Growing national developer Time &amp; Place has announced its fifth new apartment development.

With two projects in Manly and two upcoming in Surry Hills and Potts Point, the developer, which expanded beyond Melbourne just a few years ago, is now heading to Mosman. It is planning 53 new apartments on Redan Street.

The 3,233 sqm site, spanning <a href="https://www.apartments.com.au/new-apartments/40-48-redan-street-mosman-nsw-2088">40–48 Redan Street</a> with frontage to Redan Lane, is located just under 400 metres from Spit Junction Town Centre. It is reported the developer paid around $100 million for the five-site amalgamation.

Time &amp; Place, founded by Tim Price and backed by James Packer’s private investment firm NPACT, has submitted the project as a State Significant Development through the NSW Government’s Housing Delivery Authority pathway.

Of the 53 apartments, 42 will be released to the market, with the remaining 11 allocated as affordable housing in line with NSW Government requirements.

fjc Studio has designed the building. In its Design Report, the architect said the diverse mix of dwelling types and sizes, including 11 two-bedroom affordable housing units, 40 three-bedroom apartments, and two four-bedroom residences, will support a broad demographic, including families, downsizers, and key workers.

The development will rise to nine levels, a height encouraged by the NSW Government due to the site’s proximity to Spit Junction, which has been identified as a low- to mid-rise centre. Developments within a certain proximity to these centres are permitted increased height.

fjc said the project “achieves an appropriate density outcome for its setting by balancing increased housing supply with strong amenity performance,” adding that it “makes a measurable contribution to NSW housing supply targets through the delivery of additional dwellings and dedicated affordable housing.”

The new development will replace five existing two-storey homes.

“By aligning with the objectives of the Housing SEPP and applying careful architectural and urban design principles, the development provides high-quality residential accommodation that integrates sensitively within its established Mosman context and delivers enduring benefits to residents and the wider community.”

Mosman has become increasingly popular with developers in recent years.

Developer Abadeen has been particularly active, with Mosman Residences currently on the market and under construction on Clifford Street. It also has an upcoming Burran Avenue project, comprising just three apartments on the Balmoral Slopes, and recently secured the Midas and Honeysuckle nursery site on Military Road.

Prosker Property has a project on Redan Lane, just a few doors down from Time &amp; Place’s proposed development.

Developers including Toohey Miller, DARE Property Group, and WINIM also have projects underway in the area. In 2024, a five-year target was set for the Mosman LGA to increase housing supply by 500 dwellings by 2029.

Time &amp; Place entered the Sydney market with Two Tides, its under construction Manly development. Given its sales success, it has secured another development in the area, more boutique, facing the beach on North Steyne.

They are hoping to launch their redevelopment of The Chimes in Potts Point this year, and next year will look to take to market Marlborough House, an adaptive re-use of the landmark David Jones warehouse in Surry Hills.

The company has been working with Damac Properties to introduce its property listings to the platform.

Property Connect secure exclusive agreement in Gulf countries for online property platform

Property Connect CEO Darren Patterson has said property in Australia is "right for disruption" in an interview on the Finance News Network earlier this month.
Patterson was talking about LiveOffer, the technology which allows potential tenants to make an online offer on a rental property.
Property Connect are also moving into doing online auctions for property sales, as well as planning to add a mortgage origination service.

"We believe we’ve got the solution that can add value and we can extrapolate from," Patterson said.
"The market is controlled by agents that operate in a franchise model. The two dominant portals take a lot of value out of that chain. And we believe that marketplaces that provide transparency, real time transactional services, will provide value for landlords, renters, vendors and purchasers in that space.

Patterson said much of the technology is built, but hasn't been implemented for all property types.

The new online rental auction platform is designed to provide transparency and a seamless process, for both the landlord, the tenant and the property manager.
"The tenant, or prospective tenant, can actually control their move-in day, the term of the lease and the amount they want to offer per week," Patterson suggested.
"Sometimes you see tenants turn up to highly sought after properties and there maybe 10/15 people. This gives them a full view and transparency as to where their offer is, in the market. And it allows the property manager to effectively communicate with the landlord, and decide who’s the optimum tenant for the property."
Patterson said they're about to move into providing construction development finance and residential mortgages, something he says they believe will help facilitate the entire property transaction.
Property Connect are targeting the transient markets where renters move between states frequently.
"We see that emerging in Australia, particularly as developers look to build, to let and develop property funds.
"We see that in high-density areas like Hong Kong, Singapore and the Middle East. And we’re rolling out a lightweight sales model, which is focused around licensing in those markets with partners."

Property Connect partners with one of UAE's largest private developers

Property Connect has entered into an agreement with Pipeline Marketing Management to market the LiveOffer platform in the GCC – Dubai and surrounding countries.
Property Connect's LiveOffer™ technology allows potential tenants to make an online offer on a rental property, thus creating a fair market value for properties.
It keeps landlords and perspective tenants updated on the market appraisal of the rental offering.
The GCC licence will allow Property Connect to distribute LiveOffer Rental and Auction products in a cost effective manner into a market renowned to be notoriously difficult to rent properties efficiently.
The market has a highly mobile international sales and tenancy base.
The LiveOffer platform is ideally suited to high density markets such as Dubai and other GCC countries, whilst also being able to integrate with emerging Blockchain solutions, Darren Patterson, CEO of Property Connect said.
The company continues to also discuss similar strategic partnerships in Singapore, Hong Kong and Malaysia.
Property Connect noted the rental and sales markets in Dubai and the surrounding GCC countries had softened in the past 12 months.
It suggests the transparency and efficiency provided by the LiveOffer platform can provide significant cost advantages to these markets.
The initial two year partnership can be extended. The agreement is subject of satisfaction of several conditions, including obtaining all local regulatory approvals, due diligence and execution of formal documentation.
Pipeline is a business-to-business sales and business development organisation established by leading sales specialists, with over 50 years combined experience operating in the GCC.
They have a track record of market expansion and sales development for several leading enterprise companies, and deep local relationships.
As a term of the GCC Licence, the parties will explore additional opportunities with leading real estate agencies, developers, property portals, property investors and sovereign wealth funds in the GCC.
The parties believe there are opportunities in the GCC for the commercialisation of additional products developed by Property Connect.
The company has obtained preliminary legal advice confirming the LiveOffer platform can operate in the GCC, subject to obtaining all local regulatory approvals.
In addition to this, the Dubai Land Department has committed to becoming the world’s first end to end Real Estate Blockchain transaction marketplace.
This is aligned with the company’s objectives of simplifying and making real estate transactions more transparent and cost effective. The company is exploring direct involvement in this initiative as well as facilitating online property auctions with local developers and the government.
Darren Patterson said the licence was "the perfect way for Property Connect to efficiently scale its sales and distribution of the LiveOffer platform," whilst also establishing a wider investor base and support for future products in the company’s development pipeline.
"We anticipate this to be the first of several such licences for the LiveOffer platform internationally and domestically which will create material shareholder value.”
