ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

"The proposed scheme presents a significant opportunity to deliver a vibrant retail plaza and a local neighbourhood hub serving both existing and future Collingwood residents."

The 79–81 Victoria Parade site occupies a strategic location about 1.5 kilometres east of Melbourne's CBD, at the threshold between Collingwood and East Melbourne. An 1880s timber cottage that has survived Kangaroo Point's transformation from riverside suburb to high-density apartment precinct is set to become the centrepiece of <a href="https://www.apartments.com.au/developers/zephyr">Zephyr Group</a>'s proposed Banksia development.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Designed by <a href="https://www.apartments.com.au/architects/joe-adsett-architects">Joe Adsett Architects</a>, the proposal carefully weaves the retained heritage cottage into a contemporary residential scheme, with the tower elevated above the historic building to preserve its presence within the Lambert Street streetscape.

Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Apartments across Melbourne continued to see solid price growth over March, with values jumping 2.1 per cent over the month.

That's the latest figures from property data firm CoreLogic, who have seen units values rising in Melbourne since October.

February the Victorian capital saw a growth of 1.2 per cent, which had been the largest gain since late 2019 before the March figures were revealed.

It's put Melbourne apartments 3.2 per cent up over the first quarter of 2021 after more modest 0.1 per cent gains in January. The quarterly unit performance is only behind Hobart (+8.6 per cent) and Sydney (+3.2 per cent).

Melbourne's median apartment values is now $593,121, up from $582,833 in February and $577,206 at the start of the year.

Last month CoreLogic's head of research Tim Lawless says there were tentative signs the trend of the housing market performing considerably stronger than the unit market could become less obvious.

Now Lawless says the unit market has turned a corner.

“Despite the underperformance, unit markets have turned a corner, with Sydney recording two consecutive months of rising values, while the Melbourne unit market has seen values consistently rising since October last year, with the trend accelerating over recent months.”

“Sydney unit rents have posted a subtle rise over the past three months, while unit rents in Melbourne have held firm over the same period.

With house prices rising as buyers pay top dollar for homes, a new survey by RateMyAgent shows that vendor sale price happiness has risen strongly in the past year.

Regional areas reported higher levels of sale price satisfaction. The Mallee in Victoria, which includes Mildura and Swan Hill, is the happiest region (70% rate of happiness), followed by Hobart (67%), Richmond-Tweed (66%), Canberra (64%) and The Riverina in NSW (62%).

Mark Armstrong, executive director at RateMyAgent, expects the seller’s market to continue throughout 2021. “We’ve got an incredible combination of strong buyer demand, a significant increase in supply and historically low interest rates,” he says.

The result of this survey is yet another indicator that Australia is immersed in a nationwide property upcycle of major proportions.

The major banks and economists generally are forecasting a boom this year and next year, but the boom they’re predicting is already here.

Westpac and REA are the latest to join a chorus of commentators forecasting big price growth throughout 2021 and 2022.

REA’s Property Outlook Report 2021 says Australians have never been wealthier, which is reflected in the “rise and rise” of the luxury property market. “This unique trend of house price growth during a recession did not occur during the GFC or the early 1990s recession,” the report says. “Towards the end of 2020, views per listing on realestate.com.au for homes over $10m increased 150%.”

The report says investors are returning to the market, with a focus on regional Australia, which will again outperform the rest of the country. While views per listing rose 16% in capital cities during the second half of 2020, the increase in regional Australia was 44%. 

Westpac economists have lifted their forecast for dwelling prices and are now expecting 10% gains in both 2021 and 2022. Westpac chief economist Bill Evans expects the market will not flatten until 2023.

Just how strong markets already are is shown in recent data on clearance rates. Last week the capital cities achieved an average clearance rate of 84%, according to CoreLogic.

Melbourne had 1,061 auctions, up from 635 over the previous week, with 82% successful. In Sydney, 769 homes were taken to auction, compared to 625 over the previous week, with a preliminary clearance rate of 88%. Canberra recorded the highest clearance rate at 92%, while Adelaide (85%) and Brisbane (79%) also did well. 

With so much buoyancy in markets across the nation, it’s perhaps inevitable that mainstream media would seek the negatives to highlight. And the perennial favourite is beat-up headlines about bubbles and everyone being priced out of the market.

But Commonwealth Bank CEO Matt Comyn has dampened concerns about rising house prices, saying the growth spurt is being fueled by owner-occupiers, not investors piling into the Sydney and Melbourne markets.

Comyn has underlined several distinctive characteristics of today’s market, compared with earlier property booms. He says that in the middle of the last decade, more than half of new lending in Sydney and NSW was flowing to investors. “If you go back to 2014-15, most of that growth was coming out of Sydney and Melbourne,” he says. 

“At the moment, the fastest-growing capital cities are Darwin and Perth, then Canberra. There’s a number of regional locations that are growing very rapidly. In fact, Sydney and Melbourne are not strong on a relative basis.”

Bendigo and Adelaide Bank chief executive Marnie Baker has highlighted the strength of the regional property market and owner-occupiers in driving recent price growth. “Our own book is 85% owner-occupied, so it’s actually not being led by investors,” she says. “That’s a difference that we need to take into account.”

Another major reason we don’t need to fear the real estate boom and its consequences on citizens is that the interest paid by Australian households has dropped markedly. The share of household income being used to pay interest on debt has fallen to the lowest level in 35 years, freeing up tens of billions of dollars a year to be spent in other ways.

The interest paid by Australian households has dropped to 5.5% of disposable income, the lowest since the mid-1980s, analysis by AMP Capital shows. That compares to 9% in mid-2019 and 13% in 2008.

The decline has been driven by lower official interest rates, which were reduced to an unprecedented low of 0.1% in November.

AMP Capital estimates the fall in interest payments as a share of disposable income is injecting an extra $9 billion into the household sector each quarter compared with two years ago. “That in turn has supported consumer confidence and spending,” it says.

Many borrowers have used savings from lower interest payments to reduce debt. The Reserve Bank says “substantial payments” were made into mortgage offset and redraw accounts between March and December last year. This amounted to about $40 billion.
