered within a master-planned precinct on a large parcel of land on the eastern portion of the site, covering around two-thirds of its 8.4 hectares.

Wingard said detailed precinct planning over the coming months may identify further opportunities to increase yield further that could see total apartment numbers at Southwark Grounds, exceed this number.

Affordable homes at Southwark Grounds will also see a net increase, with Renewal SA maintaining its commitment to a minimum of 20 per cent affordable housing across the development.

Civil works have begun across the site, with construction under way on the first new roads surrounding a townhouse precinct in the south‑west corner of Southwark Grounds. This includes Renewal SA’s 17 Founder’s Row homes, which are on track for completion by Christmas.

“We expect to have people living at Southwark Grounds by the end of the year, so delivering roads and public spaces for those residents is among our highest priorities.”

Construction of 40 townhouses off Anderson Street, known as West Village and being delivered by Contour, is forecast to begin in mid‑2026. Kolabb’s Anderson Lane development will follow shortly after, delivering a further 26 townhouses.

Southwark Grounds is a state government‑led urban renewal project now set to deliver around 1,700 homes over the next decade.

Homes will be supported by a supermarket, a range of retail and hospitality offerings anchored by a revitalised Walkerville Brew Tower, a childcare centre, car parking and well‑connected public spaces.

400 new homes planned for Adelaide's former West End Brewery site

Brisbane developer&nbsp;<a href="https://www.apartments.com.au/developers/cavcorp">Cavcorp</a> has lodged plans for a new mixed-use residential development at <a href="https://www.apartments.com.au/new-apartments/55-wyandra-street-teneriffe-qld-4005">55 Wyandra Street</a>, Teneriffe, anchored by an 85-metre public laneway designed to reconnect the suburb’s riverfront with the Gasworks precinct.

The buildings, known as Teneriffe House and Teneriffe Lane, would replace the existing Queensland Cotton head office site with a 15-storey residential tower transitioning to eight storeys toward Helen Street. The project has been designed by Plazibat Architects and lodged as a code assessable development application for 93 apartments across a 3,401 sqm mixed-use site within the Newstead and Teneriffe Waterfront neighbourhood plan.

Central to the scheme is the transformation of an existing service easement into a publicly accessible cross-block connection linking Wyandra and Helen Streets. Cavcorp says the new laneway will act as both a pedestrian shortcut and a landscaped civic space between the Teneriffe Riverwalk, ferry terminal, and Gasworks precinct.

“The revised proposal delivers a legacy public-realm cross-block link, permanently secured for community use, transforming an existing private easement into a safe, high-quality pedestrian connection between the Teneriffe heritage riverwalk and the Gasworks–Long Island precinct,” the planning report states.

The laneway will sit beneath a large subtropical loggia integrated into the podium levels of the development. The design incorporates deep landscaping, water gardens, lobby spaces, business lounges, and ground-floor apartments to create what Cavcorp describes as a climate-responsive “urban verandah.”

The tower itself has been designed as a slender form with recessed floorplates and curved translucent corners inspired by contemporary Japanese architecture. The building height aligns with the Commercial Road precinct controls, which permit towers up to 15 storeys within proximity to Longland Street.

The project will comprise a mix of larger-format apartments aimed at owner-occupiers, downsizers, and families. The proposed apartment mix includes 11 loggia apartments across the lower levels, 50 four-bedroom Sky-Terrace apartments from levels three to seven, and 32 Sky-Pool Homes occupying the upper tower levels. The Sky-Pool Homes will feature private thermal plunge pools integrated into oversized balconies.

According to the application, the apartments are intended to reinterpret the scale and character of Teneriffe’s woolstore conversions and Queensland homes within a vertical residential format.

“The sky-pool homes build on Cavcorp’s previous projects and introduce a distinct apartment typology to Teneriffe, informed by both local and international precedent and responding to an identified market demand for enhanced safety, space and amenity,” the planning submission notes.

A major focus of the proposal is its five-level wellness and lifestyle offering, extending from the basement through to the rooftop.

Amenities proposed include a rooftop Swim &amp; Racquet Club with a 25-metre Olympic lap pool and tennis court, coworking spaces and libraries, golf simulators, wine storage, concierge facilities, business lounges, pet wash areas, and rooftop longevity-focused wellness spaces with spas, outdoor fitness zones, and landscaped terraces.

All parking will be concealed within basement levels accessed from Wyandra and Helen Streets. Cavcorp says the deep-basement engineering approach allows the entire ground plane to prioritise landscaping, pedestrian movement, and active frontage rather than vehicle infrastructure.

The development continues Cavcorp’s concentration in Newstead and Teneriffe, where the Brisbane developer has delivered a number of apartment projects including Lucent, Le Bain, and Luminare, as well as the Long Island Wellness Precinct nearby. Several of those projects have received national design and architecture awards, including recognition under Brisbane’s “Buildings that Breathe” program.

Cavcorp unveils wellness-focused Teneriffe House and Teneriffe Lane apartment buildings

Focus Group Investments has lodged plans for a new apartment development at <a href="https://www.apartments.com.au/new-apartments/64-70-hanover-street-fitzroy-vic-3065">64–70 Hanover Street</a> in Fitzroy, seeking to utilise the Victorian Government’s recently introduced Great Design Fast Track pathway to accelerate approvals for the project.

The proposal is among the latest developments to emerge through the state-led initiative, which was established to fast-track well-designed residential projects in activity centres and transport-connected inner-city locations. The pathway allows qualifying developments that meet elevated design and housing benchmarks to bypass traditional council planning timeframes and instead be assessed directly by the Department of Transport and Planning.

Designed by SJB, the development will comprise a mix of apartments above activated lower levels, with a strong focus on architectural articulation, landscaping, and communal amenity. The design response seeks to balance the industrial character of Richmond’s former warehouse precincts with a more contemporary residential form.

Proposed are 63 new dwellings, a wide ranging mix of studio, one-, two-, and three-bedroom apartments, and townhouses and duplexes. They will be spread across a part-three, part-eight storey building.

The Planning and Urban Context Report by Tract says the development is of an "exemplary architectural standard" and has been carefully crafted by SJB Architects.

"Dwellings&nbsp;will benefit from excellent access to natural light, cross-ventilation opportunities and extensive communal space," the report noted.

The architectural material highlights the project’s integration of landscaped elements and communal spaces throughout the building. The proposal also incorporates sustainability initiatives aligned with the Victorian Government’s push for higher-performing apartment developments under the fast-track program.

The Great Design Fast Track was unveiled by the Victorian Government in 2024 as part of a broader housing supply strategy aimed at accelerating the delivery of new homes. Projects assessed through the pathway must demonstrate high-quality architecture, sustainability outcomes, and housing diversity while being located close to public transport and existing infrastructure.

Focus Group, founder and led by Paul De Lutiis, is increasingly active across Melbourne’s inner suburbs, targeting well-connected urban renewal locations suited to medium and higher-density residential development. The Fitzroy proposal continues that strategy, leveraging the area’s strong transport links, established retail amenity, and proximity to the CBD.

Fitzroy has been one of the most popular spots for developers and buyers in recent years. The likes of PACE Development Group, SMA Projects, Crema Group and Chapter Group, currently selling projects in the suburb.

The Gold Coast Planning Committee has supported the preliminary approval for the Benowa Gardens Urban Village project following an extensive community consultation and assessment process.

The proposal will now proceed to a full council vote on June 2.

The application sought approval for a masterplanned urban village on the existing Benowa Gardens Shopping Centre site, combining new housing, retail, dining, health and lifestyle amenities within a walkable, integrated precinct.&nbsp;

The proposed redevelopment includes around 413 apartments integrated above a revitalised mixed-use centre featuring a full-line supermarket of 4,000 sqm, 6,000 sqm of specialty retail and dining space across around 30 retailers, a 7,000 sqm health and wellness precinct, and roughly 9,630 sqm of office and medical suites.&nbsp;

The broader masterplan also includes very significant traffic and transport improvements, wide pedestrian walkways, upgraded pedestrian and cycle connections, and enhanced public areas designed to create a more connected and walkable community environment.&nbsp;

Centre owner Patrick Lu said the milestone reflected months of detailed planning, technical assessment and ongoing communication with local residents, businesses, schools and stakeholders.

Lu said the proposal had evolved significantly through consultation and technical review, particularly around traffic, pedestrian and student safety and neighbourhood connectivity.&nbsp;

Melissa Griffin, Director at Urbis, said the recommendation recognised the strategic importance of delivering more housing and services within established urban areas already supported by infrastructure.

“This proposal represents the type of thoughtful, integrated growth that planning frameworks across South-East Queensland are encouraging,” Ms Griffin said.

“The project seeks to place housing, retail, healthcare and employment opportunities together in a highly accessible location close to schools, transport and existing services.

“Importantly, the process has involved significant technical assessment and community engagement to ensure local issues and feedback were properly considered throughout the planning pathway.”

Surfers Paradise is officially set for its first new residential development with a 45-storey skybridge connecting the two towers.

John Camilleri’s Celestino Developments has been given the green light by the Gold Coast City Council to develop its major beachfront precinct across its huge 4,000 sqm oceanfront site at <a href="https://www.apartments.com.au/new-apartments/63-79-garfield-terrace-surfers-paradise-qld-4217">63–79 Garfield Terrace</a>, just five months after its <a href="https://www.apartments.com.au/news/qld/first-look-exclusive-billionaire-winx-breeder-s-bold-two-tower-surfers-paradise-play-with-45th-storey-skybridge">submission in late 2025</a>.

The approved scheme will deliver two towers rising 55 and 48 storeys, connected by a skybridge positioned on level 45 that will house a range of resident-only wellness and entertainment spaces.

In its notice of approval, the Gold Coast City Council said the&nbsp;proposed overall built form has been designed to complement the scale, intensity and protect the adjacent amenity and surrounding streets through the use of varied setbacks, site cover and architectural elements.

Designed by <a href="https://www.apartments.com.au/architects/dbi">DBI</a>, the development will comprise 275 apartments across the two towers, including a mix of two-, three-, and four-bedroom residences, as well as several penthouses. The apartments will sit above a landscaped podium featuring more than 90 metres of beachfront pool frontage, private resident lawns, lounges, and wellness spaces.

DBI said the design draws heavily from the movement and form of the coastal environment, with curving balcony lines and sculpted façades intended to soften the scale of the towers while maximising ocean outlooks and passive shading outcomes.

“The project occupies a rare, uninterrupted oceanfront site and has been shaped by a design philosophy that merges architectural elegance with environmental responsiveness and a carefully curated lifestyle experience,” DBI said in planning documents submitted to the Gold Coast City Council.

The most distinctive element of the approved project is the skybridge linking the two towers at level 45. The elevated communal space is planned to include executive lounges, formal dining areas, wellness facilities, and panoramic ocean-facing outlooks.

“The skybridge enhances the identity of the development, promotes social interaction, and delivers a lifestyle experience not found elsewhere on the Gold Coast,” DBI said.

At podium level, residents will have access to a suite of resort-style amenities, including resident lounges, private dining rooms, a yoga lawn, gymnasium, plunge pools, and treatment spaces. The beachfront pool has been designed with separate lap, lounge, and children’s areas extending across the width of the site.

The project will also introduce new food and beverage offerings along the Enderley Avenue and Oceanway frontages, contributing additional activation to the beachfront precinct.
