A trio of Queensland property groups have unveiled plans for a $300 million mixed-use redevelopment of the former Noosa Bowls Club site, a proposal that would deliver more than 200 new homes in one of the Sunshine Coast's most supply-constrained markets.

Kilter Property, Frank Developments and Calile Malouf Investments are behind the plans for the 1.8-hectare site at <a href="https://www.apartments.com.au/new-apartments/99-noosa-drive-noosa-heads-qld-4567">99 Noosa Drive</a>, which would transform the long-vacant site into a new residential precinct featuring 208 apartments, retail, hospitality and public space.

The proposal comes as Noosa continues to grapple with housing affordability and a shortage of permanent accommodation, particularly for key workers. The site's location in Noosa Junction, close to shops, public transport and employment, aligns with the direction of Noosa Council's Housing Strategy, which encourages higher-density housing within established activity centres rather than continued urban expansion.

The draft plans include 48 affordable-by-design apartments and 48 rooming accommodation units aimed at key workers. Around 2,000 sqm of ground-floor retail and food and beverage space would activate the street frontage, alongside a new public town square and landscaped open space.

Frank Developments Founder and Director Frank Licastro said the development would continue the company's focus on architecturally-led residential projects while addressing one of the region's biggest challenges.

Calile Malouf Investments, best known for its role in Brisbane's James Street precinct and The Calile Hotel, will bring its place-making experience to the project. The company recently commenced construction on The Calile Noosa hotel and says the residential development will complement its growing investment in the region.

CMI Director Cal Malouf said the aim was to create a walkable precinct combining housing, retail and hospitality while remaining true to Noosa's character.

"We see a similar opportunity in Noosa to deliver a vibrant, walkable destination that combines exceptional housing, hospitality and retail in one integrated project," Malouf said.

Brisbane-based Cavill Architects has been appointed to design the project.

Noosa Bowls Club to be redeveloped into mixed-use apartment precinct

One of Brisbane's last major riverfront redevelopment opportunities has taken a significant step forward, with Lendlease selected as the Queensland Government's preferred development partner for the former Visy site in South Brisbane.

The seven-hectare industrial site, positioned between South Bank and West End and 1.3 kilometres from the Brisbane CBD, will be transformed into a mixed-use precinct expected to deliver more than 4,000 new homes alongside extensive public open space and riverfront parkland.

The project is one of the largest urban renewal opportunities currently planned in Brisbane and is expected to play a key role in accommodating the city's growing population ahead of the 2032 Olympic and Paralympic Games.

Plans for the precinct include a network of riverfront promenades and boardwalks, new public plazas, parkland, amphitheatre-style gathering spaces and shared pedestrian and cycling links designed to reconnect the long-isolated site with the Brisbane River.

The Queensland Government is targeting delivery of the first homes and key public spaces before the 2032 Games, allowing the precinct to begin contributing new housing and public amenity well before the broader masterplan is complete.

The redevelopment is also expected to support more than 3,000 jobs across planning, construction and ongoing operations.

For Lendlease, the appointment adds another major urban regeneration project to its Queensland portfolio. The developer has operated in the state for more than 70 years and has delivered a number of large-scale mixed-use precincts in partnership with government.

Lendlease Development CEO Claire Johnston said the project represented one of Brisbane's most significant redevelopment opportunities.

"The transformation of the former Visy site represents a rare opportunity to reimagine one of Brisbane's most significant riverfront locations, deliver thousands of much-needed homes, and create long-term legacy," Johnston said.

"In partnership with the Queensland Government, we have the opportunity to create a new riverside destination that will help shape Brisbane's growth and how people experience the city for decades to come.

"This is exactly the type of large-scale, city-shaping development that will provide lasting benefits for Queensland, bringing together housing, jobs and world-class public spaces."

Deputy Premier and Minister for State Development, Infrastructure and Planning Jarrod Bleijie said the riverfront transformation would deliver a thriving new community precinct.

“The Crisafulli Government is delivering this golden opportunity to unlock a riverfront jewel for all Queenslanders,” Deputy Premier Bleijie said.

“This is a once-in-a-generation moment to reshape a significant slice of Brisbane and deliver lasting benefits – thousands of new homes, and public spaces for all Queenslanders to enjoy well beyond the 2032 Olympic and Paralympic Games – unlike Labor’s plan which would have delivered zero benefits and zero new homes.

“Queensland is well and truly open for business and through partnership with the private sector, we are accelerating delivery while ensuring strong housing, community and economic outcomes."

Early works on the precinct are expected to commence in April 2027.

Lendlease selected to deliver transformative South Brisbane riverfront precinct

Eddy Haddad's <a href="https://www.apartments.com.au/developers/level-33">Level 33</a> is levelling up its approved Wollongong development, as the coastal city south of Sydney continues to prove popular in the high-density development space.

Level 33, a longtime developer in the Wollongong area, has gone through the NSW Government's Housing Delivery Authority to upsize its approved two-tower development on the corner of Crown Street and Gladstone Avenue, just 100 metres from Wollongong Station.

The developer currently has approval for 252 apartments across two buildings rising to 19 storeys. It is now seeking approval for 33 and 38-storey towers that would deliver 467 apartments, including 67 affordable homes.

Designed by <a href="https://www.apartments.com.au/architects/bka-architecture">BKA Architecture</a>, the development would comprise apartments above a three-level podium with around 1,100 sqm of retail space, along with basement parking for 448 vehicles.

According to the Urban Design Report by BKA, the proposal has the capacity to "reinforce the precinct's identity by strengthening links between health, education, and transport services, while also contributing to Wollongong's ongoing evolution as a key regional centre."

Wollongong is somewhat in vogue. Between Level 33 and Urban Property Group, the two developers have several thousand apartments planned across the city.

Level 33 is currently delivering Easterly Wollongong, one of its most boutique projects to date with just 21 high-end apartments, as well as Atchison &amp; Kenny, a 329-apartment development due for completion later this year.

The developer plans to redevelop the 13,088 sqm WIN Grand megasite into <a href="https://www.apartments.com.au/new-apartments/crown-square-216-238-keira-street-wollongong-nsw-2500">Crown Square</a>, a new $500 million precinct with nearly 600 apartments. It also has more than 900 apartments planned for the former Bunnings Warehouse site at the intersection of Gipps and Flinders streets.

Urban Property Group is also playing a major role in the city's transformation. Its five-tower Keira Place precinct will deliver more than 800 homes, and it has recently lodged plans for a further 300 apartments near Wollongong Station.

First look: Level 33 upsizes Wollongong apartment towers

Just a week after filing plans for the final stage of its major Keira Place masterplan, <a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has unveiled another significant housing proposal in Wollongong, this time targeting a prominent site opposite North Wollongong Station.

The developer has lodged a State Significant Development Application for a 38-storey mixed-use tower at <a href="https://www.apartments.com.au/new-apartments/4-4a-flinders-street-north-wollongong-nsw-2500">4-4A Flinders Street</a>, around one kilometre north of the <a href="https://www.apartments.com.au/new-apartments/keira-place-wollongong-120-122-smith-street-wollongong-nsw-2500">Keira Place precinct</a> currently taking shape on the edge of the CBD.

Designed by Studio.SC, the proposal comprises a 38-storey mixed-use development containing 303 apartments, including 45 affordable housing units, alongside 174 co-living residences. The scheme also includes ground-floor retail space, extensive landscaping and public domain improvements.

Studio.SC noted in the proposal it "outlines a vision for a landmark transit-oriented mixed-use development centred around North Wollongong Station, designed to support the city’s future growth while responding to the NSW Government’s housing and planning reforms."

The architecture firm said the proposal responds to the opportunities and constraints shaping future growth within the 400-metre catchment of the station and represents "a coordinated and future-focused approach to urban intensification, contributing to the long-term evolution of North Wollongong as a connected, walkable and high-density station precinct."

The site occupies a strategic corner bounded by Flinders Street, Station Street, Stafford Street and the Princes Highway, directly opposite North Wollongong Station.

The proposal follows Urban Property Group's recent submission for the second and final stage of Keira Place, which would deliver a further three buildings comprising 657 homes opposite Beaton Park. It builds on the first stage, which features 150 apartments across two towers and recently commenced construction.

Urban Property Group CEO Patrick Elias said breaking ground on the first stage marked a significant milestone for Wollongong and reflected the developer's long-term commitment to regional cities.

"Today's groundbreaking is about turning approvals into homes and moving quickly to deliver much-needed housing in Wollongong's city centre," Elias said.

"Keira Place will provide a diverse mix of homes close to jobs, transport and services, while setting a high benchmark for quality, durability and consumer protection."

First look: Urban Property Group plans next major Wollongong tower

<a href="https://www.apartments.com.au/developers/arada">Arada Australia</a> has wasted little time expanding its ambitions in Campsie, lodging plans for a second major project in the rapidly transforming town centre just months after unveiling its three-tower One Campsie proposal on Beamish Street.

The UAE-backed developer has now taken aim at one of the suburb’s most strategically positioned sites, filing a State Significant Development Application for a <a href="https://www.apartments.com.au/new-apartments/10-north-parade-campsie-nsw-2194">33-storey mixed-use tower</a> at 10 London Street and 43 North Parade, directly opposite the future Campsie Metro Station. The proposal is currently on public exhibition and represents another significant vote of confidence in Campsie's emergence as one of Sydney’s key transit-oriented growth centres.

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a>, the development would deliver 156 apartments above a podium containing retail and commercial space, creating a new residential and commercial gateway to the town centre. The scheme also includes a four-level above-ground parking podium and a dedicated residential amenity floor featuring wellness and recreation facilities. At least 10 per cent of the apartments would be allocated as affordable housing for a period of 10 years.

The proposal occupies a 1,631 sqm site bounded by London Street, North Parade and Dispensary Lane, immediately adjoining the future Metro station precinct and just metres from Beamish Street’s retail and dining strip. According to the Urban Design Report, the project seeks to deliver "a great place that prioritises human-scaled experience and provides spatial improvements to the area."

Woods Bagot describes the tower as a key marker within Campsie's next phase of growth.

"Located directly opposite the new Campsie Metro Station on North Parade, 10 London Street is a thoughtfully composed 33-storey mixed-use tower that contributes to the ongoing transformation of the town centre," the Architectural Design Report states. The report says the project is intended to provide "high-quality homes within a vibrant, connected urban environment, while helping define Campsie's future skyline."

A strong emphasis has been placed on the public realm. The ground floor incorporates over 500 sqm of retail space and active frontages along both London Street and North Parade, while the podium is wrapped by extensive landscaped planting intended to soften the building's scale and strengthen the pedestrian experience. The development would also widen surrounding footpaths and improve connections between the Metro station and the broader town centre.

Above the podium, residents would have access to more than 1,400 sqm of communal amenities, including a pool, gym and landscaped recreation spaces. A distinctive green-wall treatment extending across four podium levels forms a major architectural feature, helping differentiate the project within the emerging high-density precinct.

The tower's design is closely tied to the broader Campsie Town Centre Master Plan and the arrival of Sydney Metro. The Urban Design Report notes the proposal "directly supports the Campsie Town Centre Master Plan by delivering new homes in a location explicitly identified for growth, improved accessibility, and high-quality urban renewal." It adds that the project contributes to the master plan's vision for a strengthened town centre supported by thousands of new homes around the future Metro station.

The application follows Arada Australia's recently lodged One Campsie project at 124–142 Beamish Street and 16–18 Ninth Avenue, where the developer is seeking approval for 346 apartments across three towers rising 24, 32 and 39 storeys. Together, the two proposals would cement Arada Australia as one of the most influential developers shaping Campsie's future urban form.

Sentinel Property Group has purchased a fully leased office building in Cairns for $8.5 million, marking its second investment in the North Queensland city.
The 139 Grafton Street property comprises a four-level commercial office building with a total net lettable area of 2,453 sqm.
The property is fully leased to two tenants, Queensland Health on a new five-year lease expiring in 2022, and a well-established medical office.
Sentinel purchased DFO Cairns retail complex last year. Its property portfolio in North and Central Queensland comprises a free-standing Big W in Atherton, a neighbourhood shopping centre and industrial property in Townsville, the Port of Airlie Maritime Terminal at Airlie Beach, two neighbourhood shopping centres in Emerald and seven retail, industrial, office and land holdings in Mackay.
Sentinel managing director Warren Ebert said the Grafton Street property was underpinned by solid government tenants and is well positioned within the Cairns CBD.
“Cairns is a market that we know very well and has been a major focus for us in successfully turning around the DFO Cairns centre over the past year through continual improvements and investment,” Ebert said.
The Brisbane-based group says it has confidence in the North Queensland economy and its future growth prospects.
“We see a lot of upside in the Cairns market on the back of its resurgent tourism sector and more than $20 billion of planned infrastructure and development projects that will drive further tourism and economic growth.”
These projects include the expansion of the Cairns airport, upgrade of the Port of Cairns, the Ella Bay Integrated Resort Development and Rio Tinto’s Amrun Bauxite Project among others.
The Cairns office property is the sixth asset for the Sentinel Regional Office Trust, which since October 2016 has acquired more than $188 million of properties nationally. The Sentinel Regional Office Trust has a current net distribution of 9.50% pa (paid monthly).
Its other assets include office buildings in Darwin and Casuarina in the Northern Territory, an office property on the fringe of the Brisbane CBD, and office properties in Port Macquarie and Newcastle in New South Wales.
Ebert said the Trust would continue to look at more office acquisitions in regional locations.
“We have a number of further regional office acquisitions in the pipeline, providing diversity of income both geographically and by tenant, in line with our proven opportunistic buying strategy in sectors and locations yet to be fully identified by others.”
Sentinel Property Group has a total national portfolio of more than 40 retail, industrial, office, land, tourism infrastructure and agribusiness assets across Australia with a total value that is more than $1 billion.
Late in 2016, the group purchased the Port Hedland Boulevard Shopping Centre in Western Australia for $17.6 million from a private vendor.
It said the company has sold a total of 15 properties for $306.46 million at an average Internal Rate of Return of 26.60% across its national portfolio since its inception in 2010.

Sentinel acquires Cairns office asset with government tenant for $8.5 million

The returns from Australian office assets in 2016 were well above the historical benchmark, according to a new report by leading property services firm JLL.
Investors are now accepting that returns for core real estate will be broadly between 6.50 percent and 8 percent, said the Australian Office Investment Review and Outlook. 
Investor mandates were more diverse in 2016, with a movement of capital into suburban office markets due to the positive market fundamentals. 
JLL recorded $5.1 billion of transactions across non-CBD office markets, or 37 percent of total office sales in 2016. Historically, suburban markets have only accounted for around 30 percent of transaction volumes per annum.
Head of Office Investments – Australia, Rob Sewell said the firm’s analysis is pointing to another good year of returns for the Australian office market after 2016 levels were above historical benchmarks. 
“Investment mandates are diverse and over the first part of 2017 we have capital ready to be deployed across the risk spectrum,” said Sewell. 
JLL’s area-weighted Total Return Index (TRI) for CBD office markets increased by 12.6 percent in 2016. 
“We are currently in the midst of an unprecedented liquidity cycle, which is being expressed both by high levels of transaction volumes and the number of bidders on major assets.
“Total office volumes last year were curtailed by a lack of available product. Nevertheless, 2016 still ranked as the third highest year of record for volumes at $14.46 billion. The number of under-bidders on campaigns in 2016 across geographies were at elevated levels.

He said new pricing levels would increase vendor motivation, while liquidity would create an opportunity to divest large less liquid assets.
Offshore investors accounted for 42 percent of total office transactions in 2016 at $6.19 billion, with Chinese, Singaporean and US investors dominating the market.  
“The Australian office sector remains a beneficiary of the great portfolio tilt to real estate and the Asia Pacific region,” said JLL’s head of International Investments – Australia, Simon Storry.
“Our review of the spread between target and current allocations by offshore investors shows potential sources of capital in 2017 include South Korea, Hong Kong, Singapore and Germany,” said Storry.

“Sydney and Melbourne can be classified as the high growth markets. Asset pricing is reflective of the strong rental growth outlook with prime net effective rents projected to rise by 34.9 percent in the Sydney CBD and by 18.7 percent in the Melbourne CBD from 2017 to 2019.”
“Brisbane and Perth offer counter-cyclical opportunities and are considered to the cheap side of fair value markets. Yield spreads to Sydney and Melbourne have widened beyond historical benchmarks and new sources of capital are exploring opportunities to gain exposure to a potential market recovery.
“Real estate investors have shown a bias for low risk assets. Adelaide and Canberra are the epitome of low risk with the volatility of returns typically lower through the cycle,” concluded Ballantyne.

Increasing capital flows into Australia's major office markets in 2016 has resulted in competition for quality assets heating up, with property experts predicting continued yield compression and rising sales volumes in the second half of the year.
Competition for prime metropolitan office investments in the eastern seaboard markets of Sydney, Melbourne and Brisbane is rising among large offshore investors, according to Colliers International research.
The biggest jump in metropolitan office investment volumes to date in 2016 has been recorded in New South Wales, with $2.3 billion of sales recorded in Sydney’s metropolitan market year-to-date compared to $1.8 billion in the Sydney CBD. 
“Whilst there is still healthy investor appetite for CBD assets with four months to run in the calendar year, the narrowing gap between CBD and metro investor volumes points to increasing attention being paid to non-CBD office assets,” said John Marasco, Colliers International managing director of Capital Markets &amp; Investment Services.
“Analysis of sales volumes in Sydney, Melbourne and Brisbane, when comparing metro office to CBD office markets, sees investment levels weighted towards CBD markets. However, as CBD office yields have compressed sharply, capital has begun to shift to metropolitan office investment in 2016.
“The focus and competition for prime office grades is moving into the metro markets. The recent tussle for control of GPT’s metropolitan office fund, which contained seven A Grade fully leased assets, is a sign of the sentiment to come for securely leased, high quality metropolitan assets, which is likely to lead to a further sharpening of yields.”

 Luke Dixon, Colliers International director of Research, said the combination of lower vacancy, falling supply and higher total returns would typically correspond with a similar fall in initial yields and tight pricing. However, in the case of A Grade metropolitan office, yields had remained firmly higher relative to their CBD counterparts and compressed at a slower rate over the past three years. 
“CBD A Grade yields have compressed by over 120 basis points across the east coast, whereas east coast metropolitan A Grade yields only compressed by 60 basis points,” he said. 
“A significant factor in the strong performance of A Grade CBD yields has been the volume of domestic and offshore capital pursuing opportunities. 
“Enquiry volumes for investment sales of CBD assets, is almost double that seen in metropolitan sales campaigns. This weight of capital can in part can be explained by the volume of stock available between the two markets. 
“A Grade office in the Sydney, Melbourne and Brisbane accounts for a total of 11.7 million square meters versus 6 million square meters in their metropolitan counterparts, reducing the available pool of assets for investors.

“CBD ownership is highly concentrated amongst institutional owners, with over 50% of Premium and A Grade CBD stock owned by longer term investors such as super funds, REITs and wholesale funds. Metropolitan markets are more diverse in their ownership, with higher numbers of private investors who may be more motivated to sell as investor demand for high quality metropolitan office assets increases”.
“However, the sharp compression of CBD office yields has seen capital begin to shift to metropolitan office in 2016.”
A comparison of offshore and domestic transactions in these key metropolitan office markets points to momentum tipping back towards offshore investors in 2016. Significant metropolitan transactions year to date have been led by offshore investors such as Deutsche Bank, Ascendas and Blackrock.
“Total investment volumes are still heavily skewed towards domestic investors, with local knowledge and teams on the ground giving them a strategic edge on offshore competitors,” Marasco said. “However, with the increasing maturity of Asia Pacific and European investors in the Australian market we anticipate rising levels of offshore interest in the medium term.”
“Yield spreads will prove too attractive, and metropolitan spreads relative to CBD spreads will narrow under the weight of increasing investment.
“Based on the rising volume of investment sales in metropolitan office markets, and strong fundamentals supporting rental growth and valuation uplift, we anticipate strong investor activity in the metropolitan office market resulting in capital rates across these markets compressing sharply over the next 12 to 18 months.”

Competitive acquisition conditions in major eastern seaboard markets are already being seen. The recent tussle for control of GPT’s metropolitan office fund, which contained seven A Grade fully leased assets, is a sign of the sentiment to come for securely leased, high quality metropolitan assets. 
According to Colliers International’s new H2 2016 Metro Office Research &amp; Forecast Report, rental growth has been seen in most major metropolitan office markets this year, with demand for space generally improving, resulting in decreased vacancy.
The report found residential conversion remained a key issue in most markets, in particular those markets which were not protected with a commercial zonings.

Office markets on the eastern seaboard heat up on investment inflows

Charter Hall Group's Direct Office Fund (DOF) has launched a new round of equity raising.
DOF is an unlisted property fund chasing Australian office properties and currently offers nine fully leased office buildings in Sydney, Melbourne, Brisbane and Perth valued at over $842 million. 
The current distribution yield for the fund is 6.6 percent per annum.
Steven Bennett, fund manager of DOF said the fund is targeting to grow its property portfolio to over $1.2 billion.
“DOF has provided investors with annualised distributions of 7.5 cents per unit paid quarterly plus strong capital growth to date, which is forecast to grow to an annualised 7.75 cents per unit for the year ending 30 June 2017," he said.
"Sydney and Melbourne office markets are forecast to have the highest growth rates and which comprise over 70 percent of the Funds’ assets by value."
