Strategic government planning will be crucial in addressing the ongoing supply/demand imbalance in Brisbane’s residential market, as new supply continues to lag.

That’s one of the conclusions from a new CBRE market analysis, which highlights positive fundamentals but ongoing challenges for both the Brisbane and broader South East Queensland residential market.

While 5,600 apartments and townhouses are projected to be completed in Brisbane this year – up from an average of 3,500 in the five years to 2024 – CBRE Research Director Craig Godber said this figure had been somewhat inflated by project delays, which had shifted some anticipated 2024 completions into 2025.

Godber noted that recent completion levels were also well below the peak period in 2016 and 2017 when annual additions averaged around 12,500 units and townhouses.

“Brisbane's residential market is experiencing unprecedented growth, with demand outstripping supply," Godber said.

"Strategic planning by the State Government is crucial in addressing this imbalance and ensuring sustainable development."

Godber noted that low supply levels had translated into an extended period of low vacancy rates, with Brisbane’s metropolitan vacancy being at or below 1.5% since early 2021 and hitting 0.9% as at March this year.

These tight market conditions are evident across all city precincts.

Looking ahead, adjusted additions between 2025 and 2029 are forecast at 23,200 dwellings, or 4,600 per annum, with 60% of these expected to be concentrated in Brisbane’s inner city.

“Brisbane’s low vacancy rate highlights the urgent need for additional residential supply and the forecasted growth in dwelling completions is a positive step towards meeting this demand,” Godber said.

CBRE Metropolitan Investments Director Will Carman said Brisbane’s population expansion and strong demand fundamentals were driving interest in city development sites, but he noted that developer attitudes were shifting.

“As construction pricing continues to climb, developers are becoming more discerning. The focus has shifted toward delivering high-quality, well-located residential communities that can withstand market pressures and meet long-term demand,” Carman said.

He also noted the issue of affordability, with Brisbane’s median house price having crossed the $1 million mark.

“This reflects not only the city’s strong fundamentals and sustained demand, but also the growing challenge of affordability - particularly for first-home buyers. This price growth underscores the importance of strategic planning and quality development to meet evolving market expectations,” Carman said.

Not only is growth in Brisbane’s unit market lasting longer, it’s also getting stronger.

In August, unit values climbed a further 1.3 per cent, one of the strongest monthly results the Queensland capital has recorded in 2025, pushing the median unit value beyond $740,000, according to Cotality’s latest Home Value Index.

Over the rolling quarter, unit values surged 3.9 per cent, and are now 11.1 per cent higher year-to-date,&nbsp;making Brisbane the strongest-performing capital city unit market in the country.

The city’s apartment sector is also comfortably outpacing detached housing in 2025. House values rose 1.2 per cent in August to reach a median of $1.04 million, but quarterly growth was softer at 2.9 per cent, with an annual gain of just 7.3 per cent.

This widening divergence highlights the relative affordability of apartments and the intensifying demand for medium-density housing amid constrained supply,&nbsp;a trend reshaping Brisbane’s property market.

Plans to transform the former VicRoads site in Kew are progressing with four shortlisted developers invited to submit their proposals for the site.

Development Victoria will continue to communicate with the Boroondara Council and the local community throughout the transaction process.

A preferred development partner will be confirmed in 2026, following a thorough assessment of proposals.

Developers shortlisted to deliver housing in Kew

Builder-developer ALAND has drawn back the curtain on its first city-focused new apartment development.

It’s March 2018. A massive storm has hit Sydney’s northern beaches. Luckily no one is hurt, but the floodwaters take days to drain away and the economic impact is serious.
Reporters will tell the story over and over again: how much damage this torrential rain did. But where have we heard that before? Well, the list includes: both Queensland and New South Wales this year, Sydney in 2016, Gold Coast in 2015, Bundaberg in 2013, Queensland in 2012 and Brisbane in 2011.
We are starting to understand we will be hit by ever-increasing storms and floods. The risk is especially high in years when La Nina makes her appearance.
We also know good urban design can reduce the impacts.
Measures to soften the blow
Sydney’s Green Grid is planned to increase the resilience of the city and its residents against flooding and other climate impacts. The grid is designed to connect hydrological and ecological systems or, better, to reconnect these systems to boost their capacity to deal with sudden and severe impacts.
Spaces need to be created in the city for storing water during and directly after a flood. This will stop water from drowning people, flooding houses or destroying public property. These storages can take the form of water squares, temporary storage on ovals or parking areas, basins or gardens on rooftops, and swales along roads.
These measures are well known to be effective and together form an urban sponge system. All we need to do is to create more of these places to increase the capacity to take up water, then release it when safe to do so.
In every city certain areas play a crucial role in increasing, or not decreasing, water-storage capacity. These areas are on the edge of the waterscape and the cityscape. Increasing water storage here prevents bigger problems elsewhere.
What this means for Marrickville
If these places become built-up and can no longer effectively store floodwaters, the impact downstream is disastrous. Carrington Road in Sydney’s Marrickville is a prime example. This inner-city area flooded in 2012, leaving cars floating, houses flooded and people’s belongings lost or ruined.
The analysis and the facts are clear, even neatly mapped out by the New South Wales state government. No misunderstanding there. The safest option is not to build up this area.

However, if Sydney wants to become a global city, we need to get used to urban environments with higher densities – these have all kinds of advantages. Immediate benefits include better public transport, higher level of amenities and proximity to a dynamic economic environment which generates jobs for the local population. Higher density also prevents occupation of green spaces outside the city and unnecessarily long commuting times for people housed even further away from the city.
This means no densification of existing neighbourhoods is a poor option. However, a proposal to build 20 buildings with 2,600 units in the flood-prone zone in Marrickville has raised eyebrows.
The local council is opposing the “monstrous” scale of the development. The state Labor opposition has joined the battle against this “mega-apartment project”.
But much of the opposition is not for the right reasons. The Inner West Council’s Carrington Road area planning proposal seems to prioritise density over flood risk. When the Cooks River overflows again, as it will, the floods will be even more severe.
Planning should be aiming to create a symbiotic situation, in which a higher-density development and flood mitigation are complementary. The challenge is to marry two seemingly contrasting ambitions: to increase density and yet not increase the vulnerability to floods.
Well-structured density makes all the difference
To achieve this, the first consideration would be to see the area as a flood reservoir where water can temporarily be stored. If this reservoir is then also used to clean rain runoff and grey water from the apartment buildings, it would function as a green space, water treatment and flood remediation space all at once.
What if one large natural wetland could be created, which could capture the water from the Cook River during a flood, but could also clean the rain and grey water from the buildings? The new buildings would not have to suffer from hazards such as flooding because the site design has anticipated the risk.
As an example, imagine a Borneo-Sporenburg type of setting in which the water space surrounds the built-up area. Even with mostly low-rise housing, the development could still reach a high density of around 150 dwellings per hectare.
Applied to Carrington Road, this would imply around 1,200 dwellings can be built in a low-rise setting. Adding two internal superblocks to this development would create another 500 units and only one high-rise building (instead of 20) would then be needed to make it to 2,600 dwellings in the whole development.
The new neighbourhood could form a very sustainable, almost circular system in which waste water, waste heat and waste materials could all be reused for the apartments and dwellings, and in the wetland reservoir. This way the wetland becomes an attractive green space for residents to use. It’s then a green space that not only accommodates the eventual flood, but also regulates the temperature of the urban environment, creating cooler places in summer.

If the buildings were built on stilts and lifted above the reservoir, wildlife, ecology and water could exist undisturbed under and around the buildings. The result would be a flexible infill development that preserves green and public space, and which is ready for extreme weather or climate conditions.

National Australia Bank has expanded its list of postcodes across Australia where lending to property buyers will be capped due to potential risks in the housing market.
The loan-to-valuation ratio, or the percentage of a property's purchase price a bank will lend, will be capped at 70 percent in some areas where NAB sees a higher risk, while the other blacklisted ones (called Group B), will see an 80 percent cap. 
The second category includes inner city areas of Australia’s capital cities, according to a recent post on <a href="https://www.domain.com.au" target="_blank">www.domain.com.au</a> citing an article in the Australian Financial Review.
Among the expanded list, NAB has added plenty of Queensland suburbs in the Group A category where buyers will need a 30 percent deposit for a home loan. Some of the new ones in Queensland are Auburn, Mt Pleasant, Fraser Island and Apple Tree Creek.  
Western Australia still has a large list, with two new entrants such as Eighty Mile Beach and St George Ranges. South Australia and Northern Territory too have more postcodes blacklisted.
The B list, where buyers will need a 20 per cent deposit, includes inner city suburbs in Brisbane, Sydney, Melbourne, Adelaide and Perth.
The list for Sydney sees a few dropouts from the blacklist category such as Macquarie Park, East and North Ryde (2113), while there are some additions too such as The Ponds (postcode 2769).
Melbourne’s list remains the same such as the CBD, St Kilda’s and Docklands. Brisbane has more suburbs blacklisted in the second group such as Bowen Hills, Fortitude Valley and Woolloongabba.
“NAB takes into account a range of economic factors, and regularly monitors the performance of local markets to ensure we continue to lend responsibly and sustainably,” the article said citing a bank spokesman. 
“We recognise that no two suburbs are the same, and there are some geographic areas across Australia which have been impacted by local economic conditions. As a responsible lender, we adopt strategies in these geographic areas that seek to reduce the risk to our customers and our business.” 
The bank is still lending to borrowers in the named suburbs.
NAB’s expanded list comes soon after CEO Andrew Thorburn told a parliamentary inquiry into banking that net interest margins are being squeezed at a time when banks are facing higher capital requirements.
Lenders have also responded to pressure from the Reserve Bank of Australia, ASIC and APRA to reduce lending to higher risk investment borrowers, particularly for apartment markets in central Melbourne and Sydney, by cutting back on interest-only loans and increasing deposits to about 40 per cent of the asking price.
NAB, which has about five million customers, has previously warned it has 50 high-risk postcodes.
